Ogun senator fumes, calls for open session

0

On Tuesday, the Red Chamber experienced a mild drama before the commencement of the plenary at about 11 am when the Chairman, Senate Committee on Appropriations, Sen Olamileken Adeola (Ogun West) stormed into the chamber.

Sen Adeola who was visibly angry in a high tone kept saying, “No closed door, let’s do it open.”

Senator Abdul Ningi had on Monday indicted the National Assembly for padding the 2024 budget with a whooping sum of N3tn.

Senator Ningi on Monday in a Press Conference told a journalist that he never said that the president was running two budgets but that the was an N3.7tn yet to be accounted for.

He said, “At no time did I say Bola Ahmed Tinubu is implementing two budgets.

“There was no time, at no time did I say Bola Tinubu was biased against the north. The Hausa version is there. At no time did I say Bola Ahmed Tinubu is implementing the N25tn budget.

“I said we have established beyond reasonable doubt that N25tn so far has nexus in the budget.

“That means that there is money, there is a project and then there is location. But we are yet to ascertain N3tn of that budget.

“We have established the N3tn of that budget, we have not established its location and the place.”

He explained further, “But I said going forward, the budget evaluation is ongoing. And I said lastly, the intention of the northern senators as regards budgetary allocation was to meet the Senate President with our findings and subsequently meet President Bola Ahmed Tinubu with our findings.

“So if one is questioning our desire to relate with Bola Tinubu, how will I say that the findings of the Northern Senators Forum will go to the Senate president and then to the president and commander-in-chief.”

The National Assembly led by the Appropriation Committee had passed an appropriation of N22.7tn for the 2024 fiscal year.

Sen Adeola had on Sunday initially called for a Press Conference but postponed it stating that the issue would be dealt with on the floor.

He further explained that his initial plan to address the issue of alleged budget padding had been withdrawn to the Senate to tackle the issue through internal legislative mechanisms.

Adeola who spoke to journalists said since the allegation of budget padding was made by a serving Senator who participated in the consideration and passage of the budget, the best place to react was in the Senate Chamber on Tuesday.

Senator Adeola said, “As you people can see, many Senators are here with me across the six geo-political zones to react to what a senator said at the weekend on alleged two versions of the 2024 budget but after realising that there are laid down procedures and processes to follow in dealing with such a matter involving an insider, we have decided, to shift the venue of reaction to the Senate Chamber on Tuesday, after which, journalists would be briefed adequately.

How it all began

Senator Ningi had in an interview with the British Broadcasting Corporation (Hausa Service) on Saturday, alleged that the budget passed by the National Assembly for the 2024 fiscal year, is N25tn while the one being implemented by the Presidency is N28.7tn.

Senator Ningi in the interview was quoted to have said, “For the first time in Nigerian history, today we are operating two different budgets. One budget was approved by the National Assembly and signed by President Bola Tinubu and the one was implemented by the presidency.”

He stated, “The one approved by us is ₦25tn while the one operating by Federal Government is ₦28tn

“Apparently, we discovered ₦3tn was inserted into the budgets for projects without locations. This is the highest budget padding that happened in Nigerian history under Senator Akpabio’s watch.”

The Bauchi senator was further quoted to have said, “We resolved as people Representatives to see President Tinubu on this issue, with facts and figures, to ask him if he is aware of this embarrassment or not, then from there we will take action.

“Let Nigerians be patient with us. This is a national issue; it affects all Nigerians in respective of party, tribe or religion.”

The Senate through its spokesperson, Yemi Adaramodu (APC, Ekiti South) had in a chat with our correspondent refuted the claim on Saturday night stating that there was no padding whatsoever in the budget.

Adaramodu said, “There is no budget padding as far as the Senate and the National Assembly are concerned.

“The national budget is a public document, which expressly states the expected revenue and the expenditure of the Federal Republic of Nigeria.

“The Senate under the leadership of Senator Godswill Akpabio is not aware of any varied execution of the 2024 appropriation mandate, as approved.”

