COVID-19: Federal GovernmReceives 2m J&J Vaccinent e Doses

The European Union delivered two million doses of Johnson and Johnson COVID-19 vaccine to the federal government yesterday, bringing the total doses of Johnson & Johnson vaccine available in the country to around 51 million.

“With this current donation of 1,936,050 doses by the European Union, the total number of doses of Johnson & Johnson vaccine available to Nigeria is about 51 million doses,” Dr. Faisal Shuaib, executive director of the National Primary Health Care Development Agency (NPHCDA), said during the official handover of the vaccine in Abuja. Nigeria currently has 12,916,450 doses of the Johnson and Johnson vaccines in the country.”

Shuaib reiterated that the country would be focusing the J&J vaccines at the moment on those who are in the hard-to-reach areas (riverine areas, desert areas and security-compromised areas).

“This is because the Johnson & Johnson vaccine requires only a single dose for full vaccination. This way our health workers will be able to do what is called a ‘touch and go’ without compromising their safety,” he said.

On the number of people vaccinated so far in the country, Shuaib said, “I am glad to inform you that Nigeria has vaccinated 15,792,392 (14.1%) of her eligible population with the 1st dose.”

Stressing that the availability of different vaccine brands does not mean that some categories of people are selected for high quality vaccines, Shuaib noted that all COVID-19 vaccines approved by the World Health Organisation (WHO) are safe and can deliver adequate protection against the disease.

“While choice of vaccine is left for eligible persons to make, it is important to note that no particular vaccine brand is preferable to the other,” he said.

NYSC member convert dilapidated building to clinic in remote Adamawa state village

A member of the National Youth Service Corps, Ihenyen Ehinome Joy (AD/20B/1932), serving in Adamawa State, converted an abandoned building to a Clinic in Kpogno Community, a remote village in Girei LGA of Adamawa State.

The idea of the Clinic came up when the corps member was participating as an enumeration officer in the National Home Grown School Feeding Programme (NHGSFP) which entailed corps members touring remote villages of the state to enumerate and register Primary School pupils for the school feeding Programme.

While registering the pupils in this village (Kpogno), Joy observed that several people, particularly the children and the elderly, were not looking healthy enough.

After some enquiries, she realized that the rural dwellers had to travel 14 kilometers away to access the nearest Clinic at another village called Borong.

She became disturbed and took it upon herself to change the ugly situation.

Using her orientation on NYSC’s Community Development Service (CDS) Programme, she strategized, secured the necessary support and approval of the NYSC scheme, mobilized the relevant stakeholders, particularly the Adamawa State Primary Healthcare Development Agency and most importantly collaborated with the people of the community.

Seeing and trusted her as a messiah, the Community happily and willingly donated a four bedroom dilapidated building for the project in addition to other contributions towards its success.

And finally it is mission accomplished for Copa Joy!!! As the people of Kpogno Community no longer have to travel 14 kilometers to access simple medical care.

Copa Joy, an indigene from far away Edo State, Ekpoma LGA, has come to their rescue through the human scheme, NYSC.

To ensure continued sustenance, management and viability of the health care centre, corps member Joy partnered with the State Primary Healthcare through the Girei LGA PHC which is to continue providing drugs, services as well as other medical consumables and non consumables.

NYSC Trust Fund: Unemployed graduates back bill, laud NASS, NYSC for prioritizing job creation

The Coalition of Unemployed Graduates in Nigeria (CUGN) has applauded the bill seeking to create the National Youth Service Corps Trust Fund, noting that it has the potential to generate one million jobs annually if passed into law.

The group, which made this known today at a press conference in Abuja, also said the Trust Fund will potentially address youth unemployment and enhance economic prosperity.

In his address, convener, Comrade Emmanuel Odenmalu, said the Trust Fund is a unique opportunity for the country to harness the potentials of its bustling youthful population for sustainable growth and development.

