Borno Governor commends Army hqtrs for swift investigation

… Says action shows Buratai’s good leadership

Borno Governor, Professor Babagana Umara Zulum has paid tribute to headquarters of the Nigerian Army for the swiftness with which the Army announced readiness to immediately investigate conducts involving stop and search of passengers around Njimtilo.

Zulum spoke in reaction to a statement issued last night by Colonel Aminu Iliyasu, Coordinator of the Army’s Operations’ Media Centre.

The Governor, in a statement released by his spokesman, Isa Gusau, said the speedy response from the Army Headquarters only reaffirms what every Nigerian already knows about the exceptional leadership credentials of the Chief of Army Staff, Lt. Gen. Tukur Buratai, and many others that have done so much for Borno and Nigeria.

“Governor Zulum is very pleased with the swift action from the Army Headquarters and by implication, Headquarters of Operation Lafiya Dole.

The decision to immediately investigate some conducts around Njimtilo in the course of (the absolute necessity to search vehicles for security purpose) only reaffirms what all Nigerians already do of the exceptional leadership style of the Chief of Army Staff, leadership of the theatre commander of Operation Lafiya Dole and many officers and men that have given so much in trying to find peace in Borno.

“Governor Zulum’s encounter with security officials around Njimtilo yesterday happened spontaneously. He was on his way to Jakana to meet citizens over a recent attack by insurgents. Going to Jakana required the Governor’s convoy passing through Njimtilo. As someone who took oath to serve the people of Borno State under every situation, he could not drive pass the gridlock he saw around Njimtilo, hence he needed to step in”

“Nevertheless, yesterday’s encounter does not and will not change the very high regard the Governor has for all the security personnel operating in Borno, particularly soldiers who give up their lives and safety in finding peace for Borno. Zulum acknowledges and respects the sacrifices of these soldiers and the fact that they put their lives on the line operating in high ways, where insurgents try to ambush them.

The Governor recognizes all of these and the fact that the military needs and deserves his support and the support of all citizens. However, he also knows that civil-military cooperation will be better enhanced when certain conducts of few are addressed in other to preserve and protect the integrity of majority of security personnel who not only do the right things, but make the ultimate sacrifices of giving up their lives for Borno citizens while others abandon their families for months and years fighting at the front lines”, the statement said.

Adamawa youths protest incessant kidnappings, block major highway

Hundreds of Adamawa youths on Tuesday blocked the federal highway passing through Girei community to Yola, the state capital, and other parts of the state to protest against incessant kidnappings in the area.

The youths, who are from Girei Local Government Area, rendered many travelers and motorists stranded. They vowed that they would not open the road until the authorities, particularly the Governor or Commissioner of Police, address them and commit to addressing the menace.

Alhaji Saidu Hamman-Girei, spokesman of the youth, also the youth leader, (Sarkin Matasa) of Girei District, said recently about 10 persons in the community lost their lives to kidnappers. But what we are hearing now is that there is an order from the police headquarters that the suspects be released, he alleged.

He said that between N60 million to N70 million had also been paid as ransom to kidnappers. We mobilised and supported the security in arresting about 11 suspects with pieces of incriminating evidence.

We want the Commissioner of Police to come and tell us why, because serious tension is brewing here.I had to intervene yesterday to stop youths from burning down Girei Police Station, Hamman-Girei said.

When contacted, the Police Public Relations Officer (PPRO) for Police Command in the state, DSP Suleiman Yahaya, said the Commissioner of Police had sent an Assistant Commissioner of Police in charge of operations to Girei to handle the situation.

Yahaya said that he was not aware of any suspect that was ordered to be released, adding that about eight suspected kidnappers were facing prosecution in court.

He said that four others had been transferred to Force Headquarters, Abuja for further investigations. Yahaya, who lauded members of the public for supporting the police in the fight against kidnappers, assured that the command would not disappoint them.

Mali’s armed forces say five soldiers were killed and four others wounded when their convoy was bombed near the border with Mauritania.

Four vehicles were also destroyed in the attack by extremists Monday in Alatona, according to a statement. Col. Maj. Diarran Kone said an investigation has been opened into who staged the attack.

Islamic extremists took over Mali’s north in 2012 France, Mali’s former colonial ruler, led a 2013 military operation that ousted them from their urban strongholds. Since then, however, the extremists roam through the open, desert areas of northern Mali.

Mali’s military has failed to stem the violence despite support from the French and a United Nations peacekeeping mission.

