APC Governors Reject Direct Primary Option in 2023

0

There are indications that governors on the platform of the ruling All Progressives Congress (APC) are dissatisfied with the National Assembly’s resolution on the direct option as a mode of primaries for political parties to select their candidates for general elections.

At the end of their meeting on Monday night, the APC governors operating under the aegis of the Progressives Governors Forum (PGF) rejected the National Assembly resolution.

They also hinted at meeting with the leadership of both chambers of Parliament to persuade them to review the resolution before submitting the Electoral Act 2010 (Repeal and Re-enactment) Bill, 2021 to President Muhammadu Buhari for presidential assent.

The Conference Committee on the Electoral Act of 2010 has yet to submit its report to the National Assembly leadership.

Last month, the Senate joined its counterpart in the House of Representatives in enacting Section 87 on mandatory direct primaries for all parties.

“A political party seeking to nominate candidates for elections under this Bill shall hold direct primaries for aspirants to all elective positions, which shall be monitored by the Commission,” states Section 87(1) of the bill.

According to Nigerian Tribune investigations, the APC 2014 Constitution (as amended) provides for direct, indirect, and consensus options for the emergence of party candidates for general elections.
Further investigation revealed that, unlike direct primaries, which involve the participation of all party members in the selection of party candidates, indirect primaries involve the use of delegates, who are typically leaders and members of the executive at the ward, local government, and state levels, to elect the party’s candidate(s) at a congress or convention.

Kebbi State Governor and Chairman of the PGF, Atiku Abubakar Bagudu, told reporters last night at the end of the meeting held at Kebbi State Governors Lodge, Asokoro, Abuja, that the governors expressed strong reservations about the National Assembly resolution on direct primaries.

While he maintained that political parties should be allowed to choose the best option for them, Governor Bagudu also stated that the resolution violated the spirit of President Buhari’s Executive Order, which forbids large gatherings in the aftermath of the global pandemic, Coronavirus.

He also argued that direct primaries were too cumbersome and unwieldy, and that they would overstretch the limited resources of the Independent National Electoral Commission, which is statutory mandated to oversee political party primaries.

“We discussed the pros and cons,” he said. There has been some concern that political parties are entirely volunteer organizations. We express our concern that political parties be allowed to select the options they desire. Mr. President has signed an Executive Order prohibiting large gatherings. These are the issues we’re debating, and we’re hoping for the best for Nigeria.

“We also noticed that our ward conventions were the result of direct primaries.” INEC plays several roles in the process. INEC’s resources will be stretched if we have to involve them.”

The Kebbi State Governor revealed that the governors appraised and adjudged the recently held State Congresses by the Governor Mai Mala Buni led APC Careraker/Extraordinary Convention Planning Committee as satisfactory.

Elders of Kwara APC slam Lai Mohammed

0

Elders of the All Progressives Congress (APC) in Kwara State have condemned the Minister of Information and Culture, Alhaji Lai Mohammed, for allegedly insulting and demeaning the state Governor, AbdulRahman AbdulRazaq.

While reacting to recent comments made by the Minister about the governor in an interview, the party elders under the auspices of the ‘Kwara APC Elders Caucus’ took exception and decided to call him to order.

Nurudeen Mohammed, the Caucus’ spokesperson, said at a press conference in Ilorin, the state capital, on Monday:

“It is most unfortunate for Lai Mohammed to disparage Governor AbdulRahman AbdulRazaq’s political standing in Kwara State, as well as his role in funding the 2019 electioneering campaigns and election proper.”

Mohammed, a former Nigerian Ambassador to Malaysia, who was joined at the press conference by other caucus leaders such as Kunle Sulyman, Senator Mohammed Ahmed, Chief Wole Oke, and Chief James Ayeni, said the Minister was being immature by closing the door to party reconciliation.

According to the former ambassador, little was known about the Minister in Kwara politics prior to 2002, when he was “apparently exported to the state from Lagos to come and take over governance just like his colleagues in other Yoruba states, who had, before then, spent all their years in Lagos where they cut their political teeth and had held one political office or the other.”

“Of all his (Minister) Lagos colleagues who have previously been dispatched from Lagos to contest governorship elections in the current Republic, only Lai Mohammed has failed to win in his state where he contested in 2003.”