Senator Adaramodu added, “The budget presentation and approval processes were made in the public glare, while the Presidential assent was also in a public ceremony.

“Any infractions would have been brought before the Senate, if any. The general public should be at rest that there is no budget padding anywhere and we are confident that the 2024 appropriation law shall be strictly executed, under strict legislative oversight.”

Senate in Troubled Waters

After Ningi addressed the press and openly alleged that there was a N3tn padding, different lawmakers came after him.

In a similar Press Conference, the Lawmaker representing Ondo South, Jimoh Ibrahim (APC), has said he would prosecute his colleague for misinforming the public and lying against the Senate.

He said, “What Ningi said is very embarrassing. We are the 10th Senate and will not just fold our hands.

“The Senate approved only one appropriation for 2024. We never approved two. The Presidency of Nigeria cannot operate with two budgets.

“Senator Ningi made this false information and it is unacceptable, it is causing uncomfortable pains to our integrity, the integrity of children and family as people read it all over the world and raising questions.”

He noted that he has personally taken it upon himself to request the Inspector General of Police, Kayode Egbetokun to as a matter of urgency charge Ningi for criminal misinformation and conduct likely to cause a breach of peace.

He said, “If the Senate will not move to do that in the next seven days. I will write a letter, and I have started doing that to the IGP to investigate circumstances leading to approval of two appropriations and if the IGP will not do it, I will ask for the order of mandamus to compel a public officer to do that.”

He added, “Senator Ningi must be charged to court. The charges must be preferred by the criminal justice department for the government and after thorough investigation.

“I am chairman of inter-parliamentary worldwide. I am confronted with how we do two budgets. The President is preparing to approach the World Bank for funds, they will ask if we are running two budgets.

“It is very important as a matter of urgency for the federal government to charge the Senator to court for criminal misinformation and conduct likely to cause breach of peace.”

Meanwhile, Senator Ibrahim, while reacting to the comments said that Sen Ningi had addressed the press and clarified the issue. The Ondo lawmaker, however, said that was not the proper route to apologise.

He said, “The rightful thing was to tender apology to the Senate and his colleges and not go to the press.

“Hausa language is a vast clear language, the clearest language in Nigeria is Hausa. There are 109 people in the Senate. you cannot come and say you were misquoted.

“The reason why I cannot accept that is because before he went to the BBC to grant that interview, he had first approached the Senate President with the same lie that two budgets were approved.”

Some senators under the Northern Senators Forum have dismissed claims made by Senator Ningi.

In a statement signed by a cross-section of lawmakers across different Northern zones said they were a part of the passing of the budget and would not discredit their collective effort.

The claims by Ningi seem to have torn in Northern caucus into halves.

The lawmakers said, “We, the undersigned on behalf of the Senators from the 19 Northern States and the FCT, under the aegis of Northern Senators Forum, hereby state that Senator Ahmed Abdul Ningi of the Peoples Democratic Party (PDP), Bauchi Central Senatorial District, who also happens to be the chairman of our forum, was on his own in the claims he made on the BBC Hausa Service on the 2024 budget.

“As such, the view he expressed was his personal opinion, sentiment and unfortunately skewed, incorrect and misleading.

“There was never a time where we held a meeting and mandated Senator Ningi to address the press on the said matter.”

They added, “The budget was presented to the National Assembly during a joint session of the two chambers – Senate and House of Representatives – by President Bola Ahmed Tinubu on November 29, 2023, in line with the requirement of the 1999 Constitution of the Federal Republic of Nigeria.

“Both chambers of the National Assembly diligently and meticulously debated, processed and passed the proposal of the President. And satisfied with it, the President assented to it.

“It is clear that Mr President presented a budget of N27.5 trillion to the National Assembly and the Assembly passed a budget of N28.7 trillion based on the need to make increases or decreases in the appropriations of the various MDAs which is in tandem with the legislative powers of the National Assembly in order to address critical projects and services across various sectors.

