Security agencies begin massive soldiers, police deployment

The military and the  Police have commenced a massive nationwide deployment of soldiers and police personnel ahead of the August 1 #EndBadGovernance protest planned by some youths and civil society groups.

Findings by The According on Monday also indicate that the security agencies, including the Nigeria Security and Civil Defence Corps, have put their personnel on red alert in anticipation of the proposed nationwide rally organised to draw the government’s attention to the economic hardship faced by citizens.

The organisers, who have refused appeals by the Presidency and police authorities to abandon the demonstrations, want an improvement in the soaring cost of living and a reversal of some harsh government policies, particularly the removal of petrol subsidy. The subsidy removal, along with ongoing security issues in farming regions, has led to increased transportation costs and subsequent food inflation.

And while most states distanced themselves from the impending protest, which government, prominent persons and groups fear might be hijacked, they are not giving anything to chance as our correspondents observed the unusual presence of security personnel in several states and Abuja.

The Director of Defence Media Operations, Maj-Gen. Edward Buba, confirmed the troops’ deployment but said there was ‘’nothing new about it’’ noting that soldiers have always been deployed across the country for counter-terrorism operations.

He said, “Troops have always been deployed across the country in counter-terrorism and counter-insurgency operations. There is nothing new about that (deployment), please.”

However, checks by our correspondents revealed intensified surveillance patrol by the Guards Brigade, police, Nigeria Security and Civil Defence Corps and other security agencies in the Federal Capital Territory, Abuja, on Monday.

This comes just as some youths in Niger State took to the streets in protest on Monday, barely one week after Governor Mohammed Bago announced that the state’s youths would not be part of the nationwide protest tagged #EndBadGovernance.

The protesters, who appeared unwilling to wait till Thursday, chanted anti-government slogans and carried placards with inscriptions like ‘Enough is Enough’; ‘Stop Anti-Masses Policies’; ‘We Are Not Slaves In Our Country’; ‘Hardship Is Unbearable’, ‘Fuel Subsidy Must Be Back’, among others.

The youths reportedly blocked the Abuja-Kaduna Road but only left following the intervention of soldiers stationed on the highway.

“The issue is that some boys were discovered around Kaduna road. Immediately the Area Commander, Suleja moved to the scene with his men and the situation was brought under control. They were dispersed immediately,” the Niger State Police Command spokesman, Abiodun Wasiu, told The According, while confirming the protest.

“There was no blockade of the road along Abuja-Kaduna Road. We also heard rumours that there was an issue around Madalla but as I speak with you there was no issue, there was no problem in Madalla.

“However the Area Commander is on show of force and monitoring situation within Suleja and environs. The area is calm, people should continue their lawful businesses,” Wasiu added.

Also, there was slow vehicular movements on the Abuja-Keffi and Abuja-Lokoja roads caused by the roadblocks set up by military and police personnel.

Additionally, some residents of Kubwa, Dutse Alhaji, Maraba, and Bwari reported noticing an unusually high number of security vehicles patrolling their areas.

30,000 NSCDC personnel

To boost security around public infrastructure and assets, the Nigeria Security and Civil Defence Corps said it would deploy 30,000 personnel across the country in response to the planned hunger rallies.

NSCDC Commandant-General, Ahmed Audi, stated this during a meeting with Commandants and Zonal Commandants at the Corps’ national headquarters in Abuja on Monday.

“Based on the foregoing I have ordered the deployment of no fewer than 30,000 personnel nationwide, which includes Intelligence and other Tactical Units across all formations; the Zonal Commanders and all State Commandants in the 36 states and FCT are to supervise their personnel and monitor the protest with a view of ensuring the protection of lives and property as well as securing the nation’s critical assets and infrastructure.”

Audi said the necessity of the deployment was due to intelligence reports indicating that criminals might attempt to hijack the protest to cause chaos and harm innocent Nigerians and national infrastructure.

He affirmed Nigerians’ right to protest, emphasizing that the demonstrations must remain peaceful and warned against any destruction of government property.

While addressing his men, Audi said, “Your duty is to ensure the protest is peaceful as we do not want violence, destruction of assets, killings and burning of properties; therefore it behoves you to work within the whims and caprices of the NSCDC Standard Operating Procedures and Code of Ethical Standard.

”Your role is to maintain peace and ensure that government infrastructure, utilities and property are adequately protected from hoodlums who might want to hijack the whole process to carry out their nefarious acts.

“Do not molest or harass any citizen as they protest peacefully knowing fully well that they have the right to protest but they do not have the right to destroy government properties.

In Lagos, the state Police Command stationed its officers at strategic locations in the state but a top officer told The According it was the usual “police routine exercise.”

Parts of the state such as Meiran, Ikorodu, Ikeja and Agege, had policemen on major streets, while at Berger Bus Stop, a team of about 20 policemen were conducting routine vehicle checks.

Spokesman of the Lagos command, Benjamin Hundeyin, did not respond to one of our correspondents’ calls and text message seeking the command’s reaction to the development as at the time of filing this report.

But a senior officer in the command, who spoke on condition of anonymity because he was not authorised to speak on the issue, said the heavy security presence was part of routine policing.

“All officers you see on the streets of Lagos are operatives of the command. They are not deployed from outside. This is not about any protest. It is a routine police exercise. They are on their normal duty by policing their areas to ensure that there is no breach of law and order,” our source said on Monday.

