JAMB to effect new rate next year

The board said it picked next year for registration of Universal Tertiary Matriculation Examination (UTME) candidates because it wanted the reduction in the cost of selling its forms approved by the Federal Government to take effect.

Chairman, JAMB Governoning Board, Dr. Emmanuel Ndukwe, disclosed these at an event to celebrate some staff of the board who retired recently in Abuja.

Dr. Ndukwe explained that the reduction followed recommendations made by management and board of JAMB to the government because it was becoming difficult for some parents to raise the N5,000 currently charged by the board.

Although he commended the government for approving the reduction, Dr. Ndukwe said it would affect the amount that JAMB would return to the federal government next year.

He said: “You are aware that the Federal Governmeng has reduced the cost of JAMB forms from N5,000 to N3,500 but it is going to take effect from next year. Therefore, if we now starts selling the forms today, we will still sell at the cost of N5,000 because the approval does not cover for now. That is why we have shifted the sale of JAMB form to any day from first of January.

“it is a very good move from the federal government based on our recommendation. We recommended to the federal government. Even though we are returning money to the coffers of the federal government, our primary objective is not just to make money because that money is coming from somewhere and it is difficult for some people to raise that money and pay for JAMB form even though JAMB form is among the cheapest in the whole world.

“Considering the spirit of president Muhammadu Buhari, he is a man of the people. Whatever he will do in the interest of the masses he will do it. So he graciously accepted the recommendations from JAMB management and board to reduce the price and that will also reduce the amount of money that JAMB will return to the coffers of the government from next year but it is good for the general good of the populace.

It was also learnt that the board had so far offered admission to 470,000 students.

“As we were in the board meeting, admission were still going on. On the screen we were seeing it. It is changing by the minute,” he said.

Dr. Ndukwe said the board will fully implement the Central Admission Processing System (CAPS).

“We are looking forward to the full implementation of CAPS. That is the best thing that will happen to education in Nigeria. If any child is qualified, central admission processing system will guarantee that that person is admitted. People should be patient and pray as we are implementing CAPS, let is come into full operation from 2019.

“You don’t need to know anybody to have admission and that is our mission now,” he added.

Yuletide: PPMC assure of stable petroleum supply

The Managing Director, Petroleum Products Marketing Company (PPMC) Alhaji Umar Ajiya has reassured Nigerians of adequate supply and availability of  petroleum products  to cover the yuletide and beyond.

PPMC is a subsidiary of  the Nigerian National Petroleum Corporation (NNPC)

Ajiya told the News Agency of Nigeria (NAN), on Sunday in Abuja that there was no need for panic buying of product over the oil workers demand for payment of outstanding subsidy claims.

“Nigerians should go about their normal businesses as adequate arrangements have been put in place by the NNPC and PPMC to ensure that there is continuous supply and uninterrupted distribution of petroleum products throughout the country,’’ he said.

He added that all the 618 NNPC retail stations and all the NNPC depots would be operational across the country throughout the festive season to ensure seamless supply and distribution of petroleum products.

Commenting on the payment of the outstanding subsidy claims, he said that government had assured that it would pay oil marketers by Dec. 14 according to the agreement by both parties.

“I believe that the unity and interest of the nation should be utmost desire of all and oil marketers have their own role to plays in achieving this,’’ he added

He urged oil marketers to ensure that Nigerians did not suffer during the yuletide.

NAN reports that the Federal Government pledged to pay oil marketers N236 billion of the N348 billion approved by the Nation Assembly as outstanding subsidy claims on Dec. 14.

Government said that the payment which was the first tranche would be made through promissory notes that would be issued by the Debt Management Office (DMO) as agreed by both parties.

But Depot and Petroleum Products Marketers Association of Nigeria (DAPMAN) on Friday issued a counter statement saying that there was no agreement reached with government.

The association said it failed to reach legitimate demands of the association which was that the claims should be paid in cash instead of through the promissory note.

Nigeria has 70 million housing deficit- Nigeria

Mr Mustapha Shehuri, the Minister of State 1 for Power, Works and Housing, has expressed concerns over lack of housing for more than 70 million Nigerians.

Shehuri who made the disclosure in Calabar on Sunday in an interview with the News Agency of Nigeria (NAN) said “ the development was worrisome to the Federal Government.’’

He stated this after the inspection of the National Housing Programme of the Federal Government at Ikot Omin community in Calabar.

He told NAN that the President Muhammadu Buhari-led administration was determined to provide affordable houses for millions of Nigerians, who do not own houses.

