10th House Achieves Milestone with 2,747 Bills in Three Years

The House of Representatives recently opened its doors to the public in the third annual Open Week of the 10th House, a platform for the leadership to give account of its stewardship since the inauguration of the chamber on June 13, 2023, and receive feedback from constituents on its activities over the past three years.

Importantly, the event gave the House an opportunity to build a national consensus on key bills before the parliament, as part of the ongoing process to review the 1999 Constitution (as amended). These include the state police bill which seeks to amend the constitution to create a legal framework for states to set up their own police force, and the special seats bill which is aimed at creating reserved seats for women in the National and State legislatures.

Speaker Abbas Tajudeen, setting the tone for the three day event, explained that the Open Week, now an annual ritual in the Green Chamber, was essentially designed to subject the House to scrutiny by the very members of the public it serves.

He said the initiative was conceived not as an exercise in self congratulation but as an act of accountability, since openness is not a courtesy the House extends at its pleasure but an obligation it owes to those it represents. In opening its doors, he said, the House affirms one enduring principle, that the making of the people’s laws remains their concern, and that they are entitled to observe it, interrogate it and help shape it. “No other arm of government submits itself to public examination in quite the same manner. The House does so with conviction rather than reluctance,” he added.

Abbas said a total of 2,747 bills were introduced in the House in the last three years, out of which 363 bills were passed while 72 bills have been assented to by the president, the highest number recorded by any assembly since the return of democratic governance in 1999.

Among the most impactful pieces of legislation, he said, were the National Education Loan Fund Act, the acts establishing various development commissions and a raft of tax reforms, alongside no fewer than 220 motions passed during the same period, many of them addressing the country’s pressing security challenges.

One of these laws, he said, now provides interest-free student loans to young Nigerians so that no student is turned away from a lecture hall for want of means; another has reformed the way the nation raises and shares its revenue; others have set up commissions to carry development into every region of the federation. In addition to these landmark statutes, he said, over 800 citizens have petitioned the House, and hundreds of those cases have already been resolved.

The Policy and Legal Advocacy Centre’s Executive Director, Clement Nwankwo, largely agrees that the House has done a good job since its inauguration, but says its work is not yet done.

He said the 10th National Assembly was now in its third year of office and it is appropriate to reflect on its achievements and the tasks still outstanding. He commended the Assembly for showing commitment in a number of important areas, including the ongoing constitutional review process, efforts to modernise legislative procedures, consideration of key electoral and governance reforms, increased use of digital platforms and greater engagement with citizens and civil society, while displaying resilience in responding to emerging national challenges and maintaining a broadly stable legislative environment.

At the same time, he argued, citizens rightly expect more of their legislature: stronger and more independent oversight of the executive, more timely consideration of critical national issues, greater transparency in legislative business, greater public participation in law making and reforms that directly improve governance, security, economic opportunity and social justice.

In a goodwill message at the Open Week, the Catholic Bishop Emeritus of the Abuja Diocese, John Cardinal Onaiyekan, insisted that lawmakers must represent the people effectively and serve as a check on the executive, stressing that parliament cannot abdicate its role in a democracy. He said the legislature is the heart of the three arms of a democratic government, the executive and the judiciary. “If democracy is indeed a government of the people, by the people, for the people, then the legislature is that people and cannot abdicate its popular role, nor betray the sacred trust placed in it.

As Nwankwo said, observers believe that citizens expect quite a lot from the House as it enters its final session, particularly on the review of the 1999 Constitution. There is a strong hope that the Green Chamber will pass the Special Seats Bill, which intends to create special seats for women in the National and State assemblies to ensure inclusive governance, along with other constitutional amendment bills to strengthen governance across the country.

The House was clearly conscious of these expectations, and Open Week was used to further galvanise support for the Special Seats Bill and wider security reforms and to develop new partnerships with the business community in pursuit of more robust, economy oriented legislation. At its interaction with the business leaders under the auspices of the National Assembly and Business Executive Roundtable, the House suggested institutionalising the roundtable so that regular interaction with business community would help bridge the gap between legislative intervention and economic reality.

