Emmerson Mnangagwa, President of Zimbabwe has thanked Nigeria for providing relief materials to the country when it suffered tropical cyclone Idai.

Mr. Mnangagwa expressed his appreciation when he received the federal government delegation led by the Minister of Foreign Affairs, Geoffrey Onyeama, on Wednesday at the State House in Harare.

He said: “We are happy that the leadership of Nigeria has realised that their brothers and sisters here in Zimbabwe visited by cyclone Idai need assistance.

“They brought lots of medicines and other materials to be given to people who have suffered the devastation.

“And in my own view, this is a demonstration to the people of Zimbabwe a friendship and support from Nigeria which was a front line state during the struggle for apartheid.

“The bond between us is demonstrated by this support and assistance.

“So, to the people of Nigeria, I say the people of Zimbabwe are extremely happy and grateful for the support they have given to us.

“Most of us in my generation were trained in Nigeria, and that is why we are now independent and Nigeria and Zimbabwe have come a long way.’’

INEC withdraws return certificate from Buhari’s ex-aide, gives it to minister’s son

Kawu Sumalia

The Independent National Electoral Commission (INEC) on Monday issued a Certificate of Return for the House of Representatives seat in Sumaila/Takai Federal Constituency of Kano to Shamsuddeen Dambazau, son of the Minister of Interior Abdulrahman Dambazau.

The certificate had earlier been issued to Kawu Sumaila, a former senior special assistant to President Muhammadu Buhari on National Assembly matters.

The Federal High Court in Kano on April 18 disqualified Mr Sumaila as the duly elected lawmaker on the platform of the All Progressives Congress (APC).

Mr Dambazau approached the court challenging the nomination of Mr Kawu-Sumaila as APC flagbearer on the ground that the former presidential aide never participated in the House of Representatives primary election.

Issuing the Certificate of Return on Monday, INEC National Commissioner, Amina Zakari, said the issuance of the certificate is on the order of the court.

“INEC is a law-abiding organisation and respects the rule of law hence the issuance of the certificate to Alhaji Muhammad Shamsuddeen,’’ Mrs Zakari said.

Mr Sumaila had indeed contested the Kano South senatorial ticket of the APC. He lost to a serving senator, Kabiru Gaya.

Later, the state chapter of APC compensated him with House of Representatives ticket of the Sumaila/Takai federal constituency which is also within the Kano South senatorial district.

In its April ruling, the judge ruled that the action of the APC was illegal as the ex-presidential aide did not participate in the APC primary for the House of Representatives.

TRIBUNAL URGES ATIKU TO FILE APPLICATION FOR DISQUALIFICATION OF BULKACHUWA

The Presidential Election Petition Tribunal on Wednesday directed the Peoples Democratic Party and its candidate, Alhaji Atiku Abubakar, to file a formal application asking the President of the Court of Appeal and chairman of the five-man panel, Justice Zainab Bulkachuwa, to withdraw as a member of the tribunal.

The tribunal gave the directive following the meeting the panel members held with lawyers appearing in the case earlier on Wednesday.

Announcing the tribunal’s decision, Justice Bulkachuwa said that the petitioners’ legal team led by Dr. Livy Uzoukwu (SAN), asked her to recuse herself from the panel at the meeting held in chambers.

She said the request by the Uzoukwu followed an earlier letter she received from the PDP’s National Chairman, Uche Secondus, also demanding she disqualifies herself from further participation in the panel.

She said since the matter was already in the public domain, the panel had decided to have the issue treated openly.

Responding, Uzoukwu said his team would file a formal application to that effect on Thursday.

The respondents’ lawyers comprising Chief Wole Olanipekun (SAN), Yunus Usman (SAN) and Lateef Fagbemi (SAN) representing President Muhammadu Buhari, the Independent National Electoral Commission, and the All Progressives Congress, said they would need time to respond to the application.

She then adjourned till May 22 for the hearing of the petitioners’ application.

In its letter received to the Court of Appeal’s President’s office in Abuja, on May 9, the PDP had alleged that as the Chairman of the five-man panel, Bulkachuwa would likely be biased in the handling of the tribunal’s proceedings because of her ties to family members belonging to the All Progressives Congress.

The party, in the letter which was signed by its National Chairman, Uche Secondus, and it’s National Secretary, Umaru Tsauri, specifically said Bulkachuwa’s husband, Adamu Bulkachuwa, contested and won the Bauchi North Senatorial District election on the platform of the APC during the February 23, 2019 poll.

