The Scam In Déby’s Fight Against Boko Haram

0

By Francois Bonaventure

In November 2014, Mahamat Bichara Gnoti, a political associate of Chadian President, Idriss Déby Itno, was arrested with missiles.

Upon investigation, it was discovered that the missiles were meant for the terrorist group, Boko Haram and that the associate of Deby was indeed one of their suppliers of arms.

Since the arrest of Gnoti, not much has been heard about the case because as is widely known, the man is well connected with the Chadian President.

Th connection between him and the Chadian President was remarkable because of the claims to counter-insurgency  and anti terrorism stance of the Chadian President in the wake of Boko Haram attacks on Nigeria.

The Nigerian government, then led by President Goodluck Jonathan was irked by the activities of the terrorists especially the abduction of the over 200 girls from a secondary school in Chibok, Borno State and wanted to do all it could, not to appear helpless.

That was when the idea of the multinational task force that operate within the sub region without hindrance was mooted and Nigeria bought into it wholesale.

The understanding of Nigeria was that since the terrorists were operating along the border towns and normally cross over to other territories when the heat turns on them, the best way to handle the situation was to seek the cooperation of those countries that Nigeria shares common border with so that military cooperation would be made feasible.

Nigeria shares border with Cameroun, Niger and Chad on the fringe affected by Boko Haram insurgency, but it was suggested to Jonathan that it was important he meets with the president of Chad, as they said a lot depends on his cooperation since his country links the operational  base of the insurgents.

Jonathan agreed and in spite of the status of Nigeria in the sub region,  travelled to Ndjamena to meet with Deby in his capital of Ndjamena.

If Jonathan had bothered to do  a little background check on his host, he would have been a little circumspect on his dealing with his Chadian counterpart.

Deby, is not new to schemes and subterfuges. He took over power from President Hissène Habré in December 1990 through a well organised rebellion and has since survived various rebellions against his own rule.

The highpoint of his scheme to remain in power was the removal of term limits for the president in 2006 paving the way for a life presidency.

This was the man Jonathan was dealing with and without realising what was happening  found himself in the meeting that had been prearranged to extort Nigeria.

But typical of Jonathan, even when he saw some prominent Nigerians on the team of the Chadian president ‘welcoming’ him to the crisis ridden country, he did not suspect foul play and went on with the deal and in fact, travelled  twice to Ndjamena to wrap up the agreement.

Jonathan after the meeting in N’Djamena, told newsmen that there was a need for Nigeria and her neighbours to intensify joint actions and cooperation to win the war against terrorism and insurgency.

He said, “If you look at the economies of Nigeria and Chad, both are linked. The Boko Haram people don’t ask permission to move from Chad, Niger, Cameroon and Nigeria.

“If the countries do not cooperate, we will not find it easy to win the war, because when the heat is strong in one country, the criminals and terrorists will go to  another one and hide. So we must work together and we are discussing along that line.”

But this was only the side Jonathan was exposed to.

Details of the negotiations that would emerge later indicated  that the Chadian President, had already been groomed to make certain financial demands on the Nigerian president, which he did and was paid handsomely before he accepted to allow his troops participate in the multinational task force.

Knowing how desperate Jonathan was, the Chadian president who is said to be worth  millions of dollars continued to squeeze his Nigerian counterpart any time he needs money using the participation of his troops and use of his territories as bait.

In March 2015, Deby was furious that the Jonathan government  negotiated a ceasefire with the Boko Haram in a deal he facilitated.

“I told President Goodluck not to open negotiations with terrorists … but it was a political choice,” Mr. Deby told a French magazine.

The Boko Haram openly denounced the ceasefire as they did not get anything from the deal and launched assaults on communities.

It was only then that Deby raised his voice against the ceasefire but made no mention of the amount that went with it.

The Nigerian government initially claimed splinter groups of the Boko Haram were responsible for the continued fighting, but later blamed the failure on sabotage while saying nothing about the money involved.

Deby and his collaborators continued to explore ways of bilking an unsuspecting government but unfortunately for them, Jonathan lost the 2015 elections and a new man, Muhammadu Buhari came in as president.

