Be more supportive, sensitive to gender matters – NYSC urges Nigerians

0

The National Youth Service Corps (NYSC), on Wednesday, called on Nigerians to be more supportive and sensitive to gender matters in the country.

The Director-General of the NYSC, Brig.-Gen. Shuaibu Ibrahim, made the call in Alkaleri Local Government Area (LGA) of Bauchi state, during the flagging off of the maiden edition of the corps’ Grass Roots Gender Sensitization and Advocacy Campaign in rural communities.

Ibrahim, who stated that the sensitization programme is taking place simultaneously in all the Northern states of the federation, explained that the programme is a well thought-out initiative of the ‘Reforms Unit’ of the NYSC.

Represented by Mr. Paul Amoba, Assistant Director, NYSC North-East Area Office, Bauchi, Ibrahim added that the programme was implemented on the platform of the corps’ Gender Vanguards with the aim of exposing the ills of Gender-Based Violence (GBV).

He stated further that the NYSC is one of the organizations fighting against GBV and inequality through the activities of the Corps’ Gender Vanguards.

“Today, we are here to emphasize that no individual, man, woman, boy or girl should be denied the opportunity to realize their potential.

“Thus, we are appealing to the conscience of community members, religious institutions, Local Government Administrators, Principals/Head Teachers of schools, Guidance and Counselling Officers, Corps Employers and parents to be more supportive, protective and sensitive to gender matters.

“I am pleased to state for the record that the NYSC is one of the foremost organizations fighting against Gender Based Violence and inequality through the activities of the Corps’ Gender Vanguards.

“The Vanguards, who have been equipped with the necessary skills, carry out awareness campaigns and support activities in our rural communities.

“Amongst other strides, they help in the formation of Gender Clubs in schools as well as provide linkages to victims of gender abuse through the GBV toll free line, 08031230651, provided by the Federal Ministry of Women Affairs,” he said.

The D-G assured that the NYSC would continue to work with relevant stakeholders toward the success of gender mainstreaming in the country.

He, however, appealed to the general public to support the NYSC Gender Vanguards through the provision of an enabling environment for greater impact.

In his address, Alhaji Mohammed Abdulkadir, the Village Head of Alkaleri community, appreciated the NYSC for selecting the community as one of the beneficiary communities of the campaign.

Abdulkadir, who was represented by Alhaji Bala Shehu, a traditional title holder, promised that the community would give its maximum cooperation and support towards the development of the programme.

Also speaking, Mrs. Dalaki Cynthia, Gender Desk Officer, NYSC, Bauchi, said that the campaign was also meant to advocate for support from all stakeholders to support the Sensitization programme, saying it was important for all stakeholders to be able to stop all forms of abuse against children.

The News Agency of Nigeria (NAN) reports that some activities that graced the occasion included drama to discourage Gender Based Violence, money marriage as well as the display of placards to condemn GBV by students.(NAN)

NYSC as a blessing to all Nigerians

By Gbenga Osoba

Since the establishment of the National Youth Service Corps (NYSC) by the Gowon military administration on 22 May 1973, to help quicken the process of reconstructing, reconciling and rebuilding the Nigerian state after a devastating 30 months of Civil War that tore the country apart, NYSC has proven to be an indispensable tool in engendering unity, reintegration, lasting peace and building a robust education sector in the country.

With the inception of the scheme, the widening gap of mutual suspicion, ethnic distrust and religious tension that was created by the civil war, began to close as the youths started to appreciate the similarities in our diverse cultures and beliefs. The opportunity the scheme afforded the youths to be abreast with the way of life of people outside their state and region, created an enabling atmosphere for Nigeria to quickly heal from the nearly three years of war. An expert on African history puts it even more better when she wrote, “the seamless recovery of Nigeria from a grueling 30 months of bloodbath was magical. A magic that was a masterstroke of the NYSC scheme”.

