Governor Dauda Lawal of Zamfara State has paid over seven billion Naira gratuities being owed to State and local government retirees.
TVN reports that the State Government established a committee on January 26, 2024, to verify unpaid gratuity for state workers who retired between 2015 and 2024 and local government pensioners between 2012 and 2019.
In a statement issued on Thursday in Gusau, the governor’s spokesperson, Sulaiman Bala Idris, disclosed that N7.3b was paid as a backlog of gratuities in seven batches.
The statement further added that the process of settling the owed gratuity is progressing smoothly and recording tremendous success.
“The Zamfara State Government, under Governor Dauda Lawal, is committed to clearing the backlog of over N13 billion gratuities owed to retired LGAs and State civil servants.
“It is disappointing that Zamfara workers experienced hardship due to non-payment of their retirement benefits by previous administrations, which Governor Lawal promptly addressed by settling the backlog.
“The 1st, 2nd, 3rd, 4th, 5th, and 6th batches of 1,926 out of the 3,880 verified State pensioners were paid their total gratuity entitlements totaling N3,345,642,807.22, out of the total N8,095,948,906.63 owed.
“The seventh batch of 215 verified State pensioners with gratuity arrears worth N499,886,578.77 was recently paid.
“On the other hand, 3,513 retired Local Government and Primary School Teachers have been paid in seven batches totaling N3,500,145,532.43.
“This effort will continue as it is part of the state government’s commitment to revamp the Zamfara civil service for improved efficiency and effectiveness,” he said.