The extremist groups have pushed south into Mali’s more populated areas and into neighboring Burkina Faso, staging deadly attacks.

The Nigerian Army says it has commenced investigation into an allegation of extortion of motorists by troops of Operation Lafiya Dole deployed along Maiduguri-Damaturu road.

The Army while reacting to an online publication on 6 January 2020 by Premium Times as well as some amateur video clips circulating on some social media platforms where the Governor of Borno State, Prof Babagana Umara Zulum was alleged to have accused soldiers of Operation LAFIYA DOLE deployed along Maiduguri – Damaturu Road of extorting commuters and causing them unnecessary hardship.

In a statement, the Media Coordinator, Nigerian Army Operations Centre, Col. Aminu Iliyasu, assured that as a professional and disciplined institution, the Nigerian Army views such allegations seriously, particularly coming from a State Executive.

”It is on record that, whenever such allegations of troops’ misconduct were made in the past, the Nigerian Army never reneged in conducting thorough investigations to establish them and where any infractions were established against any personnel, appropriate sanctions were applied in line with extant rules and regulations as provided for in the Armed Forces Act CAP A20 Laws of the Federation of Nigeria.

”Thus, the Nigerian Army wishes to assure the good people of Borno State and indeed the nation at large that any allegations of misconduct by Nigerian Army troops will be duly investigated and culprits will be dealt with accordingly.”

He further called on public officers to desist from making unguarded statements which may be counterproductive thereby causing disaffection amongst the populace.

”It is important to unequivocally observe that public outburst particularly by eminent personalities such as a State Executive could be counterproductive and indeed capable of reversing the gains recorded so far in the ongoing fight against insurgents and other criminal elements across the nation.

”The Nigerian Army wishes to emphatically reiterate its steadfastness on the protection of lives, properties of all law abiding citizens as it is committed to wiping out insurgency in the North East and other forms of criminality across the country. Members of the outlawed Islamic Movement in Nigeria (IMN) popularly known as Shi’ites on Monday led a procession against the United States over the Assassination of Iran’s top military commander, General Qassem Soleimani, in Banex, Wuse Area of the Federal Capital Territory (FCT), Abuja.

The Shi’ite members who were protesting the killing of General Qasem Soleimani following an airstrike by the United States of America, also demanded the release of their leader, Sheikh Ibraheem El-Zakzaky and his wife, Zeenat who are currently detained.

NAUB: General Buratai’s Wisdom

Nigeria’s Chief of Army Staff (COAS) and leader of the counter-insurgency operations, Lt. Gen. Tukur Yusufu Buratai is an enigmatic soldier, admirable leader and astute administrator. He is a soldier who knows his direction in all circumstances. His leadership vision of the Nigerian Army is anchored chiefly on professionalism and he has effectively lived this dream these past few years in transforming the Army.

Every day, Gen. Buratai’s actions show tenacious pursuit of the vision and agenda of repositioning the Nigerian Army into one of the very best around the world. His uncommon reforms and innovations in the last few years have elevated the Nigerian Army to an enviable pedestal. Gen. Buratai is not a flippant leader; he blends his words with verifiable actions.
The Army Chief has promised Nigerians that he must finally terminate the reign of Boko Haram/ISWAP terrorism in the country. And he is sparing no effort in this direction. So, in another surprise outing, Gen. Buratai shocked his troops and Nigerians alike at the beginning of Year 2020 by personally leading troops for the anti-insurgency clearance operations in Nigeria’s Northeast for the umpteenth time.

The COAS led troops to climb the craggy Limankara hills in Borno as part of the COAS’ exceptional operational visits to Boko Haram hideouts in the state. It is one of the locations, encased by a rugged terrain where remnants of terrorists find fortress. He combed the place and thereafter, visited multiple other areas in the region to boost troops morale.