In the education sector, the role NYSC scheme plays in instituting quality education across board, cannever be over emphasized. It is on record that since the inception of NYSC, our education sector has reinvigorated the waning confidence of Nigerians in the sector, with a steadily increasing integrity. The scheme introduced a touch of dynamism, innovation, creativity and new discoveries in the sector, through the activities of Corps members sent to these schools for their PPAs. Students in majority of the remote villages were as well inspired by the corps members to study hard so they can equally graduate and serve their father land in the future. The new enthusiasm this created in the young students, paved way for a robust competition amongst them, encouraging a vivid growth in the quality of education at the local level.

The adventurous nature of their teaching method, created a fertile ground for raw talents to be hatched. New subjects and courses which were introduced by corps members in their various schools for PPA, provided viral alternatives for every student to fit in. It enabled every student to quickly discover their areas of strength and nurture same into a societal asset. The mental challenge the presence of the young corps members pose for the young students, equally enabled an efficient and effective learning process for the students. It raised the bar for industry and added impetus to the standard of education in our schools. Knowledge was effectively and seamlessly passed. This encouraged many people who were hitherto disinterested in formal education to find it captivating, thereby reducing the number of out of school children in the localities.

The leverage of higher academic training the corps members possess (University Graduates) over the school teachers (mostly NCE graduates) made them the rallying point for the students to get advanced knowledge and exposure on many contemporary subjects and topics. This also benefited the students in both public and private schools, in the areas of self-development and confidence building. The inability of the majority of corps members to understand and speak the native languages of students in the rural areas and had to rely solely on English language to teach and communicate with the students, provided a virile platform for the students to improve their communication skills in English language. The corps members therefore contribute immeasurably to the development and improvement of English language in our schools.

The contributions of NYSC scheme to the development of our education system and their role as the symbol of unity and cultural integration in Nigeria, has earned them, the confidence and respect of the majority of Nigerians.

In a new public opinion poll conducted by NOIPolls, it was revealed that 8 in 10 adult Nigerians do not support the scrapping of the National Youth Service Corps (NYSC).

It was further revealed that out of the 80 percent who do not support the scrapping of the scheme, majority of the population (30 percent) affirms that the scheme is a tool for cultural integration in the country. While 27 percent believe that the scheme is an avenue for exposure and self-development, 17 percent believe it helps the youths in various ways.

It was also revealed via the poll result that most Nigerians (83 percent) who participated in the poll admitted that the scheme has met its objectives of fostering National Unity in the country.

“Interestingly, 83 percent stated that graduates do benefit from the scheme and when probed further, monthly allowance (30 percent), intercultural relationship (17 percent), and self-development (12 percent) were the three top benefits mentioned amongst others”, part of the report on the poll stated.

Benue South APC disowns purported re-zoning of chairman

… reaffirms support for Akume

The Benue South chapter of the All Progressives Congress (APC) has distanced itself from the purported rezoning of the state party chairmanship position.

According to a statement signed by its zonal chairman, Hon. Muhammed Hassan, it said such move is orchestrated to mislead the public on the position of the critical stakeholders of the party.

Recall that the APC’s most coveted position in the state was zoned to Ogbadibo LGA by the Chief John A. A. Ochoga led Special Zoning/Harmonisation Committee for Zone C.

Fast-rising political activist, Comrade Austin Agada, was confirmed as the consensus choice to rule the party.

But following reports of a reversal after a meeting in Otukpo, Hon. Hassan said neither the party leadership in the zone or state is aware of such arrangement.

He described the said gathering as an “illegality that cannot birth any meaningful resolution that will be binding on the party”.

He, however, passed a vote on confidence on the Minister of Intergovernmental Afairs, Senator George Akume, who is the state’s party leader.

According to him, the overwhelming goodwill the party now enjoys across the state is as a result of his firm and visionary leadership.

Hon. Hassan assured Akume of the zone and state’s backing in his quest to become national chairman of the party.

