CBN Exempts 16 Items from Cybersecurity Levy

The Central Bank of Nigeria (CBN) has exempted 16 items from the 0.5 per cent Cybersecurity levy on all electronic transactions.

CBN directed banks to begin charging 0.5% cybersecurity levy on transactions as part of efforts to contain the rising cybercrime threats in the financial system.

Economic Confidential reports that the deducted funds will be remitted to the National Cybersecurity Fund (NCF), which shall be administered by the Office of the National Security Adviser (ONSA).

A circular released by the apex bank on Monday directed all commercial, merchant, non-interest and payment service banks.

The circular revealed that it was a follow-up on an earlier letter dated June 25, 2018 (Ref: BPS/DIR/GEN/CIR/05/008) and October 5, 2018 (Ref: BSD/DIR/GEN/LAB/11/023), in compliance with the Cybercrimes (Prohibition, Prevention, Etc.) Act 2015.

Following the enactment of the Cybercrime (Prohibition, Prevention, etc) (amendment) Act 2024 and under the provision of Section 44 (2)(a) of the Act, a levy of 0.5 per cent (0.005) equivalent to half per cent of all electronic transactions value by the business specified in the Second Schedule of the Act is to be remitted to the National Cybersecurity Fund, which the Office of the National Security Adviser shall administer.

The circular exempted some transactions from cybercrime levy.

The exemptions included loan disbursements and repayments, salary payments, intra-account transfers within the same bank or between different banks for the same customer, intra-bank transfers between customers of the same bank, and Other Financial Institutions (OFIs) instructions to their correspondent banks.

The exemption also applies to interbank placements, banks’ transfers to CBN and vice versa, inter-branch transfers within a bank, cheque clearing and settlements, and Letters of Credit (LCs).

Others include banks’ recapitalisation-related funding only bulk funds movement from collection accounts; savings and deposits including transactions involving long-term investments such as treasury bills, bonds; and commercial papers;  government social welfare programmes transactions, e.g. pension payments; non-profit and charitable transactions including donations to registered non-profit organisations or charities; educational institutions transactions, including tuition payments and other transaction involving schools, universities, or other educational institutions.

Transactions involving the bank’s internal accounts, such as suspense accounts, clearing accounts, profit and loss accounts, inter-branch accounts, reserve accounts, nostro and vostro accounts, and escrow accounts, are also exempt from the levy.

The central bank warned that Section 44 (8) of the Act prescribes that failure to remit the levy constitutes an offence punishable on conviction by a fine of not less than two percent of the defaulting business’s annual turnover, among other things.

PRNigeria reports that the new levy is a statutory requirement in the amendment to the Cybercrime Act, which President Bola Tinubu signed into law in February 2024.

Senator Shehu Umar Buba, the Senate Committee on National Intelligence and Security Chairman, sponsored the Act’s amendments.

While presenting the bill for the amendment at the National Assembly in October 2023, Senator Buba sought, among other things, to correct errors contained in the principal Act and empower the NSA to monitor compliance with the Act. He stressed the complexity of interpreting and applying specific provisions of the Cybercrime Act 2015, which had stifled national cybersecurity efforts in the face of well-organized cyber syndicates and adversaries.

He pointed out that inadequate funding and lack of prioritization might undermine the gains of Nigeria’s digital economy and cybersecurity efforts. He, therefore, advocated the necessity of the amendment to address gaps and realign with changing realities.

JAMB releases results of additional 531 candidates

 The Joint Admissions and Matriculation Board (JAMB) has released additional 531 results of the recently conducted Unified Tertiary Matriculation Examinations (UTME), taking the total number of results released to 1,842,897.

This is contained in a statement by the Public Communication Advisor of the Board, Dr Fabian Benjamin on Tuesday in Abuja.

Benjamin said the Board had proceeded with the screening of over 64,000 withheld results due to cases of examination misconduct.

He said the Board is also looking at cases of unverified candidates and would soon come up with a position.

He added that the attention of the Board had been drawn to some fallacious publications purporting that an unknown candidate, who did not sit for the Board’s 2024 UTME obtained scores.

Benjamin described this as fake, malicious and a calculated attempt to undermine the integrity of the Board, while urging the public to disregard such publications.

He said that the publication which levels such a grievous allegation, has no details of the candidate for proper verification.

“The Board is not surprised as this is the season of mischief makers, who would want to deceive gullible candidates.