During a National Dialogue on the Special Seats Bill, the House came up with a model of an electoral college for electing women to the proposed special seats, which should make the process less cumbersome for women and the country at large. The model is being touted as a fresh initiative that could help secure the bill’s passage in the present assembly. Policy and governance expert John Mutu, who gave an overview of the proposed model, explained that women would get these parliamentary seats through indirect election by office holders already elected at the local, state and federal levels within each special constituency. He conceded that the electoral college model is foreign to Nigeria’s political tradition and presents obvious challenges of implementation, but contended that it nevertheless offers a practical vehicle for actualising the strategic objectives underlying the Special Seats initiative.

The Speaker also used the dialogue session on security to dispel lingering fears around the setting up of state police. The House has been at the forefront of efforts to amend the 1999 Constitution to create a legal basis for decentralising policing, allowing interested states to set up their own forces as part of broader efforts to tackle insecurity.

But there are still worries that state governors might abuse state police, and questions over funding. However, Abbas insisted that the authors of the State Police Bill had foreseen these likely challenges and built in adequate safeguards, adding that the country must learn from the experience of others including Germany and Canada. He explained that the National Minimum Standards Act had to be in place before any state police force issued its first directive so that standards preceded structures, and that implementation should proceed step by step, state by state, rather than switching on thirty six new forces simultaneously. But the question of funding has to be addressed from the beginning, he added. Whether it’s a dedicated policing fund, shared services or federal support tied firmly to standards, he said, no state should create a police force it cannot pay for, and no unpaid officer should become a threat to the very citizens he has sworn to protect.

Kidnappers Demand N40 Million After Abducting INEC Staff in Anambra

An employee of the Independent National Electoral Commission (INEC) has been kidnapped by gunmen and a ransom of ₦40 million demanded for her release in Anambra State.

The incident was said to have occurred at the Ebenebe axis of Awka North Local Government Area of the state.

The abduction was reported by security analyst Zagazola Makama who said it occurred shortly after another attack on a businessman in the same area.

The report says the INEC staff identified as Christy Nkiru Okeke was seized around 7 pm on July 24.

Her husband later reported the incident at the B Division Police Headquarters in Awka after the kidnappers contacted the family, demanding a sum of ₦40m for her release, the report added.

Details surrounding her kidnapping weren’t immediately clear as of the time of this report.

But security operatives are said to have commenced search for the victim and rescue her from the abductors.

A businessman, Emmanuel Nwobodo, was said to have escaped a similar attack around the Ebenebe Community Secondary School about one hour before the INEC worker was abducted.

According to the report, Nwobodo was coming back from Oba when four armed men dressed in dark clothing allegedly opened fire on his Mercedes-Benz.

The businessman is said to have sped away to escape the scene despite the attack.

Later he learned he had been shot in the left knee.

The report also said the gunmen damaged his vehicle, damaging the rear seat belt guard and radiator.

Another staff member known as Tochukwu Afunenu was also said to have fled into a nearby bush during the incident.

The report said when he allegedly ran into the bush, Afunenu had with him the businessman’s ATM card and two mobile phones.

Nwobodo allegedly became suspicious when messages were allegedly sent from Afunenu’s phone claiming the staff was kidnapped.

The messages demanded a ransom of ₦40m for his release, it was reported.

The development has raised concerns among security operatives who are now investigating whether the staff member was actually kidnapped or if the incident was linked to the earlier attack on the businessman.

The police had started a rescue operation for the abducted INEC staff and those behind the attacks, the report said.

“Extensive combing of surrounding bushes and intelligence-led tracking operations are underway to rescue the abducted victim and arrest the perpetrators, the report said.

Security operatives are also investigating the possibility that the two incidents are related.

The report added that investigators were trying to find out whether the attacks along the same road in a short period of time were perpetrated by the same criminal gang.

INEC says attack on one of its Permanent Voter Card (PVC) collection centres in Osun State will not affect preparations for the August 15 governorship election in the state.

