Kano hisbah arrests 11 Muslims for eating during Ramadan

The Kano State Hisbah Board has apprehended 11 Muslims for violating the Ramadan fast by eating during the day.

The arrests were made during the annual Ramadan enforcement operations, which included searches of eateries and markets.

The board’s Public Relations Officer, Lawal Ibrahim, who confirmed the arrests in an interview with the BBC Hausa Service monitored on Wednesday, said the arrests were made on Tuesday across the city, particularly near markets.

“The individuals arrested include 10 men and one woman, who was caught eating from her groundnut-selling stall,” he said.

He explained that non-Muslims are exempted from such enforcement activities, but if found selling food during fasting hours to Muslims, they could be considered in violation.

“We apprehended 11 persons on Tuesday, including a lady selling groundnuts who was seen eating from her wares, after some persons alerted us. The other 10 persons were men and were arrested across the city, especially close to markets where a lot of activities happen.

“We don’t arrest non-Muslims because this doesn’t concern them, and the only time they could be guilty of a crime is when we find out they cook food to sell to Muslims who are supposed to be fasting,” he said.

Troops rescue 10 kidnapped victims in Zamfara

Troops of the Joint Task Force Operation Hadarin Daji have thwarted an attempt to abduct 10 people in Tsafe town of Zamfara on Tuesday.

The Information Officer to the Operation, Lt. Suleiman Omale, in a statement issued in Gusau on Wednesday, said the troops responded to a distress call and were able to overpower the abductors.

“Responding swiftly to a distress call on the night of March 12, 2024, OPHD troops engaged in a fierce gun duel with the bandits upon arrival in Tsafe town.

“Through aggressive tactics and unwavering determination, the troops overpowered the bandits forcing them to flee with gunshot wounds through a rocky bush, abandoning the kidnapped victims.

“During subsequent mop-up patrols in the area, the resilient troops intercepted and successfully rescued all the 10 victims and reunited them with their families,” Omale explained.

He said that the General Officer Commanding 8 Division of the Nigerian Army Sokoto, Gen. Godwin Matkut, appreciated the troops for their gallant performance, doggedness, brevity, and professionalism.

Matkut urged the troops to maintain the momentum in the pursuit of restoring peace and security in the region.

The troops equally destroyed terrorist hideouts in the forest.

Sambisa forest was earmarked by the colonial government as a game reserve but it has become the stronghold of both Boko Haram and the Islamic State for West Africa Province terrorists.

Despite several clearance operations carried out by the military in the forest, the terrorists still operate from there.

Police recover slain Rivers DPO’s skull

The Rivers State Police Command said it has recovered the skull of the late former Divisional Police Officer of Ahoada Police Division, Bako Angbashim, allegedly murdered by a cult gang led by Gift Okpara, aka 2Baba in September 2023.

Members of the Iceland cult gang had ambushed Angbashim, captured and decapitated his body in Odiemude community in Ahoada East Local Government Area of the state and fled with his remains on September 8, 2023.

After the murder, the suspects filmed the DPO’s decapitated remains and posted it on the social media.

The spokesperson for the state police command, Grace Iringe-Koko, disclosed the recovery of the late DPO’s skull in a statement issued in Port Harcourt on Wednesday.

Iringe-Koko further said the recovery was made during a joint operation by tactical squads from the xommand and personnel from the Force Intelligence Bureau on the camp of the killed cult kingpin.

While noting that efforts were on to recover the remaining parts of the late Angbashim’s body, she said the “unwavering commitment to resolving this heinous crime and ensuring justice has yielded fruitful results.”

The statement read, “On Sunday, March 10, 2024, a coordinated joint operation was carried out by tactical squads from the Rivers State Police Command and personnel from the Force Intelligence Bureau.

“This operation targeted the camp of the deceased cult leader, Gift Okpara, famously known as 2Baba, situated within the forest region of Odiemude Community in Ahoada East Local Government Area.

“During the operation, diligent search efforts led to the discovery of a burial site within the gang’s shrine, where the remains of the slain police officer, SP Bako Angbashim, were located and subsequently exhumed.

“Notably, the exhumed remains include the skull of the deceased. These recovered remains have been taken to the mortuary where they will undergo scientific examination and genetic testing.

“These tests aim to establish the identity of the remains through a meticulous comparison with samples obtained from the late officer’s relatives.

