Pray for Nigeria’s peace, Tinubu appeals to Muslim Ummah

President Bola Tinubu on Tuesday appealed to Nigerians to pray for peace and stability in the country.

“I advise all of us to continue to pray for our country,” Tinubu said when he declared open the annual Ramadan Tafsir (explanation of the Holy Qur’an) at the State House mosque, Abuja; his first as President.

According to a statement signed by his Special Adviser on Media and Publicity, Ajuri Ngelale, the President advised the Muslim faithful to demonstrate kindness to one another and their neighbours while also supporting the less privileged in society.

The statement is titled ‘Ramadan: President Tinubu appeals to Nigerians to pray for peace, stability.’

He continued, ”We thank Almighty Allah for sparing us to see another holy month of Ramadan. We thank Allah for sparing us through the elections and giving us the opportunity to be Nigerians.

”Yes, things are tough, but Allah has ordained us to make sacrifices, to discipline ourselves, help others, and be kind to ourselves.

”May Almighty God, that gave us this opportunity, strengthen our resolve; help us change our country, and extend our love to our neighbours. We face challenges of kidnapping, banditry, and others. May Allah show mercy on all of us, the dead, and accept our good deeds.

”May Almighty Allah give us strength and good life to see the month of Ramadan through and to continue in good faith to worship him.”

President Tinubu told the Ulamas that God has given them the wisdom, knowledge, and the heart to teach others, emphasizing the importance of teaching forgiveness, patience, and endurance to the faithful, as well as sharing their blessings with others.

”It is in our hearts to make sacrifices and share whatever little we have with our brothers and sisters. Be kind and humble enough. The sacrifice that this period teaches us is enough.

”May Almighty Allah grant us the privilege and the strength; not the strength of hunger but the strength of character and attitude to love our country and make Nigeria great. As-Salaam-Alaikum,” the President prayed.

Tinubu appoints ex-Lagos commissioner NIMASA DG

President Bola Tinubu has approved the appointment of Dr. Dayo Mobereola as the Director-General of the Nigerian Maritime Administration and Safety Agency for a renewable term of four years.

Mobereola replaces Mr. Bashir Jamoh, whose tenure recently expired.

His appointment was announced in a statement on Tuesday by the President’s Special Adviser on Media and Publicity, Ajuri Ngelale, titled ‘President Tinubu appoints new NIMASA Director-General.’

Mobereola holds a Ph.D, and an M.Sc in Transport Economics from the University of Wales, United Kingdom.

He is a fellow of the Chartered Institute of Transport, England, and a fellow of the same institute in Nigeria.

He was the Managing Director of Lagos Metropolitan Area Transport Authority from 2003 to 2015 and was also the Commissioner for Transportation in Lagos State from 2015 to 2016.

In the private sector, he was Deputy Managing Director and Project Development Director at AFM Consulting Plc, London.

Mobereola was also Senior Economist at British Petroleum Shipping Limited, London.

The President expects the new Director-General to “bring his vast experience to bear in his new role and to achieve the mandate of NIMASA in providing world-leading standards of maritime safety administration, maritime labour regulation, marine pollution prevention and control, and search and rescue,” read the statement.

Tinubu also expects Mobereola to improve “cabotage enforcement, shipping development and ship registration, in accordance with the policies and programmes of his Renewed Hope Agenda for the sector as guided by the Minister of Marine and Blue Economy, Adegboyega Oyetola.”

Nigeria’s $48 per barrel oil production cost, global highest- Faleke

The Chairman,  House of Representatives Committee on Finance, James Faleke, on Tuesday, described Nigeria’s $48 per barrel crude production cost as the highest in the world.

This is as he put the cost of production of crude oil per barrel at $9 in Saudi Arabia, $21 in Norway, and $24 for the United States of America, adding that despite the increase in production cost, the volume of production has continued to dwindle.

He added that the continuous rise in production costs is having a negative telling on the nation’s revenue. According to him, with crude oil selling at about $80 at the international market, only $32  is available to the government to be shared with oil companies.

