FRSC inaugurates taskforce to arrest truck drivers conveying humans

The Federal Road Safety Corps has inaugurated a Joint Task Force to arrest and prosecute trailer drivers conveying humans.

The move was to halt the rising cases of traffic infractions occasioned by the use of trailers to convey passengers.

The Joint Task Force comprised of the Nigeria Police Force, Nigeria Security and Civil Defence Corps, State Traffic Management Agencies, and operatives of the Corps.

Others drafted into the Task Force include representatives of the various transport unions.

A road traffic crash occurred on the Abuja-Kaduna Expressway on Monday night, which claimed 10 lives.

The crash that involved a DAF Trailer, occured as a result of excessive speed, overloading, and fatigue.

According to a statement signed by the FRSC spokesperson, Jonas Agwu, on Saturday, the inauguration of the JTF which was in phases commenced with the inauguration of the team to man Kaduna-Abuja Expressway on Saturday at Kakau Toll Gate, Kaduna State.

The Corps Marshal FRSC, Dauda Biu, emphasized the cardinal role of the JTF.

Biu, who was represented by the Assistant Corps Marshal, Federal Operations, Zubairu Mato said, “In the last couple of months, the highways have witnessed incidences of road traffic crashes involving trailers loaded with goods, animals and persons.

“In most of these crashes, several innocent people who were seen petching on top of goods in such vehicles were killed, and the commodities being conveyed also damaged extensively.

“In order to reverse the ugly trend, the JTF members were directed to embark on effective special patrol operations as well as conduct Mobile Court operations on the commissioned route. They are to also ensure immediate prosecution of apprehended offenders.”

The exercise would be carried out across major corridors nationwide.

Consequently, owners of trailers were admonished to warn their drivers against this traffic violation as the corps would not spare anyone caught in the act.

The statement further revealed that a fatal crash occurred on Saturday in Rinji, Toro Local Government Area of Bauchi State.

The crash involved a Mercedes Benz with registration number AK808AA and a Volkswagen Opel Vectra also with registration number TFB675RC.

Out of the eight persons in the vehicles, four victims, comprising of one female adult and three male adults, were killed while the remaining 4 victims survived the crash with different degrees of injuries.

The FRSC rescue team recovered the sum of N1,532,100 belonging to the victims.

Imo gunmen kill two policemen, bomb patrol vehicle

No fewer than two policemen attached to MOPOL 18, Owerri lost their lives when gunmen attacked their patrol vehicle along old Gariki Road Okigwe in Imo State on Saturday.

The officers were ambushed and attacked in Owerri while on patrol duty.

The gunmen suspected to be members of the proscribed Indigenous People of Biafra and its affiliate, Eastern Security Network, reportedly threw dynamite on the officers’ patrol vehicle and engaged them in a protracted gunfight.

It was gathered that four others sustained multiple injuries during the incident.

The state police spokesman, Henry Okoye, confirmed the incident.

He said, “The officers were ambushed in the early hours of today, 23/03/2024 while on patrol duties along old Gariki Road Okigwe by the disgruntled elements who threw dynamite on the officer’s patrol vehicle and engaged them in a protracted gunfight.

“In the process, two officers paid the ultimate price while four others survived the attack.”

Okoye said the state Commissioner of Police, Aboki Danjuma, condemned the attack.

He said, “The state Commissioner of Police, Aboki Danjuma, has condemned the attack and gruesome murder of personnel of Mopol 18, Owerri, by gunmen suspected to be members of the proscribed Indigenous People of Biafra (IPOB) and its armed affiliate Eastern Security Network (ESN). ”

He added that the Commissioner with Commander MOPOL 18 and 64, immediately led operatives of the Command’s Special Tactical Unit to the crime scene for on-the-spot assessment.

He stated further that the officers were tasked to collaborate with other security agencies and hunt down the hoodlums responsible for the attack.

This attack is coming barely a week after a Nigerian Army commander, three officers, and 12 soldiers were ambushed and killed in Delta State.

The soldiers, serving with the 181 Amphibious Battalion, were said to be on a peace-keeping mission to quell community clashes in Bomadi Local Government of Delta State when they were killed.

Rivers faults lawmakers on assembly service commission law

The Rivers State Government has faulted the State House of Assembly for passing the Rivers State House of Assembly Service Commission Amendment Bill, 2024 into law

Recall that of the 27 pro-Wike lawmakers, 24 who were present at Friday’s emergency plenary had enacted a new law without the governor’s assent overriding Governor Siminalayi Fubara.

The action of the lawmakers followed an observation by the House Majority Leader, Major Jack, that the Rivers State House of Assembly Service Commission amendment law which was sent to the governor on February 19, 2024 had yet to be assented to by Fubara.

