Military Arrests Wanted Soldier Linked To Supply Of Uniforms To Terrorists

Troops of Operation HADIN KAI have apprehended a soldier declared wanted by the Nigerian Army over his alleged involvement in the supply of military uniforms to terrorist groups operating in the North-East.

Security expert, Zagazola Makama disclosed this in a statement posted on X.

Troops of 7 Provost Group led by the Acting Commander arrested the suspect, identified as 23NA/84/1939 Private Mohammed Yusuf of the Nigerian Army Ordnance Training Facility, NAOTF, Lagos at about 6:30pm on July 25, 2026, Makama said.

Preliminary investigations revealed that the soldier absconded from his unit before he was declared wanted and travelled to Maiduguri on July 7, 2026, where he allegedly went underground, he said.

The investigators also discovered that the soldier was concealed at Gomari Costain, Jere Local Government Area of Borno State by 25NA/89/12687 Private Baba Kamal Sale of the Corps of Intelligence, Dikwa.

“The troops of the 7 Provost Group acted on credible intelligence and placed the suspect under 24 hours surveillance before he was intercepted and arrested at Jidari Bus Stop while allegedly trying to escape to Cameroon,” the security expert added.

“The suspect is presently in the custody of the 7 Provost Group and is being further investigated in relation to the alleged supply of military accoutrements to terrorist elements and the potential involvement of other collaborators.

“The arrest is seen as a significant breakthrough in ongoing efforts to dismantle insider networks aiding terrorist groups. Investigations are continuing to establish the full extent of the suspect’s activities and identify any accomplices,” Makama added.

Former Secretary to the Government of the Federation (SGF), Babachir Lawal has alleged that the late former President Muhammadu Buhari had intelligence reports on President Bola Tinubu’s upbringing, genealogy and educational background even before accepting his political support during the formation of the All Progressives Congress (APC).

Lawal was said to have made the disclosure in an interview with Symfoni TV, saying Buhari had long held reservations about Tinubu’s background.

Lawal said any time the late Buhari raised some complaints about Tinubu, he would tell him that they knew those things before they approached Tinubu for support.

“So whenever Buhari would complain about Tinubu, I bring up the history and Buhari, being a man of conscience, would agree,” he said.

On Buhari’s specific complaints against Tinubu, Babachir Lawal said: “The complaints everyone has. Buhari was once a president before being president again. He had intelligence of Tinubu’s upbringing, of his unclear genealogy, of his education. He knew everything and that was one of the things I used against Buhari.

I said, sir, before we went into this merger, before we went looking for his support before the merger. Don’t you know such things?

“Buhari will say he does. I say, okay. So but we asked him for his support and he gave it to us wholeheartedly and others. So how come now suddenly he has become bad?”

He said he once told the late Buhari that it was morally wrong to turn against someone whose support he had taken despite existing concerns.

“I don’t think it’s Islamic but certainly for me as a Christian it is unChristian-like to bite the finger that fed you,” he said.

This you knew when you came looking for his support. You didn’t say, ‘I don’t want the support of a crook’.” So Buhari said, “Yes, thank you and changed.

Military Rescues Five Family Members Of Kidnapped Zamfara Council Chairman

Troops of Operation FANSAN YAMMA have rescued five family members of the Chairman of Bungudu Local Government Area of Zamfara State, Nura Umar Abdullahi after a terrorist attack on his residence, while efforts are ongoing to secure his release.

It had earlier reported that the council chairman was abducted after armed terrorists stormed his residence in the early hours of Saturday, killing members of his security detail in the attack.

The latest development was in a statement on Saturday by Lt. Col. Aliyu Danja, Media Information Officer of Joint Task Force (North West), Operation FANSAN YAMMA.

The statement says the rescued victims include two children of the chairman, his wife, mother and another relation.

Troops responded immediately after hearing the gunshots and exchanged fire with the attackers in a fierce gun battle, forcing the terrorists to abandon the five family members during a hot pursuit, Danja said.

