Senate considered 477 bills, passed 25 in one year -Leader

The Senate has said that in the last one year, its members introduced about 477 bills while 25 were passed.

The Senate said its commitment is evident in its legislative activities.

The Senate leader, Opeyemi Bamidele, in a statement on Thursday in commemoration of the 10th  Senate celebration of its first anniversary, has also focused on addressing other fundamental national priorities as mandated by the Constitution.

Bamidele said, “Since its inauguration on June 13, 2023, the 10th Senate has introduced 477 bills.

“Of these, 25 have been fully enacted into law, while others are at various stages of the legislative process.”

The Senate leader added, “Despite the seemingly low percentage of fully passed bills — 5.24 per cent — the Senate’s focus has also been on addressing other fundamental national priorities as mandated by the Constitution.

“In addition to legislative activities, the Senate has passed 115 resolutions of significant consequence to economic development and national stability.
“These resolutions stemmed from motions of national importance, sponsored by various senators after thorough consideration.”

The Senate leader, however, said that bills were not the only means to assess legislators.

He added, “Many people may measure our performance based on the number of bills that were fully passed into law.

“Different reasons that account for the low number of fully enacted legislations. This can be ascribed mainly to other issues of highly fundamental national priority that occupied the attention of the Senate.

“Put differently, it is purely due to the imperatives of attending to other obligations as required by the Constitution of the Federal Republic of Nigeria, 1999.”

The Senate leader also noted that in the last 366 days, the Senate had been strategically collaborating with key public institutions, “especially the Executive Arm, to defend our core interest as a federation; ensure macroeconomic stability; promote internal cohesion as well as foster unity among ethnic nationalities that constitute our dear nation.”

He added, “Like never before, we have been utterly committed to this national assignment to position our Nation not just for more notable regional and sub-regional roles, but also for global leadership.

“Driven by this ambitious national aspiration convincingly scribbled in our revised legislative agenda, the Senate has adopted a strategic partnership approach aimed at building resilient synergy with other arms of government and nurturing a competitive, functional, and viable federation that works for all.

“Evident in all our parliamentary engagements, this has been our preoccupation since the inauguration of the 10th Senate as the foremost institution of representative democracy.”

Aside from the ongoing review of the 1999 Constitution, the Senate said it initiated diverse processes with a clear and well-defined mandate.

The leader noted, “From our observation so far, we are confident Nigeria is now more stable and the future of our Nation looks more promising than at any time in our recent history.

“As people of collective purpose, however, we are under obligations to support our governments, whether at the national or sub-national level, to build a resilient economy and an equitable federation that supports the aspiration of all its constituents.”

The Senate has also been active in addressing public concerns, successfully resolving 50 public petitions.

Furthermore, it has screened and confirmed 215 nominees for various political offices, including appointments to the Federal Executive Council, Central Bank of Nigeria, and leadership positions in the Armed Forces, Police, and other key agencies.

“These confirmations were crucial for national development, especially during a time of economic struggle and security threats.”

The Chief Academic Officer, Maarifa Education Holding and Chairman, the University Council, Cavendish University, Uganda, Professor Olubayi Olubayi, on Thursday charged African leaders to pay special attention to the education of gifted children, otherwise known as geniuses, if the African continent must grow and develop like the advanced nations of the world.

Olubayi suggested that the feat could be achieved if deliberate efforts were made to build at least one special school for the extremely gifted and talented children in every part of African countries to measure up with other parts of the world.

The Kenyan professor who delivered the keynote address at the third edition of the Goodluck Jonathan Foundation Democracy Day Dialogue 2024, held at the Sir Victor Uwaifo Creative and Entertainment Hub, Benin City, the Edo State capital, cautioned that African leaders must stop doing what the western nations asked them to do but do exactly what the advanced nations do to advance their continents.

The theme of the dialogue, “Functional Education and Effective Political Leadership as a Panacea to Africa’s Growth and Development”, the university don noted was apt, as the African continent had been held back from implementing the policy directives of the Western world while neglecting those elements that could enhance developments in the continent.

According to him, while Africa joined the remaining continents of the world to subscribe to the notion that all children must be given the opportunity to be educated, the African continent, he regretted, failed to subscribe to the second notion that all specially gifted children must be isolated and developed so that they could use their innate intelligence to build their various countries.