According to Odenmalu, if passed, the NYSC Trust Fund will provide “funding mediums for our teeming youths in the country in furtherance of its Skill and Entrepreneurship Development initiative for corp members while in service and after service”.

Comrade Odenmalu, therefore, thanked the NYSC for conceiving the idea, adding that it is a “function of strategic thoughts on rejigging our job creation drive towards socio-economic development”.

While commending the National Assembly for ensuring that the bill passed second reading, the group urged the legislators to ensure its speedy passage.

The youths, however, urged “Nigerians from all walks of life to lend their support to the proposed NYSC Trust Fund bill as the benefits are innumerable and of great concern to the teeming youths in the country”.

We welcome you all to this press conference in light of the recent happenings in the country regarding the efforts of the Muhammadu Buhari administration in addressing youth unemployment in the country.

We must admit that these are indeed trying times in the country with the escalating number of graduates from our tertiary institutions without meaningful forms of employment. These figures keep rising daily, and it is expedient that concerted efforts must be made to address this societal challenge.

We must also admit that Nigerian youths are industrious and able to bring about innovations that translate to wealth creation. In our opinion, this has not been possible because successive governments did not create an enabling environment neither were policies introduced to address the national concern.

This consequently gave rise to more and more unemployed graduates roaming the streets searching for jobs that have remained elusive. The attendant implication is the resort to crime and other forms of criminality to make ends meet.

As an association, our joy knew no bounds when the National Youth Service Corps leadership proposed a Trust Fund to aim to provide funding mediums for our teeming youths in the country in furtherance of its Skill and Entrepreneurship Development initiative for corp members while in service and after service.

It is thus a statement of the fact that the NYSC Trust Fund, when passed into law, has the potential to create one million jobs annually. This is on the heels that universities and polytechnics admit close to 2 million students each academic year and produce about 600,000 graduates.

A cursory analysis of the number of graduates that passes through the NYSC scheme yearly and if a modest 300,000 of such graduates are equipped with skills and funds to startup businesses; the impact would be tremendous as the multiplier effect would be felt across the country.

It is instructive to state that we might not understand that once this number of agile population is left in limbo, the effect would also be felt across the country most negatively.

The Coalition of Unemployed Graduates in Nigeria sees the NYSC Trust Fund as that unique opportunity for the country to harness the potentials of the bustling youthful population in the country into strength in our quest for sustainable growth and development.

The urgency of now requires that all hands be on deck to address the unemployment crisis in the country. And the unique offering proposed in the NYSC Trust Fund is a source of joy for the Coalition of Unemployed Graduates in Nigeria.

Our opinion is that the NYSC Trust Fund is long overdue. The benefits that would be derived would go a long way in addressing youth unemployment. It would also contribute a great deal to economic prosperity in the country.

We are using this medium to express our gratitude to the leadership of the National Youth Service Corp for proposing this brilliant initiative which, in our opinion, is a function of strategic thoughts on rejigging our job creation drive towards socio-economic development.

It must also be stated that the contributions to the national development of the youths would take centre stage as the country would record tangible innovations and businesses that would set the country on the path of greatness once again.

We must not fail to appreciate the members of the National Assembly in their laudable efforts in ensuring that the NYSC Trust Fund bill scaled second reading. The robust deliberations on the floor of the House of Representatives indeed give hope to the millions of youths that stand to benefit from this laudable initiative if passed into law.

We do not doubt the commitment of the National Assembly as the passing into law of the NYSC Trust Fund is a national concern that must be accorded the necessary urgency it deserves. We also wish to inform the members of the House of Representatives to be open-minded when it receives submission from well-meaning Nigerians at the public hearing of the bill due to the avalanche of positive reviews arising from the introduction of the bill in recent times.

We, therefore, call on Nigerians from all walks of life to lend their support to the proposed NYSC Trust Fund bill as the benefits are innumerable and of great concern to the teeming youths in the country.