Abia gov evacuates residents over gully erosion
The Abia State Governor, Alex Otti, has promised to take immediate action to tackle the gully erosion menace on Ovom Street, Aba.
He also said he had ordered the evacuation of those living around the erosion site.
The erosion had cut the road on the street into two thereby creating a long valley and leading to the collapse of many buildings in the area.
Otti, who inspected the erosion site on Sunday, directed the General Manager, Greater Aba Development Authority to see him for immediate mobilisation
The governor said, “It’s very unfortunate that erosion has dealt a deadly blow in this area. “The way it is going, if it is not controlled immediately, it will not only affect all the buildings around here but also the opposite side of the road.
“So, we need to come very quickly. I have given an instruction to the General Manager of Greater Aba Development Agency and he should be meeting me later this evening so that we can start solving the problem in the next few weeks.
“We are starting immediately. By the time we engage the engineers and contractors, it is not going to be done by direct labour.
“We need people who understand what to do. But I believe that it is something that we should deal with before the end of this year”.
The governor also disclosed that he had instructed the GADA to evacuate those living around there.
“I had asked him to evacuate everybody that is living around here. So, if you look around these houses, there is nobody in there.
“Those who are very close here, I had already gotten them evacuated. So, I hope nobody goes back to some of these buildings because it’s very dangerous,” he stated.
AI-driven disinformation raises concerns ahead of US presidential election
A tide of Artificial Intelligence-fuelled political disinformation has prompted alarm over its potential to manipulate voters as the United States presidential race heats up. AFP reports Monday.
A “deepfake” video parodying Vice President Kamala Harris, a manipulated expletive-laden clip of President Joe Biden and a doctored image of Donald Trump being arrested, are some of the instances that have raised concern.
In what is widely billed as America’s first AI election in November, researchers warn that tech-enabled fakery could be used to steer voters towards or away from candidates — or even to avoid the polls altogether — stoking tensions in an already hyperpolarised environment.
A recent wave of disinformation has renewed calls for tech giants — many of which have retreated from moderating social media content — to strengthen guardrails around generative AI ahead of the vote.
Last week, Elon Musk faced intense criticism for sharing a deepfake video featuring Harris, the presumptive Democratic nominee, with his 192 million followers on X, formerly Twitter.
In it, a voiceover mimicking Harris calls Biden senile; the voice then declares that she does not “know the first thing about running the country.”
The video carried no indication that it was a parody — save for a laughing emoji. Only later did Musk clarify that the video was meant as satire.
Researchers expressed concern that viewers could have falsely concluded that Harris was deriding herself and sullying Biden.
AFP’s fact-checkers have debunked other AI fakery that raised alarm.
Last month, a manipulated video ricocheting across X appeared to show Biden cursing his critics – including using anti-LGBTQ slurs — after he announced he would not seek re-election and endorsed Harris for the Democratic nomination.
A reverse image search showed the footage came from one of Biden’s speeches, carried live by the broadcaster PBS, in which he denounced political violence after the July 13 assassination attempt on Trump.
PBS said the doctored video was a deepfake that used its logo to deceive viewers.
Weeks earlier, an image shared across platforms appeared to show police forcibly arresting Trump after a New York jury found him guilty of falsifying business records related to a hush money payment to porn star Stormy Daniels.
But the photo was a deepfake, digital forensics experts told AFP.
– ‘Partisan tension’ –
“These recent examples are highly representative of how deepfakes will be used in politics going forward.
“While AI-powered disinformation is certainly a concern, the most likely applications will be manufactured images and videos intended to provoke anger and worsen partisan tension,” the co-founder of the nonprofit CivAI, Lucas Hansen told AFP.
Hansen demonstrated to AFP the ability of one AI chatbot to manipulate voter turnout by mass-producing false tweets.
The tool was fed a simple prompt — “Polling locations charge for parking” –- with the message customized for a specific location: Allen, Texas.
Within seconds, a tweet was churned out misinforming viewers that Allen authorities had “quietly introduced a $25 parking fee at most polling places.”
In a previous attempt at possible voter suppression, an AI-enabled robocall impersonating Biden urged New Hampshire residents in January not to cast ballots in the state’s primary.
Tests on another leading AI tool, Midjourney, allowed the creation of images seeming to show Biden being arrested and Trump appearing next to a body double, the nonprofit Center for Countering Digital Hate (CCDH) said in June.
Midjourney had previously blocked all prompts related to Trump and Biden, effectively barring users from creating fake images, tech activists reported.
But CCDH said users could easily circumvent the policy — in some cases by adding a single backslash to a prompt previously blocked by Midjourney.
– ‘Tipping point’ –
Observers warn that such fakery on a mass scale risks igniting public anger at the electoral process.
More than 50 per cent of Americans expect AI-enabled falsehoods to impact who wins the 2024 election, according to a poll published last year by the media group Axios and business intelligence firm Morning Consult.
About one-third of Americans said they will be less trusting of the results because of AI, according to the poll.
Several tech giants have said they are working on systems for labelling AI-generated content.
In a letter to tech CEOs in April, more than 200 advocacy groups demanded urgent efforts to bolster the fight against AI falsehoods — including prohibiting the use of deepfakes in political ads, and using algorithms to promote factual election content.
The nonprofit Free Press, one of the groups that signed the letter, said they “heard little substance” in the commitments platforms would be making this election cycle.
“What we have now is a toxic online environment where lies are flooding our feeds and confusing voters,” Nora Benavidez, senior counsel at the watchdog, told AFP.
“This is a tipping point in our election,” she added. “Platform executives should be racing to strengthen and enforce their policies against deepfakes and other problems.”

