Wike approves deployment of FCTA’s pioneer Perm. Secs

The Minister of the Federal Capital Territory (FCT), Mr Nyesom Wike, has approved the deployment of the 10 pioneer Permanent Secretaries of the FCT Administration.

The FCT Head of Service, Dr Udo Atang, announced the deployment in a statement in Abuja on Thursday.

Atang said that Dr Adams Babagana was deployed to Health Services and Environment, while  Wanki Ibrahim was deployed to Treasury and Budget.

He also said that Asmau Muhktar was deployed to the Social Development Secretariat, while Dogo Bodinga was deployed to Economic Planning, Revenue Generation and Public Private Partnership Secretariat.

The head of service added that Olusa Olusegun was deployed to the Area Councils Services, Adetoyi Kolawole to Women Affairs, while Grace Adayilo Agriculture and  Rural Development Secretariat.

Also deployed were Olubunmi Olowookere to Legal Services Secretariat; Ibe Chukwuemeka to Education Secretariat; and Okonkwo Nonubari to Transportation Secretariat.

“The posting takes immediate effect. Thus, the affected officers should handover to their immediate subordinates in their current Secretariats, Departments and Agencies,” Atang said.

The News Agency of Nigeria (NAN) recalls that Wike had on March 18, inaugurated the permanent secretaries in line with the provisions of the FCT Civil Service Commission Law, 2018, which commenced operation. (NAN)

FUTA VC Charges Students to Contribute to Research, Development

The Vice Chancellor, Federal University of Technology Akure (FUTA), Professor Adenike Oladiji, has charged freshly admitted students to use their training and studentship in the University to advance studies in research and development of products that can solve the myriad of challenges facing the country.  She gave the charge on Thursday March 28th, 2024 during the Combined Matriculation ceremony for the over 5,986 undergraduate and Postgraduate students admitted into various programmes of the university for the 2023/2024 academic session. She said students can and should contribute to research, innovation and development of new products and apps in the digital and other spheres of human endeavours that will add value to society and solve real life problems.

The Vice Chancellor emphasized that post graduate students’ activities especially research have impact on the standing of universities in global ranking and students themselves can be direct beneficiaries of high-quality research works. She urged the new students to share the vision of FUTA, “To be a world-class University of Technology and a Centre of Excellence in training, research and service delivery,” and imbibe its core values of integrity, creativity and innovativeness, accountability, rationality and excellence,” all through their stay.

Professor Oladiji said the university has built an enviable image for itself in the comity of Nigerian Universities adding that FUTA has won numerous awards confirming it as a research intensive institution, she therefore urged the new students to contribute their quota to the advancement of the cause of FUTA and strengthening of its standing in the comity of global universities.

Professor Oladiji urged the students to be law abiding in their pursuit of academic success and respect constituted authority and not do anything to put the university in bad light. She said they should shun all forms of distractions especially with the impact of social media all over the world and the news worthiness of negative happenings over positive ones. She said, “I must draw your attention to cyber-crimes because you all belong to the Generation Zoomer, Gen Z who are ‘always on’ with mobile devices. They are practically as important to you as oxygen. The devices have made the world a much better place in many ways but they have also become weapons of destruction through crimes such as cyber-bullying, hacking and in particular plagiarism in the academia.”

Oladiji reiterated FUTA’s zero tolerance to all acts inimical to peace on campus, especially thuggery, vandalism, stealing, hooliganism and cultism. She stated that the University management will not hesitate to deal with recalcitrant offenders within the ambit of the university regulations. On examination malpractices the vice chancellor said, “Involvement in any form of examination malpractices would earn you stiff penalties- suspension or expulsion. May I quickly warn you in advance that impersonation in examination halls would earn the culprit automatic expulsion.” The Vice Chancellor reiterated that character is as important to the Academic community as academic brilliance and advised the students to comport themselves appropriately.

The Vice Chancellor counseled the fresh students to imbibe the ethics of hard work, moderation and discipline in order to achieve academic excellence. She encouraged the students to contribute their quota to make the institution even greater; pointing out that FUTA is one of the best universities in Nigeria with ground breaking achievements from both staff and students.

Professor Oladiji asked the students to familiarize themselves with Counselling unit of the Students’ Affairs Division saying its relevance to their academic pursuit and success cannot be overemphasized. According to her, “ The Students Affairs Division is always available to guide the students on our ‘dos’ and ‘don’ts’ and to make your compliance with our expectations easy , we also  have students handbook for both undergraduate and postgraduate students.”

Principal Officers of the university, Deans of schools, school officers, parents of the matriculating students graced the ceremony held in the Main Auditorium of the University with the Matriculation Oath administered on the new students by the Registrar, Mr. Charles Adeleye in line with the tradition of formal enrolment into higher institutions.