Reeling out statistics, Olubayi lamented that while the advanced countries subsidised their educational systems, the same countries encouraged African leaders to cut off subsidies on education, research and discoveries. This was just as he added that all the 54 African countries with over 1.5 billion population, could not meet up with the scientific discoveries of Israel, which he said amounted to over 17,000 with patent rights.

Quoting from V.S. Naipupaul’s A Bend in the River, to wit: “The world is what it is; men who are nothing, who allow themselves to become nothing have no place in it”,  Prof. Olubayi, submitted that if the African continent must also make progress, it must not wait for Whites to tell them what to do, but should do what those Whites do in their various countries, and also make the education of their citizens top priority.

He disclosed that most universities in America and Europe were funded largely by the governments and other bodies to bring out their best, just as they established special schools for the most gifted students but in the African continent, the governments shy away from such roles.

He noted that the absence of funding and setting up of special schools for these gifted students, hampered research and technological drive in the continent, adding that by the available data, Nigeria, with a 220 million population, had just 16 discoveries.

In his goodwill message at the occasion, the Minister of Education, Professor Tahir Mamman, said Nigeria had returned
two million out-of-school children back to school within a short period, assuring that before the end of this present administration, the other 18 million would all be finally returned to school.

Also speaking, the former President of Kenya, Uhuru Kenyatta, called on African leaders to invest massively in the education of their children, noting that that was the only way to guarantee a secure and better future.

Kenyatta also urged African leaders to ensure that the educational curricula were in line with other climes so that the continent would not be left behind.

In his goodwill message, the former governor of Anambra State, and presidential candidate of the Labour Party, in the 2023 presidential election, Mr. Peter Obi, said it was time for the African leaders to work their talk and put the continent in the right footings and perspective and stop the rhetoric.

He said the African leaders should provide their citizens with functional education, adding that that was the only way the people could be taken out of poverty.

“The time for talking is over. This is the time to work”, Obi declared, just as he thanked President Goodluck Jonathan for championing this leading in that direction, and for setting the tone for a free and fair election in the country.

In her brief remarks, the former First Lady, Mrs. Patience Jonathan, noted that the talented children, who were the focus of the keynote speaker, were found among the rich parents and the poor parents.

Mrs. Jonathan therefore submitted that efforts should be made to ensure that the process of selecting the gifted children was all-inclusive to achieve the desired aim.

Speaking also, Governor Godwin Obaseki of Edo State noted that the state had been working on the talk through its EDOBEST programme. He commended President Jonathan for the dialogue, adding that it was a further confirmation of the former president’s love for the country

In his votes of thanks, former President Goodluck Jonathan gave the rationale behind setting up the GIF and called on the states of the federation to look out for states that are more endowed educationally to act as a model for the development of the country.

Governing Council approves renaming of Bauchi University

The Governing Council of Bauchi State University, Gadau, has officially ratified the institution’s name change to Sa’adu Zungur University, Gadau, in honour of the late Nigerian nationalist and politician, Sa’adu Zungur.
The decision follows Governor Bala Mohammed’s signing of the bill that initiated the renaming process.
The university spokesperson, Auwal Hassan, said in a statement that the chairman of the Governing Council of the University, Professor Ango Abdullahi, led the council meeting on Thursday to officially ratify and implement the decision to start using Sa’adu Zungur University, SAZU, as the new name of the institution.
The council members said the development signified a milestone in the university’s history.
According to the statement, the governing council expressed its full support for the renaming of the university, emphasising the importance of honouring the memory of individuals who have played pivotal roles in shaping the history and identity of the nation.
The statement added that the initiative to rename the university after Sa’adu Zungur has been widely commended by various stakeholders, including faculty members, alumni, and the general public.
Also speaking, the Vice Chancellor of the institution, Professor Fatimah Tahir, said the decision to rename the university after Sa’adu Zungur serves as a testament to the enduring legacy of the nationalist and his enduring impact on the educational landscape of Bauchi State.
“The Council is, however, committed to ensuring a smooth transition process and implementing the necessary changes to reflect the new name of the university. The university community is encouraged to embrace this historic decision with pride and a renewed sense of purpose.
“The Council therefore seeks to celebrate the contributions of Sa’adu Zungur and inspire the university community to uphold the values of integrity, leadership, and service that he exemplified.
“The decision to rename Bauchi State University to Sa’adu Zungur University reflects the institution’s commitment to honouring Nigeria’s heritage, promoting national unity, and fostering a spirit of excellence among its students, faculty, and staff,” the statement reads further.

