Ozoemena sworn in as Enugu’s Acting Chief Judge

0

Ifeanyi Ugwuanyi, the Governor of Enugu State, has sworn in Justice Afojulu Raymond Ozoemena as the state’s new acting Chief Judge.

This came after Justice Ngozi Priscilla Emehelu, the state’s immediate past Chief Judge, announced her retirement on September 7, 2021.

Ugwuanyi explained that the decision was based on the order of seniority of the state High Court Judges as confirmed by the National Judicial Council (NJC) via its letter with Reference number: NJC/S.14/HC.EN/9/1/228 dated September 1, 2021, when he swore in Ozoemena as acting Chief Judge yesterday.

Given the sensitivity of the office and its functions, the governor noted that the 1999 Constitution, as amended, did not contemplate a vacancy in the office of the Chief Judge of a state.

He explained that the governor of a state is empowered under Section 271 sub-Section 4 of the Constitution to appoint the most senior Judge of the High Court to perform the functions of a Chief Judge of a state if a vacancy occurs in the position until a person has been appointed to and assumed the functions of that office.

Ugwuanyi congratulated Justice Ozoemena on his well-deserved appointment, expressing confidence that he will contribute to the administration of the Enugu State judiciary with his legal erudition, diverse experience, and gravitas.

“I wish you well, and I pray that God gives you the strength and wisdom to carry out this herculean task,” he said.

In his acceptance speech, Ozoemena thanked God for allowing him to be sworn in as the state’s acting Chief Judge, as well as Ugwuanyi for seeing him as deserving of the position.

He expressed gratitude to the retired Chief Judge, Hon. Justice Emehelu, for the exemplary leadership qualities she demonstrated during her time in the state judiciary, and promised to build on the legacies she left behind.

Terrorists launched 500 attacks on MNJTF, killing 2,368 soldiers with state weapons

0

Between 2015 and 2020, terrorist groups Boko Haram and the Islamic State for West African Province (ISWAP) launched 500 attacks on military bases and formations of the Multinational Joint Task Force (MNJTF), according to a research paper prepared for the European Peace Facility (EPF), a European Union project for peace support operations around the world.

Mr Eric Berman, a Researcher and Director of the S4 Initiative (Safeguarding Security Sector Stockpiles) in Borex, Switzerland, presented a paper titled: “The Management of Lethal Materiel in Conflict Settings: Existing Challenges and Opportunities for the European Peace Facility,” which stated that lethal weapons, including small and light arms seized from military bases during terrorist attacks, posed a challenge to the European Peace Facility.

While the report blamed corruption and low morale for the loss of equipment, the Defence Headquarters (DHQ) has stated that the Nigerian Armed Forces are winning the war against insurgency in all theaters of operations, including the country’s North East and North West regions.

Maj. Gen. Olufemi Sawyerr, the Defence Spokesman, said the fact that thousands of insurgents were surrendering with their families and laying down their arms was proof that the government was winning the insurgency war, and that the act of surrender was also a sign of national victory.

However, according to the research paper, 2,368 “uniformed personnel fatalities were recorded” between 2015 and 2020, with the insurgents launching 5

According to the breakdown, Nigeria had 1,952 fatalities, Chad had 217, Niger had 132, and Cameroon had 67.

Nigeria also lost 134 personnel in 2015, 157 in 2016, 171 in 2017, 425 in 2018, 642 in 2019, and 423 in 2020, according to the figures. Chad lost one soldier in 2015, four in 2016, nine in 2017, zero in 2018, 34 in 2019, and 169 in 2020, according to the report.

In Niger, however, 14, 2015; 57, 2016; zero, 2017; 19, 2019; 22, 2019; and 20, 2020 were all recorded. In 2015, 36 people died in Cameroon, nine in 2016, one in 2017, zero in 2018, 21 in 2019, and zero in 2020.

The four troop-contributing member nations – Nigeria, Chad, Niger, and Cameroon – lost 185 personnel in 2015, 227 in 2016, 181 in 2017, 444, 2018, 719, 2019, and 612 in 2020, according to annual totals.

“Official data on security sector personnel attacks is difficult to come by, but reports suggest that over 2,000 uniformed security sector personnel have died as a result of the conflict.

