A mass grave containing “at least 65 migrants’ bodies” was discovered in southwest Libya this week, the UN migration agency said Friday.

A spokesman for the International Organisation for Migration told AFP the mass grave was uncovered by Libyan security forces.

The IOM said it was “profoundly shocked and alarmed”.

It added that the circumstances of the deaths “remain unknown”.

“But it is believed that they died in the process of being smuggled through the desert,” the agency said in a statement.

More than a decade of violent instability since the 2011 overthrow and killing of dictator Moamer Kadhafi in a NATO-backed uprising helped turn Libya into a fertile ground for human traffickers, who have long been accused of abuses against migrants.

The IOM said it appreciated that Libyan authorities had launched an investigation into the deaths. It called on them to “ensure a dignified recovery, identification and transfer of the remains of the deceased migrants”, and notify and assist their families.

“Each report of a missing migrant or a loss of life represents a grieving family searching for answers about their loved ones or acknowledging the tragedy of the loss,” a spokesperson said in the statement.

“The cost of inadequate action is evident in the increasing human deaths and the disturbing conditions migrants find themselves in.”

The IOM said the deaths showed “the urgent need to address the challenges of irregular migration including through a coordinated response to the smuggling of migrants and trafficking in persons”.

“Without regular pathways that provide opportunities for legal migration, such tragedies will continue to be a feature along this route,” it said.

According to the IOM’s Missing Migrants Project, at least 3,129 deaths and disappearances were recorded in 2023 along the Mediterranean route to Europe, making it the world’s deadliest migratory route.

The IOM called on authorities in countries along the route to “enhance regional cooperation to ensure the safety and protection of migrants, regardless of their status, and across all stages of their journeys.”

The West African Examinations Council, Nigeria, on Friday, released results of the first-ever Computer-Based West African Senior School Certificate Examination for Private Candidates, 2024–First Series.

The council commenced migration from traditional paper-based examinations to Computer-Based Examinations for its private candidates’ examinations.

A statement by the council made available to According Online added that the novel CB-WASSCE entailed using a hybrid method where all questions were projected on the computer.

It said answers to the multiple-choice questions were supplied on the computer in real-time, and answers to the essay and test of practical questions were supplied in booklets given to the candidates.

The statement revealed that the examination was conducted between Wednesday, January 31 and Saturday, February 17, 2024.

The analysis of candidates’ performance showed that out of the 8,139 candidates that sat the examination, 3,424 candidates representing 42.07 per cent obtained credit and above in a minimum of five subjects (with or without English Language and/or Mathematics).

“2,519 candidates representing 30.95 per cent obtained credit and above in a minimum of five subjects, including English Language and Mathematics.

“The coordination of examiners and marking of candidates’ scripts were carried out at three marking venues in Lagos, Enugu and Kaduna from March 1 to 16, 2024. A total of 459 Examiners participated in the Coordination and Marking Exercise.

“The entry figure of 8,362 candidates showed a 4.30 per cent decrease in candidature when compared with the 2023 entry figure of 8,738. 8,139 candidates sat the examination at 140 CBT centres spread across the country.

“Amongst the candidates that sat the examination, 21 candidates, with varying degrees of Special Needs, were registered for the examination. Out of this number, nine were visually challenged, two had impaired hearing and two were Albinos.

“All these candidates with special needs were adequately catered for in the administration of the examination,” the statement read.

Buy made-in-Nigeria goods to strengthen naira, Tinubu urges Nigerians

President Bola Tinubu on Friday urged Nigerians to patronise made-in-Nigeria products and services to sustain the recent gains of the naira in the foreign exchange market.

He said the recent appreciation of the value of the naira against the dollar does not spell Uhuru yet.

Therefore, he called for more collaboration from citizens, whom he urged to blow the whistle on persons seen engaging in practices that undermine the local currency.

Special Adviser to the President on Media and Publicity, Ajuri Ngelale, disclosed these to journalists when he delivered Tinubu’s message at a State House briefing on Friday.

Upon assuming office 10 months ago, the Tinubu administration discontinued subsidies on petrol, which, he said, would save the government monies for infrastructural expansion.