Plateau transport manager shot dead in Bayelsa

The Commissioner of Police, Bayelsa State Command, Alonyenu Francis Idu, has confirmed the killing of the manager of Plateau Rider, a Jos-based road transport company, in Yenagoa, Bayelsa State.

The manager identified as Auwalu Aliyu, was shot and killed at about 8.00 pm on Tuesday around the House of Assembly Complex, Amarata, Yenagoa by suspected assassins.

It is said that the assailants made away with the money he made that day.

News of the killing spread fear in the state capital as residents sought answers to what they saw as a deteriorating security situation in the state.

The late station manager was said to be returning home at the close of the day’s work when he met his untimely demise.

While addressing journalists on Thursday in his office in Yenagoa, the Commissioner of Police, Alonyenu Idu, said that an investigation is ongoing to unravel the circumstances surrounding the death.

He assured that the family of the deceased would soon get justice as the police were conducting investigations in both Bayelsa and Plateau states saying that there are indications that the perpetrators could be from outside Bayelsa.

He said, “The manner the rider was killed is alien to Bayelsa State. We have the suspicion that the deceased was stalked from Plateau to Bayelsa and killed or his death is related to a group of criminal elements currently assembled at Ogbia Local Government Area.

“So, the circumstances surrounding the death of the deceased is two dimensional. Our drone was able to capture the signatures of the vehicle that was used to carry out the operation. The last time the vehicle was sighted was that it was heading towards Ogbia.

“As I am speaking to you, the location of the vehicle is yet to be known, but we are sure we will get it soon because we have every detail of the car. So we sympathise with the family of the deceased, but we are sure they will get justice and that will happen very soon”.

Idu also used the opportunity to disclose that the police were now deploying drone technology to tackle criminality in the state.

Police arrest operators of fake JAMB websites

The Nigeria Police Force has arrested three suspects said to be behind the proliferation of fake websites for the Joint Admissions and Matriculation Board registration, and the falsification of fake JAMB admission letters.

This was according to a statement by the Force Public Relations Officer, Olumuyiwa Adejobi, on Thursday.

Recall that in April the Nigeria Police Force and JAMB warned against the activities of perpetrators using fake websites to scam candidates applying for the Unified Tertiary Matriculation Examination.

This was as the Nigeria Police Force National Cyber Crime Centre and JAMB announced their partnership to clamp down on phishing websites and scammers.

The police and JAMB, during a joint press conference held at the Force Headquarters, Louis Edet House, Abuja noted that the fake sites were designed to deceive unsuspecting candidates into providing personal details such as registration numbers, email addresses, and phone numbers. These details are then exploited for malicious purposes.

However, Adejobi, in a statement titled “Police Unveil Threat Actors Behind Falsification of Thousands of Fake JAMB Admission Letters, Arrests 3, Recovers 4 Fake Domain, Website”, stated that the culprits behind the heinous acts had been apprehended.

According to him, the Inspector General of Police, Olukayode Egbetokun, has reiterated NPF’s dedication to guaranteeing the safety, and security of citizens both physically and in cyberspace.

The statement read, “Following the previous press briefing by the Nigeria Police Force and the Joint Admission and Matriculation Board where the general public was assured of the resolve of the duo in putting all hands on deck to ensure the suspects behind the proliferation of various fake websites for JAMB registration, and the falsification of fake JAMB admission letters, and decimate the menace of forgery, system interference and schemes operating phishing websites to defraud unsuspecting JAMB candidates, the NPF-NCCC has arrested three suspects in connection with the case of Conspiracy, Computer Related Forgery and System Interference contrary to sections 8, 13 and 27 of the Cybercrimes Act, 2015 as amended.

