NEDC bags TheNigerian star award for national intervention and recovery

The North East Development Commission(NEDC) has been nominated for an award of excellence by UK-based media group, TheNigerian News.

In a letter addressed to its Managing Director, Mohammed Goni Alkali, the company said the NEDC will be recognised as Most Outstanding Agency for National Intervention and Recovery.

According to the company, NEDC alongside other agencies and distinguished Nigerians will be awarded at its fifth anniversary scheduled for Thursday.

” We are rewarding NEDC’s efforts since 2019 in fulfilling its core mandate of reconstruction and development of the North-East. The NEDC has risen to the responsibility of receiviing and managing funds from allocation of the Federal Account, international donors for the settlement, rehabilitation and reconstruction of roads, houses and business premises of victims of insurgency as well as tackling the menace of poverty, illiteracy level, ecological problems and any other related environmental or developmental challenges in the North-East states,” TheNigerian said.

“In particular, the completion of ICT centres, construction of housing units and completion of abandoned projects across the region have attracted the attention of Nigerians beyond the North-East”.

The event, which will be held at the NAF Conference, will be chaired by the Honourable Minister of Special Duties, Senator (Dr) George Akume while His Royal Highness, the Emir of Kano is Father of the Day.

The National Youth Service Corps and its Director-General, Brig-Gen Shuaibu Ibrahim, His Excellencies, Ambassador Tukur Buratai, Governor Mai Mala Buni, Governor Abdullahi Sule and Governor Bala Mohammed will also be awarded.

The National Broadcasting Corporation is a regulatory agency. As such, it must never be seen that regulatory agencies are complicit in enforcing standards, especially in the critical broadcast industry in Nigeria.

It was, therefore, a worrisome situation when it was observed that the agency was enmeshed in untoward practices as enshrined by the former director-general, which led to his suspension from office and eventually sack after investigations into allegations of graft.

However, there seems to be a new lease of life at the NBC since the coming on board of veteran broadcaster Balarabe Shehu Ilelah as Director-General. I recall that when the appointment was announced, there were immediate reactions from stakeholders in the broadcast industry. While some raised eyebrows, the majority were elated with the quality of the experience and pedigree of the new DG.

The recent happenings at NBC today indeed justified the positions of those elated stakeholders. Their position was hinged on the pedigree and professionalism of Balarabe Sheu Illelah. And he has not failed in his efforts towards repositioning the NBC and cleaning the Augean stable.

My excitement knows no bounds with feelers from the NBC, where many innovations have been introduced to better position the NBC in delivering its mandate of serving as the watchdog of the broadcasting industry in Nigeria. This is indeed a new era at the NBC, where the mechanism has been introduced to ensure that the NBC stays true to its mandate.

This is indeed an example of leadership at its peak. The question is, are we surprised? The answer is no because the new DG comes onboard with a rich cv that speaks volumes of an exceptional career as a broadcaster par excellence that rose through the ranks both in practice and at the administrative levels.

He is a seasoned administrator who has substantial experience in the broadcast industry in Nigeria. I recall that a professional colleague once said that one of the best decisions of the Muhammadu Buhari administration was the appointment of Balarabe Shehu IIelah. Please permit me to reproduce here: “Balarabe would hit the ground running. He would be soft and hard. He would turn around the fortunes of the NBC in record time, and it won’t be business as usual.”

True to his prediction, Balarabe Shehu Illelah has been outstanding in the short period he assumed the agency’s leadership. The reforms he introduced has been yielding dividends in the sense that professionalism and adherence to the principles of transparency and accountability are strictly adhered to. The era of compromising or cutting corners is gone as there are in place various levels of checks and balances in the agency’s operations.

According to reliable information gathered from the agency, it was stated that the new DG does not mince words regarding what he wants to achieve. He has read the riot act, and the level of compliance has been astonishing. It was also gathered that the DG made it clear that he would lead by example, and he has reportedly gotten the assurances and buy-in of the management team of the NBC.

In all of these, one thing stands strong: once there is a will, there is always a way. And in my opinion, that is essentially what is required in Nigeria in our quest for sustainable growth and development. We need leaders with a penchant for putting the country first. We need leaders who can translate the hopes and aspirations of the people into tangible realities. And that is what the NBC DG has demonstrated since he assumed leadership of the agency.