When asked if there was a special order to tighten security in their areas, the officer added, “No, there is nothing like that. We are simply ensuring everyone’s safety.”

Meanwhile, the Department of State Security Service detained the National Chairman of the Northern Comrades Movement of Nigeria, Jabir Yaro, along with four others in Kaduna on Monday, heightening concerns about government’s responses to the upcoming demonstrations.

The Secretary-General of the Northern Comrades Movement, Ahmad Ashir, confirmed the detentions in an interview with The According.

He noted that the group, one of the organisers of the protest, had sought protection from the DSS but Yaro and others were detained upon their arrival at the DSS Kaduna State Command around 1pm.

Efforts to reach DSS spokesperson Peter Afunanya for comment on the issue were unsuccessful. Calls to his phone were not answered, and messages sent via WhatsApp and SMS had not received a response at the time of this report.

In Enugu State, fully armed soldiers were stationed at the Akanu Ibiam International Airport and other strategic points.

There were also movements of military personnel, especially the Nigerian Army, in the Enugu metropolis, while there was an Armored Personnel Carrier, with mounted surveillance cameras,at the Abakpa Junction and New Heaven Junction along the Enugu-Abakaliki road.

‘Show of force’

The Imo command said it had deployed operatives to carry out “a 15-day show of force and confidence-building patrol” ahead of the planned protests.

The command, in a release signed by the Police Public Relations Officer, Henry Okoye, stated, “Security operatives drawn from the police, Armed Forces, and other security agencies have been strategically deployed and tasked to carry out a 15-day show of force and confidence-building patrol across the 27 LGAs of the State to ensure public safety and deter miscreants from causing any break down of law and order.

“Detectives of the State Intelligence Department have also been deployed on covert intelligence gathering to monitor the threats surrounding the planned mass demonstration”.

“The massive deployment of security operatives is not meant to intimidate the civil populace but to reassure them that the security agencies in the State are working harmoniously to ensure public safety and as well strengthen public confidence in going about their lawful businesses without any fear or intimidation”.

“Security operatives are also mounted at strategic positions towards the unlawful and deleterious three-day sit-at-home order by the proscribed IPOB/ESN targeted at destabilising the peace and socio-economic activities in the state.”

The NSCDC, Anambra State Command, said it had also deployed 1,190 officers and men ahead of the protest.

The Anambra State Commandant of NSCDC, Maku Olatunde, stated this in Awka, the state capital, after a meeting with other service commanders in state, on Monday.

According to him, the deployment is in line with a marching order by the Commandant-General, Dr Ahmed Audi,  to stand firm as the lead agency statutorily responsible for protecting critical national assets and infrastructure.

He said, “While 350 personnel are for the anti sit-at-home order operations on Monday, 840 personnel are to resist all forms of violent protests and lawlessness, as well as prevent vandalism of critical national assets and infrastructure.

In Bayelsa, Police Public Relations Officer, Musa Mohammed, said tactical units would be deployed to strategic points in the state.

“The CP has said that tactical and other units will be deployed to strategic points ahead of the protest,” Mohammed stated.

He, however, did not state the number of personnel to be deployed when pressed on the issue.

The Akwa Ibom State Police command said it had strengthened security within and around Uyo metropolis to address any ugly issues that might arise from the protest

The Command’s Public Relations Officer Timfon John disclosed this while speaking with one of our corespondents in Uyo.

“Yes, the state Commissioner of Police, Waheed Ayilara, has put up a strategic plan for the protest,” John said.

In anticipation of the rallies, the Delta State Police Command said it had deployed police personnel across the state.

A statement on Monday by the Delta command’s spokesman, Bright Edafe, said this was to forestall possible breakdown of law and order.

The PPRO said, “Undercover police operatives from the State Intelligence Department have also been deployed to monitor activities during the protest and also identify miscreants who want to cause mayhem during the protest.”

The statement noted that the state Commissioner of Police, Olufemi Abaniwonda, has asked the protest organisers in the state to submit the details of their activities as directed by the IG.

The required details, according to the statement, include the proposed protest/assembling point and routes; expected duration of the protest; names and contact details of protest leaders and organisers as well as measures to prevent hijack by criminal elements.

Similarly, the Kano State Police Command has asked all groups planning to participate in the demonstration to provide the protest routes and assembly points.

The command’s Public Relations Officer, Abdullahi Haruna, in a statement on Monday, also demanded the expected duration of the protest, names and contact details of protest leaders and organisers.

“The measure is to prevent hijacking by criminal elements, including key identifiers for potential troublemakers. By providing this information, the police will be able to deploy adequate personnel and resources to ensure public safety and designate specific routes and areas for the protest to avoid conflicts with other events or activities.

‘’Similarly, the police will be able to establish clear communication channels with protest leaders to address any concerns or issues that may arise to minimise the risk of violence, property damage, or other criminal activity,” the statement said.

To forestall an attack on its facilities, the Nigerian Correctional Service said it has strengthened security at its custodial centres nationwide.

The NCoS’ spokesperson, Abubakar Umar, confirmed to The According on Monday that the service’s sniffer dogs, intelligence and armed squads had been placed on red alert to prevent a repeat of the #EndSARS incident in which several inmates were released after the correctional centres were attacked by protesters.

In October 2020, Nigerians across major cities protested against police brutality under the #EndSARS movement.

