Forensic audit reveals massive mismanagement of N6 trillion in NDDC funds

0

President Muhammadu Buhari has promised that the federal government will take all necessary steps to reclaim the over N6 trillion that was allegedly misappropriated between 2000 and 2019 while the Niger Delta Development Commission (NDDC) was in operation.

To that end, the president has ordered that the NDDC’s forensic audit report be forwarded to the Federal Ministry of Justice for action.

The president, speaking shortly after receiving the Forensic Audit Report from Senator Godswill Akpabio, Minister of Niger Delta Affairs, claimed that there was evidence of substantial compromise in the execution of 13,777 as well as the existence of a “number of NDDC’s bank accounts amounting to 362” that lacked proper account reconciliation.

Mr. Abubakar Malami, the Attorney General of the Federation and Minister of Justice, who received the report on behalf of the president, assured that it would be critically examined before action and implementation.

In October 2019, Buhari ordered a comprehensive forensic audit of the NDDC’s activities from its inception to August 2019, in response to public demand for the commission to be more effective and result-oriented.

According to the president, there was nothing tangible on the ground in the region to show for the vast sums of money committed over the years through the Commission, which many had characterized as a conduit pipe for politicians to siphon trillions of naira.

Despite the vast resources made available to improve citizens’ living standards, the president stated that his administration was concerned about the colossal loss caused by uncompleted and unverified development projects in the region, which prompted the Commission to conduct a forensic audit.

“It is on record that the federal government approved N3, 375, 735,776,794.93 as budgetary allocation and N2,420,948,894,191 as Income from Statutory and Non Statutory Sources between 2001 and 2019, bringing the total figure to around N6 trillion given to the NDDC,” he said.

“It is clear that the federal government invested significant resources in the development of the Niger Delta from 2001 to 2019.” As a result, it is critical for both the federal government and the general public to be fully informed about what has been spent and how it has been spent.

“The purpose of a forensic audit is to ensure that public funds are used with integrity and accountability. In light of this, the federal government will strategically implement all aspects of the audit exercise that will promote probity and greater prosperity for the Niger Delta Region and Nigeria as a whole,” he said.

Buhari specifically stated that his administration would use the law to address the deficiencies identified in the audit report as needed.
“This will include, but is not limited to, criminal investigations, prosecution, and the recovery of funds that were not properly used for the public purposes for which they were intended, as well as a review of the laws to reposition and restructure the NDDC for efficiency and better service delivery, among other things. All legal due processes will be strictly followed in all of these instances of actions,” he added.

Senator Godswill Akpabio, the Minister of Niger Delta Affairs, stated earlier in the report that the exercise was not carried out to “witch-hunt” anyone, but rather to ensure that the huge sums of money committed to the region each year are justified.

He bemoaned the fact that, despite successive governments’ efforts through the creation of various interventionist programs and projects, the region had remained backwards since 1958.
According to him, the audit committee’s report revealed that over 13,000 projects in the Niger Delta had been abandoned, and that some contractors had returned to site on their own and completed about 77 road projects before the report was submitted. According to Akpabio, the report also included the names and identities of a large number of beneficiary companies.

“The Forensic Auditors established the exact status of all contracts for projects and programmes in all constituent states during the period under review classified as completed, ongoing, abandoned, terminated, taken-over, and non-existent through Field Verification,” he declared.
The auditors also looked for funding gaps, irregularities, mismanagement, and due process violations/conflicts of interest, according to the Minister.

“A Personnel Audit and Review of NDDC’s Governance and Organizational Structure was also carried out,” he added. An operational guideline/manual and a fit-for-purpose organogram have also been developed to aid NDDC’s transformation into a globally competitive development agency.

“Available financial records of the commission were examined with the goal of determining the total amount of funds received by the Commission from all sources, both statutory and non-statutory, as well as the total amount of funds and other resources paid to contractors and the total amount outstanding as debts with respect to such projects during the reference period.

“The auditors have also made policy recommendations in terms of steps that should be taken in the future to ensure that such irregularities and mismanagement are avoided.”
In a summary of the report, the Lead Forensic Auditor, Alhaji Kabir Ahmed, stated that the team recommended managerial and structural changes, the most important of which was the downsizing of the NDDC’s board.
He also stated that, in order to save money, the team recommended that members of the Board be appointed on a part-time basis going forward.

While revealing that oil companies in the country were still behind on their contributions to the Commission, Ahmed suggested that any oil company that defaulted for three years should have their license revoked.

