Dr. Abiye Sekibo, the director general of the Peoples Democratic Party Presidential Campaign Council in Rivers State, narrowly avoided being shot on Thursday at midnight.

Sekibo went to Rainbow Town in Port Harcourt to inspect the location of a potential presidential rally for the party when it was learned that gunmen wearing police uniforms opened fire on his Land Cruiser bulletproof jeep.
Sekibo confirmed the incident at a news conference on Friday, saying that while police officers watched the blaze, his car was shot at and the rally’s location was set on fire.

“Those police officers who were watching the fire started shooting at our car as we got closer to the scene. I observed the Hilux cars, which belonged to the Governor of Rivers State’s police force.

The Central Bank of Nigeria issued a directive limiting daily cash withdrawals from banks, and the Ondo State Government has filed a lawsuit against the Federal Government in that regard before the Supreme Court of Nigeria in Abuja.

The federal government’s daily cash withdrawal limit guidelines, according to the Ondo State Government, violate the legal rights of the state’s government and its residents to access funds for the implementation of development projects, to grant small credit facilities to petty traders (who do not have accounts in banks), and to the state’s regular commercial activities.

The Ondo State Government urged the Supreme Court to rule that the Federal Government cannot amend or vary an existing Act of the National Assembly by directive issued through the Central Bank of Nigeria, particularly Section 2 of the Money Laundering Act, which specifically relates to limitations on cash withdrawals for individual and corporate organizations to five million naira and ten million naira, respectively. The maximum withdrawal for an individual or corporate entity is now N500,000 and N5,000,000, respectively, according to the CBN’s updated guidelines.

The federal government’s guidelines on the maximum daily cash withdrawal, as well as the ongoing suffering and hardship brought on by the implementation of the said policy, are being challenged by the Ondo state government in the Supreme Court. The state is asking the court to rule on whether or not these regulations violate Section 2 of the Money Laundering Act as well as Sections 20, 39, and 42 of the Central Bank of Nigeria Act.

The Ondo state government claimed that, despite having more than 149 Ministries, Departments, and Agencies to manage on a daily basis in a state with more than three (3) million residents, fewer than 500,000 people have bank accounts that can be used for bank transfers. As a result, the state’s economy is completely paralyzed as a result of federal government policy.

The Ondo state government claimed that while its citizens now waste valuable time waiting at bank ATMs to withdraw the new Naira notes, those living in rural areas and remote villages without access to banks or internet services are unable to receive or transfer money to cover their basic needs.

The Government pleaded with the Supreme Court to step in and prevent further application of the aforementioned Federal Government policy.

In a related matter, the government of Ondo state applied to the Supreme Court in order to join the lawsuit brought by the states of Zamfara, Kaduna, and Kogi regarding the window of time during which citizens and the government may exchange old Naira notes for new ones. Sir Charles Titiloye Ksm FCArb, the Attorney General and Commissioner for Justice of Ondo State, requested that the Supreme Court join Ondo state government in the earlier lawsuit brought by the aforementioned three states opposing the deadline of February 10, 2023 for the Central Bank of Nigeria to replace Old Naira Notes with New Naira Notes in a motion on notice signed and submitted on Thursday, February 9, 2023.

The Attorney General made a point of pointing out that the government and people of Ondo State are currently going through the same severe economic and financial hardship brought on by the said incoherent demonetization policy that the Federal Government is currently implementing through the Central Bank of Nigeria.

A lawsuit against the Federal Government over the Central Bank of Nigeria’s naira redesign policy was also filed on Thursday evening at the Supreme Court by the Abdullahi Ganduje-led government of Kano.

The Kano State Attorney General is requesting that the Supreme Court rule that Major General Muhammadu Buhari (ret.), the president, cannot unilaterally order the Central Bank of Nigeria (CBN) to recall the now-outdated N200, N500, and N1,000 banknotes without first consulting the Federal Executive Council and National Economic Council, respectively, in suit number: SC/CS/200/2023, which was spotted by The PUNCH.

Due to the policy’s negative effects on the economic wellbeing of more than 20 million Kano residents, the Kano government is requesting a mandatory order to reverse the Federal Government’s decision to remove the N200, N500, and N1,000 notes from circulation.

The applicant is also requesting a mandatory order compelling the Federal Government to reverse its policy regarding the naira redesign because it is alleged to be in violation of the 1999 Constitution (as amended).

In a similar vein, the applicant is pleading with the Supreme Court to issue an order compelling the Federal Government to change its cash swap policy because it allegedly violates the 1999 Constitution and other laws currently in effect.

A statement that the President cannot unilaterally approve the Central Bank of Nigeria for the implementation of the cash withdrawal limit pursuant to the demonetization economic policy of the Federal Government of Nigeria without recourse to the Federal Executive Council and National Economic Council, respectively, is made in the lawsuit.

The Kano State Government also requested a declaration that the president’s order to the CBN to implement the cash withdrawal limits policy in response to the demonetisation of the Federal Republic of Nigeria without first consulting the FEC and NEC, respectively, was illegal, invalid, and contrary to the constitution.

The applicant is also pleading for a court order that would make the Federal Government stop its practice of recalling old banknotes for allegedly failing to follow the Constitution’s requirements and other existing laws.

Remember that in an ex-parte application by the three applicant states, including Kaduna, Kogi, and Zamfara, the Supreme Court issued an interim order to the CBN on Wednesday telling it not to stop using old naira notes on February 10, 2023.

