Federal Executive Council approved a N79.6 billion road project in Akwa Ibom

The Federal Executive Council (FEC) has approved N79.6 billion for the completion of the Udukpani–Etu-Ikot Ekpene road, which connects the states of Cross River and Akwa-Ibom.
Mr Babatunde Fashola, the Minister of Works and Housing, told State House correspondents about it after President Muhammadu Buhari’s weekly Federal Executive Council meeting.

“The Ministry of Works and Housing presented a memorandum for the completion of the dualisation of the Udukpani–Etu–Ikot Ekpene road, which is in relation to the section between the Ukuiboku power plant and Mbak, which is about 26 kilometers long.

“The award for N79.649 billion was approved by Council, with a 60-month execution period. This will fill in the dualization gaps between Julius Berger’s award and CCECC’s section,” he explained.

Motorists in the affected areas will be able to choose between a dual carriageway and the existing single carriageway once the project is completed, according to the minister.

According to him, the contract was approved to address a problem caused by heavy cargos passing through the area on their way from the country’s southern to northern zones.

President Muhammadu Buhari announced on Wednesday that Sale Mamman, the Minister of Power, and Mohammed Nanono, the Minister of Agriculture, had been disengaged in an effort to reenergize the cabinet.

According to a statement released by his Special Adviser on Media and Publicity, Femi Adesina, the President made the remarks during a meeting of the Federal Executive Council (FEC) at the Presidential Villa in Abuja.

The address was attached to the statement by a presidential aide.

In his speech, President Buhari avoided saying that the former ministers’ contributions to his government were insufficient.

Mamman and Nanono, he claims, were fired after an independent and critical review of their work.

The President emphasized that many Nigerians have long complained about the country’s poor power supply and high food prices.

“On Wednesday, August 21, 2019, the current Federal Executive Council was sworn-in following a rigorous retreat to bring returning and new members up to speed on the accomplishments, challenges, and lessons learned from my first term in office, as well as to highlight the nine priority areas of government for the second term,” he said.

“Through sector reporting during Cabinet meetings and Retreats, the tradition of subjecting our projects and programs implementation to independent and critical self-review has taken firm roots two years and some months into the second term.

“I must commend this cabinet for displaying unrivaled resilience in assisting the government in navigating the disruption to global systems and governance caused by COVID-19’s emergence shortly after inauguration. Because the traditional model was altered, the weekly Federal Executive Council meetings were not spared.

“As we all know, the only constant in any human endeavor is change, and as this administration enters its critical second term, I believe it is critical to reinvigorate this cabinet in a way that will deepen its capacity to consolidate legacy achievements.”

“These important review steps have assisted in identifying and strengthening weak areas, as well as closing gaps.”

FG will make a subsidy provision in 2022, according to the NNPC boss

The Nigerian National Petroleum Corporation (NNPC) has stated that the Federal Government will make provisions for subsidy in 2022.

Mr Mele Kyari, the NNPC Group Managing Director, revealed this on Wednesday at a Senate Committee on Finance public hearing on the 2022-2024 Medium Term Expenditure Framework and Fiscal Strategy Paper (MTEF/FSP).

Despite the fact that there was no provision for fuel subsidies in 2021, he informed lawmakers that the government had begun discussions with relevant stakeholders about ending the subsidy regime.

The NNPC chief, on the other hand, stated that the process may take a long time to complete, necessitating the need to reintroduce subsidy in the 2022 budget.

Adeola Olamilekan, the Chairman of the Senate Committee on Finance, expressed concern about revenue generation in order to reduce borrowing to fund the budget.

Legislators also want government agencies to focus equally on revenue generation and spending government funds.

As part of the process to prepare the 2022 budget, the Senate will hold a three-day public hearing on the 2022-2024 MTEF/FSP.

The MTEF establishes the parameters by which the budget is prepared, including the government’s borrowing plan, which proposes a crude price of $57 per barrel and daily oil production of 1.88 million barrels.