It is an apt indication that Gen. Buratai is not only providing good leadership to the Nigerian Army by routine office work, but he is also best in the trenches. He saunters on the field and into the trenches from time to time with troops.
A core plank of Gen. Buratai’s vision to make the Nigerian Army professionally responsible and responsive in the discharge of its constitutional roles is the welfare of troops and their families. So, he has berthed massive renovations, constructions of new offices and residential accommodation for soldiers and numerous other empowerments and developmental projects.
Almost every day, Gen. Buratai commissions a project somewhere in the country or lays the foundation for a development project in various parts of the country. The previously loud grumblings of soldiers over poor welfare have dissipated because Gen. Buratai has instituted and sustained the culture of enhanced comfort for Nigerian Army personnel.
And sometimes, he stretches into Corporate Social Responsibility (CSR) projects for Army’s host communities. For instance, by the end of 2019, the Nigerian Army had reconstructed and commissioned the collapsed pedestrian metal bridge at Abubakar Tafawa Balewa University, Bauchi, which links students’ hostels and lecture halls. It’s a rare community service from an institution like the Nigerian Army.
Quite tragically, when the bridge collapsed as a result of a heavy downpour, it consumed the lives of three students and injured several others. Same day, the Army Chief also commissioned new accommodation blocks for soldiers at School of Armoury, Bauchi and another 10 new blocks of 8 apartments at Lt.-Gen. Tukur Yusuf Buratai Village in the Nigerian Army Armoured Corps, Obienu Barracks in same Bauchi.

At the Gibson Jalo cantonment in Adamawa, Gen. Buratai commissioned Entrepreneurship and Skill Acquisition Centre, Accident and Emergency Unit and also, performed the foundation laying of perimeter fence in the barracks. Similarly, at the Nigerian Army Ordnance Corps, Gen. Buratai has constructed the officers’ transit accommodation, with the nomenclature Col Nebo Hall and the headquarters main gate. It is fairly difficult to say, any Army formation in Nigeria or any section of the country has not felt the impact of Gen. Buratai’s leadership of the Army.

Gen. Buratai has built new schools; renovated and upgraded existing ones for the Nigerian Army like the Nigerian Army Aviation School. But the wonder of it all is the Nigerian Army University, Biu (NAUB). It is incredible to discern how Gen. Buratai conceived this laudable initiative. It is even more endearing how he has been able to aggressively build NAUB within a span of two years. NAUB commenced operations in 2018, but it is like a varsity in existence for more than three decades.

Today, the first Army university in Africa is expanding in physical structures, academic enrollment and staff strength with the speed of a tornado. A few days ago, Gen. Buratai inaugurated an ultra-modern and gigantic building complex for the Faculty of Natural and Applied Sciences of NAUB, co-funded by the Nigerian Army and the FGN.
The science faculty complex comprises of 47 offices, 24 classrooms, lecture halls and three laboratories. A sight of the commissioned marvelous architectural edifice would tempt a visitor to believe he has found himself in a foreign university. But certainly no! It is in Nigeria and in Borno, a state and community once ravaged by terrorism. It is really a magnificent sight to behold.

The beneficial impact of the university to the host and indeed, all Nigerians is unimaginably enormous. In fact, even its admission policy is skewed in favour of civilians, who have been allocated 75 percent of quota, while the military and para-military agencies collectively share the remaining 25 percent.
With this daily exhibition of positive results, Gen. Buratai has demonstrated his knack for leadership excellence as evidence in the massive infrastructural improvements at NAUB within the shortest time. This is a remarkable departure from established norms in Nigeria where it takes approved new higher institutions a dozen years to find their operational pulse.

But the COAS has effortlessly broken the jinx.
The Army boss is a realist to the core and a selfless leader. He believes in turning everything he touches into gold. Excellence in all assignments has been his guiding ideology. He hardly misses his targets. He leads for the benefit of the people, detached from his personal interests, a mark of true and committed leaders anywhere in the world.
Gen. Buratai believes in the consummation of splendor and hard work. The university in Biu is one of the numerous achievements of his administration. At its inception, Gen. Buratai promised Nigerians to make NAUB a world class university. And he has left nothing to chance, but is vigorously pursuing this ambition as evident in the results.

It explains why many Nigerians are puzzled with Gen. Buratai’s persona. People have continued to ask where Gen. Buratai derives his wisdom? Nigerians angle to know what inspires his exceptional vision, ideas and the strength of a workaholic?
So, aside his military career, Gen. Buratai is an uncommon farmer. Buratai owns a personal snake farm, a money- spinning venture only for the brave, like he indubitably typifies. Not many Nigerians are courageous enough to go close to a snake. But Gen. Buratai does not only keep them quarantined in a farm, but he plays with them as pets.

Though interested in agricultural investments, but as the COAS he avoids conflict of interest. Rather, he has launched the Nigerian Army farms for soldiers and their families. He is not into personal rice cultivation or any crop that would conflict with what the Nigerian Army has initiated for soldiers.

He has rather introduced and supported empowerment schemes such as the Barracks Investment Initiative Programme for the skills acquisition and empowerment of Nigerian Army personnel and their families. Gen. Buratai remains a great, reputable and archetypal leader of his generation and for many years to come in the history of our country.