According to him, the Ministry has been strategising on how to launch the phase two of the project in the state with a view to providing more houses for Nigerians.

‘‘This is National Housing Programme and it is meant to provide affordable houses for Nigerians.

‘‘There is a value that one has to pay to own a building like this; that is why the buildings here are for all Nigerians that can afford it.

‘‘This is an attempt to make houses affordable to all Nigerians because according to statistics, more than 70 million Nigerians don’t have houses.

‘‘The contractors have written to us that they need more release of funds to enable them complete the project.

‘‘I am going to take this up to ensure that money is released to enable them complete the building in the first quarter of 2019,’’ he said.

Mr Orok Effangha, the contractor from Tictos Limited, said that the project had brought development to the Cross River community.

He added that the Federal Government’s efforts would go a long way in solving the housing deficit in the country.

The minister, who also inspected the Emergency Repair of Washout at Pamol, along the Calabar-Odukpani highway, praised the Sermatech Construction Company for the good work done.

He gave assurance that the Federal Government would intensify efforts in ensuring that all federal roads in Cross River are rehabilitated.

Briefing the minister earlier on the emergency repair, Mr Bassey Nsentip, Federal Controller of Works in Cross River, said the project was awarded to Sermatech Construction in 2017.

He said the project commenced on Aug. 4, 2017 as soon as the ministry noticed a collapse of a section of the culvert on the road.

‘‘At that point, Calabar was almost cut-off from the rest of the country. So the ministry intervened immediately and commissioned Sermatech to move in to fix the road.

‘‘We worked from Aug. 4 and about Dec. 8, 2017, the job was completed.

‘‘Before the completion of the project, we created a diversion to ease movements (of vehicles) because the road was almost cut-off.

‘‘Since that time, the project has been opened for public use for over a year now,’’ he said.

Boko Haram: Italy to deliver 6 gunship helicopters to Nigerian Air Force

The Nigerian Air Force (NAF) said it was expecting delivery of new fighter aircraft from both the United States and Italy to intensify its aerial campaign against the Boko Haram insurgency in the Northeast.

The aircraft being expected are 12 Super Tucano, which the United States said would not be ready until 2023 and 6 Augusta 109 Power Helicopter gunship from Italy. The Air Force chief did not state the date of delivery of the latter.

Chief of Air Staff (CAS), Air Marshal Saddique Abubakar broke the news about the new aircraft this while inaugurating Modular Theatre at the 465 Nigeria Air Force Hospital in Kano on Saturday.

There was also some vagueness about the delivery date of the Super Tucano, when NAF officials met with the officials of the United States Department Of Defence (US-DOD) in Abuja.

Brig.-Gen. Sean Farrell, the Director of United States Air Force Security Assistance and Cooperation (AFSAC) Directorate, promised the Nigerian Air Force (NAF) of on-schedule delivery of the 12 units of A-29 Super Tucano aircraft, which were paid for by the Federal Government in April.

Farrell and members of his team were in Nigeria to discuss the delivery schedule of the aircraft as well as the construction at NAF Base, where the aircraft would be stationed.

The American Air chief expressed the readiness of his team to complete the execution of the contract in record time.

In Kaduna, Abubakar said: “I have just inspected the hanger here at the NAF base where three of our aircraft are being reactivated.

“It is in line with our commitment to have a professional Air Force which also has the necessary equipment to enable it discharge its duties effectively,” he said.

He commended President Muhammadu Buhari for his continued support to the service pointing out that the Federal Government had within the last three years procured 18 brand new aircraft for NAF.

He said NAF would continue to support its personnel with the view to enable them to continue to provide the necessary security for Nigeria and Nigerians.

On the Modular Theater, the Air Chief said its commissioning showed how committed the present administration is in meeting the healthcare needs of its personnel.

While calling on the hospital management to make the facility available to civilians around the area, Abubakar urged NAF personnel and their families to take advantage of the facilities provided.

“The facility will go a long way in improving health care delivery to both NAF personnel and communities around the hospital,” he said.

Earlier, the Chief of Medical Services, NAF headquarters, Air Commodore M. E. Sha’aibu said with the inauguration, injured personnel from the theatre operation in the Northeast could be evacuated to the hospital for treatment.

“Although the theatre was built six years ago, it was neither fully completed nor equipped so could not be put to use.

“However, realising the importance of the hospital in support of our operation in the Northeast, CAS directed that the theatre be completed, equipped and put to use immediately,” he said.

He said that the theatre comprised of offices, reception, lecture, common and recovery rooms and two operating suites.