But the Chief of Staff, Rivers State Government House, Edison Ehie, in a statement issued in Port Harcourt on Saturday said the lawmakers lacked the powers they intend to assume.

Ehie stated, “The Rivers State House of Assembly lacks the powers, legal or otherwise, to remove the power of appointment of the Chairman and members of the Rivers State House of Assembly Service Commission from the governor and vest that power on themselves.

“The provision in the Rivers State House of Assembly Service Commission (Amendment) Law, 2024 seeking to vest that power on the House is in clear contravention of the 1999 Constitution, and therefore, a nullity in the eyes of the law. See the case of MacFoy v UAC (1961) 3 All ER 1169 where the court held that you cannot put something on nothing and expect it to stand.”

Fubara’s aide recalled that on Thursday, February 15, 2024, during its 109th sitting, the House passed into law, the Rivers State House of Assembly Service Commission (Amendment) Bill, 2024.

The bill, according to him, repealed the Rivers State House of Assembly Service Commission (Amendment) Law, No. 3 of 2006 and further amended the Rivers State House of Assembly Service Commission Law of 1999.

Ehie explained that the provision in the Rivers State House of Assembly Service Commission (Amendment) Law, 2024, seeking to vest that power on the House is in clear contravention of the 1999 Constitution, and therefore, a nullity in the eyes of the law.

Ehie further said the Rivers State House of Assembly Service Commission was established by the Rivers State House of Assembly Service Commission Law of 1999, saying Section 2 of the law provides that :

“The Commission shall comprise a Chairman and four other members who shall in the opinion of the Speaker be persons of unquestionable integrity.

“The Chairman and members of the Commission shall be appointed by the Rivers State House of Assembly acting on the advice and recommendation of the House Committee of Selection and shall in making the appointment be guided by the geographical spread and diversity of the people of Rivers State.”

He said that the above section was repealed by the Rivers State House of Assembly Service Commission (Amendment) Law No 3, 2006, saying that in  Sections 2 and 3, the Amendment Law provides that:

“S. 2 “Section 2 of the Principal Law is amended by repealing subsection (1) and substituting the following subsection:

“(1) The Commission shall comprise a Chairman and four other members.

3 “Section 2(2) of the Principal Law is amended by repealing subsection (2) and substituting the following subsection:

“(2) The Chairman and members of the Commission shall be appointed by the Governor subject to the confirmation by the House of Assembly and shall in making the appointment be guided by the geographical spread and diversity of the people of Rivers State.”

Continuing, he said, “The first issue to consider is the Constitutional power of the Governor. Section 5(2) of the Constitution of the Federal Republic of Nigeria, 1999 provides that the executive powers of the State shall be vested in the Governor of that State.” Further, Section 176(2) provides that: “The Governor of a State shall be the Chief Executive of that State.

“This follows that the governor is the Chief Executive Officer of the State Government and by the powers vested in him, is responsible for making appointments into various executive bodies, subject to the provisions of the 1999 Constitution and other statutes.

“All commissions and other parastatals are executive bodies under the control of the Governor. The House of Assembly Service Commission is an executive body and as such, the Chairman and members can only be appointed by the governor.

“The House of Assembly has no powers to make any appointment into an executive body as no statutory body is under the control of the legislature. The Rivers State House of Assembly should not mistake the presence of the building of the Service Commission in its premises as conferring powers on the House to appoint the Chairman and members of the Commission.”

The Oluwo of Owo, Oba Abdulrosheed Akanbi, has challenged wealthy Nigerians to demonstrate patriotism by selling dollars in their possession.

Oba Akanbi who blamed the hike in the naira-dollar exchange rate on the scarcity of the foreign currency in the market, alleged that Nigerians were hoarding the dollar to create artificial scarcity.

 

The monarch, in a statement signed by his press secretary, Alli Ibraheem, obtained in Osogbo on Saturday, also disclosed that the availability of the dollar in the market would reduce the exchange rate and ultimately checkmate inflation.

He stated that those hoarding dollar are parts of people causing harm to the economy, declaring that “Most rich Nigerians are culpable”, and appealed to them to safeguard Nigeria’s economy by disposing of dollars in their possession.

The statement further read, “I am appealing to Nigerians, most especially the wealthy individuals hoarding dollars to demonstrate patriotism by selling and converting foreign currency in their possession to naira.

“Dollar hoarders have created artificial scarcity, thus leading to high exchange rates and ultimately leading to inflation. Pumping the hoarded dollars into circulation will lubricate our economy and decimate the hardship on innocent masses.

“As I speak, I have emptied my dollar account. We can only get there if we are ready to sacrifice by jettisoning selfish economic policies capable of suffocating our survival.