A human rights lawyer, Uche Onyeagucha has thrown his weight behind the ongoing nationwide #EndBadgovernance protests.
Onyeagucha dismissed claims in some quarters that lgbos were opposed to the nationwide hunger protests.
This was contained in a statement he issued at the weekend and made available to TVN.
The former Owerri federal lawmaker stated that Ndigbo more than other ethnic groups in Nigeria were opposed to bad governance.
The statement reads, “This view is wrong and it is tainted with ignorance. Ndigbo support the ongoing National protests.
“Ndigbo more than any other ethnic group in Nigeria are opposed to bad government in Nigeria. Ndigbo are a politically dynamic ethnic group in Nigeria.
“Look at the records. Ndigbo have five states in the South East zone. Abia is Labour Party. Anambra is APGA, Ebonyi is APC, Enugu is PDP and Imo is APC. No other Zone is as politically dynamic as the South East.
“This clearly suggests that Ndigbo struggle to have elections in the South East more than any other Zone in Nigeria. No other Zone has this record.
“Most zones are already one party zones.
“Most zones have not witnessed any election since 1999.
“Ndigbo have shown a huge capacity for resistance in Nigeria at least in recent times. Here is the record. Buhari as Military or Civilian Leader in Nigeria disliked Ndigbo.
“In his Supreme Military Council of 1984 to 1985 no Igbo was accommodated. He didn’t hide his dislike for Ndigbo.
“In return to democracy, Ndigbo denied him votes in 2003, 2007, 2011 and 2014. As a sitting President, Buhari refused to make peace with Ndigbo. In 2019 in his second term bid, Ndigbo denied Buhari votes to balance the mutual dislike.
“No ethnic group in Nigeria battled a sitting President the way Ndigbo battled Buhari. To crown the resistance, Ndigbo voted against Buhari’s candidate and Party in the 2023 Elections. Ndigbo are never afraid of resistance.
“Ndigbo contributed massively in the struggles against Colonial rule. Records have it that the British resented Igbo opposition greatly. When the NPC governed Nigeria, Ndigbo supported the NCNC. When Gowon and his Military gang committed genocide against South East people, Ndigbo fought back for about three years.
“From 1979 to 1983, when the NPN governed Nigeria, Ndigbo voted for the NPP. When the South West in 1999 voted against Obasanjo by supporting Olu Falae, Ndigbo voted massively for Obasanjo. The records are there. Ndigbo have never shied away from resisting bad government and oppression.
“Ndigbo naturally support the present protests in Nigeria against hunger and bad government. The only difference is that Ndigbo have been involved in the protests against bad government longer than all other ethnic groups in Nigeria.
“Ndigbo have developed a more civilised form of protests against bad government and hunger in Nigeria. The model is called SIT AT HOME.
“Ndigbo have observed this sit at home model of protests for more than nine years while the rest of Nigeria looked the other way.
“On August 1st when the protests against Bad Government and Hunger in Nigeria started, the five states of the South East observed one hundred percent sit at home protest.
“The advantage of sitting at home is that it protects lives and property. It exposes the weakness and emptiness of a dictatorial government. It helps the protester to clearly take back the power given or stolen by the government.
“I appeal to the rest of Nigeria to copy, emulate and join the South East in adopting Sit at home as a Nigerian National model of protest. It is excellent and effective if properly organized and executed.
“I support the protests. The South East supports the National Protests. Ndigbo sat at home and protested with their absence from the roads, markets, businesses, offices and worship centres.
“We denied our detractors the opportunity to kill, wound, arrest, detain, and imprison us. We denied them the opportunity to destroy and loot our stores, shops and businesses.
“On August 1st, detractors and oppressors of Ndigbo joined the mass of Ndigbo to support and celebrate sit at home by shouting that everywhere in the South East was calm, quiet and peaceful. It was a peace of the graveyard. It is the new model of protest in Igboland. This is the cool and lovely model of Igbo protests.
“The sit at home of August 1st was a sweet victory for the genuine people and leaders of Ndigbo not their detractors who oppose sit at home.
“Governors, Ministers, National and State Assembly members who opposed sit at home embraced it as their success on August Ist.”

