Court rejects Emefiele’s ally’s charge against DSS for violating human rights.

Friday, a Federal Capital Territory High Court dismissed a lawsuit for fundamental human rights brought by Sa’adatu Yaro, a member of staff at the Central Bank of Nigeria, against the Department of State Services.

The lawsuit demanded both a release order for her six exotic cars that were impounded by the secret police on July 12 and bail to avoid further imprisonment.

In the N6.9 billion procurement fraud lawsuit brought by the Federal Government against suspended CBN governor Godwin Emefile, Yaro is the second defendant.

On Thursday, the start of the case’s trial was delayed due to Yaro’s absence.

But in a motion on notice with the filing number FCT/HC/CV/6918/23 Through her attorney, J.B. Daudu SAN, Yaro requested that the court rule that her arrest on July 12, 2023, her husband’s detention, and the confiscation of her six exotic cars were all violations of her basic human rights.

Daudu further contended that the DSS lacked jurisdiction and legal authority to look into the applicant’s business operations because it was not an anti-graft agency.

According to him, Sections 34 and 35 of the 1999 Constitution of the Federal Republic of Nigeria infringe the applicant’s right to personal liberty and right to human dignity because they have been continuously violated by the DSS since the 12th day of July 2023.

Customs to reestablish ties with Chad, Cameroon

Adewale Adeniyi, the Nigeria Customs Service’s acting comptroller general, has stated that the organisation plans to rebuild positive ties with Cameroon and the southern region of Chad.

This was said by Adeniyi in a statement that was received on Friday while he was hosting Prof. Babagana Zulum, the Governor of Borno State, in Abuja.

The service, according to him, would revive cross-border trade in the northeast.

Adeniyi also indicated his willingness for the service to enhance commerce activity in Nigeria’s northeast.

As the insurgency has weakened, he continued, “Moving forward, we will need your cooperation to connect with people of the Borno border communities. We will strengthen our positive connection with Cameroon and, of course, the southern part of Chad by using it as a springboard.

The policy, in accordance with the head of Customs, will strengthen the local economy and provide jobs for residents of the state.

The CGC valued the long-standing partnership between the service and the government of Borno State in terms of border security and humanitarian aid.

He also reaffirmed his willingness to assist terrorism victims in the state.

He told the governor that his government was committed to working with the military to create new policies that would help restore the region’s cross-border trade in its entirety.

Zulum had already congratulated Adeniyi on being named the CGC.

“Let me start by congratulating you on being named the new Comptroller-General of this important body in this nation. In addition, Zulum said, “I want to applaud the NCS for raising the living standards for the displaced communities in Borno and other parts of the northeastern region.

He praised the organisation for providing food and non-food products to the state’s displaced people, which, in his opinion, lessens the suffering of the Boko Haram insurgency’s victims.

I’m here to ask for your help in providing food and non-food items to Borno State’s most needy residents.

In order to encourage cross-border trade in the North-East, notably in Borno State, the governor indicated interest in working with the service.

Volker Turk, the head of the UN human rights office, argued that the military government of Niger lacked legal justification for bringing high treason charges against ousted president Mohamed Bazoum.

Turk added that Niger’s basic concept of freedom was in jeopardy.

The Niger junta declared on August 13, 2023, that it will charge deposed Bazoum with high treason for his communications with foreign leaders of state and international organizations.

The military authorities have “gathered the necessary evidence to prosecute the ousted president…for high treason and compromising the internal and foreign security of Niger,” according to Junta spokesperson Colonel Amadou Abdramane.

According to Reuters, the UN human rights director responded by declaring that the judgment was politically motivated against a democratically elected president and had any legal support since it ignored how democratic institutions typically operate.

“Niger’s very idea of independence is in jeopardy.

“Generals cannot decide on their own to disregard the will of the people. Gun rule is out of date in today’s society.

10 important lessons from CBN’s mechanism for verifying foreign exchange rates

A method for verifying foreign exchange prices has been introduced by the Central Bank of Nigeria to provide importers access to foreign currency.

As of August 31, 2023, all Form M requests must include a price verification report from the site, according to a statement from the apex bank’s Trade and Exchange Department on Thursday evening.

According to the CBN, Form M is a legally required form that must be filled out by all importers when bringing products into Nigeria.

“The Central Bank of Nigeria hereby announces the Go-Live of the Price Verification System (PVS),” the announcement said. “Following the successful conduct of the pilot run and various trainings held with all the banks,” it continued.

The PUNCH summarises 10 major findings from the CBN forex pricing verification system in this paper, which is a development of the e-evaluator and e-Invoice CBN established in 2022 to replace hard copy final invoices in documentation processes for FX;

1. On August 31, the Price Verification System will go online.

2. A valid Price Verification Report, which can only be produced via the recently formed Price Verification System, must be submitted with every application for Forms M.