He also unified the foreign exchange rates to curb currency arbitrage. However, these moves sparked collateral instability in the value of the Naira and heaped hardship on Nigerians as food prices soared.

In February 2024, N1,900 was exchanged for one USD in the black market. The Naira has recently seen a steady climb against the US dollar, exchanging N1,382/$ at the official market on Thursday.

Ngelale argued that a stronger naira is necessary for working citizens as it would complement the new minimum wage upon implementation.

He explained, “I’m confident that Nigerians have witnessed the strengthening of the Nigerian Naira against the United States Dollar. This is clearly the direction all of us have wanted to head, and we are very sober to the fact that this is no time to rest or to clap.

“This is why His Excellency President Bola Tinubu has approved a series of interventions to ensure that we see a mass strengthening of the Nigerian Naira against all other global currencies.

“One, President Bola Tinubu, wants to communicate very clearly to our people that there has never been a more important time in our history to actively agree together that we will patronise and purchase made-in-Nigeria products across all value chains, across all sectors.

“There is an intentionality that we must have on this issue, and we want a strong currency. We want the spending power of our people to go up. We want every Naira and kobo we earn to be more valuable, not just here, but when we travel abroad, the way to achieve that is by doing just this.”

He noted that the strengthening of the Naira was achieved through collaboration with the Central Bank and other government agencies in “dealing decisively with sharp practices on certain crypto-currency trading platforms, within the parallel market of the foreign exchange ecosystem.”

To complement these efforts, the presidential spokesman said Tinubu is appealing to Nigerians to “blow the whistle wherever they see any of these sharp practices taking place, to communicate with the agencies that deal with these issues directly.”

They must do so understanding that “this is not a government versus malign actors’ issue. This is the Federal Republic of Nigeria versus malign actors’ issue, and the activities of these actors negatively impact everybody.”

“So all of us have to take up the mantle and agree that we will collaborate to deal with these issues,” he added.

Ngelale, who said the minimum wage negotiations are ongoing, warned that the efforts would be a “moot point, nullity…if we do not get a firm grip on the value of our currency.”

He noted that while the administration is poised to arrive at a new minimum wage states can afford; it also wants it pegged at a number that is “sustainable over a number of years based on the long-term stability that we want to bring to the Nigerian Naira with the interventions we’re presently making.”

Meanwhile, Ngelale explained that the FG expects to save N5bn quarterly by imposing a strict three-month ban on all publicly-funded foreign trips for ministers, heads of government agencies and other officials.

In a letter dated March 2, 2024, from the Office of the President’s Chief of Staff, Tinubu imposed a three-month ban on all official foreign trips for heads of ministries, departments and agencies beginning April 1, 2024.

The letter explained that the aim is to reduce the rising expenses incurred by ministries, departments, and agencies on international travel and ensure that cabinet members and heads of MDAs focus on their respective mandates for effective service delivery.

The Presidential Spokesman said, “With the temporary ban being put in place from April 1 on all but unnecessary foreign travel, we’re expecting to save over N5bn per quarter.

“This is going to be one out of several initiatives the President is taking to ensure that we reduce waste in the public sector in such a way that we can actually steer these very needed recurrent resources into the hands of those who are doing important work on behalf of the Nigerian people.”

He cited recent reviews of the pay structure of judicial officers to ensure internationally competitive remuneration.

Ngelale said this is crucial for the country “in the sense that we can dramatically reduce the impact that corruption has always played in the judiciary, which has an impact on not just the ability of Nigerians to get effective justice but also to ensure that businesses who we are now asking around the world to invest in Nigeria have a judicial system that they can trust with respect to any litigation that could arise from business practice in the country.”

To complement the recovery programme of the administration, the Presidential aide cited various measures Tinubu introduced to ease the effects of the harsh economic realities, saying the programmes are about to go live.

“President Bola Ahmed Tinubu is going to ensure that our micro, small, and medium-scale enterprises in the country have what they need to get through this difficult period.

“This is why he has approved the Presidential conditional grant scheme in which over 1 million Nigerian businesses will be empowered with conditional grants; this is money they will not have to pay back of up to N50,000 per nano enterprise, with over 1 million Nano enterprises being selected and granted these funds within every local government area of the Federation,” he explained.