 The protests, which led to the disbandment of the Special Anti-Robbery Squad, were eventually hijacked by hoodlums, resulting in attacks on correctional facilities and other government buildings.

Over 2,000 inmates were reported to have escaped after the attacks on prisons in Edo and Ondo states during the period.

In Edo State, hoodlums in the guise of #EndSARS protesters attacked the Oko and Benin custodial centres, where a total of 1,993 inmates escaped.

No fewer than 58 inmates escaped from the Okitipupa custodial centre in Ondo State.

Umar disclosed that the NCoS management had also sought the collaboration of other security agencies to protect the custodial centres across the country.

He said, “Since the last unfortunate incident, we have restrategised on the issue of security around our custodial centres. Both overt and covert operations will be conducted. We have deployed intelligence officers across locations where we have our custodial centres.

“Our K9 department and armed squad have been placed on alert. The CG has issued a strong circular on the need to collaborate with other security agencies to help secure our custodial centres.

“The interior task force which was introduced under the immediate past minister has been reactivated. Our men are on high alert for any eventuality.”

In a new development, the Inspector-General of Police, Kayode Egbetokun, directed senior police officers to protect the protesters.

The police chief gave the directive in a letter dated July 29, 2024, signed by his Principal Staff Officer, CP Johnson Adenola, following a request by human rights lawyer, Ebun-Olu Adegboruwa (SAN).

Adegboruwa had on July 28 written to the police chief seeking police protection for the protesters.

According to the letter, the police chief instructed senior officers to comply with the senior lawyer’s request.

It added that the IG also requested a meeting with Adegboruwa at the Force Headquarters, Abuja, on Tuesday, to deliberate further on his request.

“I am to inform you that the Inspector-General of Police has directed the Deputy Inspectors-General of Police (Operations and Intelligence), the Assistant Inspectors-General of Police in charge of Zonal Police Headquarters, and the Commissioners of Police in charge of state commands across the country to attend to your request.

“I am also to inform you that the Inspector-General of Police wishes to have a meeting with you at the Nigeria Police Force Headquarters, Abuja, on Tuesday, 30 July 2024, to deliberate further on your request,” the letter read.

With two days to the protests, Egbetokun and the Nigerian Bar Association again appealed to the organisers to reconsider their plan and call off the scheduled protest.

Egbetokun and the NBA president, Mr Yakubu Maikyau (SAN), appealed in separate statements on Monday as a coalition of civil society groups under the umbrella of United Action Front of Civil Society warned the government at all levels against the intimidation of protesters during the planned August 1 to 10 demonstrations.

The IG, in a statement on Monday by the Force spokesman, Muyiwa Adejobi, emphasised the negative impacts of violent demonstrations and underscored the importance of maintaining peace and order during the protests.

He said, “It is not only in Nigeria that there is hardship. It is a global meltdown. Is the government doing anything about it? Yes! This is what a responsive government will do.”

Reflecting on the 2020 EndSARS protests, the IG remarked that police stations were burnt and criminals took over, noting that looted arms were illegally used by armed robbers.

“There are enough lessons to learn from previous violent protests in Nigeria,” the IG added, urging citizens to remember the chaos and sufferings that followed such events.

“Serious dangers come with unchecked demonstrations,” he added, highlighting the potential for loss of life, property damage and widespread fear among the populace.

The police boss acknowledged the citizens’ right to protest, stating, “The right to protest is a right to peaceful protest.”

Maikyau, in his statement, urged the government, the organisers and the supporters of the protest to come together and have a heart-to-heart discussion on how to turn the economic situation around for the benefit of all citizens.

He said, “I most humbly appeal to Nigerians, particularly, those that have decided to embark on the planned street protest to have a rethink and take a second look at what could be the possible outcome of embarking on such exercise to our security, economy, and existence.

“Our past experiences with mass protest are that they are usually hijacked by unscrupulous elements who use the opportunity to commit heinous crimes and thus turn an otherwise peaceful protest into a riot.

“Whatever we are going through right now cannot be compared to the experience of civil unrest and the chaos that could ensue therefrom.

“Needless to mention nations that are currently going through wars with the attendant carnage and destructions. We do not even want to imagine what the experience would be, and we must forbid it.”

However, the United Action Front of Civil Society, in a statement signed by the head of its secretariat, Wale Okunniyi, on Monday urged the citizens to hold the government responsible for any unintended outcome of the protests.

It advised the government to immediately take proactive steps to address the demands and concerns raised by the citizens organising the protests.

“No amount of threats and gimmicks presently being deployed by agents of the Nigerian government can stop the nationwide mass demonstrations,” the group said.

“Key among the citizens’ demands already put out by initiators of the nationwide protests is the urgent reversal of the price of fuel from N1,000 per litre, for which it is being unofficially sold today, to pre-January 2023 price of N167 per litre.

“Second on these demands is the drastic reduction of government profligacy and high cost of governance in Nigeria, which will require slashing of the humongous emoluments and allowances of all elected government officials in Nigeria by 50 per cent.

“For the Nigerian civil society and citizens, the most fundamental of the problem of stability, insecurity and development in Nigeria is entrenched in the warped and undemocratically imposed constitution of the country by the military as Decree 24 of 1999, which has been largely corruptive and divisive of the country and sadly has no remedy except it’s replaced through a democratic and legitimate process.

