Fly Out ceremony is an age long tradition by the Nigerian Air Force held for its Chief as they bow out gracefully from active service after years of meritorious service to the nation.

Abubakar, who was ushered into the parade ground by the NAF, piper band, reviewed a paraded held in his honor before he was eventually flown out of the parade ground in NAF helicopter.

In his farewell address at the Fly Out, Abubakar, who said he spent exactly five years, six months and thirteen days in office as Chief of the Air Staff, expressed gratitude to God for seeing him throughout his career as well and personnel of the service for their support throughout his tenure in office.

The former chief while noting that he was able to form a formidable team with officers, airmen and airwomen as well as civilian staffs to move the Airforce to a much higher level than he met it said, “In the last 5 years, we have been able to restructure and reposition the Nigerian Air Force into a highly professional and disciplined force.

‘The flag of the Nigerian Airforce is today flying high from Agatu to Gembu to Gusau to Katsina to Daura to Owerri to Birin Gwari, Ipetu Ijesha, Kerang, Gombe and Bauchi. By the special grace of God Funtua will soon join up. The current structure will certainly add a lot of value to NAF’s efforts at securing Nigeria and the Nigerian people. I am confident that with the 15 aircraft and 8 unmanned combat aerial vehicles we are expecting in no distant future the service will be better positioned to be more decisive in addressing the security challenges facing the nation.

‘The Nigerian Air Force would be able to employ air power more effectively, efficiently and timely in all theatres of operations across the country.

‘I want to encourage you to sustain and build on the capacity building initiatives we have put in place in the last 5 years. The service through this initiative has trained and winged 133 pilots who today constitute 49% of all active NAF pilots that are fighting in different theatres of conflicts to secure our country and protect our people. Another 21 pilots will be completing their training before the end of the first quarter of 2021 to join their comrades in the fight to defend our territorial integrity and National sovereignty. In the area of bridging the gap in force projection and force protection we have made tremendous progress in training NAF Special Forces and force protection elements who have been recognised as a formidable force both within and outside Nigeria.

‘We have also enhanced our research and development capacity through our partnership with 15 Nigerian universities to significantly address some of our aircraft maintenance challenges. I must not fail to recognise the crucial role played by the incoming Chief of the Air Staff and other senior officers still in the Service in our R&D efforts. I am very confident that the current Chief of the Air Staff has all it takes to move the Air Force to a much higher level. It is my prayer that the Almighty will grant you the wisdom and strength to move the Air Force to a more enviable height.

‘Distinguished Ladies and Gentlemen, permit me to appreciate Branch Chiefs, Air Officers Commanding and highly committed and dedicated officers, airmen and airwomen of the Nigerian Air Force who have worked hard to take the service to where it is today. I deeply appreciate you all for your selfless contributions to the success of what we achieved in the last 5 years. We have every reason to thank Almighty God for his support and protection during my tenure. We collectively have every reason also to celebrate our achievements. I enjoin you all to extend the support you extended to me or even more to my successor and urge you all to keep on giving your best in the service of our Great Country, especially at this critical time in our history when we are facing unprecedented challenges to our security and sovereignty. I am optimistic that, Nigerian will remain on the trajectory to becoming a great Nation that we all will be proud of. For us to achieve this objective every Nigerian has a role to play. I, therefore, want to appeal to all Nigerians to join hands with all our men and women in uniform to create a secured and united Nigeria.

‘As I exit the Nigerian Air Force, I am leaving the service fulfilled because I have substantially achieved what I set out to achieve. I want to thank all my family members especially my aged mother for their support, prayers and understanding. Finally, I want to once again congratulate the Chief of the Air Staff on his appointment as the 21st Chief of the Air Staff. I wish you God’s guidance as you preside over the leadership of our service.

Jonathan May Be President Again In 2023!