Faleke stated these on Tuesday at the National Assembly, Abuja at a meeting between the House Committee on Finance and the management of the Nigeria National Petroleum Company Limited on the cost of crude oil production in the country and it’s impact on government revenue.

Faleke said, “It is important that Nigerians understand the impact of production costs on the available revenue accruable to the Federal Government to execute its programs in the national budget. The higher the cost of extracting a barrel of crude oil from the ground, the less funds available to the government and Nigerians.

“The committee has been given a total costs figure of $48.71 per barrel by the FIRS for calculation of Petroleum Profits Tax and Hydrocarbon Tax and this will also be used  for profit calculations. We need a detailed analysis of how this value was attained.

“Over the years, Nigeria’s cost of oil production (both capital costs and overhead costs) has continued to increase reaching new unprecedented highs of over $48 per barrel. This implies that as crude oil now sells at about $80 per barrel, for us in Nigeria, with a cost of extraction of about $48, only $32 is left to be shared with the oil companies.

“Compare that with $9 in Saudi Arabia, $21 in Norway or $24 for US shale oil and we see that Nigeria has one of the highest costs of oil production in the world.

“If we look further at these costs, we see they have risen steadily in Nigeria from about $30 in 2014 to $48 in 2024. To enlighten Nigerians further, if we assume our oil production is 1 million barrels per day; every additional $1 cost per barrel translates to $1 million per day.”

The All Progressives Congress chieftain from Lagos State also stated that “From 2014 to 2024, our costs have increased by about $18m per day or $6.6 billion per annum over 10 years; and this has not led to an increase in either reserves or production. This further implies that for a production of 1 million barrels per day, we are incurring costs of $48m per day or $17.5 billion per annum.

“The committee has been reviewing oil sector figures closely since the beginning of this 10th assembly and revenues accruing to the Federal Government and foreign exchange inflows to the country have not met previous expectations.

“in this regard, we have seen that major  revenue losses to the government are caused by various factors including drop in available crude oil production (due to oil theft, shut ins, lack of new investments, reduction in output from older wells, etc) and pledged production volumes to offset loans and repayment arrangements taken by the NNPCL on their own behalf or on behalf of the Federation as well as higher costs of oil production.

“To show the importance of this on the well-being of the economy, the latest executive orders issued by My President last week, touched on the issue of contracting costs and cost efficiency in the upstream oil sector.

He continued, “It is imperative that we, as a nation, endeavor to increase our production volumes and at the same time reduce production costs to increase accruals to the government.

“In alignment with these new executive orders, the Committee on Finance has resolved to closely scrutinize federation expenses charged to crude oil production by the NNPC and International Oil Companies.”

Faleke said further that the  committee has raised pertinent questions on the cost of operations of the nation’s upstream petroleum sector.

He said, “Why does each oil field operator have different OPEX & CAPEX? Why are costs increasing and production reducing? Is topography the only variable causing these higher costs or are there other factors?

“What are the production costs of PSCs and other partnership arrangements or do they form part of the $48.71 given by the Federal Inland Revenue Service? What is the historical cost of production computations from 2014 fill date and  what is the status of the $3.30bn forward contract executed by NNPCL?

The committee requested for  a list and status of all forward contracts executed by the
NNPC/NNPCL from 2014 till date as well as the assets used to secure all these contracts?

He stressed that “We have noticed that NNPCL has been transferring federation crude from the Federation to NPDC/NEPL, thereby shifting FG income from a daily profit oil to an annual dividends payment”, while asking for the revenue implications to the government.

He also noted that “According to NUPRC records, OML 24 was transferred to NNPCL/NEPC in 2019 for a signature bonus of $309.94m of which only $30.91m has been paid. This has left an outstanding of $278.18m  due to government from the NNPC/NEPL. This implies that this asset has been transferred from the federation to the NNPCL/NEPL reducing the amount of oil accruable to the federation while a signature bonus for the transfer has not been paid up.”