He added that it is also equipped with modern anesthetic machine, operating tables, theatre lamps, C-arm machines and operating microscopes.

He commended CAS for providing funds for the maintenance of the equipment in the Radio diagnostic department of the hospital in addition to employing seasoned consultants.

Osinbajo reassures of transparency in governance under Buhari

Vice-President Yemi Osinbajo says President Muhammadu Buhari will neither steal nor allow stealing in his administration.

He said this in Lagos as he commenced a door-to-door campaign for the ruling All Progressives Congress (APC) ahead of the 2019 general election.

While speaking with party members from the 57 local council development areas (LCDA) in the state, Osinbajo urged them to go from house to house to tell the people about the achievements of the party after three years in office.

The vice-president said they must prevent people who have stolen money from the nation’s treasury in the past from coming back into government.

“After 16 years of ensuring that the country did not make progress, they want to come back. They will never come back again. We are making progress and we will continue to make progress. We are going to the next level,” Osinbajo said.

“The most important thing of all is that we will prevent a situation where people who have stolen our money in the past come back into government. If they do, there won’t be progress no matter what they say.

“The money of this country must be preserved so that it will benefit us all. Education, healthcare, jobs, if you don’t have money, you can’t do them.

“There are only two types of leaders in Nigeria, those who want to steal the money and those want to use the money for the common good.

“If we want progress for our country, we must make sure that we put in place those who want to use the money for the common good, not those who want to steal it.”

President Muhammadu Buhari has promised to sign the petroleum industry bill (PIB) once it is transmitted to him.

Speaking in Abuja at the 40th anniversary of the National Union of Petroleum and Natural Gas Workers (NUPENG), the president said he is a worker-friendly president.

Buhari was represented by Chris Ngige, the minister of labour and employment, urged the workers to support his administration towards ensuring better welfare for workers.

The theme of the anniversary is, “Nigeria Oil and Gas Workers; Yesterday, Today and Tomorrow,”.

“(I am) a worker-friendly president who is concerned about better working conditions for workers,” he said.

“(I) respect the rule of law and the law of the land. (I) promise to sign the Petroleum Industry Governance Bill once it is brought to (me).”

In his address, Williams Akporeha, NUPENG president, said there is a wrong perception about the union.

“The enormous challenges confronting our union, most especially with regards to the employers, government and general public perception of our enormous powers, influence and ever constant solidarity,” he said.

“We know that most often many employers are scared of relating with us and this wrong perception is sometimes responsible for the hostile attitude to our efforts in organising their employees.

“In the light of this realisation, our administration will embark on massive public image polishing and mending relationship with all aggrieved stakeholders.

“We pledge to be more cooperative and collaborative in our dealings but without compromising on the best interest of our members and global labour best practices.

“We have further resolved to be more open and engaging in social dialogue with all stakeholders.

“We urge everyone, government, employers and the public to know that we are fully committed to rendering efficient, effective and public/stakeholders friendly services to our dear country and its citizens.”

Buhari would have breached ECOWAS protocol signing Electoral Bill

Senator Ovie Omo-Agege (Delta Central) said the ECOWAS Protocol on Democracy and Good Governance forbids President Muhammadu Buhari from signing the Electoral Bill.

The All Progressives Congress (APC) lawmaker gave this insight in a phone interview with the News Agency of Nigeria (NAN) in Abuja on Friday night.

Article 2 of the protocol forbids member countries from making “substantial modification” to their electoral laws less than six months to elections “except with the consent of a majority of political actors”.

Omo-Agege, who is a staunch supporter of the President, noted that with the elections less than three months away, signing the bill would violate the ECOWAS instrument.

NAN reports that the presidential and National Assembly elections are slated for Feb. 16, 2019, while those of governorship and State Houses of Assembly elections will hold on March 2.

Omo-Agege said, “I have yet to see the president’s letter to the Senate, but this bill means so much to Mr President. On a good day he would want to sign it.

“However, without even seeing the reasons he has advanced so far, I am aware of the challenges posed by the ECOWAS protocol.

“I don’t know if that is part of the reasons he has advanced, but with the bill coming two months or thereabout before the election, assenting to it will breach the protocol.”

NAN reports that Buhari did not mention the ECOWAS instrument as part of his reasons for declining assent to the bill for the fourth time.

The president’s latest decision came in a letter dated Dec. 6, 2018 and addressed to both chambers of the National Assembly.

He said signing the amendment bill with elections close by could “create some uncertainty about the legislation to govern the process”.