The report also recommended withholding 50% of the ecological fund at source, which should be paid to the Commission because both the federal and state governments had failed to do so.
In addition, the auditors recommended that the Federal Inland Revenue Service collect funds on behalf of NDDC from oil companies across the country as a measure of effective revenue collection. The report also urged the government to seek restitution from contractors and former and current NDDC employees who have been charged with defrauding the agency.

House Minority Caucus demands an investigation into the $418 million judgment debts

The House Minority Caucus has demanded an investigation into President Muhammadu Buhari’s recent approval of the payment of $418 million in Paris Club refund-related judgment debts to six creditors, despite widespread national opposition from stakeholders such as state governors, local government chairmen, and anti-graft agencies.

In a statement issued by its leader, Hon. Ndudi Elumelu, the caucus said Buhari should take note that the consent judgment he is relying on for the payment is cloudy, opaque, and raises apprehensions of a massive swindle on the national treasure, which requires an immediate investigation by the Economic and Financial Crimes Commission (EFCC).

The lawmakers insisted on taking into account the objections raised by the Association of Local Governments in Nigeria (ALGON) and the Nigeria Governors Forum (NGF) in calling for a forensic audit of the creditors’ claims.

As a result, it urged Buhari to halt all payment processes until the investigation is completed.

“As legislators, our caucus insists that the approval to divert $418 million from the national treasure under such a hazy consent judgment and in the absence of a forensic audit smacks of an endorsement of corruption,” the caucus said. Our caucus urges President Buhari not to be misled or entangled in this nebulous enterprise, but rather to listen to the state governors and allow for an audit, focusing on the specifics of creditor claims and the circumstances surrounding the suspicious consent judgment.

“The minority caucus demands that the Attorney General and Minister of Justice use the audit to bring the processes and circumstances surrounding the judgment debt to the attention of the public.

“The caucus believes the audit should reveal who was behind the consent judgment, the propriety of such measures, and why the governors’ objections were ignored.”

Super Eagles’ flight to Qatar 2022 kicks off with Lone Star in Lagos

0

Nigeria’s quest to qualify for the 2022 FIFA World Cup in Qatar begins today at the Teslim Balogun Stadium in Lagos, where the three-time African champions will face the Liberian Lone Star.

The Super Eagles have only missed one FIFA World Cup finals since their debut in 1994: the 2006 edition in Germany. Because of the CAF’s head-to-head rule, which favors Angola, they were denied that berth.

The Super Eagles have won ten, drawn three, and lost four of their previous 17 meetings with Liberia’s Lone Star. One of the four losses came in Monrovia in July 2000, when a team led by the current President of Liberia (George Ousmanou Oppong Weah) went up 2-0 before losing on Sunday. In a 1-2 loss for Nigeria in a 2002 FIFA World Cup qualifying match, Oliseh pulled one back.

The Eagles had to fight hard to snare the ticket with wins in their last three matches, including away to Sudan and at home to Liberia and Ghana.

The Eagles, on the other hand, rallied to a 2-2 draw in Monrovia and stung the Lone Star 6-1 in the second leg in Calabar in a 2013 Africa Cup of Nations qualifying match.

With a win on Friday, the Eagles will go to the top of the group, after group mates Cape Verde and Central African Republic drew 1-1 in their Day 1 match in Douala, Cameroon on Wednesday. The Central African Republic plays their home games in Cameroon because none of their home venues have been certified worthy of hosting international matches by the CAF.

CAF has allowed only 5,000 spectators at the Teslim Balogun Stadium for the match due to the global coronavirus pandemic and preventive measures, protocols, and guidelines.

Coach Gernot Rohr invited 30 players for the two games against Liberia and Cape Verde, and 29 of them trained in Lagos for the two games (defender Kevin Akpoguma was ruled out due to illness).

Meanwhile, the Confederation of African Football has agreed to the Nigeria Football Federation’s request that the players wear black armbands during the match in memory of Nigeria legend Thompson Usiyen, who died on Tuesday in the state of California, USA. Usiyen died of colon cancer in the late 1970s, when he was a goal-a-game forward for the Eagles.

In addition, the gesture pays tribute to Brigadier-General Dominic Obukadata Oneya, the former Chairman of the Nigeria Football Association, who died in early August.

The players from the United Kingdom will return to base after Friday’s match, with the rest of the team flying to Mindelo on Sunday night for a Day 2 match against the Blue Sharks of Cape Verde on Tuesday.

Ronaldo receives Cavani’s number 7 jersey from Man United

The club has confirmed that Cristiano Ronaldo will wear the number seven shirt when he returns to Manchester United, taking it from current holder Edison Cavani.