As an organization, our support remains unflinching. We wish to state that this is indeed one of the best decisions by the Muhammadu Buhari administration in addressing youth unemployment in the country.

We remain optimistic that at the end of the day, the NYSC Trust Fund bill would receive the speedy attention that it deserves as it has been well received by the generality of Nigerians, especially parents and guardians that toiled day and night to ensure a better future for their children.

We once again commend all concerned stakeholders and make a passionate appeal to all and sundry to key into this game-changer in ensuring that Nigeria experiences a rebirth in our desire to translate the hopes and aspirations of our teeming youths into tangible realities.

Cons of Consensus Option and Electoral Bill

Last week, members of the Senate and House of Representatives passed the Electoral Act (Amendment) Bill’s harmonised Clause 84, which allows political parties to use one of three primary methods: direct, indirect, or consensus.

In July 2021, during the consideration of the entire report’s clauses, Clause 52(2) split the 9th Assembly Senators and House of Representatives along party lines. The controversial clause saw the majority of the ruling All Progressives Congress (APC) Senators and House members reject calls for the Independent National Electoral Commission (INEC) to transmit election results electronically, while the opposition Peoples Democratic Party (PDP) members voted in favor.

Eventually the Bill was passed in the House, with the controversial Clause 52(2) intact. As outrage trailed the lawmakers decision, with many Nigerians accusing them of plotting to delegitimise future elections, the lawmakers reconvening after their two months annual holiday heeded to public demand for the electronic transmission of electoral results in the new act. The lawmakers however, as suggested by the House Speaker, Rt. Hon. Femi Gbajabiamila resolved that political parties should adopt direct primary as mode of electing their candidates for elective offices.

Gbajabiamila, while hosting a delegation of the Nigerian youths on a thank-you visit for his role on direct primaries, led by the Minister of Youth and Sports Development, Sunday Dare, said direct primaries would bring more accountability and adequate representation as political office holders would not be restricted to pleasing a group of people selected as delegates, but work for the interest of the generality of party members, and by extension, the electorate.

He said he observed that many Nigerians, especially the youths, were desirous to participate fully in the election of those that would represent them, right from the grassroots level, hence his resolve to champion direct primaries.

The Speaker, while noting that said some members of the political class might not be comfortable with the arrangement, but that the majority of the masses were in support of direct primaries, which he said would give them the opportunity of deciding who would represent them.

The proposed legislation, was however not assented to by President Muhammadu Buhari. Buhari cited the provisions of Clause 84, which made direct primary compulsory for all political parties in electing candidates for elections, as his reason for declining assent.

Bowing to Buhari’s Demand

In Nigeria there exist three arms of government that include the Executive, Legislature and Judiciary. These arms of government function on the principle of separation of powers, however, it is common knowledge that the main power resides with the Executive arm, particularly, the Presidency.

So, when President Buhari spoke during an exclusive interview on Channels TV, January 5, it was no surprise that the legislature known to always heed to majority of the President’s requests, included his suggestion of consensus as an option in the electoral Bill.

Buhari had in the interview stated his readiness to sign the Electoral Act Amendment Bill after the National Assembly makes the necessary adjustments.

He said such changes must include the addition of consensus candidates, indirect primary options to the mode of selecting a candidate for an election, as against the initial direct mode as the only option to conduct primaries by political parties.

His words: “Personally, I do not support direct primary because I want people to be given a choice. You can’t give them one option and think that you are being democratic. Let them have three options, there is the consensus. I didn’t tell the legislators what I didn’t like. All I said is that there should be options and once that is done, I will sign. We must not insist that it has to be direct; it should be consensus and indirect.”

The Senate had earlier passed the three modes of primaries, but the version of the House of Representatives did not include the consensus arrangement. The Federal Lawmakers, resuming plenary after its Christmas and New Year break, cowered on their last year’s decision to override the President’s veto, by recommitting the bill, adding other options, as advised by the President. The harmonised version accommodated the direct, indirect, and consensus modes of primary election.

