Entrepreneurship, talent acquisition key to wealth introduction —

The Governor of Delta State, Sheriff Oborevwori, on Tuesday, identified entrepreneurship and skill acquisition as key to wealth creation in a nation plagued with unemployment and economic challenges.

Oborevwori made this remark when he received the State Coordinator of the National Youths Service Corps, Mr Alao Olusegun, and his team at the Government House, Asaba.

While thanking the NYSC for its contribution to the state’s development, Oborevweri said the state government would look into all the requests made by the State Coordinator and see how it could assist.

He said, “I want to assure you that in Delta State, one of our agendas is to ensure peace and security and I can assure you that we will continue to sustain that peace which we have enjoyed in the last nine months of this administration.

“When we have our entrepreneurship programmes we will also invite you to add value because entrepreneurship is very key to wealth creation.

“I say this because when they finish as graduates and there are no jobs, it is the skill they can acquire that will keep them going pending when they get a suitable job.

“It is not easy now to get white collar jobs so entrepreneurship is very key to the survival of our youths.”

Earlier, Mr Olusegun appreciated Governor Oborevwori for the wonderful works at the NYSC Permanent Camp at Issele-Uku, describing it as one of the best in the country.

He said the NYSC is populated by youths with over 15,000 corp members serving in the state and contributing their quota in the areas of education, health, agriculture and so many areas of the state economy.

Nigeria transit hub for unlawful flora and fauna, wooded area merchandise — UNODC

The representative of the United Nations Office on Drugs and Crime, Oliver Stolpe said one of the findings of the 2023 wildlife chapter of UNODC’s Organised Crime Threat Assessment for Nigeria revealed that Nigeria is a key transit hub and consolidation point for various forms of illegal trade in wildlife and forest products.

Stolpe also said there are more than 1000 records between 2011 and 2020 indicating that Nigeria is a source, transit, or destination country, or that the offender was a Nigerian national.

Stolpe said this on Tuesday at an event organised by the Federal Ministry of Environment to commemorate the 2024 World Wildlife Day and to present the findings and recommendations of the International Consortium for Combatting Wildlife and Forest Crime Analytic Toolkit Assessment for Nigeria.

World Wildlife Day is celebrated every year on March 3rd to celebrate and recognise the unique roles and contributions of wildlife to people and the planet.

The 2024 WWD theme ‘Connecting People and Planet: Exploring Digital Innovation in Wildlife Conservation’ underscores the pivotal role of technology in safeguarding wildlife.

The ICCWC Toolkit Assessment examines the effectiveness of the legal and regulatory environment, as well as of the institutional capacities of specialized law enforcement, prosecution, and the judiciary to prevent, detect, investigate, prosecute, and adjudicate wildlife and forest crimes.

Stolpe said, “As we remind ourselves of the importance of preserving and protecting Nigeria’s rich biodiversity, permit me to recall some of the key findings from the Wildlife Chapter of UNODC’s Organised Crime Threat Assessment for Nigeria published in 2023. The assessment found that Nigeria is a key transit hub and consolidation point for various forms of illegal trade in wildlife and forest products, especially for pangolin, ivory and rosewood.

“These products are sourced both from Nigeria as well as from other countries in the region, including Cameroon, Gabon, the Central African Republic, the Democratic Republic of Congo, Liberia, Cote d’Ivoire and the Benin Republic. According to UNODC’s World Wildlife Seizures Database, there are more than 1000 records between 2011 and 2020 which indicate Nigeria as a source, transit or destination country, or where the offender was a Nigerian national.

“While thanks to the good work of the Nigeria Customs Service, seizures at Nigeria’s land, sea and airport border points have been on the rise, two-thirds of all seizures involving Nigeria were reported by the authorities of other countries. This suggests that interception capabilities still need to be strengthened, while enhanced information exchange and cooperation with relevant authorities in countries of origin, transit and destination offer opportunities for intelligence-led operations and parallel or even joint investigations to detect and dismantle trafficking networks.”

