Is Nigeria’s ruling party, APC, opposed to electronic voting

As the year 2023 approaches, observers are beginning to express concerns about the country’s next general election’s credibility. Emameh Gabriel examines President Buhari’s legacy in terms of electoral reforms and innovation.

Many Nigerians believe that the ruling All Progressive Congress (APC) should compensate for its failing policies, particularly in the anti-corruption war, by speeding up electoral reforms before 2023, owing to a steady decline in citizen trust and mounting criticism for what has been widely described as poor performance by President Muhammadu Buhari.

Given the foundation laid by the PDP in electoral reforms and political development during its 16 years in power, Nigerians continue to wonder what the APC will be remembered for.

Some of democracy’s lofty promises include the guarantee of freedom of expression, prosperity, and other democratic dividends that allow the majority to feel included and included. This is the foundation for political and democratic growth.

Unfortunately, this does not appear to be the case in Nigeria, where the National Assembly was recently chastised for only passing a portion of the long-awaited Electoral Amendment Law, a new Act that was supposed to give legal backing to electronic voting and the transmission of election results for the 2023 general election.

The bill, which seeks to repeal and re-enact the 2010 Electoral Act, was finally passed by the Senate after six years of APC rule, despite opposition from several lawmakers from various political parties.

The final amendment required the Independent National Electoral Commission (INEC) to seek National Assembly and Nigerian Communications Commission (NCC) approval before deploying the e-voting system and, of course, electronic transmission of results via the internet.

Twenty-eight lawmakers voted in favor of electronic results transmission, while 52 lawmakers voted against it.

Eighty lawmakers voted, with 28 lawmakers absent, according to the results announced by the Clerk of the Senate and confirmed by Senate President Ahmad Lawan.

“The commission may consider electronic transmission provided the Nigerian Communications Commission adjudges the national network coverage to be adequate and secure and the National Assembly approves it,” the amendment reads.

During the debate, lawmakers from the opposition political party pushed for a more vigorous debate on Section 52(3) of the electoral bill on a clause-by-clause basis.

The section discusses the electronic transmission of election results. “Where and when practicable,” it says, “the Commission may transmit election results by electronic means.”

President of the Senate, Ahmad Lawan, provided justifications for the Senate’s position on electronic election results transmission.

Following the unpopular decision, Lawan explained that the Senate voted the way it did to protect the interests of Nigerian voters, whose votes, he claimed, might not be counted if electronic election results were deployed or applied immediately. During a constituency visit to his Yobe North Senatorial District, he was answering questions from journalists about the passage of the Electoral Act 2010 Amendment Bill.

According to him, not only the APC but also some PDP senators voted for it. Ola Awoniyi, Special Adviser (Media) to the President of the Senate, signed the document.

“I am pleased that we were able to pass the amendment, even though some people are unhappy with what we passed in the Senate and, most likely, the House of Representatives as well,” he said.

“When the majority of Senators voted against the immediate application or deployment of electronic transmission of results from polling units to wards, local governments, states, and the federal government, they didn’t say they didn’t believe in it (of election results)

The opposition party and a number of interest groups have slammed the move, claiming it is an attempt by the ruling party to deceive the public and stay in power beyond 2023.

The current squabble follows a series of failed attempts to pass an electoral amendment bill. President Muhammadu Buhari has vetoed the bill three times.

It was first rejected in March 2018 by President Muhammadu Buhari, who claimed that the proposed law would usurp INEC’s constitutional powers to decide on election matters, such as election dates and order.

In 2018, he rejected it once more, citing “some drafting issues” that had not been addressed since the Bill’s previous revisions. When the bill was rejected in December 2018, Mr Buhari said that passing a new bill with elections approaching could “create some uncertainty about the legislation to govern the process.”

However, the bill was reintroduced in the Ninth Assembly. The lawmakers included an electronic transmission of results provision in the new bill, which was a major recommendation from Nigerians.

The ruling party’s excuses appear to have failed to appease the Nigerian public, who are quick to point out that the ruling party rose to power on the back of electoral reforms spearheaded by President Goodluck Jonathan and former INEC chairman, Professor Attahiru Jega, which saw the electronic capture of data and the introduction of the card reader, both of which significantly reduced electoral fraud by discouraging vote buying.

