NNPC GMD Tells Reps “We Have Taken All Measures To Tackle Fuel Scarcity”

He disclosed this at an interaction with members of the House of Representatives Committee on Petroleum Resources (Downstream) on Wednesday.

Kyari who gave a background of the genesis of the scarcity said it was something that was never anticipated as the cargo with the high methanol content was the root of the scarcity.
According to him, the withdrawal of the five cargoes created a gap that created a shortfall in the supply. He however noted that the company has imported a quantity that will close the gap and restore supply.

The GMD said, they have been in a business agreement with all importers and it was a specific requirement that fuel blended with a high quantity of Methanol should not be brought into the country.
Earlier, the chairman of the committee, Abdullahi Mahmoud said, the NNPC must be up and doing in its responsibilities.

He said, what happened has placed Nigerians in a very difficult situation adding that the country and its people are paying the price for a seemingly deliberate failure.
Some members of the community who expressed their anger said, that despite NNPC’s explanation and measures to tackle the situation, anybody who neglected his responsibilities must be held responsible.

Man Dies In Port Harcourt Hotel Hours After Checking In With Lady

A man whose identity is yet to be ascertained died in a hotel at Ada George axis of Port Harcourt early Wednesday morning few hours after checking into facility with a single lady.

A guest in the hotel who did not want his name mentioned told our correspondent said the lady who checked into the hotel with the lady became scarred around 2 am rushed out their hotel room knocking at the door of another room while raising alarm that the man he came with has slumped.

According to the guest, the manager of the hotel and security men responded by rushing the man to hospital, while also informing the Police of the development.

The man was later confirmed dead at the hospital.
Sources at the hotel disclosed that the lady said the deceased man took drink suspected to be ‘man power’ at a local gin joint on Tuesday night.

As at press time, the hotel manager and the lady have been detained at Rumupakani(Ada George) Police Division in Port Harcourt for questioning.

Police sources said the case is expected to be transferred to State Criminal Investigation and and Intelligence Department (SCIID) Port Harcourt for further investigation.

At the time of filing this report the Rivers State Police Command had not reacted to the story

APC National Convention: Aspirants write Buhari, score Buni’s committee high

As controversies continue to trill the proposed national convention of the ruling All Progressive Congress (APC), some aspirants have written to President Muhammad Buhari, expressing confidence in the Governor Mai Mala Buni led Caretaker Extraordinary Convention Planning Committee (CECPC).

This is coming on the heels of an open letter by the estranged Director General (DG) of the Progressive Governors’ Forum (PGF), Salihu Moh. Lukman, to the President, on Tuesday.
The former DG of PGF, in his letter, had intimated Buhari of plans to sabotage the scheduled February 26 national convention of APC, referring to Gov Buni’s committee as an “undertaker”, which was not doing enough to show that it was ready to conduct a free, fair and credible exercise.

But in a swift response through another open letter to President Buhari on Wednesday, aspirants in the forthcoming national convention, under the aegis of the Forum of APC Aspirants for 2022 National Convention, alleged that the Lukman was engaging in some unholy activities, which also include, “undermining the APC at the behest of the People’s Democratic Party (PDP)”.

The letter signed by a leading aspirant for the position of national youth leader, Barr. Maxwell Yakubu Gowon, on behalf of other aspirants; said the Buni led convention committee had not done anything to suggest that the aspirants would loose confidence in the process.

“Re: APC Convention: Caretaker or Undertaker
Open Letter to President Muhammadu Buhari

“The Forum of APC Aspirants for 2022 National Convention writes to intimate Your Excellency on the true state of affairs with the National Convention of our great party, the All Progressive Congress (APC). We had initially decided against burdening Mr. President with the humdrum of the party’s working in the belief that the APC has enough statements in its fold to resolve ongoing issues while allowing Your Excellency on piloting the affairs of Nigeria.

“However, the revisionist open letter authored by the immediate past Director General of the Progressive Governors’ Forum (PGF), Salihu Moh. Lukman, who identified as a “Freelance APC Campaigner.” Without trivializing the present battle for the soul of the APC, it is pertinent to clarify from the onset that Lukman is yet to recover from the disgraceful circumstances of his exit as Director General of PGF and the only straw he can hold on to is to vilify the person and office of the Chairman of the the Caretaker Extraordinary Convention Planning Committee (CECPC), His Excellency Mai Mala Buni and other members of the Committee.

“Incidentally, Lukman is neither an aspirant nor a candidate of our party for the Convention and for any election in the future. In fact, the shady details about his forced exit from his most recent position was about how he was undermining the APC at the behest of the People’s Democratic Party (PDP).