But he said the terrorists fled with the council chairman into the bush surrounding the area.

The military spokesman said that the attack killed three members of the chairman’s security detail, two police officers and a local vigilante, and also killed a civilian.

The chairman’s older brother, Alhaji Bello Umar, was wounded in the attack, he said.

The statement said the Theatre Command has mobilized a joint search and rescue operation with troops of Operation FANSAN YAMMA, Nigeria Police Force, Department of State Services, DSS, and local vigilantes to locate and rescue the abducted chairman.

The command said that all operational resources available have been mobilized for the ongoing operation and assured the Zamfara State Government and residents that all lawful measures are being taken to secure the safe release of the chairman.

It asked members of the public to stay calm and give credible information via established security channels that could assist the ongoing rescue operation.

The Theatre Command re-affirmed its commitment to protecting lives and property and assured that it would continue to collaborate with other security agencies until the abducted council chairman is rescued and the perpetrators of the attack are brought to justice.

Kwankwaso Backs Peter Obi’s Pledge To Serve Only One Term

The Nigeria Democratic Congress (NDC) vice-presidential candidate, Rabiu Musa Kwankwaso, has expressed confidence that the party’s presidential candidate, Peter Obi, will keep his promise to spend only one term in office if elected President in 2027.

Kwankwaso made this known during an interview on News Central’s 60 Minutes with Mr Kay when asked about Obi’s promise to spend only a four-year term and the political bargain within the NDC coalition.

The former governor of Kano State said there was no reason to doubt Obi, saying the former governor of Anambra State made the promise in public.

I believe Peter Obi is a gentleman and I have every reason to trust him, especially because he said it in the hearing of everybody. “Nobody should have any cause to doubt him,” Kwankwaso said.

Kwankwaso said the coalition’s power-sharing understanding was based on mutual trust among its members and agreement on how political power should be rotated.

The deal would allow the south of the country to complete what the coalition sees as an eight-year presidential cycle before power changes hands, he said.

“We think the southern part of the country should complete its second term and, with that, and to the hearing of everybody in this country, I don’t think any gentleman would want to renege, would want to say no or change his or her mind,” he said.

However, Kwankwaso insisted that Obi’s promise to serve for only one term was not just a personal promise but part of the general agreement among the members of the political alliance.

Coalition Endorses Governance Roadmap
The NDC vice-presidential candidate also said the coalition had gone beyond the talk about individuals and political blocs, by formulating a common governance programme.

He said the alliance has developed short, medium and long term plans that would guide the administration should the party win the 2027 presidential elections.

“More importantly we have collectively gotten a short term, medium term and of course long term plan for this country. “Whether it’s him from the Obidient side or my humble self from the Kwankwasiyya side or another side, we believe we have an agenda,” he said.

He also said the coalition’s priority was to ensure that future leaders would adhere to the agreed programme irrespective of their political alignment or support base.

“We will, as much as possible, ensure that whoever comes, maybe Peter, maybe me or anyone else, would stick to that programme,” he added.

He argued that continuity of the coalition’s policies would remain important beyond the term of any individual President, insisting that the NDC’s goal was to build a governance framework capable of surviving changes in leadership.

IGP Never Ordered Officers To Shoot Illegal Gun Holders – Police

The Police Force Headquarters in Abuja has dismissed as fake news and deliberate misrepresentation of the Inspector-General of Police (IGP), Olatunji Disu, reports that he ordered police personnel to “shoot anyone with illegal firearms”.

The IGP did not issue such a directive during a meeting with stakeholders in Makurdi, Benue State, Force Public Relations Officer, Anietie Iniedu, disclosed this.

In a statement, Iniedu said the IGP’s remarks at the meeting had been misrepresented to the public.
The FPRO said that while the IGP only reminded officers that only duly authorised security personnel are allowed by law to bear firearms, he also drew attention to the growing proliferation of illegal weapons used by criminals to perpetrate kidnapping, armed robbery, banditry, cult-related violence and other serious crimes.