The NNPC chairman appeared before members of the House of Representatives Committee on Finance on Wednesday last week for a similar hearing on the 2022-2024 MTEF/FSP.

He said during the session that once the Petroleum Industry Act (PIA) is fully implemented and the Dangote Refinery begins operations, Nigeria will stop importing Premium Motor Spirit (PMS), also known as gasoline.

Kyari, who was also asked about the Dangote Refinery, defended the federal government’s equity stake in the facility.

Taking equity in Dangote Refinery, he claims, was a wise decision because the country now has a venture that will ensure the production of millions of litres of gasoline.

PDP suspends National Chairman, Uche Secondus

The Peoples Democratic Party, PDP, Rivers State Chapter, has suspended Uche Secondus, the party’s national chairman.

The PDP Ward 5 in Ikuru town, Andoni Local Government Area of Rivers State, suspended Secondus.

This was reportedly announced by the party’s ward chairman, George Christopher, at a meeting held at the party’s secretariat in Ikuru.

The suspension of the embattled National chirman was endorsed and approved by 11 of the 17 executive members.

“On the 31st of August, 2021, the Ward executive of the Peoples Democratic Party in Ward 5, Ikuru town, and the leaders met to discuss issues that affect the party,” Christopher said.

“Prince Uche Secondus was suspended by the Ward executive following a duly convened Ward meeting called by the Secretary on the Chairman’s instructions, in accordance with the Constitution of our great party.”

“Our brother, Prince Uche Secondus, has been suspended until further notice.”

We made advance tax payment of N95.5bn to support govt’s revenue — MTN

MTN Nigeria has revealed that it has agreed to pay an advance tax payment of N95.5 billion between March 2021 and June 2021, ahead of the established deadline, to aid the government’s revenue collection efforts.

MTN Nigeria’s Company Secretary, Uto Ukpana, made the disclosure in a letter to the Nigerian Exchange (NGX) yesterday in an attempt to clarify a “erroneous report in the media alleging that the company is indebted to the Federal Government of Nigeria” in respect of unpaid taxes.

“When asked earlier this year, the company agreed to make advance tax payments ahead of the established deadline to support the government’s revenue drive,” Ukpana explained.

“This was also the case in 2020, when MTN Nigeria paid its 2019 Company Income Tax (CIT) of N46.9 billion early in response to the FIRS appeal to support the government.

Ukpana stated that the Office of the Attorney General of the Federation (OAGF) officially transferred the matter of MTN’s alleged indebtedness to the Federal Inland Revenue Service (FIRS) and the Nigeria Customs Service for resolution in a letter dated January 8, 2020.

He stated that, as with previous requests of this nature, MTN had been happy to cooperate with the authority, providing evidence to demonstrate complete compliance, and that discussions were still ongoing.

Ortom fires at Akume after the state of emergency in Benue is demanded

Former governor George Akume has been chastised by Governor Samuel Ortom for urging the federal government to declare a state of emergency in Benue State.

At a press conference in Abuja on Monday, Akume called for the state of emergency to be declared in Benue due to the high level of insecurity.

Ortom, on the other hand, responds with a statement from his Chief Press Secretary, Terver Akase.

“We read the text of Senator George Akume, Minister of Special Duties and Inter-Governmental Affairs, and other All Progressives Congress, APC, leaders from Benue State’s press conference held today in Abuja.

“We had previously informed residents of Benue and other Nigerians of the impending press conference. It’s part of a coordinated smear campaign against Samuel Ortom, the governor of Benue State.

“As expected, Senator Akume and his group avoided commenting on the country’s insecurity, which the Governor has repeatedly and correctly blamed on the Presidency.

“George Akume and others’ appearance in Abuja was nothing more than a massage on the Presidency’s ego in order to curry personal favors. Benue can go to hell as long as he and his group get their meal tickets. A media attack on Governor Ortom prompts a package from the Villa, according to the statement.