On transfer deadline day, the 36-year-old completed a sensational return to Manchester United, joining on a two-year deal from Juventus.

Ronaldo wore the number seven shirt during his first six seasons at Old Trafford.

Before moving on to Real Madrid in 2009, he helped Sir Alex Ferguson’s side win the UEFA Champions League and three Premier League titles during that time.

Edinson Cavani will now wear the number 21 for Manchester United, according to the club.

However, there was no mention of whether the Premier League had granted special permission to complete the switch after the start of the domestic season.

“Cristiano Ronaldo will once again wear the number 7 for Manchester United, as he did from 2003 to 2009.” The number 7 is a special number in Manchester United’s history, as we all know,” the club said on www.manutd.com.

“It has been worn by club legends such as George Best, Bryan Robson, Eric Cantona, and David Beckham in the past. Now it’s back to Ronaldo, the man who took over for Beckham.

“Ronaldo takes over the number from Edinson Cavani, who wore it last season and in our away win at Wolverhampton Wanderers.

El Matador will switch to number 21, the same number that our prolific striker wears for the Uruguayan national team, because our new signing has been assigned number 7.

The Portuguese captain set a new men’s international scoring record on Wednesday night.

In a dramatic finish at the Estadio Algarve, he scored a late double as Portugal came from behind to defeat the Republic of Ireland 2-1.

Ronaldo was cautioned after removing his shirt in celebration during stoppage time.

The forward is suspended for Tuesday night’s match against Azerbaijan after receiving a booking earlier in the World Cup qualifying campaign.

As a result, Ronaldo has been dropped from Portugal’s squad for Saturday’s friendly in Hungary against World Cup hosts Qatar.

This will allow him to return to Manchester United as soon as possible.

Buhari administration plans to recruit 10,000 Nigerians to join the Nigerian Police Force

0

According to Muhammad Dingyadi, Minister of Police Affairs, President Muhammadu Buhari’s administration will recruit 10,000 Nigerians into the Nigeria Police Force.

“For the sake of clarity, the federal government-approved recruitment of 40,000 police constables is being carried out in batches of 10,000,” Mr Dingyadi explained.

The police affairs minister went on to say that the first batch of the process was “successfully completed” in 2019 and that plans for the second batch were well underway.

Mr Dingyadi also revealed that the recruitment process was being carried out by the appropriate agencies.

He, on the other hand, warned Nigerians to disregard a report circulating on social media that Mr Buhari’s regime would hire 400,000 police officers as fake news.

The minister’s spokesman, Osaigbovo Ehisienmen, stated this in an Abuja statement on Thursday.

Mr Dingyadi explained that the report was a smear campaign aimed at misrepresenting Mr Buhari’s administration’s approval of 40,000 new police constables.

According to him, the report claimed that the police affairs ministry was conducting the recruitment process independently of the Police Service Commission and the police force.

The minister claimed that the report was written to set up platforms to defraud unsuspecting job seekers.

The purported 13-man ministerial project coordination committee set up by the ministry to conduct the recruitment process is a figment of the author’s imagination, according to the police affairs minister. “In the ministry, such a committee does not exist.”

Mr Dingyadi warned the public about the dangers of phony police recruitment.

According to the Nigerian Bulk Electricity Trading Company, market receipts for electricity distribution companies (DisCos) in June totaled N26.811 billion (NBET).

Henrietta Ighomrore, a spokeswoman for the NBET, made the announcement in a statement on Thursday.

In the Nigerian power sector, market receipt payments are made for grid distributed electricity.

In the ‘June 2021 Electricity Market Payment,’ NBET named EKO Electricity Distribution Company as the highest remitter.

Ms Ighomrore stated that the data revealed that no DisCo had reached 100% remittance, though EKO DisCos came close with a 93.4 percent remittance of market receipts.

According to her, the DisCos received N26.811 billion in market receipts in June 2021, with EKO, Abuja, and Port Harcourt DisCos accounting for 93.4 percent, 86.6 percent, and 76.4 percent, respectively.

The COVAX global distribution program will send over 2 million doses of Moderna’s COVID-19 vaccine to Kenya and Ghana on Thursday.

An official from the White House confirms this, stating that the US sent 880,320 doses to Kenya, bringing the total number of doses sent to the African country to just over 1.76 million. It sent 1,229,620 doses to Ghana, the country’s first shipment.

The shipments on Thursday were the latest in a US vaccine diplomacy campaign that has seen vaccines delivered to dozens of countries.