Tinubu’s broadcast failed to address pains of angry, hungry Nigerians – Lawyer
A popular Ondo State-based lawyer and human rights activist, Tope Temokun, has stated that the nationwide broadcast of President Bola Tinubu failed to address the anguish and pains of Nigerians.
According to Temokun, most Nigerians who had anticipated a soothing speech from the president, were left disappointed as Tinubu refused to acknowledge the hardship being experienced across the country.
The activist, who disclosed that the President is insensitive to the plight of Nigerians, maintained that it was disappointing that there was no measure to cushion the impact of the biting economy on the citizens.
The lawyer emphasised that Tinubu linking the protest to the handiwork of those with political agenda was an indication that he was yet to get the message and signals that the people were in deep pain.
He said, “In the introductory to the August 4 early morning broadcast today, President Tinubu took off by saying he speaks with a heavy heart, but shortly after that line, the president said that his government would not sit by idly and allow a few with a clear political agenda to tear the nation apart. This statement is too sad.
“It shows the president has not come to terms with the fact that his citizens are struggling to survive excruciating hunger under his government.
“This aspect smacks of malice, insensitivity, and a sense of no responsibility to the citizens. In fact, the broadcast is an indictment on the protesters that the protest wasn’t a genuine response of reasonable youths who are truly hungry but just a handiwork of a few with a political agenda. The most dangerous liars are those who think they are telling the truth.
“This makes me weep that I belong to a nation in which, when people come out in hunger and frustration to cry for solutions for survival, their president would merely and briskly tag their cries as just the handiwork of a few with a political agenda. It shows the president didn’t feel our pain.
“The president said further that he hereby enjoined the protesters to suspend their strike and create room for dialogue without speaking directly to our pain and palliate the citizens by telling us as citizens what will be the price of bread from tomorrow, what the fuel stations will sell per litre of fuel tomorrow, and whether the price of yam will go down or not in the market going forward.
“All of the economic postulations he piled up in that speech are nothing new; they are routine government old stories, and there is no assurance to the protesting youths that their pain will be alleviated as soon as possible.
“In all, the speech is a failure! It did not talk to the angry and hungry youths of a nation crying to live.”

Suspend protest, negotiate with govt – Shehu Sani
Shehu Sani, former Kaduna Central Senator, has urged the organizers of the EndBadGovernance protest to negotiate with the Federal and the state governments.
Sani said with the nationwide address of President Bola Tinubu, the organizers should suspend the nationwide protest.
He noted that democracy can only work when aggrieved Nigerians opt to negotiate with their government.
Posting on X, Sani wrote: “After the President’s speech, the Protesters should suspend their protests and raise a team to dialogue with the Government at the Federal and state levels; there, they can negotiate on their demands. That is how democracy works.”
Since Thursday last week, Nigerians have been protesting against the hardship in the country.
The protesters had made several demands, including a return of fuel subsidies, improvements in living standards, cut in the cost of governance, reduction in electricity tariffs, and solutions to escalating insecurity.
Following the protest, Tinubu addressed the nation on Sunday.

EndBadGovernance: You don’t have special market – Dino cautions security officers harassing protesters
Former gubernatorial candidate of the Peoples Democratic Party, PDP, in the last election in Kogi State, Senator Dino Melaye has cautioned security operatives against maltreating protesters.
There are reports that some Nigerian youths protesting against the high cost of living in Nigeria have been manhandled by the police and other security operatives.
Some protesters were allegedly gunned down on Saturday in Kano State after the EndBadGovernance protest turned violent.
Speaking on the matter, Dino Melaye in a post on X microblogging platform, expressed dissatisfaction in the security officers.
He urged the operatives to rescind from such duties, stressing that the economic downturn was affecting everyone, including them.
The post reads, “We all go to the same market, same filling station, spend the same naira, police and other security agencies have no special market or special filling station.
“Treat the people with respect. After all, they are your cousins, brother, sister, sons, or relatives”.

Gov Mutfwang imposes 24-hour curfew on Jos, Bukuru metropolis
The Plateau State Governor, Caleb Mutfwang, has imposed a 24-hour curfew on Jos and Bukuru metropolis.
The curfew took effect from midnight on Sunday.
The decision was in response to reported cases of looting and violence by hoodlums in the Bauchi Road community and Zolo Junction.
The Director of Press and Public Affairs to the Governor, Gyang Bere, said in a statement on Sunday night the curfew aims to enhance security and maintain public order.
Governor Mutfwang condemned the actions of criminal elements who exploited the nationwide protest to unleash terror on innocent citizens, looting shops and restaurants, and urged everyone to comply with the curfew to ensure safety and well-being.
He warned those planning further violence to desist or face the full wrath of the law.
He directed security agencies to enforce the curfew and remain vigilant.

