Local council chairman impeached for alleged N1.7bn budget padding in Edo

Members of the legislative arm in Egor local government area in Edo State on Wednesday impeached the chairman, Ms. Eghe Ogbemudia, over alleged padding of the council’s supplementary budget.
Eghe Ogbemudia is the daughter of the former military governor of the state, the late Samuel Ogbemudia.
The impeachment followed a vote of no confidence against the chairman during the council’s legislative session presided over by the Leader of the House, Mr. Godwin Edigin.
The councillor representing Ward 2 in the area, Mrs. Stella Ogida, had during the sitting moved a motion for a no-confidence vote against the chairman over alleged gross misconduct.
She said: “This is the 10th month since our inauguration and we, the Councillors of Egor Legislative Arm do not have offices.
“We have also uncovered the padding of the council’s supplementary budget to the tune of N1.7 billion.
“The chairman did not involve the councilors in the preparation and approval of the council’s supplementary budget.
“After reviewing this and many other acts of gross misconduct, I want to pass a vote of no confidence on the chairman, Ms. Ogbemudia.”
The councillor from Ward 9 in the area, Mr. Elliot Inneh, seconded the motion, saying: “We have tried to reach out to the chairman to no avail.
“Before us today, we have a budget proposal amounting to N6.054 billion that was passed through this hallowed chamber.
“To our greatest surprise, we found out that the chairman in connivance with the erstwhile leader of the House went behind and padded the budget to the tune of N7.89 billion.”

Confusion as mob blocks entrance of Port Harcourt Refinery [VIDEO]

There was confusion in Rivers State on Wednesday as group of individuals blocked the entrance of the Port Harcourt Refinery Complex in Alesa-Elema.
In the trending video, posted on X by a social media influencer, Imran Muhammed, the individuals were seen dancing to music in a makeshift tent and slaughtering a cow.
When contacted by TVN, the spokesperson of Nigerian National Petroleum Company Limited, NNPCL, Olufemi Soneye, did not pick calls.
He also failed to reply a text message which sought clarification on the incident.
However, it was reported that the group of individuals are insisting on stopping the functional operation of the refinery.
The development comes barely 24 hours after the Group Executive Officer of NNPCL, Mele Kyari assured Nigerians that the Port Harcourt Refinery will commence operations in August 2024 after several missed deadlines.
Earlier, Kyari had said the refinery would commence operation in March. Subsequently, the date was shifted to July 2024, but none came to pass.
The refinery had announced that it completed mechanical rehabilitation in December 2023.
The commencement of Port Harcourt Refinery had lingered despite the NNPCL officially signing a $1.5 billion contract with Tecnimont SPA for its rehabilitation.
Phases one and two of Port Harcourt Refinery have 60,000 barrels per day and 150,000bpd capacity.

The Senior Pastor of Awaiting The Second Coming Of Christ Ministry, Adewale Giwa, has said the Ministry of Livestock Development would only benefit northerners.
Pastor Giwa said President Bola Tinubu created a Ministry that would not solve any problem but worsen the situation in the country.
He argued that Tinubu should place a ban on open grazing rather than creating a Ministry.
Tinubu had established the Ministry of Livestock Development to resolve the crisis between farmers and herders in the country.
But, speaking with TVN, the clergyman said: “One expects President Bola Ahmed Tinubu to proffer a lasting solution to cattle grazing in Nigeria, but he instead pacifies a certain region by establishing the Ministry of Livestock Development.
“To set the record straight, I don’t like using this phrase, “Farmers-Herders Conflict.” The truth is that Fulani herdsmen cherish their cattle more than human beings. They graze cows on people’s farms, destroy and, if possible, kill the owners of the farms if necessary.
“Today, we wonder why it is difficult for the APC-led government under President Tinubu to ban the open grazing of cattle in Nigeria. From my findings, 90 per cent of politicians are cattle owners. These political leaders are doing everything possible to ensure that the herdsmen move freely in Nigeria while grazing cows on people’s farms.
“The creation of the Ministry of Livestock Development will only benefit the northerners. It was established to put food on their tables. Why is President Tinubu afraid of the northerners? Does it mean that they are superior to the rest of Nigerians?
“The Ministry of Livestock Development won’t solve any problem than to further worsen the current situation. Act like a man, and put an end to open grazing of cows in Nigeria.”