“There is documentary evidence in the media about how Lukman hounded the APC, its leadership, CECPC members and even party members for failing to align with the questionable position he was championing for certain State Governors that are eager to hijack the party structure for their 2023 ambitions. These inordinate ambitions of these governors run contrary to the legacy of humility that Your Excellency have demonstrated in your brand of leadership. For these people to achieve their aim, they will necessarily violate or contravene Mr. President’s directive of allowing due process to prevail and for the right thing to always be done.

“We are perplexed that Lukman is today pontificating and creating the impression that he means well for the party. If he truly means well, even as a lowly administrator of PGF, he would have leveraged that position to appeal to his former employers, the APC state governors, to respect party democracy and allow the will of most party members to prevail at the state chapters of the party. Whatever crises the party faces nationally today were birthed at the state levels owing to the overbearing disposition of some state governors. It is therefore perplexing that Lukman who timidly watched the state governors damage the party is now crying murder and attempting to re-write history as we know it and exonerate the state governors.

“We find it ridiculous that the Caretaker Extraordinary Convention Planning Committee (CECPC), which under the leadership of His Excellency Buni worked tirelessly to resolve some of the crisis in the party, was criminally maligned by Lukman. He accused the Committee of being highhanded and yet expect the same Committee to disregard the views strongly expressed by the party’s stakeholders pertaining to conditions that must be met to have a successful convention. It is pertinent to state that the clamour from stakeholders have been majorly about redressing the damages done by the governors at the state chapters, which would make mockery of democracy and our great party if the mistake is made of progressing with the convention without first addressing them. The CECPC refusal to plunge the party further into crisis by succumbing to the whims of the governors, for whom Lukman speaks, is the reason that the Committee and its leadership came under the kind of scathing attack contained in the open letter.

“Your Excellency, there have been diverse legal views expressed about the potential consequences of holding the Convention without first undoing the damage that some governors have inflicted on their state chapters of the party. As at the time of writing, some of the state chapters are still mired in legal tussles before the courts. It is interesting that the Reconciliation Committee, headed by Senator Abdulahi Adamu, based on its fair assessment of the extent to which it has been able to carry out its assignment, called for the postponement of the National Convention until the disagreeing factions in the party are better reconciled. It is most unfortunate that someone who claims to have the party’s interest at heart cannot reconcile themselves to the germane need to return the party into a united organization.

“On the fallacy that there are uncertainties meant to delay or prevent the convention from holding so that His Excellency, Mai Mala Buni will manipulate his emergence as the substantive National Chairman of the party, we find this to be a case of fertile imagination taken to the point of hallucination. Although, H.E Buni, being a member of the party has every right to aspire to any office he wishes to occupy but the truth is out in the open. He has not mounted billboards or placed posters like the aspirants to the post of national chairman or other offices have done. Also, he would have approached Your Excellency to seek your blessings if he was interested in continuing as the Party’s substantive national chairman. Therefore, that some governors, through Lukman, can lie so bare-facedly to Mr. President speaks volume of the treachery they are capable of and the extent to which they have gone to undermine the party for selfish interests and inordinate agenda.

“The open letter attempted to convolute the facts when it claimed that “the CECPC leadership is using sophisticated strategies to force the hands of party leaders, including blackmails and wildcat promises of electoral opportunity to emerge as candidates of our party for the 2023 elections.” This is democracy. People have been making contacts, holding consultations, and trying to build alliances ahead of the party’s primaries. Interestingly, even those for whom Lukman runs errands are engaged in these activities, which leaves one wondering why they think they have the monopoly of carrying on with their own strategizing while the rest of us cannot do the same. This is yet another proof that what Lukman is canvassing for is a new form of dictatorship whereby certain people evolve themselves into a class of leaders that are above the law and subject to different sets of rules that apply to only them. This, Your Excellency, is disparately at variance with what you stand for and have demonstrated to Nigerians repeatedly.

“Mr. President, the danger the APC faces now is from the actions and activities of characters like Lukman, who have perfected their defection to other political parties and are only still claiming membership of the APC only so that they can destroy it from within. His open letter is a strategy to distract attention from the damage that his sponsors are doing to the party. They know that the best thing for the APC at this point is to stop seeing and treating them as members, which implies that they should no longer be allowed to be part of decision making to the extent that they have arranged and perfected their defection to other parties after they would have irredeemably damaged our party.

