Insecurity: Plateau govt creates committee to route and automate tricycle operations

The Ministry of Transport has established a committee to set in motion the registration and routing of tricycles as a pilot towards the automation of transportation services in Plateau State, in an effort to reduce security and other challenges faced by passengers and commuters in Jos-Bukuru metropolis.

The state government stated that it was necessary due to the criminal activities of some tricycle operators, particularly after the recent security breach in the areas, where some operators were involved in the murder of innocent persons who had boarded the tricycle.

This was revealed by the state’s Commissioner of Transport, Alhaji Muhammed Abubakar, at the Joseph Gomwalk Secretariat in Jos, during the inauguration of the Committee for the Ministerial Registration and Routing of Tricycle Operations in Jos and Bukuru metropolitan.

“The inauguration of the Ministerial committee I established to set the machinery in motion for the registration and routing of tricycles as a pilot project towards the automation of Plateau State’s transportation services,” Abubakar added.

“This became critical in implementing worldwide best practices to address security and other issues that travelers and commuters face on our roads. The recent tragic events in our beautiful state serve as a reminder of this fact.”

“Despite the government’s massive investment in achieving peace and tranquillity in Plateau State, it became embarrassing to note that some tricycle operators were reportedly involved in the carnage responsible for the untimely demise of some law-abiding and innocent citizens using the tricycles as suppose convenient means of transportation from one destination to another within the m,” he said.

“This prompted the Plateau State government, led by His Excellency, Rt. Hon. Simon Bako Lalong, to place a ban on the operating of tricycles throughout the state. While the motorcycle ban remains in place, the government has heard the people’s cries and lifted the tricycle ban in order to restore peace and allow lawful enterprises to resume throughout the state.

“In order to achieve this, the government, security operatives, my ministry, in conjunction with stakeholders and other well-meaning individuals, will not rest until law, order, and peaceful cohabitation are restored in Plateau State.

“As a result, this committee must begin the process of registering all tricycles, their owners, and operators, as well as identifying specific routes and parks for each tricycle operator.”

He went on to say that the Plateau State Information, Communication, and Technology Development Agency is working hard to automate the transportation subsector (PICTDA).

“The government recognizes the strategic importance of transportation in all aspects of life.

“The state’s economy would suffer if it did not have a safe, secure, and convenient transportation infrastructure. As a result, the government is concerned about and committed to improving Plateau State’s transportation system.

“As a result of these, the ministry carefully selected professionals from sister agencies to form this committee with clear terms of reference, to electronically capture the identity and biometric data of tricycle operators and owners, as well as to identify routes and parks to assign each tricycle with an inscription of their registration and phone numbers on the tricycles for easy id,” says the ministry.

Men from the Nigeria Immigration Service, the National Drug Law Enforcement Agency, the Federal Road Safety Commission, Vehicle Inspection Officers, and officials from the Ministry of Transport were among those who were inaugurated.

In Kaduna, motorcycle riders accuse security agencies of extortion

Commercial and private motorcyclists in Kaduna State have accused security officials, mainly the police, of extortion in implementing the state’s motorbike ban.

As part of measures to combat bandit activity in the state, the Commissioner for Internal Security and Home Affairs, Samuel Aruwan, announced on Wednesday a ban on the use of commercial and private motorbikes across the state’s 23 local government units.

The police charged between N5,000 and N10,000 before releasing confiscated motorcycles, according to a private motorcyclist who did not want his name used.

Idris Mohammed, the Secretary of the Amalgamated Commercial Motorcycle, Tricycle, and Riders (ACOMORAN), reported that several police officers travelled across the city a few days ago to evict motorcycles parked in mosque grounds.

“Some of the security officers implementing the legislation are harassing and intimidating people, as well as extorting money. But it’s possible that the top commanders are unaware of what’s going on, which is why they need to keep an eye on people on the ground,” he said.

He requested the state administration to extend the operating hours of tricycle operators from 7 p.m. to at least 9 or 10 p.m. to help the masses.

Meanwhile, the Kaduna State Police Command has warned that any officers discovered extorting motorbike riders will be prosecuted, and has urged the public to report any erring officers.

Anambra gubernatorial election on November 6, no going back, says INEC

The Independent National Electoral Commission, INEC, has warned that the increased insecurity in Anambra State could be related to the November 6 governorship election, but that it is committed to holding the election.

The Nigeria Police Force has issued a warning to motor park operators, warning them to be cautious since kidnappers have devised a new method of operating from the parks.

The warning was issued by the Force Spokesman, Frank Mba, a Commissioner of Police (CP), as 34 alleged criminals, including two women, were paraded in Abuja on Tuesday.

The suspects were apprehended by Special Tactical Squad (STS) operatives for kidnapping, cattle rustling, cross-border automobile snatching, gun-running, and armed robbery, among other crimes.

The suspects were found with 11 grenades, five teargas canisters, two AK-47 rifles, and other weapons.

Kidnappers are now utilising designated motor parks as their operational centers in all states of the federation, including the Federal Capital Territory (FCT), Abuja, according to the Force Spokesman.

“Kidnappers would go to a prearranged motor park, load passengers, and leave the park in a lawful manner, then communicate with other members of their abduction gang about their whereabouts.

“Unbeknownst to them, the passengers would continue on their journey, only for the driver to pull over to the agreed-upon location, where all of the passengers would be kidnapped and the driver would be released,” Mba claimed.

According to him, the police became aware of the new tactic after the arrest of Basiru Sule, a 25-year-old Kano resident whose gang members were operating on highways in the country’s Northeast and North West zones.