Reps approve NDDC N1.91tn budget

The House of Representatives on Wednesday, considered and adopted the Niger Delta Development Commission 2024 Appropriation Bill of N1.91tn.

The decision of the House followed the consideration of a report of the Committee on NDDC, chaired by Mrs Erhiatake Ibori-Suenu during Wednesday’s plenary.

While defending the commission’s 2024 budget before the House Committee on NDDC earlier in July, Managing Director of the NDDC, Samuel Ogbuku, stated that the commission would source funding of its proposed spending from loans to the tune of N1tn.

“We have strategically made provisions towards diversifying our sources of funding as we intend to source an aggregate sum of N1 trillion to fund ongoing legacy projects of the commission in 2024. The sum will be outsourced from development and commercial banks, “Ogboku said, stressing that “Investing in critical infrastructure is a key component of our fiscal strategy under the 2024 budget proposals”.

Justifying the need to pass the budget, Ibori-Suenu gave a breakdown of the financial expenditure and sources of funding, saying, “We urge the House to consider the report of the Committee on Niger Delta Development Commission on the issue from the Statutory Revenue Fund of the Niger Delta Development Commission the total sum of N1.911tn, out of which the sum of N38.55bn is for personnel expenditure, while the sum of N29.25bn only is for overhead expenditure.

According to the Peoples Democratic Party lawmaker, “N8.79 bn only is for internal capital expenditure, the sum N835.22bn only is for development projects, while the sum of N1tn only is for legacy projects funded by borrowing for the year ending April 30, 2025.”

A breakdown of the budget shows that the head office of the commission and the nine states of Abia, Akwa Ibom, Bayelsa, Cross River, Delta, Edo, Imo, Ondo and Rivers will spend a total sum of N1.84tn on development projects.

Staff welfare gulps N531.78 bn, severance benefits N2.3bn, medical insurance N92 billion and staff housing scheme N800. 52bn.

Others include promotion arrears N1.7bn, voluntary retirement benefit scheme N1.8bn, pension N750m, and recruitment services N825.54m, among others.

President Bola Tinubu recently approved NDDC’s request to borrow additional N1tn to fund its developmental projects in the 2024 fiscal year.

Tinubu, who was represented by the Senate President, Godswil Akpabio, at a Niger Delta Stakeholders Summit last week in Port Harcourt, the Rivers State capital, pledged the commitment of his administration to bring lasting development to the oil-rich region.

“Mr President is very committed to ensuring the development of the Niger Delta. The Bayelsa-Rivers-Akwa Ibom Road called East-West Road will be tackled.

“The Lagos-Calabar Coastal Road started by the President will not only start from Lagos, Mr President has also agreed that it must also take root from Niger Delta simultaneously, then it will get up with the one in Lagos.

“The Niger Delta Development Commission has never had the kind of budget that they are having in 2024. The President has approved that they can go ahead and get a soft loan of N1tn to complete all the other projects that they have in mind to bring quick development to this region. So the MD of NDDC is no longer going to lack funds, it is going to be the issue of commitment.

“We will not have people from Abuja coming here to stay in the hotel and requesting to be in NDDC to collect money and take it back to other states of the federation. We are going to spend the money of NDDC right here in the Niger Delta region, ”Akpabio was quoted as saying on behalf of the Commander-in-Chief.”

Following the adoption of the committee’s recommendations, it is expected to be gazetted for Third Reading by the House Committee on Rules and Business ahead of the third reading and passage.

UNICEF decries high level of infrastructural deficiencies in northern Nigerian schools