PDP to screen Ondo governorship aspirants March 27

The National Working Committee of the Peoples Democratic Party has fixed March 27, 2024, for the screening of its Ondo State governorship aspirants.

The Independent National Electoral Commission had earlier fixed November 16, 2024, for the state governorship election.

According to the party’s timetable, the party’s congress where its governorship candidate will emerge will be held on Thursday, April 25, 2024.

The sale of expression of interest, nomination forms, and Ad-hoc forms commenced on March 7 and concluded on March 21.

The deadline for submitting a completed expression of interest and Ad-hoc forms is March 25.

The aspirants who purchased the forms are the former state deputy governor, Agboola Ajayi, Akinwumi Adeolu, Bamidele Akingboye, Olusola Ebiseni, Kolade Akinjo, Bosun Arebuwa and John Mafo.

The PDP, in a statement by its National Publicity Secretary, Debo Ologunagba, on Saturday, also disclosed that the party appointed former Governor of Ebonyi, Sam Egwu, and Chief Rahman Owokoniran as the Chairman and Secretary of the Ondo State Screening Committee, respectively.

Other members of the committee include Sen. Isa Shuaibu Lau, Chief Emmanuel Ogidi, and Barr. Mrs. Olivia Dazyman, Barr. Tanko Beji, Amb. Mrs. Gladys Ashemuke, and Caroline Akinsete who has been designated as the Administrative Secretary.

“All governorship aspirants, critical stakeholders, leaders and members of our party in Ondo State are to take note and be guided accordingly,” the statement added.

  • Operatives of the Kaduna State Police Command on Saturday apprehended a suspected  notorious kidnappers’ gang leader, Saidu Yakubu, also known as “Ismail.”

The gang was said to be behind the September 7, 2023 attack at St. Raphael Catholic Church, Fadan Kamanta, Kafanchan Diocese, in Jema’ah Local Government Area of Kaduna State,  razing the parish house together with a seminarian, Na’aman Danladi, to death.

The state Police Public Relations Officer, ASP Mansir Hassan, in a statement, on Saturday said the arrest was made in collaboration with the military personnel.

Hassan said the suspect has confessed to his involvement in the crime.

He said, “In a commendable display of swift action and dedication to public safety, the Kaduna State Police Command, under the leadership of Commissioner, Ali Dabigi, has successfully apprehended a notorious kidnapper, Yakubu Saidu, also known as Ismail ‘M’ who was involved in banditry, culpable homicide and mischief by fire.

“On September 7, 2023, at approximately 2030hrs, the Officer in Charge of Fadan Kamanta, Zonkwa, alerted authorities of a distressing situation at St. Raphael Catholic Church, Kamantan, where suspected kidnappers had launched an attack. Despite the urgency of the situation, police operatives, in collaboration with military personnel, swiftly mobilised to the scene.

“Regrettably, the suspects had already set ablaze the priest’s residence before the arrival of the security personnel. Despite the valiant efforts, one seminarian, Stephen Naaman, tragically lost his life in the inferno and property worth millions of naira, including a Honda vehicle and a motorcycle, were consumed by the fire.

“Due to diligence and the tireless pursuit of the issue by the police, on March 22, 2024, one Yakubu Saidu, the alleged mastermind and leader of the notorious kidnapping gang, was apprehended and he confessed to his involvement in the heinous crime.”

He stated that the state Commissioner of Police commended the police operatives for the swift and effective response to the distress call.

“Their dedication and bravery are a testament to their commitment to protecting the lives and property of the citizens of Kaduna State.”

The police spokesman also reassured the public of the command’s unwavering resolve to combat crime and ensure the safety and security of all residents in the state.

Osun PDP alleges plot to arrest 25 government, party officials

Osun State chapter of the Peoples Democratic Party has alleged that 25 state officials have been listed for arrest and abduction by special security teams from Abuja.

A statement signed by the Osun PDP chairman, Sunday Bisi, obtained in Osogbo on Saturday, stated that the security team that would carry out the arrest planned to commence in the new week, without a warrant of arrest.

The party also said those to be arrested include four special advisers, five party leaders and 15 other state officials, who upon their arrest would be moved to Abuja.

Bisi further said the plan to arrest PDP and Osun government officials was exposed on Thursday night by some members of the All Progressives Congress in the state, who bragged that they were going to use federal might to victimise Osun government officials and some leaders of the ruling PDP.

 

The PDP chairman, however, called on the police and the Department of State Services to avoid political partisanship.

He said, “I want to call on President Bola Tinubu to caution members of his party in Osun because we will not allow our members to be harassed or victimised in the state. We seek Mr President’s immediate intervention.