Let us make no mistakes; there would be resistance from some merchants that have benefited from the rot in the NBC in times past. They will throw all sorts of spanners and engage in character assassination to derail the DG. They will also peddle falsehood to create an atmosphere of doubts regarding the sincerity of heart and purpose of the DG in fulfilling the critical mandate of the agency and other ignoble acts too numerous to mention.

In all honesty, I think some of these despicable acts are beginning to manifest as I read somewhere recently where it was stated that the DG had busied himself with awarding indiscriminate contracts to friends and cronies. It was expected and indeed a puerile one. And some of us were not surprised because it has become a norm in this country where the “Pull Down” syndrome reigns supreme.

At this point, the only advice I have for the DG is for him not to be distracted by the antics of the select few who are bent on blackmailing him to submission. For him, he must not lose sight of the overarching objective, which is to reposition the NBC for greater productivity.

I will also advise the DG to continue to ensure that the reforms he introduced to block leakages and compromises are sustained. He must also stay true to his values of providing leadership through his words and actions.

Therefore, it behoves on all stakeholders in the broadcast industry to extend their support to the ongoing reforms introduced by the DG. They must come to terms with the reality that the ultimate aim is the common goal of ensuring that the broadcast industry in Nigeria conforms to international best practices.
The embarrassing era of controversial regulatory policies should be replaced with the era of proactive policies that address the issues in the broadcast industry in Nigeria. This, I believe, is the hallmark of the Balarabe Shehu Illelah era at the NBC since he assumed leadership.

It is thus glaring that should the DG continue in this fashion; greater days indeed lies in wait for the NBC and the broadcast industry in Nigeria. And those whose stock in trade is to slander and misinform; I think they ought to have a rethink. The Balarabe Shehi Illeha that I know is a man on a mission, and no amount of blackmail can deter him. The new NBC leadership deserves all the support it can get.

After two nights in kidnappers’ den, abducted Imo traditional ruler rescued by Police

Damian Nwaigwe, the abducted traditional ruler of Mbutu Kingdom in Imo State’s Aboh Mbaise Local Government Area, has been rescued.

Around 2:30 a.m. on Thursday, gunmen took the monarch from his palace.

The occurrence sparked fear in the community, and locals remained on high alert from the time of the incident until daylight.

On Saturday, Micheal Abattam, the Imo State Police Public Relations Officer, stated the monarch had been retrieved ‘unharmed.’

“The abducted royal father, HRH Eze Damin Nwaigwe of the Mbutu Kingdom, was rescued unharmed and reunited with his family on 09/12/2021 at about 03:00 hours in his residence,” he stated.

This comes just hours after gunmen assassinated Edwin Azike, the traditional king of Atta Kingdom, in the state’s Njaba Local Government Area.

The Director-General of the National Youth Service Corps, Brig-General Shuaibu Ibrahim has been nominated for an award of excellence by UK-based media group, TheNigerian News.

Ibrahim will be recognised as “Pathfinder of Youth Empowerment” at an event to mark the company’s fifth anniversary.

The NYSC Scheme will also be conferred with an award as “Most Outstanding Agency for National Unity and Development”.

According to a statement by the company, Brig-Gen Ibrahim was selected by its 10-man committee for equipping and empowering young Nigerians for self-reliance through the Skills Acquisition and Entrepreneurship Development programme.

” Over the years, the NYSC has pursued various measures geared towards critically engaging corps members constructively during their service year. However, under your watch, the Skills Acquisition and Entrepreneurship Development programme has recorded massive gains and global recognition,” the statement said.

“More than ever, hundreds of thousands of Nigerian youths are better equipped and empowered for self-reliance. The SAED is now reputed as Nigeria’s flagship entrepreneurial programme and the biggest in Africa”.

On the choice of the NYSC for an award, the company said “we have seen the valuable contributory roles of the NYSC Scheme to national development and integration particularly in the time of national emergencies such as COVID-19 lockdown where medical doctors on the Scheme and other personnel provided numerous voluntary services”.