“Therefore, the statement made by Senator Ningi that the 2024 budget presented to the National Assembly by Mr President was the sum of N25 trillion was not correct and that should not be taken as the position of the Northern Senators Forum.”

The Northern Senators stressed further, “To the best of our knowledge there was no budget padding, whatsoever that was done to the 2024 budget. The assertion by Senator Ningi that certain things were done to the bill is his personal opinion. It is not the view of the generality of us, the Northern Senators.

“Hence, we strongly and collectively dissociate ourselves from his action which was grossly unparliamentary.

“We, the Northern Senators are solidly behind President Bola Ahmed Tinubu and we will continue to support him to succeed in addressing the challenges facing our country. Nigeria, at this particular moment, does not need ethnic sentiments but collaborations of all to bring prosperity to our beloved country, the Federal Republic of Nigeria.

“We will continue to work with our brothers and sisters from the southern part of the country to move our country forward for the benefit of all and sundry.”

Some of the senators who signed the statement are: Senator Jibrin Isah (APC, Kogi East), Diket Plang (APC, Plateau Central), Senator Saliu Mustapha (APC, Kwara Central) Senator Lawal Adamu Usman (APC, Kaduna Central), Senator Abdulaziz Yar’ Adua (PDP, Katsina Central), Senator Aminu Abass (PDP, Adamawa Central) Senator Ibrahim Bomai (APC, Yobe South).

5 dramatic Premier League title race in historical past

0

The 2023–24 English Premier League title race looks set to be an all-time classic, with only one point separating three teams (Arsenal, Liverpool, and Manchester City) with 10 games to play.

In this report, According Online highlights exceptional EPL title race drama from previous years:

1997-98

Before Arsene Wenger disrupted Alex Ferguson’s dominance, Manchester United had won every Premier League title but one.

At Christmas, the Red Devils appeared to be headed for their sixth title in six years, but Arsenal suddenly found their groove and went on an 18-game winning streak.

Arsenal’s Marc Overmars’ goal in a 1-0 victory at Old Trafford in March was crucial in securing the North London team’s first-ever Premier League title by a mere one point.

2011-12

In the race that undoubtedly provided the most exciting finish, City’s attempt to unseat ferocious rivals United in 2011–12 had it all.

For the majority of the season, Ferguson’s seasoned team appeared to be able to fend off new-look City’s charge; however, a late-season slump, which included a 1-0 loss at the Etihad, gave Roberto Mancini’s team the upper hand once more.

The Italian team’s task on the last day was to defeat QPR to win the title, but they were behind 2-1 in stoppage time in the second half. Meanwhile, United won 1-0 at Sunderland to earn another trophy.

However, Edin Dzeko and Sergio Aguero gave City a stunning double late on, igniting celebrations in East Manchester as well as shock at the Stadium of Light.

2013-14

The Liverpool team’s unsuccessful title challenge in 2013–14, which included Steven Gerrard’s slip against Chelsea and their three-goal collapse at Crystal Palace, is likely what fans will remember most about the season.

But while it eventually became a two-horse race with City, it is often forgotten that Arsenal spent the majority of the campaign in the top spot, with Jose Mourinho’s Blues also in the mix.

Brendan Rodgers’ Reds, spurred on by Luis Suarez and Daniel Sturridge, had a nine-point advantage over City at a late stage, but that dramatic turn of events handed the Citizens their second title.

2015-16

The 2015-16 title race was a classic, not for its tense battle between powerhouses but more for the surprise team that defied all the odds.

With Claudio Ranieri at the helm, Leicester secured the most unlikely Premier League title in just their second season following their promotion from the Championship.

The drama also surrounded the Foxes’ title-winning victory, as Chelsea held off Spurs in a fierce match at Stamford Bridge after trailing 2-0, giving the East Midlanders the victory.