“Any real or apparent change to the rules this close to the elections may provide an opportunity for disruption and confusion in respect of which law governs the electoral process,” he stated.

Buhari, therefore, asked the National Assembly to specifically state in the bill that the amended Electoral Act would come into effect after the 2019 general elections.

Reacting to the development, Sen. Peter Nwaoboshi, who represents Delta North on the platform of the main opposition Peoples Democratic Party (PDP), said the reasons given by the president were “untenable”.

“It is not a good reason for him not to sign the bill because the Senate worked with INEC (Independent National Electoral Commission) in preparing that bill.

“If INEC felt otherwise, they would have advised us when we were working on it.

“You are aware of the controversy that this issue of amendment of the act has generated, with people accusing the Senate of not wanting to amend the act.

“We amended it, but he declined assent the first, second and third time; he made certain observations, which we agreed with.

“We sent it again, and the reason he is giving now is that it will disrupt the election. It is really unfortunate,” he said.

An Abuja-based lawyer and civil rights campaigner, Mr Frank Tietie, said the credibility of the 2019 elections was at stake without the compulsory use of card readers as proposed in the bill.

Although, INEC has been using the card reader for elections since 2015, there is no provision for the technology in the extant electoral law, making its use optional.

Tietie said, “Without the card reader and electronic transmission of results, our elections have been subjected to might, brute force and the power of money.

“Card readers and electronic transmission of results have totally eliminated that, and there is need for a legal force to that.

“This is what the amendment seeks. Buhari’s refusal to allow the card reader and electronic transmission of results will only lead to electoral compromise,” he said.

In September, Sen. Ita Enang, Buhari’s Senior Special Assistant (SSA), said the president had no problem with the use of the card reader contrary to allegations by the opposition.

Osinbajo embarks on house-to-house campaign in Lagos

Vice President Yemi Osinbajo said the difference between President Muhammadu Buhari and other presidential candidates for the 2019 elections is that the president will not steal or allow stealing.

Osinbajo made the declaration in Lagos on Saturday at the flag off of his door-to-door campaign in Lagos State.

He visited some parts of Sogunro community, Ogba in Ikeja Local Government.

Addressing the crowd, the vice president said there were leaders who would steal and those who would use the country’s money for the common good, noting that Buhari belonged to those who would use the country’s money for common good.

“In four years, PDP spent 383 billion US dollars. And they want to come back. 16 years is enough.

“After 16 years of ensuring that the country did not make progress, they want to come back. They will never come back,” he said.

Osinbajo said that Nigeria’s greatest problem was corruption and not planning because without money you could not executive any plan; hence the need to stop those who had stolen in the past from returning.

The vice president said the door-to-door campaign was more effective in reaching out to the people, saying it goes a long way in speaking directly to the people about the plans of the government for the people.

He also campaigned door-to-door in Abuja during the week.

Also speaking, the Director-General of the Prof Yemi Osinbajo Support Group, Pastor Yomi Kasali, said the organisation had raised 900,000 canvassers for Lagos State.

He explained that each canvasser was expected to meet with 50 people.

Olonishakin: A strategist and a reinvigorated Nigerian Armed Forces

When I learnt few days ago that In recognition of his successes towards ending terrorism in Nigeria and the Lake Chad basin, the Coalition for Governance and Leadership in Nigeria will present the Chief of Defence Staff (CDS), General Abayomi Olonisakin, with the 2018 African Man of the Year award, ‘at last” I thought to myself. The great strategist and a fine military chief deserves even more, perhaps a medal for his salient role in bringing the dreaded Boko Haram terrorist group to their knees.

Before the advent of Gabriel Olonishakin as the Chief of Defence Staff CDS in 2015, Nigerians were all witneses to the abysmal humanitarian crisis occasioned by the activities of Boko haram and other rebel groups in the country due largely to lack of pproper cordinatrion of the counterinsurgency war. General Olonishakin came in and changed the tide. He demonstrated that the Nigerian armed forces has all it takes to tackle terrorism and other security challenges bedeviling the country by designing a well-coordinated strategy that has since reinvigorated and sustained the winning spirit and determination of the Nigerian military.

“After carefully observing the commitment of General Olonisakin towards fighting insurgency and suppressing emerging terrorists like Militia herdsmen, the Indigenous Persons of Biafra, IPOB, the Islamic Movement of Nigeria, IMN, cattle rustlers and other bandits across the country, it is necessary to applaud his efforts so that he can be motivated to do more for the country” says Comrade Okpokwu Ogenyi, the Coordinator of the Coalition bequeathing the honor on the CDS in a bid to spur him to do more in the fight against Insurgency in the country.