It added that “our committee also recalls the role of its young doctors in sustaining the health sector during strikes and the immeasurable contributions of Corp members to our educational development and skills acquisition.

“It is also on record that the NYSC in recent times has given herself to boosting the country’s treasury through countless revenue-generating schemes”.

The event, which will be held at the NAF Conference on December 16, will be chaired by the Honourable Minister of Special Duties, Senator (Dr) George Akume while His Royal Highness, the Emir of Kano is Father of the Day.

Other eminent Nigerians to be awarded on that day include His Excellencies, Ambassador Tukur Buratai, Governor Mai Mala Buni, Governor Abdullahi Sule and Governor Bala Mohammed.

NBC and the Freedom of the Press

The National Broadcasting Commission (NBC) has come under some undeserved scathing criticism in recent times and a lot of these upbraiding are targeted at the Director General of NBC, Mr. Balarabe Shehu Ilelah, possibly because the world class reforms he stands for has ruffled feathers across board.

It is interesting that those that have issues with Mr. Ilelah’s piloting of affairs at the NBC, and by extension Nigeria’s broadcast industry, are rarely industry people but are rather mercenaries and soldiers of fortune that are out to profit from an industry that rebounded from the crippling impact of the emergence and growth of new media against all expectations.
Being non-experts and without industry knowledge, critics of Mr. Ilelah and the NBC usually hinge their attacks under the false accusation that he is using the broadcast regulator as a tool for suppressing press freedom. This erroneous impression derives from certain premises; one, that the Commission’s demand for broadcasting companies to pay up their outstanding debts – these include license fees and annual operation fees. Second is the NBC’s renewed insistence to sanction stations that clearly and wilfully contravene the Broadcast Code.
Those that have been criticizing and alleging repression of the broadcast media, which they broadly interpret as efforts or attempts to gag the press, the entire press, frame the issues of applicable broadcast fees and compliance with the Broadcasting Code in a manner that obscures the real issues and muddle facts in order to incite public opinion against the NBC and by extension get at the government of the day.
Contrary to this soft blackmail, those stoking the fire of hatred against the NBC DG usually omit to mention that there is one form of broadcasting fee or the other applicable to each jurisdiction across the world. In some countries owners pay radio and television licences fees on their gadgets, on some other countries it is the broadcasters that pay, while there is yet another instance of an hybrid arrangement whereby the users and broadcasters pay certain fees. Of course, these fees are paid to the industry regulator, which in the case of Nigeria is the NBC.
What our rabble-rousing critics are fantasizing about in Nigeria is a scenario in which broadcasting stations do not pay any kind of fee and they simply exist along the model of internet radio and television, unregulated. They are quick to point at examples in Europe and the United States of America without familiarizing themselves with the dynamics of these countries or jurisdictions. The online broadcasters in these countries are not unregulated as our activists here in Nigeria want to think, in fact they are over regulated – the parent companies of these online radio and televisions still must pay applicable taxes and fees as corporate citizens of the countries in which they are domiciled. Advertisers also wield powers over such platforms, no advertiser will be overtly support a platform that is acting against national interest, which means NBC’s role of protecting national interest in the broadcast industry is something that corporate institutions in other countries actively assist in implementing.
Another fact that is glossed over by the critics is the fact that a broadcaster’s inability to pay requisite fees is indicative of systemic lack of capacity to operate and thrive as a business. A cursory review will show that the stations that are in default on these fees are the ones that are in the habit of owing staff salaries or simply not paying their staff at all, which unleashes an army of unpaid media workers on the system, who in turn depend on blackmail, extortion and other unprofessional conducts to make end meet. The situation is a reminder that more fare reaching reforms are needed in the broadcast industry, more than Mr. Ilelah is presently implementing. For instance, it is no longer practical, neither is it desirable to continue to ignore the imperative for consolidation in the broadcast industry – practitioners must at this point question the rationale behind one city having 25 FM radio stations that do not pay staff salaries when they can merge into, say five entities, improve their revenue base, conserve resources and meet regulatory obligation, including paying the requisite fees.
