North-West lawmakers hail Tinubu over devt commission

North-West lawmakers caucus in the House of Representatives on Friday lauded President Bola Tinubu for signing into law the North-West Development Commission Bill into law.

Recall that the President signed the bill into law on Wednesday, July 24, 2024, alongside the South-East Development Commission.

The caucus is made up of lawmakers from the seven States of Kaduna, Kano, Kebbi, Sokoto, Jigawa, Katsina and Zamfara.

Addressing a press conference on Friday at the National Assembly Complex, spokesman for the group and lawmaker representing Jibia/Kaita Federal Constituency, Katsina State, Mr Sada Soli commended Tinubu for the feat, saying that the singing of the bill “Will cause the rebuilding of our ruined infrastructure, from roads, schools, health facilities and markets, to homes and places of worship, business premises and other social amenities.

“It comes on the heels of the recent policy decisions that underline President Tinubu’s fervent patriotism, and his determination to ensure that growth and development permeate every region of the country.”

He continued, “We, the House of Representatives North West Caucus are particularly gratified with the signing of the North-West Development Commission Bill, which was sponsored by the Deputy Senate President, Senator Jibrin Barau, in the effort to ginger the economic and social development of the geo-political zone and restore parity to a people who for years were forced to watch as their lands were ravaged by the gratuitous violence of bandits and other miscreants.”

According to the All Progressives Congress chieftain, “The Commission brings renewed hope to a geopolitical zone whose social fabric and mental well-being have been brutalised by senseless violence that has been unabating and intractable.

“The sporadic attacks have since escalated into a multi-dimensional crisis that has hampered agricultural activities and trade and turned some of the most industrious and thriving communities in the North West geopolitical zone into ghost towns as people flee their homes and become refugees.

“This has manifestly impacted the famous cross-border trade and flourishing agribusiness between the geopolitical zone and neighbouring countries. Most of our border constituencies, which were historically vibrant commercial centres, with massive large-scale farmers exporting produce to various parts of Africa, including Niger Republic, Mali, and Benin Republic, have since been abandoned by farmers, importers and exporters, due to this wanton violence.”

This, he said, has resulted in a shortfall in the Internally Generated Revenues of the states in the region.
Soli came short of saying that the signing of the bill was a reward from the President for a region that voted overwhelmingly for him during the 2023 general election.

He said, “Politically, in voting so overwhelmingly for President Tinubu in the last election, the North West geopolitical zone had hoped that the famous Asiwaju, who had shown himself to be a patriot of the first order and a man who believed in fairness and equity, would make policy decisions that will bring development to our states by rescuing them from the evils of banditry and cross border terrorism.

“This commission is, therefore, a tremendous boost to the valiant efforts of the governors of the North West geopolitical zone and it has further justified our trust in President Tinubu’s commitment to help revamp this geopolitical zone and place it on a sound pedestal.”

That said, the caucus called on the President to intensify the war against insurgency and other forms of security challenges in the country even as they called on organisers of the August 1 nationwide protest to give peace a chance.

Tiger nuts a potential game-changer in animal nutrition

A professor of Animal Science in the Faculty of Agricultural Sciences, National Open University of Nigeria, Ahmed Njidda, has emphasised the necessity of optimising available materials to enhance animal production efficiency for food security.

The don highlighted the importance of tiger nuts and advocated for their adoption in feeding sheep and other ruminant animals.

Njidda disclosed this on Thursday at the university headquarters in Abuja, while presenting NOUN’s 26th Inaugural Lecture.

He spoke on the topic: “Marvels in Ruminant Nutrition: The Quest for Animal Protein.”

The event has become a cornerstone in the academic calendar of the institution, bringing together scholars, students, family, and other distinguished guests.

“His research outcome demonstrated the benefits of feeding sheep with tiger nuts, optimising their nutrient intake and performance,” a statement released by the Director, Media, and Publicity, NOUN, Ibrahim Sheme, stated some of the don’s findings.

According to the statement, Njidda emphasised the vital role of animal protein in a balanced diet and the importance of understanding ruminant nutrition for optimising livestock production and ensuring food security.

He highlighted that as Nigeria’s population grows, so does the demand for sustainable food sources.

He presented findings from numerous studies demonstrating the correlation between nutrition and productive performance in animals.