Read full statement below:

The attention of the leadership of the All Progressives Congress (APC) in the Benue South Senatorial district has been drawn to a communique orchestrated to mislead the public on the position of the critical stakeholders of the party in the district, regarding the state chairmanship position of our party in Benue.

We urge the public to discountenance the communique which does not reflect the true position of the Benue South APC stakeholders as generously contained in the release from the zoning committee chaired by Chief Bar. John Ochoga.

Consequent upon the zoning of the APC Benue state chairmanship position to Benue South district, stakeholders of the party in series of meetings, at the instance of the Chairman of the party’s elders forum in the zone, Chief Bar John Ochoga, micro-zoned the chairmanship position to Ogbadibo LGA. This zoning arrangement was reached without protests from any quarters. If not for chicanery or sheer desire to embarrass the party, there is no justifiable ground to embark on a campaign of calumny and hate against a position that the said leaders of the party had all the time and opportunity to challenge at the various meetings that held before the resolution was reached.

It has also become pertinent to put the record straight regarding the meeting that held at the Double K Resort hotel in Otukpo. APC as a party is governed by a constitution and by that legal framework, the only competent persons to authorize any meeting of the party at the zonal level is the zonal or state chairman of the party and neither I nor the state chairman, Comr. Abba Yaro, was aware of the meeting. (We equally made a publication to that effect). It is trite that you cannot place something on nothing and expect it to stand, the meeting itself was improperly convened, it is an illegality that cannot birth any meaningful resolution that will be binding on the party. We want to also commend the stakeholders of the party in the zone for distancing themselves from the meeting. Their actions clearly shows that the majority of our party stakeholders and elders in Zone C are resolute in their resolve to respect the Ochoga committee zoning, a position that was reached after a rigorous democratic process.

Let me also use this opportunity to commend the great leader of the APC in Benue state, Sen. Dr. George Akume, for providing firm leadership to the APC in the state. That our party now commands an overwhelming goodwill across the state, is as a result of his firm and visionary leadership. We appreciate his tolerance for dissenting views. He is indeed a democrat who has been fair and just to every section of the party in the state. It is on record that the APC Benue South has more than once, passed a vote of confidence on the Minister, and I want to assure him, on behalf of Benue South APC leadership, elders, stakeholders and our teaming members, that he will continue to enjoy our support and confidence in his aspiration to lead our great party at the national level.

Nigeria health system will collapse without corps members – Stakeholders

0

The contribution of the National Youth Service Corps to the socio-economic development of Nigeria has received attention in recent times. In some quarters, it was stated that the contributions of the National Youth Service Corps in the health sector in the country could not be overemphasized.

This much was corroborated by the impact of NYSC doctors across the country during the indefinite strike action by Resident Doctors. It was on record that NYSC doctors indeed rendered invaluable services in most public hospitals across the country.

According to Professor Femi Johnson, a public health expert at the University of Ibadan, he stated that the NYSC plays a critical support role in the health sector in Nigeria. This much he highlighted has been the norm for decades. He said that “people make the mistake of thinking NYSC doctors are not eminently qualified. That is an error of judgement. These are qualified doctors who are undertaking their mandatory national service year.”

“The strike action by resident doctors in the country recently indeed exposed the inadequacies in the health sector, as well as the importance of the NYSC as a scheme in the health sector in Nigeria.”

This much was corroborated by a top-ranking member of the Nigerian Medical Association, who pleaded anonymity. He stated that most public hospitals in Nigeria depend heavily on NYSC doctors and nurses, especially in rural areas.

“In most public health centres across the country, the mainstay are corps members, either doctors or nurses. This is not strange because it is what the NYSC entails. It is service for these newly inducted medical doctors.”

This fact was corroborated by scores of health experts interviewed. They believed that the NYSC as an institution could be classified as an interventionist agency for its critical role in the country’s life.

According to Nnonso Nwangwu, a medical doctor in one of the Federal Medical Centres in the country, the NYSC doctors are an integral part of the health sector in Nigeria. “As a fact, we look forward to the posting of NYSC doctors to our facility to augment our workforce year in year out. This is cognizant of the fact that lots of doctors are leaving Nigeria in droves, and the lifesaver has been NYSC doctors, who are always willing and able to provide critical intervention.”