“Furthermore, ongoing efforts are underway to locate and retrieve the remaining dismembered parts of SP Bako Angbashim’s body, suspected to have been buried at various undisclosed locations within the forest.”

2Baba, the leader of the gang responsible for this crime was killed on February 17,  2024, during an assault executed by the Rivers State Police Command in Ebrass in Ahoada West LGA.

Days after, the police recovered the decomposing remains of the dreaded cult leader from a shallow grave in the Ebrass forest.

The state Commissioner of Police, Olatunji Disu, on behalf of the Rivers State Police Command, commended the unwavering dedication and resolute commitment demonstrated by all the officers involved in this operation.

The PPRO added, “The command extends its gratitude to the community members for their invaluable support throughout the investigation process.

“The police will continue to prioritise the safety and security of all citizens, and they remain determined to apprehend the remaining members of the gang.

“The Rivers State Police Command remains steadfast in its mission to uphold peace, security, and justice within the state. Regular updates on the progress of this investigation will be provided as developments unfold.”

I stand with Ningi, Bauchi gov declares support for suspended lawmaker

Bauchi State Governor, Bala Mohammed, has expressed full support for Senator Abdul Ningi, who was on Tuesday suspended by the Senate for three months.

Ningi, the lawmaker representing Bauchi Central, was suspended on Tuesday.

He also stepped down from his position as Chairman of the Northern Senators’ Forum.

Ningi faced suspension following a debate on a BBC interview where he claimed that the National Assembly padded the 2024 N28.7tn budget.

In the interview on Friday, Ningi claimed that N3.7tn was not allocated to specific projects in the 2024 budget.

He stated, “For the first time in Nigerian history, today we are operating two different budgets. One budget was approved by the National Assembly and signed by President Bola Tinubu and the one was implemented by the presidency.

“The one approved by us is N25tn while the one operating by the Federal Government is ₦28tn.

“Apparently, we discovered N3tn was inserted into the budget for projects without locations. This is the highest budget padding that happened in Nigerian history under Senator Akpabio’s watch.”

Furthermore, during a press briefing on Monday, the senator reiterated the accusation and expressed no fear of being suspended.

The Bauchi State Governor, however, expressed his support for the lawmaker.

“In today’s State Executive Council meeting, I made it clear that I stand firm in our support for Senator Abdul Ahmed Ningi, of Bauchi Central,” Mohammed wrote on his official X account on Monday.

He added, “I emphasised the importance of preserving dissent within our political landscape without resorting to punitive actions.

“I am committed to examining Senator Ningi’s situation further. It is common knowledge that Senator Ningi is one of the best performing senators whose heritage and uprightness, ancestry and integrity are worthy of praise.”

Senator Opeyemi Bamidele from Ekiti Central faulted Ningi’s claims that the 2024 budget passed by the Senate was padded, calling it a “civilian coup.”

A member of the Appropriation Committee in the Senate, Jimoh Ibrahim, initiated the motion to suspend Ningi for 12 months due to allegations of criminal misinformation and breach of peace in the National Assembly and the country at large.

On the other hand, Senator Asuquo Ekpenyong and Senator Abdulfatai Buhari proposed amendments to the motion by Ibrahim.

Ekpenyong, representing Cross River South Senatorial District, suggested reducing the suspension to six months, while Buhari from Oyo North proposed three months.

The President of the Senate, Godswill Akpabio, described Ningi’s offences as “grievous.”

A voice vote was conducted and a majority of the lawmakers voted in support of Ningi’s suspension for three months.

CBN provides N100bn fertilisers to boost food production

The Central Bank of Nigeria, on Wednesday, handed over N100bn worth of fertilisers to the Federal Ministry of Agriculture and Food Security to boost food production across the country.

CBN Governor, Olayemi Cardoso, handed over the 2.15 million bags of fertilisers to the Minister of Agriculture and Food Security, Abubakar Kyari, at the headquarters of the FMAFS in Abuja.

In his address at the handing over ceremony, Cardoso said one of the primary mandates of CBN was to maintain price stability, stressing that the cost of food was a crucial component of inflation.

This, according to the CBN boss, is because a substantial portion of household expenditure in Nigeria is allocated towards food and non-alcoholic beverages.