These studies, according to him, underscored how feeding patterns, along with the quality and quantity of feed, directly affect animal health and reproduction.

“The professor of Animal Science also touched on the socio-economic importance of ruminants for millions of poor farmers, highlighting their role in providing economic stability, cash buffers, and essential commodities such as traction, manure for fertilizers, and fibre,” the statement said.

The don detailed how ruminants contribute to food security, noting that they account for 51% of all protein from the livestock sector, with 57% coming from milk and 30% from meat.

“His research further delved into the utilisation of marginal land and water resources, converting them into valuable, high-quality products.

“He emphasised the necessity of optimising available materials to enhance production efficiency in both intensive and extensive production systems,” the statement said further,” the statement said.

Njidda expressed his gratitude to the Vice Chancellor, Prof. Olufemi Peters, for the opportunity to deliver the inaugural lecture and for his support in advancing his research career.

He underpinned the importance of continued research and innovation in ruminant nutrition to boost food production without causing environmental harm, thus contributing to food security and economic development in Nigeria and sub-Saharan Africa

Earlier, the Vice-Chancellor, Prof. Olufemi Peters expressed his pleasure and anticipation, highlighting the significance of the Inaugural Lecture Series as a platform for scholars to share groundbreaking research with the academic community and the public.

Peters emphasised the importance of the day’s lecture by Professor Njidda, promising to shed light on a critical area intersecting agriculture, food security, and human well-being.

At the end of the lecture, Peters lauded Njidda for what he described as an illuminating and insightful lecture.

He emphasised that the lecture was not merely an academic exercise but a beacon illuminating the path to a healthier, more sustainable future.

The VC highlighted the critical role of research and innovation in addressing global challenges and thanked Professor Njidda for his invaluable contribution to the academic community.

The event concluded with a vote of thanks by the DVC Academic, Professor C.F. Mafiana, acknowledging the efforts of everyone involved in making the lecture a success.

No vacancy in Ekiti for 2026 governorship seat

The Senate Leader, Senator Opeyemi Bamidele, has said that members of Ekiti State Caucus in the National Assembly will join hands with other progressive-minded people to support Governor Biodun Oyebanji for a second term in office.

Bamidele, who represents Ekiti Central Senatorial District, said that their support for Oyebanji was based on his excellent performance and exemplary leadership quality.

The Senate Leader, accompanied by Oyebanji, spoke at Igede Ekiti on Friday during an inspection of some of his constituency projects across Ekiti Central Senatorial district where he assured the people that “all the market, solar power, roads and hospital projects would be replicated across the six local government areas on the district.”

He said that the governor had continued to collaborate with members of the National Assembly and get them actively involved in his development agenda. 

Bamidele said, “We have a governor today who will sit down with us and say this is what our people need, if you want to do your constituency project, please, work on this list.

“I know that market development was part of what the governor discussed with us, the transformer was part of it, the solar street light was part of it and by the grace of God every member of the National Assembly would pick from the list given to us by the governor because if we do not do what the people want at where they want it, it will be useless.

“Your Excellency, we are proud of you and I know that by the grace of God like everyone is saying, anybody that thinks there is a vacancy in 2026 is only deceiving himself, and I am begging you, don’t let anybody deceive our people.

“You sent nine of us to Abuja, three senators and six House of Representative members and at the appropriate time, the nine of us will do our advert jointly signed endorsing Governor Oyebanji as our consensus candidate in all the dailies,” the Senator stated. 

The next governorship election where Oyebanji will seek reelection will hold in 2026.

Oyebanji, in his response, hailed the commitment of the Senator Leader and his colleagues in the National Assembly to Ekiti development, adding that their exemplary performance underscored the importance of electing people of proven integrity and capacity as representatives in government.

Lagos begins dredging to prevent flooding

The Lagos State Government, on Thursday, undertook cleaning, de-flooding, maintenance dredging, and silt evacuation from System 63, Abraham Adesanya Primary Channel, as part of ongoing efforts to ensure water flows freely and to prevent flooding in the Eti-Osa Local Government Area of the state.

This was announced by the state Commissioner for the Environment and Water Resources, Tokunbo Wahab, on X.com on Friday.

Wahab stated that the initiative aims to mitigate the risk of flooding in the area, protecting lives and property.

