Obasanjo calls for recognition of technocrats in civil service

Former President Olusegun Obasanjo has emphasised the need for recognition of technocrats in the civil service, stressing their crucial role in driving reforms and effective governance.

Speaking at the Aig-Imoukhuede Foundation’s national workshop in Abuja on Tuesday, Obasanjo said, “Technocrats have power, and we must recognise that.”

The Aig-Imoumhuede Foundation is a philanthropic organisation dedicated to improving Africa’s public service and access to primary health care.

The former president referred to the Permanent Secretaries and other civil servants as the technocrats.

He highlighted the importance of collaboration between political heads and technocrats, citing examples from his own experience.

“Reform requires political heads and technocrats working together, respecting and understanding each other. That’s when you can have real reform,” he said.

Obasanjo also emphasised the need for continuity in personnel, stating, “The greatest pain of reform is discontinuity. Continuity of personnel is crucial. Reform is a lifelong process, a journey, not a destination.”

He praised the outgoing and incoming heads of service, saying, “I’m delighted that a lady is handing over to another lady. For me, we are getting there, and we will get there.”

“I will continue to respect the Nigerian public service, particularly the technocrats, until I die,” he said.

In a keynote, the Head of the Civil Service of the Federation, Dr Folasade Yemi-Esan, emphasised the importance of understanding why many reforms in Nigeria fail and how to address these challenges.

She stated, “Reforming a system can be daunting, and challenges will arise. It is essential to recognise that there are no infallible systems, and reform is continuous.”

Esan identified several impediments to reform programme implementation in Nigeria, including a lack of inclusive implementation strategy, poor funding, and resistance to change.

She highlighted the Office of the Head of Service’s efforts to address these challenges, including wide stakeholder consultation, governance structure for reform initiatives, and capacity building.

Esan emphasised the key elements for successful reform programs, saying, “Systems and support structures, partnerships, high-level monitoring, capacity building, compensation systems, and change management strategy are crucial for success.”

She also acknowledged the progress made in re-engineering the civil service, saying, “It is essential to recognize and celebrate the good work of our officers and partners while sanctioning indiscipline and poor performance.”

In his welcome address at the foundation’s national workshop,
the chairman of the Aig-Imoukhuede Foundation, Aigboje Aig-Imoukhuede stated, “It is not their public service, it is your public service, it is our public service, and understand that as it strengthens, you strengthen as well.”

Aig-Imoukhuede highlighted the importance of efficient and motivated public service in achieving good governance, production and distribution of public goods, formulation and implementation of economic policy, and management of public expenditure.

He noted that Nigeria’s current Human Development Index ranking of 161 out of 189 countries is a reflection of the performance of government over several decades.

He emphasised the need for a strong public service, saying, “This is what is holding us back. And you would agree that there’s a correlation between the strength of a country’s public sector and its strength as a nation.”

Aig-Imoukhuede also highlighted the foundation’s efforts to transform public service delivery, including building a critical mass of public sector leaders, providing technical support and funding for digitization efforts, and upskilling thousands of workers in the civil service.

He called on all stakeholders to join hands and make a commitment to reform the public service, saying, “This conversation does not end here. And indeed, the Nigerian Public Sector Reform Project reboots here.”

Ndume rejects new office after sack as Senate Whip

The senator representing Borno South at the National Assembly, Ali Ndume, has rejected a new office allocated to him by the Senate Services Committee.

According to parliamentary practices, Ndume is expected to move to another office following his sack as the Whip of the Senate.

The According gathered that Ndume was asked to vacate his current office and move to the third floor to allow for the new Whip Senator Tahiir  Mongonu to take over the office.

Responding to his allocation to a new office on the third floor, Ndume, in a letter addressed to the Chairman, Senate Services Committee, Senator Sunday Karimi, on Tuesday, said the office given him does not reflect his seniority and high-ranking posture at the Senate.

The letter, signed by his Chief Confidential Secretary, Shuaibu Gawu, read,  “I am directed to inform you that, Distinguished Senator Mohammed All Ndume, has rejected the allocation of office number 3.10 by the Committee.

“This is because offices are traditionally allocated on a seniority basis.”

The letter added, “Sen Ndume is the most Senior Senator after Sen Ahmad Lawan and will only occupy an office on the fourth floor.”