“Contrary to the lies that the likes of Lukman have promoted about the current leadership of the party, Forum of APC Aspirants for 2022 National Convention is pleased to assert that H.E. Buni’s CEPCP is a major reason we still have confidence that the party can still be healed and repositioned in time for it to excel in the 2023 elections. The CEPCP Chairman performed creditably in the way he has handled preparations for the convention by consulting with aspirants before key decisions are taken. Results of his administrative and reconciliatory efforts include the stability that has returned to the state chapters as manifested by last week’s swearing-in of state chairmen and the subsequent inauguration of state excos across the 36 states of the federation. A hurried national convention would have denied the party this opportunity of rebuilding itself up from the base and this is what those that are keen on destroying the APC want to prevent.

“In conclusion, we would have urged Your Excellency, in your capacity as the leader of our great party, to order an investigation of the disgraced former Director General of the Progressive Governors’ Forum (PGF), Salihu Moh. Lukman to find out the extent to which he is complicit of the allegation that he is being funded by the opposition PDP to undermine the APC. But we came to the realization that this would be playing into the plot to distract the APC at the highest level, which is not needed at this point. The designation of “Freelance APC Campaigner” he assigned to himself is enough proof that he has already expelled from the party since the concept of freelance campaigner is alien to the party.

“Our prayer, however, is that Mr. President should pass a vote of confidence in His Excellency Mai Mala Buni-CEPCP’s ability to organize the National Convention that will usher in a new dawn for the APC. This expression of confidence in the Committee will re-assure us that we are in a party of rule of law and internal democracy.

“Thank you Mr. President. May God continue to guide you aright.

Breaking: Nnamdi Kanu Arrives Court For Trial

Biafra separatist, Nnamdi Kanu, has arrived the courtroom at the Federal High Court, Abuja, as his trial on terrorism charges resumed on Wednesday afternoon.

He was brought into the court at around 1:25PM.

Lead counsel Mike Ozekhome challenged why his client, Kanu, would not be allowed new clothes, considering the Department of State Services (DSS) were instructed by the court to allow him put on new wears.

Kanu heads the Indigenous People of Biafra (IPOB), a group he founded in 2014 that is pressing for the secession of the Igbo ethnic group’s homeland, which covers part of southeast Nigeria. The Nigerian authorities view IPOB as a terrorist group.

Kanu previously pleaded not guilty to seven charges including terrorism, calling for secession and knowingly broadcasting falsehoods about President Muhammadu Buhari.

Nigerian authorities last year accused IPOB of attacks on police stations and government offices in the southeast. The group denies this and has called the accusations an attempt to force it to disband.

An attempt by the Igbo homeland to secede as the Republic of Biafra in 1967 – the year that Kanu was born – triggered a three-year civil war that killed more than 1 million people.

Gov. Matawalle Will Not Resign – Apc

The Zamfara State Chapter of the All Progressives Congress has told the Peoples Democratic Party to drop its campaign for Governor Bello Mattawale’s resignation.

Matawalle will not resign, according to the APC publicity secretary, Alhaji Yusuf Idris, in a statement released on Tuesday.

Idris called PDP secretary Faruk Ahmed’s call for Matawalle’s resignation “an empty threat.”
He claimed that Matawalle’s rise to power was predetermined by God.
The statement implied that the PDP is beginning to feel the heat of defeat in the upcoming general elections in 2023.

“Faruku raised some issues in his submissions that confirmed his confused mind and that of his sponsors,” Idris noted.

In terms of security, he disagreed with the PDP secretary that the state was safer under former Governor Abdulaziz Yari’s administration.

“Is Faruku telling us that Governor Matawalle was in office when 250 people were massacred in Yargaladima Village in a single day?” What about those killed in the tens of thousands, daily kidnappings, cattle rustlings, rapes, the secrecy of the Holy Qur’an, and the burning of several villages at Kizara, Birane, and Dangulbi? ” he inquired.

Oyo govt suspends SSS 2 student for slapping NYSC teacher

On Tuesday, the Oyo state government suspended Ojo Roqeeb, a secondary school student, for reportedly assaulting a Corps member who is supposed to be a teacher at the school.

Barrister Rahman Abiodun Abdu- Raheem, the state commissioner for education, science, and technology, issued the suspension order in a letter to the suspended student’s parents.

During a visit to Anglican Commercial Secondary School, Orita-Mefa Ibadan, Barrister Abdu-Raheem frowned at the alleged slapping of the Corps member instructor by SSS 2 student, Ojo Roqeeb, and ordered the boy to be suspended for one month immediately.

The commissioner emphasized that, in addition to a month’s punishment, the SSS 2 student would be required to apologize to the corps member and sign an undertaking upon his or her return.

