Reps want to establish a Defense Research and Development Bureau.

The formation of a Defence Research and Development Bureau by the House of Representatives has accelerated the process of revolutionizing the country’s military-industrial capabilities (DRDB).

This occurred as the House read the establishment bill for the third time, sending the proposed legislation to the Senate for approval.

A section in the paper made accessible to journalists calls for the Minister of Defense to lead the Governing Council, with the Ministers of Communication and Digital Economy and Science and Technology serving as members, respectively.

“The Governing Council shall be chaired by the Minister of Defence; the Minister of Science and Technology; the Minister of Communication and Digital Economy; the Chiefs of the Defence Staff; the Chiefs of the Army Staff; the Chiefs of the Naval Staff; the Chiefs of the Air Staff; the Director-General of the Bureau; and the Deputy Director Coordination of the Bureau as Secretary.”

The proposed piece of legislation, titled “A Bill for an Act to Establish the Defence Research and Development Bureau (DRDB) to Conduct and Coordinate Robust Research and Development in the Armed Forces of Nigeria,” is sponsored by Hon. Babajimi Benson, of Lagos, who also chairs the House Committee on Defence.

According to his executive brief, the bill is divided into five parts and 34 sections, with a Schedule including extra provisions relating to the Governing Council and other measures for miscellaneous.

“The bill seeks to establish a Bureau with the mission of conducting and coordinating robust research and development in the Armed Forces of Nigeria (AFN); coordinating the research and development efforts of the Nigerian Armed Forces’ three services; crystallizing the results of scientific and technical research on defence items and equipment for public and private institutions; and providing scientific and technical research on defence items and equipment to public and private institutions.

“The functions of the Bureau are to enter into such agreements, liaisons, memorandums of understanding, cooperation, partnership, etc. with such institutions, agencies, corporations, etc., as may be necessary or desirable from time to time or desirable, subject to the approval of the Governing Council; to be responsible for the discipline and welfare of its personnel; to deal with matters relating to the discipline of its personnel; to deal with matters relating to the discipline of its personnel; to deal with matters relating to the discipline of