“This reinforces the critical need to address food inflation as a pivotal aspect of managing overall headline inflation rates,” Cardoso stated.

He explained that while the CBN had been implementing several measures to curb inflation in the short term, the inflationary pressures had remained predominantly driven by escalating food prices.

He, however, pointed out that while transient inflationary pressures might persist, the government anticipates substantial alleviation by the third quarter of 2024.

“This is precisely why we convene today to strengthen our collaboration with the Ministry of Agriculture with a shared objective of mitigating the surge in food prices.

“In alignment with our strategic shift towards focusing on our fundamental mandate, the CBN has veered away from direct quasi-fiscal interventions, and transitioned towards leveraging conventional monetary policy tools for executing monetary policies.

“In this light, we aim to extend our support and foster closer ties with ministries, departments and agencies that bear the mandate and expertise to undertake these critical initiatives,” Cardoso stated.

He further noted that “consequently, we aim to enhance our partnership with the Ministry of Agriculture, thereby bolstering your endeavours to enhance food productivity and security, and ultimately, curbing food inflation and fortifying our pursuit of price stability.

“In pursuit of these goals, we are delighted to announce the allocation of 2.15 million bags of fertiliser valued at over N100bn, which we are humbly handing over to the Ministry of Agriculture.”

Before Cardoso took over as CBN governor in 2023, the apex bank intervenes in the fertiliser market in Nigeria primarily by facilitating access to credit through programmes like the Agricultural Credit Guarantee Scheme and the Commercial Agricultural Credit Scheme.

Through these programmes, the CBN encourages banks to lend to farmers at concessionary rates. This helps farmers to purchase fertilisers and other inputs.

The apex bank also supports farmers through indirect subsidy by making credit more affordable, as its interventions can lead to effectively lower fertiliser prices for farmers.

On his part, Kyari described the cost of fertiliser as the major input in any agricultural production, and lauded the apex bank for providing the commodity.

Polio survivor Paul Alexander dies at 78

Paul Alexander, who survived polio after contracting it at the age of six in 1952 and spent more than 70 years relying on an iron lung, has died at the age of 78.

Alexander is popularly known as ‘The man in the iron lung’.

According to a Daily Mail report published on Wednesday, his team confirmed his passing on Monday through a fundraiser for his healthcare in Dallas, Texas. However, no further details regarding his death were provided.

According to a GoFundMe page set up to help pay for Mr Alexander’s care, he died on Monday.

Fundraising organiser Christopher Ulmer wrote: “Paul, you will be missed but always remembered. Thanks for sharing your story with us.”

Paul Alexander, a resident of Dallas, Texas, USA, became paralyzed from the neck down after contracting the poliovirus at the age of six in 1952.

After developing symptoms, Paul Alexander was rushed to the hospital where he woke up confined within a mechanical lung. From then on, he became known as “the man with the iron lung” and lived inside it for the rest of his life.

The iron lung served as a substitute for his diaphragm, aiding Mr. Alexander in breathing after a doctor performed a tracheotomy to clear congestion from his lungs following his polio infection.

Inside the metal casing, Mr. Alexander was unable to move or speak, resulting in challenges communicating with the nurses caring for him. Consequently, he would often remain unwashed due to his inability to convey his needs.

Mr. Alexander was among numerous children placed inside iron lungs during a polio outbreak in the United States during the 1950s.

Despite his condition, Mr. Alexander managed to enroll in university and earned a law degree. However, he remained unable to leave the iron lung. Additionally, he published his own memoir in April 2020.

Polio, a serious infection, has become exceedingly rare in both the US and the UK due to widespread vaccination programmes. It is now confined to only a few countries, and the likelihood of contracting it is minimal.

Health officials declared a national incident when the poliovirus was detected in sewage samples collected from London between February and May 2022. However, no associated cases of polio were identified.

There have been no confirmed cases of paralysis due to polio caught in the UK since 1984.

During the late 19th and early 20th centuries, recurrent epidemics made polio one of the most dreaded diseases globally.

A significant outbreak in New York City in 1916 resulted in the deaths of more than 2,000 individuals, while the deadliest recorded outbreak in the United States occurred in 1952, claiming the lives of over 3,000 people.

