NiMet enhances services with new technology

The Nigerian Meteorological Agency has unveiled its new website as part of measures to strengthen its services.

The agency’s Director General, Charles Anosike, says the technology is; “More functional, interactive, dynamic and compares with websites of Met Offices in other parts of the world.

This was disclosed in a press release made available to journalists on Tuesday.

“The new website which can be accessed through our nimet.gov.ng domain has been meticulously designed by our internal ICT staff from the ground up, with a primary focus of establishing a sustainable and scalable portal for the agency,” the statement read.

Anosike added that the unveiling of the new NiMet website, “is part of ongoing efforts by the new management of the agency to reposition the agency for improved and effective service delivery.

“This is in addition to other initiatives which are in line with the aviation sector roadmap of the Federal Ministry of Aviation and Aerospace Development “.

Anosike’s Special Adviser on Information Communication Technology, Cyprian Okpalaku, said with the new website, “members of the public can effortlessly request data and monitor the progress of their requests directly through the portal. “Also, the weather forecast widget has been revamped to enable partner agencies or organizations to easily integrate it into their own websites”.

Okpalaku outlined the website’s user-centric features, starting with the per-section view homepage design.

This design allows visitors to focus on one content section at a time, enhancing their browsing experience by streamlining content consumption.

Additionally, he emphasized the website’s improved responsiveness, ensuring optimal viewing and functionality across all devices. This adaptive design caters to the diverse needs of users accessing the site from various platforms, enhancing accessibility and usability.

He also highlighted the website’s robust security measures, including a secured back-office security matrix.

He added that the website includes enhanced features such as dedicated sections for former Directors General, a display of the Sustainable Development Goals, and an archive and documents section for easy access to relevant materials.

“The new NiMet website serves as a cornerstone for the modern portal structure, contributing to NiMet SmartNet, a system facilitating back-office and smart office operations management across the agency and its branches nationwide,” Okpalaku noted.

Olympics tech firm posts $3.7bn loss

Debt-ridden French IT group, Atos, the cybersecurity and data provider for the Paris Olympics, posted a huge annual loss Tuesday but vowed that its troubles would not disrupt the Games.

The firm will transmit Olympic and Paralympic game results nearly instantaneously to broadcasters and media during the summer events.

Atos, the International Olympic Committee’s technology partner since the Salt Lake City winter games in 2002, is in charge of managing more than 300,000 accreditations.

The company, according to an AFP report on Tuesday, posted a net loss of 3.4 billion euros ($3.7 billion) for 2023 due to asset writedowns and said it was aiming for a debt restructuring by July.

Atos has to repay or refinance 3.65 billion euros of loans and bonds maturing by the end of 2025.

“There are no concerns about the Olympic Games,” Atos chief executive Paul Saleh said in a telephone conference.

“We have just completed a test phase on the operational level which was extraordinarily well received by everyone,” Saleh said.

– ‘Complete confidence’ –

The Olympics organising committee said last week that it had “complete confidence in the Atos teams … to honour the contract which binds them” to the IOC and the Paris Games.

Atos’ cybersecurity arm, Eviden, will provide cybersecurity to the entire information system for the Games, the Olympic sites, personnel and volunteers.

Organisers expect the Olympics, which will take place from July 26 to August 11, to be the target of cyberattacks.

The company, which employs 95,000 people, will have 300 staff dedicated to the Games, providing round-the-clock services during the event.

To ease concerns, Atos has organised a media visit to its Technology Operations Centre, which the company describes as “the control and command centre for technology that supervises all 63 Olympic and Paralympic competition and non-competition venues.”

Atos is also in charge of integrating other tech partners such as phone company Orange, digital services company Intel, telecoms equipment provider Cisco, timekeeper Omega and audio-video company Panasonic.

Concerns about the company’s future grew last week when talks to sell its big data and security operations to European aerospace giant Airbus for 1.5 billion to 1.8 billion euros broke down.

In February, Atos failed to reach an agreement to sell some of its operations to Czech businessman Daniel Kretinsky.

Saleh said in Tuesday’s results statement that Atos was “in discussions with our financial creditors with a view to reaching a refinancing plan by July within the framework of an amicable conciliation procedure”.

“Our operating margin has improved year over year, reflecting the execution of our cost improvement plans, while our cash flow was impacted by workforce optimisation, separation costs and lower working capital actions,” he said.

US state bans children under 14 from having social media accounts

Florida State Governor, Ron DeSantis signed a bill on Monday that will prohibit children younger than 14 from joining social media in the state, reports NBC News.

According to the report, those who are 14 or 15 will need a parent’s consent before they join a platform.