The party also complained that Bulkachuwa could have by a comment she made during the inaugural sitting of the tribunal on Wednesday, prejudged its petition challenging the outcome of the February 23, 2019, presidential election.

It stated that Bulkachuwa’s claim in her speech to the effect that there would always be complaints no matter how an election was well-conducted, had “rocked” its confidence in the panel led by her.

Goverbor Abdullahi Ganduje

Four kingmakers in Kano Emirate have sued Governor Abdullahi Ganduje for creating four new emirates and appointing first-class emirs for them. They also want the court to set aside the creation of the new emirates in Rano, Gaya, Karaye and Bichi.

Other defendants joined in the suit are the Speaker of the Kano House of Assembly, the Kano House of Assembly and the Attorney General of Kano State. Also included are the new emirs: Tafida Abubakar-Ila, Ibrahim Abdulkadir, Ibrahim Abubakar ll and Aminu Ado-Bayero.

The four plaintiffs are Madakin Kano, District head of Dawakintofa, Yusuf Nabahani; Makaman Kano, District head of Wudil, Abdullahi Sarki-Ibrahim; Sarkin Dawaki Mai Tuta, District head of Gabasawa, Bello Abubakar and Sarkin Ban Kano, District head of Dambatta, Mukhtar Adnan.

The summons specifically asked the court to set aside the appointment of Messrs Tafida Abubakar-Ila, Ibrahim Abdulkadir, Ibrahim Abubakar ll and Aminu Ado-Bayero as Emirs of Rano, Gaya, Karaye and Bichi respectively.

It also requested the court “to restrain Tafida Abubakar-Ila, Ibrahim Abdulkadir, Ibrahim Abubakar ll and Aminu Ado-Bayero from parading themselves as Emirs of Rano, Gaya, Karaye and Bichi respectively.”

They argued in the writ of summons that “Kano existed for over 1000 years since 999 AD. Following the Fulani Jihad led by Shehu Uthman Danfodio of 1804 and the conquest of Kano in 1807, it became an emirate under the ridership of an emir.

“The plaintiff are the traditional Kingmakers of Kano Emirate representing the leading Fulani clans that led the Jihad in Kano, namely, Yolawa, Jo6awa, Sullubawa and Dambazawa clans. They have exercised the traditional responsibility of Kingmakers since circa 1819, in addition to being district heads and superintending over various territories within the Kano emirate.

“The defendants acting capriciously, arbitrarily and in manifest bad faith, hurriedly, without observing due process or conducting any hearing and in a pretended exercise of purported constitutional powers passed a law claiming to alter this over 1000 years of history and tradition by creating or establishing this so-called new Emirates of Bichi, Rano, Gaya and Karaye and appointing new Emirs to these so-called new Emirates.”

The writ of summons requested Mr Ganduje and seven other defendants “to enter appearance within 21 days of receiving the writ.”

Minister of Agriculture and Rural Development, Chief Audu Ogbeh said, Agriculture offers huge opportunities for solving problems.

Chief Ogbeh was speaking as Guest of Honour at the Monthly Meeting of Heads of Missions of European Union member state countries, as Special Guest of Honour in Abuja.

In his address, the Honourable Minister presented a report on Agriculture in Nigeria in the present dispensation, highlighting the prospects, challenges and the way forward.

He particularly harped on job creation for the youths to address the increasing challenge of rural-urban migration and mass movement of young people to Europe across the desert; increasing population growth and the implication on food security.

“Fortunately for Africa, and for Nigeria in particular, Agriculture offers us huge opportunities for solving this problem, and our current agricultural agenda targets action to create wealth through crop, livestock, tree crop and fisheries production and, most importantly, value addition.

“We want to take steps to make sure that our children do not continue to live a life of hopelessness. Nor continue to dream that arriving in Europe means instant wealth and comfort. We want to teach our children to work, to earn a living and not continue to be a burden to our European friends and partners.

“We envisage that by embarking on this programme, we would begin to immediately reverse migration first from the cities to the villages, and even from the cities in Europe, back to Africa. Because it is not for lack of what to do, but lack of will to do what is right.

“The strength and unity of our country depends on these rural areas’ development and growth as a country with strong roots with an economic backbone steeped in agro-industrialisation.”