Naija News reports that the assurance was given by the Chief Press Secretary to the INEC Chairman, Dayo Oketola, in an interview with the News Agency of Nigeria (NAN) in Abuja on Monday.

Suspected hoodlums on Sunday attacked officials and carted away electoral materials at the commission’s PVC collection centre at Oyinlola DC School, Ward 2, Okuku.

The stolen items include Permanent Voter Cards and Bimodal Voter Accreditation System, BVAS devices, it was reported.

The commission, Oketola said, has reported the incident to the police, adding that investigation was already ongoing.

Media aide to Delta State Governor, Sheriff Oborevwori, Ossai Ovie Success has lashed out at Nigerian singer, Davido over his failure to attend the wedding of music executive, Soso Soberekon.

Recall that over the weekend, Soso tied the knot with his lover, Princess Ebiere in a star-studded ceremony in Warri, Delta State.

However, Soso’s longtime friend and business partner Davido was not present and this caused a buzz on social media.

Reacting on his Facebook page, Success said Davido is ungrateful, adding that Soso had done much for the singer over the years.

“Soso Soberekan was the one who introduced Davido to the international community and also marketed him locally,” he said.

The governor’s aide insisted that what Davido did is a slap on Soso’s face.

He wrote, “Davido is not grateful to Soso. “I am disappointed in Davido and Chioma for not going to Soso’s wedding. The fact is, Soso Soberekon has done a lot for Davido in the past few years. Soso took Davido to the international community and even promoted him locally.

The Spanish club do not want to sell him and are confident he will sign a new contract.

His current deal has a year to run but Arsenal are interested and watching his situation closely.

Rivers Politics: Eze Chukwuemeka Eze Sends Strong Message Ahead of 2027

A chieftain of the African Democratic Congress, ADC, Eze Chukwuemeka Eze has appealed to residents of Rivers State not to make the same mistake they made in the 2015 election.

Eze made the plea in a statement on Tuesday, it was gathered. He said the challenges facing the state are the direct outcome of the decision taken during the 2015 governorship election.

He accused the people of Rivers State of turning a blind eye to the passionate appeal of then Governor Chibuike Rotimi Amaechi who called on the people to reject Nyesom Wike at the polls.

Eze said Amaechi had warned that the choice before Rivers people in 2015 was between light and darkness as he presented then APC governorship candidate, Dakuku Peterside, as a visionary leader with the competence, character and capacity to sustain developmental strides recorded between 2007 and 2015.

“Unfortunately, through the influence of powerful political forces at the centre and circumstances that remain part of our political history, Rivers State ended up on a path that has brought over eleven years of stagnation, division, insecurity, institutional decline and the dismantling of many of the visionary programmes that once made Rivers State a model of development in Nigeria,” he said.

Speaking on the 2027 governorship election, Eze condemned in no uncertain terms what he described as Wike’s incessant bragging about determining who becomes the next Governor of Rivers State.

“Rivers State does not belong to any individual, no matter his political influence. Political godfatherism era ends. Any imposition of a governor on the people of Rivers is not only undemocratic but a direct assault on the sovereignty of the electorate, whoever attempts it. “Rivers people must reject such a devilish agenda with every democratic means available to them,” he declared.

Nation Mourns as Retired Federal High Court Judge Dies

Justice Baba Gana Ashigar, a retired judge of the Federal High Court has died after a brief illness.

Ashigar died late on July 25, 2026 in Maiduguri, Borno State, reports said.

His body was interred according to Islamic rites on 26 July.

The Federal High Court, in a statement on Tuesday, said the development was confirmed by its spokesperson, Dr Catherine Oby Christopher.

“The late judge was a distinguished jurist who served the judiciary with dedication and integrity,” Christopher said.

The statement added, “Hon. Justice Baba Gana Ashigar, Rtd, was a great jurist who served with diligence, dedication, integrity and an unwavering commitment to the administration of justice.

