JUST IN: Tinubu appoints new executive secretary for almajiri commission

President Bola Tinubu has approved the appointment of Brigadier-General Lawal Isa (retd.) as Executive Secretary of the National Commission for Almajiri and Out-of-School Children Education.

Isa replaces Sha’aban Sharada, who served as the commission’s pioneer leader since its creation in May 2023.

His appointment was announced in a statement signed by the President’s Special Adviser on Media and Publicity, Ajuri Ngelale, titled, ‘President Tinubu appoints Executive Secretary of National Commission for Almajiri Education and aide on Chieftaincy Matters.’

On May 28, 2023, former President Muhammadu Buhari assented to the National Commission for Almajiri and Out of School Children Education Bill 2023 and appointed Sharada, the outgoing Member of the House of Representatives for Kano Municipal, as Executive Secretary.

The President has also approved the appointment of Tijani Abbas as his Senior Special Assistant on Chieftaincy Matters.

Isa was Military Administrator of Kaduna State from 1993 to 1996, while Abbas is the Sarkin Sudan Kano.

The President anticipates that the new appointees will “bring their vast experience into these important roles, which impact the very core of society, while ensuring that his administration’s drive to guarantee Nigeria’s out-of-school children the most comprehensive education is realized in the superceding interest of the nation’s future,” said Ngelale.

Delayed funding, salaries hampering IFAD’s projects in Nigeria

The Federal Ministry of Finance has said that, delays in counterpart funding from state governments, inadequate salaries, and outstanding payments for the International Fund for Agricultural Development replenishment have occasionally disrupted the smooth implementation of IFAD’s projects in Nigeria.

The Minister of Finance and Coordinating Minister of the Economy, Wale Edun, who was represented by the Permanent Secretary of Finance, Mrs. Lydia Jafiya, during a courtesy visit by a high-level delegation from IFAD, disclosed this on Friday.

In a statement signed by the Head, Press and Public Relations Unit, Helen Chukwu on Friday. Mrs. Lydia Jafiya underscored the strong partnership between the Federal Government and IFAD.

The statement partly reads, “Mrs. Jafiya expressed gratitude for the visit and acknowledged the challenges faced by IFAD. These challenges include delays in counterpart funding from state governments, inadequate salaries, and outstanding payments for IFAD’s replenishment. These issues have occasionally disrupted the smooth implementation of projects.”

However, the Permanent Secretary assured the delegation that the government is actively addressing these challenges.

“We are committed to resolving our liabilities and obligations,” she affirmed.

“Approval has been granted, and we are diligently working through the payment procedures,” she added.

She praised the organisation’s laudable programs, which have made significant strides in Nigeria.

“IFAD has achieved remarkable results in our country, their commitment to capacity building and prudent financial management aligns perfectly with our goals,” she added.

Edun emphasized the critical role that IFAD’s initiatives play in addressing food scarcity and enhancing agricultural productivity.

Meanwhile , the Nigerian government is actively seeking an extension of projects by the IFAD to bolster its efforts in achieving food security.

The discussion centered on strategies to enhance food security, with a particular focus on the role of Public-Private Partnerships.

The IFAD team was led by Associate Vice President D. Brown.

Key elements of IFAD’s country programme are to empower poor rural people, especially women, by increasing their access to resources, infrastructure and services, and to promote the management of land, water and common property by local communities, thus helping to combat environmental degradation.

IFAD, as a global institution dedicated to serving the poor, plays a crucial role not only in Nigeria but also on the global stage.

As Executive Director of Finance and Corporate Services at the Federal Mortgage Bank, Umar reportedly facilitated the transformation of the institution into a modern, digitised mortgage and financial service provider.

The President expects that the new Director-General will “bring the much-needed financial and operational discipline and refashion the agency into a performance-driven and proactive emergency response provider with a focus on prevention and climate change readiness in the execution of its core mandate,” said Ngelale.

The Serving Overseer of the Citadel Global Community Church, Pastor Tunde Bakare, lamented on Friday that the economic hardship is forcing some Nigerians to loot warehouses to avoid going to bed hungry.

Bakare raised concerns in the keynote address he delivered at a symposium in Abuja to celebrate the 70th birthday of Pastor Chinedu Ezekwesili, husband of former Minister of Education, Dr Obiageli Ezekwesili.

He attributed the current economic hardship to corruption and bad governance.

There were multiple reports of how hoodlums broke into warehouses and stole foodstuffs and other valuable items in the last two weeks.

Bakare, who blamed the development on bad governance, also described it as a reflection of systemic failure.

While warning that a failed institution can’t resolve the filth of corruption in any society, the cleric said it would be ridiculous of Nigerians to expect the Economic and Financial Crimes Commission and other anti-graft agencies in the country to do it alone.

