Over 2,000 Nigerians barred from traveling abroad after failing to pass the COVID-19 test

For evading the Coronavirus Polymerase Chain Reaction (PCR) test at the country’s international airports, the Presidential Steering Committee on COVID-19 has banned over 2,000 Nigerians and foreigners from traveling abroad and into the country for a year.

Mukhtar Muhammad, the Presidential Steering Committee’s (PSC) National Incident Manager, revealed this at the PSC’s Monday briefing in Abuja.

Mr Muhammad stated that the names of over 2,000 citizens and foreigners were pasted at all major federal medical facilities where medical experts were assigned to provide care to Nigerians and foreigners who entered the country during the COVID-19 third wave.

He claimed that the government had insisted that passengers arriving in the country, particularly from high-risk countries, be quarantined in a government-run facility, and that those who did not follow the protocol had their passports revoked for a year.

“We included the provision of quarantine for passengers arriving from high-risk countries, and those who disobeyed these protocols were sanctioned by having their names published and their passports suspended for a year.

“Let me assure you that we have published the names of more than 2,000 people who have evaded quarantine in our health facilities so far. And we’ve gone ahead and suspended their passports, so there are consequences for every action,” he said.

The PSC issued a Travel Advisory for Passengers Arriving in Nigeria from Brazil, India, or Turkey on May 1, 2021.

According to the chairman, Boss Mustapha, precautionary measures were necessary to reduce the risk of importation of concern variants and breaking the chain of transmission to the population.

Passengers arriving from/or visiting any of these three countries within fourteen (14) days of their visit to Nigeria were required to adhere to mandatory arrival quarantine and testing protocols in designated facilities under the measures.

However, according to various findings, many passengers failed to comply with the mandatory isolation or show up for the PCR repeat test on day seven.

Defaulters’ names and passport numbers had previously been made public by the PSC.

Attacks: Anambra CP calls on political parties to submit rally schedules

CP Tony Olofu, the Commissioner of Police in Anambra State, has ordered political parties participating in the upcoming governorship election in Anambra to submit their rally schedules to the command.

Olofu issued the order in the wake of recent attacks in the State on supporters of various political parties, which resulted in the deaths of four people.

The State Police Command’s spokesperson, DSP Toochukwu Ikenga, said the schedule would help police ensure security in all rally venues in a press release.

“The CP reiterated his earlier request that political parties send schedules of their political activities to the command as soon as they begin political campaigns in the state,” he said.

“The CP mentioned that campaigns are an important aspect of the electioneering process. As a result, the police high command will be able to provide adequate security for the safety of attendees at such events.”

In a new attack on Madamai village in Kaura local government area of Kaduna State, 34 people have been confirmed killed and several houses have been razed by gunmen.

While confirming the incident, Commissioner of Internal Security and Home Affairs Samuel Aruwan said two suspects had been arrested and were being questioned in connection with the attack.

According to Aruwan, the troops dispatched to the location came under fire before forcing the attackers to flee after a tense exchange.

According to him, the attackers set fire to some houses at one end of the village, while the troops put out three of the fires and rescued six locals from the blaze.

“As of the time of this update, 34 residents have been confirmed dead as a result of the attack,” the Commissioner said.

Amaechi opposes railroad construction becoming politicized

Hon. Chibuike Amaechi, Minister of Transportation, has stated that one of the major challenges facing the government’s efforts to stimulate the economy is the politicization of railway projects.

He emphasized that ethnicity is a major impediment to the country’s development, noting that rail projects across the country are being built with an emphasis on stimulating the economy rather than ethnicity.

Amaechi, who spoke as a guest lecturer at the Department of Economics’ annual Public Lecture at the University of Lagos over the weekend, said that transportation involves logistics and is responsible for driving a nation’s economy.

“Virtually everything we do involves transportation,” he said. It is a critical component in the globalization of economies, and it opens up new opportunities for other industries. As a result, if you don’t create logistics, you won’t be able to create employment.

“Nigerians are overly ethnocentric. You consider yourself first as a member of your ethnic group, then as a Nigerian. Amaechi also stated that financing is a barrier to railway development, as Nigerians continue to complain about loans.

“We are now constructing the Kaduna-Kano rail line from the budget while still negotiating the loan for Ibadan to Kaduna because the plan is Lagos to Kano,” he explained.

“So far, the Federal Government has laid out plans for the construction of Lagos-Calabar at $11.1 billion, Ibadan-Kano at $5.3 billion for a single track, Port Harcourt-Maiduguri at $3.02 billion for narrow gauge reconstruction, $12 to $13 billion for standard gauge approved by the President with additional spurs, Abuja-Itakpe at $3.9 billion in addition to the central line, and Lagos-Ibadan compatriots at $3.9 billion.

The confessional statements of the suspects in the ongoing trial of the alleged rape and murder of Miss Blessing Olajide, a 300L Agricultural Science student at the University of Ilorin, were not obtained under duress, according to a staff member of the Legal Aid Council of Nigeria, Kwara State.

The Legal Aid official, Barrister A. A Jimoh, contradicted the defense counsel’s claim that the statements were obtained under duress during the trial’s continuation at the Kwara State High Court over the weekend.

She was in court as one of the prosecutor’s witnesses to determine the legality of the defendants’ confessional statements obtained while in the DSS’s custody.

“I interviewed the defendants to ensure that they made their confessions without being intimidated by DSS operatives, and they all stated that they made their confessions without being intimidated in any way,” Jimoh said.