They claimed that since the APC came to power, Nigeria’s electoral process has deteriorated. Many even mentioned the humiliating last-minute postponement of the 2019 presidential election, as well as the numerous inconclusive elections and numerous court cases. Analysts have predicted that, with the President’s term ending in 2023 and the ruling party’s obvious desire to retain power, Nigerians should not expect much from the President in terms of an electoral legacy that can compete with that of his successor.

Despite the odds, INEC continues to make progress.

Even before the controversial recent electoral amendment act, which subjected its authority to the National Assembly and the NCC, INEC has expressed its willingness to conduct future elections using electronic voting machines. It was said to have examined several electronic voting machines displayed by more than 50 companies and was hoping for a change to the existing legal framework that would allow it to conduct electronic voting.

INEC stated that it was committed to introducing electronic voting machines into the electoral process to replace the manual system that had put the commission under a lot of logistical stress, such as printing ballot papers and hiring thousands of ad hoc staff, among other things.

INEC Chairman, Prof Mahmood Yakubu, said the commission would deploy electronic voting machines very soon, possibly starting with the Anambra governorship election scheduled for November this year, during his 2021 budget defense before the House of Representatives Committee on Electoral Matters on November 4, 2020.

Mahmoud claimed that the country’s elections were too manual, expensive, time-consuming, and archaic. “The impediment of full technology deployment in elections should be removed,” he added.

“It’s difficult to say how much it will cost or when the process will be completed, but we are determined to use electronic voting machines and electronic balloting machines in our elections as soon as possible, possibly starting with the governorship election in Anambra in 2021.

However, the electoral body is hampered by the lack of statutory support for electronic voting: “The current law is the 1999 Constitution, from which the 2010 Electoral Act (as amended) derives its legitimacy.” Voting in an election by electronic means is still illegal under the current set of laws. It will stay that way until a new law is enacted.

“An amendment to the Electoral Act is currently being considered. The final product’s appearance is unknown at this time. We all want change, and the Commission has been working with two National Assembly committees to bring about the change we all want. But we won’t know for sure whether electronic voting will be used in the 2023 general election until the amendment process is completed and the president has given his approval.”

However, even in the absence of such legislation, INEC has used the e-voting system in the past to demonstrate its readiness to address the majority of the obstacles to credible elections in Nigeria. The governorship election in Edo State last year and the recent local government elections in Kaduna State are both good examples.

While the National Assembly has yet to pass a law specifically requiring the electoral body to use electronic transmission of results for the 2023 election, the passage of the amendment has included it subject to certain conditions, it is clear that the e-voting debate is far from over.

What Will People Remember About the APC?

President Muhammadu Buhari’s second term in office is coming to an end in less than two years, and there is no better time than now to write his name in the annals of Nigerian history as a statesman and democrat.

The ball is now in APC’s court. The President is expected to do everything possible to keep the country in the good graces of the international community, as there appears to be a steady decline in trust in the country’s democratic development.

This is possible if President Muhammadu Buhari, who has reached the pinnacle of his political career and has nothing more to give Nigerians than a legacy that will last a lifetime, decides to do so.

Climate change fueling crime and insecurity – IG

Mr Usman Baba, the Inspector-General of Police, has blamed climate change for the rising crime wave and insecurity threat.
The IG said climate change was one of the major drivers of crime and insecurity in the country while launching a tree-planting campaign in Abuja dubbed “One Nigeria, One Tree.”
According to the IG, there is “a strong link between climate change and internal security.”
“Human activities, such as desertification, deforestation, and other aspects of climate change, are major contributors to poverty, crime, and insecurity in general.”

“The intense rivalry and competition for natural resources between farmers and herders caused by climate change is at the root of some of the violent clashes, not only in Nigeria, but across the Sub-Sahara and Sahel region,” the police chief said.
As a result, he praised the program’s organizers, the Greater Nigeria Initiative, and expressed his belief that the initiative, which is one of the force’s non-kinetic approaches to combating crime, would aid it in proactively responding to and addressing the country’s increasingly broadened and complex security threats.

He pledged the force’s support for the federal government’s 25 million tree planting initiative, assuring that the exercise would be replicated across all zonal and state commands in order to address the alarming deforestation challenges posed by climate change, create an eco-friendly environment for peaceful coexistence among citizens, and strengthen national security.

The Inspector General assured the nation that the force would continue to use both kinetic and non-kinetic approaches to combat crime and criminality in order to improve public safety, health, and security in the country.

BREAKING: APC State Congresses postponed to Oct 16

The ruling All Progressives Congress (APC) has postponed its state congresses nationwide to October 16th.