The House Speaker, Gbajabiamila who presided over the session said: “You will recall that this House last week looked into the complaints and added the provision of indirect primaries to our law. Unfortunately, on the other side, the Senate added both Indirect and consensus which necessitated the possible need for a conference committee of both houses. The leadership of the House and the Senate met Monday and in the interest of speedy passage and also to deepen our democracy, the House and the Senate have decided to add, I believe the consensus provision but with certain provisos and those provisos hopefully we will agree and consider them today to protect all aspirants for all positions so that we will all have an even playing field.”

To be fair to the lawmakers they acted in the interest of Nigerians, particularly the adoption of electronic transmission of election results in the new bill. However most citizens saw the decision from direct to indirect and then, consensus as the parliament’s usual way of pleasing the Executive arm of government.

Content of Clause 84(9) for Consensus Candidate

On Consensus Candidate the bill in 84(9)(a) provides, “A political party that adopts a consensus candidate shall secure the written consent of all cleared aspirants for the position, indicating their voluntary withdrawal from the race and their endorsement of the consensus candidate.”

It goes further in paragraph (b) that, “Where a political party is unable to secure the written consent of all cleared aspirants for the purpose of a consensus candidate, it shall revert to the choice of direct or indirect primaries for the nomination of candidates for the aforesaid elective positions.”

The Bill states in paragraph (c) that, “A Special Convention or nomination Congress shall be held to ratify the choice of consensus candidates at designated centres at the National, State, Senatorial, Federal and State Constituencies, as the case may be.”

Cons of Consensus Option

Though the lawmakers created some tough conditions for political parties that choose to adopt the consensus option, one of which is to obtain written consent from any aspirant withdrawing from the race, the option is still seen as undemocratic, and subject to abuse by politicians given the Machiavellian nature of politics in Nigeria.

From the sentiments espoused by Niccolo Machiavelli in his book The Prince, it is is clear that he believed that politics and conventional morality cannot go together. Despite the return of democratic rule in Nigeria, the political arena of 21st century in the country has a deadly resemblance to that of 13th century political Europe.

As every election season approaches, Nigerian politics becomes dangerous, with politicians displaying, a winner-take-it-all, end justifies the means attitude, to the detriment of the citizens.

With 2023 general election fast approaching, this piece of legislation if assented to by President Muhammadu Buhari might lead to series of litigations by aspirants at the level of party primaries. Also, the option takes away the only real power the people have, which is to vote in their preferred candidate. Furthermore, there are reasons candidates should be subjected to elections because once you adopt consensus, you subvert popular will and so members of the party are not given the opportunity to nominate candidates. Nomination, therefore becomes the exclusive preserve of political big wigs in the party to determine who a candidate is.

What Next?

Briefing journalists shortly after plenary, last Wednesday, the spokesman of the House of Representatives, Hon. Benjamin Kalu expressed optimism that once the Bill is transmitted to Buhari in seven days, he will look at it as quickly as possible. Despite concerns on the inclusion of consensus option, Nigerians are hopeful that this time, President Buhari will not hesitate to do the needful and assent to the Bill.

In Zamfara, bandits assassinate 30 villagers

Over the weekend, gunmen suspected of being terrorists stormed Nasarawa Maifara and Yarkasina villages in the Tsafe and Bungudu local government areas, killing about 30 people.

According to Idris Lawal, a villager from the Nasarawa Maifara community who spoke to television Nigerian over the phone, the bandits imposed a levy on the community a few weeks ago, demanding N40 million in tax levy.

Idris Lawal explained that the bandits launched the attack last Thursday, claiming that two of the bandits were killed during a gun battle with community members.

He went on to say that the bandits returned around 10:00 a.m. on Sunday, as they were preparing for the burial of a community member who had been killed.