The bill, HB3, also directs social media companies to delete the existing accounts of those who are under 14. 

Companies that fail to do so could be sued on behalf of the child who creates an account on the platform. The minor could be awarded up to $10,000 in damages, according to the bill. 

Companies found to be in violation of the law would also be liable for up to $50,000 per violation, as well as attorney’s fees and court costs.

“Ultimately, [we’re] trying to help parents navigate this very difficult terrain that we have now with raising kids, and so I appreciate the work that’s been put in,” DeSantis said in remarks during the bill-signing ceremony.

DeSantis previously vetoed a more restrictive version of the bill that would have banned social media accounts for kids under 16. That bill also required Florida residents to submit an ID or other identifying materials in order to join social media.

HB3, which is slated to take effect in January 2025, comes as efforts to regulate social media continue to ramp up across the U.S. amid concerns from some parents that the platforms don’t do enough to keep their kids safe online.

In December, more than 200 organisations sent a letter urging Senate Majority Leader Chuck Schumer, D-N.Y., to schedule a vote on the Kids Online Safety Act, or KOSA, which seeks to create liability, or a “duty of care,” for apps and online platforms that recommend content to minors that can negatively affect their mental health.

In January, lawmakers grilled CEOs from TikTok, X and Meta about online child safety. The tech executives reaffirmed their commitment to child safety, and pointed to various tools they offer as examples of how they are proactive about preventing exploitation online.

Florida House Speaker Paul Renner and other advocates of the new law argue that social media use can harm children’s mental health and can lead to sexual predators communicating with minors.

“None of us can afford to be on the sidelines when it comes to social media,” Renner said in remarks made at the bill signing.

Several states that have enacted similar laws to limit teen social media — including Ohio and Arkansas — have been challenged by NetChoice LLC, a coalition of social media platforms whose members include Meta, Google and X, among others.

Florida’s law is also expected to face legal challenges over claims that it violates the First Amendment.

“We’re disappointed to see Gov. DeSantis sign onto this route,” Carl Szabo, vice president and general counsel for NetChoice, said in an email statement, calling the law “unconstitutional.” 

“There are better ways to keep Floridians, their families and their data safe and secure online without violating their freedoms.”

Both DeSantis and Renner alluded in their remarks to the potential legal hurdles ahead.

“You will not find a line in this bill that addresses good speech or bad speech because that would violate the First Amendment,” Renner said. 

“We’ve not addressed that at all. What we have addressed is the addictive features that are at the heart of why children stay on these platforms for hours and hours on end.”

He specifically called out NetChoice, saying, “We’re going to beat them, and we’re never ever going to stop.”

DeSantis argued the bill is constitutionally sound.

“Any time I see a bill, if I don’t think it’s constitutional, I veto it,” he said. He described the bill as “a fair application of the law and Constitution.”

Seven Chadian soldiers were killed when their vehicle hit a landmine in a lawless region where jihadist groups including Nigeria’s Boko Haram and an Islamic State offshoot are active.

President Mahamat Idriss Deby Itno said several other soldiers were injured in Monday’s blast in Tchoukou Telia in the restive Lake Chad region, about 200 kilometres (125 miles) from the capital N’Djamena.

“Their vehicle struck a mine while they were patrolling,” he said. “Seven soldiers were killed and several others injured”.

According to AFP report on Tuesday, Deby Itno took power after his father Idriss Deby Itno, who ruled Chad with an iron fist for more than 30 years, died in 2021 while fighting rebels.

He is a candidate in a May 6 presidential election and faces no real challenge as authorities this weekend barred 10 candidates, including two fierce opponents of the military regime, from standing.

The Chadian army regularly kills or captures jihadists in the Lake Chad region but also suffers losses though this has considerably decreased over the past year.

Lake Chad, a vast expanse of water and marshland, straddles the borders of Nigeria, Niger, Cameroon and Chad.

It has been the site of frequent attacks from fighters from Boko Haram as well as Islamic State West Africa Province (ISWAP).

Diri appoints SSG, three others

Bayelsa State Governor, Douye Diri, has approved the appointment of Nimibofa Ayawei as Secretary to the State Government.

Diri also named Peter Akpe as the Chief of Staff. Akpe was the Deputy Chief of Staff and later appointed acting Chief of Staff in the governor’s first term.

The appointments were announced in a statement issued by the governor’s Chief Press Secretary, Mr Daniel Alabrah, on Monday in Yenagoa, the state capital.

The statement added that Irorodamie Komonibo had been appointed as the new Deputy Chief of Staff, Government House, while Alabrah retained his position as CPS.