Wahab wrote, “Operatives of the Drainage Maintenance Department from the Lagos State Ministry of Environment and Water Resources #LasgMOE continued with the cleaning, de-flooding, maintenance dredging, and evacuation of silts from System 63, Abraham Adesanya Primary Channel, Eti-Osa LGA, on Thursday, 25/07/2024, to prevent flooding in the area.”

Court remands alleged drug baron, Temo, for 14 days

The Federal High Court, in Lagos, on Friday, ordered the remand of an alleged drug baron, Sulaimon Jimoh, alias “Olowo Idi Ogede,” who was arrested on Monday, by the National Drug Law Enforcement Agency.

Justice Akintayo Aluko, made the remand order following an application by NDLEA, requesting that the suspect be remanded in its custody for 14 days, for further investigation.

The court also ordered an Interim attachment to the Federal Government of Nigeria of a grey-coloured Mercedes Benz SUV GLE 156 2022 model with Registration number 01G-300G, Ogun and chassis No. 4JGFB4JB9NA622055, belonging to the alleged drug baron, being a proceed of illicit drug dealing in Cannabis Sativa pending the determination of this case.

The court further made a deeming order that the grey-coloured Mercedes Benz SUV GLE 156 2022odel with Registration number: 01G-300G, Ogun and chassis number: 4JGFB4JBINA622055 belonging to the suspect, being a proceed of illicit drug dealing in Cannabis Sativa and already in its custody, as having been so properly held.

Justice Aluko granted NDLEA’s request to remand the alleged drug baron who is also known as Temo, and interim attachment of the vehicle, after granting an Exparte motion filed and argued by NDLEA’s counsel Lambert Nor.

While arguing the application, Nor told the court that the application was under Sections 6 and 44 of the 1999, Constitution (as amended); Section 293 of the Administration Of Criminal Justice Act, 2015; Sections 3(c), 31(a) 31, 32, 33, 34, 36 and 46 of the NDLEA 2004.

Nor also told the court that the Exparte motion for the order was supported with a 23-paragraph affidavit deposed to by Kayode A Ojo, a litigation officer with the agency and a written address.

NDLEA listed the following grounds for the orders sought: “that the suspect, Sulaimon Jimoh alias “Olowoidiogede”, a.k.a. “Temo” is a wanted high profile drug baron who is in control of the Cannabis Drug trade in the whole of the West Africa Region.

“That several tons of the drugs of the suspect had been seized over the years and the suspect had always managed to escape arrest.

“That there is a need to pursue other diverse aspects of the case by way of extensive investigation.

“That it is necessary to have legal custody of the suspect and the items seized from him in order not to violate his rights.

“That it is a Statutory and procedural requirement. And that there is a need to vest proper custody of the vehicles in the Agency pending the conclusion of the investigation/trial.

“That this Honourable court has unfettered discretion to grant the orders sought.”

Justice Aluko after listening to the submission of the NDLEA lawyer, and perusing through all the processes filed before the court, granted the orders sought for, and adjourned the matter to August 9, 2024, for a report of investigation.

Tinubu okays health sector reforms

President Bola Tinubu has approved the establishment of the Sector-wide Coordinating Office-Programme Management Unit, SCO-PMU, domiciled in the Office of the Coordinating Minister of Health and Social Welfare.
A statement by Ajuri Ngelale, Tinubu’s media aide, said the move was to ensure efficient, transparent, and accountable management of external grants mobilised towards the implementation of the Nigeria Health Sector Renewal Investment Initiative, NHSRII.
SCO-PMU will report to a Steering Committee/Ministerial Oversight Committee, chaired by the minister and whose members include the Minister of State and the ministry’s Permanent Secretary; Ministry of Finance; Ministry of Budget and Economic Planning; and relevant development partners.
SCO-PMU will serve as the secretariat and delivery unit for the NHSRII and will be headed by a national coordinator.
The functions of SCO-PMU include programme management, monitoring and evaluation, engagement and supervision of independent verification agents for NHSRII programmes, and fiduciary management, among others.
The President has approved the appointment of Dr. Muntaqa Umar Sadiq as the National Coordinator of SCO-PMU.
Sadiq has over 17 years of experience in public health, impact investing, investment banking, energy, and climate financing across the health, finance, climate, and energy sectors.
He has served as Head of the Performance Management and Delivery Unit at the Federal Ministry of Health and Social Welfare; Chief Executive Officer of the Private Sector Health Alliance of Nigeria; Head of the Nigeria Energy Transition Office; and Private Sector Engagement Adviser at the World Bank.
A doctoral candidate (in public health) at the London School of Hygiene and Tropical Medicine, Sadiq holds an M.Phil in Bioscience Enterprise from the University of Cambridge and also holds MBBS degree from Imperial College, London.