Barrister Abdu Raheem while addressing the students tasked them to be of good behaviour, reiterating that Oyo state government would not condone any act of indiscipline.

Buhari accuses National Assembly of inserting N887bn into budget for 2022

President Muhammadu Buhari yesterday chastised the National Assembly for omitting key projects from the executive’s 2022 budget estimates and inserting lawmakers’ projects worth N887 billion into the fiscal document before it was signed into law.

He also accused federal lawmakers of intruding too deeply into the executive branch’s operations.

The president had requested that the National Assembly amend the 2022 Appropriation Act, which had been passed by the National Assembly in December of 2021.

The requests were contained in a letter dated February 10, 2022, and were read aloud by Senate President Ahmad Lawan during plenary.

Buhari in the letter, he also said it was imperative to remove all capital projects that were replicated in the 2022 Appropriation Act.

He lamented that 139 out of the 254 projects in the budget totaling N13.24 billion had been identified for deletion.

The president, therefore, requested the National Assembly to amend the Appropriation Act to provide for capital expenditure in the sum of N106,161,499,052 billion; and N43,870,592,044 billion for recurrent expenditure.

He also requested that an additional provision for N2.557 trillion be appropriated by the National Assembly to fund the petrol subsidy in the 2022 budget framework which was revised to provide fully for PMS subsidy.

Buhari stressed the need to reinstate four capital projects totaling N1.4 billion in the executive proposal for the Federal Ministry of Water Resources.

He said N22 billion should be cut from the provision for the Sinking Fund to retire mature loans needed to meet government’s obligations under already Issued Bonds.

Buhari said: “You will agree with me that the inclusion of National Assembly’s expenditures in the Executive Budget negates the principles of separation of Powers and financial autonomy of the Legislature.

“It is therefore necessary to transfer the National Assembly’s expenditures totaling N16.59 billion in the Service Wide Vote to National Assembly Statutory Transfer provision (see Schedule l).

“It is also imperative to reinstate the N22 billion cut from the provision for Sinking Fund to Retire Mature Loans to ensure that government can meet its obligations under already issued bonds as and when they mature.

“The cuts made from provisions for the recurrent spending of Nigeria’s Foreign Missions, which are already constrained, are capable of causing serious embarrassment to the country as they mostly relate to office and residential rentals.

“Similarly, the reductions in provisions for allowances payable to personnel of the Nigerian Navy and Police Formations and Commands could create serious issues for government. It is therefore imperative that these provisions be restored as proposed

“It is also absolutely necessary to remove all capital projects that are replicated in the 2022 Appropriation Act. 139 out of the 254 such projects totaling N13.24 billion have been identified to be deleted from the budget.”

He added: “Some significant and non-mandate projects were introduced in the budgets of the Ministry of Transportation, Office of the Secretary to the Government of the Federation and Office of the Head of Civil Service of the Federation

“There are several other projects that have been included by the National Assembly in the budgets of agencies that are outside their mandate areas.

“The Ministry of Finance, Budget and National Planning has been directed to work with your relevant Committees to comprehensively identify and realign all such misplaced projects.

“It is also necessary to restore the titles / descriptions of 32 projects in the Appropriation Act to the titles contained in the Executive Proposal for the Ministry of Water Resources (see Schedule IV) in furtherance of our efforts to complete and put to use critical agenda projects.

The president also sought the approval of the federal parliament for a fresh request of N150 billion.

“It is equally important to reinstate the N25.81 billion cut from the provision for the Power Sector Reform Programme in order to meet the Federal Government’s commitment under the financing plan agreed with the World Bank.

“Furthermore, there is critical and urgent need to restore the N3 billion cut from the provision made for payment of mostly long outstanding Local Contractors’ Debts and Other Liabilities as part of our strategy to reflate the economy and spur growth.”

The president said the N2.557 trillion fresh requests was to enable the federal government to subsidise petrol from June to December this year.

He said: “Following the suspension of the petrol subsidy removal, the 2022 Budget Framework has been revised to fully provide for PMS subsidy.

“An additional provision of N2.557 trillion will be required to fund the petrol subsidy in 2022. Consequently, the Federation account (Main Pool) revenue for the three tiers of government is projected to decline by N2 trillion while FGN’s share from the account is projected to reduce by N1.05 trillion.

“Therefore, the amount available to fund the federal budget is projected to decline by N969.09 billion.”

Reps Committee grills Fire Service Chief over N1bn Expenditure on Recruitment, Logistics Funds

The Federal Fire Service Commandant General was grilled by the House of Representatives Committee on Public Accounts yesterday.