“The question that one would like to ask is why he did not win the election.” The answer should be self-evident. Lai Mohammed was never seen in Kwara politics during the Second Republic, and he was never heard of in Kwara state politics during the Third Republic.

“He was a bit of an unknown back then. He has always considered himself to be a Lagosian rather than a Kwaran.

“As a result, he has no standing to insult and denigrate the Governor, who has done so much for the state.” “We will not fold our arms and let Lai Mohammed destroy Kwara State for selfish reasons,” the Caucus stated.

During the assembly probe, stakeholders lamented the state of Bayelsa’s health centers

0

The decrepitude of primary health care centers in Bayelsa State’s eight Local Government Areas is due to a severe lack of equipment, medical and health personnel.

This was the unanimous opinion of stakeholders as the State House of Assembly Joint Committee on Health, Local Government, Chieftaincy, and Community Development began an investigative hearing on Monday at the assembly complex in Yenagoa.

During the session, a legislator, Mitema Obordor, stated that the exercise was in response to a motion he moved on the House floor on October 11, 2021, calling attention to the non-functionality of the health facilities.

While describing the situation as regrettable, Obordor pointed out that motions and bills can arise from constituent complaints, and that the House has a statutory obligation to investigate such claims.

Ebiuwou Koku-Obiyai, a committee member, stated that “over 80% of primary health care facilities are not functional because we have not drawn from the pool of available manpower, thereby avoiding brain-drain.”

In his remarks, Nigeria Kia, the chairman of Southern Ijaw LGA, told the committee that “councils provide N13m monthly for the Primary Health Care Board to carry out immunization across the state, in addition to paying salaries of the board’s staff.”

Kia, who is also the state chairman of the Association of Local Governments of Nigeria, stated, however, that the lack of infrastructure in terms of equipment and medical and health personnel was still a major concern.
The chairman of the Primary Health Care Board, Victoria Denenu, stated that there is one health care facility in each of Bayelsa’s 105 political wards and thanked the councils for their support thus far.

She also informed the committee that the Federal Government recently released N63m directly to health centers (at N600,000), “however, the level of functionality of facilities remains a huge problem.”

Pabara Newton-Igwele, the state Commissioner for Health, however, stated that his ministry would deploy a drone system to deliver medical aid to people in remote areas.

He stated that the only way to achieve significant improvement in the primary health care sector was for stakeholders to work together.

Previously, Godbless Oyinke, Chairman of the Joint House Committee on Health, Local Government, Chieftaincy, and Community Development, stated that the committee would follow up on its investigation into the use and misuse of funds in the system and recommend appropriate punishment where necessary.

In addition, the committee’s co-chairman, Salo Adikumo, stated in his remarks that the goal of the exercise was to achieve good governance and bring functional health care facilities to the grassroots.

Leave indelible mark at your host communities, NYSC DG charges FCT corps members

The NYSC Director-General, Brigadier General Shuaibu Ibrahim, has charged corps members to leave indelible marks of goodwill during the service year.

The Director-General gave the charge while addressing the 2021 Batch ‘C’ Stream I Corps members deployed to the Federal Capital Territory today at the Permanent Orientation Camp Kubwa, Abuja.

Brig Gen Ibrahim urged the corps members to be change agents by carrying out a needs analysis of their host communities and executing Community Development Services Projects aimed at alleviating the socio-economic challenges in that area.

The Director General further urged the corps members to remain patriotic and allow the spirit of NYSC live in them. He further advised them to resist the temptation of traveling at night and shun negative use of the social media.

Highlights of the visit was the presentation of cash gifts to Corps Camp Directors and deserving groups that distinguished themselves during the orientation course.

Rivers monarch protests the arrest of a passenger boat, and the Navy launches an investigation

The Bille Council of Chiefs in Rivers State’s Degema Local Government Area has accused the military of detaining a passenger boat traveling to Port Harcourt, the state capital.

The chiefs also claimed that the security operatives who intercepted the boat they were traveling in requested that the chiefs hand over some personnel from a local vigilante in Bille before the passengers could be released.

Ben Dokubo, Chairman of Bille Council of Chiefs, who made the allegation, told journalists that they were being escorted by vigilantes on their way to Port Harcourt from Bille when their convoy was approached by two military gunboats.