“The suspects, namely Effa Leonard Mpama, Ibang Ernest Jerome and Eshiet Odotukana Benson, all male of ages 34, 38 and 38 respectively and others at large, belong to a syndicate who intentionally and knowingly conspired and procured amongst themselves services that enabled them to illegally access JAMB restricted Central Admission Processing System (CAPS) and e-facility respectively, and proceeded to alter and delete other candidates’ previous admission letters and inputted fake details resulting in inauthentic admission letter which were acted upon as genuine to secure admissions into tertiary institutions and mobilization for National Youth Service Corps programme, thus compromising the entire JAMB admission process with its attendant consequences.

“Upon arrest the suspects revealed their various degrees of involvement in the conspiracy, corroborating the already available overwhelming evidence. The duo of Effa Leonard Mpama and Ibang Ernest Jerome and others at large collect personal details of the prospective candidates and forward same to Mr. Eshiet Odotukana Benson who gets CAPS links from Daniel and Chris; Messrs. Daniel and Chris still at large are working in the JAMB Computer Based Test Centers domiciled in FAN and UNICAL respectively in Calabar, Cross River State.”

He added that forensic analysis was critical in the discovery of an Imo Stated-based syndicate behind the creation of fake domains and other associated websites.

“In more developments, digital Forensic analysis led to the recovery of 4 fake domains, websites and 2 principal threat actors of a syndicate in Imọ State behind the creation of the fake domains and other associated websites operated by them. Similarly, the third suspect, Mr Eshiet, who has access to the CAPS links unlike the duo above, proceeds to any CBT centre and opens the jamb e-facility with a login detail of a candidate with previous admission and thereafter superimposes the new details collected to create a fake admission letter”, the statement added.

While warning against all sorts of criminal partnerships that promote illegal activities of this nature and others engaging in similar activities, Egbetokun commended the Nigeria Police Force National Cybercrime Center, led by CP Uche Henry for his team’s commitment to leveraging emerging technological advancements to protect the citizens of Nigeria both physically and in digital space.

He affirmed that the suspects would be charged to court immediately after the investigations were concluded.

DSS denies arresting activist, Sanyaolu

The Department of State Services has denied arresting an activist, Juwon Sanyaolu.

The DSS spokesperson, Peter Afunanya, disclosed this in a WhatsApp message while responding to inquiries from our correspondent on Thursday.

Civil society groups have since called for the release of Sanyaolu who according to them, was allegedly arrested by the DSS.

“Juwon Sanyaolu, the Coordinator of the Take It Back Movement is not with the DSS. He was not invited, arrested or detained by the Service,” Afunanya stated in the chat.

A human rights activist and National Coordinator of the Education Rights Campaign, Hassan Taiwo, in a post on X, on Thursday, said he joined “all people of conscience to demand the immediate and unconditional release of the National Coordinator of the Take It Back Movement, Sanyaolu, who was abducted by agents of the Department of State Services around 10:05 pm on June 11, 2024. #FreeJuwonNow.”

The According reports that the Lagos State Police Command also said on Tuesday that it did not have information regarding the alleged arrest of the activist.

When reached for a reaction after previous reports suggested the activist was arrested by the police, the state Police Public Relations Officer, Benjamin Hundeyin, said he was unaware of such a report.

Hundeyin in a telephone conversation on Tuesday said, “I don’t have that information. I’m not aware of it at all.”

Reports on social media on Tuesday night suggested that the activist, one of the planners of the Democracy Day protest, was picked up by yet-to-be-known security officials in Lagos.

In a distress message sent to our correspondent via WhatsApp on Tuesday night, Sanyaolu wrote, “I have been arrested (by the) police.”

His lines subsequently became unreachable.