3. The Price Verification Report will now be a necessary trade document before Form M can be submitted.

4. The Federal Ministry of Finance of the Federal Republic of Nigeria, in coordination with the Central Bank of Nigeria (CBN) and the Nigerian Customs, has implemented the mandatory Form M documentation process, which enables the collection of import duties when necessary.

5. The PVS will assist in streamlining and controlling financial activities and paperwork in the banking industry.

6. The PVS is a development of the e-evaluator and e-Invoice, which CBN introduced in 2022 to replace the paper copy final invoices that were a requirement for all import and export operations.

7. Prices for imports and exports that exceed 2.5% of the confirmed prices will be questioned and Form M will not be accepted.

8. Nigerian importers and exporters of goods and services are required to register on the CBN’s designated electronic portal, which is run by the CBN’s chosen service provider.

9. A verification report and digital certificate, both of which are valid for a year, will be given to the importer or exporter following successful registration and authentication.

10. For each provider that is authenticated on the system, an annual subscription fee of an unconfirmed amount (formerly $350) will be paid.

The Central Bank of Nigeria’s flotation of the naira has drawn criticism from human rights attorney Femi Falana, SAN.

Falana also revealed that he is suing to stop the naira from floating, calling the move “illegal.”

The CBN allegedly gave deposit money banks the order to let the naira float freely against foreign currencies on June 14, when it was trading in the Investors and Exporters window at a range of 730 to 755 against the dollar. The exchange rate is now shown as being N744 to N746 on the CBN website.

Falana asserted, however, that the CBN Act mandates that the central bank establish the currency rate in a Friday appearance on Channels Television’s Sunrise Daily.

“Floating the naira is not permitted. It’s prohibited. You claim that market forces will determine how much the naira is worth. The law does not mention that.

“I had to sue the Central Bank of Nigeria at the Federal High Court because Section 16 of the Central Bank Act had mandated that the Central Bank fix and determine the rate of the naira vis-à-vis other currencies,” he stated.

Falana cites Section 20(1) of the CBN Act, which specifies that only the currency notes issued by the Central Bank, specifically the naira, are recognised as official legal tender in Nigeria. The use of any other currency in Nigeria without the central bank’s permission is prohibited by Section 20(5) of the Act, which carries a six-month prison sentence.

We won’t make any progress, according to Falana, until government representatives take action to fortify the naira and make it the only accepted form of payment in Nigeria.

Additionally, he pointed out that the Federal Government’s approval of N5 billion for each state and the FCT as palliatives is only a short-term solution meant to deflect attention.

They are only short-term solutions. Some of them are very pointless, and government officials have not addressed the dollarization of the economy, which is what caused the issue in the first place.

The dollarization of the economy, he said, would consume any palliatives that were announced.

The titles of President Bola Tinubu’s ministers were made public by the Presidency on Wednesday night.

The Director General of the ACCI, Victoria Akai, congratulated Wike and stated that the Chamber thought his record of fostering economic growth in Rivers State would benefit the FCT. She also expressed hope that the minister would give the challenges faced by members priority and welcome input from the private sector.

The Abuja Chamber of Commerce and Industry extends its congratulations to Nyesom Wike on being named the new FCT Minister. The Federal Capital Territory will profit from Mr. Wike’s leadership abilities and track record of fostering economic development and progress in Rivers State, in our opinion.

The Edo State Police Command has detained 84-year-old Gabriel Uhuwa for allegedly killing his wife for refusing to have sex with him.

On Wednesday, the command announced the arrest of 198 people for offenses ranging from murder and cultism to armed robbery, abduction, and illicit possession of guns.

Uhuwa was detained, according to the command’s public relations officer, Chidi Nwabuzor, for allegedly killing his 75-year-old wife for refusing to engage in sexual relations with him.

According to Nwabuzor, Uhuwa and his wife have been at odds over her claimed refusal to engage in sexual activity with him whenever he requested it.

He claimed that the elderly man had no regrets and believed that what he had done was the best way to solve his problem.

Uhuwa explained to reporters that his wife was not paying attention to him. She constantly said no when I invited her to join me in bed. Together, we have seven kids: five boys and two girls. The suspect claimed that after discussing the situation with his children, one of her daughters went to talk to the suspect’s wife but she refused to listen.

“I brought up the issue with my family and her family members, but she didn’t listen to them and kept acting the same way she always had, and I was hearing rumors that pastors were having affairs with her.

The suspect continued, “Each time I requested sex, she would either claim to be ill or to have an ulcer, but I was hearing a rumor that she was sleeping with other men and I don’t have money to take prostitutes.

He said that after filing a complaint, his children stopped sending him money and answering his calls, claiming that his late wife had incited them to hate him.