He said that the Inspector-General had stated that the use of firearms by police officers was strictly governed by Force Order 237, which set out the lawful circumstances under which police officers could use firearms in the execution of their duties.

The statement said that the IGP underscored the importance of officers operating within the confines of the law and following the approved rules on the use of force.
“The Inspector-General did not give any ‘shoot-on-sight’ order. “At no time did he order officers to shoot anyone just because they were found in possession of an illegal firearm,” the statement said.

The Force reiterated its commitment to protecting the lives, rights and freedom of all Nigerians, adding that police personnel are expected to discharge their responsibilities professionally, lawfully and with the full respect for human rights and the Constitution.

It also called on media organisations and the public to verify security-related information before publishing or circulating it, warning that inaccurate reports could generate unnecessary panic, misinform the public and undermine public confidence in security institutions.

The release also urged the public to watch the entire video of the Inspector-General’s speech, saying it correctly reflects what he said and places it in the proper context.

The Force reiterated its commitment to enforce the law in a fair, professional manner and within the confines of the Constitution and other extant laws.

ICPC Questions Permanent Secretary Over Blocked Funds Approved By Tinubu

The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has begun investigating allegations that the Permanent Secretary of the Federal Ministry of Information and National Orientation, Binyerem Ukaire, withheld files containing payments due to agencies under the ministry.

The development occurred barely two days after Premium Times reported that funds approved by President Bola Tinubu for the operations of several federal agencies had not been processed.

The affected agencies are Nigerian Television Authority, Federal Radio Corporation of Nigeria, Voice of Nigeria, News Agency of Nigeria, National Orientation Agency and the National Broadcasting Commission.

The funds had presidential approval but were allegedly held up at the ministry, sources familiar with the matter say.

Sources said Ukaire is reported to have refused to process the payment files after heads of the affected agencies refused to meet the demand to give detailed presentations on their ongoing projects and how they were utilising the funds.

But some agency officials and industry stakeholders have reportedly questioned the demand, saying it ran counter to standard civil service protocols governing the relationship between supervising ministries and their parastatals.

They pointed to a circular from the Office of the Secretary to the Government of the Federation which, they said, barred supervising ministries from directly dabbling in the finances of agencies that are accountable to their governing boards and supervising ministers.

The row has since raised concerns about the long delay in the release of the approved funds.

Heads of Agencies, Perm Sec, ICPC Questions
Media reports said the ICPC subsequently invited Ukaire and heads of the affected agencies for questioning, as part of an investigation into the circumstances of the delayed payments.

Investigators questioned why the files had not been processed despite reported presidential approval, sources said.

Those familiar with the development said neither Ukaire nor the heads of the agencies were detained after the questioning.

The anti-graft commission’s investigation is said to still be ongoing. Meanwhile, the controversy apparently has gone into a new phase with heightened public attention.

Ukaire has reportedly approved the affected payment files and submitted them for further processing and disbursement.

Heads of some of the affected agencies, reached on Saturday, confirmed that the files had been transmitted and were now waiting for the final release of the approved funds into their respective accounts.

Maj. Hamza Al-Mustapha (retd.), the former Chief Security Officer to the late Head of State, Gen. Sani Abacha, has debunked claims by the former Assistant Director of the Department of State Services (DSS), Dennis Amachree, on circumstances surrounding the late military ruler’s death.

Al-Mustapha spoke on Saturday when he spoke to journalists on the side-lines of the 3rd General Hassan Usman Katsina Memorial Conference at Arewa House in Kaduna.

He was responding to the renewed interest that the public is showing to Amachree’s memoir, The Shadow Warrior, in which the retired DSS officer narrated the story of the events leading to the death of Abacha on June 8, 1998.

Amachree had told the court that a woman said to be Abacha’s girlfriend came to the Aso Rock Guest House, Abuja in the early hours of the day he died.

He said she was with her younger sister, a pharmacist who was in Abuja for a professional conference.

