FG owes road contractors N306b, says Fashola

The Minister of Works and Housing, Babatunde Raji Fashola, has said that the Federal Government owes contractors working on federal road projects the sum of N306bn.

 

Fashola disclosed this at the headquarters of the Federal Ministry of Works and Housing while playing host to the Public Transport Owners of Nigeria Association.

 

He also said the FMWH would have loved to have the N1tn being spent on petrol subsidy.

 

The minister told his guests that a lot of work was ongoing across federal roads nationwide.
Fashola said, “I heard you talk about tolling roads and bridges. Well, as you said, government is actually spending a lot of money on subsidising fuel. And that is a lot of money from government to spend on subsidy.

 

“I would have loved that that money came to the Ministry of Works, but the numbers I was trying to get for you is that for over four years, between 2015 and 2018, the entire amount we got was not up to N1tn in actual cash in this ministry.”

 

He added, “The budget, yes! But not all of the budget is funded. So if we had N1tn to spend on Nigerian roads we would be in a much better position. As of October, we were owing contractors N306bn and more bills are coming in and all we got was N73bn.”

 

The former governor of Lagos State noted that it was essential that the government augment its limited resources for infrastructure development by legitimately exploring every available option.

 

He noted that the government was trying to do this by increasing the Value Added Tax, a move he said many persons kicked against.
He said, “And this is the country where some people are of the opinion that the government shouldn’t raise VAT.

 

“Some people are also of the opinion that government should not even borrow. So I think it is important for those of you here to also come out and take a position.”

 

Fashola told his guests that the Federal Government would introduce tolls on roads, but noted that this would happen when a clear policy on it had been finalised and made public.

 

“When it is time to start; of course, we will articulate a clear policy for the information of Nigerians. That is the much I will say about that,” he stated.

Ghana’s former President Rawlings is dead

Ghana’s former President, Jerry John Rawlings has died at the age of 73.

He died on Thursday in the capital Accra while undergoing medical treatment at the Korle Bu Teaching Hospital.

Mr. Rawlings last month buried his mother Madam Victoria Agbotui who died at the age of 101.

Rawlings, a former military leader who subsequently became a politician ruled Ghana from 1981 to 2001.

He previously ruled for a brief period in 1979 after leading a military junta.

Rawlings remained a leader of a military junta until 1992 when he then served two terms as the democratically elected President of Ghana.

Don’t allow Umahi leave, Fani-Kayode begs PDP

A former Minister of Aviation and chieftain of the Peoples Democratic Party (PDP), Femi Fani-Kayode has advised the party against allowing Ebonyi State Governor, David Umahi leave.

According to the ex-minister,  more governors elected on the platform of the PDP may defect to the All Progressives Congress (APC).

According to the report, Umahi told the PDP National Working Committee (NWC) members on Tuesday that he would defect to APC, except the PDP zones the 2023 party’s presidential ticket to the South-East.

Describing the development as troubling, in a tweet on Wednesday, the former minister said he was yet to confirm the report, but urged the PDP national leadership to pacify Umahi as more governors in the party might follow the Ebonyi governor to the APC.

He tweeted: “I urge the leadership of the PDP to do all they can to ensure that he stays. Not only is he a profoundly good man and an excellent Governor but his contributions to the success of the PDP over the last 20 years at various levels is immeasurable and simply extraordinary.

“What makes the matter worse is that other Governors may also contemplate leaving if he does because he has a lot of friends and goodwill amongst them. If that happens it will affect our party’s chances in the 2023 presidential election in a very significant way

Journalist caught masturbating during an official Zoom call fired

A 60-year-old writer and pundit Jeffrey Toobin has been fired for masturbating during an official zoom call.

Jeffrey Toobin, who graduated from Harvard law, works as a legal analyst for the New Yorker and CNN.

Toobin has apologised for his actions, describing it as “embarrassingly stupid”, adding that he was unaware that his colleagues could see and hear him.

“I made an embarrassingly stupid mistake, believing I was off-camera. I apologize to my wife, family, friends and co-workers… I thought I had muted the Zoom video.”

The New Yorker placed Toobin on suspension following the incident last month. While CNN issued a statement saying Toobin “has asked for some time off while he deals with a personal issue, which we have granted”.

On Wednesday, November 11, Toobin issued a statement saying the New Yorker has fired him.

“I was fired today by @NewYorker after 27 years as a Staff Writer. I will always love the magazine, will miss my colleagues, and will look forward to reading their work.”