Seeing the commitment of the new helmsman to live up to his promise to defeat the insurgency and terrorism, the Chadian President put on the same act and had the Nigerian President visit him in his nation’s capital.

But President Buhari was a different meat to chew. After listening to the Chadian President with his so called commitment to fight the insurgents and the financial demands he was making on Nigeria, President Buhari saw through the plot to extort Nigeria, but rather than decline flatly, offered a diplomatic approach by offering to make the financial contribution to the multinational task force which was headed by Nigeria.

Deby did not like the idea and not long after, Chad’s cooperation in the multinational task force waned.

But Nigeria continued the fight and as the insurgents saw the renewed vigour from the Nigerian side, many of them took to their heels and ran into Chadian territories for cover.

This is because most of them are dregs of Chadian rebels that helped Deby to power when he ousted the regime of Hissen Habre.

Deby, knowing fully well that the terrorists were using his country as a base did nothing ostensibly to get back at the Nigerian president for refusing to make financial payments to him directly.

But the number of terrorists in his country continued to increase as Nigeria became unbearable for them.

When the terrorists could no longer fend for themselves as they could no longer cross over and raid Nigerian villages as they used to, they turned their guns on their fellow country men and women in Chad who called on the Chadian government to wade in.

As the Deby led goverment dilly-dallied , the people, whose lives were being snuffed out in hundreds by the terrorists rose in revolt against the Chadian government.

Knowing the extent his people can go if he fails to do something, the Chadian President shamelessly turned the heat on the Boko Haram who he was using to extort Nigeria and other countries.

But rather than let it lie low as a price he had to pay for his greed, Deby decided to use the attack as another opportunity to bend the hands of the Nigerian government by running a propaganda that he was leading the war from front.

Unfortunately some gullible Nigerians took the claim seriously and began to blackmail Nigeria.

But everyone knows it was not  the Chadian soldiers that have secured Nigeria and made it impossible for the insurgents to do as they wished all these years.

The recruitment of some unpatriotic elements to help Deby with his propaganda so that he would further extort Nigeria and share the loot with them has been exposed.

Bonaventure wrote this piece from London.

Boko Haram: ‘Show patriotism towards our military’ – Olowu of Kuta urges Nigerians

Olowu of Kuta, His Royal Highness, Oba Adekunle Oyelude Makama, Tegbosun III, has urged Nigerians to “show patriotism towards our military in order to defeat the Boko Haram”.

Olowu, in a statement by his Media Office, said the Chadian Army was able to record such a feat against Boko Haram because of the total support it enjoyed from the populace.

The monarch, while reacting to the recent counter attack by the Chadian Army that killed scores of the insurgents and put them to flight, said it was because the whole country was behind the President Idris Debby-led army.

His words: “ I think we need to draw a lesson from the patriotism displayed by the Chadian Army. Also, none of their citizens raise any issue after the attack, neither did the Amnesty International raise issue of war crimes against the army. All of them; the Chadian nationals and all the international non-governmental organisations in the country were on the same page.

This is the way to go in order to boost the morale of our own army and provide the necessary support for them; both financially and morally.
“Our army, given the necessary support, will thrash Boko Haram and return peace to the North-East which has become their enclave.

“I draw inspiration from the performance(s) of our army in peace keeping efforts across the world where it has distinguished itself. Overcoming Boko Haram in Nigeria will be a walkover for them once we give them the necessary impetus to achieve victory”.

Olowu also commended the Chief of Army Staff, Lt. Gen. Tukur Yusuf Buratai, for providing leadership to the Nigerian Army “despite our peculiar situation. Buratai deserves our collective support for his patriotic efforts in repositioning our Army.

“I think our army also needs to draw inspiration from the Chadian Army’s feat against the Boko Haram and redouble its effort to crush the insurgents.

“Our army should ignore enemies of the nation under the guise of civil rights movement as it is evident now that Boko Haram is vulnerable after Idris Derby’s army’s onslaught against them.
“What we need for our troops is the final push to finish off the insurgents

NCDC releases criteria for those who qualify for COVID-19 tests

0

The Nigeria Centre for Disease Control (NCDC) has published the fifth version of the case definition guide that offers a standard criteria used to classify the clinical features used to determine who to test for #COVID19.