Nigeria has lost out in agricultural export markets -WTO DG

The World Trade Organisation, on Tuesday, said Nigeria had relinquished its leading position in the agriculture export market because a lot of its agricultural commodities do not meet the sanitary and phytosanitary measures required for exportation.

It also pointed out that despite the abundance of arable lands and increased investments, the nation has transitioned into a net importer of farm produce that was previously cultivated domestically, undermining efforts aimed at ensuring food sustainability.

The Director General of the World Trade Organisation, Ngozi Okonjo-Iweala, disclosed this at the launch of seven trade support programmes initiated by the WTO-ITC to boost the development of Nigeria’s trade and industry standards in Abuja.

The initiatives namely the Standards Trade Development Facility, Digital Trade Initiative support, Women Exporters Entrepreneurship support, National Trade Portal and cotton development initiative aim to provide technical support to strengthen food safety, animal and plant health capacity in developing countries, address challenges of e-commerce digital trade divide and establish a world-class technology centre for all trade-related data and information in Nigeria.

She said, “We are launching today with STDF, ITC, and the NEPC, a project to help with international safety and quality certification for sesame and cowpeas or black-eyed peas.

“The agriculture sector in Nigeria has the potential to be a major driver of export diversification and job creation – but too much of this potential remains unrealised, due to a variety of barriers.

“In fact, Nigeria has not only lost out in agricultural export markets, it is a net food importer spending about billions a year on goods, many of which we can also produce here.

“Some of Nigeria’s unrealised potential has to do with trade-related problems on the supply side – and that is what this project is seeking to rectify.”

Specifically, the WTO DG mentioned that Nigerian cowpea and sesame exports have increasingly faced rejections in several destination markets due to non-compliance with international SPS requirements.

She said the failure to comply with regional, global and import country sanitary and phytosanitary standards has resulted in loss of sales, revenue, and hard currency due to export rejects.

Last week, the former finance minister charged Nigeria and other African countries to improve the quality of their shea exports to international standards.

She added, “Nigeria is the world’s largest producer and consumer of cowpeas. Sesame is primarily an export crop, and Nigeria is the world’s fourth leading producer, exporting to the EU, Türkiye, Japan, South Korea and other Asian markets. However, Nigerian cowpea and sesame exports have increasingly faced rejections in several destination markets due to non-compliance with international SPS requirements”.

She said for example, “Nigeria accounts for over a third of Japan’s sesame imports – but health and safety inspections during the past few years have found instances where pesticide residue levels were nearly double the maximum residue limits permissible from 2019 to 2021.”

To tackle the challenges, Okonjo-Iweala noted that WTO is partnering with relevant stakeholders to build the capacities of stakeholders across the sesame and cowpeas value chains to better understand market access requirements and improve agricultural practices such as pesticide application, hygiene techniques, harvest and post-harvest methods, and food safety.

She said the project which will be implemented with $1.2 million funding will improve the country’s non-oil export.

On her part, the Minister of Industry, Trade and Investment, Doris Aniete, said the ministry is putting in place policies and mechanisms that will facilitate and enhance trade, while also removing all the bottlenecks hampering trade and investment.

She further stated that the Ministry has started rolling out the 50 Billion Naira Presidential Conditional Grant Scheme through the Bank of Industry, targeting various economic players adding that an N150bn intervention through the FGN MSME and Manufacturing Sector Funds, providing low-interest loans that are pivotal for scaling businesses and spurring job creation will commence very soon.

“We are achieving this by facilitating a strong enabling environment for businesses to thrive, developing robust policies and reforms, increasing access to financing, widening access to global markets, driving investments, and creating job opportunities, all in line with the vision of Mr President.

“In 2024 we are focused on improving infrastructural capacity such as power and transport, as well as soft infrastructure such as transparent regulation, policy consistency, the rule of law, and a culture of efficient collaboration and synergy among various government agencies and offices. We believe this will facilitate an environment where business operations are not hindered by red tape but can continue to thrive,” she said.