He further added that the government should act as a matter of urgency to extend the service year for doctors and nurses to fill in the void created by the massive brain drain experienced in the health sector in Nigeria.

“We need the government to address the brain drain issue by extending the service year for medical personnel undergoing the NYSC scheme. I dare say that some states in Nigeria depend wholly on NYSC doctors and nurses to man primary healthcare centres, and in some instances general hospitals.”

He also expressed fear that some health institutions might collapse without the intervention of the NYSC doctors. “We fear for the collapse of the health sector in some states, and the government must come to terms with this stark reality and do all possible to address some of the issues at the NYSC for its contributions in the health sector cannot be overemphasized.”

According to a member of the National Assembly from one of the states in the South West, he emphasized how youth corps members have been bridging an invaluable gap not just in the health sector, as well as the educational and agricultural sectors.

“As a lawmaker, I have consistently advocated for the sustenance of the reforms in the NYSC scheme. Both on the floor of the hallowed chambers and in my other engagements, I have posited that the NYSC remains a vital tool for sustainable growth and development. For example, I know of three local government areas in my state that survive on the inputs of corp members in the educational, health and agricultural sectors.”

“I recall some of my colleagues share the same opinion as mine because they also are aware of the invaluable contributions of the NYSC in national development. But guess for political considerations, they have elected to shy from speaking the truth. And this is sad and a disservice to the country.”

A member of a civil society organization who pleaded anonymity stated that during the outbreak of the novel coronavirus in the country, NYSC doctors were at the forefront of curtailing the further spread of the virus.

“We must be reminded that NYSC doctors were among the frontline health workers that worked round the clock in governments efforts towards addressing the challenge as it were. I wonder why no mention was ever made of this invaluable contribution. Again, this reminds us of the fact that some stakeholders have refused to look beyond their prejudices to admit that the NYSC scheme remains a lifesaver in Nigeria.”

“ I recall that NYSC doctors and nurses were found in most isolation centres working round the clock. But were they recognize? This is unfortunate, and this trend must be discontinued. We can’t continue to live in ignorance by joining the bandwagon calling for the scrapping of the NYSC scheme.”

It would be recalled that the NYSC management has in recent times advocated for more allocation of resources to equip corps members during their service year through the establishment of the NYSC Trust Fund to assist corp members in ways too numerous to mention.

Kano state governor, Dr. Abdullahi Umar Ganduje, removed Engr. Mu’azu Magaji from his position as Executive Chairman of the state NNPC/AKK Gas Pipeline Project and Gas Industrialisation Committee for the second time in 13 months on Monday night (KNSG-PDIC).

Engr Magaji, a governorship aspirant, was sacked from Ganduje’s cabinet as Commissioner for Works and Infrastructure in October 2020 after making an outrageous statement about the late Chief of Staff to the President, Alhaji Abba Kyari.

Pundits were perplexed, however, when Ganduje appointed the homeboy as Chairman of the state NNPC/AKK Gas Pipeline Project and the Gas Industrialisation Committee in April (KNSG-PDIC).
The latest development followed what Muhammad Garba, Commissioner for Information, described as “his inability to measure up to the challenging job, poor performance, and insubordination

According to Garba, the controversial politician “failed to live above board in carrying out the responsibility assigned to him to oversee the project to which the government attaches great premium.”

According to the statement, his leadership of the committee, which is tasked with, among other things, coordinating in close collaboration with the NNPC on timely project implementation, has not been forthcoming in working to achieve the desired goal.

However, the statement directed that the sacked chairman hand over the committee’s affairs to the Deputy Executive Chairman, Aminu Babba Dan’Agundi, Sarkin Dawaki Babba.

As a result, Governor Ganduje thanked him for his service and wished him luck in his future endeavors.