“As alarming as these figures are, they likely understate the true scale and scope of the security personnel losses suffered by the four Lake Chad Basin countries.

“A memorial to fallen comrades has been inscribed with the names of over 1,300 soldiers since 2013 at the headquarters of the Nigerian military’s operations in Northeast Nigeria,” it said.

According to the report, “an estimated 600 soldiers died in Boko Haram attacks in a six-month period in 2018 alone,” according to research authorities.

In 2014 and 2015, more than 100 Cameroonian soldiers died in Boko Haram attacks, while three separate attacks on police targets in N’Djamena in June 2015 resulted in more than 100 casualties, including dozens of deaths, many of whom were police officers.

Insurgents lose weapons for a variety of reasons, according to the report.

“As a direct result of these attacks, a significant amount of materiel has been lost. Several tins of linked cartridges totaling hundreds of rounds of ammunition are frequently transported by a gun truck equipped with a machine gun. Large quantities of weaponry kept at the base as reserves are occasionally taken from military positions attacked by the insurgents.

Crew-served weaponry such as machine guns, mortars, and towed artillery are carted away when a base is overrun, but “a lot of that materiel is in good enough condition to be of use to the militants,” it said.

“Materiel check points, forward operating bases, “Super Camps,” and sector headquarters are likely dwarfed by contingent-owned equipment seized from regional security forces,” it said.

The research paper also cited “insufficient quality and quantity of both lethal and non-lethal materiel for the security sector,” as well as “tanks only firing twice, armoured personnel carriers running for 10 to 15 minutes from boots to tanks” as reasons for the loss of personnel and materiel, and has compiled a number of soldiers’ grievances about insufficient body armour minutes before a battle.

“These long-standing issues summarize the scope of the problem in Nigeria, and “wide-ranging concerns are not based on anecdotal accounts,” according to the report. “A similar situation affected Cameroonian security forces’ early efforts against Boko Haram,” it said, citing research authorities.

“Corruption goes a long way to explaining why equipment is lacking,” Berman said, citing research works. Implicit accusations of the military purposefully prolonging the conflict for their own ends are common in Nigerian society, and current President Muhammadu Buhari acknowledged this, promising to combat it as a central part of his fight against entrenched military corruption, which includes extortion at checkpoints during his first presidential campaign in 2015.

“However, the country faces a massive challenge, and progress has been slow and uneven. Malfeasance in the defense sector isn’t just a Nigerian problem. It is a problem in many parts of the world, including the sub-region,” the report stated.

The regional response to the “Boko Haram” conflict, according to the report, highlighted both the need for EU assistance—for example, through the provision of lethal materiel and training through the European Peace Facility (EPF)—and the need to assess the risks inherent in any kind of engagement.

“In the Lake Chad region, the loss of uniformed personnel and lethal materiel from state stockpiles is astonishingly high. Several times as many uniformed personnel serving in and alongside the Multinational Joint Task Force were killed due to “malicious acts” in six years (between 2015 and 2020) than those who have served in UN peacekeeping operations for more than 70 years.

“According to reports, Boko Haram factions have taken control of contingent-owned equipment (COE), which includes a variety of heavy weapon systems. Boko Haram took control of some armored vehicles and towed artillery from EU member states. Small arms and light weapons, many of which were also manufactured in the EU, have “sustained the insurgency for over a decade,” according to Berman.

As a result, the report recommended that the EU continue to work with the African Union (AU) and the Economic Community of West African States (ECOWAS) to address the issues raised in the report.

Despite this, Maj. Gen Sawyerr, the defence spokesman, told that the Nigerian Armed Forces were winning the war against insurgency and armed banditry, despite his dissatisfaction with the report.

“In the North East and North West, we are winning the war, and terrorists are surrendering in large numbers. Why is it that now that we are clearly winning the war, a report like this appears to be attempting to drag us back? We are winning the war, and thousands of them, along with their families, are surrendering. “What else are we talking about?” he inquired.

As of the time of filing this report, the MNJTF’s Director of Public Communication, Col Muhammed Dole, had yet to respond to questions about the report scheduled for presentation today.

Police arrested 8 people in connection with the kidnapping and murder of ex-governor Dariye’s father

0

The Nigeria Police Force has arrested eight people in connection with the kidnapping and murder of Mr Defwan Dariye, 93, the father of former Plateau Governor Mr Joshua Dariye.