“In the light of the foregoing intervention of the organised civil society, the government is to be held responsible for not taking urgent steps in addressing the crucial concerns and interests of Nigerians critical to the planned nationwide mass protest and any unintended consequences therefrom.”

Tinubu orders naira crude sale, marketers project price crash

The approval given by President Bola Tinubu for the sale of crude oil to the Dangote Petroleum Refinery in naira is going to force the prices of domestically refined petroleum products to crash, oil marketers, refiners, and experts stated on Monday.

Operators in the downstream oil sector commended the move by the President, stating that it would boost the outputs of domestic refineries, shore up the country’s foreign exchange reserves, and strengthen the naira.

They also hailed the media for always putting the matter on the front burner, stressing that Nigerian refineries should not continue to struggle to get the United States dollar to procure a commodity that is produced in-country.

On Monday, Tinubu directed the Nigerian National Petroleum Company Limited to sell crude to the Dangote refinery and other upcoming refineries in naira.

The Special Adviser to the President on Information and Publicity, Bayo Onanuga, made this known in a post via his official X handle.

Onanuga said the Federal Executive Council adopted the move on Monday to ensure the stability of the pump price of refined fuel and the dollar-naira exchange rate.

Dangote refinery has been embroiled in a crude oil supply crisis with the International Oil Companies operating in Nigeria. Later, it had some confrontations with the country’s midstream/downstream regulator.

The 650,000 barrels per day refinery got crude oil earlier this year from NNPC and a few IOCs but raised an alarm later that IOCs were not willing to supply crude to the plant, as it had to switch to the massive importation of crude oil.

Dangote refinery currently requires about 15 cargoes of crude oil at about $13.5bn yearly. NNPC has committed to supply four. The latest order by the President would make the supply of this product to Dangote and other domestic refineries to be done in naira and not dollars.

Onanuga also revealed that the Federal Executive Council approved that the 450,000 barrels meant for domestic consumption be offered in naira to Nigerian refineries, using the Dangote refinery as a pilot.

In his statement on X, titled, “President Tinubu offers a lifeline to Dangote refinery, NNPC to sell crude to it in naira, the presidential media aide said, “To ensure the stability of the pump price of refined fuel and the dollar-naira exchange rate, the Federal Executive Council today adopted a proposal by President Tinubu to sell crude to Dangote refinery and other upcoming refineries in naira.

“Dangote refinery at the moment requires 15 cargoes of crude at $13.5bn yearly. NNPC has committed to supply four. But the FEC has approved that the 450,000 barrels meant for domestic consumption be offered in naira to Nigerian refineries, using the Dangote refinery as a pilot. The exchange rate will be fixed for the duration of this transaction.

“Afreximbank and other settlement banks in Nigeria will facilitate the trade between Dangote and NNPC Limited. The game-changing intervention will eliminate the need for international letters of credit. It will also save the country billions of dollars used in importing refined fuel.”

Also speaking on the development, the President’s Special Adviser on Revenue, Mr Zacch Adedeji, who also serves as Chairman of the Federal Inland Revenue Service, said Monday’s move mitigates Nigeria’s heavy reliance on foreign exchange for crude oil imports, accounting for roughly 30 to 40 per cent of its forex expenditure.

The revenue chief said that by denominating crude oil transactions in naira, the government expects to significantly lighten its forex burden, with estimated annual savings of $7.3bn. It is also expected to reduce monthly forex expenditure on petroleum products to $50m from approximately $660m.

“Monthly, we spend roughly $660m in these exercises, and if you analyse that, that will give us $7.92bn savings annually,” he stated.

The presidential aide further explained, “With this approval today; this has reduced by a minimum of 90 per cent because what we have today will mean transaction is now done in our local currency, not only with Dangote refinery, but to all local refineries for all our local consumptions and this will stabilise the pump price.”

He said the new move will ease economic predictability as forex fluctuations are expected to reduce.

Adedeji enumerated the benefits of the new regime, including “The reduction in foreign exchange pressure, as the existing process that we have today utilises $660m per month, a total of $7.92bn annually.

“With the new approval that we have, this will reduce to a maximum of $50m per month which is annualised to be only $600m. This is a total reduction of 94 per cent and saving us $7.32bn.

“This will also reduce finance costs, which today stand at $79m when you consider the opening letter of credit between those local refineries and what happens.”

On the implementation, the FIRS chief said, “As a pilot, the council has approved that a settlement bank, which in this instance is Afrieximbank, would be the lead arranger between NNPC and Dangote refinery.

“One of the major directives of Mr President and the council is that Afriexim leads the advisory work of structuring and arranging this initiative with the Associated Trade Finance Facility, in collaboration with the Central Bank of Nigeria, the Nigerian National Petroleum Company Limited and the Federal Ministry of Finance and other critical agencies.”

Operators speak

Oil marketers and operators of modular refineries lauded the initiative, as they further outlined the gains it would accrue to Nigeria.

The National Public Relations Officer of the Independent Petroleum Marketers Association of Nigeria, Chief Ukadike Chinedu, said, “We want to use this opportunity to thank the President for listening to the voice of the masses and marketers because we have repeatedly stated that the panacea to this frequent scarcity of petrol is for us to localise the sale of crude oil in Nigeria, especially in Nigerian naira.

“The President has listened to this and the cry of labour because he has expressly approved the N70,000 minimum wage. These approvals are very significant to the Nigerian economy, especially the sale of crude to Dangote in naira. It will strengthen and the value will rise in the international market. This is one of the best developments in Nigeria’s oil sector.”