“We, as the chiefs and elders of the community, explained to them that we were Bille people and not criminals; that the criminals were fighting us, but we hadn’t seen them,” he said.

“These (military) people wanted to know why we were using escorts.” But, of course, we weren’t transporting anything illegal or illegitimate.

“Because they were unable to reach the escort boat, they impounded an innocent passenger boat from Bille, stating that they would not release the passengers unless the escort boat was returned to them.”

He claimed that security agencies in the area, including the police and the Department of State Services, had profiled the local vigilante in Bille.

According to our correspondence, the female passengers on the passenger boat were later released.

When contacted, Lt.-Commander Richard Iginla, spokesman for the Nigerian Navy Ship Pathfinder in Rivers State, said he had heard the allegations and that the incident was being investigated.

“Yes, we were aware of it. However, neither the Nigerian Navy Ship Pathfinder nor the Navy Command in Bonny are aware of it. “However, we are conducting an investigation to determine what really occurred,” Iginla stated.

H.E. Xi Jinping, President of the People’s Republic of China, Delivers a Keynote Address at the Opening Ceremony of the Fourth China International Import Expo

November 4, 2021

Your Excellencies, the Presidents of the United States of America and the United Kingdom,
Your Excellencies, International Organizations’ Heads,
Your Excellencies, Delegation Leaders,
Ladies and gentlemen, distinguished guests,
Dear Colleagues,

Hello and good evening! It gives me great pleasure to meet you online in this cloud meeting as the fourth China International Import Expo (CIIE) begins today. To begin, I would like to extend a warm welcome to our distinguished guests on behalf of the Chinese government and people, as well as in my own name, as well as warm greetings and best wishes to our old and new friends.

China is a firm believer in following through on its promises. The measures I announced at the third CIIE to further open up the market have been mostly implemented. The Hainan Free Trade Port has implemented a negative list for cross-border trade in services; reform and innovation for pilot free trade zones are steadily progressing; foreign investment access continues to expand; the business environment continues to improve; negotiations on the China-EU Comprehensive Agreement on Investment have concluded; and China is among the first to have completed domestic ratification of the Regional Comprehensive Economic Partnership (RCEP). China has overcome the impact of COVID-19 to achieve innovative foreign trade growth. As the only major economy to record positive growth in goods trade last year, China has made significant contributions to maintaining global industrial and supply chain stability and boosting global economic recovery.

Friends, Ladies and Gentlemen,
As we speak, the world is witnessing the combined effects of major changes and a pandemic, both of which have not been seen in a century. Unilateralism and protectionism are on the rise, and economic globalization is under pressure. Several studies show a steady decline in the World Openness Index over the last decade, as well as a deterioration in global consensus on opening up, both of which are cause for great concern.

To sail upstream, a boat must either forge ahead or be driven backward. We must stay on top of the current trend of economic globalization and assist countries all over the world in broadening their openings while rejecting unilateralism and protectionism.

This is critical if we are to lead humanity to a better future. China’s modernity is defined by its willingness to open up. The 20th anniversary of China’s accession to the World Trade Organization is this year (WTO). China has fully met its accession commitments over the last two decades. Its overall tariff rate has been reduced from 15.3 percent to 7.4 percent, which is lower than the 9.8 percent commitment made during the accession process.

Over 2,300 pieces of legislation and regulations have been reviewed and revised by the central government, and over 190,000 pieces have been reviewed and revised by local governments, all of which have contributed to the release of market and social vitality. China has provided the international community with 350 billion masks, over four billion protective suits, over six billion testing kits, and over 1.6 billion vaccine doses since the start of COVID-19. China has actively promoted international cooperation in the fight against the pandemic and has advocated for the waiver of intellectual property rights on vaccines for developing countries.
These are the concrete steps taken by China to honor commitments and fulfill responsibilities.

Over the last two decades, China’s economy has grown from sixth to second largest in the world, its trade in goods from sixth to first, and its trade in services from eleventh to second.

China has led developing countries in foreign investment utilization, and its outbound direct investment (ODI) has risen from 26th to first place. Over the last two decades, China has been deepening reform and pursuing all-around opening up, seizing opportunities and rising to challenges, and stepping up to its responsibilities and benefiting the entire world.