The second leg of this matter derives from the low financial capacity arising from broadcast organizations not being professionally run. A station that owes salaries and do not pay license fees, will not have the capability to train its staff. The practice is for these stations to pick people off the streets or straight from school and plod them right in front of cameras or microphones and that is their own idea of broadcasting. There is no training at entry point, no refreshers courses and no targeted training on reporting or covering certain sensitive or emerging issues unless for the few instances when donor organizations or NGOs provide such trainings, which tragically come with certain agendas.
Consequences of this failure to train can be seen in the way some of the staffers of these organization constantly commit faux pas on air. There have been instances when on air personality egg on terrorists report insurgents as if they are a parallel state with rights to challenge the serenity of Nigeria. It also reflects in the normalization of incitement and hate speech on air with some broadcasters unable to divorce themselves from sectarian, ethnic or group affiliations that end up tainting what they feed to their audience with personal biases in contravention of the journalistic ethics to be objective. Recent events in the nation have shown the danger of this parlous situation with broadcast organizations in Nigeria – instead of straddling the middle they have become channels of propaganda for mobilizing their audience against the government irrespective of whether that the people are demanding for is based on facts or not. We have broadcast organizations that do not properly vet the content they put out such that audience classification and content rating has been thrown to the dogs.
We must also not lose sight of the fact that when a broadcast organization holds down a license on which it is not paying applicable fees and is not being optimally operated then it is a waste of scarce resources – the spectrum and frequency on which it transmits could have been better utilized by another organization that possibly has a more robust approach to existing as a business. We must not as a nation steep ourselves in this culture of waste whereby an organization that is owing operation and licence fees is allowed to keep flaunting the rules simply because the regulator has been blackmailed into staying inactive in order not the accused of stifling press freedom. The reality is that freedom comes with responsibilities and those responsibilities include an organization paying what it owes the country and not operating in a manner that jeopardizes national interest.
The charge to Mr. Balarabe Shehu Ilelah, Director General of the National Broadcasting Commission (NBC) therefore is that he must make his organization stand its ground as a regulator who has the burden of sanitizing the system and rid it of quacks. The blackmail of those pressuring it to look away is something it must ignore, press ahead with making debtors pay what they owe and create an environment that restores trust and confidence in the industry. If the reforms is implementing has to ruffle feathers then he cannot afford to shy away from that because that is the assignment the country has entrusted to him.
It is pertinent to at this point admonish those behind the attacks on NBC to note that what they are doing is unfair and uncharitable as it has consequences for the country’s long-term stability. Broadcast organizations have always been free to the extent that if press freedom is to be gauged based on that industry alone then Nigeria’s press freedom will be rated high because our radio and television stations have always been free. So, rather than constantly framing national issues from the negative perspective, these activists should approach the issues from the positives they should rather be sensitizing citizens on the need for everyone to support NBC to do better.
It bears mentioning that the broadcast organizations should engage the NBC in instances where they are unable to meet their financial obligations after making genuine efforts to. This is a better approach instead of recruiting critics to undermine their regulator. The damage being done is one that the NBC will survive but one that some media houses may not weather in the long run. The efforts some of these organizations have committed to fighting their regulator in a bid not to pay pending debts could have been channelled into repositioning their companies to perform better while supporting the NBC to offer them the necessary regulatory backing. They should explore new funding models that take the emergence of social and new media into consideration so that they can better compete cross-industry and cross-platform. When they being to treat the NBC as a resource instead of a problem they will see positive results.

Insecurity: Army Chief of Staff Orders War Commanders to Participate in Anti-Ambush Drills and Master Night Operations

Lt. Gen. Faruk Yahaya, the Chief of Army Staff, instructed battle commanders to conduct anti-ambush drills and build a mastery of night operations yesterday in a renewed effort to fight terrorist ambush techniques used in the North-east.

The insurgents have used ambush tactics against forces in the theater of combat on a regular basis, with disastrous results.

A recent ambush by militants in Bulunguma in Uba Askira Local Government Area of Borno State resulted in the death of a senior army officer and other soldiers.

In order to assure accountability, he also asked commanders to conduct thorough inspections of weaponry and ammunition as well as holding facilities.