The United Nations Children’s Fund, UNICEF, has raised concerns over the high level of infrastructural deficiencies, physical and psychological instability in northern schools.
The UN Agency citing a 2023 survey, revealed a significant underperformance in key areas such as infrastructure, Water, Sanitation, and Hygiene (WASH), and student nutrition.
The results from the survey indicated that Kaduna, Zamfara, Sokoto, and Adamawa performed poorly across 21 standards set for Safe Schools.
According to UNICEF, the ten states also include Adamawa, Bauchi, Gombe, Borno, Yobe, Katsina, Zamfara, Sokoto, Kaduna and Kebbi.
This was disclosed during a one-day State Level sensitisation meeting on the presentation of Bauchi State scorecard on the implementation of minimum standards for safe school organised by the Bauchi State Universal Basic Education Board (SUBEB) in collaboration with UNICEF on Wednesday.
Speaking at the meeting, the the UNICEF Education Specialist, Bauchi Field Office, Abdulrahman Ibrahim revealed that UNICEF facilitated a survey in 2023 to find out the situation of safe schools in the state adding that the situation was worrisome and required urgent attention by all stakeholders.
The education consultant added that children in the schools witnessed different forms of insecurity in the school environment, including physical and psychological instability, thereby negating the provision of education.
According to him, “The most worrisome aspect of the situation is that the children do not know where and who to report to. That is what UNICEF wants to change so that there will be solutions to the problem.”
Abdulrahman Ibrahim explained further that every school must have a Safe School Focal Officer so that the children can have where and who to talk to in the case of any issues.
This is as he assured that UNICEF will continue to be supportive of the government in ensuring safe environments in all the schools across the state.
In his presentation on safe schools scorecard in Bauchi State, an Independent Education System Strengthening Consultant, Saleh Muhammad, stressed that “he fulfillment of children’s right to education in Nigeria remains plagued by protracted conflict, increasing hostilities, and growing climate-related hazards, perpetuating the out-of-school”.

Kogi: Ododo swears in 10 newly appointed judges

Governor Alhaji Ahmed Usman Ododo has sworn in 10 newly appointed judges in Kogi State.
The swearing in ceremony was held at the Muhammadu Buhari Civic centre Lokoja on Wednesday.
The newly sworn in judicial officers consist of four High Court judges, five Sharia Court of Appeal judges and one Customary Court of Appeal judge.
The judges sworn in are Ajesola Joseph Sunday, Ojoma Rachael Haruna, Badama Kadiri, Ezema Beatrice Ada and Muhammed Bello Muhammed.
Others are Okino Isah Saidu, Yakubu Adevenge Abbas, Shaibu Ridwan Aliyu, Idris Alhaji Abdullahi and Maryan Oziohu Otaru.
Speaking at the event, Ododo charged the newly sworn in judges to uphold the tenets of their profession.
He said, “One of the cardinal pillars of every society is the administration of justice. We must not only be just and fair, but must be seen to be intentional in promoting justice for all.
“A just and fair society where everyone is treated equally is bound to be peaceful.
“As the last hope of the common man, the judiciary owes the society an obligation to be just and fair. A judiciary trusted by the people will promote peace and security. An unjust judiciary is a recipe for anarchy and crime.”
The Chief Judge of Kogi State, Justice Josiah Majebi, and the Attorney General and Commissioner for Justice, Muizudeen Abdullahi, commended Ododo for his support for judicial officers in the state.

Kogi Govt receives 500,000 doses of Anthrax Spore vaccines

The Kogi State Ministry of Agriculture and Food Security has received a significant boost to its animal health services with the delivery of 500,000 doses of Anthrax spore vaccines.
The vaccines were provided by the Livestock Productivity and Resilience Support Project (L-PRES) and delivered by its National Project Coordinator (NPC), Abubakar Sanusi.
Sanusi, who was received by the State Commissioner for Agriculture and Food Security, Timothy Ojomah, emphasized that the delivery is part of L-PRES’s ongoing efforts to enhance animal health services in Kogi State.
He highlighted the critical role of vaccination in preventing the spread of anthrax and safeguarding livestock, which in turn supports the livelihoods of farmers and boosts the local economy.
In his remarks, the Kogi State Commissioner for Agriculture and Food Security, Timothy Ojomah expressed profound appreciation for the delivery, acknowledging the impact such support has on the state’s agricultural sector.
He noted that the delivery of the vaccines is timely and essential for the prevention of anthrax outbreaks, which pose a significant threat to livestock and public health.
The commissioner further requested continued and expanded support from L-PRES to sustain and advance the state’s animal health initiatives. He outlined the need for ongoing collaboration and resource allocation to ensure the robustness of Kogi State’s veterinary services.
“In addition to the vaccine delivery, the visit of the National Project Coordinator also included the inspection of the completed Cold Chain Storage Facility and Laboratory within the ministry’s complex.
“These state-of-the-art facilities are critical for the effective storage and analysis of vaccines and other veterinary supplies, ensuring that they remain potent and safe for use.
“The Cold Chain Storage Facility is equipped with advanced refrigeration systems designed to maintain vaccines at optimal temperatures, while the Laboratory is fitted with modern diagnostic equipment to support comprehensive animal health assessments.
“This initiative aligns with the broader objectives of the L-PRES project, which focuses on strengthening national livestock institutions, enhancing value chain performance, and implementing crisis prevention and management strategies.
“The delivery of the anthrax vaccines and the inspection of the new facilities represent significant steps in bolstering the resilience and productivity of livestock in Kogi State,” the commissioner added.