He noted that the report found that increased enforcement activities at the Apapa Port may be responsible for traffickers now increasingly using other Nigerian ports.

“The report further identifies border towns like Gaya in Niger, located close to the borders of both Nigeria and the Benin Republic, as a strategic site where wildlife products like elephant ivory and pangolin scales are kept prior to their import into Nigeria. Traffickers take advantage of festive and harvest seasons to move these illegal wildlife products, as authorities are less likely to search trucks during these high-volume periods when large quantities of animals and foodstuffs need to reach their destinations quickly.

“Another finding of the research suggests that armed groups are increasingly involved in the illegal harvesting and trafficking of rosewood, with nine park rangers losing their lives in violent encounters with persons involved in illegal logging in the Gashaka-Gumti National Park. in general, it appears that illegal logging activities continue, despite the 2018 trade suspension of rosewood from NigeriaNigeria,” he added.

He stated that further steps are required to tackle the illegal trade in wildlife and forest products.

Meanwhile, the Minister of Environment, Balarabe Lawal said there is a need to recognise the importance of leveraging digital solutions to address the myriad of challenges facing the planet’s ecosystems and combating illegal wildlife trade, mitigating habitat loss, and tackling the impacts of climate change.

Lawal said, “By leveraging innovative solutions, we not only amplify our capacity to protect endangered species but also foster greater connectivity between people and the planet they call home.

“Digital conservation transcends geographical boundaries, fostering global collaboration and knowledge sharing among scientists, conservationists, and communities worldwide. By harnessing the collective power of technology, we can unite in our efforts to safeguard biodiversity and ensure a sustainable future for generations to come

“Let us reaffirm our commitments as we reflect on the significance of World Wildlife Day, to harness the transformative potential of digital innovation in conservation. Together, let us strive to bridge the gap between humanity and nature, recognizing that our fate is intricately intertwined with the well-being of the natural world.”

The Minister, however, urged everyone to be mindful of the limitations and potential risks of digital conservation.

On his part, the Conservator General of the National Park Service, Dr Ibrahim Goni said there is a need to scale up the fight against wildlife crime and the human-induced reduction of species.

Goni who was represented by the Assistant Conservator General of the service, Mohammed Kabir said, “You will agree with me that some of our protected and conserved areas that house a wide array of these unique wildlife resources are battling with security challenges, such as banditry, kidnapping, cattle rustling and other crimes.”

Afenifere faction proposes parliamentary gadget of presidency

A faction of the pan-Yoruba social political group, Afenifere, led by Pa Ayo Adebanjo, on Tuesday, said that its blueprint for restructuring of the country is ready.

The group hinted that its idea of restructuring the country tilts towards the adoption of a parliamentary system of government which whixh it said would not only cut down billions spent campaigning for elections but also cut down significantly the huge cost of governance as obtainable under the federal system of government

This is just as the splinter group also said that President Bola Tinubu has no excuse not to run with the vision of restructuring the country having been at the vanguard of the struggle and beneficiary of the call for restructuring within this democratic dispensation.

The group’s Publicity Secretary, Mogaji Adejumo, disclosed this on Tuesday while briefing journalists after the caucus meeting of the Afenifere held at the Isanya Ogbo Ijebu residence of Adebanjo.

The meeting, which was presided over by Adebanjo, had in attendance Oba Oladipo Olaitan, the Deputy leader of the group, Chief Supo Sonibare, Treasurer, Chief Mrs Kofoworola Bucknor, former Deputy Governor of Lagos State, Prince Justice Faloye, Deputy National Publicity Secretary, Chief Segun Ojo, Bashorun Segun Sanni among others.

Adejumo said, “What we have here today is a caucus meeting of Afenifere and the germane national issue that took centre stage was restructuring.