Beta Nigeria calls for urgent investment in education

Bëtá Nigeria Campaign (BN), a growing movement campaigning for improved education outcomes has called for increased investment in education to secure the country’s future.

Speaking during the final roundtable roundtable on Thursday in Abuja, the Federal Lead, Bëtá Nigeria, Abdulsalam Badamasi noted that the roundtables culminated Bëtá Nigeria’s first efforts, launched in January 2024.

According to him, this phase proved there is public interest in the initiative and its potential to revitalise the Nigerian education system.

Badamasi said,”Bëtá Nigeria Campaign (BN), a growing movement campaigning for improved education outcomes, just concluded a successful series of roundtables across Nigeria this month. These discussions united key stakeholders from civil society and media organisations in a collaborative effort to amplify the demand for education reform – a critical investment in Nigeria’s future stability and prosperity.

“Our dynamic, youthful population is full of potential,” emphasised the group’s declaration developed during the roundtables, “but the crisis in our education system means millions face a bleak future. When all of Nigeria’s children are going to school, staying in school and learning more, we will build a more resilient, more secure, more prosperous country.”

He added,”The declaration further emphasised that achieving this transformation requires more and better investment in education, empowering future generations to become productive citizens. This sentiment was stressed by Bëtá Nigeria Campaign members, stating, “It’s a shared responsibility – politicians, educators, parents, and everyone who support them.”

Badamasi further highlighted, “this collaborative declaration has enabled Bëtá Nigeria to secure a unified commitment from diverse and multiple stakeholders across Nigeria, increasing the demand for better education and fostering government accountability.

He emphasized that the roundtables were praised for their inclusivity.

“The movement will continue to call for action that enhances educational prospects in Nigeria, aspiring to ensure that every Nigerian child goes to school, stays in school and receives a good quality education. Beta Nigeria receives funding support from the UK government,” he explained.

Lois Auta, a person with disability and Executive Director of the Cedarseed Foundation, commended Bëtá Nigeria’s deliberate effort to include people with disabilities, highlighting the movement’s commitment to extend its reach beyond traditional advocacy spaces.

Anambra Police Chief vows to catch attackers of police stations

The Neni Police Divisional Headquarters, in Anaocha Local Government Area (LGA) of Anambra, has been attacked by yet to be identified arsonists.

Residents of the area who pleaded anonymity, told the News Agency of Nigeria (NAN) in Awka that the attackers stormed the facility at about 2am on Thursday morning.

Recall that gunmen attacked the Awgbu Police Division in Orumba North LGA on March 25 in a similar manner, killing some police personnel.

The residents said there was a sustained gun duel before the building went up in flames after a loud explosion.

They said they could not confirm if life was lost in the blow up.

Confirming the incident, Commissioner of Police (CP) Aderemi Adeoye, said there was no loss of life in the incident.

Adeoye said the Awgbu and Neni attacks were related and that intensive investigation was ongoing.

He said the command was gathering Intelligence to establish the identities of the assailants, assuring that they would not escape justice.

“We are gathering intelligence to know those responsible. I do not want to disclose what we are doing. In the fullness of time we will do that.

“They will not go scot-free,” he assured. (NAN)

NNPC Spokesperson, Soneye, Wins NIPR’s Spokesperson Award

The Chief Corporate Communications Officer of the Nigerian National Petroleum Company Ltd, Mr. Olufemi Soneye has been confered with the 2024 Distinguished Spokesperson in Oil & Gas Award by the Nigerian Institute of Public Relations (NIPR).

Tinubu appoints new Chairman, Code of Conduct Bureau

President Bola Tinubu has approved the appointment of Dr. Abdullahi Usman Bello as the Chairman of the Code of Conduct Bureau (CCB), pending confirmation by the Nigerian Senate.

This was disclosed in a statement signed by Ajuri Ngelale, Special Adviser to the President (Media & Publicity).on Thursday.

According to Ngelale, Dr. Bello is a consummate professional with more than 25 years of work experience in consulting, banking, law enforcement, financial services, and academia.

The President anticipates that the new Chairman, upon confirmation by the Senate, will lead the Bureau with utmost integrity toward the realization of its mandate of maintaining high standards of public morality in the conduct of government business and ensuring that the actions and behaviour of public officers conform to the highest standards of morality and accountability, the presidential spokesman said.

Naira falls against dollar by 0.7%

The Naira experienced a slight depreciation at the official market, trading at N1,309.39 to a dollar on Thursday.

Data from the official trading platform of the FMDQ revealed that the Naira lost N8.96 or 0.69 per cent, compared to the previous day’s rate of N1,300.43 against the dollar.

However, the total turnover increased to $857.78 million on Thursday, up from $416.10 million recorded on Wednesday.