Trump warns Iran of grave consequences if it avenges Qassem’s murder

US President Donald Trump has threatened “major retaliation” Sunday if Iran avenges the killing of a key military commander and he warned of massive economic sanctions against ally Iraq if the country expels US troops based there.

The twin threats came as Iran announced it was further reducing compliance with a tattered international nuclear accord, ending limitations on numbers of centrifuges used to enrich uranium.

The latest blow to the accord, which was meant to ensure Iran did not develop a nuclear weapon under cover of its nuclear industry, deepened the regional crisis set off by Friday’s killing of Iranian general Qasem Soleimani in Baghdad.

Trump ordered a US drone to fire a missile at Soleimani, one of the most influential people in Iran’s government, when he was near the Iraqi capital’s international airport.

Angry, black-clad mourners thronged the streets of Iran’s second city Mashhad on Sunday to pay last respects to the remains of Soleimani and chant “death to America.”

Trump bluntly warned Iran against taking vengeance, repeating his insistence that US bombing targets could include Iran’s cultural heritage sites. Critics say that would qualify as a war crime under international law.

“If they do anything there will be major retaliation,” Trump told reporters on Air Force One, as he flew back to Washington — and a looming Senate impeachment trial — from vacation in Florida.

Trump had already threatened bombing of 52 unspecified targets in Iran if Tehran attacks US troops and interests in the region.

In his latest comments, he was adamant that targets could include places of cultural significance in a country boasting an ancient heritage and two dozen UNESCO-listed sites.

“They’re allowed to kill our people,” a defiant Trump said. “They’re allowed to torture and maim our people. They’re allowed to use roadside bombs and blow up our people. And we’re not allowed to touch their cultural site? It doesn’t work that way.”

Iraq tensions also soar
The situation in neighboring Iraq, a US ally, also deteriorated, with the future of some 5,200 American soldiers there in doubt.

Many Iraqis have expressed outrage over the killing of Soleimani, who masterminded deep Iranian influence in the country. A top Iraqi military figure Abu Mahdi al-Muhandis was killed in the same US strike.

In Baghdad, unidentified attackers launched a pair of rockets Sunday, hitting near the US embassy in the high-security Green Zone for the second night in a row. That was just hours after Iraq’s foreign ministry summoned the American ambassador over the drone strike.

And Iraq’s parliament voted to request the government end an agreement with a US-led international coalition to fight the hardline Islamist group IS in the region.

If the government agreed, that would effectively require the departure of US soldiers supporting the local troops in the anti-IS fight.

Caretaker prime minister Adel Abdel Mahdi, who called the US drone strike a “political assassination,” indicated he would back the troops’ ouster. He said the choices were immediate expulsion or withdrawal under a timeframe.

Trump told reporters that a forced departure of US troops would prompt sanctions even worse than those already imposed, to devastating effect, on Iran’s economy.

“If they do ask us to leave — if we don’t do it in a very friendly basis — we will charge them sanctions like they’ve never seen before,” Trump said.

“It’ll make Iranian sanctions look somewhat tame.”

Trump said the main US base in Iraq was “very extraordinarily expensive.”

“We’re not leaving unless they pay us back for it,” he said.

Earlier, US Secretary of State Mike Pompeo sounded a softer note, saying “the Iraqi people want the United States to continue to be there to fight the counterterror campaign.”

Threats and revenge calls
Soleimani was one of Iran’s most popular public figures, seen as a hero of the 1980-88 Iran-Iraq war.

He was also the key figure behind Iran’s effective network of proxy militias and alliances across a region where Iran is in often deadly rivalry with US allies Israel and Saudi Arabia.

Iran’s supreme leader Ayatollah Ali Khamenei has vowed “severe revenge.”

What that will look like is the subject of heated speculation in the Pentagon and the White House. Analysts say Iran may be limited in its room for maneuver if it wants to avoid full war with the far more powerful United States.

But a former head of Iran’s Revolutionary Guards threatened on Sunday to turn the Israeli cities of Haifa and Tel Aviv “to dust” if the US attacks targets in Iran.

And Khamenei’s military adviser, Brigadier General Hossein Dehghan, told CNN that Iran’s response to the assassination “for sure will be military and against military sites.”

The crisis comes as Trump is embroiled in his own domestic political turmoil. He was impeached by the House of Representatives for abuse of office and obstruction of Congress.