“Sometimes last year November, a committee under the leadership of Oba Oladipo Olaitan was set up to aggregate Afenifere’s view on restructuring and today, the committee said that the report is ready

“However, this report will still be considered by the executives of the association after which it will be taken to the general assembly where all the members will get to know what we mean by restructuring as far Afenifere as is concerned and we shall then print the report, do our various publicity on it for people to be enlightened on what we believe on restructuring.

“Tinubu himself is a product of Afenifere, he was elected on the platform and ideology of Afenifere. He took the Federal Government to court under the leadership of former President Obasanjo 31 times in an effort to implement restructuring.

“He didn’t do anything when former President Buhari was there for eight years, probably he was bidding his time because he knew that northerners won’t implement restructuring because they thought it won’t favour them.

“But Tinubu is there now as the President, he is answerable to us all as a product of Afenifere and as what the whole Yoruba did under the Afenifere in Adamasingba, Ibadan, Oyo State in 2017 that what we want is nothing but restructuring.

“For this 2017 meeting, we invited the South-South, South East and the Middle Belt and this is the beginning of what we called the Southern and Middlebelt Leaders Forum.

“So we are still meeting at this forum when other zones will also submit their recommendations, so what we took to 2014 Confab is what we are submitting even though some things have changed. We will then take it before the National Assembly for their approval.

Asked to give a hint on Afenifere’s report, Adejumo said “What we are actually proposing is a parliamentary system of government. Late Chief Obafemi Awolowo didn’t have to campaign in Ijebu Igbo, all he had to do was to win in Ikenne to become a member of the House and whoever is the leader of the party became the Prime Minister or the Premier.

“The old Western Region was from Badagry in Lagos to Asaba in present-day Delta State but he never had to be campaigning everywhere as we do now. It makes governance so cheap, that nobody will have to spend billions on campaigns again. You will need as much as N100m to campaign for local government chairmanship elections.

“So, under this system, you will from your constituency come into the House of Assembly and it is from here you will choose your Ministers and your Commissioners, you are not going to be appointing anyone again from outside but those that have been elected into the house of Assembly.

“With this system of government, we are going to be spending one-tenth of the humongous resources we are using to run this presidential system of government.”

Reps summon agric, blue financial system ministers, allege fraudulent concessions

The House of Representatives has summoned the Minister of Blue Economy Gboyega Oyetola, and his transportation counterpart, Saidu Alkali, over alleged fraudulent concession of some ports’ infrastructure.

Also invited for questioning are the Managing Director,  Nigeria Ports Authority,  Mohammed Koko, the  Director General of the Bureau of Public Enterprise, Mamman Ahmadu as well as the Director General of the  Infrastructure Concession Regulatory Commission,  Micheal Ohiani, among others.

The Chairman of the House Committee on Privatisation and Commercialisation, Ibrahim Hamisu (APC, Kaduna) issued the summons at a meeting with the seaport terminal operators in Abuja on Tuesday.

The lawmaker lamented the absence of the top government officials to explain their role in the concession of the seaport terminals.

The committee members expressed their displeasure at the shady manner the concessioning process was managed which had let the five companies operate for five years without renewal, thereby, leading to a huge loss of revenue to the Federal Government.

He said, “They (ministers) must appear before the committee on March 12. We also want to assure that this committee would work very hard to make sure that this issue is over and to do that, you are to furnish the Committee with all the relevant documents through the secretariat by Friday.”

He told the port stakeholders that they were invited to the meeting to “discuss how best to address this prolonged renewal process because of the need to attract investments into our critical port infrastructure which is one of the major focuses of this administration.

“From the brief we received from affected parties and the Ministries, Departments and Agencies involved in the process. We understand that as of today, what is outstanding in concluding the process that started over five years ago is the execution of the negotiated supplementary agreements for the respective terminals.

“That is why we invited all stakeholders to see how we can work together to quickly address this concern in national interest,” Hamisu said.