The exercise was initially scheduled to hold on Saturday, October 2.

Sources close to the acting national chairman and Governor of Yobe State, Mala Buni, noted that the development followed consultation with President Muhammadu Buhari.

Recall that the party had successfully conducted its ward and local government congresses between July 31 and September 4.

Despite claims of irregularities, Gov Mala Buni said the congresses were “very successful” but in the same vein threatened to sanction deviant members in some concerned states.

The state congresses will prepare the ground for the party’s zonal congresses and then its much anticipated national convention where a new crop of national leaders will be elected.

The original plan was for the interim leaders to steer the affairs of the party for six months to set pace for a national convention.

Ebonyi Police Detain 10 Youths In Connection With The Death Of A Clergyman And The Burning Of The L.G.A Chairman’s Residence

The Ebonyi State Police Command has detained ten youths in connection with the death of a clergyman and the burning of the L.G.A Chairman’s house in the state capital.

CP Aliyu Garba, the state’s Commissioner of Police, urged residents to remain vigilant and law-abiding, urging them to go about their lawful business.

According to a press release issued by its spokesperson, DSP Levi Philip, the Police Commissioner stated that his men would thoroughly investigate the matter while expressing his condolences to the families of those who died in the incident that erupted among the youths of the enraged Ebiya Unuphu community in Abakaliki, Ebonyi State.
Recall that on September 19, 2021, around 10:00 p.m., some enraged youth from Ebia Unuphu Community invaded the homes of one Okechukwu Onyibe aka Bosco and one Sunday Nwangele ‘m’ the Chairman of Abakaliki LGA from Ebia Unuphu Community and set their homes on fire on the allegation that Bosco, who owns Bosco Guest House in Abakaliki, was responsible for the death of one Oluch

The same youths mobilized to set fire to the Bosco Guest House on Hatchery Road in Abakaliki, but were repulsed by police officers on the ground.

The same youths from the Community regrouped in the early hours of September 2021 to continue their heinous act of torching the Bosco guest house, but were quickly repulsed by security personnel on the ground.

Unfortunately, one Pastor Emeka Ogbonna ‘m’, 45, who lives across the street from the hotel, was hit by a stray bullet and rushed to the hospital, where he was confirmed dead by a medical doctor on call during a gun duel that ensued between security operatives and irate youths who were heavily armed with sophisticated weapons.

Meanwhile, ten (10) of the enraged youths who took part in the house burnings have been arrested, as has the Chairman’s Special Assistant, Okechukwu Onyibe aka BOSCO. The investigation into the main cause of the chaos is still ongoing.

While urging residents of the state to remain vigilant and law-abiding, the Commissioner of Police urged them to go about their lawful business.

He also assures everyone that the Command has the capability, resolve, and commitment to deal decisively with troublemakers and any form of harassment or intimidation of innocent members of the public by anyone or any group of people, under any guise.

NEMA flags off distribution of emergency agric inputs for S’West farmers

Director General National Emergency Management Agency Mustapha Habib Ahmed today flagged-off distribution of Emergency Agricultural Inputs approved by the National Food Security Council chaired by President Muhammadu Buhari for farmers affected by 2020 flood in the South West states.

The flagging off  and symbolic presentation of the inputs to farmers in States in the South West was held in Abeokuta, Ogun State.

Governor of Ogun State Prince Dapo Abiodun was represented at the occasion by the State Commissioner for Special Duties Mr Femi Ogunbanwo who appreciated President Muhammadu Buhari for the kind gesture. He also acknowledged the roles of the Honourable Minister of Humanitarian Affairs, Disaster Management and Social Development Sadiya Umar Farouq and thanked NEMA for successful implementation of the intervention.

 

Earlier on arrival in Abeokuta,  the DG NEMA  and his team paid courtesy call at the Governor’s Office where they were received by the Secretary to the State Government Mr Olatokunbo Joseph Talabi who represented the Governor. The SSG was together with the Chief of Staff to the Governor Shuaib Afolabi Salisu, Commissioner for Special Duties, Head of Service and some top officials of the State.

I am extremely delighted to witness this milestone event of the flag-off of distribution of inputs to farmers in the South Western states of Nigeria affected by the 2020 flood disaster. The choice of Ogun state for this ceremony is indeed not by accident. Ogun state is one of the heavily impacted states during the 2020 flood disaster. Beyond that, Distinguished Ladies and Gentlemen, you may recall that on 2nd August, 2021, we woke up to the sad news of the loss of Dr. Emmanual Adesanya Abiodun an educationist, a philanthropist, community leader and father to His Excellency, Governor Dapo Abiodun, the Executive Governor of Ogun state.