In Ondo, Kidnappers kill farmer after wife delays ransom payment

Akinola Akinnibinu, a 40-year-old cocoa farmer, was murdered by his captors due to a late ransom payment.

They murdered their victim and treated his corpse with chemicals.

Four days later, the body was found.

Akinola was reportedly taken hostage at his farm in Oko Oparun, Ondo East Local Government, and the kidnappers demanded N700,000 in ransom.

According to reports, the deceased called his wife and asked her to go get N700,000 from a POS machine and bring it to the farm.
According to sources, the kidnappers asked the victim’s wife to transfer money to an Opay account number over the phone.

However, the wife called Amotekun Corps and other villagers, but the kidnappers fled before help could arrive.

His wife said, “My husband went to his farm in the morning from the house. Later, he called me to come pick up cash from the nearby POS. When I questioned him about his plans for the money, he replied that I should bring it and that he would explain them once I arrived at the farm.

Later, some men called me using my husband’s phone number to ask for money to be transferred to an Opay account. They called once more to say they had not received the money, and I assured them I had sent it.

“They invited me to the farm, they said. I warned Amotekun and the other villagers because I was terrified. They called and said, “I will see,” since I have informed people, as I was leaving with them.

“When I arrived at the location, I did not see them, and after leaving, we did not hear from the villagers again until yesterday, when they reported seeing a dead body covered in bamboo leaves and covered in chemical residue. My husband’s body was there.

The capacity of an Automated Teller Machine, or ATM, is up to N10 million, but banks barely load N10 million, blaming the difficulties on the lack of funds, according to one bank official who did not want to provide his name for security concerns.

He claimed that bank employees were in danger because irate clients were threatening to harm them for withholding their money and that the apex bank was mostly to blame for the issues.

“If such a thing occurs, the PO reports and from the back-end, that device is deactivated so that the person who took that device away will not be able to do anything with the device,” he said.

Instant electronic payment reached N38.77 trillion in January 2023, up 45.52 percent from N26.65 trillion in January 2022 as a result of the Naira shortage brought on by the Central Bank of Nigeria’s redesigned Naira and cash withdrawal policy.

IG forms team to assess election-related violence

Before the general elections, a monitoring and evaluation team will be deployed throughout the states of the federation to identify, analyze, and mitigate threats as well as conduct on-the-spot assessments of the security emplacements.

Seven additional commissioners of police, 15 deputy commissioners of police, 30 assistant commissioners of police, 30 chief superintendents of police, and 16 other strategic officers make up the team.

The IG tasked the team to, among other things, ensure the propriety of deployments, provide real-time coverage of the electoral process, and safeguard against hostile external and internal influence using INTERPOL, anti-cybercrime, and intelligence tools and assets of the NPF, according to the statement, which said, “The IG, while reiterating the commitment of the police to ensuring that the elections are safe, secure, credible, and in line with global best practices.”

New naira: Ogun guarantees bankers and others adequate security

The Ogun State Government on Wednesday assured bankers and all residents of the state of adequate protection while pledging to keep working with the Central Bank of Nigeria to find a solution to the naira shortage that is currently plaguing the country.

During a meeting with the state chapter of Bankers Committee in his office in Abeokuta, Dr. Dapo Okubadejo, the state commissioner for finance and chief economic adviser to the government, provided the assurance.

This was a follow-up to the earlier meeting between the group and the state governor, Dapo Abiodun, which took place on Monday and during which the governor compelled the bankers to adequately distribute cash to the general public.

Okubadejo said the situation is impeding economic activity in the state and that the government is fully prepared to prevent any destruction of banking facilities. He was driven by a desire to address the shortage of naira notes.
The unfortunate incident involving the destruction of some banks’ automated teller machines was a result of frustration caused by the lack of cash, according to the CEA, who assured of improved security across all financial outlets.

Recalling that the governor had previously met with the CBN controller in Ogun State, it was stated that Governor Abiodun was concerned for the safety of people and their property. He said, “As a state, we are using this opportunity to appeal to the Bankers’ Committee to ensure that people have access to their funds, for the smooth running of economic activities across the State. The Central Bank of Nigeria has indicated that it would give money to the various banks.

He emphasized the need for the state to lead industrialization and insisted that the CBN would continue to work with the state government to address the current situation.

The head of the Bankers’ Forum, Mr. Adeniran Oladele, praised the state government for its responsiveness in his remarks and mentioned how the meeting between Governor Abiodun and the CBN leadership earlier had helped to lessen the crisis’ impact.

The banker admitted that false information contributed to the crisis and that some banks lost money as a result of the panicked closures.

He suggested that aggressive mass education be conducted to inform the public about the availability of the new naira notes, arguing that doing so would greatly reduce unrest.

The governor’s deliberate strategy, which included not only engaging the youth but also being practical, responsive, and responsible, is largely responsible for Ogun State’s reputation as a very peaceful state, according to the season banker.

Anambra woman jailed 21 years for child labour

US media reported that Twitter set a daily cap of 2,400 tweets to ease the burden on its infrastructure.

Additionally, TweetDeck, a well-known dashboard for managing and viewing Twitter accounts, was said to no longer function.
The outages happened the same day that Twitter’s $8/month Blue subscription service in the US gained a length perk.

According to the tech company, Twitter Blue subscribers can now post tweets with up to 4,000 characters, far more than the 280-character limit imposed on free users.

In a lengthy tweet announcing the benefit, the tech company wrote, “But don’t worry, Twitter is still Twitter.”
