Man jailed in UK for removing condom without lady’s consent

A UK court on Thursday jailed a man for removing without consent a condom that he was wearing during sex, in what London’s Metropolitan Police called a “milestone” legal case.

Guy Mukendi, 39, of South London, was sentenced to four years and three months in prison after being convicted in April, the London force said.

He had been arrested in May last year following a report of sexual assault made by a young woman in Brixton, south London.

The Met, as the capital’s police force is known, said the woman had consented to have sex with Mukendi on condition that a condom was used.

But during sex, he removed the condom without the victim’s knowledge.

Non-consensual condom removal — sometimes referred to as “stealthing” — is classified as rape in England and Wales.

The Met said such prosecutions are “very rare” due to under-reporting but that they are dedicated to pursuing “justice” for victims.

“This milestone case comes as the Met continues its pledge to be more suspect-focused in their approach to crimes that disproportionately affect women and girls,” the force said in a statement detailing the prosecution.

Mukendi was found guilty on April 2 at Inner London Crown Court and was sentenced at the same court on Thursday.

“Throughout this investigation, Mukendi denied any wrongdoing — but our officers built a compelling case against him to leave no doubt in the jury’s mind,” said Detective Constable Jack Earl, who led the investigation.

“We were dedicated to securing justice for the victim and will continue to raise awareness that this crime is a form of rape.”

Cross River to reclaim degraded lands with 6 new cocoa estates

Cross River State government has said that degraded areas of the state are to be restored.
The Commissioner for Agriculture and Irrigation Development, Johnson Ebokpo, announced this during a critical stakeholders’ meeting.
He said the state government has initiated plans to establish six new cocoa farm estates in six local government areas of the state.
He said this is to ensure that degraded areas are restored through sustainable agro-forestry programmes.
He added that intercropping in such areas with shade trees will help to balance the ecosystem and preserve biodiversity.
He said the cocoa development would comply with the European Union Deforestation Regulation, EUDR.
Ebokpo said the development accounts for why the ministry was collaborating with the State Forestry Commission.
He further noted that as part of the programme, cocoa farms and allottees would be digitally enumerated immediately after a farm is identified and deemed suitable for ease of access to traceability information, which will ensure that living income premiums are paid to deserving farmers.
He said they were engaging stakeholders to acquire land for the establishment of the cocoa estates in Akamkpa, Akpabuyo, Bekwara, Odukpani, Obubra, and Ikom local government areas.
Ebokpo stressed the importance of stakeholders’ involvement to ensure the success of this initiative, which has been in the works for quite some time
He emphasised that the project will adopt a complete public-private partnership model where the government, in collaboration with the communities, facilitate the development of the new estates.

Lagos records 50% GDP growth under my watch — Sanwo-Olu

The Lagos State Governor, Babajide Sanwo-Olu, has said the Gross Domestic Product of Lagos, in the last five years under his administration, had risen by almost 50 per cent, surpassing the size of the GDPs of over 40 African countries.

The responsible factors, the governor said, could be linked to the unending effort by his administration to improve the Ease of Doing Business and the decision to leverage the technology and entrepreneurial abilities of its population for economic activities.

Sanwo-Olu said Lagos had grown from being a state in deficit in the military era to becoming a hub for investment and technological advancements.

The governor stated this while delivering the closing speech at the ongoing 3rd AfriCaribbean Trade and Investment Forum (ACTIF 2024) in Nassau on the theme: “Global Africa, Global Lagos: The Role of Sub-Nationals in Driving the Global African Agenda.”

“Lagos is an example of a unique African success story, shaped by an interesting mix of advantages and challenges. It is the smallest of Nigeria’s 36 States, yet is responsible for more than a third of Nigeria’s entire GDP. Lagos has grown to have a GDP that is greater than the GDPs of all but seven African countries. In the last five years, under my leadership, we have seen an almost 50 per cent increase in our GDP,” Sanwo-Olu was quoted as saying in a statement on Thursday by his spokesman, Gboyega Akosile.