Komonibo was the Principal Secretary to the Governor in his first tenure.

 

According to the statement, the appointments were with immediate effect.

 

Until this new appointment, Ayawei was the Executive Chairman of the Bayelsa State Board of Internal Revenue, a position he has occupied since 2016.

Ayawei was also a former Commissioner for Housing and Rural Development and had served as a lawmaker in the House of Assembly representing Southern Ijaw Constituency 4.

He has also held the position of General Manager/Chief Executive Officer of the Bayelsa State Housing and Property Development Authority, among other positions in the state.

These are the first set of official appointments approved by the governor about 40 days after his second-term inauguration on February 14, 2024.

Mamu rejects terrorism financing allegation, demands retraction

The publisher of Kaduna-based Desert Herald Newspaper, Tukur Mamu, has written to the Attorney General of the Federation, demanding a retraction for profiling and designating him as a terrorist financier.

This was contained in a letter dated March 25, 2024, written on his behalf by his lawyer, J.J. Usman (SAN), addressed to the AGF, which acknowledged copy was sighted by our correspondent in Kaduna on Tuesday.

The According reports that the Federal Government unveiled the identity of 15 entities, including nine individuals and six Bureau De Change operators and firms, allegedly involved in terrorism financing.

Details of the development were revealed by the Nigerian Financial Intelligence Unit in an email sent to The According entitled “Designation of Individuals and Entities for March 18, 2024.”

However, counsel for Mamu, who has been in detention since 2022, noted that the “Nigerian Sanctions Committee lacks the statutory mandate to pronounce on, and to designate Mr. Tukur Mohammed Mamu as a terrorist financier.”

Consequently, according to the letter, a seven-day ultimatum was handed down for the retraction of Mamu as a terrorist financier to prevent litigation.

The lawyer noted that the office of the AGF is currently prosecuting his client on allegations concerning terrorism.

He said it was “lamentable that  while the case was still pending in court, the social media was saturated by a publication allegedly emanating from and authorised by your good office.”

The letter partly read, “However, the said publication was specifically made by the ‘Nigerian Sanctions Committee’ wherein our client was profiled and designated as a terrorist financier.

“As at the time of this missive, no court of competent jurisdiction in Nigeria has designated our client as such.

“It is a common knowledge that the administration of the criminal justice system in Nigeria is not only antithetic to, but forbids media trial in whatever guise.

“We vehemently condemn the actions of the Nigerian Sanctions Committee same being a violation of the rule of natural justice and prejudicial to our client who is undergoing trial, and whose trial is still pending in Suit FHCIABJ/CR/96/2023

“The Nigerian Sanctions Committee lacks the statutory mandate to pronounce on, and to designate Mr Tukur Mohammed Mamu as a terrorist financier; even when it is a notorious fact that Mr Tukur Mohammed Mamu is undergoing trial. It is so, particularly that the court has not made any pronouncement detailing him to be one.

“Based on the aforesaid, we demand in very clear and unequivocal terms, the immediate retraction of the said publication within seven days from the receipt of this letter dated 25h March 2024.

“Failure to comply with our client’s demand. we will have no hesitation in seeking redress in the court of law for the ventilation of our client’s grievances.”

The road was said to have been inaugurated by the state government about a week ago.

Shared by a user, chude_, the video revealed the road’s asphalt coating displaced, scattered pieces, and waterlogged areas.

Chude captioned the video, “When we complain e go be like say we too dey talk, just one rainfall, look at Soludo’s road.

US bridge collapses after ship collision

The Francis Scott Key Bridge in the US city of Baltimore collapsed after a ship collided with it, the Maryland Transportation Authority said early Tuesday.

“I-695 Key Bridge collapse due to ship strike,” the MTA posted on social media platform X, referring to the interstate highway. It urged drivers to avoid the route over the Patapsco River, which it called an “active scene”.

Earlier, the MTA had said interstate lanes in both directions were closed due to an “incident” on the bridge and that traffic was being redirected.

A police spokesperson from the Baltimore Police Department told NBC News that people were possibly in the river.

“I can confirm at 1:35 a.m., Baltimore City police were notified of a partial bridge collapse, with workers possibly in the water, at the Francis Scott Key Bridge,” Detective Niki Fennoy said in a statement.

Ship monitoring website MarineTraffic showed a Singapore-flagged container ship called the Dali stopped under the bridge early Tuesday.

Baltimore Mayor Brandon Scoot and Baltimore County Executive Johnny Olszewski Jr both said they were aware of the incident and that rescue efforts were underway.

“Please pray for those impacted,” Olszewski posted on X.
