King Charles sets target for new UK govt

King Charles III will outline Labour’s first programme for government in a decade and a half on Wednesday when the United Kingdom parliament formally reopens following the July 4 election.

Prime Minister Keir Starmer will put turbocharging a flagging economy at the heart of his legislative plans for the coming months as Labour runs the UK for the first time in 14 years.

“Now is the time to take the brakes off Britain,” said Starmer, who led his party to a landslide win over the Conservatives.

“I am determined to create wealth for people up and down the country. It is the only way our country can progress.”

Despite its name, the address is not written by the monarch but by the government, which uses it to detail the laws it proposes to make over the next 12 months.

Wearing the diamond-studded Imperial State Crown and a long crimson robe, King Charles will deliver the proposals from a golden throne in the House of Lords upper chamber during a lavish ceremony.

The speech is expected to include more than 35 bills, including measures to enforce public spending rules and others to prevent a repeat of the utility bill price hikes that triggered the UK’s recent cost-of-living crisis.

The legislation will also flesh out announcements already made, such as the launching of a fund to draw investment into the UK and of a publicly owned body tasked with boosting clean power by 2030.

Labour is also likely to announce the restoration of mandatory housebuilding targets, plans to renationalise Britain’s much-maligned rail services, and the opening of recruitment for a new border security command.

A bill to boost workers’ rights, including a ban on zero-hour contracts, and strengthened protections for renters is also expected to be included in centre-left Labour’s first such speech since it was ousted from power in 2010.

“This is a hungry party,” former Labour minister Tony McNulty told AFP.

“They are chomping at the bit to show that they can return to being what they see as the natural party of government.”

– Ceremonial ‘hostage’ –

The day’s proceedings kicked off at around 9:30 am (0830 GMT) when royal bodyguards ritually searched the basement of the Palace of Westminster for explosives — a legacy of the failed attempt by Catholics to blow up parliament in 1605.

Footage showed the king leaving Buckingham Palace, escorted by mounted cavalry, en route to the Houses of Parliament.

Tradition dictates that an MP is ceremonially held “hostage” in the palace to ensure the king’s safe return.

A parliamentary official known as Black Rod will have the door of the lower chamber House of Commons slammed in their face, a tradition that symbolises parliament’s independence from the monarchy.

MPs will follow Black Rod to the upper chamber, where King Charles, as head of state, will give the speech to assembled lords and ladies in red and ermine robes, plus invited members of the elected Commons shortly after 11:30 am.

In keeping with the convention that the monarch is above politics, keen environmentalist King Charles remained expressionless during the last address in November when then Prime Minister Rishi Sunak’s government announced new oil and gas licences.

“There’s probably much in this King’s Speech that he will favour rather than the other one he had to read out,” said McNulty, a British politics lecturer at the Queen Mary University of London.

“But he’ll play it with a straight face. That’s the job.”

School Feeding Programme: Abia Govt alarms public on illegal collection of money by suspected criminals

The Abia State Government says its attention has been drawn to the activities of certain individuals who are illegally collecting monies from Abia citizens, falsely claiming to be agents of the National Home-Grown School Feeding Programme.
The government, in a statement on Wednesday by the Chief Press Secretary to the Abia Governor, Ukoha Njoku Ukoha, informed the general public that the school feeding program in the state is currently not operational.
“Therefore, anyone approaching you for money under the pretense of being associated with this program is attempting to defraud you.
“For accurate and reliable information regarding the status of the school feeding program and enrollment details, please reach out to Dr. Ire Kalu Ire, the Program Manager of the School Feeding Program, in the office of the Wife of the Governor,” the government advised.
The statement also urged the public to disregard any requests for the submission of names of cooks, payment of any amount of money, or release of sensitive personal details.
“Stay vigilant and report any suspicious activities to the police for further action,” it concluded.

Labour threatens 30-day strike, alleges plan to decentralise talks

The Nigeria Labour Congress, on Tuesday, threatened to shut down the country for a month in protest against plans by the National Assembly to deregulate the national minimum wage.

NLC’s threat came as the nation awaits a new national minimum wage following months of negotiations between Organised Labour, the Federal Government, and the Organised Private Sector.