To ensure peaceful coexistence between farmers and herders, the Kogi State governor, Alhaji Usman Ahmed Ododo, has inaugurated a 17-member Conflict Prevention and Resolution Committee.
Governor Ododo, who inaugurated the committee in Lokoja on Thursday, charged them to check, regulate and monitor the movement of herdsmen and their livestock along the stock routes to prevent farmer-herder clashes.
The governor, while speaking at the inauguration ceremony organised by the Kogi Livestock Productivity and Resilience Support Project, Kogi L-PRES, listed the terms of reference of the committee to include guiding the project on tracing and demarcating stock routes and grazing reserves.
Represented by Dr Olufemi Bolarin, Kogi L-Pres State Project Coordinator, Ododo, added that the committee’s assignment further includes enlightening farmers and herders on the importance of each other to society and peaceful coexistence.
Similarly, the committee is to encourage disputing parties to resolve their differences amicably by facilitating settlements of disputes between farmers and herders, as well as determining compensation for any party who suffers losses.
The committee was further charged by the governor to enlighten farmers on the need to evacuate farm produce within a period as well as to access compensation in respect of loss or damage to farm produce or livestock.
The committee’s function, Governor Ododo added, is to also ensure that farmers do not encroach on any existing tract leading to a stream, river or watercourse to water livestock.
“This committee is the nucleus that will enlighten and communicate with the farmers as well as the herders. Mind you, we are going to have a launch of the National Animal Traceability and Identification very soon, sponsored by the Federal Government in Kogi State.
“This is just a step in the process of peacebuilding. The committee should be alive to their duties and know their functions as spelt out by adopting a template that will reduce crises,” he stated.
The Kogi State Commissioner for Agriculture and Food Security, Timothy Ojomah, said solving conflict between farmers and herders is key to sustainable food security.
He described the inauguration as timely, saying it was coming at a time when the state was investing heavily in the agriculture sector.
He charged the committee to take their job seriously, stressing that a lot of confidence has been reposed in them.
Ojomah, who is the chairman of the committee, said: “Parts of the mandate of the committee is identifying the grazing routes, areas that animals will take to drink water and the farmlands.”
In his presentation titled “Dialogue in Pursuit of Peace between Farmers-Herders Communities,” Dr Olugbenro Olajuyigbe, Director of Emergency and Risk Alert, said to reduce farmers-herders clashes, the state must adopt a workable strategy.
He suggested the adoption of anonymous mechanisms, hearing the perspectives of farmers, groups setting up local government platforms and conflict diaries, among others, as ways of nipping conflict in the bud.
Olugbenro called for the need to establish a national peace dialogue committee, establish an inclusive security architecture and strengthen the capacities of security agencies to be able to curtail conflicts arising from farmers and herders in the country.
He listed historical, cultural, ecological, economic, political, vulnerability, weaponisation and radicalisation to violent extremism as some reasons for farmer-herder conflicts in Nigeria.

Anambra first lady unveils campaign to tackle substance abuse

The wife of the Anambra State Governor, Dr Nonye Soludo, has unveiled ‘Operation Clean Anambra of substance abuse’, to tackle the prevalent rate of drug abuse in the state.

During the unveiling in Awka, on Thursday, Soludo said the initiative became necessary because drug abuse prevalence has become a threatening menace that seems to have been approached with kid-gloves techniques.

She said the idea is that fighting drug abuse must be everybody’s affair, adding that the government alone, with its limited resources, cannot win the war.

She pointed out that the initiative has identified mental health as a key part of education and social movement and well-being of the society.

She said, “Drug abuse has remained a perennial threat to our homes and societies, consistently finding routes into every space of human habitation. What we are faced with is a pandemic of never-seen imagination.

“As the First Lady of Anambra State, these sad realities worry me. More so, as a mother who is desirous of fast and positive changes. We now have a new responsibility to tackle it head-on. It demands our collective efforts.

“But, most importantly, it calls for a mindset of change. A mindset that does not just think about the problem but goes the extra mile to find its solution. It is what we all are here today to figure out the way forward.

“Our idea is that fighting drug abuse must be everybody’s affair. The government alone, with its limited resources, cannot win the war. All of us here must get actively involved in the fight to reclaim our homes and communities from the roaring monster.”

She explained that a 2022 report by the United Nations Office on Drug and Crime in Nigeria indicates that 14.4 per cent(about 14.3 million) of people aged between 15 and 64 years abuse drugs, lamenting that today, the number has grown even higher.

She lamented that it is disheartening that these dangerous substances have found their way into schools and into the hands of children.

“The illicit drug economies are booming to the detriment of our society. The proliferation of synthetic psychoactive substances is another issue of crunch concern. We must break down the walls of these illicit drug economies and criminal conglomerates and expose those who are running the lucrative criminal enterprises.

