Minimum Wage: Tinubu proposes N3 trillion increment to recurrent expenditure

0

President Bola Tinubu has proposed a N3 trillion increase to the recurrent expenditure of the 2024 budget, amid ongoing negotiations over the minimum wage.
In a letter sent to both chambers on Wednesday, President Tinubu is seeking a fresh N6.2 trillion supplementary budget, with N3.2 trillion proposed for capital and N3 trillion for recurrent expenditure.
The recurrent component of the budget is intended for the payment of salaries and overheads. If passed, the total recurrent component would increase to N11.77 trillion.
Although the government and organised labour have not yet agreed on a national minimum wage, the president is due to meet with labour leaders again.
Last week, President Tinubu met with the leadership of the Nigerian Labour Congress, NLC, and the Trade Union Congress, TUC but no agreement was announced.
While the government and labour groups have not yet agreed on a sum, the budget proposal provides a glimpse into the government’s plans for the minimum wage. It is rare to see a major increase in recurrent expenditure in a supplementary budget, as such budgets typically target capital expenditure and other intervention funds rather than recurrent spending.

Japa: Doctor-patient ratio worsening – NMA

0

The Nigerian Medical Association has said the doctor-patient ratio in the country is worsening.

The President of the NMA, Bala Audu, who said this at an interactive session with the media in Abuja on Wednesday noted that the doctor-patient ratio is about 1,000 per cent less than the World Health Organisation’s recommendation.

“The doctor-patient ratio is about 1,000 per cent less than what the World Health Organisation recommended. Recently, there was a medical school that graduated its medical students and I think they did a survey and asked the new graduates if they would stay or prefer to leave. Your guess is as good as mine. It’s something that is worsening, but it is something that we can mitigate.

“And I think that is the essence of such interactive forums, not to keep crying about our problems, but to profile solutions to these problems,” Audu stated.

Many Nigerian healthcare workers have left the country for greener pastures and experts noted that the increase in emigration is worrisome. The push factors, according to them are inadequate equipment, worsening insecurity, poor working conditions, and poor salary structure.

Data from the Medical and Dental Consultants Association of Nigeria showed that about 1,056 consultants left the country to seek greener pastures between 2019 and 2023.

The Nigerian Association of Resident Doctors also revealed over 900 of its members left for Europe between January and September 2023.

Meanwhile, Audu noted that improving health workers’ well-being, providing better working environment, and housing schemes for doctors.

“The issues that will prevent doctors, and nurses from leaving this country include improving their well-being. It’s more than just their take-home package, their take-home package is important because they also need to have health care, they also need to educate their children, and so on. And if another person is providing a better opportunity, there is a tendency for them to take that option.

“Also, we need to improve the friendliness of the workplace environment. There have been situations of attack on health care providers, especially by the people who take patients to hospitals, probably because one or other things are not available and everybody is charged up and angry, and you get attacked. The facilities also need to be improved.

“Housing is also one of the requirements, especially for internship training. By regulation, for you to have quality training for house officers, they must be housed within the hospital because they need to be available at all times. You hear very much about the Nigerian Association of Resident Doctors. The residency training implies that they should live within the hospital, which means there has to be provision of accommodation for them.

“We train these people with a lot of money. This country invests so much in training every doctor, nurse, dentist, and other healthcare provider, but how many of them do we take up after they graduate, despite the challenges we have in terms of the demand power for health? So if we don’t employ them early enough, somebody else will come and employ them and take them outside this country.”

In May, the Coordinating Minister of Health and Social Welfare, Muhammad Pate said the enrollment quota in medical, nursing, and other health professional schools has been increased from 28,000 to 64,000 yearly.

Pate stated that the increase in the enrollment quota is one of the steps in mitigating the Japa syndrome in the health sector.

The NMA President, however, noted that there is a need to improve the training facilities.

“If you are previously admitting 200 medical students each year, now you want to admit 400 medical students each year, then you have to double the accommodation, you have to double the facilities for their training if you are to maintain the quality of their training.

“So these are the areas that we are having discussions with the government to ensure that those areas are improved so that we continue to produce high-quality health professionals, not just for Nigeria but for the rest of the world,” he added.

Man gets death sentence, accomplice 14 years for killing twins for rituals in Delta

0

A High Court sitting at Asaba, the Delta State capital, has sentenced one Onuwa Ijie to death while his accomplice, Nwanozie Uzor, got 14 years imprisonment for murder and conspiracy to murder twin boys, Chidalu and Chigozie Agwunobi.
The court presided over by Justice Onome Marshal Umukoro sentenced the two over the murder of the seven-year-old boys.
The prosecution conducted by a Deputy Director in the Ministry of Justice, Paula Akpoguma, in proof of the case called five witnesses.
The sixth witness, a 15-year-old, identified as Iweka Ajie, who is a younger brother to one of the defendants who came to testify via video link but at the last minute out of fear, refused to adopt his deposition on oath.
The court, however, held that the testimony of the other five witnesses proved the case against the two defendants beyond reasonable doubt.
The prosecution had stated that tragedy struck the family of Olise Agwunobi of Oko-Ogbele Community on March 5, 2020 when their seven- year-old twin boys were lured by the defendants to a bush and proceeded to cut off their penis, eyes, tongues and hands which they hurriedly took to a native doctor at Aguleri in Anambra State.

“One of the defendants had earlier gone to the school of the twin children to take them but was turned down by the school teacher, one Mrs Emelda Ogugua Ezekwude,” she said.
In delivering his judgment, Justice Onome Marshal-Umukoro stated that after carefully evaluating the evidence presented before him, the prosecution had discharged the burden of proof as the first defendant from his confessional statement was the person who sowed the seed of committing human rituals in the mind of the second defendant by giving the phone number of one Chukwudi Edemuzor who was alleged to be searching for twins to kill for money ritual.
The court insisted that the law is settled that the testimony of an Investigating Police Officer was not hearsay evidence and the court could rely on it.
Speaking with journalists after the Judgment on Tuesday, the prosecuting counsel, Paula Akpoguma, thanked the court for upholding the course of justice, “reaffirming that the judicial system works.”

The decision was made following a directive conveyed in a letter from the National Chairman of the APC, Umar Ganduje, and National Secretary Senator Bashir Ajibola.
The Senate President, Godswill Akpabio, put forth the request for Ndume’s replacement during plenary on Wednesday, which was affirmed by a majority voice vote from APC senators. This move reshapes the leadership dynamics within the Senate.

Lagos govt denies re-introducing monthly environmental sanitation

0

Lagos State Government says it has not re-introduced the monthly environmental sanitation and is not starting any restriction of movement by the end of July.
This is contained in a statement on Wednesday by the State Commissioner for the Environment and Water Resources, Tokunbo Wahab.
Wahab described the viral social media news as fake and said it was the handiwork of mischief makers who are keen on confusing residents.
He called on the residents to disregard the content of the viral news and go about their lawful business endeavour, adding that there would be no restriction of movements on the last Saturday of July as erroneously included in the fake news.
According to him, what the Governor, Babajide Sanwo-Olu announced on Sunday during a sanitation sensitisation exercise at Campos playground Lagos island was that the state will start a weekly community-based sensitisation and awareness exercise that will involve all residents.
“The Governor also stated that State Government officials will lead from the front every week by going round to join residents in voluntarily cleaning their environment while preaching the message,” he said.
The Commissioner further said that at no time did the Governor make a pronouncement that the monthly exercise and restriction would start in July or any other month for now.
He, therefore, urged all residents to imbibe the culture of cleaning their surroundings all the time and not wait until the government declares a particular month for the commencement of sanitation or restriction of movement.