On his part, the Publicity Secretary of the Crude Oil Refiners Association of Nigeria, Eche Idoko, said the supply of crude to local refineries in naira would bring down the cost of petrol and strengthen the naira against the dollar.

Idoko, who commended Tinubu for listening to the voice of indigenous refiners, however, pleaded that an executive order should be issued on the new directive.

He also sought a meeting with the economic team to work out a rate that would favour the Nigerian market.

“The sheer fact that the crude will be sold in naira will give the naira a lot of leverage against the dollar, and by implication, the naira will appreciate against the dollar. Automatically when there are fewer naira chasing the dollar, it will affect the price. It means the cost of refining will drop and this will affect the pump price.

“We also need to sit with the price monitoring team, that is, the economic team of the government. Good thing, by Tuesday, we will meet with the Nigerian Midstream and Downstream Petroleum Regulatory Authority team on fees and rates. These also affect the pricing of petroleum products. The economic team needs to sit with refiners so we can have a robust programme that will give a price advantage to local consumers within Nigeria.

“Yes, we will see a rebound in the pricing of fuel once the President’s order is implemented. Mind you, the pronouncement alone is not enough. It must be with a force of law, either by executive order or by incorporating it into a new guideline so that the crude producers will be bound to sell to us in naira,” Idoko stated.

A Professor of Energy at the University of Lagos, Dayo Ayoade, remarked that it was not surprising that the Federal Government had finally agreed to give crude oil to Dangote and other refineries after the firms had spent a lot to invest in the sector.

However, Ayoade sought to know if the crude meant for local consumption had not been used to acquire loans.

“It is good news if the government knows that the crude has not been forward-sold by the last administration. I hope the Federal Government is able to supply Dangote 650,000 barrels when it comes to full capacity. BUA will come on board with a 200,000 barrels per day capacity; NNPC is there with its refineries and they will also need 400,000 barrels. So, we are looking at over a million barrels for domestic consumption.

“This means the government will have to be serious about crude oil theft and we need to ramp up to about 2.5 million bpd,” the don said.

Dangote’s complaints

Dangote refinery and other domestic refiners have been complaining about the difficulties associated with accessing crude oil for their plants. Last week, the management of Dangote Group insisted that the IOCs were still frustrating crude supply to the 650,000-capacity refinery.

In a statement, the group alleged that the IOCs insisted on selling crude oil to its refinery through their foreign agents, saying the local price of crude will continue to increase because the trading arms offer cargoes at $2 to $4 per barrel, above NUPRC official price.

The group also alleged that the foreign oil producers seem to be prioritising Asian countries in selling the crude they produce in Nigeria.

The Vice President of Oil & Gas, Dangote Industries Limited, Mr DVG Edwin, said, “If the Domestic Crude Supply Obligation guidelines are diligently implemented, this will ensure that we deal directly with the companies producing the crude oil in Nigeria as stipulated by the Petroleum Industry Act.”

Edwin insisted that IOCs operating in Nigeria have consistently frustrated the company’s requests for locally-produced crude as feedstock for its refining process.

He highlighted that when cargoes are offered to the oil company by the trading arms, it is sometimes at a $2 to $4 (per barrel) premium above the official price set by the Nigerian Upstream Petroleum Regulatory Commission.

“As an example, we paid $96.23 per barrel for a cargo of Bonga crude grade in April (excluding transport). The price consisted of a $90.15 dated Brent price plus a $5.08 NNPC premium plus a $1 trader premium. In the same month, we were able to buy WTI at a dated Brent price of $90.15 + $0.93 trader premium including transport. Armed robber killed, three arrested in Ebonyi community

Soldiers attached to the Nkwagu Military Cantonment, on Monday, killed an armed robber on the Akpoha/Abaomege area of the Afikpo-Abakaliki Highway in the Onicha Local Government Area of the state.

They also arrested three people said to have links with the hoodlums who allegedly terrorised motorists in the area.

According Metro reports that the suspects were part of a gang that had been causing mayhem and terrorising the axis.

The Afikpo-Abakaliki Highway in Ebonyi State is the easiest route for travellers coming to Abakaliki (the Ebonyi State capital) from Imo and Abia states.

Our correspondent gathered that luck ran out of the suspects Monday morning when the soldiers swooped on them, killing one and getting three others arrested.

A trending video watched by our correspondent showed travellers and natives praising the gallantry of the soldiers as they were taking arrested suspects away while another was seen lying fatally wounded.

The police spokesman in the state, DSP Joshua Ukandu, said a report on the incident before his office was not corresponding, adding he was still waiting for details of the incident from the Divisional Police Officer in the Abaomege Division.

He said, “I’ve not been able to get anything conclusive, the DPO for Abaomege confirmed getting information on that, but doesn’t have details. So, I don’t have any details to give.”

Mother seeks help as father allegedly defiles daughter

A 58-year-old mother, Eucharia Okpalannadi, whose three-year-old daughter was reportedly defiled by her father has called on relevant authorities to assist her in ensuring that she gets justice for the child.

Eucharia also alleged a threat to life by her husband, Magnus Okpalannadi, for exposing his suspected defilement of their daughter in Onitsha, Anambra State.

The mother, a native of Amesi in Aguata Local Government Area of the state said she got married to Magnus Okpalannadi who hails from Achina in the same LGA about 26 years ago.