In Anambra, a woman allegedly conspired with her two sons to murder her grandson over a land dispute.

0

Anambra State Police Command has committed to bring to justice the murderers of Anaogu Umuoji’s one-year-old infant, Uchechukwu Akana, in Anambra State’s Idemili North Local Government Area.

Late little Uchechukwu Akana was believed to have been murdered by his father’s sibling on the evening of October 6, 2021, over a land dispute at Anaogu Umuoji in Anambra State’s Idemili North Local Government Area.

Tochukwu Ikenga, the state Police Public Relations Officer, said in response to the boy’s death that men from the Ogidi Police Division had arrested the suspects and that the case would be transferred to the State CID for further investigation because one of the suspected accomplices, Tochukwu Akana, was on the run.
Narrating his ordeal, the deceased’s father, Arinze Akana, detailed how the extended family agreed to sell a portion of both families’ land and split the money in two because their father married two wives, but his mother, Thressa Akana, misled her two sons, Kosisochukwu and Tochuchukwu Akana, telling them that they were the true owners of the land and that if he refused to remove his hand from the land,

Arinze stated that a series of peace talks planned by Anaogu elders had little fruit since his siblings refused to attend.

“I believed it was a joke as they continued to threaten me and my family,” he added.

On that fateful day, Kosisochukwu Akana brought a land buyer who insisted that the elderly person in the family sign the documents, but “as they prepared the documents without the son of the other woman as we previously agreed, I told them that I will not sign the documents until our mother returns to enable me to ask some questions about what our father said before his death.”

“Unfortunately, my brothers, Tochukwu and Kosisochukwu Akana, clamped down on me with a matchet, a digger, and a rod, and I was hit in the back with the rod.” Touchukwu then matched me on my two legs, and Kosisochukwu whacked me with the rod, causing blood to gushe forth. They pushed their way into my room when I was seated next to it. Kosisochukwu Akana immediately smashed the rod on my son’s head, and the brain burst out, and Tochuchukwu cautioned me that this is a lesson for me. My sister then transported my kid to the hospital, where he died.

“The little boy’s corpse was lying at the compound when my mother returned from the market and entered our parlour, jubilant that this serves as a lesson to me, the truthful man, laughing at me.”

“They have continued to threaten me despite the fact that my kid was murdered in cold blood.” Tochukwu brought one local doctor the next day, and they did incantation on the ground where my late son’s blood spilt, outlined it with charcoal and white chalk, and called my wife “albino.”

Mrs. Chi Arinze Akana, the deceased child’s mother, wept bitterly over how her brothers-in-law and mother plotted and murdered her son. “They had been calling me albino and insulting me and my husband because I am from Amiri Oru West of Imo State, and they killed my son and threatened to kill me and my husband,” she added.

FRSC boss, NSCDC counterpart hailed as group holds thank-you rally for Buhari

0

The leadership of the Federal Road Safety Corps (FRSC) of Nigeria and the Nigerian Security and Civil Defence Corps (NSCDC) were singled out for praises on Monday when hundreds of Nigerians trooped the streets of Abuja to hold a ‘thank you rally’ for President Muhammadu Buhari.

Led by the Civil Society Groups on Security Reforms in Nigeria, the Nigerians expressed gratitude to the president for his purposeful leadership in poverty alleviation, infrastructural development, agricultural reforms, corruption fight, among others.

Speaking on behalf of the Nigerians, the group’s convener, Comr. Dauda Owolabi Abdullateef, hailed Corps Marshal, Dr Boboye Oyeyemi and his NSCDC counterpart, Ahmed Abubakar Audi, for embibing and replicateng the president’s quality leadership virtues.

Since his appointment in 2014, Abdullateef noted that the FRSC boss has carried out his responsibility with equanimity and sense of patriotism.

He said Dr Boboye has introduced numerous reforms that has finally returned the agency to the path of sanity and honour.