Terrorists, bandits suffer heavy casualties as troops intensify intelligence and kinetic operations

The Armed Forces of Nigeria says it has redoubled its efforts in the fight against insurgency, banditry and other forms of violent crimes in the country through intelligence gathering in addition to the use of kinetic force which is yielding maximum results.

Coordinator Defence Media Operations Major General John Enenche who disclosed this at the weekly media briefing at the Defence Headquarters said the Nigerian military and other security agencies in the country have continued to collaborate to rid the country of criminal elements terrorizing the peace loving citizens.

He noted that a lot has been achieved so far in the last one week, scores of bandits and terrorists elements have been neutralized, several hostages rescued while arms and ammunition of various categories recovered in addition to the arrest of suspected collaborators in different parts of the country.

In one of the operations conducted in the Northwest zone, General Enenche stated that on 8 November 2020, troops of Operation ACCORD acting on credible intelligence on movement of suspected gun runners at Tangaza Town in Sokoto State arrested 2 suspects, named Abubakar Mohammed and Ansi Usman Janare.

Items recovered include one Light Machine Gun, four AK47 rifle magazines, 586 rounds of 7.62mm NATO ammunition, 100 rounds of 7.62mm Special ammunition and one motorcycle.

The suspects are currently in custody for further action.

Equally, on same day, following credible intelligence about bandit’s activities at Fegi Baza village in Tsafe Local Government Area of Zamfara State, troops swiftly mobilized to the area and made contact with armed bandits. After exchange of fire, the gallant troops overwhelmed the bandits thereby neutralizing 2 of them.

Equally, within the period in focus, the Air Component of Operation THUNDER STRIKE neutralized several armed bandits in the Kuzo area of Kaduna State, as they attempted to move hundreds of rustled livestock through the area.

In another development, a notorious bandit leader named, Saleh Tururuwa and his associate Muhammadu Sani Magaji both of Illela village in Safana Local Government Area of Katsina State denounced their membership to the banditry group and surrendered Ten AK47 rifles to the Katsina State Government.

In the Northeast zone, within the period, the Land Component of Operation LAFIYA DOLE under the subsidiary Operation FIRE BALL, conducted several robust operations.

Troops executed attacks on terrorists’ hideouts and repelled attacks on own troops’ locations. During the encounters, the superior firepower of own troops resulted in decimation of several BHT/ISWAP terrorist elements, Notably, between 7 and 8 November 2020, the gallant troops of 27 Task Force Brigade located at Buni Gari of Gujba Local Government Area of Yobe State neutralized 5 Boko Haram/ISWAP terrorists. In the course of the encounter cache of Arms and Ammunition were recovered.

On 8 November 2020, troops of 151 Task Force Battalion deployed at Special Response Area Miyanti in Bama Local Government Area of Borno State while on fighting patrol made contact with a pocket of Boko Haram elements. The gallant troops instinctively engaged them with heavy volume of fire and consequently destroyed their hideout. The troops further rescued one woman and 3 children unharmed from the criminals.

In the same vein, the Air Task Force of Operation LAFIYA DOLE neutralized several Islamic State of West Africa Province (ISWAP) fighters and destroyed some of their structures, including a suspected fuel storage facility, at Tumbun Allura, a terrorists’ logistics hub on the fringes of Lake Chad in the Northern part of Borno State. The air raid was executed on 8 November 2020, on the heels of credible Human Intelligence reports as well as aerial surveillance missions which led to the identification of a command post as well as a suspected fuel dump, with large number of jerry cans and barrels concealed in make shift structures within the settlement.

The attack aircraft, engaged the location, scored accurate hits in the target area resulting in the destruction of the terrorists’ fuel dump. Several ISWAP elements were also neutralized as a result of the air strike.

In continuation of intensive kinetic operations against armed bandits and other criminals in the North Central zone, General Enenche said troops of Operations SAFE HAVEN and WHIRL STROKE conducted raids at identified criminals’ hideouts successfully. Notably, on 7 November 2020, troops of Operation SAFE HAVEN conducted a dawn raid at an identified kidnapper’s hideout in Kasit village of Zangon Kataf Local Government Area of Kaduna State.

During the operation, troops apprehended a kidnapper and gang-leader one Mr Joshua Iliya. The suspect and his gang members were allegedly involved in some recent kidnappings in the general area.

Presently, he is undergoing interrogation to be handed over to the relevant prosecuting agency.

Similarly, on 8 November 2020, troops of Operation SAFE HAVEN, acting on a tip-off, arrested one Mr Adamu Musa posing as a Department of State Services operative at Jenta village in Qua’n Pan Local Government Area of Plateau State. The suspect was subsequently handed over to the appropriate agency for further action.