So I grabbed a cutlass and macheted her in the house on Saturday last week in the afternoon. She wasn’t following me, so I did it out of rage, and I want everybody to know about it, he continued.

But after completing the act, he admitted that he had regretted killing his wife.

UNICAL dismisses dean of law school following claims of sexual harassment

A sexual harassment claim has led to the administration of the University of Calabar suspending Prof. Cyril Ndifon, Dean of the Faculty of Law.

Following an investigation by the school’s administration into the charges of sexual harassment made against Ndifon by female faculty members on Monday, the suspension of Ndifon became effective on August 17, 2023.

A popular social media video showed faculty members storming Prof. Florence Obi’s office while holding signs that read, “Ndifon must go for our sanity,” “We are tired of buying law journals,” “We are tired of lecturers not attending classes,” and “Law girls are not your bonanza; Prof. Ndifon should stop grabbing us and others.”

The professor, however, refuted the claims in an interview with CrossRiverWatch, claiming that others on the faculty with a grudge against him organized the demonstration.

The management expressed dissatisfaction with the response to the inquiry sent to Ndifon in a letter from the school registrar, Gabriel Egbe, which was provided to The PUNCH on Thursday by the university’s spokesperson, Eyo Bassey.

NSCDC apprehends four alleged rail vandals in Nasarawa

The Nigeria Security and Civil Defence Corps reported that it has detained four people and stopped a truck that was transporting significant quantities of vandalized rail rails cloaked in iron fragments.

The arrest was made by the NSCDC Commandant General’s Special Intelligence Squad, according to a statement signed and issued by Babawale Afolabi, the Corps Spokesperson, on Thursday.

In Sabon Pagi, Lafia, Nasarawa State, according to Afolabi, the truck and the four suspects were detained on Monday while traveling on the Lafia-Akwanga-Abuja motorway.

The four suspects have been detained, he continued, in order to conduct additional inquiries and take further action.

“On August 14, 2023, around 10: 30 hrs., the CG’s Special Intelligence Squad, who are on specialized operation to checkmate malicious actions of rail line vandals, detained four suspected vandals who disguised themselves as scavengers,” said the statement.

“It was later found that the suspects had vandalized rail track irons and concealed them among scrap iron materials before loading the vandalized rail track irons into a truck that will deliver them to the customers,” the report reads.

The truck’s specifics were provided, including that it was an articulated DAF truck with the license plate BSA 899XA, and that Anasi Ali, the driver who is 27 years old, is one of the four accused vandals. The other three are an escort, Nasiru Abdullahi, 28, Yusuf Idris, 25, Hafis Idris, 18, and Idris Idris.

“A DAF truck, significant amounts of offloaded scrap irons, and significant amounts of vandalized railroad irons were retrieved from the vandals.”

According to the Corps, a preliminary investigation revealed that the vandals loaded the rail truck with irons and slippers in Makurdi, Benue State, disguised them as scrap irons to appear like scraps, and then transported the vandalized goods to an unnamed iron and steel company in Ilorin, Kwara State, before being stopped and taken into custody.

The offenders will be charged in court following a thorough inquiry that Commandant General of the NSCDC Ahmed Audi has ordered.

CCB to penalize FCTA workers for failing to declare assets

The Code of Conduct Bureau has cautioned Federal Capital Territory Administration employees that failure to rigorously abide by the Code of Conduct governing public service by declaring their assets will result in fines.

Suleiman Usman, the state director of the CCB for the FCT, gave the warning on Thursday during a one-day awareness campaign in Abuja.

As government offices are held in trust on behalf of the people, he instructed the staff to guarantee prompt and accurate reporting of their assets for transparency and accountability reasons.

Usman said that many public employees are still uninformed about some of the pertinent information and behaviors expected of them in their jobs, which leads to their unintentional normalization of systemic illegalities.

Additionally, he deplored the practice of public employees working outside of regular business hours and issued a warning that the bureau would take action against any employee who violated this policy after being reported, looked into by the committee of the Bureau, and found guilty.

“We are here to educate the FCT Administration’s civil workers on the value of asset disclosure and to make sure that there is complete compliance. We also informed them of the public officials’ code of conduct so that they would be aware of the dos and don’ts in addition to their duties.

He explained: “We stipulated that federal workers must not engage in direct managing of private business, if they want to operate private firms. The Bureau has a committee that examines and takes the required measure.

Dr. Jummai Ahmadu, the FCTA’s acting director for reform coordination and service improvement, also spoke at the event and noted that the bureau regularly conducts awareness campaigns across the nation to reaffirm the importance of civil servants declaring their assets every four years.

She said that by providing people with comprehensive instructions on how to report their assets, the FCT Administration will make conscious efforts to ensure that they are aware of what is expected of them.