NLC President, Joe Ajaero, declared the position of the union while speaking on the sidelines of the 67th Nigeria Employers’ Consultative Association Annual General Meeting in Lagos.

Ajaero said, “As we are here, a Joint Committee of the Senate, the House of Representatives, and the Judiciary are meeting. They have decided to remove section 34 from the Exclusive legislative list to the concurrent list so that the state governors can determine what to pay you and so that there will be no minimum wage again. You cannot decide what you should earn.

“The very moment the House of Representatives and the Senate come up with such a law that will not benefit Nigerian workers, they will be their drivers and gatemen, and there will be no movement for one month. We cannot accept any situation where the governors and the National Assembly members will foist a slave wage on workers and force poverty on the citizens. Organised Labour will not accept it.”

The NLC president further stated that “We don’t have a situation where people determine their wages that amounts to some level of illegality. In the constitution, there is a provision for equal work for equal pay. If we go into job analysis and job evaluation, we may discover that a clerk here may be doing the same work as the clerk in Sokoto.

“The so-called decentralisation of wages to pay somebody here less than what the other person is receiving is against the concept of equity and equality before the law.”

According to the NLC president, the International Labour Organisation recognises wage as a national law, saying it is not for the sub-nationals.

The labour leader maintained that “every country has their minimum wage and some states are paying higher than the basic minimum wage, and that is the position of the law anywhere”.

However,  he said,  some people instigated by the governors were saying they would not be able to pay N60,000 even when their members were in the meeting with labour, saying this was being done in bad fate.

“We have put our members on notice that if these people succeed in coming up with such unpatriotic and obnoxious law. This democracy they are playing with, we have enough in this country in terms of hardship. Some people, based on their privileged positions want to inflict more Injuries on the workers and citizens of this country and that will not be accepted,” he stressed.

He added that the labour movement will not accept “slave wages”.

“Every worker in Nigeria across the country is seen as Nigerian workers and any attempt to discredit them in a federation will first be resisted by the NLC.

“There is no governor that is not receiving the same thing nationwide, they are not receiving according to their revenue in their states, but they want that of the workers to be so. So, the issue of using revenue as a basis for the payment of minimum wage is a lame one. If any governor is making that argument, then he doesn’t know what governance is all about,” he stated.

Such a governor, Ajaero emphasised, must use his capacity and acumen for the prosperity of the state.

“Governors can do better, and they should stop lamenting; because lamentation year in and year out that they can’t pay will not pay as far as there is a lot of money for them to control,” he cautioned.

Ajaero further argued that an average family of six live within N60,000 in a month and still go to work.

He submitted that NLC had proposed many options apart from the amount of the minimum wage, which if the government had addressed long before the removal of oil subsidies would have saved Nigeria from the current challenges.

Meanwhile, the Minority Leader of the House of Representatives, Mr. Kingsley Chinda, said there is a proposal before the National Assembly Committees on Constitutional Review to move the minimum wage from the exclusive list to the concurrent legislative list.

The minority leader’s clarification came against the backdrop of Ajaero’s position that the parliament had begun moves to decentralise minimum wage to enable states fix what is convenient for them to pay.

Speaking exclusively with The According in Abuja on Tuesday, Chinda stated that there were different opinions and views on whether minimum wage issues should be on concurrent or exclusive list, noting that “There is a proposal to move it to concurrent list where  states could  legislate on labour matters.”

While noting that federal laws prevail when they clash with state laws, the Peoples Democratic Party stalwart, however, advised that labour matters should remain on the exclusive list.

He continued, “On minimum wage, the Federal Government should consider a minimum living wage for all workers, both public and private. States or firms can go above the set wage, but not below.

“Labour disputes should be standardised and industrial courts should have precedents. The implication of making it a state responsibility is that states will set up their own industrial courts.”

He also added that a decentralised system “will weaken the labour movement and affect checks on the government. Governors  are more likely to pocket the labour union in their states.”

According to him, international labour issues are treated on countries basis, stressing that “It will be complex if state labour groups become independent.”

EU court rejects TikTok challenge against new EU digital rules

TikTok lost an appeal Wednesday to escape new digital rules that seek to rein in the power of big tech after an EU court rejected its challenge.