 

Testimonies from all walks of life have proved that Dr. Emmanuel Adesanya committed his life to service to humanity. He was fondly referred to as Baba Teacher. His uncommon service to the people will no doubt remain evergreen in the minds of the people of Ogun state and beyond.

 

I want to use this opportunity to on behalf of myself and the entire management of NEMA condole and commiserate with His Excellency Governor Dapo Abiodun and all the good people of Ogun state over the irreparable loss.

 

Your Excellencies, Distinguished Ladies and Gentlemen, for us at NEMA, what an opportunity to follow on the great humanitarian footsteps of Dr. Emmanuel Adesanya Abiodun than to flag off the distribution of federal government agricultural intervention in the South West region here in Abeokuta, Ogun state. As the saying goes, the best way to immortalize a man is to support a cause that is close to his heart.

 

In the aftermath of the 2020 flood disaster, a verification exercise was conducted to compile a data base of farmers that lost their crops to the floods. A total of 2, 463 farmers have been verified in Ogun state and are slated to benefit from this agricultural inputs intervention. What we are witnessing today is therefore a fulfilment of the Federal Government’s commitment to give a lasting recovery intervention to the farmers and to ensure the completion of their recovery cycle in line with global best practices. In this regards, the following items have been delivered for distribution to Ogun state farmers.

Let me also appreciate the Honorable Minister of Humanitarian Affairs, Disaster Management and Social Development, Sadiya Umar Farouq for her continuous support to NEMA in disaster recovery initiatives like the one we are witnessing today. We are now attacking vulnerability through productivity. I also thank our partners including the Federal Ministry of Agriculture and Rural Development, the Federal Ministry of Finance, Budget and Planning and the Nigerian Agricultural Insurance Corporation for supporting this intervention.  To our farmers, the beneficiaries of this intervention, I implore you to make good use of this inputs to transform your production into sustainable business ventures.

 

I cannot finish my remarks without commending members of the Emergency Agricultural Intervention Secretariat domiciled at NEMA. You have sacrificed your weekends and private moments to ensure the success of this event. I thank you for your exemplary commitment to duty. DG-NYSC warns Corps members about induced rejection of postings

Members of the Corps have been advised to avoid induced rejection and instead accept their assignments in good faith and settle in to contribute their fair share to the development of their host communities.

Brig-Gen. Shuaibu lbrahim, Director-General, National Youth Coups (NYSC), gave the advice while debriefing the 2021 Batch ‘B’ Stream Two Corps Members and Camp Officials via a nationwide virtual address on Monday morning.

“Any Corps member found inducing posting or redeployment will be sanctioned in accordance with NYSC bye-laws,” he said.
He also revealed that “there is nothing like two weeks off after leaving the Orientation Camp,” but that “if there is a compelling need for any Corps member to travel, the concerned must obtain permission from the NYSC through the established channel.”

“No Corps employer is authorised to grant permission to any Corps member to travel,” Ibrahim explained, citing their procedures.

“Don’t put pressure on your employers for rejection once you arrive at your primary assignment tomorrow.

“Don’t try to persuade anyone to change your job or relocate you. You will be punished if they write to us claiming that you induced or forced them to reject you.

The DG stated, “As patriotic Corps Members, it is expected that you accept postings anywhere you are posted and add value to the community.”

He urged them to be patriotic in their service to their country and to ensure that they contribute equally to themselves, the NYSC Scheme, and society as a whole.

The Director-General advised them to take advantage of the NYSC platform to succeed in life.

“Now that you’ve completed the rudiments of the Orientation Course, take advantage of it and see what you can do to help your fatherland.

As Nigerians, let the spirit of the Orientation Exercise live on in you forever. Your watchword should be national integration. The DG went on to say, “As a country, we should be united.”

General lbrahim warned against the negative use of social media and urged people to double-check all information before sharing it online.

“Don’t spread fake news to sow division; avoid cybercrime and other forms of criminality. Please consider where you came from before taking any action, and avoid taking any action that will come back to haunt you tomorrow.

He advised people to avoid drugs and to be good citizens and ambassadors for their institutions, families, and the NYSC Scheme.