He added that the bandits returned at about 10:00 am on Sunday when they were preparing for the burial of a slain member of the community.

“When we noticed their presence, the villagers began to run away for the safety of their lives. But they were shooting sporadically at our women and children and as I am talking to you now, we have moved to Bawa Ganga village. We learnt that they killed at least 20 of our people, mainly women and children,” he added.

According to him, the bandits destroyed their food items, burnt some houses and moved away with their livestock, which he said they were yet to ascertain the number of animals rustled by the bandits during the raid on the community.

The N2 million fine imposed on the Legal Adviser of the Nigerian Immigration Service, Jimoh Abdulkadir Adamu, for alleged disobedience to a court order was revoked by a Federal High Court in Abuja on Monday.

Following detailed explanations, Justice Inyang Eden Ekwo overturned the order, stating that the seized passport of former Rivers state governor, Dr Peter Odili, had been returned to the owner since December 20, 2021.

Justice Ekwo overturned the penalty order issued on December 21, 2021, after concluding that the penalty order should not have been issued in the first place.

Odili’s lawyer, Chief Ifedayo Adedipe SAN, was accused of deceiving the court into imposing the fine by withholding information about the passport’s release.

Sadio Mane, a Senegalese forward, has said that winning the Africa Cup of Nations trophy on Sunday was the best moment of his life.

The 29-year-old was instrumental in the Teranga Lions’ first-ever continental title, which they won on penalties after a 0-0 draw in regular and extra time.

In Borno, ISWAP fighters, families surrendered

According to the Nigerian Army, Islamic State West Africa Province fighters and their families have surrendered to troops from the 25 Task Force Brigade in Damboa, Borno State.

The Army said the fighters and their families numbered 104, with 22 males, 27 females, and 55 children, in a brief statement on Monday.

“On Saturday, February 5, 2022, 104 ISWAP fighters and their families surrendered to troops of the 25 Task Force Brigade in Damboa, Borno State, consisting of 22 males, 27 females, and 55 children,” according to the statement.

Despite a court order that the status quo be maintained, Lawal Liman, the chairman of the All Progressives Congress faction in Zamfara State loyal to former Governor Abdulaziz Yari, has condemned the national leadership of the party for issuing certificates of return to Governor Bello Matawalle’s faction of the party.

Liman described the action as “contempt of court” by the party’s national organ in a statement released on Sunday.

Members of Yari’s faction, he added, should not be treated as lepers in their own house because they are founding leaders and members of the APC.

Liman added that recent development in the party has further confirmed the fears of its many faithful members across Nigeria that all was not well with the National Caretaker Committee.

Iyadim Amboni Iyadim, Chairman of Bakassi Local Government Area in Cross River State, has warned the Nigeria Immigration Service (NIS) that fake certificates of origin for the local government are circulating.

When he paid a visit to Chris Baikie, the Comptroller of Immigration Service in Calabar, the state capital, today, Iyadim urged NIS passport officials to work with his council to avoid applicants presenting fake certificates of origin.

He explained that during the EndSARS protest in October 2020, hoodlums hijacked the certificates and vandalized the council secretariat, stealing many of the originals.

He stated that the Nigerian Army has heeded their request before processing recruit documentation.

He narrated how he introduced what he called Manifest in the council to help checkmate movements of migrants in the environs.

Iyadim said his council is ready to collaborate and extend available support to Immigration to consolidate their good relationship.

Welcoming Iyadim and his entourage, CIS Baikie said he had plans to visit Bakassi soon.

He commended Baikie for his proactive posture and support which will help to serve the country better.

“While we heartily commend the Bakassi leadership for a good relationship and support, we remind the state government of its promise to assist his command with a gunboat to patrol the maritime boundaries of the state.

“Without security, a business will not grow; peace will be elusive,” he said.

“We solicit help to enable us to fish out and register all ‘migrants’ will him the local government and the state at large.”