He added, “Lagos presents a significant context on how sub-national governments are vital in writing new stories of development and advancing the economic agenda of the continent. I am proud to say that we in Lagos State have indeed mastered the art and science of Public-Private Partnerships. Having pioneered this private sector-led development in Lagos, we are now exporting that template to other States across the country.

“Our growth stories speak to the importance of African solutions and African capacity for tackling African problems. As we work towards accomplishing our aspirations, it is clear that sub-sovereign entities, such as cities, states, provinces, regions, and municipalities, can be instrumental in translating African countries’ high-level goals into tangible outcomes. It is at this sub-national level that a lot of the most remarkable reforms and transformations are playing out.”

Court adjourns suit seeking Ganduje’s sack as APC chairman to June 26

Justice Inyang Ekwo of the Federal High Court, Abuja, on Thursday adjourned till June 26 hearing of a suit seeking the removal of Abdullahi Ganduje as the National Chairman of the All Progressives Congress (APC).
The judge fixed the date after the plaintiff’s lawyer, Benjamin Davou, sought the leave of the court to allow time to reply to Ganduje’s preliminary objection.
The plaintiff – the North-Central APC Forum led by Saleh Zazzaga had in the suit marked: FHC/ABJ/CS/599/2024 queried the propriety of Ganduje’s appointment as the chairman of the APC when he is not from the North-Central geopolitical zone.
Ganduje, the APC, and the Independent National Electoral Commission (INEC) were listed as respondents in the suit.
When the case was called on Thursday, Davou said although the suit was slated for hearing, it would not go ahead because Ganduje’s lawyer, Raymond Asikeni, just served him the notice of preliminary objection and their counter affidavit.
He promised to file his reply to the two sets of documents filed by the former Kano State governor next Wednesday
Justice Ekwo adjourned the hearing in the suit till June 26.
He said: “On the hearing date, the preliminary objection will be taken together with the substantive suit.
“The processes of any party absent from court shall be deemed adopted.”

Four to die by hanging for armed robbery, murder in Ekiti

An Ekiti State High Court, Ado Ekiti Division, on Thursday, sentenced four persons to death by hanging for armed robbery, murder and conspiracy.

The court also convicted and sentenced the defendants to life improvement for attempted murder.

They are Ogunleye Sola, Adebayo Ebenezer, Lasisi Afeez and Ojo Oba.

The charge read, “The defendants committed the offences on May 29, 2017, at Oyan Orete Camp, Ijan Ekiti where the occupants of the camp were robbed at gunpoint and one Olasunkanmi Ramon was murdered while Alhaji Adeleye Usman was attacked with a cutlass on the head by the defendants.

“The offences committed by the four defendants are contrary to Section 6(b) of the Robbery and Firearms (Special Provisions) Act, Cap. R11, Laws of the Federal Republic of Nigeria, 2004; Murder and Attempt to Murder contrary to sections 319(1) and 320 of the Criminal Code Law, Cap.C16, Laws of Ekiti State, 2012.”

The Director of Public Prosecutions, Julius Ajibare, who prosecuted the case for Ekiti State, called five witnesses and tendered seven exhibits to prove his case.

The defendants spoke through their counsel, Chris Omokhafe and Oluwaseun Banji, who gave evidence in their defence and called two other witnesses.

In the judgment, Justice Olukayode Ogundana held that the prosecution proved all the offences against the defendants beyond reasonable doubt.

The judge consequently convicted all the defendants and sentenced them to death by hanging for the offences of conspiracy, armed robbery and murder just as he sentenced them to life imprisonment for attempted murder.