“The examination template of the Board is designed with the highest sense of responsibility and is not an allocation platform where scores are doled out to candidates.

“It is most unfortunate that anybody could even believe such narration or that the story could even gain traction given the Board’s integrity.

“This again has gone to further vindicate the Board’s stance that candidates should desist from disclosing their classified details to third-parties,” he said.

He said that in investigating some of these allegations, the Board discovered that some of these mischief makers copy results sent to other candidates.

“They then edit the details sent to them and then parade this as emanating from the Board.

“The Board challenges any candidate, parent or anybody with such a claim to prove it wrong by coming forward with the details of such claims, and the phone number with which such results were conveyed,“he said.

He said that this development would only propel the Board to further tighten the process of checking its results to make it more personalized.

Benjamin said it would be stringent when it should actually be a simple and straightforward exercise.

“The Board reiterated that neither its results nor any of its processes have been compromised.

“Hence, it will continue to protect the integrity of its systems against such malicious actors, who are hell-bent on creating confusion where none existed,” he said.

Benjamin said that the Board will add more features like registration number to the existing UTME Result checking process going forward, to make it extra difficult for anybody to edit.

He urged candidates to securely keep their details secure, noting that for if they were found associating with any of these mischievous elements, they would be treated as collaborators.

The spokesman said that the method of checking the 2024 UTME remained sending UTMERESULT to 55019 or 66019 and not through any other process.

He, therefore, said the result at the moment is not on the Board’s website. (NAN)

MINILS trains 500 youths on entrepreneurship skills, targets 5000 Newsdiaryonline

Michael Imoudu National Institute for Labour Studies (MINILS), on Monday trained 500 youths on entrepreneurship skills.

The training was held at MINILS campus,Ilorin, with youths drawn across the Six Geo-political zone in the country .

The Director General of MINILS, Ilorin, Mr Issa Aremu, said the rationale behind the training was to promote employability of youths in the country.

Aremu said beyond certificates,youths in the country need vocational and entrepreneurship skills for sustainable jobs.

The D-G said the youths to be trained in Cinematography & Photography, Carpentry &Wood work, Tie &Dye to help instill in them skills to be self employed and even become employers of labour.

He said the institute organized the training to complement President Bola Tinubu 8- points agenda on Youths empowerment, job creation, economic growths and others.

“We are diversifying our training beyond traditional courses of maintaining industrial peace and harmony at workplaces to include massive job creation through skills acquisition.

“It is time for our youths to think beyond white collar jobs and add more value though their innate talents. That is the reason we are training and retraining them for a better employability.

“We want to ensure youths have the skills that when they leave school,they become employers of labour and also become employable,” he said.

The Director General who also disclosed that the skills acquisition was in line with new Labour, Employment and Employment Programme (LEEP) recently unveiled by the Honorable Minister of Labour and Employment, Dr Nkiruka Onyejeocha adding that the selection process was inclusive of female participants and youths living with disabilities. Aremu also noted that with the workshop, the Institute was set to exceed its baseline Key Performance output of 1250 participants trained annually within the Ministerial deliverables from r actualization of President Tinubu’s 8-point agenda recalling that recalling that the first phase of the programme in Tailoring and Garment Making and empowered with sewing machines held last October.

Aremu called on the government to create enabling environment for business to thrive in the country by providing support and equipments needed by entrepreneurs and artisans. He added that a functional political economy is needed for the success of such programme, through an enabling environment for ease of skills acquisition and provision for adequate funding to enhance its success.

He also added that the institute would partner with NITDA, ILO, SMEDAN and other private organizations to continue to empower the youth in the country.

He however advised the participants to take the training serious and be focused through out their 5 days training program.

The CEO of LUBCON , Alhaji Jani Ibrahim, also advised the participants to embrace the opportunity and learn new skills.

Ibrahim advised the participants not to rely on their certificate alone and tap into the training program to move towards greatness.

“There is no knowledge is waste. This is a big opportunity to learn new things as a youth. Never stop trying to learn new skills. It will become a big advantage to you, ” he advised.

Engr. Jani Ibrahim, congratulated the Institute’s Management for the wonderful initiative, describing it as “a major development that must be supported”.
The Lubcon Group Chairman, while calling for more government support as a means of reducing unemployment in the country, pledged to gift a token to the top participants in each of the three training areas at the end of the programme.