Additionally, Troops of Operation HADARIN DAJI on 9 November 2020, in a follow-up operation, after the arrest of a gunrunner in Gusau, Zamfara State, arrested 4 suspected gunrunners named Daniel Ishaku, Musa Bala, Abubakar Umar and Mohammed Saidu at Jos Metropolis in Plateau State. The suspects had negotiated to sell some arms and ammunition.

One AK47 rifle and one magazine were recovered. Suspects are currently being held at Headquarters Operation SAFE HAVEN for further action.

In the South-South zone, troops of Operation DELTA SAFE have sustained the fight against crude oil theft, pipeline vandalism and illegal oil bunkering in the zone with significant successes. On 10 November 2020, troops of Sector 2 Operation DELTA SAFE, got credible intelligence on plans by vandals to move Shell Petroleum Development Company stolen pipes from Amabuluo Federated Community, Ekeremor Local Government Area of Bayelsa State to an undisclosed location in Warri, Delta State. The troops immediately mobilized on a fighting patrol to the general area.

During the operation the troops arrested 10 crew men, a Tugboat and Barge loaded with 113 stolen pipes suspected to have been vandalized from the South Forcados Opukushi trunk line. The suspects and all recovered items have been handed over to the appropriate authority for further action.

Similarly, on 9 November 2020, Forward Operating Base IBAKA gunboats on routine patrol around Utan Iyata creek intercepted a medium size wooden boat laden with 72 drums of 300 litres with product suspected to be illegally refined AGO being transported to the Republic of Cameroon. The items and the 2 suspects are currently in custody to be handed over to the relevant agency for necessary action.

In another development, troops of 146 Battalion discovered and immobilized 2 reactivated illegal refineries containing unspecified litres of illegally refined AGO at Samkiri in Bonny Local Government Area of Rivers State. Additionally, troops of 29 Battalion intercepted 2 locally made boats conveying substance suspected to be crude oil along Ibaa/Rumuji Waterways in Emohua Local Government Area of Rivers State.

Within the period, Operations CALM WATERS II and SWIFT RESPONSE have continued to record more successes. In this regard, about 353 bags of 50kg foreign parboiled rice and 48 cartons of Tramadol tablets containing 10 packets each concealed in 35 cartons were arrested and handed over to Nigerian Customs Service. Other items intercepted were one bale of used clothes as well as 850 litres of PMS.

General Enenche while assuring that the troops in all operations will continue to sustain the momentum in securing the nation and its citizens however called on criminals to turn a new leaf and embrace the relative peace in the country as the military will get to and deal decisively with them.

Lagos orders forfeiture of 31 vehicles over traffic violation

The Lagos State Mobile Court has forfeited 31 vehicles to the government for flouting the state traffic law by driving against the traffic.

This offence, which is popularly described as “taking a one-way road”, is often committed by drivers when there is heavy traffic on one lane, thereby prompting the impatient and disobedient motorists or motorcyclists to divert to the lane of the oncoming vehicles.

The Court made the pronouncement after the 31 defendants (drivers) pleaded guilty to the ‘One-way’ traffic offence they were charged with.

According to the Mobile Court, “These arraigned 31 drivers were charged for driving in the direction prohibited by Law (One-way) punishable under Part (III) item 27 of the ‘Lagos State Transport Sector Reformed Law of 2018 and have been penalized accordingly”.

However, 43 other drivers arraigned for plying the BRT corridors and causing road obstructions were ordered to pay fines to the government in accordance with the Law and severity of their offence.

Meanwhile, the Chairman of the Lagos State Environment and Special Offences (Enforcement) Unit (Taskforce), CSP Olayinka Egbeyemi confirmed that out of 160 arraigned traffic offenders including those apprehended for driving against traffic (One-way) only 74 had so far appeared before the court.

The chairman urged the remaining 86 others who are yet to appear before the court to do so immediately.

He said the agency acted in response to series of complaints from members of the public particularly motorists that activities of one-way drivers were causing serious traffic gridlock on daily basis since the end of widespread #EndSARS protest.

According to Egbeyemi “It is painful that with a high level of enlightenment campaigns and several warnings by the government, motorists including private car owners are still driving against traffic knowing fully well that the penalty for such offense is outright forfeiture of the said vehicle to the government”.

Rwanda’s most-wanted genocide suspect pleads not guilty to charges

Rwanda’s most-wanted genocide suspect, Felicien Kabuga, the alleged financier of the 1994 genocide in the country has pleaded not guilty to the charges levelled against him for crimes against humanity.