According to the statement, Akume and his group were under extreme duress to hold the press conference and spew venom at the Governor, claiming that they had no choice but to do so in order to keep their jobs.

According to the report, the APC leadership in Benue saw a window of opportunity to relaunch themselves into relevance after losing control of the party membership in the state, with hundreds defecting to the PDP every week.

“As a two-term former Governor of Benue State, Akume’s call for the state to declare a state of emergency to dismantle democratic structures is shocking.

“Isn’t it ironic that Akume criticizes Governor Ortom for his comments on the President’s handling of the country’s security situation, but then goes on to call him a criminal and militia sponsor? We challenge the Minister to back up his claim that the Governor is corrupt and supports militia with evidence.

“We recall that when Akume was Governor, he publicly chastised then-President Olusegun Obasanjo for not doing enough to resolve the Jukun/Tiv crisis on the Benue-Taraba State border. He is known to have confronted President Obasanjo and said unflattering things about him. He now finds it more convenient to give lectures on government hierarchy and age,” the statement continued.

“We have no objection to that,” the statement said in response to Akume’s call for an investigation. Governor Ortom’s administration is open and transparent, and he has nothing to hide. We do, however, invite the Economic and Financial Crimes Commission, or EFCC, to begin their investigation in 1999, when Governor Akume took office. The N2 billion that went missing near the end of his presidency has yet to be found.

“Akume’s 2019 statements are still fresh in the minds of Benue residents. He accused Benue people of killing themselves after the state was attacked by herdsmen and hundreds were killed. The fact that he was voted out of the Senate confirmed the public’s displeasure with him. Finally, we expected the APC to hold a press conference in Benue to gauge public opinion in the state.”

List of candidates for Delta Constituency By-Election has been released by INEC

The list of candidates for the Isoko South 1 State Constituency by-election in Delta State has been released by the Independent National Electoral Commission (INEC).

Following the Speaker of the State House of Assembly’s declaration of vacancy, the commission released the timetable and schedule of activities for the by-election in the constituency on August 10, 2021.

Festus Okoye, National Commissioner and Chairman of the Information and Voter Education Committee, announced on Monday in Abuja that the election will take place on September 11, 2021.

“For the by-election, twelve political parties held primaries and nominated their candidates. As required by law, the personal information of one (1) female and eleven (11) male candidates has been published in the constituency.

“The list has also been made available to the public on the commission’s website and social media platforms.

RCCG member pays the abductors of his in-law N2.5m in ransom

Mr. Kehinde Ibiteye said he risked his life in a forest in the FCT’s Bwari area to deliver a N2.5 million ransom to the kidnappers of his brother-in-law, Mr. Kayode Ajayi, and his son, Olawale.

Ibiteye revealed this during a service at the Word of Life Area of the Redeemed Christian Church of God (RCCG) in Kubwa, Abuja, where he expressed his gratitude to God for his safe return.

According to the RCCG member, his aunt’s husband was kidnapped along with his son at Ungwan-Fulani, a suburb in Bwari where they live, in the early hours of Aug. 23.

“A member of my family informed me that my aunt’s husband and his 19-year-old son had been kidnapped.

“They were kidnapped in their own home, not on the road. The gunmen, who numbered around 25, broke into the house and abducted the residents. When they couldn’t find anyone, they went to my aunt’s house, forced their way into the house, collected N20,000 in cash and two Android phones, took the food items, and abducted the father and son.

“I immediately dialed his wife’s number, who sobbed as she confirmed the heinous incident.

He explained, “They were kidnapped last week Monday between the hours of 12 a.m. and 1 a.m.”

Ibiteye claimed that her aunt informed her that the local police arrived a few minutes after the kidnapping, but to no avail.

“And because I am fluent in Hausa and no one else can communicate in the language, I engaged their kidnappers in phone conversations using my aunt’s phone, which they used to call me.

He explained, “At first, they put a N15 million bounty on their heads if we wanted them released.”

He claimed that after further negotiations, the ransom was reduced to N2.5 million.