Addressing journalists at the end of the meeting, Hamisu argued that there was a need to unravel why the companies listed were still operating without renewal of the concession agreement.

“Some seaport terminals were given out on concession and five of them have expired. Some are from Lagos and some are from Port Harcourt. They were trying to see that their approvals were renewed in 2021.

“Somehow, this renewal was not granted to them, but they have been operating since then. So we deemed it fit to cross-check and find out what the problem is.

“We decided to invite them, and all the stakeholders like the Ministry of Blue Economy, ICRC, BPP, and the Ministry of Transportation. After inviting them here today, unfortunately, only the seaport terminal operators are here. We have discussed with them and they have one week within which the Minister of Blue Economy, MD NPA, BPP and ICRC should appear before this committee.

“They are to appear on March 12  by 10 AM so that we can discuss with them, see where the problem is and take action so that we can bring a lasting solution to the problem.

“The names of the affected seaport terminals are Port and Cargo Terminal, ENL Consortium Terminal C, ENL Consortium Terminal D, Josepdam Terminal and AMS Terminal. There are the five terminals whose concession period has expired and they have been operating illegally from 2021 to date and we want to investigate and see what the problem is and whoever is in charge of this, we will deal with him,” he warned.

Earlier in his ruling, the chairman insisted that the Ministers of Blue Economy and Transport, others must appear before it next Tuesday.

Customs intercept 400 luggage of beans supposed for unlawful export

The Nigeria Customs Service, Seme Area Command, said the command intercepted 400 bags of beans worth N61.4m about to be illegally exported.

The Customs Area Controller in charge of the command, Timi Bomodi, disclosed this while addressing journalists at the command on Tuesday.

He said the bags of beans were stockpiled in a warehouse at one of the exit corridors at the border.

“In light of our present economic realities, where massive food shortages have been reported across the country, and in line with the directive to ensure grains are not exported illegally, the command made a seizure of a truckload of beans, totaling 400 bags with a duty paid value of N 61.4m stockpiled in a warehouse at one of the exit corridors in the border.” Bomodi said.

President Bola Tinubu had last month ordered the trio of the National Security Adviser, Nuhu Ribadu, the Inspector-General of Police, Kayode Egbetokun, and the Director-General of the Department of State Services, Yusuf Bichi, to collaborate with state governors and go after those hoarding foodstuff.

The decision was taken during the President’s meeting with the governors in Abuja on the current food crisis triggered by the hikes in transportation costs after the fuel subsidy removal and the inability of farmers to harvest their crops because of bandits and kidnappers.

Bomodi added that the item has since been deposited in the government warehouse for safekeeping and eventual sale to the public.

Speaking on the revenue target, he said the command was given N7.87bn as a target for 2024.

“This represents an increase of over 400 per cent when compared to the target of 2023. In January 2024, the command collected N643m while in February, N518m was collected making a total of N1.160bn. This represents about 88 per cent of the total expected revenue of the command,” Bomodi stated.

The CAC also said that between January and February 2024, the command successfully made 168 interceptions which resulted in the seizure of some contrabands.

“These contrabands include, 2,193 bags of rove equivalent to three trailers, 81,930 liters of petroleum motor spirit equivalent to three tankers, nine vehicles, 1425 general merchandise, 265 parcels of cannabis sativa and other narcotics, 149 packs of codeine and 2 locally manufactured guns.”

He added that all the seized items had a total duty-paid value of N365.8m.

Bomodi said that the command had so far processed 184 export declarations for 43 items, “with a total weight of 65,185metric tons and a free-on-board of N13.1bn. The total amount collected for Nigerian Export Supervision Scheme was N65.3m and N24.4m as an export surcharge for previously imported goods.”

He said that the continuous surveillance of the border by the officers and men of the command had resulted in the interception of 400 jerry cans of PMS which is equivalent to 12, 000 liters.

