Timi Frank, a former All Progressives Congress (APC) deputy national publicity secretary, stated that Nigerians should not anticipate free, fair, transparent, and credible elections in 2027 under President Bola Tinubu’s and the APC’s administration.

The National Assembly will not halt off-cycle elections, despite recommendations to do so made in response to the Independent National Electoral Commission’s (INEC) dismal performance at the recently completed polls in Kogi, Bayelsa, and Imo, according to Senator Adeniyi Adegbomire of Ondo Central.

Adegbomire, a senatorial candidate for the ruling All Progressives Congress (APC), defended the off-cycle elections by claiming that they improved Nigeria’s democracy.

The senator claimed that Nigerians’ votes mattered because of the off-cycle elections.

He continued by saying that if leaders are chosen by means other than respecting the desire of the people, society will descend into perdition.

Adegbomire emphasized that off-year elections in Nigeria are a positive development for democracy and that the National Assembly will not enact legislation to stop them.

The Supreme Court has made it clear that this is a constitutional issue. You will take a four-year oath of office, according to the constitution. “Those four years begin on the day that you take office as president or governor,” he stated.

Salihu Lukman, a former vice chairman of the All Progressives Congress (North-West), bemoaned on Monday how President Bola Tinubu is growing more and more unapproachable to APC leaders and party members.

In a statement headlined “Resolving APC’s Progressive Retrogression,” which he released in Abuja on Monday, the APC chairman issued the warning.

Senate forbids MDAs from spending IGR

Senator Sani Musa, Chairman of the Joint Senate Committee on the 2024-2026 Medium Term Expenditure Framework and Fiscal Strategy Paper, stated that no government agency would be allowed to spend the funds generated in the future.

Musa, who is also the Chairman of the Senate Committee on Finance, has thus directed all revenue-generating agencies in the country to provide data of remittances made so far this year to his panel.

He also asked the office of the Federation’s Accountant-General to compile information on remittances and a list of those who had defaulted.

Musa issued the directive during a public hearing on MTEF being held by a bipartisan Senate committee chaired by him.

The panel, which includes the Appropriations, National Planning and Economic Affairs, and Local and Foreign Debts Committees, is meeting with heads of federal ministries, departments, and agencies to discuss the 2024-2026 Medium Term Expenditure Framework and Fiscal Strategy.

“The National Assembly is working hard to protect the country’s economy,” Musa stated.

“Because the Nigerian National Petroleum Company Limited is a Nigerian entity, it must follow Nigerian rules and basic norms.” It must remit when the time comes.

 

“No agency of the government should come before us to say they are exempted from remitting revenues to the consolidated revenue funds.”

“The Accountant General should take note of the agencies that have yet to remit their revenues to the CRF,” Musa added.

“You should liaise with the Committee’s secretariat so that we could find time to reconvene like this to sort out those issues.”

Musa was replying to a presentation on delayed remittances to the CRA by the Nigerian Institute of Legal and Advanced Studies and the Nigerian Maritime Academy.

He requested that the MDAs provide the committee with a breakdown of their income collection and remittances from January to date.

He stated that MDAs were aware that any conduct that violated financial regulations was a violation of the law.

He stated that authorities must endeavor to ensure that revenue owing to the government is remitted to the government as soon as it is collected.

He also asked that all remittance receipts be made available to the committee.

Musa highlighted concerns about the gap in income estimates and remittances based on presentations by the Nigerian Communication Commission and the Office of the Accountant General for the Federation.

He also encouraged the Federation’s Accountant General to work with MDAs to reconcile remittances and revenue forecasts in the 2026-2027 MTEF and FSP.

 

He also wanted a full analysis of remittances resulting from income collected by MDAs from stamp duties.

Musa stated that correct reconciliation of remittances was required in accordance with the nation’s financial laws and the Fiscal Responsibility Act.

Mrs Oluwatoyin Madein, the Federation’s Accountant-General, stated that her office works with MDAs to balance their accounts and remittances to government in accordance with financial regulations.

In response to a question on a new government loan request, Mrs Patience Oniha, Director-General of the Debt Management Office, said Nigeria needed to challenge itself on revenue generation given its debt service projections.

The Office of the Accountant General of the Federation, Nigeria Maritime Academy, and the Nigerian Institute of Advanced Legal Studies were among the MDAs that gave their income forecasts for the 2024-2026 MTEF and FSP.

Others include the National Oil Spill Detection and Response Agency, the Development Bank of Nigeria, the Debt Management Office, and the Office.