After her sister returned to the hotel, Amachree said, the younger woman was alone with Abacha.

He said that at about 4.05 am, the woman discovered that the former Head of State was unresponsive and could not detect a pulse.

The retired DSS official said the woman panicked and left the guesthouse, telling the soldier on duty that Abacha had asked for a car to take her back to the hotel.

Al-Mustapha denied the account and said it was false, alleging the memoir was written on the instructions of some unnamed persons.

Al-Mustapha said he had evidence to contradict Amachree’s account but did not elaborate further or say whether he would make the evidence public.

He urged Nigerians to ignore the allegations and said it was wrong to make claims against someone who was no longer alive to defend himself.

“Disregard his lies. “It’s a bad thing to say such things about a dead man,” he added.

Abacha seized power in a military coup on November 17, 1993 and ruled as Nigeria’s Head of State until his death at the Presidential Villa, Abuja on June 8, 1998.

The circumstances of his death have been the subject of public debate over the years, with former military officers, intelligence personnel, diplomats and political figures giving different accounts in books, interviews and public statements, although the Federal Government announced that he died after a brief illness.

Al-Mustapha who was Abacha’s Chief Security Officer during his administration has always defended the late military ruler and challenged accounts he believes are distorting the government or events of that period.

Al-Mustapha has always maintained that most of the allegations against the Abacha administration were politically motivated and not supported by any credible evidence.

Budget Office Clarifies PFIPC Was Established Under Buhari Government

The Budget Office of the Federation has explained how the Presidential Foreign Intervention Promotion Council (PFIPC) recently disowned by the Presidency and now being investigated by the Independent Corrupt Practices and Other Related Offences Commission (ICPC) got a budgetary allocation in 2026.

Tanimu Yakubu, Director-General, Budget Office, said the body had its institutional origin in the Presidential Economic Advisory Council (PEAC) established under the administration of the late former President Muhammadu Buhari.

Yakubu was said to have made the clarification in a statement issued after he appeared before members of the House of Representatives in Abuja.

He said the PEAC was inaugurated by Buhari on October 9, 2019 and that by the time preparations for the 2026 budget began, official instruments relating to the body had already been issued by relevant government institutions.

“The Budget Office only acted on documents submitted by other authorized government institutions,” Yakubu said.

He said, “PEAC/PFIPC did not get into the 2026 Budget just because it asked for money. The Council is an offshoot of the Presidential Economic Advisory Council that was launched in the administration of the late President Muhammadu Buhari on October 9, 2019. When the preparation of the 2026 Budget began, the institutions responsible for this function had already issued the official instruments.

The PFIPC was assigned an administrative code by the Office of the Accountant-General of the Federation. The Office of the Head of the Civil Service of the Federation had approved an approved establishment and a recruitment waiver. There was also the relevant public-service salary structure. The instruments did not come from the Budget Office. They came upon it.

“The Council was not created by the Budget Office. It did not release its code. It did not approve its formation. It did not provide its recruitment waiver. It was given official instruments and did what the law required of it: it measured their fiscal impact.”

Personnel Request Slashed From ₦3.85 Billion To ₦802.9 Million
The Budget Office chief stated that the council had initially sent a personnel estimate of ₦3.85 billion for the 2026 fiscal year.

He said the office rejected that figure and calculated the personnel requirement independently, based on the approved public-service salary framework, recruitment waiver and the authorised staffing structure.

He said the exercise brought down the proposed personnel cost to ₦802.98 million.

“Council later submitted personnel estimate of N3,850,935,000.00. The Budget Office’s recommendation was not based on that estimate. The Budget Office ignored it and made its own calculation, using only the authorised establishment, the approved recruitment waiver, the applicable public-service salary structure and the existing costing methodology.

“The calculation came out at ₦802,978,783.00. This was no concession to the Council. It was the fiscal judgment of the Budget Office itself. It was the amount contained in the Executive Budget proposal and subsequently appropriated,” Yakubu said.