He claims that the police did little or nothing to help the victims.

“The cops only came to warn us that we shouldn’t give money to terrorists and that we shouldn’t be in charge.

“They have a general lackadaisical attitude toward the whole thing; they weren’t forthcoming. He admitted, “I didn’t even take them seriously.”

He claimed that after the money was raised, their kidnappers instructed that it be taken to a hilly forest near the village of Kuchikwo in Bwari.

Ibiteye lamented that the family’s biggest challenge was deciding who would take the money to the kidnappers.

“I finally made the decision to deliver the N2.5 million to them in the forest. Given that my blood relatives were involved, I took a chance.

“I made the decision not to tell my wife or children about my decision.

“I only did one thing: I prayed to God. I prayed to God to keep me safe, guide me, and accompany me on my journey.

“I also promised God that if I went to the forest, I would return unharmed with my aunt’s husband and son.

“I developed a strong faith in God, believing that He would never let me down.”

“And when I was speaking with the abductors, I tried to instill confidence in them by assuring them that the money we agreed on would eventually arrive, as long as they could ensure the safety of the captives.

“I would sometimes hear how my in-law and his son were being tortured if I spoke with them,” he said.

According to him, the kidnappers advised us not to call the cops.

“They warned us that if we told the cops, they’d find out and we’d pay a high price,” Ibiteye said.

He claimed that the kidnappers gave him instructions at regular intervals.

“I was instructed to hire an Okada rider (a commercial motorcyclist) who is familiar with the area to transport me to their enclave.

“Around 3 p.m. on Wednesday, I picked an okada at random.

“He initially refused to accompany me on the journey, but after much persuasion from his friends, he agreed to transport me to the forest.

“He stated that he would collect N10,000 for the transportation fare.

“When I spoke with the kidnappers, they told me to hand over the phone to the biker, and they told us to leave around 5 p.m. for the forest.

“We drove for about an hour and a half before arriving at a marketplace where we were told to park.

“It was getting dark and cloudy at this point. They did this to allow for the arrival of nightfall before arriving at their destination.

“After a while, they told us to keep going on our journey.

“At around 8 p.m. that day, we arrived in the forest’s hinterland, which was surrounded by hills and mountains.

“The forest is two villages after Kuchikwo, and it rained heavily throughout our journey from there,” he said.

Ibiteye claimed that a man carrying an AK-47 came out of their camp, flashed light at them, and told him to put the money on the rocky ground.

“He asked if the money was complete, and I said yes,” I said.

“We were then told to return to the village marketplace, where we had made a pit stop on our way to the forest.

“They said my in-law would be reunited with us there,” he explained.

Ibiteye, who said the abductees emerged from a bush near the market area, said the four of them rode back home on a motorcycle.

“Even though the market was closed at the time, I was curious if anyone was passing by until I saw my in-law and his son emerge from a nearby bush,” he explained.

He claimed that as soon as they arrived in Bwari, his in-law and son were rushed to the hospital with wounds from the torture and other inhumane treatment they had endured while in captivity.

According to the victims’ accounts, the kidnappers had a variety of sophisticated weapons in their camp, according to Ibiteye.

“They also noticed that those guys (abductors) were working as a syndicate because they talked on the phone with other people both inside and outside Abuja.

“Moreover, my in-law told me that when the police arrived the day they were kidnapped, they were all still in the vicinity, along with their captors, shooting sporadically in the air.

“They began their journey to the forest after the police team had left,” he explained.

Ibiteye called his experience “horrible and dangerous.”

The RCCG member, who claimed it was the third kidnapping case in the area, urged the federal government to intervene.

“I believe the government is aware of these criminals’ operations, and they should be sincere in carrying out their mandate of ensuring the safety of citizens’ lives and property,” he urged.

In a phone call to Mariam Yusuf, the Police Public Relations Officer, FCT Command, on Monday, NAN sought confirmation of the incident and she requested a text message after listening to the subject matter.