She narrated her ordeal before the state Commissioner for Women Affairs and Social Welfare, Ify Obinabo, in Awka, on Saturday.

She said, “We have five children, four girls and one boy who happens to be the twin to the defiled child. I had dismissed my daughter’s initial complaints of sexual abuse by the father as a mere joke until the baby became persistent.

“The three-year-old daughter had complained that her daddy had been touching her private parts. Initially, I thought it was a joke and rebuked her to stop such an expensive joke until I noticed that the child’s private parts were not in good shape.

“After I concluded my observations, I confronted my husband who denied the accusation.”

Not satisfied with the response from the husband, she said she took the child to a hospital in Onitsha where the doctor confirmed that the three-year-old baby had been badly defiled already.

Angered by the development and concerns from close friends and relatives she shared the issues with, Mrs Okpalannadi said she decided to make the matter open so that government and private individuals could help her obtain justice for the child.

She decried that her life had been in danger since after the exposure describing her husband as a person who would go all out to do anything to her and the baby because of the exposure.

The embattled mother said she wanted her husband arrested and prosecuted before he killed her, the daughter and himself.

She also cautioned persons who were using the matter to score cheap financial gains to desist as she was being taken good care of alongside her twin by the Anambra State Government through the Ministry of Women Affairs and Social Welfare.

Reacting to the development, the Commissioner for Women Affairs, Obinabo, noted that the incident was a serious and sensitive issue that had to do with security, saying, “It is not proper for some people who are just out to enrich their pockets without considering the effect of their unconfirmed publications to the victims and security investigation.”

Obinabo noted that though the suspect was still at large, the Anambra State Government would not rest until the culprit was apprehended and justice served to those who deserve it.

She described the incident as terrible and unfortunate, assuring the public that efforts were on to apprehend the fleeing father.

Mob vandalises MTN office in Lagos protesting mass disconnection

A large crowd of angry MTN subscribers in the early hours of Monday, vandalised the telecommunications company’s office in the FESTAC Town area of Lagos State in response to the network blocking subscribers due to a mismatch in their National Identification Number and SIM registration.

In a viral video circulating on social media, the mob could be seen destroying a barricade fence just outside the MTN office.

The Lagos State Police Public Relations Officer, Benjamin Hundeyin, in a response to the circulated video on X.com stated that the DPO of FESTAC and his men had successfully restored normalcy and peace at the scene.

“Meanwhile, the DPO FESTAC and his men responded immediately after they got this report. They succeeded in restoring normalcy and are still on the ground to maintain peace.

According Metro earlier reported that a large crowd of aggrieved subscribers had besieged MTN offices across the country to express their frustration and disappointment over the telecom company’s disconnection of their phone numbers.

Some of the subscribers arrived at the MTN offices with long queues formed at the entrances.

This is a reaction to the directive of the Nigeria Communications Commission to disconnect SIM numbers (telephone lines) not linked to the National Identification Numbers, which was scheduled to take effect on July 31, 2024.

Confusion as gunmen abduct Sokoto monarch

Suspected gunmen believed to be bandits on Sunday kidnapped Sarkin Gobie, the traditional ruler of Gatawa District, Sabom Birni Local Government Area, one of the troubled areas in the Eastern senatorial zone of the state.

When contacted on Monday, the spokesman for the Sokoto State Police Command, Assistant Superintendent of Police Ahmed Rufai, confirmed the abduction of the traditional ruler, but could not provide details on how the abduction  took place.

Rufai said the command had yet to be furnished with details of the abduction, saying the traditional ruler was indeed abducted alongside other persons.

“Yes, a traditional ruler in the state was reportedly kidnapped alongside other persons.

“I will get back to you as soon as I get the details of the incident.” He was not able to get back to According Metro with the details as of the time of filing the report.

A family source who spoke on the condition of anonymity said the traditional ruler was abducted alongside his son while travelling from Sokoto to Sabon Birni Local Government Area.

He also said over five persons were abducted the day the traditional ruler was abducted.

The source said when the bandits sighted the traditional ruler’s vehicle they started shooting at the vehicle and in the process hit his tyre, which forced the vehicle to stop noting that the assailants attacked and kidnapped the traditional ruler with his son.

Family members and other community members, our correspondent gathered, were appealing to the government to do everything possible to ensure the release of the victims from the bandits den.

Efforts to get the Special Adviser to the Governor of Security Matters, Col. Ahmed Usman, were not successful as both calls and messages sent to him were not replied as of the time of filing this report.

FG seeks $500m World Bank loan for dam safety, others

The Federal Government has requested a $500m loan from the World Bank to improve dam safety and enhance water resource management across the federation.

This loan is expected to address the country’s water security challenges and boost agricultural productivity through the Sustainable Power and Irrigation for Nigeria Project.

According to a World Bank’s Project Information Document for the proposed project posted on its website on Monday, the SPIN project focuses on four critical areas, which include institutional strengthening and capacity building; irrigation modernisation; improvements in dam operations and safety; and project management.

The proposed approval date for the SPIN project is September 26, 2024.

This area will reinforce federal and state institutions responsible for water resource management. It includes developing national dam safety guidelines, training for water resources and irrigation management, and creating a comprehensive hydropower master plan.