COVAX, a joint venture between the World Health Organization and the Global Alliance for Vaccines and Immunization, is delivering the doses (GAVI).

Gold Trading Centre, Association seeks partnership with FCTA

The Precious Metal Gold Processors and Exporters Association of Nigeria has requested the Federal Capital Territory Administration’s help in establishing a gold buying center in Nigeria’s capital.

The group’s National Chairman, Alhaji Muhammed Ahmed Masud, made the announcement while leading a delegation of his executive to FCT Minister of State, Dr Ramatu Tijjani Aliyu. He said the center would serve as the next gold trading hub, attracting investors from all over the world, similar to the Dubai Gold Souk in the United Arab Emirat.

Masud also stated that the center’s establishment in Abuja would help to create an enabling environment for the center to operate in line with federal government policies aimed at diversifying the economy away from oil, particularly gold mining, processing, and exporting.

“The establishment of the Nigerian gold buying center will, without a doubt, generate more revenue, boost sustainable economic growth, increase investor traffic, and create job opportunities for the country,” he claims.

The National Chairman stated that the gold mining industry contributed over US$171 billion to the global economy, and that the association’s presence in FCT would bring all mining stakeholders under one roof.

Dr Ramatu Tijjani Aliyu, FCT Minister of State, assured the group that the administration would work with the association and other viable organizations to develop programs and policies that would benefit the territory.

Tpl. Mudiyu Mustapha, the Minister’s Special Assistant on Technical Matters, praised the association for the proposed partnership, assuring that the current FCT Administration is aware of the federal government’s diversification policy.

Olaleye Rosheed, a twenty-one-year-old student at the Federal Polytechnic, Offa, in Kwara State, was sentenced to a year in prison on Thursday for attempted cheating and internet fraud.

Justice Sikiru Oyinloye of the Kwara State High Court in Ilorin handed down his sentence.

The Economic and Financial Crimes Commission, EFCC, Ilorin Zonal Command, prosecuted Olaleye on a single count charge.

“That you, Olaleye Rosheed (Christiana Lopez), pretended to be one Christiana Lopez, a white female with a gmail account christianalopez 105@gmail.com sometime in January, 2021 at Ilorin within the jurisdiction of this honourable court, and thereby committed an offence contrary to Section 95 of the Penal Code and punishable under Section 324 of the same Penal Code,” the charge sheet read.

When the charge was read to him in court, the defendant pleaded guilty.

Following his plea, the anti-graft agency’s Counsel, Sesan Ola, reviewed the facts of the case with an operative of the commission, who described how intelligence led to the defendant’s arrest on July 24,2021.

Several fraudulent messages printed from Olaleye’s email, including the iPhone recovered from him at the point of arrest, were tendered and admitted in evidence, according to the witness.

“I have carefully considered the facts and circumstances of this case, particularly the lone count charge, the defendant’s plea of guilt, his extrajudicial statements, and the prosecution witness’s unchallenged testimony,” Justice Oyinloye said in his decision.

“In the opinion of this honorable court, the prosecution has proven its case beyond a reasonable doubt.”

APC South-East zonal meeting rocked by protests over stakeholders’ exclusion

0

On Thursday, angry members of the All Progressives Congress, APC, stormed the party’s South-East zonal office in Enugu State, protesting the non-invitation of some stakeholders to the party’s meeting.

The meeting was attended by party chieftains from the five South-East states, according to reports.

The chairman of the party’s Enugu State Caretaker Committee, Dr. Ben Nwoye, and other party chieftains, however, were not invited to the meeting.

The Director General of Voice of Nigeria, Mr. Osita Okechukwu, a major APC financier, Emperor Baywood Ibe, the party’s Enugu state Governorship flag bearer in 2015, Chief Okey Ezea, and others were not invited.

Irked by the development, some party members stormed the meeting venue, accusing Chief Ken Nnamani, a former Senate President and a top party official in Enugu State, of factionalizing the APC in the state.

Mr. Chikwado Chukwunta, the party’s Enugu State caretaker committee chairman, is currently representing the South-East in the APC National Caretaker Committee.

“Ben Nwoye is the only authentic state caretaker committee chairman we have,” “Ken Nnamani leave Enugu APC alone,” “Ken Nnamani, a PDP in the night, an APC in the day,” and “Ken Nnamani, a PDP in the night, an APC in the day” were among the placards held by the protesters.

The protesters promised to take their complaints against Ken Nnamani to the party’s highest levels, claiming that he had done more harm than good in Enugu State.