According to Yakubu, the body could not access the personnel allocation because the promoter, Adeyemi Adeniyi, did not get the required Financial Clearance.

Such clearance was necessary before recruitment, payroll enrolment or salary payments could start, he explained.

“Financial Clearance is the point at which a personnel provision can begin to acquire legal force as expenditure. It is not a regular letter. It is the confirmation that the conditions fiscal and regulatory for recruitment have been met. It stays in the budget until it is issued. It does not generate staff. It does not open payroll. It does not produce wage. The Budget Office didn’t issue a Financial Clearance for PEAC/PFIPC because the conditions were incomplete,” he said.

Yakubu said that the 2026 Appropriation Bill only became law upon presidential assent on March 31, 2026, meaning that the final financial clearance could not have been issued before then.

He said after assent, another condition was still yet to be cleared as the National Salaries, Incomes and Wages Commission had not confirmed that the proposed staffing and remuneration structure was in line with the approved public-service structure.

The Budget Office could calculate the cost. It could not open the gate. So there was no Financial Clearance. No legal recruitment. There was no registration on the payroll. There was no salary,” he added.

The Director-General, Budget Office, said the provision for personnel of ₦802.98 million represented 61.63 percent of the council’s total appropriation of ₦1.303 billion.

He rejected suggestions that the whole personnel allocation could have been handed over directly to the body as a lump sum.

‘The personnel provision was N802,978,783.00. It accounted for 61.63 per cent of the total appropriation of ₦1,302,978,783.00. It has sometimes been described as if the Council could have got the whole of the amount and spent it as they pleased. That description is not true,” he said.

Yakubu said Personnel appropriations are usually paid monthly to verified employees through the Federal Government payroll system and not transferred wholesale to an agency.

“The institution does not get the annual personnel provision as cash under its control, he added. The Council would not have received ₦802,978,783.00 in one installment in a lawful process. The money would have been spread over twelve months to individual workers.

“That process never started. Financial Clearance was not released. There were no recruitments. No payroll record was generated. No salary fell due. Not one kobo of the personnel provision could have been lawfully paid. No kobo was spent. “There is no personnel expenditure to recover because there was no personnel expenditure.”

Nollywood producer cum actress, Biodun Stephen has reacted to those condemning movie producers for kissing scenes in Nollywood and attributing it to the crash of marriages among film makers.

Biodun, who spoke in an Instagram video, said actors and their spouses know the demands of the profession and should take responsibility in handling their relationships.

It’s not a producer’s job to save any actor’s marriage, the filmmaker said. It’s not the directors’ fault if there are problems in actors’ marriages after the scenes.

Biodun Stephen said, “Some actors don’t want to do kissing scenes because of personal belief and directors find a way around it while some have no problem with it.

A producer’s job is to protect actors on set and present them respectfully on screen, not to save their marriages, she added.

“There’s this lady that always has a mouth for Nollywood,” she said. She said something about kissing, Nollywood and the producers. And she said something about the producers taking it easy on the actors kissing because we’re ruining their marriages maybe.

Kissing is not really part of my craft because I want you people to watch my movies with your children but that does not mean that when an opportunity comes for it, I will not embrace it. I’ll embrace it as long as the story demands it.

“Believability is some of what we’re selling actors on the screen. “You’re selling an emotion, you’re selling a chemistry, you want people to believe in this love, so that they can root for it.

“Yeah it can be done without intense kissing but when you are now bringing things like the marriage don’t work.

“I think that the responsibility lies with the actor who has chosen the profession and also with the spouse of that actor who has accepted that my spouse is an actor and therefore things like kissing and rubbing may occur.

“And they must have resigned themselves to it. This is not my responsibility.

“There are actors that will tell you I’m sorry I can’t kiss for religious reasons and there are actors that say I don’t mind kissing.

“As a producer or director, my job is to protect you as actors. my job is to introduce you well to the audience not mailing your person but my job is not to break your home that’s not on me “I didn’t hold a gun to your head to make you work for me.