Since joining the WTO, China has continued to open its doors to the rest of the world, igniting a new wave of domestic development while providing a boost to the global economy.

China’s development and progress since its WTO accession 20 years ago are the result of much hard work and tenacity on the part of the Chinese people, led by the Communist Party of China (CPC). It is also the result of China’s proactive efforts to strengthen international cooperation and pursue win-win outcomes.

On this occasion, I would like to express my heartfelt gratitude to all Chinese and foreign friends from various social sectors for participating in and witnessing this historic process, as well as for supporting China’s opening up and development efforts.

Friends, Ladies and Gentlemen,
“One can tell the inside of a thing by observing its outside, and see the future development by reviewing the past,” the ancient Chinese observed. To thrive, any country or nation must follow the logic of history and develop in accordance with the trend of the times. As for China, we will not waver in our determination to open wider at a high standard; we will not waver in our determination to share development opportunities with the rest of the world; and we will not waver in our commitment to an economic globalization that is more open, inclusive, balanced, and beneficial to all.
First and foremost, China will vigorously defend true multilateralism. The multilateral trading regime, with the World Trade Organization at its heart, is the bedrock of international trade. The multilateral trading system is currently facing challenges. China believes that the WTO reform is heading in the right direction. We support the multilateral’s inclusive development.

1

trading regime, as well as the developing members’ legitimate rights and interests China will participate actively and openly in negotiations on issues such as the digital economy, trade and the environment, industrial subsidies, and state-owned enterprises, while also defending the multilateral trading regime’s position as the primary channel for international rule-making and ensuring the stability of global industrial and supply chains.

Second, China will vigorously pursue market opportunities with the rest of the world. China has a population of over 1.4 billion people and a middle-income group of over 400 million. Our annual imports of goods and services are estimated to be around US$2.5 trillion. All of this creates a massive market. In the future, China will place a greater emphasis on increasing imports and pursuing balanced trade development.

China will establish more demonstration zones for creative import promotion, optimize the catalogue of retail imports via cross-border e-commerce, encourage on-site processing of imported goods from trading between border residents, and increase imports from neighboring countries. China will improve the integration of its domestic and foreign trade, accelerate the development of international consumption center cities, promote Silk Road e-commerce, build modern logistics systems, and strengthen cross-border logistics capacity.

Third, China will vigorously promote high-quality opening.
China will further reduce the negative list for foreign investment and gradually expand the opening of telecommunications, healthcare, and other services. China will revise and expand the encouraged industry catalogue to direct more foreign investment toward advanced manufacturing, modern services, high and new technology, energy conservation and environmental protection, and the central, western, and northeastern regions. China will carry out stress tests for high-standard opening up in pilot free trade zones and the Hainan Free Trade Port, as well as release a negative list for cross-border trade in services in the pilot free trade zones. China will actively pursue participation in the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) and the Digital Economy Partnership Agreement, as well as engage in extensive international cooperation on green and low-carbon development and the digital economy (DEPA).
Fourth, China will steadfastly defend the world’s common interests. China will actively participate in cooperation within the United Nations, the World Trade Organization, the G20, APEC, the Shanghai Cooperation Organization, and other institutions, and will encourage more discussions on issues such as

1

Trade and investment, the digital economy, and green and low-carbon development are all on the agenda. China will advocate for the equitable distribution and free trade of vaccines and other critical medical supplies around the world. China will promote high-quality Belt and Road cooperation in order for more countries and peoples to benefit from its development opportunities and tangible outcomes. China will actively participate in global efforts to combat climate change and ensure food and energy security, as well as provide more assistance to fellow developing countries through South-South cooperation.

Friends, Ladies and Gentlemen,

“The going may be tough when one walks alone,” a Chinese proverb says, “but it gets easier when people walk together.” As the pandemic continues to wreak havoc and the global economy struggles to recover, it is even more critical that people all over the world band together to get through this difficult time. China stands ready to collaborate with all countries to build an open global economy, so that the spring breeze of openness can bring warmth to all parts of the globe.
Thank you very much.

Court Jails Maina, ex-pension boss for fraud

0

Abdulrasheed Maina, former chairman of the defunct Pension Reform Task Team (PRTT), has been convicted of money laundering by Justice Okon Abang of a Federal High Court in Abuja.