However, as of the time of filing the report, she had not responded to the text message sent to her phone or to subsequent calls placed to her.

Nigeria Is Sinking, Says Mbaka, As Insecurity Rises

Rev. Father Ejike Mbaka, Spiritual Director of Adoration Ministry Enugu Nigeria (AMEN), believes Nigeria is sinking.

Mbaka described the recent attack on the Nigeria Defence Academy (NDA) as a preamble during a service at his church.

Things could get worse, he said, if President Muhammadu Buhari does not take drastic measures to address the situation.

“Did you hear that bandits broke into our country’s most secure location, the Nigerian Defence Academy? The NDA, Nigeria’s impenetrable fortress, assassinated some Nigerian military officers.”

“And people are still talking about Adoration and Father Mbaka. And some Catholics are still attacking adoration as a means of worshiping the Blessed Sacrament; what are they going to do there? As I warned them the last time, the country is sinking.

“Will Nnamdi Kanu’s arrest solve any problems? Will it put an end to the agitation? Is it now Nnamdi Kanu who is being attacked by the NDA?

“Wouldn’t it be better if he was released? What is the country’s hope if it can happen in Nigeria Defence Academy while he is still in their custody and NDA could be perforated, violated, and mesmerized? Where else can you feel safe?

“As I’ve been telling you for the past two months, what you’re seeing is just the beginning of the trouble, and the real trouble is yet to come. This one (the NDA attack) is merely the beginning. The second part is still on its way.

“All I’m asking is for God to intervene because of what’s going on in Afghanistan right now; if God isn’t willing to help us, Nigeria’s situation will deteriorate in the future. You are free to criticize and attack Father Mbaka; that is your problem.

CBN Pegs Transfer Limits as E-Naira takes place October 1

Nigeria’s Central Bank established an initial non-account transaction limit of N50,000 in preparation for its digital currency to commence October 1.

In a guide issued by Apex Bank for depositing banks, the CBN set a transaction limit for customers, the CBDC status of the central bank, and a book value limit.

The CBN “Speed Wallet” is issued in three levels primarily to meet the 1st October deadline.

As a way to transact value, the wallet does not compete with existing banks, but awaits banks and other innovators to create wallets.

Level One

The first level allows Speed Wallet to be used by anyone who has no bank account. Users will however have to submit a passport photo, a name, the date and place of birth, their telephone number and address.

A limit of N50,000 is in place for “sending & receiving.” The minimum requirement is the National Identity Number (NIN) of the person to be validated. Every day a cumulative balance of N300,000 is set.

Level Two

For Tier Two wallet users, an account with an existing bank is required.

The user can only send N200,000 per day and receive it with a cumulative balance of N500,000 per day. The minimum requirement for this level is a Bank Verification Number (BVN).

Three Tier

Tier 3 allows N1 million daily transactions, with a cumulative daily balance of N5 million. To qualify, you must have at least one BVN.

Those who have this level of merchants can send or get one million naira every day. A merchant can transfer as much money in their bank accounts as they want.

However, in the context of further disclosure, no fee is charged to either traders or customers using the wallet.

The report says that e-Naira is a legal tender for the country as a whole. It also stated that it will have non-interest-bearing CBDC status, a customer transaction limit and a value-based transaction limit.

The CBN also said that Nigerian banks can invite all their customers to register for e-Naira.

“Banks can send the invitation codes for onboarding to a specific list of selected clients, apart from pre-generated codes. Customers with a code assigned by their banks will receive the onboarding. These clients have already been validated and verified by the banks.”

It also revealed that its institution’s wallete was simply a deadline measure since banks and other licensed operators could supply their own wallets, because they did not intend to compete with the banks.

“The e-naira system, as a national critical infrastructure, will be subject to a comprehensive security check and all data and personal information will be retained outside the booklet and not stored on the booklet,” added the Apex bank.

Banks facilitate onboarding and provide global customer service to catalyze the adoption of e-Naira.