Among others, Abdullateef said there is now transparency, accountability and dedication in the FRSC, visible in the creation of anti-corruption app and National Traffic Radio (NTR).

In the NSCDC, meanwhile, the group said Dr Audi has filled the void provided by the overstretched security formations across the country, ensuring adequate security for the lives and properties of Nigerians.

Abdullateef said the NSCDC’s partnership with relevant security agencies has repelled bandits’ attacks across the country, thanks to the resilience and firm leadership of Dr Audi.

According to him, many schools in the North-West and North-East relied heavily on the security provided by the NSCDC to keep their schools open and students safe.

While passing a vote of confidence on President Buhari together with the duo, the Nigerians said the FRSC and NSCDC can do more with improved funding.

If this is done, Abdullahef further noted that there will be more quality reforms in the road traffic sector and enhanced cooperation between the NSCDC and other agencies, particularly now that the country is embroiled in security challenges.

The group, however, warned “misguided individuals” and “troublemakers” to quit their antics as it is distracting both leaders.

Read full statement below:

Today presents yet another opportunity to appreciate the administration of President Muhammadu Buhari GCFR for the purposeful leadership it has provided Nigerians since it’s inception in 2015.

Nigerians cannot thank Mr President enough for running a people-driven administration with special interest in poverty alleviation, infrastructural development, Agricultural reforms and corruption fight.

As a group with primary focus on security reforms in Nigeria, it will be an incurable oversight if we fail to also recognize the efforts of the current Leadership of the Federal Road Safety Corps (FRSC) of Nigeria and the Nigerian Security and Civil Defence Corps (NSCDC) in replicating the quality leadership of Mr President in their respective outfits.

It is on record that since the mantle of leadership of the FRSC fell on Dr Boboye Oyeyemi on July 24 2014, he has carried out his onerous responsibility with equanimity and sense of patriotism. He has introduced numerous reforms that has finally returned the agency to the path of sanity and honour. As the first Corpse Marshall to be appointed from the inside, he distinguished himself and harmonized the past mistakes of his predecessors, his experience and patriotism into building an FRSC that has become the pride of the nation. We invite fellow Nigerians to take a cursory look into Dr. Oyeyemi’s impressive use of modern technology to fight the corruption that has in the past, brought the organization to public ridicule and disrepute. Oyeyemi ensures that the commands are run efficiently on budgeted allocations, which are paid as regularly as the financial releases are made by the federal government to avoid a situation where the commanding officers and patrol teams could be tempted to compromise their responsibilities by resorting to illegal sources of funding their operations. Through this mechanism, commanding officers are sure of finances to routinely carry out repairs of their operational vehicles and other administrative costs without resort to self-help that could compromise them.

Oyeyemi has developed a workable framework that ensures that only stated fines are paid by violators and the corps under him, has continued to carry out series of sensitization programs to ensure members of the public do not fall prey to the corruption antics of overzealous members of the corps. And in further demonstrating its commitment to corruption-free society which aligns with the philosophy of the present administration, Oyeyemi-led Management went into partnership with an NGO known as Akin-Fadeyi Foundation to launch an anti-corruption App by which victims of corruption from members of the Corps can immediately activate and send report of the transactions to the FRSC Headquarters for immediate remedial action.

In furtherance of its policy on transparency, the present Management of Corps Marshal Oyeyemi last year established the National Traffic Radio (NTR) to provide ample opportunity for members of the public to not only get information on traffic updates and road conditions across the country, but report any negative encounter with members of the Corps including demand for bribes directly to the studios.

The traffic radio which has been in operation is providing direct access to members of the public through various communication tools for unhindered fight against impunity and corruption among the FRSC personnel and other incidents.

The FRSC under Corps Marshal Boboye Oyeyemi also earned international accolades for its efforts in reducing the accident rate in Nigeria to slightly above 2000, record low, in 2018.