Also speaking, the Executive Director of the Nigerian Export Promotion Council, Nonye Ayeni, explained that the project expected to last for three years will enhance the quality and standard of sesame and cowpea through the institution of good Sanitary and Phyto-sanitary conducts.

She disclosed that in 2022, the worldwide value of sesame exports and its value chain amounted to $7.35bn, projected to surge to $9.27bn by 2032. Similarly, cowpeas were valued at $7.2bn in 2023, with an anticipated rise to $9.43bn by 2028.

“This project, STDF 845, will therefore enhance the quality and standard of sesame and cowpea through the institution of good Sanitary and Phyto-sanitary conducts, Good Agricultural and Warehousing Practices, packaging/labelling and excellent storage systems. All these are expected to forestall frequent contract cancellations and loss of business opportunities while allowing a significant increase in global acceptance of the items and for better quality of these products consumed locally

“This project is designed to last for three years to enhance the integrity of the cowpea and Sesame value chain from Nigeria. Therefore, the focus lies on improved practices that will enable Nigerian stakeholders to comply with Maximum Residue Levels of selected pesticides used in Cowpeas and Sesame and Microbiological contamination with Salmonella (Sesame). Overall, it will improve the regulatory and control system as well as farming and processing practices applied for Cowpea and Sesame,” she concluded.

Shaibu wasn’t served impeachment notice, says aide

The office of the Edo State deputy governor, Philip Shaibu, has denied that an impeachment notice was served on the deputy governor.

Last Wednesday, the House of Assembly commenced impeachment proceedings against Shaibu, accusing him of perjury and leaking of government’s secrets.

The impeachment notice is believed to be the latest development in the rift between Shaibu and his principal, Governor Godwin Obaseki.

There had been an uneasy calm between the deputy governor and his principal since last year when Shaibu declared his interest to join this year’s Edo governorship race.

However, the Assembly on Monday directed that the impeachment notice be published in national dailies (by substitution) as it has become to serve the deputy governor the letter in person.

In a letter dated March 12 to the House of Assembly on the issue, the personal assistant to the deputy governor, Charles Olubayo, also chided the Speaker, Blessing Agbebaku, for saying that the deputy governor refused to acknowledge the impeachment notice.

The letter reads, “The Office of the Deputy Governor, Edo State, wishes to draw your attention to the inaccuracies and misleading information that emanated from the plenary session of Monday, March 11, 2024, wherein Mr. Speaker directed that the impeachment notice be served on the Deputy Governor, Philip Shaibu, through newspaper publications,  The Nigeria Observer and other national dailies, ‘sequel to the refusal of the Deputy Governor to acknowledge the impeachment notice.’

“Mr. Speaker was quoted to have also stated at the said plenary that ‘the action became necessary because the Deputy Governor refused to acknowledge an earlier impeachment notice sent to him through the Clerk of the House.’

“We wish to state categorically that no impeachment notice was ever served on the deputy governor, let alone that he refused to acknowledge it.

“The deputy governor has been travelling out of Benin to Abuja since March 3, 2024, and has not returned to Benin since that date.

“The Clerk never saw the deputy governor whether in the office, at home or anywhere for that matter since the said date; hence, I was surprised that the House resolved to publish the impeachment notice in the Observer and other national dailies because ‘the Deputy Governor refused to acknowledge the earlier impeachment notice sent to him through the Clerk of the House.’

“One therefore wonders where the Clerk or his appointee served him the impeachment notice, but he refused to acknowledge it.

“Neither the Clerk nor any person sent impeachment notice to the deputy governor, which he refused to acknowledge.

“It is, therefore, our prayer that Mr. Speaker corrects the impression created in the public as the outcome of Monday’s plenary to avoid misrepresentation in this all-important matter.”

Delta police arrest three suspected cultists

The Delta State Police Command has arrested three suspected cultists at the Federal College Junction in the Asaba area of the state.

This was disclosed in a statement issued by the state Police Public Relations Officer, Bright Edafe, on Tuesday.