Mr Frank Mba, the Force Public Relations Officer (FPRO), said during a press conference in Abuja that the nonagenarian was kidnapped by the suspects and held incommunicado for eight days in a filthy condition.

He claimed that after a long negotiation, a ransom of N10 million was paid to the kidnappers, and instead of releasing the old man, the kidnappers killed him.

Mba stated that the incident occurred in June 2020, and that detectives from the Intelligence Response Team (IRT) and other police detectives discovered the perpetrators after recovering the victim’s body.

“In the last 30 days, the police were able to make progress that resulted in the arrest of eight key suspects who played major roles in the kidnapping and murder of the ex-father. governor’s

“With the exception of a few, all of the suspects were from the same village in the Bokkos Local Government Area as the murdered victim.

“Perhaps this explains why they chose to murder the old man, which was a very wicked and costly decision,” he speculated.

According to him, the crime was started by the eldest suspect, who identified the victim, recruited men to carry out the operations, and handled the ransom distribution.

After months of intensive monitoring, three suspects were arrested on August 28, 2021, in a border community between Nasarawa and Taraba, according to Mba.

The suspects, he said, were apprehended for illegally procuring, distributing, and selling weapons to end-users, most of whom were criminals, kidnappers, bandits, terrorists, and armed robbers.

He went on to say that the suspects were apprehended after IRT operatives carried out an intelligence-driven and clinically executed sting operation.

The suspects were found with a total of 26 AK47 magazines, one AK49 rifle and its magazines, and 14 live ammunition for the AK47 rifle, according to Mba.

When the investigation is finished, he said the suspects will be charged in court.

Undersupply is to blame for the increased price of cooking gas – Kyari

0

Mele Kyari, the Nigerian National Petroleum Corporation’s Group Managing Director, has informed Nigerians that the company is working with necessary agencies to keep gas prices affordable by boosting the volume delivered to the domestic market.

During a courtesy visit to the Department of Petroleum Resources headquarters in Abuja on Wednesday, Kyari provided the promise while answering questions from journalists.

“Today, this country is undersupplied with gas; we can tell you that stocking our network across the country with gas is proving difficult,” he stated. As a result, if supply is low, pricing will be affected.

“The LPG supply mechanism is now quite poor. As a result, we’re working closely together to ensure that we can extract LPG from our gas resources and make it available to the market.

“We are aiming to increase the volume of gas available in the domestic market to make prices more accessible. By doing so, we bring it closer to home and expand the networks; once supply is plentiful, prices will undoubtedly fall.”

Sarki Auwalu, DPR’s Chief Executive Officer, stated that the company intends to boost gas production to 230 trillion cubic feet by 2030.
“Let me take this occasion to inform the NNPC’s GMD that we were able to expand the gas reserve by 3.6 trillion cubic feet last year.”

In a similar development, the Department of Petroleum Resources’ Abia State Field Office has stated that the current scarcity of petroleum products in the south-eastern states is not due to the Federal Government’s hike in the official pump price.

On Tuesday, our reporter in Umuahia, the capital of Abia State, observed a scarcity of petroleum products that began last weekend, with many filling stations lacking the products and those that did selling at N220 for petrol.

Gumi, Apostle of Peace, pays a visit to Igboho

0

Sheik Ahmad Gumi, a well-known Islamic cleric, paid a visit to Igboho town in Oyo State, South-West Nigeria, last weekend.

Sunday “Igboho” Adeyemo, hailed as a hero by his supporters and dubbed the “golden son of the town,” is viewed as a dangerous rabble rouser by his opponents. They accuse him of inciting racial animosity. The Department of State Services (DSS) claims that Igboho is stockpiling illegal weapons in a similar vein.

Igboho, who was previously only known in his home region of south-western Nigeria, rose to national prominence after becoming embroiled in one of the country’s deadliest conflicts – clashes between Fulani herders and other groups over land and grazing rights.

Following the assassination of a politician (Fatai Aborode) in January, Igboho and other Yorubas felt they had had enough and demanded that the Fulani herders from northern Nigeria leave the south-west, which is considered the Yoruba ethnic group’s home, for all of their alleged crimes. Gumi, on the other hand, has a different viewpoint.