He further described the beneficiaries as lucky and charged them to take the opportunity very seriously.
Also speaking, the State Controller of Labour Federal Ministry of Labour and Employment, Ilorin, Mr M. B. Orodiran, commended the efforts of the Institute’s Management in providing relevant vocational training for youth in the country and called for partnership with relevant agencies as a means of providing support to the beneficiaries.

The Ag. Head of Department (HOD), Entrepreneurship Development Department of the Institute, Mr Ajayi Adeyemi advised the participants to be focused and use the experience aquire in training to turn things around.

Adeyemi urged the participants to be a good ambassador of the country and not be selfish.

“Don’t be lazy. You are in your productive age. Grab the opportunity and explore,” he said.

CAC, PoS operators pledge to protect customers Newsdiaryonline

The Corporate Affairs Commission (CAC) and some Point of Sale (PoS) operators have agreed to protect customers’ interest.

The Registrar-General of CAC, Hussaini Magaji, said this when the operators visited him in his office in Abuja.

Magaji said the operators agreed to a two-month timeline to register their agents and merchants with CAC.

According to him, this is in line with the legal requirements and the directives of the Central Bank of Nigeria (CBN).

“The measure is to safeguard the businesses of Fintech customers and strengthening the economy.

“The action is equally backed by Section 863, Sub-section 1 of the Companies and Allied Matters Act, (CAMA 2020), as well as the 2013 CBN guidelines on agent banking,” he said.

The registrar-general said that the deadline for the registration, which was agreed to be July 7, aimed at providing protection for businesses in the country.

Also speaking, Peter Tokoni, the Special Adviser to the President on Information and Communication Technology Development and Innovation, restated the commitment of the government to boost the economy.

“We will ensure smooth facilitation of this process in line with the Renewed Hope Initiative of President Bola Tinubu-led administration,” Tokoni said.

On their part, the Fintech operators reiterated their commitment to partner with CAC to ensure the efficient and effective implementation of the CBN directive.

They, however, urged for adequate sensitisation of the public to ensure smooth operations and to meet the desired goal.

Transparent leadership antidote to national devt. -Gowon Newsdiaryonline

Former Head of state, retired Gen. Yakubu Gowon, on Monday urged the nation’s leaders to imbibe the transparent and people-oriented leadership style which late president Umaru Yar`Adua made his watchword.

Gown said this in Abuja at the first Umaru Yar’Adua International Leadership Conference and Awards on Monday in Abuja.

The News Agency of Nigeria (NAN) reports that the conference was organised by Global Initiative for Leadership Success.

Gown said for the nation to achieve sustainable development, both leaders and other citizens should be morally upright and address the most pressing needs of the society.

Recalling his experience with Yar’Adua while he was the governor of Katsina state, Gowon said that Guinea worm would not have been eradicated without the rapid and apt response to governance by Yar’Adua

He commended late Yar’Adua for setting up the Justice Muhammed Uwais Electoral Reforms meant to end to electoral malfeasance.

Also speaking, the Chairman, Board of Trustees of the initiative, retired Maj.-Gen Abdullahi Mamman, said that the gathering was aimed at interrogating leadership issues with regards to the palace of morality and ethics in governance.

Mamman, while describing the late President Yar’Adua, said, “His governance leadership qualities were sterling, profoundly mercurial, and legendary, noting that his administration grew the economy and stabilized the society.

“His audacious, boldness and sincerity of acknowledging in his inaugural speech that the electoral process that brought him to power was flawed and pledged to take concrete steps and actions was enough proof of his honesty’’, he said.

Gov. Hyacinth Alia of Benue urged Nigerians to support the state and federal government for smooth running of the government.

Alia said that Yar’Adua was being celebrated because of his exploits in fighting corruption.

He said that Yar’Adua was transparent and identified the clog in the wheel of the system, adding that he was also doing same since he assumed office.

“Transparency, getting everyone along, ensuring that the system works formidably is about good governance which is my take away from his administration ” he said.

Professor Mike Ikupolati, the Chief Executive Officer (CEO) of Global Intellectual Consult, said promoting merit over tribalism was a trait of good governance.

He said that strong governmental institution and public-private partnership was part of moral and ethical antidote to national development.

Ikupolati said that Nigeria had no problem with formulation of policies but the implementation of the formulated policies.

He urged the government to change the process of appointing people into leadership position, saying that skill alone was not enough for selection of people into leadership position.