Bomodi explained that the PMS which had a duty-paid value of N8.3m was intercepted on Saturday.

“The PMS would be auctioned in line with the Standard Operating Procedure in selling seized perishable items as directed by the service,” he said.

He said the seizures came on the heels of successes in anti-smuggling activities recorded in 2023.

Bomodi said that a total of 13 suspects were arrested in connection with these seizures.

Explaining further, he said six of the suspects were granted administrative bail, and three were handed over to the National Drug Law Enforcement Agency for further agency action.

“One was handed over to the Nigerian Police, while three suspects were still in our custody,” he said.

He said that joint security meetings adopted by the command provided valuable intelligence and opportunities to cross-fertilize ideas about border management.

“We note that collaboration holds the key to success in border management that’s why we have insisted on information sharing among sister agencies.

“As the lead agency in border security and facilitators of international trade, we are constantly aware of the need to balance both responsibilities through the use of risk management tools at our disposal. We are also aware that those whose illicit businesses have been significantly hindered by our activities will spare no effort in devising new methods to counter us,” he said.

Military, Customs discover 27 sacks of suspected medication in Lagos

The Nigerian Army, along with the Nigerian Customs Service, have discovered 27 sacks suspected to be containing drugs in the Badagry area of Lagos state.

The Army made this known through a statement signed by Lt. Col. Olalekan Olabisi Ayeni, Acting Deputy Director of Army Public Relations, and shared on their official X handle on Tuesday.

According to the statement, troops operating in the 81 Division NA Area of Responsibility intercepted two boats suspected of carrying drugs in Ajido, Badagry, based on actionable intelligence. Although the suspects escaped by jumping into the river upon sighting the troops, 27 sacks of suspected drugs were found.

The statement reads: “Nigerian Army (NA) Troops in conjunction with a team from the Nigerian Customs Service operating in the 81 Division NA Area of Responsibility demonstrated exceptional vigilance on Saturday, 2nd March 2024, by intercepting two boats carrying items suspected to be drugs. Acting on actionable intelligence, the troops conducted a stealth operation at Ajido in Badagry, Lagos state, and successfully uncovered 27 sacks containing the suspected drugs. Regrettably, the suspects managed to evade arrest by jumping into the river upon sighting the troops.

“In a separate operation, the troops intercepted smugglers carrying 77 sacks of Petroleum Motor Spirit at Fabre area in Badagry. The 77 sacks of Petroleum Motor Spirit have been handed over to the Nigerian Customs Service, Seme, while the sacks containing suspected drugs have been handed over to the Nigeria Drug Law Enforcement Agency, Seme Command.

“The General Officer Commanding 81 Division Maj Gen MT Usman on behalf of the Chief of Army Staff has commended the troops for their professionalism. He further appealed to all law-abiding citizens in Lagos and Ogun States to continue to support the troops and other security agencies with credible information to combat any criminal activities that may threaten the peace enjoyed in Lagos and Ogun States.”

Osun State Governor, Ademola Adeleke, on Tuesday commiserated with the family of the 49th Ooni of Ife, Oba Adesoji Aderemi, on the death of the last surviving widow of the monarch, Olori Dorcas Aderemi.

Adeleke, in a statement by his spokesperson, Olawale Rasheed, described the passage of Olori Aderemi as a huge loss.

The governor acknowledged the life of service lived by the deceased, saying that she would be sorely missed for her unwavering dedication to traditions and the royal household.

He noted that at the Iyaale Aku Royal House, a position she was elevated to in 2019, her liberal nature was evident in her combination of tradition with her strong Christian faith.

He added that the deceased had continued to play a pivotal role in St. Peter’s Anglican Church, in honouring the legacy of his late husband who was involved in the establishment of the church.

The statement partly read, “Olori Dorcas Aderemi, who passed away at the prime age of 105, was the last surviving wife of late Ooni Aderemi, the first Governor of the Western Region.