Meanwhile, at the Investor’s and Exporters’ (I&E) window, the Naira traded between N1,392 and N1,250 against the dollar. (NAN)

CBN Unveils New Minimum Capital Requirements For Banks

….Gives Banks 24 months To Recapitalise

Days after urging Nigerian banks to expedite action on the recapitalisation of their capital base in order to strengthen the financial system, the Central Bank of Nigeria (CBN) on Thursday, March 28, 2024, unveiled new minimum capital requirements for banks, pegging the minimum capital base for commercial banks with international authorisation at N500 Billion.

Confirming this in Abuja, on Thursday, March 28, 2024, the Acting Director, Corporate Communications Department, Mrs. Hakama Sidi Ali said the new minimum capital base for commercial banks with national authorisation is now N200 Billion, while the new requirement for those with regional authorization is N50 Billion.

Mrs. Sidi Ali also disclosed that the new minimum capital for merchant banks would be N50 Billion, while the new requirements for non-interest banks with national and regional authorisations are N20 Billion and N10 Billion, respectively.

A circular signed by the Director, Financial Policy and Regulation Department, Mr. Haruna Mustafa, to all commercial, merchant, and non-interest banks and promoters of proposed banks emphasized that all banks are required to meet the minimum capital requirement within 24 months commencing from April 1, 2024, and terminating on March 31, 2026

According to the circular, the move, initially disclosed by the CBN Governor, Olayemi Cardoso, in his address to the Annual Bankers’ Dinner in November 2023, was to enhance banks’ resilience, solvency, and capacity to continue supporting the growth of the Nigerian economy.  

To enable them to meet the minimum capital requirements, the CBN urged banks to consider injecting fresh equity capital through private placements, rights issues and/or offers for subscription; Mergers and Acquisitions (M&As); and/or upgrade or downgrade of license authorisation.

Furthermore, the circular disclosed that the minimum capital shall comprise paid-up capital and share premium only. It stressed that the new capital requirement shall not be based on the Shareholders’ Fund.

“Additional Tier 1 (AT1) Capital shall not be eligible for meeting the new requirement. Notwithstanding the capital increase, banks are to ensure strict compliance with the minimum capital adequacy ratio (CAR) requirement applicable to their license authorisation. 

“In line with extant regulations, banks that breach the CAR requirement shall be required to inject fresh capital to regularise their position,” it added.

The CBN circular said the minimum capital requirement for proposed banks shall be paid-up capital, adding that the new minimum capital requirement shall apply to all new applications for banking licenses submitted after April 1, 2024.

It noted that the CBN would continue to process all pending applications for banking licenses for which a capital deposit had been made and/or an Approval-in-Principle (AIP) had been granted. However, it said that the promoters of such proposed banks would make up the difference between the capital deposited with the CBN and the new capital requirement no later than March 31, 2026.

Meanwhile, the CBN said all banks are required to submit an implementation plan (clearly indicating the chosen option(s) for meeting the new capital requirement and various activities involved with their timelines) no later than April 30, 2024. The CBN also disclosed that it would monitor and ensure compliance with the new requirements within the specified timeline. 

Appeal Court Upturns Ruling in Favour of ICPC

The Court of Appeal, sitting in Abuja has sentenced one Mr. Apeh Samuel Akogu, a former civil servant who worked in the Accounts department of the Federal Ministry of Power, Works and Housing to a 7-year jail term, with an option of a fine.

Apeh was charged before Honourable Justice A.O. Ebong of the FCT High Court, Abuja by the Independent Corrupt Practices and Other Related Offences Commission (ICPC) on a 3-count charge for asking, receiving gratification, and conferment of unfair advantage on himself contrary to Sections 10 and 19 of the Corrupt Practices and Other Related Offences Act, 2000.

One of the counts reads: ‘’That you, Apeh Samuel A, (M) in January, 2015, or thereabout while being a public Officer to wit; a staff of the Accounts Department of the Federal Ministry of Power, Works and Housing, did receive from one Osahon Osemwota a contractor, the sum of 820, 000.00 (Eight Hundred and Twenty Thousand Naira only) which was paid into your G.T Bank Account to enable you facilitate payments for contracts performed by him for the said Ministry and you hereby committed an offence contrary to and punishable under Section 10 of the Corrupt Practices and Other Related Offences Commission Act, 2000.’’

ICPC Prosecutor, K.C. Peprah, while proving the charges against Apeh, called 4 witnesses and tendered relevant documents. The Convict, on the other hand, called only one witness and testified himself that the purpose of the payment of the gratification by the Petitioner was in commiseration to him for the death of his Uncle.