The 84-year-old who made his first appearance at a United Nations court in The Hague on Wednesday is accused of funding militias and helping set up a media group which urged ethnic Hutus to kill Tutsis.

During proceedings, Kabuga who was once one of Rwanda’s richest men pleaded not guilty to seven counts, including genocide, incitement to genocide, extermination and persecution.

According to reports, the court in The Hague will decide at a later date whether Mr Kabuga is well enough to be transferred to the main UN facility in Arusha, Tanzania.

Kabuga, who was arrested in March 2020 while living under a false identity in a flat outside Paris, France after 25 years of being on the run, has declared that the accusations against him are “lies”.

Kabuga is alleged to have been one of the main financiers of ethnic Hutu extremists who killed 800,000 people. They were targeting members of the minority Tutsi community, as well as their political opponents.

Ohanaeze backs Umahi over move to APC

Igbo socio-cultural and political organisation Ohanaeze Ndigbo has thrown its weight behin,  Ebonyi State Governor David Umahi’s decision to leave the Peoples Democratic Party (PDP) for the All Progressives Congress (APC).

A spokesman for the group Chuks Ibegbu lauded Umahi for the move.

“PDP will be unkind not to zone the 2023 presidency to the South East that has suffered a lot for it,” he told PUNCH on Wednesday.

Umahi reportedly told PDP leaders at a meeting in Abuja on Tuesday, that he was leaving the party because of its refusal to zone the 2023 presidential ticket to the south-east.

The governor’s planned move to join the APC is yet to be officially communicated to the party.

 

Wanted Boko Haram Terrorists: CATE Pledges support for Nigerian Army

The Coalition Against Terrorism and Extremism (CATE) has pledged to support the Nigerian Army and the Borno State government in accelerating the capture of the 86 terrorists listed on the most wanted list released on Wednesday.

CATE, while briefing select newsmen on the published list, in Maiduguri expressed the desire for the Army to speed the capture or elimination of Boko Haram leader, Abubakar Shekau, Abu Musa Al Barnawi and other terrorists named in the fourth list of Nigeria’s most wanted terrorists so that Nigerians in the northeast can begin the rebuilding of their lives in earnest.

National Coordinator of CATE, Gabriel Onoja said the Coalition akwnowledges the role of the Chief of Army Staff (COAS) Lt Gen TY Buratai and his resolve for the Nigerian Army to bring the last of the terrorists in the country to book.

He enthused that “We are pleased to note that the Nigerian Army is not resting on its oars. Since the first, second and third editions of this most wanted terrorists’ list were published, we have seen the efficiency with which the Army captured or eliminated the criminal terrorists that have made it difficult for people in the north east to lead productive live.

CATE also understands that the terrorists are living amongst us after fleeing from the theatre of operation.

“We are happier that General Buratai promised that the launch is the final push to end Boko Haram’s activities in the north east. We want to implore that the general should lead the army to appropriately treat anyone on that list the way those on the previous lists were treated.

“The signs are already there about how things have changed. The more the terrorists on the most wanted list are taken down the more the number of the towns and villages in the northeast that are able to record improvement in their peace and security index.

“It is our belief at CATE that the 86 terrorists on this latest most wanted list can be captured quickly if the populace cooperate with the authorities by supplying useful information that will assist the Nigerian Army. People should take advantage of the unanimity of technology and telephony to provide useful tips and information to the designated contacts whenever they know something that will help capture any of the wanted terrorists.

“People must however know that they are not to personally approach any terrorist or engage them as only the military and law enforcement agents that are trained for this,” he cautioned.

According to the national coordinator of CATE, the list will put Boko Haram terrorists under pressure, and that they are likely to make a show of still being capable of staging spectacular attacks, which requires that the security apparatus of the country is prepared to deal with this possibility.

He explained that, “You can see that the number of those that made this latest most wanted list has shrunken from the higher number in previous list. It is a testimony to how the General Buratai led Nigerian Army has decimated the ranks of Boko Haram terrorists, irrespective of what faction they belong.

“By publishing another list, the Army has made it apparent that the space is closing in on the terrorists that are left. The efficiency of previous operations to take them down would have set the fear of the troops into them so some panicked behaviour should be expected from the terrorists in coming days, which would include the usual strategy of attempting to carry out spectacular attacks. The security apparatus of Nigeria should be prepared for this.

“Some people may see it as a risk factor, but it is an opportunity.