He also announced that more than N150bn is being disbursed from the Bank of Industry and Small and Medium Enterprise Development Agency while also approved is the single-digit interest rate loans of up to N2m to hundreds of 1000s of small and medium scale enterprises across all local government areas of the Federation.

Ngelale added that Tinubu is prioritising intervention of N75bn to 75 industries and manufacturing companies with a staff strength of over 1000 workers to ensure necessary support is given to such firms, thereby expanding their hiring strength.

“We want to ensure that those industries and sectors that are massively employing our people are those industries that are prioritised concerning government intervention, which is why the President has approved over N75bn to be dispersed to 75 large-scale manufacturers across all states of the Federation.

“These will be manufacturers who employ over 1000 Nigerians in each of their facilities and industries. We are going to ensure that they have the support that they need on a large scale so that Nigerian families who rely on these large-scale businesses are protected.

“We want to see our large-scale industries not just refuse to fire people but actively increase and expand their hiring at this difficult time,” he added.

The Defence Headquarters has called on the Delta State Government and residents of the Okuoma community to assist in fishing out those behind the murder of military personnel in the community.

A total of 17 military personnel were killed by irate youths during a communal clash over a land dispute in Bomadi and Okuoma communities in the state.

The personnel attached to the 181 Amphibious Battalion were responding to a distress call when they were ambushed and killed last Thursday.

In a statement on Friday, the Director, Defence Media Operations, Maj. Gen. Buba Edward stated that the whereabouts of the preparators of the crime should not be concealed.

He added that the state government and members of the community should see the call as a clarion call.

The statement partly read, “Accordingly, the state government and host communities of these personalities are required to assist the investigation in fishing out the perpetrators of the crime.

“There can be no hiding place for perpetrators of such dastardly acts against our nation. This is a clarion call to duty for members of this community and the state government.”

Buba said the viral video of a man admitting to having been involved in the crime would help the military narrow investigations to persons of interest.

He said, “Significantly, there is a viral video of a person admitting to have perpetrated the killings of the soldier in Delta State. The video, among other things, helps to narrow investigations to persons of interest and their cohorts.”
Buba, however, said clearance operations were ongoing to recover weapons stolen from the slain soldiers.

Buba, however, said no significant arrests had been made.

He said, “Troops have continued a manhunt for the perpetrators of the barbaric killing of 18 soldiers that occurred on 14 Mar 2024. Accordingly, clearance operations as well as cordon and search were conducted to, among other things, recover the weapons of the deceased soldiers.

“Some of the communities in which troops operate include Akugbene, Ukuama, and Okoloba Communities in Ugheli and Ugheli South of Delta State. Others are Ukuama Amusamo, Akwagbe, Arhavwarien, Pirigbene, and Igbomatoro Communities, all in Delta State.

“The decomposing hearts of some of the killed soldiers were recovered during the search, while the manhunt continues with no significant arrest yet made.”

On the successes of the military recorded in the last one week, Buba said troops killed 106 terrorists and arrested 103.

He said, “Across theatres of operation in the country. Troops during the week neutralised 106 terrorists and made 103 arrests. Troops also arrested 22 perpetrators of oil theft and rescued 96 kidnapped hostages.

“In the SS, troops denied the oil theft of the estimated sum of N754,149,600.00 only. Furthermore, troops recovered 171 assorted weapons and 2,452 assorted ammunition.”

According to the officer, the pension amount, which is for life, will be determined by the incumbent governor, adding “on death, the state government will pay the family an amount equal to the deceased annual salary. All these are at the expense of the government.”

Former President Olusegun Obasanjo has called on state governors that pay pension to former governors to emulate their Abia State counterpart, Alex Otti, and stop paying.

He described payment of pension to former state governors and their deputies as outrageous.

Obasanjo also described the pension as “a daylight robbery.:

The former president stated this on Friday when he paid Otti a visit at his country home in Nvosi, Isiala Ngwa South Local Government Area of the state..

He said, “I watched the television and I saw the repealing of Abia pensions and I asked you what exactly is this, and you said to me that the pensions scheme for former governors here was too outrageous.