Bakare said, “Somewhere in the equation, something has to be done, whether in the homes that produce the fabrics or even in the institution of states that have failed to liquidate this criminal enterprise and facilitate alternative pathways for young people; somewhere in the societal equation where corruption and bad governance are crippling the economy, leaving no fewer than 133 million Nigerians in multidimensional poverty and 26.5 million in acute hunger across the country.

“With families going to bed hungry, a citizen is forced to take to the streets and to loot warehouses in their quest for survival. It means somebody has failed in his duty. In other words, somewhere in the governance equation is where we have the real issue. The good news however is that man has the capacity to reverse the situations. With the help of his Creator, man is himself a creator with the ability to recreate his world.

“This is a mission and purpose of every man. No citizen deserves to sleep under the bridge in a nation that has government. Until the righteous people are appointed into office, we are wasting time. There is only one antidote to fight corruption. EFCC and ICPC cannot fight it alone. Anybody that sits on the committee to investigate corruption who is corrupt himself can’t fight corruption in Nigeria.”

Continuing, the former presidential aspirant hailed the former minister and her spouse for remaining a shining light in a society where corruption and bad governance are crippling the economy.

The preacher said those who are closer to the couple and understand their history know that the ex-minister and former World VP climbed up the ladder of success on the giant shoulder of her husband.

“Ezekwesili became a model of what a purposeful person should be when she stood up to the oppressive regime of the military at a time to an agent of disruptive change in government, first as ‘Madam Due Process’ and then as two-term minister.

“Again rising from her position as the vice president of World Bank to rallying Nigerians for the ‘Bring back our girls’ movement and stepping into the terrain to run for the office of the president of the Federal Republic of Nigeria, the giant strides of Oby Ezekwesili cannot be told without the support of Pastor Chinedu. My brother, we celebrate you today because you are a true model of a supporting husband,” he stated.

Ezekwesili told the audience that only men of courage can appreciate what it takes to marry an activist and independent woman like his wife.

“I have always taken my time to make sure Oby becomes the best she can ever be. Real men are not afraid of our wives because in marriage, two of you are one. So if you are working against yourself, there is something definitely wrong with you,” he noted.

Ogun customs intercept 940 rounds of ammunition in bags of garri

Ogun Area I Command of the Nigeria Customs Service, on Friday, announced seizure of 940 rounds of live ammunition concealed in sacks of cassava flakes fondly called garri.

The command also disclosed intercepting 123 sacks and 3,172 parcels of cannabis sativa, commonly known as Indian Hemp; 380 pieces of donkey skin; 304 bales of used clothes; and 910 cartons of frozen poultry products, among others.

The Duty Paid Value of the total seizure is said to have amounted to N557,120,828.00.

This is just as the command also said between January and now, it has generated total sum of N24,283,788 as revenue.

The Customs Area Controller,  Comptroller Ahmadu Shuaibu, disclosed this on Friday while addressing journalists at Idiroko area of the state.

Shuaibu explained, “On Thursday, March 14 2024, while on anti-smuggling operation along the border line, the Command operatives intercepted smuggled 940 rounds of live ammunition ingeniously concealed in sacks of cassava flakes, commonly known as garri in local parlance.”

He explained that the command had been on the trail of the cache of ammunition for more than two weeks, from the Republic of Benin, before it was eventually smuggled into the country.

Shuaibu stated that “during the trial of the cartel, the received intel revealed the level of surveillance mounted and security beef-up by the unscrupulous elements, to safeguard the items and evade arrest.”

He added that the superior security network of the command eventually aided the seizure but lost the suspects, as the items were abandoned by the suspected smugglers who absconded in a bid to evade arrest.

Shuaibu disclosed further that “the command also recorded the seizures of 123 sacks and 3,172 parcels of cannabis sativa, commonly known as Indian Hemp; 380 pieces of donkey skin; 304 bales of used clothes; and 910 cartons of frozen poultry products, among others.

“These items were intercepted at the creeks, border lines and other strategic locations across Ogun State, through our intelligence network and 24 hours patrol/anti-smuggling activities by our operatives. The Duty Paid Value (DPV) of the total seizure amounted to N557,120,828.00.”

The Comptroller appealed to well-meaning and patriotic Nigerians, to join forces with the Command in its fight against smuggling of harmful substance, light weapon, arms and ammunition.

He stressed that the items poses great threats to our national security and have the potential of destroying lives and properties within the shortest time possible.

Shuaibu hailed his men for their deep sense of patriotism and commitment to tackle those hellbent on sabotaging the national security and economy of the country.

He has, however, sounded a note of warning to recalcitrant smugglers that their days are numbered promising that they will never go unpunished with their nefarious activities.

“We shall keep uncovering their antics and very soon, they will be arrested and be made to face the full wrath of the law,” the Comptroller said.