In December of 2015, the CDS did something that would later serve as a major success factor in the prosecution of the war against terror. As part of his resolve to restructure the Defence Headquarters, he established the office of Campaign Planning, Coordinating Centre for Naval Component, Theatre Commander and Deputy in Operation LAFIYA DOLE as well as Theatre Media Office to coordinate the operational activities of the Armed Forces. CDS carried out the restructuring in order to inject new tactics, operations and robust initiatives to attain efficiency and professionalism in the major operations nationwide where rule of law and human rights are strictly adhered to

After his appointment by president Muhammadu Buhari in 2015, he took over the coordination of about 14 security operations across Nigeria with more focus on the Northeastern region. As the chief strategist, Olonishakin focused on enhancing efficiency and tactics to enable troops perform better during operations and meet fluctuating threats across the country.

The CDS has always affirmed his commitment to indivisible Nigeria, and has evolved countless strategies that has been helping the military to continue to fight for the unity of our dear country. This is evident in his hardline stance in the fight against terrorism, illegal oil bunkering, cattle rustling and other forms of illegalities and crimes that are plaguing our nation.

Olanishakin has ensured that national approach to combating terrorism is strategic, comprehending both preventive and response driven measures. His approach as the head of the Nigerian armed forces sees to it that strategies envisage a crisis management structure that facilitates interagency cooperation and minimizes competition and disputation. He has encouraged interagency coordination, and created a number of avenues for putting the principles into practice.

The CDS came with a clear vision which is “to ensure a well motivated, trained and equipped Armed Forces that is responsive to national security commitments” and he has since then, made certain that the pursuance and drive of all operational responsibilities of the Defence Headquarters is guided by the vision.

Since his emergence as overall boss of the military, Boko Haram and allied rebel groups have had it rough. General Olonishakin has been leading efforts to strategise and restrategise operations of the Nigerian armed forces in a bid to meet up with president Buhari’s directive to end the Boko Haram menace. Inspite of the recent resurgence of Boko Haram attack, the Nigerian Armed Forces has continued to work towards eliminating insurgents and acts of insurgency being perpetrated by members of Boko Haram with a concerted efforts to ensure that the terrorists are not able to regroup and returning to making life difficult for civilians.

Despite this high level of successes that the Army has achieved so far under the CDS, troops have not relented on being on the trail of the terrorists who now operate majorly from outside the territory of the Federal Republic of Nigeria.

As an institution, under the CDS, the Nigerian Armed Forces can pride itself as having professional men and women comparable to the best anywhere in the world. To ensure fineness and excellent operational capabilities, the CDS guarantees that military officers are trained and retrain in line with changing trends in military operations including intelligence gathering to keep them fit for operations at all times.

Olonishakin is at the centre of the planning and coordination of strategies with other security chiefs that helped in bringing down Boko Haram and other rebel groups across the country. Refered to as the “strategist” in some quarters, the man has successfully overseen the realization of president Buhari’s target to end insurgency. Agreed, there are still pockets of attacks by insurgents, however, no Nigerian territory is been held or controlled by insurgents.

The Nigerian armed forces are fighting on multiple front to keep the country safe. The approach is no longer of just bullet and bomb showers, there is proper coordination and synergy between all security agencies and this is thanks to the leadership of the current CDS. If you ask me I’d say this CDS General Olonishakin is the best we have seen in years.

Troops repel Boko Haram attack in Borno

Troops of Operation Lafiya Dole have successfully countered a Boko Haram insurgents’ attack at Jakana village in Kaga Local Government Area of Borno.

News Agency of Nigeria (NAN) reports that the insurgents coordinated the attack at Jakana barely 12 hours after the troops repelled them in Bama and Rann communities.

Eyewitness reports by residents of the area revealed that the gallant troops engaged the insurgents in a gun duel to repel the attacks.

A competent source at the Civilian Joint Task Force (CJTF), disclosed that heavily armed insurgents attacked Jakana at about 8 p.m. Friday.

The source disclosed that the troops, with support of other security personnel and members of the vigilante, engaged the criminals in serious gun battle which lasted for over an hour.

The sources also said that the troops routed the insurgents and many of them escaped with gun shot wounds.

The vigilante fighter added that there were no casualties on the part of the troops and members of the public in the attack.

It will be recalled that troops had earlier repelled attacks by the insurgents at Bama and Rann in the early morning hours of Friday.