So far, countries across the African continent and further afield have implemented varying testing strategies in their countries, with a no one-size-fits-all approach used universally.

While comparisons across countries are being made, most countries have been challenged in their testing capacity and the approach adopted for the coronavirus (COVID-19) testing was done according to resource.

Since the first case of coronavirus was reported in Nigeria on February 28, the number of confirmed cases in the country has risen to over 238.

There are currently eight laboratories in Nigeria carrying out the tests for COVID-19.

The Federal Teaching Hospital in Abakaliki, Ebonyi State and the Biosecurity Centre in Lagos that used to be supported by the Lagos University Teaching Hospital (LUTH) were activated, increasing the number of molecular laboratories carrying out testing in the country to eight.

With the rising demand for testing in the country, a further six new laboratories will be opened in the coming weeks in Kano, Kaduna, Sokoto, Maiduguri, Jos and Port Harcourt with the capacity to diagnose COVID-19. This will help to increase the number of daily tests that can be done in the country.

Different mitigation strategies have been put in place in Nigeria to reduce and contain the spread of COVID-19; from the closure of international airports, schools and businesses to directives to stop public gatherings, social distancing measures to the present lockdowns in Lagos, Federal Capital Territory and Ogun State.

The testing criteria in Nigeria has so far been targeted and prioritised certain groups, so it is important for people to understand the testing criteria adopted by the Federal Ministry of Health.

The Nigeria Centre for Disease Control (NCDC) has just published the fifth version of the case definition guide that outlines who is being tested. The case definition offers a standard criteria used to classify the clinical features used to determine who to test for COVID-19.

Commenting on the new case definition, Dr Chikwe Ihekweazu, Director General, NCDC, said that based on the new knowledge of COVID-19 and context in the country, the centre has expanded it case definition to enhance response of the disease.

Ihekweazu said that following are the category of people being tested at present for COVID-19 in the country.

• Anyone with a travel history outside Nigeria, who presents with a fever, cough or breathing difficulties within 14 days of arrival.

• Anyone who has symptoms and is a contact with a confirmed case.

• Anyone with fever and either cough, difficulty breathing or shortness of breath in an area of high COVID-19 prevalence in Nigeria with no other explanation.

He noted that people who fall in this category were advised to remain in self-isolation and immediately call the NCDC hotline on 080097000010 or their state hotline, which could be found on the state hotline directory published by the NCDC.

“They would then be tested and asked to self-isolate until they receive their test results. It is very important that people comply with the directives they are given by the health authorities.

“The high rate of transmission of the disease makes it more important that self-isolation is taken seriously and close contacts also need to self-isolate and reduce contact with others,” he explained.

Dr Osagie Ehanire, Minister of Health, however maintained that testing must be strategic and guided by the national case definition, especially given that global shortages of test kits and medical commodities had been a challenge.

Ehanire said that there was a lot of work happening in the background to increase testing capacity but the government need Nigerians to be patient.

The Minister said that the updated case definition takes into account the epidemiology of the virus and the transmission pattern seen in the country.

He said that the NCDC will continue to review guidelines such as the case definition, as more precise information emerges on the COVID-19 outbreak including characteristics of transmission and geographical spread.

There is an increasing push for Rapid Diagnostic Tests (RDTs) to scale up testing capacity, but it has not been validated, raising concerns about the reliability of their results.

However, according to Dr Chinwe Ochu, Deputy Director Prevention, Programmes and Knowledge Management at the NCDC, “they need to be validated through evaluation studies, using point estimates for sensitivity and specificity”.

COVID-19: Why we must have behavioural change towards wildlife – CG National Parks

0
The Conservator General, National Park Service, Dr Ibrahim Goni has said Nigerians must have behavioural change towards wildlife to curb some avoidable diseases in our country.