In the NSCDC, the current Commandant General of the corps, Ahmed Abubakar Audi has stepped into the gap of insecurity provided by the overstretched security formations across the country, to ensure adequate security for the lives and properties of Nigerians. The successes witnessed by the NSCDC in partnering with other relevant security agencies to relentlessly repel bandits attacks across the country has been attributed to the resilience and firm leadership of Abubakar Audi.

In the wake of the incessant kidnappings and bandit attacks in the North, many schools in the North-West and North-East relied heavily on the security provided by the NSCDC to keep their schools open and students safe.

In view of the performance of the two security outfits highlighted above and the need for more quality services to the nation, our group has resolved to use this opportunity to solicit for more funding to the duo of FRSC and NSCDC. If they can achieve all these with the scarcely adequate funds at their disposal, this group is confident that with more funding, there will be more quality reforms in the road traffic sector, while the NDCDC will be better placed to continue to partner with the relevant security outfits to provide adequate security for all Nigerians, particularly, now that the country is embroiled in insecurity challenges.

We also wish to use this opportunity to pass a vote of confidence on the leadership of FRSC and NSCDC for their good performances and assure them that Nigerians will not forget their records of excellence. We implore them to remain resolute in their patriotism and drive to discharge their duties to the best of their abilities.

Consequently, we wish to distance ourselves and the majority of Nigerians from the antics of some misguided individuals who has constituted themselves into willing tools to be used by enemies of this great nation to distract the leadership of FRSC and NSCDC from the good work they are doing. May we unequivocally warn these trouble-makers and meddlesome interlopers to steer clear of these agencies, else they incur the wrath of well-meaning Nigerians who are enjoying their good work and patriotism.

President Buhari promises that projects will be completed by 2023

0

President Muhammadu Buhari has assured Nigerians that the 11.9km Second Niger Bridge, 120km Lagos-Ibadan Expressway, and other key Presidential Infrastructure Development Fund (PIDF) projects will be completed during this administration’s second term.

The President made the assurance on Monday, at the start of a two-day Mid-Term Ministerial Performance Review Retreat organized to assess progress toward achieving the current Administration’s nine key priorities.

He used the occasion of the retreat, the third edition since the second term of his administration, to highlight some of the Federal Government’s notable achievements in the last two years.

President Buhari listed accomplishments in the areas of infrastructure, transportation, economy, electricity supply, the petroleum industry, among others.

‘‘On transportation, we are growing the stock and quality of our road, rail, air and water transport infrastructure.

“”The PIDF projects are also advancing remarkably. These include the 11.9km Second Niger Bridge, 120 km Lagos-Ibadan Expressway, 375 km Abuja – Kaduna – Zaria – Kano Expressway and the East West Road. Most of these projects are expected to be completed within this 2nd term of our Administration,’’ he said.

Periodic Reports

President Buhari expressed delight that over the past two years, Ministers have rendered reports to the Federal Executive Council on their activities related to the achievement of their Ministerial Mandates.

‘‘Some of the notable achievements include the establishment of InfraCo Plc in 2020, as a world class infrastructure development vehicle, wholly focused on Nigeria, with combined debt and equity take-off capital of N15 trillion, to be managed by an independent infrastructure fund manager.

‘‘The Presidential Infrastructure Development Fund was also established in 2020 with more than USD 1Billion in funding.

“In addition, we have launched the Nigeria Innovation Fund by the Nigerian Sovereign Investment Authority (NSIA). This is aimed at addressing investment opportunities in the domestic technology sector: data networking, datacenters, software, Agri-tech, Bio-tech, and more,’’ he said.

Furthermore, President Buhari noted that his administration had made tremendous progress on railway projects in the country, noting that upgrading of the railway network is being extended with the recent completion of the Lagos – Ibadan line.

“The Itakpe-Ajaokuta rail line has finally been completed and commissioned after 30 years of its conception.

“Work is expected to commence very soon on the Port-Harcourt Maiduguri line and Calabar – Lagos Coastal Line to connect the Southern and Eastern States of our Country. Progress is also being made on the upgrading of our Airports, with the state-of-the-art facilities in line with world class safety standards,’’ he said.