2018-19

2018–19 was a thrilling battle between two of the best teams the Premier League has ever seen. Pep Guardiola’s City finished with an incredible 98 points, ahead of Jurgen Klopp’s Liverpool with 97.

After a 2-1 loss at the Etihad in January, in which City defender John Stones cleared the ball off the line by just 11 millimetres, the Reds must have puzzled how they did not win the title with such a score.

With a 4-1 victory over Brighton on the last day, Guardiola’s team eventually won the title, ensuring that despite their incredible efforts, the Merseysiders’ wait for a Premier League victory remained.

Palmer sparkles to spice up Pochettino, leaves Guardiola

0

Chelsea forward Cole Palmer has emerged as one of the Premier League’s brightest young stars to ease the pressure on Mauricio Pochettino and leave Pep Guardiola ruing what might have been.

Palmer is enjoying a breakthrough season after his surprise move from Manchester City on transfer deadline day last September.

The 21-year-old’s latest highlight came on Monday when he played the decisive role in Chelsea’s much-needed 3-2 win against Newcastle at Stamford Bridge.

Palmer teed up Nicolas Jackson for Chelsea’s first-half opener when his shot was flicked in by the Senegal striker.

After Newcastle’s Alexander Isak equalised, it was Palmer who stepped up to restore the lead with a superb finish for his 13th goal in all competitions for Chelsea.

Given license to roam from his nominal starting position on the right of Chelsea’s front three, Palmer has scored and assisted in five different league games, a feat unmatched by anyone else in the Premier League in the current campaign.

He has been directly involved in 19 goals this season and is Chelsea’s top scorer.

Palmer’s emergence as their most influential player has been one of the only bright spots in a gloomy season for beleaguered Blues boss Pochettino.

The Argentine has struggled to create a cohesive unit from a disparate collection of players thrown together over the last two years in Chelsea co-owner Todd Boehly’s £1 billion ($1.2 billion) spending spree.

Even after beating Newcastle, they are still languishing in 11th place with only faint hopes of qualifying for a European competition.

The recent 1-0 defeat against Liverpool in the League Cup final heaped further pressure on Pochettino, who has endured calls for his sacking from frustrated Chelsea fans.

• ’It’s only going to get better’ –
Fortunately for Pochettino, he has Palmer’s full support.

“The fans don’t see it, but the way the manager works us on the pitch, the things he does with us, it’s only going to get better,” he said.

“It’s a project and everyone’s young. We will see it sooner or later.”

Another virtuoso Palmer display in Sunday’s FA Cup quarter-final against Leicester would surely keep alive Pochettino’s hopes of winning his first silverware in England.

It might also remind Guardiola of the controversial decision that could come back to haunt the Manchester City manager.

Eye-catching goals for City in the Community Shield against Arsenal and the UEFA Super Cup against Sevilla seemed to cement Palmer as a certainty to follow in Phil Foden’s footsteps as a homegrown prodigy in Guardiola’s team.

But Palmer was reportedly pressing for more playing time in a side already packed with attacking talent and, unable to guarantee that wish, Guardiola accepted Chelsea’s £42 million bid.

City fans were shocked and it could be argued the move has backfired.

While City are still in the hunt for a second successive treble, they sit third in the Premier League — one point behind leaders Arsenal — in part because of the injuries sustained by Kevin de Bruyne and Erling Haaland.

De Bruyne missed the first half of the season with a hamstring problem, while Haaland was sidelined for two months due to a foot issue.

Palmer would have been a more than adequate replacement for both as a scorer and creator, potentially helping City to another vital win or two in their title defence.

Instead, it was Palmer who robbed City of two important points with his last-gasp penalty in the 4-4 draw between the teams in November.

The England international’s brilliant form has also put him firmly in contention for a place in Gareth Southgate’s squad for Euro 2024.

With Southgate watching the Newcastle game in person, Palmer said: “If you’d told me at the start of the season I had a chance of going to the Euros I wouldn’t have believed you.”