(FFS) Ibrahim Liman, for spending more than N1 billion on recruitment and logistics without following established financial rules from 2017 to date.

The Office of the Auditor General of the Federation had questioned the Service about spending the money on the said exercise when there was only one recruitment exercise held during the time period in question.

The FFS boss, who testified before the Committee chaired by Hon. Busayo Oluwole Oke (PDP-Osun), was unable to provide satisfactory answers to the Committee members on the issues raised.
The CG also failed to back up his explanations with relevant documents, necessitating the committee to write to the Central Bank of Nigeria (CBN) and the Bureau for Public Procurement (BPP) seeking the account statements and expenditure of the service

Members of the Committee also raised concern that the award of several contracts by the Service which promoted the chairman to direct the FFS boss to produce the nominal role of monies spent within the period under review before the Committee unfailingly

Oke pointed out that since the expenditure records of the service was not clear enough, the BPP should include the name of contractors of FFS and their financial records while appears before the Committee

Also all the Ministers summoned by the Committee over their failure to appear before it over several audit queries against their Ministries, Departments and Agencies did not show up yesterday.

The affected ministries were Works and Housing, Health, Interior, Ministry of Environment

House Expands Probe into Substandard Fuel, Including Lingering Petrol Scarcity

The House of Representatives’ Committee on Petroleum Downstream has been directed to look into the lingering issue of fuel scarcity.

This, according to the lawmakers, was to see if there was an interim report on the Nigerian National Petroleum Company Limited’s (NNPC) claim that it has enough fuel despite widespread scarcity.

The lawmakers had mandated the Committee to investigate the release of methanol-blended petroleum in the country on February 10, while adopting a motion sponsored by the Chief Whip of the House, Hon. Tahir Monguno (APC, Borno), with a view to ensuring that culprits are brought to book and making recommendations to avoid reoccurrence.

The lawmakers had also directed the NNPC Limited to suspend the companies involved in the supply of the bad fuel and as well submit their names to the committee.

The downstream committee was mandated to also ascertain whether the importation, distribution and dispensing of the product in Nigeria till date conformed with international standard.

At the plenary yesterday, Minority leader, Hon. Ndudi Elumelu (PDP, Delta) coming under order 8 rule 4, of the House rules, said the existing committee saddled with the responsibility of investigating the issue of adulterated fuel, should as well ascertain if there was an interim report on the claim by the NNPC Limited that it has enough fuel despite lingering scarcity experienced across the country.

He lamented that it was difficult for him to get to work because all the roads were totally blocked by those looking for petrol.

Elumelu said, “I’m coming under this rule for us to discuss the issue of lingering fuel crisis in Nigeria. I agree that NNPC said it has enough but it doesn’t seem to tally with their submission that they’ve enough fuel because there’s still some lingering fuel crisis in the whole of Nigeria.

“It was difficult for me to get here because all the roads are totally blocked by those looking for petrol. There’s already an existing committee saddled with the responsibility of investigating the issue of adulterated fuel, so I’m thinking they should find out if there’s an interim report to that effect with their already existing assignment.”

Corroborating Elumelu’s observation, the Speaker, Hon. Femi Gbajabiamila directed the Committee to extend their investigation into the lingering crisis.

Gbajabiamila said, “There’s a nexus between that motion of last week on adulterated fuel and what you have very rightly brought up. The standing committee committee should take note and extend their investigation into this lingering crisis.”

Meanwhile, the House of Representatives has called on the Department of State Security (DSS) and the Police to thoroughly investigate circumstances leading to the killing of Divisional Police Officer (DPO), Abubakar Abdulkadir Rano, in Jibia division, Katsina state by terrorists.

The House while condemning the killing of the police officer and others, also directed the DSS and police to investigate similar ones across the country and help families of the deceased. The resolutions of the lawmakers were sequel to the adoption of a motion of urgent public importance, sponsored by Hon. Kabiru Alhassan Rurum on at the yesterday’s plenary.

Moving the motion, Rurum said the late Rano, in charge of jibia Division was brutally killed by bandits while attempting to rescue a kidnapped woman.

According to him, the police officer had recorded successes in confronting and fighting bandits in the area which helped in reducing attacks on communities. He lamented that since the incident, nothing had been done to investigate the circumstances leading to his killing.

He added that lack of prompt investigation into the killing of police officers killed in similar circumstances was a negative trend which needed to be addressed.

Adopting the motion, the House observed a minute silence for the late DPO and other police officers who died while serving the nation.