“It’s like trouble because it allowed them to have a house in Abuja and elsewhere, and it allowed them to cart away with whatever they can, yet the pensions of ordinary people from 2014 are unpaid.

“What sort of leadership? You came and said there would be an end to that rascality. I congratulate you, and I say to you, I hope that your colleagues will follow in your footsteps.”

Commending Otti for his courage in repealing the law, Obasanjo said he hoped that other governors would follow in his footsteps.

He added, “Congratulations for your tenacity, congratulations for your not giving up, congratulations for your weathering the storm and congratulations for what you did yesterday (signing the repealing of pension law for former Governors and Deputy Governors) and congratulations for what I found you doing this morning (exercise).

“This morning, I came in, and I met you exercising, a sound mind and a sound body, and I say to you, now I know your secret. I was glad when you said you do that every other day. It’s just like me playing squash on Mondays, Wednesdays, and Fridays, I think a leader must keep himself or herself in a healthy condition.

“There is still a lot of work to be done, I said to you, and here you have started, but you should never be tired. Don’t be discouraged; you will be abused, you will be called names, but if we have one-third of our states doing what should be done, this country will be a different country.”

Obasanjo urged Otti to pay attention to the infrastructural development of the state, explaining that with infrastructure and good leadership, the state will attain greater heights.

Abia and the South East people, he said, are industrious and enterprising, adding that the people of the zone require good leadership that will give them encouragement and support to achieve greatness. 

“I will urge you to pay adequate attention to infrastructure because if you give infrastructure and you give the type of leadership you are giving, the people of the state will have nothing to worry about. On their own, they are enterprising. All they need is the leadership that will give them all the encouragement.

“I have always maintained that if there is any zone in this country that could really give what I call regional development, it’s the South East geo-political zone because you are almost monolithic in everything,” the former President added.

Receiving the former president, Otti assured him that his administration was focused and single-minded on infrastructural development, especially in Aba, as that is at the core of all that is required.

He highlighted his infrastructural development in the state and thanked the former president for supporting his government’s decision to repeal the law that empowered former governors and deputy governors to receive pensions.

He, however, stressed that the cost of governance is a major problem for every state and the Federal Government.

“I agree with you completely on your comment about infrastructure, that is why we are very focused and single-minded in developing infrastructure, particularly for Aba, which is the commercial and industrial hub of the state, and actually the South East.

“I want to also thank you for supporting our decision to repeal the pension law for former governors and former deputy governors. I had said yesterday as I signed the bill into law that I strongly believe that leadership is stewardship and if you’ve come to serve the people, you can’t at the same time be fleecing the people,” the governor declared.

The According reports that the Abia State House of Assembly repealed the Abia State Governor’s and Deputy Governor’s Pensions Law number 4 of 2021.

The repealed law provided for security, medicals, cooks and stewards, among others for the former governors.

The bill titled “H.A.B 11, The Abia State Governor’s and Deputy Governor’s Pensions Law Repeal Bill 2024,” was sponsored by the Majority Leader and member for Arochukwu State Constituency, Mr Okoro Uchenna Kalu.

Again, bandits kill seven in Benue

Bandits have killed seven people at Yongia Uambie Tiev in Ukembrergya/Tswarev ward in the Logo Local Government Area of Benue State.

The incident, according to a community leader, Anawah Joseph, happened between Tuesday and Wednesday.

Anawah stated that the attackers who were armed with sophisticated weapons came in their numbers to attack the community.

He said, “The Tuesday attack started around 4 pm and lasted till 8 pm. Then, on Wednesday, they resumed again, I don’t think they came to graze but to attack.”

He stated that several people were killed in the attack.

Confirming the attack, the Chairman of the local government, Rev Adagbe Jonathan, said that seven people were killed in the two days of the attack.

He said, “It happened on Tuesday and Wednesday with seven casualties.

“On Tuesday, two were killed, and Wednesday evening, five were killed in Yongia Ukambie Tiev, Ukembrergya/Tswarev ward.

“The attacks were carried out by the herdsmen. Even when I went there on an assessment tour, they were still grazing on the other side of the road, claiming that the area was part of Taraba State.

“No one could just approach them. I’m even now in Makurdi, I reported to the Special Adviser on Internal Affairs and Security, Special Adviser, Bureau of Local Government and Chieftaincy Affairs, and to the Permanent Secretary on Bureau of Internal Services.”