The Nigerian Communication Commission Joint Matriculation and Examination Board and the Federal Mortgage Bank were ordered to re-present their expenditure and revenue predictions on another day.

Previously, the Accountant General stated that the ministry expected an IGR of N3.1 trillion.

“From the federation account, in 2020 the budgeted revenue was put N7.9tn, and the actual gross revenue was N8tn, while net distribution was N7.6tn,” she stated, detailing the ministry’s revenue statistics over three years.

“In 2021, the budget was N9.2 trillion, while the actual gross inflow was N9.3 trillion and the net inflow was N7.7 trillion,” he added.

“In 2022, the budget was N15 trillion, the actual revenue was N12.2 trillion, and the net distribution was N8.6 trillion.”

“In 2023, the Revenue projection was N13,7tn, as at October, the total revenue inflow was N12.4tn”

“The Stamp Duty budget for 2020 was N17.3 billion, but the actual amount was N119 billion.”

“In 2021, the budgeted amount was N16.8 billion, while the generated amount was N33.94 billion,” the Accountant General stated.

“In 2022, the budget stamp duty was N16.8 billion, while the generated amount was N53.5 billion.”

“In 2023, the budgeted amount was N44.46 billion, while the generated amount was N53 billion.”

“For the IGR in 2020 was N871.3bn, while the actual amount N532.9bn”

“In 2021, the budgeted amount was N1.06tn, while the generated amount was N1.06tn,” she said. In 2022, the planned amount was N2.2 trillion, while the collected amount was N1.39 trillion.

“The budget for 2023 was N2.6 trillion, but the actual amount was N1.42 trillion as of September 30, 2023.”

“We can only project IGR for 2024 and we put that on 20% mark up of the budget of 2023 which is N3.1tn,” she said.

2023 polls: Court expels Elisha Abbo, Bagos, sixteen other from NASS

The Court of Appeal has imposed harsh penalties on numerous members of the National Assembly who have lost their legal battles over elections.

There have been an unusual number of court verdicts in both the Senate and the House of Representatives, with several members being unceremoniously removed after just five months.

Examines the reasons why some members were removed in this report.

Five senators have been removed from office thus far by the Court of Appeal. APC picked up two seats while losing others. The Labour Party lost one seat and the PDP gained three seats while losing two.

The Court has dismissed no fewer than twelve members of the House of Representatives. Of the twelve dismissed, eight are PDP members, three are LP members, and one is an APC member.

APC picked up eight seats, PDP two, NNPP one, and APGA one.

The controversial legislator was sacked by the Court of Appeal in Abuja which declared Amos Yohanna as the winner of Adamawa North Senatorial District.

Yohanna cited electoral irregularities and manipulation of results, and the Court granted the prayer to sack the lawmaker.

Abbo, who was first elected in 2019 on the platform of the PDP, had a fair share of controversy, including the slapping of a lady in a sex toy shop in Abuja.

Darlington Nwokocha, Abia LP

The former minority whip of the senate has also gotten the big hammer from the court.

The Court of Appeal in Lagos sacked Darlington and declared Augustine Akobundu of the PDP as the winner of Abia Central Senatorial District.

The decision of the court further depleted the number of the Labour Party in the Senate. Darlington had won the election by a landslide by polling 92,116 votes against Akobundu’s 41,477 votes. But he fell to pre-election complications.

Abubakar Ohere, Kogi APC

Governor Yahaya Bello is currently represented in the senate by his archenemy, Natasha Akpoti-Uduagan.

Akpoti-Uduagan defeated Abubakar Ohere at both the election petition tribunal and the Court of Appeal.

The tribunal had in September sacked Ohere as the Senator representing Kogi West, but the lawmaker approached the Court of Appeal for redress. However, the court ruled against him.

Napoleon Bali, Plateau PDP

Napoleon Bali is one of the victims of the crisis rocking the PDP in Plateau State, as the Appeal Court continued to sack PDP lawmakers from Plateau State.

The court ruled that the PDP had no structure in the state prior to its primary elections. It therefore sacked Bali and declared Simon Lalong, a former governor of the state and Minister of Labour and Employment, as the Senator for Plateau South.

Mr Lalong will have to decide if he is going to the Red Chamber or sticking to his current job.

A High Court in Plateau State had ruled that PDP had no valid structure in Plateau State to nominate candidates for elections. But it seems the party ignored the ruling. Therefore, the Appeal Court has been sacking most of the candidates one after the other.

So far, the Appeal Court has sacked about six federal lawmakers from Plateau State.

Simon Mwadkwon, Plateau PDP

The minority leader was also affected by the PDP crisis in Plateau State. The Court of Appeal sacked him and ordered a rerun within 90 days.