A landmark European Union law known as the Digital Markets Act entered into force in March and regulators believe it will create a fairer market.

The European Commission designated six “gatekeepers” under the DMA facing the curbs: Google parent Alphabet, Amazon, Apple, Meta, Microsoft and TikTok owner ByteDance, the only non-US company.

The EU said in May that Booking would also have to apply the law and gave the online travel agent six months to prepare for compliance.

The decision by the Luxembourg-based General Court is the first judgement on a DMA challenge by big tech, with cases lodged by Apple and Meta still pending.

“The Court dismisses ByteDance’s action,” it said. TikTok can appeal against the ruling within two months and 10 days of the decision.

TikTok had insisted it was the “most capable challenger” to entrenched players in the digital sphere, but the court dismissed that argument.

“TikTok had succeeded in increasing its number of users very rapidly and exponentially, reaching, in a short time, half the size of Facebook and of Instagram, and a particularly high engagement rate, with young users in particular, who spent more time on TikTok than on other social networks,” the court said in a statement.

The judges acknowledged that in 2018, video-sharing app TikTok was indeed a challenger but it had since then “rapidly consolidated its position and even strengthened that position over the following years” despite the launch of similar rival services.

Unhappy big tech

“We are disappointed with this decision. TikTok is a challenger platform that provides important competition to incumbent players,” a spokesperson said in a statement.

“While we will now evaluate next steps, we already took measures to comply with the relevant obligations of the DMA ahead of last March’s deadline.”

But the court determined that “ByteDance met the quantitative thresholds laid down in the DMA”.

For Brussels to name a company as a gatekeeper, they must fulfil certain conditions.

The criteria include having more than 45 million monthly active users in the EU and more than 10,000 yearly active business users established in the bloc.

Digital companies with an annual turnover in the EU of at least 7.5 billion euros ($8.2 billion) or a market value of above 75 billion euros also face the new curbs.

If a company violates the law, the EU can impose fines of up to 10 per cent of a company’s total global turnover. This can rise to 20 per cent for repeat offenders and in the most severe circumstances, the EU can order the break-up of companies.

It is the second defeat in the courts for TikTok over the DMA. It lost a bid in February to suspend the strict new rules pending the judgement handed down Wednesday.

Big tech is not happy about the new law. Apple, contesting the DMA in the courts, has been vocal in its criticism, saying it puts users’ security at risk.

Alleged N82bn fraud charges: Again, Yahaya Bello shuns court summons

Former governor of Kogi State, Yahaya Adoza Bello, was not present at the Federal High Court in Abuja on Wednesday to honour court summons in the N82 billion alleged fraud charges brought against him by the federal government.
Bello was expected to be arraigned before Justice Emeka Nwite this morning, but at the time of this report, there were no traces of his presence either in the courtroom or within the court premises.
However, his two lawyers, Mohammed Aliyu and Adeola Adedipe, both Senior Advocates of Nigeria (SAN), have arrived in court in compliance with the court’s order.
The two senior lawyers are expected to answer questions on their undertaking to produce the former governor in court for arraignment.
Bello, who for the sixth time snubbed court summons, had at the last adjournment sought the transfer of his trial on the alleged crime to Lokoja, the Kogi State capital.
He said that he preferred to be arraigned in Lokoja, where he claimed that the court ordinarily has territorial jurisdiction and where the alleged offense was committed.
His request, routed through a letter to the Chief Judge of the court, Justice John Tsoho, was turned down, and he was directed to make the request in open court as required by law.
Meanwhile, operatives of the Economic and Financial Crimes Commission (EFCC) have stormed the court to witness today’s proceedings.
Also in the court is a team from the media department of the EFCC led by Mr. Dele Oyewale, the Head of the media department.

Ignore viral video on eviction ultimatum to herders in Igboho

The police in Oyo have advised citizens to ignore a viral video by suspected separatist groups which surfaced on social media issuing eviction ultimatums to herders in the Igboho area of the state.

The Police Public Relations Officer in the state, SP Adewale Osifeso, made the call in a statement Wednesday in Ibadan.

Osifeso said that the video which surfaced online in the early hours of Tuesday was specifically designed by agents of mischief to disrupt the relative peace being enjoyed in the state by inciting violence and civil disturbances.