The Director-General urged Corps members to continue their post-camp training in skill acquisition and entrepreneurship development.

He said the Scheme had partnered with financial institutions such as the Central Bank of Nigeria, Access Bank, Bank of Industry, Unity Bank, NYSC Foundation, and Leventis Foundation, among others, to provide loans and training to Corps Members.

The Director-General stated that efforts are currently underway to establish the National Youth Service Corps Trust Fund, which would make start-up capital available to interested Corps Members as they leave service.

Ibrahim also advised the Corps members to maintain a high level of security awareness at all times and to avoid taking any actions that could jeopardize their safety.

He forbade them from boarding vehicles from unlicensed parking lots, instead advising them to use authorized parking lots.

“You must be security conscious and not put your safety in jeopardy. You should never travel at night or board a vehicle on the side of the road. NYSC is very concerned about your well-being.
You must be permitted to travel if you wish to do so. Write to your Local Government Inspector through your employer, and it will be forwarded to the State Coordinator for approval. If you’re going to travel, make sure you’re allowed,” the DG advised.

He stated that the Scheme is working to obtain a flight fee rebate for Corps Members who wish to travel by plane.
He informed the Corps Members that efforts are ongoing to enlist Corps Members in the National Health Insurance Scheme for effective medicare during the service year, as directed by President Muhammadu Buhari.

He advised members of the Corps to get the COVID-19 vaccine to protect themselves and others from the deadly virus.

The Imo State Corps Camp Director, Otobo Joshua Osa IM/21B/1740, praised the Director-General for his tenacity and passion for the welfare and security of Corps Members in his vote of thanks on behalf of his colleagues nationwide.

“We are eternally grateful, and we assure you of our commitment to the NYSC ideals, having absorbed all of the lessons taught to us during the Orientation Program,” he said.

 

Makinde Faction Demands His Resignation, the Oyo PDP Crisis Deepens

Angry leaders and members of the Peoples Democratic Party (PDP) in Oyo State passed a vote of no confidence in the state’s governor, Engr. Seyi Makinde, on Monday, just days before the party’s Saturday congresses.

Asiwaju Adekola Adeoye, the party’s youth leader; Mulikat Adeola, a former majority leader in the House of Representatives; Alhaji Azeem Gbolarumi, a former deputy governor; Alhaji Nureni Akanbi, Engineer Femi Babalola, Elder Matthew Abioye, Princess Aderonke Adedoja, and Alhaji Bisi Olopoeyan,

Alhaji Sarafa Olaoniye, Alhaji Ahmed Aranse, Alhaji Ajinawo, Baba Elisa, Chief Odeyemi, Alhaji Somope, Alhaji Bola Akinyemi, Hon Michael Okunlade, and a slew of other members were also present, drawn from the state’s 33 local government areas.

In a communique issued at the conclusion of the meeting, the disgruntled members promised to do everything possible to prevent Makinde from receiving the party’s ticket for a second term.

The members, who spoke out against the governor’s promises before and during the election, said they had been ignored while those who were not present during the election benefited from his government.

Mulikat Adeola, a former majority leader in the House of Representatives, said at the meeting, “Go to your wards, mobilize your people.” Don’t get into a fight with anyone. Keep a record of everything that happens and leave the rest to us in Abuja.”

Engr. Akeem Olatunji, the state party’s spokesman, reacted to the development by saying that those calling for the governor’s resignation were working for the state’s opposition party.

Meanwhile, the party in Kwara State began the electronic registration of new members on Monday in Ilorin, ahead of the 2023 elections.

The exercise is being carried out in accordance with a directive from the party’s national leadership.

Tunde Ashaolu, the party’s State Publicity Secretary, made the announcement in a statement issued shortly after the party’s chairman, Engr Kola Shittu, met with members across the state.

According to the source, NIPRD will bring over 20 internationally renowned top-class scientists to collaborate with Cuban scientists in the near future.

It will be recalled that during the height of the COVID-19 outbreak in Nigeria, NIPRD developed hand sanitizers under the direction of its current Director General, Dr. Obi Adigwe, to address shortages and supply chain disruptions caused by the COVID-19 virus.

Because the formulas were said to be contextual to Nigeria’s environment and in terms of ensuring activity against the spread of the coronavirus, the sanitisers were adjudged to be among the highest quality.

NIPRD also created a database for local pharmaceutical companies that have been granted licenses to manufacture hand sanitizers in Nigeria.