 Economy

On the economy, the President said the nation witnessed three consecutive quarters of growth, after negative growth rates recorded in the second and third quarters of 2020.

‘‘The GDP grew from 0.8% in 2017 to 2.2% in 2019, but declined in the first quarter of 2020, as a result of the downward trend in global economic activities triggered by the COVID-19 Pandemic.

“As at Second Quarter 2021, GDP growth rate was at 5.01%, the highest since the inception of this Administration.”

 Security

On security, President Buhari announced that the Ministry of Defence has been instructed to create a modest military industrial complex for the local production of weapons to meet some of the requirements of the country’s armed forces.

The President explained that the establishment of the industrial complex would address Nigeria’s over-dependence on other countries for military equipment and logistics.

He said the project is being implemented under the Defence Industries Corporation of Nigeria (DICON), a military department responsible for arms manufacture.

On other efforts to strengthen national security, the President said it was gratifying to note that Nigeria has received six A-29 Super Tucano.

He said the propeller-driven aircraft are being used for training, surveillance and attack by the military.

‘‘As part of the efforts towards strengthening our national security, we have increased investments in arms, weapons and other necessary equipment; expanded the National Command and Control Centre to nineteen states of the Federation; and established a Nigerian Police Trust Fund, which will significantly improve funding for the Nigeria Police Force.

‘‘We have also approved the sum of N13.3 billion for the take-off of the Community Policing initiative across the Country, as part of measures adopted to consolidate efforts aimed at enhancing security nationwide,’’ he said.

Power

On the Power Sector, President Buhari noted that the implementation of a ‘Willing Buyer-Willing Seller’ Policy has opened up opportunities for increased delivery of electricity to underserved homes and industries.

He expressed the hope that the execution of critical projects through the Transmission Rehabilitation and Expansion Programme, will result in achieving the national goal of improved power supply by 2025.

On the Petroleum Industry Act signed into law on 16th August 2021, the President reiterated his directive to the Implementation Committee to complete all processes for the successful operationalization of the Act within 12 months.

Youth Employment

On efforts to empower the youth and other vulnerable groups by enhancing investments in the Social Intervention Programmes, the President said he has approved the expansion of the National Social Register (NSP) by 1 million additional households.

The NSP is the official database for the implementation of the Conditional Cash Transfer programme.

“We have established the N75 billion Nigerian Youth Investment Fund created to boost the Nigerian economy through leverage and access to finance for youths.

“The Fund should serve as a catalyst to unleash the potential of the youth and to enable them to build businesses that will stimulate economic growth and create jobs. These accomplishments are a testament to the fact that all hands are on deck in establishing a solid foundation for even greater successes in future,’’ he said.

The President warned all ministers and permanent secretaries to take seriously all issues relating to the implementation of their mandates towards the attainment of the laudable objectives of this Government.

The President concluded his address at the opening of the retreat with the unveiling of the Presidential Priorities Performance Management System.

He explained that the Performance Management System and Dashboard, which has been in effect since January this year, had provided him the opportunity to track projects in real-time with live data.

“In our continuing drive to ensure accountability, we have incorporated a Performance Management Framework into the functions of the Central Delivery Coordination Unit for ease of tracking of the Ministerial Deliverables along the lines of the 9 priority areas of this administration.

“This initiative has provided me the opportunity to track the performance of all Ministries and by extension my Administration.

“This process has been in effect since January 2021 and today it gives me great pleasure to unveil the Performance Management System and Dashboard to track projects in real-time with live data and early warning system to proactively resolve bottlenecks,’’ he said.

In view of the importance of this year’s retreat, President Buhari announced that he would sit through all the sessions to listen to the cumulative assessment of this administration’s performance over the last 2 years.

Equally, the President would join in discussions on the best approach and strategies to implement planned policies, programmes and projects that can significantly diversify the economy away from its dependence on oil revenue, while sustaining the current economic growth trajectory.