“The Oyo State Police Command wishes to dispel unfounded rumours and speculations across certain segments making the round on the social media, over the purported eviction of Herders at Igboho, Oorelope, Local Government Areas by suspected separatist groups members as misleading and complete falsehood.

“No notice of eviction was pronounced by any individual or group on anyone at any period in time,” Osifeso said.

He said that the state Commissioner of Police, Ayodele Sonubi had tasked the supervising Area Commander in charge to personally lead confidence-building patrols and increase visibility of personnel around the jurisdiction.

Osifeso further said that more command’s operational, intelligence and tactical assets have since been deployed to prevent any untoward occurrence.

The Joint Security Committee in Emure/Ise-Orun/Ikere local government areas has called on Ekiti State Governor, Biodun Oyebanji, to intervene in the lingering insecurity issues in the areas.
They made the appeal during a courtesy call to the Special Adviser to the Governor on Security, Brigadier-General Ebenezer Ogundana (rtd).
The visit had in attendance High Chief Dr. Omoyeni, the Oisa of Ikere; High Chief J.O. Daramola, the Olute Alau of Ise Kingdom; Elder Tunji Falana (Chairman JSC); Chief Folu Oni, NSDC D.O. for Ise-Orun LG; Mr. Adeyanju CSS; Rtd Brig. Adewa, Ekiti Amotekun Cdr; and High Chief Ogundare, the Atiba of Ise Kingdom.
Speaking on behalf of the group, Elder Falana expressed the group’s appreciation to Governor Oyebanji through the SA on Security for his unforgettable roles in securing the release of the kidnapped school children and their teachers at Eporo in Emure local government on January 29, 2024.
The JSC Chairman reiterated the objectives of the advocacy visit to the SA as an SOS call against the menace of desperate Indian hemp growers, itinerant heartless herdsmen, who, from credible intelligence, now dot the massive rainforests from Ikere to Ise through to Emure forest reserves, feeding their cattle with farmers’ food crops.
They demanded that the state government motivate and support the security apparatus with the necessary equipment, personnel, and other urgent interventions.
According to them, “We need more logistic support and motivation from the Ekiti State Government as follows: Police Van for Emure Division. The tortoise-looking rickety patrol pickup moves at a snail’s pace.
“Logistics is the biggest challenge facing each of the Police Divisions in the Zone. According to the recent Enumeration Area Demarcation (EAD) by the Nigerian Population Commission (NPC), Ise has a total of 110 farmsteads scattered through the 432 sq km landmass.
“Definitely, Ise/Orun LG needs an additional Police Patrol Van to cover the expansive forests and farmsteads. To secure the borders of Emure and Ondo State and stop the bandits and kidnappers from infiltrating into Eporo and Emure, the JSC requested a Police Post and an Army Checkpoint at the boundaries of Emure Local Government with Ondo State.
“An SOS was pleaded with Mr. Governor regarding the menace of the ubiquitous and desperate Indian hemp growers in Ise Forest Reserves. NDLEA is already overpowered by the Indian hemp barons, rendering them confused, impotent, and helpless.
“The cannabis sativa growers have taken over the forests from NDLEA. They now have the effrontery to send death threats to selected families at Ise. Cannabis sativa has become a multi-billion naira business, a seemingly unresolvable jigsaw puzzle.
“We seized the opportunity of our visit to send an SOS to the Governor. In Ikere, two Police Stations burnt down during the End SARS protest have remained desolate since then.
“May the Almighty God continue to bless the families of all the relentless and patriotic donors to the JSC Endowment Fund. May God keep them alive in good health (Psalm 41:1-3).
“We are already experiencing donor fatigue. In effect, we need the government’s logistics support to sustain the monthly bush combing by the combined forces of all the security outfits whose number hovers around 200 participants from all the security outfits in the local governments.”
Responding, the S.A. informed them that the governor is fully aware of the security challenges in the zone.
While eulogizing the JSC model of community policing, which he described as unique, he appealed to other local governments in Ekiti to emulate it and promised to plead their cause with the ever-ready and excellent governor.

Italy probes Armani, Dior for misleading consumers, labour abuses

Italy’s competition watchdog on Wednesday said it was investigating the luxury fashion groups Armani and Dior over allegations that they used supplies from firms that underpaid and overworked their staff.