“We are making this appeal on the premise that any hooded security operation against Osun State and party officials will amount to a direct violation of the constitution and the fundamental human rights of those officials. We will not succumb to such threats and intimidation.

“Our members and government will deploy all legal and constitutional measures to stop the planned violation of their rights. We will legally resist any plot to destabilise Osun state now under the well-loved and performing Governor Ademola Adeleke.”

But responding in another statement, Osun APC chairman, Tajudeen Lawal, described the PDP’s allegations as baseless and a mere fabrication to avoid answering pertinent questions regarding the contract procurement process supervised by the Adeleke government.

Lawal stated that apprehension being exercised by the Osun PDP was part of the ploy to mystify the issue surrounding how the state government recently awarded over N50bn road contracts to unqualified companies and cronies of the party with no technical and professional competence to execute road projects.

 

The APC chairman further said, “The handlers of Senator Ademola Adeleke are just being clever by half. They are perplexed and afraid to intelligently respond to our party’s revelation on how friends, family members and cronies, of the governor, with no experience in road construction, were gifted multi-billion road contracts.

“Was it the state APC that directed Governor Adeleke who doubles as the state Commissioner for Works, to award a kilometre of road for a whooping cost of N2.5 billion which is even higher than what is obtainable even in the riverine areas?

“The state leadership of the PDP should leave the APC out of the problems it might have created for itself because of political desperation. If some criminals among them, those who were involved in the maiming, killing and kidnapping of innocent members of our party, are being wanted by law enforcement agencies, the right thing for a law-abiding chairman to do is to direct the indicted members to answer the lawful summons of the security agencies, not teaching them to act fugitives as the chairman of the PDP is currently doing.

“Osun PDP and its co-travellers are groping in the daylight because of the confusion their greed has imposed on the people of Osun.”

The hostilities involving Osun PDP and APC became stronger earlier in the week when the opposition party came up with allegations that Adeleke has been awarding contracts to unqualified companies of his cronies and family members.

Though the PDP denied the allegations and defended Adeleke over the ongoing projects across the state, the government few hours after, unveiled a committee that would prosecute those found culpable in the probe of contracts awarded by the immediate past administration of the Mr. Adegboyega Oyetola.

Abia State Governor, Alex Otti, has charged participants of the Internal Generated Revenue retreat organised by the state government to craft an enduring strategy that would lead to improvement in the state IGR to make the state fiscally viable.

The governor gave the charge at the Government House in Umuahia, during a special presentation of the outcome of the report of the two-day retreat for IGR stakeholders in the ministries, departments and agencies of the state government.

He said he expects a situation where the state’s IGR would spike up and take over provisions for loans to finance the 2024 budget.

He said, “If we do what we should do and we do them right, then there is no reason why the over N400bn that is supposed to be raised as loans should not be reduced to the barest minimum.

“So, we expect a situation and a scenario where Internally Generated Revenue would spike up and take over our provisions for loans.

“So, in simple English, what I am saying is that we believe that by the end of the year, we will not borrow as much money as we had put in the budget.”

He said that elsewhere, the government generates income and undertakes expenditure, described as a misnomer, a situation where sub-nationals go to the centre cap in hands for allocation.

He expressed hope that if the right thing is done, by the end of the year, the state should not have borrowed as much as it puts in the budget.

Otti also used the occasion to speak more on the repealing of the pension law for ex-governors and their deputies in the state.

He said, “So when you saw that we put through our resolve to cut the cost of governance by stopping frivolous payments to people who have left government (former Governors and their Deputies), it is because we just believe that the right thing should be done.

“Very soon we will also be former governors. So, the policy is not targeted at anyone, it’s targeted at good governance, it’s targeted at reduction in the cost of governance. And quite frankly, we believe it is the right thing to do.

“We don’t believe that politics is a business. We believe that people should have things they are doing before coming to serve. And if you have offered yourself to serve, then you should be willing to make the required sacrifices.

“If you find yourself in this place, you should count yourself lucky that people believe in you, and give you their support and their votes, it is a privilege and the least that is expected of you is to make sacrifices for the betterment of the State. So, the days of sharing money are over, the days of blood-tonic politics are also over. This is the time to make sacrifices for the interest of the State.”

In his speech, the Commissioner for Finance, Mr Mike Akpara, said there was a need to change the narrative, adding that the government must do things differently through the generation of enormous IGR.

While explaining that the government would not tax people unduly, he said that all taxes would be based on things the government promised the people and called for all hands to be on deck to generate enough revenue for the state.

“If we want to reduce our debt burden, we must do something differently. We will not continue to do what we’ve been doing before and expect a different result. And what are we going to do? We are going to generate a quantum of Internally Generated Revenue, and that is the way to go.”