Recall that Ndume was in a letter by the All Progressive Party co-signed by the Chairman, Abdullahi Ganduje, and the Secretary, Ajibola Basiru, recently stripped of his position as Chief Whip of the Senate.

Planned protest: Group backs Oba of Benin’s call for restraint

Barely a week after the Oba of Benin, Oba Ewuare II, urged the proponents of the nationwide protest to shelve the plan, a group under the aegis of Network of Benin Ethnic Nationality Organisations has thrown its weight behind the Oba’s call.
TVN reports that the group at a press briefing on Tuesday in Benin City noted, that the call by the monarch for the organizers of the protest to shelve the plan was a welcome development.
The president of the organization, Comrade Ojo Collins Oghomwen, appealed to Edo State residents to heed to the advise of the reverred traditional ruler by not participating in the protest.
Oghomwen opined that the Oba’s call was to ensure that the protest was not hijacked by destructive minded individuals.
“Having instructed Edo people and Nigerians not to partake in the planned protest and to give President Tinubu administration some time, we will observe his spiritual and wise counsel because where a great king sits he can see and determine the future.
“Historically, when ever our highly respected Oba of Benin Kingdom advise his subjects who are Edo people on salient matters like the planned nationwide protest, it is traditionally incumbent on us to heed to his advise and any contrary stance against our reverred palace position is customarily considered as sacrilege.
“Thus, in order no to incur the wrath of our ancestors, we are left with no choice than to abide by the timely advise of our royal father who is the spiritual head of Edo State.
“And, it is our earnest prays that the good people of Edo State will obey the sacred advise offered by our reverend palace,” he said.

Reps give Edun, AGF 60-day ultimatum to automate foreign revenue collection

The House of Representatives Public Accounts Committee has given a 60-day ultimatum to the Minister of Finance, Wale Edun and the Accountant General of the Federation, Oluwatoyin Madein, to deploy the automation of foreign currency collection in Nigeria’s foreign missions.

The Chairman of the Committee, Bamidele Salam, gave the charge on Tuesday, in Abuja at the public hearing on the status of automation of foreign currency collection in Nigeria’s foreign missions.

The automation exercise is to facilitate the control generated by foreign currencies from embassies by the Federal Government.

Addressing the committee at the hearing, Madein said that Files Solutions Limited was awarded a contract for the automation of foreign currency collection at Nigeria’s foreign missions across the globe.

She added that the contract awarded on April 28, 2021, was worth a total sum of N83.6m, apart from a commission of 1-5 per cent depending on the amount the company can collect.

She added that 90 per cent of the contract sum, amounting to N75.2m has been paid to the contractor.

Mrs Madein noted that the terms of the contract are to ensure that the collection of revenue from all Nigerian foreign missions is online in real-time, as well as a multi-currency conversion and multi-language web portal.

She said, “The automation of the foreign currency collection portal was launched on May 25, 2023, by the immediate past Minister of Finance but was never put into use as of June 5 2024.

“Our office is in the process of obtaining approval from the Ministry of Finance to deploy the software which has been tested.

“Discussion is ongoing with the Ministry of Foreign Affairs to provide a list of foreign missions for pilot purposes.”

On his part, the Managing Director of File Solutions Limited, Nekan Olateru said that the company concluded all the processes on the technology in the last three years.

In his contribution, a member of the Committee, Timehin Adelegbe lamented what he called the lack of transparency in foreign revenue collection, stating that automation would address the challenge.

In what appeared a demonstration of commitment to get to the root of the issue, a member of the committee, Sunday Umeha moved a motion for compliance with automation within 60 days.

Following the adoption of the motion, the panel ordered the commencement of automation of foreign currency collection in Nigerian missions within 60 days, without an option for extension.

The committee further mandated the Accountant General to submit records of the gross revenue generated for all foreign missions in the past five years.

The Muslim Students’ Society of Nigeria, Lagos State Area Unit, has called on government and security agencies to prioritise the safety of educational institutions as the nation braces for a nationwide protest.

The Amir (President) of MSSNLagos, Kamoldeen Abiona, made this known in a press statement on Tuesday, urging Muslim youths to exercise caution.

While blaming the government for the widespread economic challenges facing Nigerians, Abiona expressed concern over the planned ‘hunger and hardship’ protest scheduled for August 1, 2024.