As part of the probe, the AGCM watchdog and the Guardia di Finanza financial police on Tuesday carried out inspections at the headquarters of Giorgio Armani SpA and G.A. Operations SpA as well as Christian Dior Italia Srl, the watchdog said.

In a statement, it said an investigation had been opened into alleged unfair commercial practices.

“In some cases, the companies may have used supplies from workshops employing workers who would receive inadequate wages,” it said.

The staff are also alleged to have worked “hours in excess of the legal limits and in inadequate health and safety conditions, in contrast to the boasted levels of production excellence”, it said.

The watchdog is also looking into possible violations of the consumer code in the way some companies in the Armani and Dior groups promoted and sold clothes and accessories.

“In both cases, the companies may have issued untrue statements about their ethics and social responsibility, in particular with regard to working conditions and compliance with the law by their suppliers,” it said.

“Moreover, the companies emphasised craftsmanship and quality. However, in order to make certain articles and clothing accessories the companies allegedly used supplies from workshops and factories employing workers who would receive inadequate wages,” it added.

“In addition, such workers would work hours in excess of the legal limits and in inadequate health and safety conditions, in contrast to the production excellence levels the companies pride themselves.”

3,623 cholera cases, 103 deaths recorded in 34 states —NCDC

The Nigeria Centre for Disease Control and Prevention (NCDC) on Tuesday said it recorded 3,623 suspected Cholera cases and 103 deaths across 34 states and the Federal Capital Territory as of July 15, 2024.
The Director General of the NCDC, Dr. Jide Idris, who disclosed this while briefing Journalists in Abuja, said the current outbreak had spread to 187 local government areas, with a cumulative case fatality rate of 2.8 per cent since the beginning of the year.
Idris noted that the predominant age affected was five years old, while males account for 52 per cent of cases and females account for the rest.
He, however, said there was a 5.6 per cent decline in the number of cases in this reporting week (8th -14th July) as compared to the preceding week.
He said: “As of July 15, 2024, we have recorded 3,623 suspected cases and, unfortunately, 103 deaths across 34 states plus the Federal Capital Territory and 187 Local Government Areas, with a cumulative case fatality rate of 2.8 per cent since the beginning of the year. The predominant age affected is 5 years old while males account for 52 per centof cases and females account for the rest.

“Furthermore, there was a 5.6 per cent decline in the number of cases in this reporting week (8th -14th July) as compared to the preceding week. We also recorded a drop in the case fatality rate from 2.9 per cent to 2.8 per cent. Definitely, there is a decline in case fatality rate from week 24 when the spike started to the present week. Whereas ongoing current efforts at the national and some state levels might have been yielding some results and are largely responsible for the decline being reported, however, given the trend from previous years, we know it is not Uhuru yet.
“The trend analysis from previous outbreaks shows the peak of the outbreak usually coincides with the peak of the rainy season, which is still some weeks ahead. Also, some of the northern traditional hotspot states have been reporting fewer number of cases, which may be connected with the delayed onset of the rainy season in this part of the country.
“This is largely due to inadequate resources to support surveillance and disease detection activities at the subnational level.
“Additionally this may likely be further complicated by the effect of political undertone for reporting cholera, which some see as a stigma or disease proxy indicator for the inability of the affected communities/persons to have access to potable water and other basic amenities of life.”
He said in addition to the ongoing outbreak of cholera the country is facing, there is a significant increase in the reported incidence of other epidemic-prone diseases such as Yellow fever, Lassa fever, meningitis, among others.

Nigerian doctor aims to break world record with massive “Unity in Diversity” artwork

Nigerian doctor and visual artist, Dr. Fola David, has begun his official attempt to break the Guinness World Record for the Largest Drawing By An Individual on a canvas measuring 850 square meters.

The artwork, titled “Unity in Diversity,” will feature a map of Nigeria highlighting the country’s diverse tribes through their unique attire, languages, art, and essence.

The record-breaking attempt is currently underway at the Onikan Stadium in Lagos and is scheduled to last for six days, from July 16 to July 21, 2024.

The current Guinness World Record holder is Ravi Soni from India, who achieved a drawing of 629.98 square meters.