If Palmer’s Euro dream comes true, Pochettino might be sitting more comfortably, while Guardiola is left with only regrets.

Why I renamed Minna Airport after Tinubu — Niger gov

0

The Niger State Governor, Mohammed Bago, has explained why he renamed the Abubakar Imam International Airport after President Bola Tinubu.

He said the renaming was prompted by the desire to ensure a square peg is placed in a square hole, noting that naming the State Polytechnic Zungeru, after the late literary icon, Abubakar Imam was more appropriate. He added that the president approved the decision.

Bago, in a last-minute decision, changed the name of the airport which was named after Imam in June last year to Bola Ahmed Tinubu International Airport, following its commissioning on Monday.

The governor’s Chief Press Secretary, Bologi Ibrahim made this known on Tuesday in a statement quoting Bago as announcing the development while granting a live interview on TVC News at 10 on Monday.

In a move to assuage the feelings of Niger citizens, the Governor named the State Polytechnic Zungeru, after the late literary icon, Abubakar Imam, saying, “It is a square peg in a square hole”.

Bago who explained the naming of the Polytechnic after Imam said the action was “simply to put a square peg in a square hole”.

Ibrahim noted that the Governor recounted the significant contributions of the famous Hausa author to not only the State but the country at large particularly northern Nigeria, pointing out that naming academic institutions after the Literary Icon was the best.

Speaking on the renaming of the Airport after Bola Ahmed Tinubu, less than a year after it was named the Abubakar Imam Kagara International Airport, Bago said, “It is in appreciation of the President, for approving the State to establish the first special Airport Agro-Processing Free Zone in Nigeria and his immense contributions to nation building.

“The State Government under my leadership has been enjoying tremendous support from the Tinubu-led government and the President is an astute politician and a great leader that should be celebrated”.

The Governor disclosed that the renaming of the Airport was done after consultations with relevant stakeholders including the State Executive Council members and after getting the approval of the President.

Blackout in Kaduna, three different northern states

0

Workers of the Kaduna Electricity Distribution Company have embarked on an industrial action, leaving residents of Kaduna, Sokoto, Zamfara, and Kebbi states in darkness.

The workers, under the aegis of the Nigerian Union of Electricity Employees, commenced an indefinite strike on Tuesday after staging a protest over what they termed unjust treatment by the management of the company.

The According gathered that the workers were aggrieved over six years’ unremitted pension, non-payment of the death benefit of deceased staff of the company, non-payment of exit package, the unjust sack of seven staff of the firm in Zaria, and an alleged plan to sack over 1,000 workers of the company, among others.

However, the management of Kaduna Disco condemned the industrial action in a statement issued by its Head of Corporate Communication, Abdulazeez Abdullahi, describing the action as “completely unjustified.”

Abdulazeez said, “For the union to choose this path at the very start of the holy month of Ramadan and inflict more discomfort on hapless Nigerians by embarking on an ill-advised strike and forcing staff from carrying out their legitimate duties says a lot about its motive.”

Abdulazeez disclosed that the union’s demand for payment of outstanding pension arrears “is part of the historic debts accumulated under two previous managements.

“One wonders why the union failed to prioritise the payments then until now. This is a clear indication that the union has other motives yet unknown to us.”

Mom seeks monetary help to deal with five-year-old daughter’s fractured leg

0

A 35-year-old mother of two, Adesewa Adeoye, is seeking financial support to take care of her five-year-old daughter, Eniola, who has been enduring excruciating pain due to a fracture she sustained on her leg while playing with her mates.

Adeoye, who resides in Igara town in the Akoko Local Government Area of Edo State told According Online that Eniola’s ordeal began in October 2023 when she started limping and having difficulties walking.

She said what started with a minor pain has resulted in unbearable pain and her daughter not being able to walk.

She added that her daughter’s education is on hold as she can no longer go to school, adding that the primary one pupil weeps daily when she sees her mates going to school.