Alhaji Majeed Dahiru, the Chief Executive Officer (CEO) of ORASCOM Properties Ltd. said, the absence of integrity-based political leadership has stunted the development of the country.

Rainstorm injures 3, damage 200 houses in Plateau Newsdiaryonline

 Official says three persons were injured and over 200 houses were damaged following a rainstorm in Miango District of Bassa Local Government of Plateau.

Mr Nuhu Nga, Publicity Secretary, Miango Youth Development Association, told the News Agency of Nigeria that the sad incident occurred on Monday afternoon.

Nga listed affected structures to include; residential houses, a clinic, schools, shops, and livestock pens.

The publicity secretary said that the rainstorm also uprooted some economic trees and left many people stranded.

He said that valuables such as documents, household products, cement, and many other items were destroyed by the rampaging rainstorm.

“Although no life was lost, three people were injured and have been taken to hospital for treatment.

“Currently, some affected persons have found refuge in neighbors’ houses.

“The damages caused by the rainstorm further put the Miango people, who have over the years suffered violent attacks and displacement of persons, in a more precarious situation.

“We call on the State Emergency Management Agency (SEMA), the National Emergency Management Agency (NEMA), and the Local Government Council to come to assist the affected persons.

“We are also appealing to non-governmental organizations and well-meaning individuals to, as a matter of urgency, come to the aid of the affected persons as the rainy season intensifies,” he said. (NAN)

EEDC reduces tariff for customers in S/East Newsdiaryonline

 The Enugu Electricity Distribution Company (EEDC) has reduced electricity tariff for their customers in the Band A feeders throughout the South-East.

The reduction is sequel to the directive of the National Electricity Regulatory Commission (NERC), that all the 11 Discos should now charge N206.80/kWh and no longer N225/Kwh for customers in Band A feeders.

This is contained in a statement issued by EEDC’s Spokesperson, Mr Emeka Ezeh, in Enugu on Monday.

It said: “This is to inform our customers that end-user tariff for our Band A feeders have been reviewed downwards from N225/kWh to N206.80/kWh under MYTO 2024, effective from May 6, 2024.

“The daily minimum 20-hour supply still stands.

“Kindly note that end-user tariff for Bands B, C, D and E feeders remain unchanged.” (NAN)

Chadians in Borno vote in presidential election Newsdiaryonline

Chadian citizens residing in Borno on Monday trooped out to vote in the Presidential election taking place in their country. 

The News Agency of Nigeria (NAN) reports that the Chadians, who voted at the Chadian Consulate office in Maiduguri, were excited to participate in the election that lasted from 7 a.m. to 5 p.m.

The Liaison Officer of the consulate, Dr Umar Attaib, told the News Agency of Nigeria(NAN), that  3,500 Chadians registered to vote in the election in Borno.

Attaib said that apart from Maiduguri, voting also took place in Kano, Abuja and Lagos.

Some voters,,who spoke to NAN, said that they were happy with the smooth conduct of the exercise.

“We appreciate the presence of security men from the Nigerian Police, DSS and Immigration, who are here to ensure everything is smooth.

“We also appreciate the arrangements made by the Chadian Government to enable those who are not in Chad to participate in the democratic process,” a voter, Abubakar Usman, said.

NAN reports that 10 contestants are participating in the election with the incumbent President of the Transitional Government, Gen. Idriss Deby, and the Prime Minister, Assyonga Succes, as leading contenders.

Others candidates are Yacine Sakine, Mansiri Lopsikreo, Pahimi Albert, Mbaimon Brice, Alladoun Baltazar, Bebzoune Bongoro, Nasra Djimasngar, and the only female candidate, Lydie Beassenda. (NAN)

KWASU promotes 17 staff to professorial cadre

The Governing Council of Kwara State University (KWASU) at Malete has approved the promotion of six staff to full Professor and 11 others to Associate Professor.

The KWASU Acting Director of University Relations, Dr Saeedat Aliyu, in a statement on Monday listed the new professors to include Prof. Adebayo Olowoake who is with specialisation in Soil Fertility.

Others are: Prof. Lawrence Ademiluyi — Entrepreneurship, Office Technology and Management; Prof. Adeoye Afolabi —- Corporate & Public Finance; and Prof. Isiaka Aliagan —-  Journalism and Media Studies.

The rest are: Prof. Sikiru Ahmed —- Physical and Computational Chemistry, and Prof. Aliru Mustapha —- Analytical, Environmental and Industrial Chemistry.