Goni gave the charge on Tuesday to further warn Nigerians about the dangers posed by hunting, eating and trading in, wildlife, and also warned about using wild animals as pets.

“We got reports that people still eat and sell various species of dead monkeys, cats, and birds such as bats, as well as pangolins suspected to be at the center of COVID-19.

“Pangolin, the world’s most trafficked mammal is believed to have possibly been a vector in the leap of the novel coronavirus from animal to human at a market in China’s Wuhan city last year.

“They are commonly used in traditional Chinese medicine, although scientists say they have no therapeutic value,’’ he said.

The C-G said that this pandemic should make hunters of wildlife to consider the health not just of humans, but of animals and the environment, to avert future crises.

“Due to hunting, eating and trading in wildlife, the world has seen the emergence of all sorts of animal- borne infectious diseases such as SARS, Nipah, Ebola, Lassa Fever, and now, COVID-19.

“At our parks we have experts who handle these animals in hygienic ways to avoid direct human contact that can become breeding grounds for existing and emerging infectious diseases’’.

He said that the ongoing COVID-19 pandemic has wreaked havoc globally and Nigeria is not left out and wondered why some people still engage in a trade that supposedly brought the such devastation upon mankind.

“One of the frightening realities of this trade is the threat that it poses to the health of human beings, through spread of diseases from animals to human beings.

“Wildlife belong to the wild and therefore should be left in the wild,’’ Goni advised.

He, therefore, called for a paradigm shift in behavior of the public towards Nigeria’s Environmental Laws and the Convention on International Trade in Endangered Species, CITES.

He added that 75 percent of emerging infectious diseases are linked to wildlife and that that underscored the mutually-effective relationship between human beings and nature.

“It is important we understand the links between habitat and environmental damage and the coronavirus.

“The destruction of ecosystems makes disease outbreaks, including pandemics, more likely and now the destruction of nature is the underlying crisis behind the coronavirus crisis.

“Our Wildlife is increasingly going into extinction and its trade puts ecosystems at risk’’.

He said the Service will continue to create awareness on the impact of hunting and trading on biodiversity and the risks that it poses to human health.

“We urge those involved in wildlife trade to stop the killing and eating of wildlife, for their own good.

“Wild animals belong in the wild and are not pets and should be handled by professionals,’’ he warned.

Goni added that the lockdown has surely brought to bear how animals feel in captivity, whether in zoos or as pets in cages in houses and and further emphasises the importance of freedom to all living things, including human beings.

Ivorian defence minister Bakayoko tests positive to COVID-19

”This is an opportunity for me to remind all of our fellow citizens that coronavirus is a real disease that is spreading quickly,” Bakayoko tweeted late Monday.

He also called on Ivorians to observe all protective measures.

”Take care of yourself,” Bakayoko said.

The West African nation has 323 confirmed COVID-19 cases so far, with three deaths and 41 recoveries.

Since originating in Wuhan, China last December, the virus has spread to at least 184 countries and regions, according to figures compiled by Johns Hopkins University.

Following the lockdown necessitated by the need to control and contain the spread of the rampaging coronavirus, and its attendant effects of the people, the Lawmaker representing Umuahia North State Constituency and the Deputy Chief Whip of Abia State House of Assembly, Hon Kelechi Onuzuruike, has joined other sons of Ohuhu nation to donate relief materials worth over N4.5m to the indigents and widows of the area.

I am aware of the hardship and challenges the government order of a lockdown as a means of checkmating the spread of coronavirus has brought upon us as a people, but it is a bitter pill we must all swallow to stay alive. It is in the light of this that I went into partnership with my senior brother, Dr. Aham Uko (the state commissioner for finance) and Hon. Hope Uwaga (a commissioner at the Abia State Oil Producing Areas Development Commission, ASOPADEC) to donate these relief materials of bags of rice, tubers of yam and protective materials to be shared to the less privileged and the vulnerable in our society through our President General, Sir Obi

“God willing and if we stick to the instructions of the government, maintain social distancing, avoid handshakes, wash our hands with soap as often as possible under running water, use our hand sanitizers and avoid crowded places, we will overcome this pandemic”