No doubt that there is always no smoke without fire as it said in African proverbial literature. Also the fact that in politics, what is permanent is interest and not enmity!
At present, the clamour and agitation for powershift to the Southern part of Nigeria is heating up the polity. While the Southwest is formidable in the APC and well positioned to rift power from the north in cordial agreement, the Southeast seems volatile with insecurity threat that poses mistrust to the North, especially the recent faceoff from Eastern Security Network with the Nigerian Armed Forces. In the same vein, the North perhaps is viewing the recent regional security network in the Southwest as a threat to its alliance. Though, one may not conclude yet, as anything is possible in politics even within 24 hours!
However, the internal party movement and power scheme within the APC, which is now 100 percent in the hands of the North, could be a deciding factor for alliance with any region and or personality it deemed fit and trustworthy from the South to assume the N0.1 seat of power in Nigeria. At this level of politics, party affiliation doesn’t count much when the Kite is to be flown for interested political folks to dare! Such is the hunt or lobby for ex-president Goodluck Ebele Jonathan to defect to the All Progressive Congress-APC and be rewarded for his sportsmanship of 2015 and for the South-South region to complete it’s tenure of Eight years, having served four years from 2011 to 2015.
Thus if the romance by some notable APC echelons is anything to buy, then, the Kite is already in the sky. Recall that on Jonathan’s birthday, key stakeholders, mostly Governors of the APC fold from the North paid a courtesy visit to the former president to his Abuja resident. That’s not withstanding the fact that GEJ himself has been romancing with Aso Rock with several visits and invitation from the presidency, most of which were closed door meetings.
The romance no doubt is causing great ripples in the PDP such that Gov. Wike of Rivers State, former vice president Atiku Abubakar, and other governors of PDP are worried and not at ease at all over the game refers to as war without bloodshed according to the quote of Mao Tse Tung which is been outplayed by Jonathan, the presidency and the APC. Of a particular concern to these stakeholders of PDP, is that the visit to Jonathan’s Abuja residence during his birthday celebration witnessed chieftains of the ruling party, led by the APC caretaker committee Chairman himself, Gov. Mai Mala Buni, among the APC Governors on Buni’s entourage were David Umahi of Ebonyi State, , Atiku Bagudu of Kebbi State and Abubakar Badaru of Jigawa State. It was learnt that former senate president Ken Nnamani was also on the entourage.

The PDP bigwigs viewed the visit to Jonathan with no parallax prism at all, due to the fact that the former president had never received such august visitors from the APC camp since he lost election and consequently vacated office in 2015. To add, is the fact that the visit was coming a few days after the defection of Governor Umahi from the PDP to the APC, certainly, this calls for concern in the opposition camp. This was not helped by speculations making the rounds that the APC may consider Jonathan for its 2023 presidential ticket through some compromises and political Horse-trading but never a Trojan Horse. More disturbing to the PDP leaders is the former president’s perceived quietness over the seemingly “Greek offer” from the ruling party.
Perceptions from some quarters in the media, have it that Jonathan in his usual style of lackadaisicality over issues of serious magnitude is compounding the fears in the PDP camp over the speculated moves by some actors in the ruling APC to woo him into the 2023 presidential contest. Though, GEJ as he is foundly called, has maintained that it is too early to start discussing 2023 election. That coy response has continued to rattle some of his compatriots in the PDP as a party.
Now, if the scheme as rumoured is correct and Jonathan knightly accepts to be corralled into the 2023 race by the APC, it may likely sink the presidential ambitions and political future of a number of PDP bigwigs. It could also spell doom for the opposition party in the short and medium-term. In the event of Jonathan picking the APC ticket and winning the election, agitations for power to revert to the North in 2027 could be the game plan since constitutionally, Jonathan is eligible for only one term if he chooses to contest in 2023.
So Jonathan could pois a great threat to people like Atiku, Tambuwal/Wike, and few others who are believed to be nursing ambition for the presidency come 2023. It is also in the glare that Wike’s recent attack on the PDP national chairman, Uche Secondus, who the Governor accused of scheming for a fresh tenure at the expiration of his current one since his tenure shall end by Dcember 2021 and a fresh tenure for Secondus could rob Wike of his speculated ambition. If tradition in the PDP is anything to go by, a candidate on a joint presidential ticket cannot emerge from the same zone with the chairman of the party. So, for Wike to have his way, the chairmanship of the party would have to shift to another geopolitical zone. Of course, it is an open secret that the PDP chairman owed his present position to Wike’s domineering influence in the party. The Governor, against all odds, had deployed enormous human and material resources to ensure that Secondus emerged victorious at the party’s 2017 national convention but now viewed to be too powerful and arrogant to some PDP chieftains and power brokers.
Analysts are of the view that the strident calls by these party chieftains of southern extraction for power shift, might have informed the decision of a faction in the APC interim leadership to play the Jonathan card. The calculation, according to inside sources, is to have one of the members of the faction run a joint ticket with the former president.

Speculations have it that “if Jonathan digest the offer and the plan scales through, it means there will be demands by the same persons fronting him, for power to move back to the North in 2027.” Since Jonathan’s eligibility to contest was the constitutional amendment bill number 16, assented to by president buhari in june 2018.
The bill prescribed that a vice president or a deputy Governor who succeeds and completes the tenure of a President or Governor can only run for the office one more time. As vice president, Jonathan had succeeded the late president Umaru Yar ‘Adua who died in 2010. He had gone ahead to contest and win the presidential election in 2015. He had contested again in 2019 but lost to Buhari and the APC. Constitutional analysts, however, hold the view that the law cannot be made to take a retroactive effect in the Jonathan case. They insist the law could only take effect from June 2018 when the bill was assented to by president Buhari. It is also a pointer to why some echelons of the APC created a dichotomy or faction amongst the party’s machinery in June 2020. A scheme believed to have been orchestrated to frustrate or edge out the southwest region particularly the ambition of Bola Tinubu and Governor Kayode Fayemi from the presidential flag of the APC in 2023. But could this be true against particularly, Bola Ahmed Tinubu who contributed enormously in the realization of the pact that enthroned APC, the north and president Buhari to power? Nevertheless, in politics it is solely interest and not lasting enmity!