Though the ICPC prosecutor, had argued that the defence put forward by Apeh was an afterthought, the trial Judge discharged and acquitted him based solely on the grounds that the demand and receipt of the corrupt gift were not done in the exercise of his official duties.

Dissatisfied with the judgment of the trial court, the ICPC approached the Appeal Court seeking to quash the judgment. 

Having listened to the argument from the two counsel, the Appellate Court unanimously overturned the decision of the trial court and sentenced the Defendant to 7 years imprisonment with an option of a fine of N50,000. 00 (Fifty Thousand Naira).

The Court also held that the convict makes restitution of the amount collected as gratification to the Petitioner.

Okuama: Elders, community leaders have obligation to expose culprits

The Defence Headquarters (DHQ) Abuja has urged elders ànd community leaders of Okuama, in Delta state to expose all those involved in the gruesome killing of military personnel.

The Director of Defence Media Operations (DDMO) Maj-Gen Edward Buba who stated this on Thursday noted that the armed forces is  bent on sustaining the winning ways of “our operational engagements as demonstrated with the recent rescue of 16  and 137  hostages  in Sokoto and Kaduna States, respectively. 

Buba stated that the rescue of these hostages is indicative of a better understanding of the dynamics of what “we are dealing with ,and to address the issue in a much safer manner”.

He pointed out that the rescue operations was based on collaboration between the military  working with local authorities and government agencies across the country, in a coordinated approach.

“The success demonstrates the  unwavering commitment of the armed forces to secure and protect the citizens against harm and acts of terror.

“The pressure of military operations created a significant level of distress both for the terrorist and the children. Given the situation, troops  line of interest was the children. The level of  distressed created by the children was sufficient enough for troops to exploit in their rescue. Additionally, cursory operations in the general areas  by troops culminated in the neutralization of several terrorist leaders and commanders in OP HADARIN DAJI theatre of operation. 

“On the flip side, we must never allow the incident that occurred in Delta State that led to the killing of  17 soldiers that were  buried on 27 March 2024 to ever happen again. The armed forces is a force for stability that employs both kinetic and non-kinetic measures to achieve the desired end state. 

“Prior to the ugly incident, the military had constructed several civic projects in Delta State as a sign of good will. For instance, the construction of Multipurpose Hall and Borehole Projects in Patani LGA and Medical Outreach at Aladja Community in Udu LGA all in Delta State, among several others. Needless to mention, the elders and community leaders have an obligation to expose these wanted persons,” he stated.

Gen. Buba added,”Nevertheless, troops  would continue with their efforts  until the culprits are found ,arrested, tried, and brought to justice by Nigerian law. 

“The banner of eight wanted persons involved with the killing including a woman is hereby released. Accordingly, it is necessary to state that citizens are our first line of intelligence and must rise to the occasion in honour of their nation.”

He revealed that in the past one week troops killed 212 and arrested 252 persons, among others.

He stated,”Meanwhile, during the week under review. Troops neutralised  212 and arrested 252 persons. Troops also arrested 29 perpetrators of oil theft and rescued 244 kidnapped hostages. In the SS, troops denied the oil theft of the estimated sum of One Billion Fifty Million Seven and Fifteen Thousand Two Hundred and Sixty Naira (N1,050,715,260.00) only.

“Furthermore, troops recovered 223 assorted weapons and 2,756 assorted ammunition. The breakdown as follows: 3 M56 rifles, 115 AK47 rifles, 3 PKT gun, 24 locally fabricated gun, 36 dane guns, 7 locally fabricated pistols, one fabricated revolver pistol, 3 locally made single barrel guns, 2 hand grenades and one locally made explosive. 

“Others are: 1,716 rounds of 7.62mm special ammo, 494 rounds of 7.62mm NATO, 60 rounds of 7.62 x 25mm ammo, 290 rounds of 7.62 x 54mm ammo, 81 rounds of 9mm ammo, 2 live cartridges, 16 magazines, 3 M56 rifles magazines, one HH radio, 5 vehicles, 14 motorcycles, 15 mobile phones and the sum of N857,960.00 amongst other items.

“Troops in the Niger Delta area discovered and destroyed 102 dugout pits, 41 boats, 36 storage tanks and 8 vehicles. Other items recovered incl 39 cooking ovens, 6 pumping machines and 61 illegal refining sites. Troops recovered 944,700 litres of stolen crude oil, 171,060 litres of illegally refined AGO and 1,500 litres of DPK.”

He added,”The foregoing indicates that troops are weathering the storm through offensive posture and improved understanding of modus operandi of the adversary. Accordingly,  we are doing our best to rescue other hostages in terrorist captivity. 

“Troops would also continue to elimination threats posed by these terrorist and their cohorts. However, citizens should remember that they are our first line of intelligence. Therefore, as citizens, we have a collective responsibility of doing right.”