She added that efforts by bonesetters to help her daughter proved abortive as there was no form of improvement.

She said, “My daughter mistakenly hit her leg on the ground while playing in 2023 and has since been unable to stand on her foot.

“I noticed her leg swelling two days after she fell and we have since been treating the leg which continues to swell.

“I took her to bonesetters but after two months of treatment without any form of improvement, I was advised to take her to the hospital.

“We were told to go for an x-ray which we did and seeing the result, the doctor said we needed to treat it and put it in POP.”

Although she was assured that her daughter’s leg would be healed, she said she needed money and that her family could not afford the bill from what she earns from frying garri.

“At first, we were able to raise some money to get the POP fixed and got her some medications as prescribed by the doctor.

“However, we have not been able to continue the treatment since we stopped in December as we could not raise any substantial amount of money and my daughter is in severe pain. She needs help,” she added.

Hospital report

Speaking on Eniola’s condition, a consultant radiologist, Dr Alfred Tume, said she needs regular treatment for at least six months to be able to walk again, however, noting that the amount required cannot be specified.

“She has to be stabilised but they have not been coming for treatment regularly because the injury she had has affected her leg bones and she needs medical attention always. The last time they came was in late December. Had she been coming to the hospital regularly for treatment before six months, she would have regained her footing.

“If the leg is not treated properly, it might resort to something more severe. I think they stopped coming for treatment because of funds but she needs the treatment as soon as possible. So, it is the constant treatment she needs to improve within five to six months,” Tume said.

Adeoye, therefore, called on good-spirited individuals and groups to support her family and raise funds for her child’s treatment.

Merchants making meals costs insufferable, LG chair laments

0

The Chairman of Bariga Local Government Area of Lagos State, Kolade David, has blamed individuals he referred to as ‘price gougers’ as those responsible for the ongoing hike in food prices.

The LG boss noted that those who take advantage of the situation of the country to make a profit at the expense of others contributed to the prices of food commodities that keep skyrocketing.

Speaking at an intervention programme organised by the council to provide health and financial support for the residents of the local government, David expressed concern about how the economic downturn is affecting people, particularly with food costs growing at an alarming rate.

He stated that there is a growing sense of frustration and anger, as many people are struggling to make ends meet.

He noted that the economic crisis is having a profound impact on the lives of ordinary people, adding that it is causing increasing levels of stress and anxiety.

To lessen the burden of economic hardship on Nigerians, the LG boss urged the government to control pricing and end profiteering.

The LG chair, however, said the council decided to give N20,000 to 1,000 Bariga indigents to cushion the effect of the economic hardship in the country.

He added that 100 pregnant women and another 1,000 residents would benefit from a health intervention and health insurance scheme introduced by the council.

While lamenting that basic necessities like food have become unaffordable for many residents, David said the council would set up marketplaces in each of the eight LG wards for food items to be sold at discounted costs.

He added, “We have selected 1,000 that would be given N20,000 to cushion the effect of the economic hardship. It may appear small, but I know it will do something meaningful in our household.

“After this cash intervention, we are going to roll out another 1,000. The committee will go out and select another 1,000 residents across the eight wards in the LG.

“The committee will select 100 pregnant women from primary health centres and medium-sized private hospitals for our free health intervention.”

In his remarks, the chairman of the Bariga intervention committee, Segun Adesanya said 1,000 cash beneficiaries were selected from all 446 streets in the council.

He noted that the selection process was fair, as people with disabilities, the aged and the poorest in the LG were prioritised as beneficiaries.

“Everybody that is here is because they merit the qualification. We are so diligent about what we are doing and we were fair in the selection of people that are to benefit from this programme,” Adesanya noted.

The Lagos State Governor, Babajide Sanwo-Olu in February, announced a 25 per cent rebate on fares for government-owned transport schemes as a way to reduce the economic burden on Lagosians.

The governor said the state would be exploring three major avenues to ensure Lagosians get affordable foodstuffs to ease the economic burden.