He said, “Given the current climate, the protection of schools, campuses, and student communities must be a top priority for the government and security agencies. We cannot afford to lose our educational infrastructure at this critical juncture.

“While we are not impressed by the government’s performance thus far, we implore them to prioritise the safety of our educational institutions and prevent any attacks.

“The safety and well-being of students are critically important and must be ensured; any potential for violence or unrest should be promptly addressed to prevent harm to innocent children and students.”

Abiona also expressed deep concern about the protest’s organisation, highlighting the absence of a clear plan to prevent violence, property damage, and loss of life.

He said, “We acknowledge the prevalence of hunger and hardship in the nation, but these challenges must not be addressed through the destruction of property or loss of life. As students, the scars of the #EndSARS violence remain vivid in our minds. We recall the chaos, confusion, and widespread damage to cultural heritage and infrastructure resulting from the lack of coordination.

“There is currently no evidence suggesting that this protest against hunger and hardship will remain peaceful, focused, and constructive without escalating into violence and destruction. Consequently, we restate our call for the safety of students and educational institutions. MSSN Lagos remains dedicated to working towards a better and fairer society for all.”

The Ogun State House of Assembly has urged Nigerian youths to engage the government in constructive conversation rather than protest, saying the challenges affecting the country also affect other countries.
The Speaker, Oludaisi Elemide, gave the admonition on Tuesday while speaking on a motion on the planned protest, raised by the Minority Leader, Lukman Adeleye, who spoke under “matters of urgent public importance” during plenary on Tuesday.
Elemide appealed to the youth to avoid any act inimical to the peace and tranquillity being enjoyed in the state and the nation.
He asserted that although it was the right of the youth to conduct peaceful protest, such should not affect the rights of others, pointing out that every Nigerian was aware of the various challenges confronting the nation ranging from inflation to hunger.
Describing the high inflation rate as a global issue, the Speaker said that the nation’s peculiarities are being addressed by government at all levels.
Other lawmakers who spoke on the proposed protest including the Minority Leader Adeleye, and Damilare Bello, warned that anyone embarking on any reasonable protest must do so within the ambit of the law, which should be devoid of any form of violence.
They explained that just as the youths have the right to lawful protest, other citizens equally have the right to peaceful movement which should not be hindered by the protest, and advised that the various political leaders should work together with security agencies and the various youth groups to promote peace and tranquillity.

Identify yourselves, Kogi CP tells protest organisers

The Kogi State Commissioner of Police, Bethrand Onuoha, has asked the organisers of the nationwide protest scheduled for August 1 to 10 to identify themselves so they can be invited to brainstorm.

He also urged them to provide the details of the routes they want to follow to give police room for proper monitoring.

A statement issued shortly after a meeting with all security agencies on Tuesday at the command headquarters in Lokoja by the public relations officer, SP William Aya, stated that the CP acknowledged that citizens have the right to protest, but they must do so within the confines of the law and maintain law and order.

The statement reads in part, “The CP while accepting the fact that citizens have the right to peaceful Assembly and protest, stressed the importance of maintaining law and order.

“He urged the organizers to identify themselves to enable the police to provide security for a peaceful protest in the state if it must hold.

“In their responses, the stakeholders rejected any purported planned protest, noting that they cannot be part of any protest without having knowledge of the organisers or the mission of the protest.

“They stated that the motive may be to cause destruction and looting of properties of innocent citizens by disgruntled elements.

“The police, therefore, urged the organisers of the protest to provide the Command with the details on the proposed routes and assembly points, duration of the protest, and assurances of non-violence protest.

“These will enable the Command to implement measures to provide security during and after the protest and design methods to deter would-be troublemakers who may want to hijack the process and destroy lives and property in the state.

“The Command warns any group planning to disrupt the existing peace the state is enjoying to desist from such plans, as the police will not tolerate any attempt to cause destruction and looting of public or private facilities and businesses in the state.

“To this end, the organisers of purported/planned protest are, therefore, advised to cooperate with the Police and other Security Agencies and adhere strictly to international standard best procedures and practices for a peaceful Assembly.”