“Our communities have become havens for drug peddlers and manufacturers who use the element of fear and intimidation to silence the people who are willing to assist local authorities with valid information.

“Today we are launching what would be known as ‘the Healthy Living Overwatch’ which will play inter-dependent functions alongside local authorities like the National Drug Law Enforcement Agency, Operation Clean and Healthy Anambra Brigade, security agencies, and, of course, our great partner, the World Health Organisation.

“A few weeks ago, I visited one of the rehabilitation centres where our brothers and sisters who are dealing with mental health challenges are receiving care. It was a visit that opened my eyes to the realities of this monstrous problem called drug abuse.

“Watching our young, vibrant population held back and fighting for freedom from this avoidable danger brought tears to my eyes. That visit is one of the reasons we are here today. At Healthy Living with Nonye Soludo Initiative, we have identified mental health as a key part of our education and social movement.

“We have included it among the six pillars of our programme to help our people understand its critical place in complete human wellbeing. It is where we stand to declare that drug abuse must be kicked out of Anambra State.

“As a War Against Drug Abuse Ambassador, I’m approaching this task with every sense of commitment and passion. I’m dedicating my time and energy to this movement,” she added.

Also speaking in his presentation, the Anambra State commander of the National Drug Law Enforcement Enforcement Agency, Daniel Onyishi, said Anambra is among states with a high prevalence rate of drug and substance abuse.

Onyishi lauded the first lady for the initiative, adding that the future of the children and the developmental good of the community is in everybody’s hands and the resultant effect, is the reason the initiative was created.

“Substance abuse has assumed a worrisome development in our society today and whatever that will be introduced to us should be implemented at our various communities.

“It is a very good initiative that we all join hands to clean Anambra of drugs and substances and take the fight down to the grassroots.

“We are trying to catch them young by going to secondary schools. It is disheartening that in every four that use drugs is a woman and every five suffer substance disturbance.

“We are here today to encourage all of us to join hands together with the first lady to tackle the drug menace in the state. We need to ensure that our youths are safe from drugs.

“Don’t see the drug as a business, see it as a crime. The reason for the increase in drug abuse is that people see it as business and encourage their wards to continue in it. We have many suspects in our custody that have drug-related issues,” Onyishi added.

Scotland not afraid of Germany in Euro 2024 opener

Scotland coach Steve Clarke said his team should “fear no one” ahead of Friday’s opening match against Euro 2024 hosts Germany in Munich.

Clarke hopes to become the first man to lead Scotland into the knockout phase of a major tournament, but his side face a tough assignment against the three-time European champions.

“We have a lot of respect for the host nation and we know they’re a good team,” said Clarke.

“It’s a difficult game. One of the mantras I’ve had is respect everyone and fear no one.”

Scotland are taking part in the Euros for the fourth time. In 11 previous finals appearances, including eight World Cups, they have never made it beyond the group stage.

“We can create a bit of history. No real pressure on us, no real expectation from the outside world.

“We’ve waited a long time for this game. Feels like years. We know how much of a challenge it will be.”

Robertson said there was “no bigger stage” than Friday’s curtain-raiser, where “all eyes will be on us against Germany”.

Robertson toasted the Tartan Army, Scotland’s travelling fans, with pre-tournament predictions saying up to 200,000 could make the trip.

“It feels as if most of the country are here which is crazy,” said Robertson.

“The Tartan Army have been amazing since day one.

“There’s a lot of them over here and we hope to make them proud. We know they can’t get into the stadium – we wish they could.

“We want to give them plenty to shout about.”

The Liverpool defender expected Germany to dominate possession and said the hosts had “the best midfielder in the world in Toni Kroos.”

Robertson said he had fond memories of playing in Munich, with his Liverpool side having won 3-1 here on the way to lifting the Champions League title in 2019.

“Last time I was at this stadium was a massive win for us. A lot of people wrote us off, to win was incredible.

“I have a lot of good memories here.”

According Online reports that this year’s Euro 2024 is the 17th UEFA European Championship.

Hosted by Germany, the tournament is scheduled to be held from June 14 (tomorrow) to July 14, 2024, across ten cities.