The case was later adjourned by Justice Adebayo Yusuf to September 27, 2021 for further hearings.

Armed men attack Kwara community, killing one person and injuring two others

On Saturday night, armed men allegedly attacked a farm settlement in Ahun village, Oro Ago, Kwara State’s Ifelodun Local Government Area.

Rukayat, a teen girl, was killed in the attack, while two others received bullet wounds. Before filing this report on Sunday, the condition of those shot could not be determined.

While the motive for the attack has yet to be determined, kidnappings have been on the rise in Kwara State’s southern communities recently.

Babawale Afolabi, a spokesman for the Nigeria Security and Civil Defense Corps (NSCDC) state command, confirmed the incident and said security in and around the community had been beefed up.

“Around 8 p.m. on Saturday, the incident occurred. The gunmen were numerous, and they fired sporadically throughout the assault.

Dr. Chinyere Almona, Director-General of the Lagos Chamber of Commerce and Industry (LCCI), has called for strict regulation of the e-Naira to combat cybercrime.

Dr. Almona said it was good that Nigeria was joining the digital transformation train while speaking with journalists in Lagos.

“In order to reduce cybercrime, it is critical that digital platforms be well supported and regulated.”

The e-Naira is a digital currency that will be launched on October 1 by the Central Bank of Nigeria (CBN).

With the proposed international financial centre, Nigeria’s desire to become a major player in Africa via the African Continental Free Trade Agreement (AfCFTA), and the emergence of special economic zones, among other intercontinental trade agreements, she believes that a digital currency will be required to facilitate trade and exchange.

The Nigeria Investment Promotion Commission’s Executive Secretary is Ms. Yewande Sadiku (NIPC). She discusses key issues that have defined her five-year tenure at NIPC in this interview.

This month marks the end of your first term at NIPC; how has it gone so far?

Because I did not employ anyone during my tenure and did not appoint any external special assistant, all of the work we have done in NIPC over the last five years has been done with the same NIPC staff that I met when I assumed office. The people I met at NIPC are the ones who work closest to me. Because of internal conflicts, there has been some negative coverage of NIPC in the press. But I came here with the mindset that it didn’t matter.

These conflicts existed prior to my arrival. In fact, given what happened to two of my predecessors, it’s a wonder I’ve lasted this long. However, the fact that I was able to work with good people at NIPC provides me with comfort.

So, one of my proudest achievements is that much of the work we’ve done was not being done before I arrived. I’m extremely proud of NIPC’s improved reputation in terms of governance, compliance, and transparency. When I first started at NIPC, I believe we were ranked 96th in an independent civil society compliance ranking. In 2019, we were ranked second, second in 2020, and I’m not sure where we’ll be ranked in 2021. However, I believe that doing so with the same group of people is unprecedented.
Look at the section on FOI on the NIPC’s website. I challenge you to find another government agency that has that level of transparency, and we update it quarterly. The last time the reports were updated was in June. They should be updated by the end of September, if not sooner.

In terms of advising the government on the direction of investor interest in Nigeria, NIPC can now do so using data rather than anecdotes.

In the last five years, how has the agency’s revenue been generated?

In terms of remittances to the government, we recently published a report indicating that NIPC generated N11.9 billion in Internally Generated Revenue (IGR) over the last five and a half years and remitted N5.8 billion to the government. I don’t believe up to N1 billion was remitted to the government in the five years before I joined NIPC.

NIPC did not have an audited account for 2014 when I arrived in November 2016. We had to finish 2014 and 2015 before moving on to 2016, which was the year I started. The 2020 audited account has been completed and published. We don’t have any audited accounts that are past due.

Is it true that the staff union went on strike over welfare? Has this been addressed?

If some of the staff union’s agitations are any indication, NIPC’s welfare is in poor shape. Since my arrival at NIPC, the welfare improvements have been almost unprecedented in any government agency, in my opinion. We were able to persuade the governing council to approve a staff housing loan scheme to assist employees in purchasing their own homes because we made more money than NIPC had ever made in 2018.

When I first joined NIPC, they had a N200 million housing scheme in place that was not funded. So it was approved for N200 million, but no money was involved. We set aside N1.2 billion for NIPC personnel. N1.1 billion of the N1.2 billion has already been distributed to employees. We set aside N500 million for a post-service benefit scheme to help them transition from work to unemployment.

What challenges did you face at NIPC?

Industrial unrest has a long history at NIPC. That was a problem I had to deal with throughout my time there. You can’t do this without the cooperation of all levels of government, including the federal, state, executive, legislature, and judiciary. A relatively difficult economic backdrop makes it difficult to work and generate investment. As a result, having numerous records of this investment would have been beneficial.

That hasn’t gone as well for me as I would have liked. However, it is against the difficult backdrop against which we worked. There were also issues with the governing council because of court cases that had been filed. These are factual statements. Court cases brought by a member of the governing council slowed NIPC’s progress, including one that barred the company from spending its IGR for five months in 2020. And getting an organization like this, especially one with such a long history of labor relations, on a path of reform – which is normally difficult – has been difficult. I am the second executive secretary to have served at NIPC for more than three years. I’ll be only the second executive secretary to finish a term. NIPC was founded in 1997. That reveals something.

What will ensure NIPC’s long-term industrial harmony?

Discipline is a crucial component. Employees and employers have rights and obligations in every organization, but your CEO and management have certain prerogatives that allow them to manage and lead the organization as they see fit. There are some advantages to holding that position. There will always be conflict if you don’t respect the fact that the person has those privileges.