Organisers of #EndBadGovernance protests defy IGP, to proceed with street rallies

Organisers of the #EndBadGovernance protests have rejected the Inspector-General of Police, Kayode Egbetokun’s proposal of confined rallies.
The IGP had during a meeting with promoters of the nationwide protests over hunger and other socio-economic challenges slated to begin on August 1 urged them to limit their rallies to confined areas.
However, a lawyer to Take It Back Movement, one of the groups behind the protests, Ebun Adegboruwa (SAN), in a chat with journalists on Tuesday said they would go ahead with street rallies and show their anger against some of the policies of the government that had caused hardship in the country.
The Federal Government and other concerned Nigerians have continued to appeal to organisers of the protest to drop the idea to avoid a repeat of the unfortunate experience of the October 2020 #ENDSARS protests in the country.
The National Assembly will hold an emergency plenary on Wednesday as part of ongoing efforts to stave off the protests.

Three PDP State Assembly members defect to APC in Kebbi

Three of the four opposition members of the Peoples Democratic Party in the Kebbi  House of Assembly have defected to the ruling All Progressives Congress.

The News Agency of Nigeria reports that defectors are: Umar Na’amore, Argungu Constituency; Hashimu Usman, Yauri Constituency and Yusuf Abubakar-Tilli, Bunza Constituency.

The Speaker of the Assembly, Alhaji Muhammad Usman-Zuru, read out three different letters on the floor of the house written to the Assembly by the defectors in Birnin Kebbi on Tuesday.

In the correspondence, the former PDP members formally informed the house and the people of their constituencies about the reason for leaving the PDP to join the ruling party based on the crisis in their areas.

”There has been a crisis due to the mismanagement of PDP by the leaders in our respective constituencies that led to its factionalisation and division.

”In such circumstances, the constitutional provisions allow us to join another party and retain our seats if there is crisis,” the letters explained.

The speaker also read a different communication signed by Gov. Nasir Idris to the house, seeking the confirmation of Muhammad Ashiru-Garba as the new Chairman, Kebbi Local Government Service Commission, following the demise of the former Chairman, Mansur Shehu.

Members of the assembly resolved to invite the new appointee to appear before the house on Wednesday for ratification.

In an interview with newsmen, Usman-Zuru debunked insinuations that the house was ‘a rubber stamp assembly’ due to its good rapport with the executive arm.

He said: “We are partners in progress with Gov. Idris because his agenda of development is the same as our own vision and mission.

”Idris is a very good and benevolent personality, he does not want money, he does not want a house, he does not want a vehicle, what he desires is the growth of Kebbi and economic prosperity of the people.

”The governor is doing what is best for the people of Kebbi. This is also our target objective, we are partners in service, not rubber stamps. We will draw his attention whenever we observe any digress.”

Don’t be agents of destruction, Ododo tells Kogi youths

Kogi State Governor, Alhaji Usman Ododo, has asked youths in the state not to allow themselves to be used as agents of destruction any longer.

Ododo made this known while speaking on Tuesday in Lokoja, the state capital, at the World Bank-assisted empowerment of 500 youths and women beneficiaries of the Live Stock Productivity and Resilient Project.

The governor said that the Federal Government, under the leadership of President Bola Tunubu has been putting many initiatives in place to support the masses, including youths and women.

He called on those bent on protesting to have a rethink and allow reason to prevail so as not to reverse the gains of the last 13 months.

He said, “To those Nigerians who are bent on violent protests,  let reasoning prevail.  We are making progress. We are moving forward.  Our hopes are back.  We are climbing back to reckoning. Any violent protest at a time like this will no doubt reverse our gain in the past 13 months.

“The intent of the promoters of protest in Nigeria is concealed in political desperation.  I call on all the youth of our dear nation to rally behind Mr President in his determination to get the nation back on track.

 

“The Livestock  Productivity and Resilient Support Project is a giant stride in Nigeria’s  drive towards food security and economic prosperity.”

He said that it aligns seamlessly with his administration’s short-, medium-, and long-term plan to make the state the epic centre of livestock production in Nigeria.

“We are determined to achieve the project development objective here in Kogi State. Let me seize this moment to congratulate the 500 women and youth poultry farmers and entrepreneurs selected as beneficiaries of this lovely project following the rigorous selection process by World Bank standards,” he added.

The governor assured the World Bank that the state government would provide the necessary support and political will needed to make the project a huge success.

“I want to assure the World Bank that we shall continue to inject our projects with great political will and zeal to the benefit of our great people,” he added.

He announced N100,000 for all beneficiaries as logistic support for their various businesses.