The Senate, where his Republican party has a commanding majority, is wrangling over when and how a trial will take place, as the clock ticks down on the November presidential elections.

The Centre for Africa Liberation and Socio-Economic Rights (CALSER) has condemned the kidnap of Chairman, Christian Association of Nigeria (CAN) in Michika, Adamawa State, Mr Lawan Andimi.

The group, in a statement on Monday, blamed the Boko Haram/Islamic State West African Province (ISWAP) and withdrawal of 1,200 Chadian troops meant to be supporting the counter-insurgency efforts for the abduction.

According to Roland Okupe, Director of Communication and Strategy, CALSER said this was another demonic plot by the terrorists to whip up sectarian anger targeted at breaking Nigeria up along religious lines.

CALSER alerted “Nigerians and the rest of the world to the fact that Boko Haram/ISWAP are now pursuing the last leg of their agenda which is to target people of a particular religious group for evil as to portray Nigeria and the government as an ineffective in tackling the scourge of terrorism.”

The Centre, therefore, appealed to Nigerians not to fall for this ploy by ensuring that they take holistic views of issues relating to the new wave of attacks by these terrorists.

While demanding that Boko Haram/ISWAP immediately release Andimi and any other abducted Christian, the group urged “the military and other security agencies not to leave any stone unturned in bringing perpetrators of the act to justice”.

The Centre for African Liberation and Socio-Economic Rights (CLASER) has condemned the kidnap of the Michika branch chairman of the Christian Association of Nigeria (CAN), Mr Lawan Andimi, and the Boko Haram/Islamic State West African Province (ISWA) attack that made his abduction possible.

The attack and the abduction of the clergyman who is also a CAN Chairman in Adamawa State, by criminals operating under extreme Islamic ideologies is another demonic plot by the terrorists to whip up sectarian anger targeted at breaking Nigeria up along religious lines.

The terrorists have discovered that they are no longer able to sow terror in the hearts of Nigerians hence the resort to provoking the Christian community into feeling persecuted in the hope that they will then launch indiscriminate attacks on Muslims in a way that will result in mutual destruction of the adherents of both major religions in Nigeria.

CALSER therefore alert Nigerians and the rest of the world to the fact that Boko Haram/ISWAP are now pursuing the last leg of their agenda which is to target people of a particular religious group for evil as to portray Nigeria and the government as an ineffective in tackling the scourge of terrorism.

We appeal to Nigerians not to fall for this ploy by ensuring that they take wholistic views of issues relating to the new wave of attacks by these terrorists who now seem fixated on causing sectarian provocations in the hope that the strategy will help them destabilize Nigeria.

Such strategy could only have been arrived upon by the terrorists after review of their persistent recent failings and losses to the Nigerian Military that have ensured that they no longer have free reign to torment innocent Nigerians.

While demanding that Boko Haram/ISWAP immediately release Lawan Andimi and any other Christian they might have abducted, we urge the military and other security agencies not to leave any stone unturned in bringing perpetrators of the act to justice.

Meanwhile, CALSER has noted with disappointment the decision by the authorities of the Republic of Chad to pull out the country’s 1,200 troops that were meant to be supporting the counter-insurgency efforts in Nigeria.

In our view, the Chadian troops withdrawal is hasty, poorly thought out and badly timed. The withdrawal should have been put on hold considering other world occurrences with geo-strategic consequences for the counter-insurgency efforts in the lake Chad Basin. There has also been injection of logistic support for the terrorists reportedly by Chad’s colonial boss, France, which would have necessitated that the withdrawal be delayed until the region becomes more stable.

The troops withdrawal if the face of glaring persuasion to the contrary is another conspiracy by France and their allies to further expose the people of north east Nigeria to harm consistent with Boko Haram/ISWAP agenda to destabilize Africa, which they have unfortunately sanctioned.

This behaviour is totally irresponsible as it is inhumane, it is a failing that can only be remedied by Chad re-committing and deploying fresh troops to replace those they have pulled out in error.

In a statement the Force Public Relations Officer, DCP Frank Mba said, Police Commanders have also been directed to ensure strategic deployments of both overt and covert Police operatives to ensure adequate security and safety of citizens, foreigners especially diplomats and diplomatic missions domiciled in Nigeria as well as the protection of critical national assets.

Meanwhile, the IGP has assured all Nigerians and foreigners resident in Nigeria of adequate security.

The Police Chief equally warned all potential troublemakers to steer clear of the streets and territory of Nigeria.