“Ashigar has made tremendous contributions to the Bench and the legal profession during his judicial career,” she said.

Christopher added: “His many contributions to the Bench and to the legal profession will be fondly remembered by his colleagues, members of the outer Bar, court staff and all who had the privilege of working with him.”

The Federal High Court has prayed for strength for the family of the late judge to bear the loss and commiserated with them.

“The Chief Judge, judges, management and staff of the Federal High Court, commiserate with his immediate family and pray that the Almighty God will grant them the strength and fortitude to bear this irreparable loss,” the statement said.

The court also prayed for the repose of the soul of Ashigar.

A message read, “May Allah forgive him his shortcomings and grant him Aljannatul Firdaus”.

Catholic Bishops Pay Courtesy Visit to Tinubu in Abuja

President Bola Tinubu received a delegation of the Catholic Bishops’ Conference of Nigeria (CBCN) at the State House, Abuja on Tuesday.

It was learnt that the clergymen were on a courtesy visit to the State House, Abuja.

The delegation was headed by the Most Rev. Matthew Man-Oso Ndagoso, Archbishop of Kaduna and President of the CBCN.

Elsewhere, Bishop of the Catholic Diocese of Sokoto, Matthew Kukah has raised alarm over what he called relentless daily killings in Nigeria.

The cleric warned that the level and pattern of violence was not seen anywhere else in the world.

Kukah said this at the public presentation of a book titled The Man They Could Not Stop, written by Solomon Kumangar, former Director-General of Media and Communication to Governor Ahmadu Fintiri, in Yola, Adamawa State.

Lamenting the frequency of killings across the country, Kukah said Nigeria had become dangerously polarised along religious lines.

“This is something that is happening in Nigeria that cannot happen in Sudan, Cameroon, Niger, Ghana or any other country in the world,” Kukah said.

There is no other country in the world where 10 people are shot down on a Monday, 50 on a Tuesday, 100 on a Wednesday, and the shooting continues every week. “How can such a country move on?”

“Religious identities have become the lens through which violence is reported and understood,” he added.

NLNG Eyes Expansion with Trains 8–10 Following $150bn Revenue

NLNG has announced that it has commenced preliminary work on Trains 8, 9 and 10 as it seeks to expand its liquefied natural gas (LNG) production beyond its ongoing Train 7 project.

The gas firm also called on Nigeria to accelerate the commercialisation of its abundant natural gas resources before the global energy transition closes the window of opportunity.

The Managing Director and Chief Executive Officer (CEO) of NLNG, Mr Adeleye Falade, disclosed this at the presentation of NLNG Facts and Figures, an engagement aimed at providing insights into NLNG’s business performance, strategic priorities and contributions to Nigeria’s energy sector and sustainable development in Lagos on Tuesday.

“While Train 7 is the company’s immediate focus, it has already commenced strategic discussions and technical evaluations to underpin the next phase of expansion,” he said.

The projects, he said, were designed to enhance Nigeria’s position in the global LNG market and maximize the value that could be derived from the country’s gas resources.

“We’re looking at Train 7 right now, but we have begun discussions on what it would take to go to Trains 8, 9 and 10. We have to continue to grow. We have people in the company who are already working on what that future looks like,” he said.

The NLNG boss also noted the company’s contribution to the Nigerian economy since it began operations.

The company has paid out close to $50 billion in dividends, including to the federal government, over the years, he said, and generated more than $149.6 billion in revenue.

Since the expiration of its pioneer tax status, NLNG has emerged as one of the highest corporate taxpayers in Nigeria, having paid about $10 billion in taxes and consistently being recognized by the Federal Inland Revenue Service as one of the most tax-compliant companies in the country, he said.

Falade stressed that Nigeria remains more of a gas nation than an oil nation but warned that huge reserves would not be a guarantee for future prosperity.

“We have gas resources in abundance, but the critical thing is what we do with them. The energy transition is not yet far enough progressed for there to be a window of opportunity to monetise these resources. “If we don’t act now we risk losing a lot of value,” he said.