The army commander, speaking at the closing ceremony of the Chief of Army Staff Conference in Abuja, said the Nigerian Army will focus on improved performance in 2022, while also warning troublemakers that the military would be decisive in dealing with such inclinations.

“In order to beat the adversary, commanders must be proactive and aggressive in the conduct of our operations.” Let me emphasize right now that we must ensure that all of our deployments in the theaters of operations are strong enough to repel any attack.

“Commanders must also consider the potential for a wide spectrum of actions against bandits and terrorists.” Commanders must also ensure that their troops are well-versed in the art of night operations and anti-ambush drills by engaging in effective night operations and anti-ambush exercise training,” he added.

“In order to neutralize and defeat the adversary, we must take the fight to them.” Commanders are also being instructed to establish contingency plans to guarantee that our forces maintain the initiative in all of our theaters of operations. In that respect, commanders must prepare for an escalation in the scope and scale of violent state actors’ actions in the coming year,” he warned.

Yahaya also told commanders to make sure that weaponry and ammunition, as well as holding facilities, were thoroughly inspected.

Even as he pledged the army’s commitment to the president and the constitution, the Chief of Army Staff assured that the country’s security will improve.

He cautioned insurgents that the army was determined to bringing the country back to peace.

“I also want to reassure Nigerians that there will be clear indicators of better security across the country in the next year.” Let me use this occasion to urge those who are fueling the problems in various parts of the nation to stop from their unpatriotic deeds, as we remain committed and unapologetic in our efforts to bring peace to every area of the country as soon as possible.

“Within the framework of the rule of law, the Nigerian Army will continue to ensure that all law-abiding residents of this country go about their legitimate business and live their lives without fear or intimidation,” he added.

Participants were praised by Yahaya for their thought-provoking and candid contributions to the conference, which resulted in far-reaching choices.

“I implore you all not to rest on your laurels as we press on with the difficult mission of securing our beloved country.” I beg you all, once again, to remain focused and devoted in the conduct of your operations.

NCC will auction two 5G spectrum slots on Monday

The Nigerian Communications Commission (NCC) has announced that a simulated auction for the 3.5 gigahertz (GHz) spectrum auction for the country’s fifth-generation (5G) network has been successfully completed.

The commission said the simulation exercise was conducted in accordance with the parameters outlined in the information memorandum (IM) for the 3.5 GHz spectrum auction in a statement signed by Ikechukwu Adinde, NCC’s public affairs director, on Friday.

The NCC said the simulated auction, which took place at the Transcorp Hilton Hotel in Abuja on Friday, December 10, 2021, was a warm-up for the major sale, which will take place on Monday, December 13, 2021, at the same location.

The three eligible bidders for the 3.5 GHz spectrum, namely MTN Nigeria, Mafab Communications Ltd, and Airtel Networks Ltd, participated in the software-based simulated auction exercise using the ascending clock auction system.

Aside from the electronic method, the commission said it also mimicked the human auction process to ensure a fail-safe process.

Bidders should be conversant with the manual auction in case there are any issues on the main auction day that necessitate switching to the manual auction.

Umar Danbatta, NCC’s executive vice-chairman, stated during the ceremony that the commission had taken all necessary efforts to ensure due diligence on the consultants’ reliability and to protect the software’s integrity.

“This is consistent with the open, credible, transparent, and fair manner in which the Commission is known to have conducted prior auction processes, which have been widely praised locally and internationally,” Danbatta said, according to Adinde.

Following the simulated auction, the NCC announced that the stage is set to license two slots in the 3.5 GHz spectrum band, which will be chosen by successful bidders at the conclusion of the main auction on Monday.

The main auction, according to the commission, would be a watershed moment in Nigeria’s desire to harness the benefits of 5G for the country’s socio-economic progress, as a concrete roll-out of 5G will begin in 2022.