Rwanda court upholds election ban on opposition politician

A Rwandan court on Wednesday found opposition leader and dissident Victoire Ingabire ineligible to run in the July presidential polls because of previous convictions for terrorism and genocide denial.

A fierce critic of Rwanda’s long-ruling President Paul Kagame, Ingabire spent eight years in prison before receiving a presidential pardon in 2018 that cut short her 15-year sentence.

She had asked the Kigali high court to allow her to contest the July 15 polls despite a legal ban on convicted candidates who have been jailed for six months or longer.

“The court finds that Ingabire’s request to have her conviction removed is not accepted,” a judge said, reading out the decision.

“I disagree with this ruling. It is clearly politicised. We still have a country where the courts are still not independent,” Ingabire told AFP after the court decision.

According to Rwandan law, she will be allowed to appeal the ruling only after two years.

The polls are widely expected to return Kagame to office for a fourth seven-year term, after he presided over controversial constitution amendments allowing him to potentially rule until 2034.

The 66-year-old has been at the helm of the landlocked African nation for decades, winning presidential elections in 2003, 2010 and 2017 — with more than 90 percent of the vote.

Kagame’s only known challenger in the July polls is Green Party leader Frank Habineza, who secured 0.45 percent of the vote in 2017. All other legally registered opposition parties back the ruling Rwandan Patriotic Front.

Ingabire’s Dalfa Umurunzi (Development And Liberty For All) movement is not officially registered in Rwanda.

An ethnic Hutu, Ingabire, 55, was accused of “divisionism” after publicly questioning the government narrative of the 1994 genocide targeting the Tutsi minority that killed around 800,000 people.

Kagame has been praised for bringing stability to the African nation but his government’s dismal human rights record has drawn censure.

– ‘Urgent need for reform’ –

In a statement published on social media after Wednesday’s verdict, Ingabire said the ruling “is not merely a personal setback but is emblematic of the broader issues facing our nation”.

“Today’s decision is a stark reminder of the barriers to political participation and the urgent need for reform in our country’s governance.”

Ingabire regularly accuses the Rwandan leader of suppressing dissent and neglecting the poor.

Following her 2018 release from jail, she had told reporters she was freed because of international pressure on Rwanda’s government, prompting a warning from Kagame: “Do not be shocked if you go back to prison.”

Numerous opposition politicians have disappeared or been killed in mysterious circumstances over the last few years.

A member of Ingabire’s former party FDU-Inkingi was stabbed near the capital Kigali in September 2019, six months after the party’s spokesman Anselm Mutuyimana was kidnapped and his body later found in a forest.

Based in The Netherlands since 1994, Ingabire returned to Rwanda in 2010, intending to run for president as FDU-Inkingi’s leader.

But she was arrested after calling for perpetrators of crimes against the Hutu majority also to be pursued and punished.

Pray for Nigeria’s turnaround, Saraki urges religious leaders

Former Senate President, Dr Bukola Saraki, on Tuesday, urged religious leaders, including Muslim faithful to use the occasion of Ramadan to pray for Nigeria’s turnaround.

He made the call when he hosted different groups of people for Iftar at his Ilorin residence and also distributed food items to Muslim faithful and others in Kwara State.

Beneficiaries of the food items include traditional rulers, Islamic scholars, party faithful, artisans, youth and women groups.

This was contained in a statement in Ilorin by his Press Officer on Local Matters, Abdulganiyu Abdulqadir, made available to journalists on Wednesday.

According to the statement, the distribution of the food items was in fulfillment of Saraki’s annual practice and a gesture to ensure that everyone observes the Ramadan practice in comfort.

Addressing guests at his residence during the breaking of the day’s fast, Saraki stressed the need to spread love and further bond together during the holy month of Ramadan and beyond.

He reiterated his call for prayer for the nation at this critical time of mounting security challenges and economic hardship.

“It is my utmost joy to be with you all at this season of piety and supplication, to pray with you and observe Iftar as directed by Prophet Mohammed (SAW).

“I appreciate your presence and love always and want to beseech you to spend the fasting period praying for a turnaround in our nation’s fortune.

“Let us also continue to show love, unite, and build a formidable force towards the emancipation of our land,” he said.

The Waziri Ngeri of Ilorin Emirate, on Monday, arrived in Ilorin, the Kwara State capital, and has since been playing host to political associates, individuals, and groups.