The document read, “Nigeria faces water security challenges, which impact water availability for drinking water, energy and food production, and are increasingly exacerbated by climate change, putting livelihoods and economic development at risk. Harnessing water storage and dam safety is central to climate change adaptation and mitigation in Nigeria. It is a prerequisite to improving water management for water supply, irrigation, and hydropower generation and offers protection from floods and droughts.

“Nigeria has over 400 dams and an estimated total combined storage of 59 billion cubic meters. 46 per cent of dams are federally owned and are managed by the Federal Ministry of Water Resources and Sanitation, through River Basin Development Authorities. 48 per cent of dams are state-owned and are managed by a state ministry. Many dams are incomplete and more than 50 per cent of the large dams built in the 1970s and 80s require rehabilitation.

“This situation is due in part to institutions responsible for dam management, whether at the federal or state level, having inadequate budget, human resources and capacity to ensure dam management, operation and maintenance and non-adherence to operational manuals, where they exist.”

The document noted that the country has over 400 dams, many of which are in dire need of rehabilitation.

It was also stated that the devastating 2022 floods, which caused an estimated $6.7bn in economic damage, underscored the urgent need for improved dam safety and water management.

For the second area of the project, the Federal Government plans to rehabilitate and modernise 40,000 hectares of irrigated land. It will also establish and empower Water User Associations to manage irrigation schemes efficiently.

The third area will focus on rehabilitating and enhancing the safety of priority dams, including conducting risk assessments, preparing emergency action plans, and implementing structural safety improvements.

The final area is to ensure effective project implementation, monitoring, and evaluation, this component includes establishing a Federal Project Management Unit and Technical Units at both federal and state levels.

Gunmen kill four policemen, PoS operator in lmo

Gunmen on Monday evening killed four police officers on a stop-and-search checkpoint along the Owerri-Onitsha road in Imo state.

An eyewitness who claimed to be a resident of Irete in Owerri West Local Government Area of the state told According Metro on the condition of anonymity that fear couldn’t allow him and others to ascertain how many civilians were also shot.

He said, “The gunmen stormed one of the popular hotels where the police checkpoint was mounted at Irete around 6:30 pm and shot at the four policemen on a stop-and-search duty, including a Point of Sale operator.

“They also shot dead a female Point Of Sale operator and some pedestrians who were taken unawares and rushed to a nearby hospital. It was horrific. All the people around ran away for fear of being hit by stray bullets.

“This road has become a soft spot for them. Last time, they also shot dead several policemen on duty and civilians.

“Government should beef up security in this area to forestall further occurrences.”

Another indigene who also spoke on the condition of anonymity said the attackers were enforcers of the Monday sit-at-home order in the South-East.

He added, “I didn’t know the Monday sit-at-home is still existing in Imo State. I thought it had been stopped but with what happened today, people will no longer come out on Monday for fear of being killed by gunmen.”

When contacted through text message, the Imo State Police Spokesman, Henry Okoye, could not respond to the text message sent to him as of the time of filling this report.

Uncover unclaimed dividend owners, Senate tells SEC

The Senate Committee on Capital Market, the Security and Exchange Commission and stakeholders in the capital market on Monday agreed to evolve practicable strategies to address the issue of unclaimed dividends in the country.

The agreement was reached at a one-day public hearing organised by the Senate panel to find a lasting solution to the issue.

Apart from suggesting a further amendment to the Finance Act, shareholders at the forum stressed the need for proper sensitisation about the activities of the SEC.

They also mandated SEC to deploy modern technology to identify owners of the unclaimed dividends and come up with comprehensive data.

All the participants also agreed that the Director-General of the Security and Exchange Commission, Dr Emomotimi Agama, should within the next six months forward to the Senate panel, the necessary strategies on how to reclaim unclaimed dividends in the Debt Management Office.

The DMO, according to the stakeholders had no business keeping the 10 per cent of the fund, as currently empowered by the Finance Act.

Declaring the event open, the Senate President, Godswill Akpabio, said the forum was organised to identify the root causes of unclaimed dividends and to chart a path forward that would empower investors, protect their interest and unleash the full potential of the capital market.

The Chairman of the Senate panel, Osita Izunaso, said necessary legislation was vital to instill confidence in the capital market.

He said, “The most important thing is, what the major takeaways of this summit are? Somebody said here, and I concur with that person completely, that capital market is something that involves trust.

“Once that trust is eroded, people will not want to invest again. And you know since the crash of the capital market in 2018, a lot of people still don’t have confidence in the capital market.

“So it is our responsibility, it is our collective responsibility to make sure that this confidence is built back. Whether you are a stakeholder, whether you are in the parliament, whether you are a shareholder, whoever you are, make sure that this confidence comes back.”

Isunazo added, “The declared dividend alone for five years is N5tn. So which means it’s an average of N1tn, so you can say that it is N1tn annually. So if the dividend alone can be N1tn, then the stock market is not doing badly. But you can see that if it is promoted further, we’re going to make more money from that exercise.”

He, therefore, challenged the SEC DG to redouble his efforts to identify owners of unclaimed dividends through massive enlightenment activities.

Izunaso said, “A lot is on your shoulders because you are the main regulator. Now, there is a need to strengthen the Know Your Customer requirements.

“I’ve said it here. It’s very key. Once you strengthen the KYC requirements, some of these issues will have been taken care of. You should simplify the process of account updates. This is for the bank. Let the process be simplified.