NSCDC clamps down on Gombe traders over sharp practices

The Gombe State Nigeria Security and Civil Defence Corps on Friday clamped down on traders in the Gombe market for unwholesome illicit practices.

Our correspondent gathered that the traders had tampered with their mudus.

A mudu is a measurement aid used for measuring grains, and many sellers have tampered with them to maximise profit.

The raid also included the sensitisation of the marketers on the need to reduce the prices of commodities to support residents amid the economic hardship facing the country.

Speaking during a visit alongside the Corps and the Gombe Local Government Area, Commandant Muhammad Bello said the crackdown followed growing concerns over the use of unfair weighing practices in the market amid economic hardship.

Bello noted that with inflation rising and the cost of living becoming increasingly burdensome for many Nigerians, businesses must do their part to alleviate the financial strain on consumers.

He explained that traders using tampered mudus (measuring aids) not only distort the accurate weight of goods but also deceive customers who unknowingly receive less than what they pay for.

“This unethical practice erodes trust in the market and compromises the integrity of the entire trading system. It also contributes to the growing challenges being faced by many, adding to the pain caused by the hardship,” Bello added.

According to him, failure to comply with the regulations will result in severe consequences, including arrest and possible prosecution.

Also speaking, the Chairman of Gombe LGA, Barrister Sani Haruna, stated that the visit was not for arrest but rather to sensitise the traders on the need to follow market trends rather than adhering to fixed prices for essential commodities.

Haruna said, “We are also warning those marketers using tampered bowls to measure rice, beans, and other foodstuffs for their customers at the same high price.

“They sell the goods at the same price even when the wholesale price drops. This is very bad and has added to the suffering of our people.”

He assured that the local government council is working on introducing new measurement mudus that will be fair to both buyers and sellers.

“When that is done, we will have a universal measurement bowl that will be used, and any trader caught using a different bowl will face the consequences of cheating innocent customers. We are currently engaging all stakeholders involved to ensure that everything is done fairly,” he added.

Some buyers at the market lauded the intervention of the NSCDC in ensuring transparency and fairness in the market.
Usman Bappah, a customer who was in the market to buy rice and other grains, disclosed that the officials had done well by stepping up to enforce these measures against traders engaged in dishonest practices.

“We face numerous challenges, both in government and in the markets, and in all corners of society. Our leaders need to be just and fair in all their dealings and ensure that the rule of law is followed in every action and practice to drive meaningful development of our state and country,” he added.

Court stops PDP from holding congress in Rivers

Justice Charles Wali of the Rivers State High Court, Port Harcourt, on Friday restrained the Peoples Democratic Party (PDP) and its National Executive Committee (NEC) from holding any congress in the state.
Those affected by the ruling are the PDP National Chairman, Iliya Damagum and National Secretary, Senator Samuel Anyanwu.
The judge, who delivered the ruling filed by some members of PDP in the state, also restrained their agents from gathering anywhere in the 319 wards of the 23 local government areas of the state for congresses pending the hearing and determination of suit no: PHC/2400/CS/2024 before him.
He said the order specifically prevented the respondents from conducting any congresses at the ward, local government, or state levels scheduled for July 27, August 10, and August 31 respectively.
Wali said the measure would remain effective pending the hearing and determination of the motion for interlocutory injunction already filed.
He also ordered the Inspector General of Police, Commissioner of Police in Rivers State; Director-General, Department Security Service (DSS); and the Nigerian Security and Civil Defence Corps (NSCDC) to enforce the order on the specified dates or any other dates.
He ordered that the motion on notice and the originating summons, including this order, be served on the respondents through substituted means, specifically by publication in any widely read national newspaper in Rivers State.
He stressed that the applicants would be mandated to pay damages to the respondents if the application was found to be frivolous.
According to the judge, the decision was to ensure lawful proceedings within the state’s political framework and safeguard the legal process concerning the internal activities of the PDP.
“The court underscores the importance of adherence to judicial orders and the potential consequences of non-compliance,” he stated.
The judge adjourned the hearing on the matter to August 1.
The suit filed by David Omereji and 10 others is part of the supremacy battle between Governor Similaye Fubara and the Minister of the Federal Capital Territory (FCT), Nyesom Wike.
The two former allies have been at loggerheads over the control of the state’s machinery since October last year with members of the state House of Assembly, political appointees, and other stakeholders split between the combatants.