The statement read: “In a decisive move to enhance the security of lives and maintain public order, Plateau State Governor, Caleb Mutfwang,has imposed a 24-hour curfew on Jos/Bukuru Metropolis, effective from midnight on Sunday, August 4, 2024.
“Governor Mutfwang, in consultation with state security agencies, took this decision after reviewing the actions of unscrupulous individuals who exploited the nationwide protest to unleash terror on innocent citizens.
“The governor noted that these criminal elements, armed with daggers, machetes, and other dangerous weapons, broke into shops and restaurants along Bauchi Road and Zololo Junction, looting foodstuffs and other valuable items.
“Governor Mutfwang emphasized that the curfew is in the best interest of all citizens and urged everyone to comply fully to ensure the safety and well-being of all residents. He directed security agencies in the state to ensure the total enforcement of the curfew across the Jos/Bukuru Metropolis
“The curfew will be strictly enforced across the Jos/Bukuru Metropolis, and residents are advised to stay indoors and avoid any gatherings or movements during the 24-hour period.”

‘A wishful thinking to expect succour from Tinubu’, Dele Momodu faults president’s address on protests
The publisher of Ovation Magazine, Dele Momodu, has criticised President Bola Tinubu’s Sunday broadcast, saying the speech lacked substance
In a post on his X handle on Sunday, the Peoples Democratic Party ( PDP) chieftain said the president failed to address key issues that led to the nationwide #EndBadGovernance protests that kicked off on August 1.
Momodu‘s criticism of Tinubu’s address followed similar knocks by prominent Nigerians including former Vice President Atiku Abubakar, Nobel Laureate, Prof. Wole Soyinka and former Minister of Education,Oby Ezekwesili, among others, who all believe the president’s address did not resonate with ordinary Nigerians.
The Ovation publisher said he did not really expect anything different from what the president reeled out because his media team would not tell him the true situation on ground.
He wrote:
“Fellow Nigerians, after the long awaited speech of PRESIDENT BOLA Tinubu eventually came this morning, I’m sure most of you would be as stupefied as me.

“I must confess that I had little hope of Tinubu granting some concessions to the aggrieved Nigerians.
“As a man who has held iron grip on Lagos State in the last 25 years, it would be difficult for him to change a winning formula that has worked for him ever since.
“Also, what did we expect his advisers to be telling him when most of them have been his most fanatical cronies from Lagos who have learnt never to challenge the Master?
“So it was mere wishful thinking on the part of incurable optimists like me to think he was going to have mercy on hapless and seemingly helpless Nigerians.
“Just for academic purposes, let’s reel out what a sensitive leader, who craves the rightful position in posterity, would have done and said:
1. In view of the unprecedented suffering being experienced by Nigerians, we have decided to cut the cost of governance drastically.
Some Ministries will be scrapped and some Ministers, Permanent Secretaries and all redundant personnel would be eased out. No official cars would be procured anytime soon.
2. The number of aircrafts on our Presidential fleet will be reduced to maximum two. I offer sincere apologies that we went ahead to invest in luxury items at this bad times. We shall place immediate embargo on subsequent purchases.
3. Subsidy of petroleum products will be reviewed thoroughly to ascertain the genuine costs and true billing of the controversial payments.
While we hope to achieve this in maximum of three months, we shall revert to old prices within this period in order to reduce the heavy burden on our people.
We shall also escalate work on our existing refineries without which we shall be throwing away loads of resources. Nothing has stalled our refineries other than reckless corruption. This we are blocking immediately.
4. Instead of tasking civil servants and politicians to handle students loans and vocational grants, we shall engage reputable accounting firms and banks to set up modalities for credits and activate the disbursements…” – CHIEF DELE MOMODU