“The shareholder’s representative that spoke was talking about their website where all these things will be there, once you go to that website, you will see everything.

“I don’t know whether there is such a website in existence. If there is, please, make sure that the public knows about it. If there’s none, let there be one. So that all these stories will not come up again.

“They will just go to the website and you see everything there. Now, we need to also address the inadequacies in the financial institutions’ infrastructure.”

He added, “The  DG talked about the leveraging on technology, that is key. That is the major key. We as National Assembly have a role to play and we know our roles. Our roles are very clear. There is a need to amend the Finance Act.

“You can’t lump up all these things together. There is a need to separate it. The CBN will not have a role to play in the matter of accounts, while the SEC and other institutions will have a role in the acclaimed dividends.

“So I think we should amend the Finance Act. And in any case, I don’t just subscribe to the fact that the Minister of Finance should be the chairman of any such institution. He is too busy to chair it. And we don’t even know whether it will properly constitute it.”

NCC orders SIM restoration as angry subscribers protest

The Nigerian Communications Commission on Monday directed telecommunication companies to immediately restore all the telephone lines of subscribers that were blocked after thousands of customers stormed the offices of the firms in protest.

Subscribers whose telephone lines were blocked due to the non-linkage of their National Identification Numbers to SIM cards besieged the offices of the companies less than 24 hours after the incident.

An impeccable source told our correspondent that the affected telephone lines from different mobile operators in the country were estimated to be around three million.

“It might be a bit difficult to say the exact number because it’s not just from one mobile operator. The number is fairly large from across the board. It is estimated to be about three million lines,” the source who pleaded for anonymity, due to lack of authorisation to speak on the matter, said.

The NCC, in a statement issued on Monday by the Director of Media and Public Affairs, Reuben Muoka, explained that the directive to restore the blocked telephone lines was in response to the widespread disruption and subscriber outrage caused by the blockages.

On Sunday, many subscribers found themselves unable to access their phone lines after failing to verify their NINs with SIMs, leading to their numbers being blocked in compliance with NIN-SIM linkage regulations.

The disconnection of the telephone lines coincided with the anticipated August 1 nationwide protests, raising concerns among citizens about a potential communication disruption.

However, the industry regulator and the telcos rebuked the insinuation, stating that the disconnection was in line with the data harmonisation exercise.

The NCC said, “The consumer is our priority; therefore, considering the challenges the blockages have caused, the commission has directed all operators to reactivate all lines that were disconnected over the weekend, because of the short time available for consumers to undertake the verification of their NINs with their SIMs.”

It clarified that the affected consumers should note that this reactivation was for a limited period to allow them to properly link their NINs to their SIMs.

The commission urged all subscribers who had not yet verified their SIMs to do so promptly to maintain access to their services.

The mandatory linkage of NINs with SIMs, initiated in December 2020, was geared towards enhancing the country’s security and ensuring an accurate SIM ownership database. Despite several deadline extensions, including the latest to July 31, 2024, many lines remain unverified.

Since December 2023, the commission has reviewed the deadline multiple times. Initially, April 15, 2024, was set as the deadline for the full barring of subscribers with four or fewer SIMs that had unverified NIN details.

This deadline was extended to July 31, 2024, to give consumers more time to ensure their submitted NIN details were properly verified. Despite these extensions, many phone lines are yet to be linked with verified NINs.

In its earnings report for the year ending December 31, 2023, MTN Nigeria disclosed that it disconnected 4.2 million lines after the February 28 deadline for linking SIMs with NINs expired.

MTN stated, “We also had approximately 4.2 million lines disconnected for which the subscribers did not submit their NIN. Several of these lines were low-value subscribers, minimising the revenue impact.”

Airtel Nigeria, the second-largest telecom operator, reported in May that 5.7 million of its subscribers had yet to link their SIMs to NINs.

In its financial report for the quarter ending March 2024, Airtel said it was working with affected customers to ensure smooth verification.

The operator, part of Bharti Airtel, mentioned that it complied with government directives, barring customers without NINs and those with more than four active SIMs, with minimal revenue impact. Since December 2023, Airtel has verified 7.9 million customers’ NINs.

Information on the number of subscribers barred by indigenous operators Globacom and 9mobile is currently not available, as these companies are not listed on the stock exchange and do not publicly disclose such details.

NATCOMS, MTN react

Videos and pictures on social media, including Facebook and X show long queues of customers who crowded MTN offices, with many subscribers lamenting and protesting against the telcos.

A senior official at MTN, who was not authorised to speak publicly on the matter, told The According that the firm had increased the number of staff to ensure that subscribers were properly served.

He said the disconnection was in line with the Nigerian Communications Commission’s directive to bar lines not linked to NIN.

“We have introduced a self-service option that allows customers to link their NIN without necessarily visiting our offices,” the official said.

On his part, the President of the National Association of Telecommunications Subscribers, Adeolu Ogunbanjo, told The According that many subscribers had refused to adhere to instructions to link their SIMs with NIN.

He said the disconnection should have happened years ago, but the association had approached the NCC for an extension, which was subsequently granted.

Meanwhile, the Association of Licensed Telecommunication Operators of Nigeria clarified that the disconnection was not related to the planned August 1 protest.

“Customers who had their lines blocked recently are those whose service providers found a mismatch between their records on both databases. We advise such customers to contact their service providers through communicated channels for resolution of the issue,” the group explained in a statement.