The lawmaker representing Apa State constituency in the state Assembly, Abu Umoru, on Thursday, had lamented the incessant attacks on his constituency, saying he had lost count of casualties of the attacks.

The lawmaker listed nine communities that have been desolate as a result of bandits’ attacks in Apa LGA of the state.

He said, “The entire Edikpo Community had been displaced, Opaha where I come from, nobody in is that community, Odugbo, nobody is there, Akpete, Ikobi, Akpata, Idiaha, Ochumekwu, Adiga nobody is in those communities.

“Every day, they burn houses in Akpete. As I speak to you, for three consecutive days, they have been going to Akpete and burning houses after chasing the dwellers out of their ancestral homes.

“They have been laying ambush, killing people, one, two three to five persons daily. Right now, I don’t know the number of casualties. There are so many.”

The Lagos State Police Command has foiled a staged kidnapping and arrested four people involved in the scheme.

The command’s Public Relations Officer, Benjamin Hundeyin, disclosed this in a statement on Friday.

The statement partly read, “Detectives of the Lagos States Police Command have arrested Margret Itodo ‘f’ aged 25, Agnes Ogbeh ‘f’ aged 23, Esther Anyanwu ‘f’ aged 24 and Anthony Chinakwe ‘m’ aged 24 for faking the kidnap of Agnes Ogbeh.

“On March 19, 2024, Agnes Ogbeh, resident in Akure, had travelled to Lagos and was reportedly kidnapped in Lagos.

“The family back in Akure received a video showing Agnes and one other tied, gagged, and groaning with blood droplets around them.

“The ‘kidnappers’ demanded N5m for the release of Agnes.

“Upon receipt of the complaint, detectives of the command commenced a discreet and diligent investigation into the matter.

“The hideout was located where Agnes, the other lady in the video and two others were found living freely together.

“Further investigations revealed that Margaret Itodo is a professional make-up artist who was hired to make the video look real.”

The statement added that all four suspects have made confessional statements and are to be arraigned at the conclusion of investigation.

According reported in January how the Nigerian Police Force, through its Lagos, Abuja, and Plateau Commands, arrested three suspects for allegedly staging their kidnapping.

The suspects included a couple in Lagos, who staged their kidnap to extort money from their family members.

Bauchi State Governor, Bala Mohammed, has advised the 96 freed inmates not to terrorise the people of the state with criminality.

The governor offered the advice in Bauchi on Friday while granting executive pardons to the inmates according to the exercise of his constitutional powers of Prerogative of Mercy.

Mohammed said the decision to pardon the inmates was informed by a careful review of their records by the Committee of the Prerogative of Mercy.

It confirmed the inmates’ remorse for their misdeeds and their determination to become good citizens.

Mohammed explained that he only pardoned convicts who were unable to pay fines or compensation during prosecution.

He said he deliberately declined to pardon convicts of capital offences to discourage others from committing such offences.

“I will like to implore the pardoned persons to henceforth, be law-abiding citizens and engage in legitimate endeavours,” he advised.

The governor urged them to take advantage of the various empowerment windows provided by the administration to become self-reliant and useful to themselves and the larger society.

“Accordingly, because of the situation in the country, each of the pardoned persons would receive N100,000 and I implore you to make good use of the money.

“This money is not from my pocket, it’s from the state coffers. It is the people of Bauchi State who have extended this good gesture to you. Use it correctly and please, don’t terrorise them with criminality.

“Try and be useful citizens. We believe because of the auspiciousness of this month, you will definitely come back and be better than what you were before,” he said.

Mohammed also called on the state’s Chief Judge to prevail on judges, especially those of the lower courts to be wary of remanding persons at the correctional centres for simple and mundane offences or even purely civil cases like matrimonial matters.

Earlier, the State Commissioner for Justice, Mr Hassan EI-Yakub said the governor had earmarked and approved N7 million for the payment of fines and compensation for those convicts whose sentences involved the payment of fines and compensation.

El-Yakub, also the Attorney-General of the state, added that  the governor equally released N13 million as palliatives and transport money for the 96 inmates