South-South APC warns NNPCL official against frustrating Tinubu’s agenda

The South-South Zonal Organizing Secretary of the All Progressives Congress (APC), Dr Blessing Agbomhere, has warned the Executive Vice President (Upstream) of the Nigerian National Petroleum Company Limited (NNPCL), Dr Oritsemeyiwa Eyesan, to desist from actions capable of frustrating President Bola Tinubu’s developmental agenda for the region.
Agbomhere, who gave this warning in a statement in Abuja, said it has come to his knowledge that Dr Eyesan is allegedly using her position as a top executive of the NNPCL to play tribal politics with the issue of pipeline security contract which did not favour her preferred bidders that are from her ethnic tribe.
Agbomhere said: “It has come to my knowledge that she apparently wanted a group from her tribe to be in charge of pipeline security, but since that did not happen, she has been using her position to frustrate the company presently in charge of pipeline security in the region and to stoke issues that can lead to a breach of national security.
“My advice to her is that she should not allow herself to be used to promote tribal interests because that is going to undermine President Bola Ahmed Tinubu’s agenda for the South-South and Niger Delta.
“As the South-South Zonal Organizing Secretary of the APC, we are happy about the peace we are enjoying presently in the Niger Delta region and we’re also happy that the President has an agenda to ensure unity and peace in the region, develop our resources and ensure that they are applied to the betterment of our people.
“Therefore anybody who’s bringing the issue of tribe and trying to undermine the job that is being done to ensure peace in the region is against Asiwaju Bola Tinubu’s agenda for the South-South zone and any action capable of undermining national security will not be tolerated.
“So I am advising her to focus on her job as the Executive Vice President of the NNPCL (Upstream) in order to achieve the aims and objectives of the NNPCL rather than trying to play one tribe against another in the region on the issue of pipeline security contract.
“We don’t want anything that would destabilize the Niger Delta region.
“So she must tread cautiously so as not to ignite hostilities in the region which will be against the interest of the APC and Asiwaju in the region in a bid to achieve her selfie motives.”

EFCC Vs Bello: Court to continue trial despite pending appeal, to arraign ex-Kogi gov Sept 25