As a result, he urged motor park operators around the country to take note of the new development and work closely with the police to monitor the activities of their employees and other criminal elements posing as drivers.

CP Mba promised that the police will leave no stone unturned in their efforts to apprehend and prosecute additional members of the kidnapping gang.

An 11-man kidnapping group, which included two ladies, was among those exhibited. The group, led by Mallam Musa Ibrahim, was alleged to be operating in Abuja and Kaduna before being apprehended.

IGP Usman Alkali Baba, the Inspector-General of Police, has ordered the urgent assignment of a new Commissioner of Police (CP) to Anambra State.

Echeng Eworo Echeng, the new CP, succeeds CP Tony Olofu, who has been reassigned to Force Headquarters in Abuja. The IGP has also ordered the deployment of a detachment of NPF Special Forces to Anambra State to support and complement the Nigeria Police Operation Restore Peace’s ongoing peace-building activities.

Lieutenant General Faruk Yahaya, Chief of Army Staff, launched off three Nigerian Army Field Training Exercises in Emene, Enugu state, on Monday.
The Exercise in the South-East, dubbed ‘Exercise Golden Dawn,’ is heightening tensions, as the army and police in the state conducted an Operation Show of Force, forcing people off the highways and streets.

The COAS said the Exercises, which are being held simultaneously in South South, South East, South West, and North Central Nigeria, are designed to address the country’s complex and modern security problems.

Despite the show of power, hoodlums pounced on the Indigenous People of Biafra (IPOB) sit-at-home order in several regions of the South-East, according to reports.

Schools, stores, banks, and restaurants were all forced to close due to the tension.

FG isn’t handling bandits with kid gloves – Lai Mohammed

The Federal Government stated that the accusation that it was handling bandits with child gloves was false and deceptive.

Alhaji Lai Mohammed, Minister of Information and Culture, revealed this on Tuesday during an appearance on the Nigeria Television “Good Morning Nigeria” program.

On a program monitored by the News Agency of Nigeria (NAN) in Abuja, the minister said banditry was a form of criminality that had nothing to do with religion or philosophy.

He claimed that the federal government’s military strategy to dealing with criminals did not distinguish between bandits and terrorists.

“I believe we have been circling around nomenclature; a criminal is a criminal, whether a bandit or a terrorist, and they are treated the same way.

“That is why the accusation that the federal administration is kinder to bandits than separatists and other criminals is ludicrous to us.

“This is a falsehood, fake news, and misinformation all rolled into one, and this is the kind of divisive language advocated by some naysayers,” he stated.

It was absurd, Mohammed remarked, for the military to treat bandits who were murdering soldiers and police officers with child gloves.

He went on to say that the military’s approach to combating criminality on land and in the air will make it impossible to distinguish between bandits and other criminals.

They were winning the war, Mohammed added, with the heightened offensive against bandits and specific measures implemented by the governors of the states where bandits were operating.

He claimed that the governors had learned from their previous mistakes and vowed not to bargain with bandits, but rather to pursue them and not spare them.

Mohammed claimed that measures such as the suspension of mobile telecommunication networks in some places and the prohibition on the sale of petroleum products in jerry cans and at filling stations near land borders were bearing results.

He went on to say that restrictions on the usage of “junction motor parks” in the states, as well as a ban on the sale of fairly used motorcycles in specific markets, were also yielding benefits.

Meanwhile, President Muhammdu Buhari was pressed by the House of Representatives on Tuesday to show adequate political will by revealing the identify of the member of the supreme legislature, the National Assembly, who he claims is funding terrorism.

He also asked the House to urge President Buhari to “immediately initiate the prosecution of the individual and, if convicted, to be completely shamed.”

Concerned by the development, certain members who expressed an interest in contributing to the motion were denied the opportunity to do so because it was brought under the heading of ‘Privilege.’

The Speaker, Hon. Femi Gbajabiamila, who presided over the House plenary, responded by saying that the motion of privilege had been “noted” and that he would “get back to you on that.”

In Yobe, pregnant woman masterminds her own kidnapping

Nafisa Saleh, a pregnant woman, conspired with two others to plan her own kidnapping in Damaturu, Yobe State’s state capital.

On October 1, 2021, she was reported missing while on her way to the Specialist Hospital in Damaturu for prenatal treatment.

Her kidnappers called her husband and demanded ransom after she was kidnapped.

However, a further police investigation revealed that Nafisa, the putative victim, was the mastermind behind her alleged kidnapping for ransom from her husband and family members.

ASP Dungus Abdulkarim, the Yobe State command’s police spokesman, said in a statement on Tuesday that police investigators in Damaturu jumped into action and discovered the terrible deed.

He said that the police eventually apprehended two individuals, Goni Modu and Umar Mai Gudusu, both of Dadinge Village in the state’s Gujba Local Government Area.

Meanwhile, due to concerns about her health, Nafisa was transported to the hospital for treatment.

According to Dungus, two more individuals were arrested in connection with the kidnapping of a three-year-old boy in Yobe’s Potiskum Local Government Area.

“All of the suspects were boys, with the prime suspect being 14 years old and the second suspect being 12 years old. The third suspect, on the other hand, was on the run.

“Recall that on September 18, 2021, three-year-old Adamu Abubakar Baban Yawo of Potiskum town was kidnapped and later released by his kidnappers after paying a ransom of N50,000,” he stated in the statement.

He explained that the command has begun an inquiry for possible prosecution, while a concerted attempt is being made to apprehend the fugitive.