According to the statement, the suspects were arrested on March 6 at about 11:30 p.m.

The suspects include Harmony Ohanebum and Garba Jubril.

Edafe noted that items such as a locally manufactured cut-to-size gun with one live cartridge and two Barretta Pistols with two rounds of live ammunition were recovered, adding that there is an ongoing search for the other fleeing gang member.

The statement partly read, “On June 3, 2024, at about 2330 hours, operatives of the CP-DDECOY Squad, while acting on credible intelligence about cultist activities, stormed one hotel (name withheld) by Federal College Junct 5, Asaba. Upon sighting the operatives, the cultists immediately took to their heels, dispersing in different directions, but were given a relentless chase by the operatives, during which four of the suspected cultists were arrested.

“Those who were hiding inside the ceiling were arrested. The suspects, all male residents of Asaba, Delta State, include the following: Chigozie Edwin, a 28-year-old native of Akpuoga Village in Ujodo LGA of Enugu State; James Prince Chukwuebuka,

“A 20 years native of Effiom Village in Ezza North LGA of Ebonyi State; Harmony Mkemjika Ohanebum, a 30yrs native of Okija Town in Ihiala LGA of Anambra State; and Garba Jubril, a 27yrs native of Kogmbotō LGA, Kano State.

“Following the arrest of these suspects, a thorough search was conducted, and two Barretta pistols with two rounds of live ammunition, a locally made cut-to-size gun with one live cartridge, and a were recovered from the ceiling.”

Operatives of the Delta State Police Command had earlier arrested a suspected armed robber during a stop-and-search operation.

The state commissioner of police, CP Abaniwonda Olufemi, said a ‘stop and search’ police patrol team recovered one locally made gun and two live cartridges from the suspected armed robber.

Doctors lament high cost of drugs

Doctors under the auspices of the National Association of Public Health Physicians of Nigeria have lamented the high cost of drugs in the country.

The association said the high prices of drugs would compound the woes of Nigerians, particularly those suffering from one ailment or the other, as many of them could not afford the prices.

The association’s President, Prof. Alphonso Isara, stated this while speaking with journalists at the 40th Annual General Meeting and Scientific Conference, held in Akure, the Ondo State capital on Tuesday.

The conference was themed, ‘Repositioning Public Health in a New Political Dispensation’.

According to him, the health sector in the country was facing a series of challenges as a result of the social-economic crisis in the country, hence the need for stakeholders to tackle the problem.

He said, “The present political dispensation in Nigeria has ushered in an avalanche of public health issues that are threatening the healthcare delivery system of the country. There are many cracks visible in the health system building blocks.

“There is drastic depletion of the health workforce occasioned by brain drain, as many health workers have emigrated in drones from the shores of Nigeria for greener pastures abroad.

“The current socio-economic challenge impedes accessing healthcare for many citizens. Medical products, including drugs, remain out of reach of the majority of citizens as a result of policies and sundry conditions that have prevented manufacturing companies from operating effectively in Nigeria.

“Healthcare, especially public health is in danger in the present dispensation. However, APHPN will continue to push for a better healthcare system in Nigeria through advocacy, dedicated service delivery, stakeholder engagements, and capacity building of its members.”

Isara however declared the readiness of the association to collaborate with the Federal Ministry of Health, other relevant agencies and relevant stakeholders in the health sector, especially the “Nigeria Health Sector Renewal Investment Programme” of the present government.

“For half a century of its existence, APHPN has been a major actor and player in the healthcare delivery space in Nigeria”, he noted.

During the conference, Isara stated that the APHPN members would brainstorm during the plenary sessions and scientific paper presentations to proffer solutions to the current challenges in the healthcare delivery system in Nigeria.

He said, “One of the ways to achieve this is to reposition public health services for a better, effective and efficient healthcare delivery. Repositioning public health in this political dispensation is an uphill task, but one that must be done.

“Having worked so hard for 50 years, it becomes imperative for us to celebrate our success. For this reason, a day in this conference has been dedicated to the golden jubilee celebration.”