The former pension boss was arraigned by the Economic and Financial Crimes Commission (EFCC) in 2019, but pleaded not guilty to a 12-count charge of N2 billion money laundering brought against him.

The trial judge ruled that Maina stole over N2 billion in pension funds in his ruling.

Maina is guilty, according to the judge, of concealing his true identity as a signatory to accounts opened in two banks, UBA and Fidelity Bank, by using the identities of his family members without their knowledge.

The cash deposits in the accounts were N300 million, N500 million, and N1.5 billion.

He claimed that throughout Maina’s civil service, his salary and emoluments could not have equaled the funds in theose accounts.

The court also found Maina guilty of paying cash for a property in Abuja worth $1.4 million, exceeding the statutory threshold of N5 million and without going through a financial institution.
He was found guilty on all 12 counts and sentenced to eight years in prison by the court.

Although the law provided for a maximum sentence of 14 years, the judge was moved by Maina’s allocutus plea, which is a plea made to the court by a defendant who has been found guilty but has not yet been sentenced.

The judge ruled that the sentence would be served concurrently, beginning on October 25, 2019, the date of arraignment.

The court ordered Maina and his company, Common Input Property and Investment Limited, to forfeit approximately N2.1 billion traced to their bank accounts to the federal government, after which the company was ordered to be wound up.

In addition, the court ordered that Maina’s properties in Abuja’s Life Camp and Jabi Districts be forfeited to the government.

The convict’s bulletproof car and a BMW 5 series vehicle discovered at the convict’s residence would also be auctioned, with the proceeds forfeited to the government.

Remember that last month, Justice Abang sentenced Faisal, Maina’s son who is still at large, to seven years in prison on a three-count money laundering charge.

Breaking: EFCC and prison officials were fighting over Maina at the time

0

On Monday, after Abdulrasheed Maina, the former chairman of the defunct Pension Reform Taskforce Team, was sentenced, there was an altercation at the federal high court in Abuja (PRTT).

Maina was found guilty of money laundering and sentenced to 61 years in prison, according to previous reports.

Following the announcement of the verdict, members of the Economic and Financial Crimes Commission (EFCC) clashed with counterparts from the Nigerian Correctional Service (NCoS).

Following the judge’s sentencing, prison officials, who had been waiting in the courtroom and on the court grounds, led Maina out.

However, the EFCC operatives insisted that Maina ride in their vehicle, which caused some confusion.

The EFCC had charged Maina with money laundering on a 12-count charge worth N2 billion.

Corruption is a persistent problem in Nigeria. Nigeria was estimated to have lost over $400 billion to corruption since independence in 2012, according to estimates. The country was ranked 144th out of 180 countries in Transparency International’s Corruption Index in 2018. (with Somalia, at 180th, being the most corrupt, and Denmark the least).

Arsenal Leapfrog Man Utd triumphs over Watford

0

Arsenal moved closer to the top four in the Premier League with a 1-0 home win over Watford yesterday, thanks to a second-half goal from Emile Smith-Rowe in manager Mikael Arteta’s 100th league and cup game in charge.

Arsenal moved up to fifth place with 20 points from 11 games, two points behind fourth-placed Liverpool, who lost to West Ham last night. The Hammers are now third in the table, with the same 23 points as second-placed Manchester City.

Arsenal’s 100th league goal under Arteta came from Smith-Rowe, who drilled in a low shot from 18 metres after striker Pierre-Emerick Aubameyang missed a first-half penalty for the hosts, who also had two goals ruled out for offside.

Bukayo Saka’s early effort was disallowed, and Watford goalkeeper Ben Foster smothered Aubameyang’s 35th-minute penalty kick before making a superb reflex save on a close-range Gabriel header.

Foster, however, was helpless in the 56th minute when Arsenal defender Ben White surged forward after winning possession in midfield and teed up Smith-Rowe, who scored with a first-time shot.

Aubameyang had a goal disallowed in the 73rd minute, and Joshua King wasted Watford’s lone chance in the 86th, before the visitors had Juraj Kucka sent off for a second yellow card after fouling Arsenal’s left back Nuno Tavares.