He noted that while natural gas is widely recognised as the transition fuel in the global quest for cleaner energy, countries with substantial gas reserves must act quickly to develop infrastructure, attract investment and commercialise their resources.

Fresh Violence in Benue Leaves Over 10 Dead, Scores Injured

On Tuesday, Efeyi village in the Otukpo Local Government Area of Benue State was assaulted by suspected armed herdsmen, who are said to have killed several civilians.

According to local reports, the early-morning incident took the lives of over ten persons and injured a number of others.

Youths in the village started scouring the surrounding bushes and regions after an undisclosed number of persons were reported missing.

The attackers, according to the locals, broke into the community as farmers were getting ready to depart for their farms.

Many residents reportedly fled for their lives as a result of the attackers’ indiscriminate firing.

“On Tuesday morning, the attackers broke into the neighborhood and began shooting at everyone they came across. According to a community source, “many people are still missing and at least ten people were killed.”

At the time this news was filed, the authorities had not yet confirmed the number of casualties.

After the attack, local young people reportedly started looking for others who were still missing.

Although it was not immediately possible to establish the number and condition of the injured citizens, it is also stated that some of them were taken for medical attention.

Concerns about frequent attacks on rural villages in Benue State, where armed groups have recently killed locals and uprooted families, were raised by the occurrence.

Leadership claims that attempts to get a response from Otukpo Local Government Area Chairman Ogiri Maxwell were fruitless.

He didn’t take calls or reply to a text message about the assault.

The Benue State Police Command’s spokesperson, DSP Edet Udeme, confirmed the occurrence and stated that police had been sent to the area.

“A neighborhood was attacked in the early hours of today, and the police are aware of this. Police have arrived at the location. They are starting a comprehensive inquiry into the event and taking the required actions to restore peace,” Udeme stated.

He continued by saying that the leadership was keeping an eye on the issue and will provide further details once investigators determined the attack’s circumstances.

However, the police spokeswoman did not provide an official death toll.

Kaduna Killings: Tinubu Gives New Security Directiv

President Bola Tinubu has ordered the Armed Forces, the Nigeria Police Force (NPF) and other security agencies to step up operations in Kaduna State after a deadly attack on Naridon Village in Kamaru Ward, Kauru Local Government Area.

The President directed the security agencies to trace the attackers and rescue the victims abducted and restore peace in the affected communities, it was reported.

According to reports, the attack claimed about 30 lives including women and children. Tinubu, who condemned the attack, gave the directive on Tuesday.

The incident was also said to have involved the setting ablaze of several houses.

In a statement issued by his Special Adviser on Information and Strategy, Bayo Onanuga, the President said the attack was barbaric and cowardly act against innocent residents.

The perpetrators will not escape justice, Tinubu cautioned.

He said criminal elements bent on disturbing the relative peace and improved security in Kaduna State would be decisively dealt with.

The President also condoled the families of the victims, Governor Uba Sani, the Kaduna State Government and the people of the state.

Tinubu assured the affected communities of the support of the Federal Government, saying his administration was committed to fighting insecurity in the country.

“I have directed the Armed Forces, police and relevant intelligence agencies to intensify operations across the affected areas to track down the perpetrators swiftly, secure the release of abducted persons and restore normalcy to the region, the President said.

He said the government would also continue to upgrade security infrastructure and equip personnel involved in responding to violent attacks.

“Our administration has an unwavering commitment to strengthening security infrastructure, equipping response personnel, and neutralizing criminal networks attempting to disrupt the peace of the nation,” Tinubu said.

The President called on residents of the affected communities and members of the public to assist the ongoing operation by providing security agencies with timely and useful information.

“I implore our local communities to assist security forces by providing actionable intelligence that would inform early response efforts,” he said.

Tinubu restated his administration’s commitment to the protection of lives and property and assured Nigerians that the ongoing operations to cripple criminal networks will continue across the country.

He added that the Federal Government would continue to make efforts to restore peace and forestall further attacks in Kaduna and other parts of the federation.