Tinubu appoints head of service, perm secs for FCT

President Bola Tinubu has approved the appointment of a Head of Service, Permanent Secretaries in the nine Secretariats of the Federal Capital Territory Administration, and other members of the FCT Civil Service Commission.

This was made known in a statement by Anthony Ogunleye, Chief Press Secretary to the FCT Minister, Nyesom Wike, on Tuesday.

The minister had, in October 2023, announced that he had received the approval of the President for the establishment of the Civil Service Commission of the Federal Capital Territory.

Wike had also disclosed during a meeting with the directors of the FCTA and the Federal Capital Development Authority on Monday, March 4, 2024, that the commission would appoint nine permanent secretaries to oversee the secretariats.

In his statement, Ogunleye said the President approved the appointment of a Chairman, six others as Commissioners of the CSC, and the Head of Service, and nine others as Permanent Secretaries.

The statement read, “His Excellency, President Bola Ahmed Tinubu (GCFR) has approved the appointment of the Chairman and Commissioners of the FCT Civil Service Commission.

“They are: Emeka Ezeh, Chairman; Hon. Ahmed Mohammed, North West; Chief Anthony Okeah, South-South; Mohammed Magaji Ibrahim, North East; Miskoom Alexander Naantuam, North Central; Hon. Jide Jimoh, South West; Martin Azubike, South East.

“Also, to strengthen the bureaucratic structure of the Federal Capital Territory Administration, Mr. President equally approved the appointment of the Head of the Civil Service and Permanent Secretaries in the FCT Civil Service.

The appointments take immediate effect. The appointees will be sworn in on Monday, March 18, 2024.”

Similarly the President approved the appointments of heads of critical agencies of the FCTA, including, Abdulkadir Zulkarfi, as Coordinator Satellite Town Development Department; Chief Felix Obuah, as Coordinator Abuja Metropolitan Management Council; and Oladiran Akindele, as Coordinator, Abuja Infrastructure Investment Council.

Court grants suspended UNICAL dean leave to appeal no-case

A Federal High Court, Abuja, on Tuesday, granted leave to the suspended Dean of the Faculty of Law, University of Calabar, Prof. Cyril Ndifon, and his lawyer, Sunny Anyanwu, to appeal the dismissal of their no-case submission.

The professor is currently standing trial on four amended counts of alleged sexual harassment and gratification preferred against him by the Independent Corrupt Practices and Other Related Offences Commission.

His lawyer, Anyanwu, was alleged to have harassed the ICPC’s star witness.

The defendants had through their lawyer, Joe Agi (SAN), on February 19, 2024, filed a no-case submission, urging the court to discharge and acquit them.

The trial judge, Justice James Omotosho, dismissed the application, stating that the evidence led by the prosecution established a prima facie case against the duo.

At the proceedings on Tuesday, Agi informed the court that he had filed two motions on behalf of the defendants.

He noted that the first was to seek the leave of the court to appeal its ruling on the no-case submission and a motion
directing the registrar of the court to make available the first defendant’s phones.

 

The ICPC’s lawyer, Osuobeni Akponimisingha, did not oppose the motion seeking the leave of court to appeal the no-case submission but objected to the latter.

He noted that the laboratory the defendant want his phones released to for analysis does not exist.

The ICPC lawyer said, “Yesterday when the process was given to me, I had a sleepless night. I went through all available laws. There is no such laboratory in Nigeria, with due respect.

“If they have the address, let them produce it. There is no such organisation as the National Computer Laboratory.”

The judge, however, urged him to put his objection for the release of the defendant’s phones on record through a motion.

In his short ruling, Omotosho granted the leave to appeal his decision on the no-case submission.

He, however, said the appeal would not affect proceedings.

“The leave to appeal on ruling delivered on the no-case submission is hereby granted. The leave shall not serve as stay of proceedings in the matter”, he held.

Omotosho, however, adjourned the matter till March 19.