Justice Emeka Nwite of the Federal High Court, Abuja, on Wednesday, adjourned proceedings in the alleged money laundering case instituted by the Economic and Financial Crimes Commission, EFCC, against a former Governor of Kogi State, Yahaya Bello, to September 25, 2024.
The judge held that proceedings would continue despite the appeal filed by the defendant on jurisdiction at the Court of Appeal in Abuja.
Counsel to the former governor, Abdulwahab Mohammed, SAN, had told the court that they had filed an application for stay of proceedings on the case, pending the determination of the appeal pending before the Court of Appeal on an arrest warrant earlier granted by the trial court and other rulings.
When hearing resumed on the matter on Wednesday, counsel to Bello, Mohammed, argued that the court could not proceed on the matter until the pending appeal was determined, citing authorities.
He also decried the treatment meted out to his colleague at the last hearing, saying, “Your lordship is functus officio. Heavens will not fall if the court stayed proceedings awaiting the outcome of the Court of Appeal.
“We are relying on the provision of the Constitution which overrides the EFCC Act which the prosecution is relying on.”
However, EFCC’s counsel, Kemi Pinhero, SAN, opposed the application vehemently, saying the defendant had not shown any Court of Appeal document showing that the court wants the lower court to stay proceeding.
At that point, the trial Judge, Justice Emeka Nwite, asked whether, having received the application and affidavit, and being aware of the pending appeal, it would not amount to judicial rascality for his court to continue proceedings on the matter.
“Won’t it amount to judicial rascality to continue this case when there’s an issue of jurisdiction?” The judge asked.
But the prosecution counsel, Pinheiro, said, “It is not really an issue of jurisdiction,” adding that mere filing of an affidavit could not suffice as the case was not a civil case and urged the court to stick to the matter of the day, which was the ruling on the arguments presented on June 27.
The defendant’s counsel, Abdulwahab Mohammed however told the court that the judge was misled on the 27th of June and that the request was for the proceedings of that day to be expunged.
“They are asking your Lordship to undo the work of the Court of Appeal. To avoid controversy and in order not to render the appeal nugatory, this should not continue. Even if Yahaya Bello were to be here, you cannot arraign him,” he argued.
“The affidavit filed on 16th July 2024, is to bring to your lordship’s attention the notices of appeal filed against your lordship’s ruling on 23rd April and 10th May.
“This appeal was transmitted to the Court of Appeal on 23rd of May and appellant’s brief of argument was filed on the 31st of May. Motion for stay has also been filed at the Court of Appeal. The two appeals basically challenge the jurisdiction of this court to entertain the charges ab initio.
“We urge your lordship to expunge the record of the proceedings on 27th June because at that time, an appeal had been entered and the proceedings should not have happened. The court was functus officio,” Abdulwahab argued, noting that insisting on hearing the matter would bring the trial court into conflict with the Court of Appeal.
Pinheiro, in his submission stated that one of the appeals sought to have the trial court stay further proceedings until the determination of the appeal.
He, however, noted that the judge was bound by his own rulings and, therefore, had the discretion to determine whether to proceed or not, noting that the first authority that the defendant’s counsel cited was a 1999 case that predated the EFCC Act, 2004.
“This same position was canvassed on behalf of Ricky Tarfa Mustapha, SAN, in 2016 case, Mustapha v FRN, and the court held that proceedings can only be stayed where there is a Court of Appeal order to that effect and they relied on Section 306 of ACJA. In Chukwuma v IGP, a 2018 case, the court held something similar,” he submitted.
Responding on point of law, Abdulwahab said, “We have two notices of appeal – one is on mixed law and fact and the other is on jurisdiction. The authorities he has cited are different from jurisdiction. Chukwuma v IGP is on admissibility of document and not jurisdiction.
“In Chief Cletus Ibeto v FRN, which is an ongoing criminal appeal, all the facts are on all fours with the recent case. The lower court stayed proceedings because of the issue of jurisdiction and now the argument at the Court of Appeal is on Section 306. That is how it is supposed to be.”
In his ruling, Justice Nwite said, “The grant of stay of proceedings is at the court’s discretion, and since it is an issue of discretion no one can give an authority for the judge to rely on. The judge only needs to exercise this power judicially.”
The judge, who had asked before going on recess, whether it will not amount to judicial rascality to continue the case when there was an issue of jurisdiction, changed his position and noted that the defendant wanted to use the appeal to delay proceedings.
According to him, there have been previous Court of Appeal judgments on such matters.
He also granted the application for withdrawal of the defendant’s counsel, Adeola Adedipe, SAN, from the case and referred the matter of professional misconduct by the two defendants’ counsel to the Legal Practitioners Disciplinary Committee, LPDC, to conduct investigation on possible infractions.
Justice Nwite noted that, having stated the law, “the question is whether there was an undertaking by Abdulwahab and Adedipe, SAN, which was breached to amount to contempt of court”.
Consequently, he adjourned the case to September 25, 2024, for arraignment of Yahaya Bello.

Ganduje, Ubah, APC chieftains hold close-door meeting in Abuja

A former governorship candidate, Senator Ifeanyi Ubah, is presently having a closed-door session with the National Chairman of the All Progressives Congress, Dr Abdullahi Ganduje, and several chieftains of Anambra APC in Abuja.

The meeting, which holds at Nicon Luxury Hotel in Abuja, also has Minister of Women Affairs, Uju Kennedy-Ohaneye; Anambra chairman of the party, Chief Basil Ejidike and Deputy National Organising Secretary of the APC, Nze Chidi Duru in attendance.

The gathering comes two days after the ruling party announced that it has intensified efforts in its mission to take over Abia and Enugu States at the 2027 general elections.

Although the agenda of the meeting has not been revealed, a source told our correspondent that the emergency consultative session was called to adopt Ubah as the governorship candidate of the party in the next election.

“I understand the ruling party has been seeking a heavyweight politician to wrest power from the APGA government in Anambra and may have settled for Senator Ifeanyi Ubah,” the source explained.

Ubah, who was re-elected to the Senate on the platform of the Young Progressive Party, had defected to the APC in October 2023.

The senator explained in the letter read by the Senate Chamber that he switched parties because of the insurmountable disagreements within his former party.