The decision of the court followed a suit filed by Chris Giwa of the All Progressives Congress and Gyang Zi of the Labour Party.

It is unclear if the former Minority Leader would be allowed to participate in the re-run election.

House of Representatives

Simon Bagos, Beni Lar, Isaac Kwalu and Peter Gyendeng, Plateau PDP

The Court of Appeal in Abuja sacked the four of Simon Bagos, Beni Lar, Isaac Kwalu and Peter Gyendeng as members of the House of Representatives from Plateau State.

The four lawmakers are also the victims of the pre-election matter affecting PDP members from Plateau State.

The Court affirmed that the issue of party structure is both pre-election and post-election.

Chijioke Okereke, Enugu Labour Party

The Court of Appeal also sacked Chijioke Okereke of the Labour Party as the member representing Aninri/Awgu/Oji-River Federal Constituency.

The election petition tribunal had sacked Okereke as the winner of the election and declared Anayo Onwuegbu of the PDP as the winner of the election.

Okereke had approached the Court of Appeal for redress but the court affirmed the decision of the tribunal.

Stainless Nwodo, Enugu LP

The Court of Appeal also sacked Stainless Nwodo, a member representing Igbo-Etiti/Uzo-Uwani federal constituency of Enugu State.

The Court sacked the lawmaker over alleged certificate forgery and irregularities during the election and declared Martin Oke of the PDP as the winner of the election.

Dennis Agbo, Enugu LP

The Court of Appeal sitting in Lagos State also sacked Denis Agbo, the member elected on the platform of the Labour Party in the last election. He was representing Udenu/Igboeze North federal constituency of Enugu State.

The court ordered a fresh election within 90 days while ruling on a petition filed by the All Progressives Congress candidate, Dr Oby Ajih.

Emeka Nnamani, Abia LP

Emeka Nnamani was sacked as the member representing Aba North and South Federal Constituency over alleged certificate forgery.

The appellate court declared Alex Ikwechegh of the All Progressives  Grand Alliance, APGA, as the representative of Aba North and South Federal Constituency.

Jingi Rufai, Adamawa PDP

Jingi Rufai, a member of the PDP was also sent packing from the House as the member representing Mubi North, Mubi South and Maiha federal constituency of Adamawa State.

The Court ordered INEC to give a certificate of return to Jaafar Magaji of the All Progressives Congress (APC).

Musa Ilyasu Kwankwaso, Kano APC

Kwankwaso was also sacked as the representative of Kura/Madobi/Garun Malam federal constituency in the House.

The Court of Appeal asked INEC to give a certificate of return to Yusuf Datti, candidate of the New Nigeria Peoples Party (NNPP).

The judgement further depleted the ruling APC in Kano State.

Yusuf Bashir, Kaduna PDP

The Court also sacked Yusuf Bashir of the PDP as the representative of Kauru federal constituency of Kaduna State.

The court declared Muktar Chawai as the member representing the constituency.

Jonas Okeke, Imo PDP

Jonas Okeke was also sent packing by the Court as the representative of Ehime Mbano/Ihitte Uboma, Obowo Federal Constituency in Imo State.

The Court declared Chike Okafor as the winner of the election.

Mohammed Salihu, Adamawa PDP

The Court sacked Salihu as the representative of Yola North/South federal constituency of Adamawa State. The former lawmaker was sacked over discrepancies in his certificate.

The appellant court declared Abubakar Baba Zango as the new member of the Reps.

 Benue Governor Hyacinth Alia congratulates Hope Uzodimma for being re-elected as Governor of Imo State

The Governor of Benue State, Hyacinth Alia, has extended his congratulations to his counterpart in Imo State, Hope Uzodimma, on his re-election victory.

Tersoo Kula, who serves as his Chief Press Secretary, issued a statement in Makurdi in which the congratulations greeting was included.

According to Alia, Uzodimma’s victory by a landslide demonstrated that he is the candidate that the good people of Imo have chosen.

He noted that the margin of victory was an indicator of the trust and love the people had in the policies and programs of the APC government led by Uzodimma, and he stated that the outcome of the election was uplifting, and he said that the margin of victory was an indication of that trust and love.

 

 

On the other hand, he gave Uzodimma his word that he would provide unwavering support and a strong working partnership for the benefit of the development of their respective states and Nigeria in general.

As the leader of Imo’s government, he hoped to be blessed with good health and a long and successful political career.

Alia admonished the governor to take advantage of this triumph and use it as a springboard to continue providing purposeful leadership to the wonderful people of Imo and beyond.