Nigeria opens land, air borders with Niger Republic

President Bola Tinubu has directed the opening of Nigeria’s land and air borders with the Republic of Niger.

He also directed the lifting of other sanctions against the country with immediate effect.

“President Tinubu has also approved the lifting of financial and economic sanctions against the Republic of Guinea,” read a statement signed by his Special Adviser on Media and Publicity, Ajuri Ngelale.

The statement is titled ‘Nigeria opens land and air borders with Republic of Niger, lifts other sanctions.’

Tinubu’s directive comes just days after the ECOWAS Authority of Heads of State and Government lifted economic and travel sanctions on Niger, Mali, and Guinea at its extraordinary summit on February 24, 2024, in Abuja.

ECOWAS leaders had agreed to lift economic sanctions against the Republic of Niger, Mali, Burkina Faso, and Guinea.

Consequently, the President has directed that the following sanctions imposed on the Republic of Niger be lifted immediately:

“Closure of land and air borders between Nigeria and Niger Republic, as well as ECOWAS no-fly zone on all commercial flights to and from Niger Republic.

“Suspension of all commercial and financial transactions between Nigeria and Niger, as well as a freeze of all service transactions, including utility services and electricity to the Niger Republic.

“Freeze of assets of the Republic of Niger in ECOWAS Central Banks and freeze of assets of the Republic of Niger, state enterprises, and parastatals in commercial banks.

“Suspension of Niger from all financial assistance and transactions with all financial institutions, particularly EBID and BOAD.

“Travel bans on government officials and their family members,” the statement read.

FG begins vocational training for inmates

The Federal Government has commenced vocational training to empower inmates in Nigeria’s 241 correctional facilities and prepare them for life after incarceration.

This was disclosed at a press conference in Abuja on Wednesday by the Senior Special Adviser to the President on Technical, Vocational and Entrepreneurship Education, Abiola Arogundade.

Arogundade, who said President Bola Tinubu is concerned about the reintegration of the inmates into the society, added that each beneficiary will get a grant of N500,000 once they complete the skills acquisition programme.

The Nigerian Correctional Service has a total of 241 custodial facilities, 85 satellite custodial centres, 15 farm centres, two custodial open camps, four institutions, seven training schools and non-custodial services across the country.

But the presidential aide insisted that only 500 inmates from each facility will be considered after the official take-off of the pilot scheme in Kuje Centre, which currently has a capacity of 723 inmates.

She said, “We launched the scheme in Kuje after we took a few members to do an audit on the needs of the inmates. Every single person we train there is also going to be certified. We are partnering with global bodies to ensure any skill you acquire in Nigeria will be recognised worldwide.

“At the end of their prison term and our training, we give them N500,000 to set up their business so they don’t become second-time offenders after leaving the correctional centred. This scheme is ongoing.

“After Kuje Correctional Centre, we are moving to Suleja. We are going to try and duplicate this intervention in all our correctional facilities. We are also working with the Bank of Industry. For instance, we will train the beneficiaries on how to have the best skills in hairdressing in a kiosk they can also use for POS and other business ventures.

“We are partnering with banks. They will supply the POS in a place where people can also come in to charge phones. We are using that as a multi-purpose intervention for three streams of income after we train and certify them.

“In the correctional centre in Kuje, they have already started things like fashion designs where they are using modern equipment. We are going to donate more state-of-the-art sewing machines. They complained a lot about computers hence we will be donating laptops. We have different modules for training. Some are for six months of training while others are for nine months.”

Continuing, Arogundade identified some of the available vocational skills as fashion design, computer training, hairmaking, fish farming, soap making and poultry business.

While stressing that the targets are those who have few months left on their sentences, she disclosed that the programme was modelled after a similar scheme being run successfully in Norwegian prisons.

“Our target is to start with people closer to the end of their sentence so that as you regain your freedom, you leave with the skills and the N500,000 grant. We have looked at some case studies in other countries, like the Norwegian prisons to see what they did because they have a very low second time offenders rate. So we have been working with that very closely.

“Although in Kuje, there are 723 inmates, we would like to train a minimum of 500. The reason is that we cannot compel them so it doesn’t look like conscription into the military. That’s what the President stands for. He wants to carry everybody along. So we talked to them and handed out questionnaires because some will tell you they don’t want to be trained,” she stated.