“This is a place where I believe Nigerians must recognize the importance of living together. Because there is nothing here that can justify people agitating to be separated from our beloved country Nigeria,” Gumi said, pointing to cattle grazing in a ‘pasture.’

Gumi was accompanied on the journey by Usman Yusuf, the former Executive Secretary of the National Health Insurance Scheme (NHIS), whose tenure was marred by financial scandals.

“This is Igboho, made famous by a detainee in the Benin Republic,” he said.

“Nigeria is and will always be one nation. We’ve just come from the hinterland (Ilesha-Baruba in Kwara State’s Baruten local government area), where we’ve seen examples of how people should live. And it is for this reason that we have come. Nigeria is our country, and we’re trying to figure out how to bring people of all faiths together. We don’t want Nigeria to be poisoned by Igboho.

“And there are those who claim Nigeria is divided. No. Nigeria is being sunk by the elites, not the common people. The people in general are all the same.

“It’s always difficult when one of our parents, especially our mothers, abandons us. I know how it feels because I went through it when my mother died.

“But take comfort in the fact that Mama lived to be a ripe old age, which is something we always pray for when it comes to our parents. Her life, I understand, was devoted to Allah’s worship and service to humanity.

“We are grateful to God that Mama left behind deserving children like you and your siblings. Almighty Allah, grant her Aljanna Firdaus, is my prayer.”

“May He also comfort you and your other siblings, and give strength to all those left behind by Mama.”

Lingard Turns Down New Man United Deal, Demands First-Team Guarantees

0

According to ESPN, Jesse Lingard has rejected a new contract with Manchester United because he wants assurances about his first-team prospects at Old Trafford.

Lingard is in the final year of his contract with the club and has been offered new terms to extend his stay. However, the England international forward has turned down United’s initial approach and wants to make sure he gets regular playing time before deciding on his future.

If a new contract cannot be reached with United, Lingard, who has made over 200 senior appearances after coming through the academy, will be able to leave as a free agent at the end of the season and begin negotiating with clubs outside of England in January.

The 28-year-old is determined to keep his place in Gareth Southgate’s England squad ahead of the 2022 World Cup in Qatar. He missed out on a place in the Euro 2020 squad by a whisker as England advanced to the final, but he was back in the team for the 4-0 win over Andorra on Sunday, scoring twice and adding an assist.

Lingard has struggled for playing time under Ole Gunnar Solskjaer at United, but he made an impression on loan at West Ham United last season. He scored nine goals in just 16 appearances after joining on a temporary basis in January, winning both the Premier League player of the month and Premier League goal of the month awards for April.

Despite interest from a number of other Premier League and international clubs during the summer transfer window, Solskjaer was keen to keep Lingard at the club. He has only appeared as a substitute once this season, in a 1-1 draw with Southampton.

After the arrivals of Jadon Sancho and Cristiano Ronaldo, there is more competition for places at Old Trafford this season. Daniel James, a winger, signed a £30 million deal with Leeds United on deadline day.

Kwara APC council congress had accredited delegates -Chairman

0

Alhaji Abdullahi Samari, Chairman of the APC’s Kwara State Caretaker Committee, said on Tuesday that there was no parallel congress in the state last Saturday.

In an interview with journalists in Ilorin, he stated this.

“Unlike the ward congress, which included all party members, the local congress was not an open house,” Samari explained. Only accredited delegates, including elected statutory delegates, were permitted to vote.”

According to him, the party’s constitution requires the provision of delegates’ lists to the Independent National Electoral Commission and the police prior to the start of voting at the local government congress venue for a lawful congress to take place.
To be called a lawful congress, he added, the exercise must be conducted by accredited party officials and monitored by the INEC.

“This is exactly how we conducted ourselves as a group. Any group of people who claim to be carrying out anything contrary to this in Kwara State or elsewhere are a bunch of clowns who should never be taken seriously.

“We are glad that our party’s national secretariat has also stated this clearly, especially in light of some false reports about the congress. The rules and guidelines for the party are very clear. The consequences for anyone who disobeys the guidelines, thereby exposing the party to ridicule for their own self-serving agenda, are also very clear, and we are grateful that the party’s national secretariat has also spoken on the subject.”