Intrigues, power play in Aso Rock as IGP Adamu Report in office Again, President Buhari seeks legal opinion.

0

President Muhammadu Buhari has asked the attorney-general of the federation, Abubakar Malami, for a legal opinion on the possible extension of the inspector-general of police’s tenure, a senior presidency official has disclosed the action that will contradict the new police Act of 2020.

Recalled President Muhammadu Buhari signed a bill that limits the tenure of an inspector-general of police (IGP) to only four years.

The new Nigeria Police Act, 2020, repeals the Police Act, 2004,

Mohammed Adamu, appointed IGP by President Mohammed in 2019 should ordinarily have retired on February 1st 2021 after reaching compulsory retirement age,

However, he has continued to report to office, further fuelling speculation that Buhari is planning to extend his tenure so that he could remain in office till after the elections.

The State house source could not confirm if Malami has written the legal advice but he is not known to go against the wish of the president.

Inspector-General of Police, Mohammed Adamu, was one of the top government officials who welcomed President Muhammadu Buhari back to Abuja on Tuesday.

There has been anxiety over Adamu’s continued presence in office after he attained 35 years in service on Monday.

On Tuesday, reports made the rounds that he had handed over to the most senior Deputy Inspector-General of Police.

But a competent police source who does not want his name in print said there was no truth in the reports.

Like on Monday, however, the IGP was said to have still reported for work at the Loius Edet House headquarters of the Nigeria Police Force in Abuja, OBSERVERS TIMES report.

After attending to his official duties, Adamu joined other top government officials at the Presidential Wing of the Nnamdi Azikwe International Airport, Abuja to welcome the President.

Buhari had last Friday left Abuja for his hometown, Daura, Katsina State, for what the Presidency described as a four-day official visit.

On Saturday, he revalidated his membership of the ruling All Progressives Congress in Daura.

He was joined by 10 state governors elected on the platform of the party; the President of the Senate, Ahmad Lawan; and a former President of the Senate, Ken Nnamani.

Apart from Adamu, the Chief of Staff to the President, Prof Ibrahim Gambari; and the Minister of the Federal Capital Territory, Mohammed Bello, were among government officials who received the President at the airport.

The police source said, “There is no truth in the reports that  IGP Adamu has handed over to anybody.

“He worked throughout today (Tuesday) in his office and proceeded to the airport to receive Mr President in the evening.

“He accompanied the President to the Presidential Villa, and since it was evening already, he closed for the day from there. When then did he hand over?

“If he had handed over, it just makes sense that the person he handed over to would have been the one to receive the President at the airport.”

Force Public Relations Officer, Frank Mba, a Commissioner of Police, did not take his call on Tuesday evening when our correspondent made attempts to get his reaction.

The Presidency too has yet to issue a statement on Adamu’s fate.

it was argued that extending Adamu’s tenure will violate the Police Act 2020, which prescribes a non-renewable single term of four years for the incumbent IG.

A presidency source said Adamu would, however, have to remain in office until after a farewell meeting with the president, which is not likely to hold so soon.

He explained that it is not in the character of Buhari to let go such a senior appointee without inviting him to a farewell meeting during which he will formally thank him for a job well done and inform him of the choice of his successor.

Full wrath of law awaits those who inflame tribal, religious discords, DSS reiterates

0

The Department of State Services (DSS) has again reminded the public of its earlier warnings about plans by persons and groups to exploit some fault lines to cause ethno-religious violence in parts of the country.

In a statement, the Public Relations Officer Peter Afunanya said latest developments indicate desperate efforts by these groups to subvert public order.

“In this regard, they have continued to resort to inciting, unguarded and divisive statements and acts. The objective is to pit citizens against one another in order to apparently inflame the embers of tribal and religious discords.

“For the umpteenth time, the Service strongly warns these elements to desist forthwith from their (planned) nefarious acts or face the full wraths of the law. However, the DSS will, in collaboration with other security and law enforcement agencies, take necessary steps to ensure the safety of lives and property of the citizenry.” he added.

Zulum sacks health commissioner

Borno state Governor, Professor Babagana Umara Zulum, has sacked the state’s commissioner of health, Dr Salihu Kwayabura.

The governor’s Special Adviser on Public Relations and Strategy, Malam Isa Gusau, who announced this on Tuesday in Maiduguri, noted that Zulum’s directive was part of necessary measures to reposition the ministry.

Gusau said in a statement that Zulum expressed gratitude to Dr Kwayabura for his immense contributions to the development of Borno’s public health sector in nearly two years of the current administration, and the years he had served under the previous administration.

The spokesman announced that the governor has directed his chief of staff, Professor Isa Hussani Marte, who is a professor of pharmacology, a fellow of the Nigerian Academy of Science with specialty in cancer research, to oversee the state’s ministry of health pending the appointment of a substantive commissioner.