FG secures $2.2bn for health sector overhaul

The Federal Government says it has mobilised $2.2bn in external finance for the Nigeria health sector renewal investment initiative.

This came as President Bola Tinubu approved the establishment of the Sector-wide Coordinating Office-Programme Management Unit domiciled in the Office of the Coordinating Minister of Health and Social Welfare.

A statement signed Friday by Tinubu’s Special Adviser on Media and Publicity, Ajuri Ngelale, said the move is to “ensure efficient, transparent, and accountable management of external grants mobilised towards the implementation of the Nigeria Health Sector Renewal Investment Initiative.”

The statement is titled, ‘President Tinubu approves establishment of programme management unit for health sector renewal investment initiative.’

It partly read, “So far, $2.2bn has been mobilised in external financing to catalyse the implementation of the NHSRII through financial commitments from various development partners.”

The Sector-wide Coordinating Office-Programme Management Unit will report to a Steering Committee/Ministerial Oversight Committee chaired by the Minister, including the Minister of State, Permanent Secretary, Ministry of Finance, Ministry of Budget and Economic Planning, and relevant development partners.

The SCO-PMU will serve as the secretariat and delivery unit for the NHSRII and is to be headed by a national coordinator.

The functions of the SCO-PMU include programme management, monitoring and evaluation, engagement and supervision of Independent Verification Agents for NHSRII programmes, and fiduciary management, among others.

Consequently, the President also approved the appointment of Dr. Muntaqa Sadiq as the National Coordinator of the Sector-wide Coordinating Office-Programme Management Unit.

Sadiq has over 17 years of experience in public health, impact investing, investment banking, energy, and climate financing across the health, finance, climate, and energy sectors.

He has served as Head of the Performance Management and Delivery Unit at the Federal Ministry of Health and Social Welfare; Chief Executive Officer of the Private Sector Health Alliance of Nigeria; Head of the Nigeria Energy Transition Office, and Private Sector Engagement Adviser at the World Bank.

Sadiq is a doctoral candidate (in public health) at the London School of Hygiene and Tropical Medicine.

He holds an M.Phil in Bioscience Enterprise from the University of Cambridge and a medical science/MBBS degree from the Imperial College, London.

The Nigeria Health Sector Renewal Investment Initiative was unveiled on December 12, 2023, following the adoption of the sector-wide policy by the National Council on Health in November 2023.

The Presidency described it as “a bold and transformative initiative aimed at improving both population health outcomes and the country’s pool of human capital with the primary objectives of saving lives, minimising physical and financial pains, and ensuring the health of all Nigerians.”

IGP orders #EndBadGovernance protesters to submit names, contact details to police

The Inspector-General of Police, Kayode Egbetokun, on Friday asked individuals behind the #EndBadGovernance protests in the country to submit their details to the Force authorities.
Egbetokun, who addressed journalists in Abuja, asked all groups planning to participate in the rallies to drop their names and contact details to the commissioners of police in their respective states.
He said the move was to ensure that the protests were peaceful.
A group of Nigerians had called a nationwide protest slated to begin on August 1 to express their displeasure over the economic hardship and other problems plaguing the land.
The IGP said: “We acknowledge the constitutional right of Nigerian citizens to peaceful assembly and protest.
“However, in the interest of public safety and order, we urge all groups planning to protest to provide necessary details to the Commissioner of Police in the state where the protest is intended to take place.
“To facilitate a successful and incident-free protest, they should please provide the following information: state the proposed protest routes and assembly points; expected duration of the protest; and names and contact details of protest leaders and organisers.
“We encourage all protesters to cooperate with the police, obey the law, and adhere to global best practices for peaceful assembly to guarantee a safe and successful exercise of their rights.”