Ikeja has set February 25, 2022 as the date for the ruling in the case of Chukwudimeme Onwuamadike, also known as Evans, a suspected abduction kingpin. Evans is accused of kidnapping Donatus Dunu, the chief executive officer of Maydon Pharmaceuticals Ltd,

together with Uche Amadi, Ogechi Uchechukwu, Chilaka Ifeanyi, Okwuchukwu Nwachukwu, and Victor Aduba. On August 30, 2017, the six defendants were charged with two charges of conspiracy and kidnapping. The prosecution claims that on February 14, 2017, they kidnapped Dunu in Lagos and demanded a ransom of £223,000 (N100 million) from his family. Throughout the criminal trial, all of the defendants maintained their innocence.

While delivering his final address in court on Friday, Evans’ attorney, Victor Opara, stated that there is no clear proof linking his client to the crime. Dunu, the alleged kidnap victim, who was believed to have been blindfolded throughout his 88-day experience, did not testify in court that he could physically identify Evans, he informed the court.

“Another fundamental flaw in the prosecution’s case is that no identification parade was held to identify the first defendant (Evans),” he added. “No evidence was presented before your Lordship to establish that PW2 (Dunu) had a clear chance of identifying the first defendant.” Opara argued that his client should be acquitted by the court. However, in his final written address dated November 30, lead prosecution lawyer Adebayo Haroun asked the court to convict the accused as charged. “You don’t need an identification parade when a man has confessed to the crime,” he said.

“There is direct evidence of PW2 (Dunu) testifying about how he was kidnapped, how he fled, and the roles performed by the defendants.” We have circumstantial evidence that connects the first defendant (Evans) to the crime, as well as confessions and video recordings of him. “We respectfully request that your lordship convict the defendants as charged.” The presiding judge, Hakeem Oshodi, set February 25 as the date for decision after hearing from the attorneys.

Perhaps also in his capacity as Deputy Chairman of the Nigeria Governors Forum (NGF), Tambuwal reaffirmed his counterparts’ commitment and support for President Muhammadu Buhari in the fight against insecurity and other evils, mentioning specifically the support his administration had been providing to the apex government in his state.

“You can check this with the chiefs of security services in Sokoto state; there is nothing they have asked of us that we have not done.” Not a single thing. Earlier in his remarks, Gen. Monguno thanked Gov. Tambuwal for shortening an official trip to receive the Federal Government delegation at such short notice, and said they were in Sokoto “on a specific mission and instruction of President Buhari, “to condole with you and the very good people of Sokoto state, as well as His Eminence, the Sultan of Sokoto, who appears to be in Abuja, over the unfortunate incidents that have been occurring over the last couple of weeks.”

“It has been a terrible set of incidents in which many innocent lives have been lost,” he said, adding that their visit “affirms the gravity with which Mr President sees the occurrences of the last couple of weeks.”

“No life lost is insignificant.” Every citizen’s life is valuable, and Mr. President is deeply concerned about the needless deaths that are occurring.

Monguno’s delegation then had a closed-door meeting with their host, his deputy, Hon. Manir Muhammad Dan’Iya, the Speaker of the state House of Assembly, Hon. The Central Bank of Nigeria (CBN) has disbursed N5.7 billion to Bauchi farmers to help them with wheat cultivation during the dry season.

Saladu Idris, the CBN Comptroller for the Bauchi branch, revealed this at the Nigerian Union of Journalists’ Secretariat (NUJ)

Dry season farming, according to the apex bank, is a relatively simple process. The CBN has noticed, however, that many of Nigeria’s flour mills have closed and overall output has slowed.

Idris explained that the apex bank has taken steps to reach out to farmers through groups, ensuring that only those who are specifically targeted benefit.

“Dry seasoning farming is a very simple process that anyone can do.” “The CBN has observed that all of Nigeria’s flour mills have become moribund; everything has come to a halt,” he said.

“It was noted that wheat is imported into the country, which necessitates the use of dollars, which are hard to come by.” As a result, the CBN decided to set aside some funds to give to farmers in order to encourage the cultivation of this wheat.

“Each farmer is expected to receive at least N370,000 per hectare in addition to other inputs such as seedlings, six bags of urea, four bags of NPK, a pumping machine, and a spraying machine.” All of these are distributed per hectare to a farmer.

The new seedlings, according to Idris, were brought in from Mexico and have a shorter cultivation time than the local seedlings, which take longer.