G7 signs $50bn loan for war-ravaged Ukraine

The Group of Seven major democracies agreed on Thursday to provide a $50 billion loan to Ukraine.
The G7 is sourcing the money from the interests accruing to Russian assets frozen after Russia launched its war against Ukraine in 2022.
The Group of Seven consists of France, Germany, Italy, Japan, the United States, the United Kingdom, and Canada.
The world’s largest developed economies agreed to the loan to Ukraine during the opening day of the annual summit of the G7 leaders taking place in Italy.
“There is a lot of work to be done, but I am sure that in these two days (of the G7 meeting), we will be able to have discussions that will lead to concrete and measurable results,” Italian Prime Minister Giorgia Meloni told her G7 guests.
The G7 plan revolves around a multi-year loan using profits from some $300 billion of impounded Russian funds.
Fear is already being expressed, however, that the idea of the loan might draw unsavoury repercussions, as Russia is already quoted as saying that attempting to use income from its assets is criminal and that it will respond in a way that the European Union will find painful.
Western nations had frozen Russia’s assets in bank accounts located within Europe and the US as part of sanctions after Russia’s Vladimir Putin ordered the invasion of Ukraine about two years ago.
The Russia-Ukraine war has continued in the meantime.
On Wednesday, June 12, nine people were reported killed in Russian aerial attacks on Ukraine.

The Special Adviser to the President on Media and Publicity, Ajuri Ngelale, said in a statement on Thursday that the President rejoiced with the leader and her family on the occasion.

“The President extols the former Minister of Finance for her service to the nation and efforts towards building resilient institutions.

“President Tinubu also commends the Director-General of the World Trade Organisation for being a worthy ambassador of Nigeria, exemplifying the grit, diligence, and brilliance that Nigerians are known for.

“The President prays for many more years in good health for Dr. Okonjo-Iweala and her family,” the statement read.

Meanwhile, the WTO DG also took to her X to appreciate Tinubu’s gesture.

Oyo generates N4.9bn, to begin rural road construction

Oyo State Governor, Seyi Makinde, has announced that the state government achieved N4.9bn in revenue and is set to commence construction projects on rural roads.

Makinde revealed plans for the construction of 1,000km of rural roads to facilitate farming activities and the transportation of agricultural produce from rural areas to urban centres.

In a statement signed by the Special Adviser on Media to Oyo State Governor, Sulaimon Olanrewaju on Thursday, Makinde said these farm roads are part of the Rural Access and Agricultural Marketing Project, with procurement completed and mobilisation to sites expected in the coming weeks.

Additionally, Makinde has authorised the 33 Local Government Areas to grade 30 kilometres of road each.

Addressing a special plenary sitting at the Oyo State House of Assembly Complex in Ibadan, the state capital on Thursday, Makinde outlined his administration’s approach to road construction, emphasizing connectivity across the state’s zones as a priority.

He stated, “Our strategy is straightforward: prioritize inter-zone connectivity to address 50 per cent of our transportation challenges. Subsequently, we will focus on improving internal roads.

“Of course, now we have started with Ibadan’s inner roads. We also have the RAAMP under which 1,000km of rural farm roads are going to be constructed and I think we are almost done with the procurement process and we should see mobilisation to sites soon.

“Also, I have already given a nod for the implementation of about 30 kilometres of road per local government. They should go ahead and do it, as we have given the nod. The money is sitting in the account of each local government area.”

The governor, who appreciated members of the House of Assembly and the people of Oyo State for their support for the administration and contributions to the growth of the state’s economy, said “the Internally Generated Revenue (IGR) of the state increased from N4.2bn in 2023 to N4.95bn in the first quarter of 2024.”

Makinde added that the policies and projects of his administration in the last five years have been geared towards restoring the dignity and pride of Oyo State.

He gave the assurance that there would continue to be a cordial relationship among the three arms of government to ensure that all zones of the state feel the impact of good governance.

The governor gave an account of his administration’s achievements across the four service-point agenda of the government, including education, health, security and expansion of the state’s economy through infrastructure development, agribusiness, tourism and solid mineral development.

He further explained that his administration has been able to rejuvenate the economy of the state through the implementation of the Sustainable Actions for Economic Recovery, which was introduced to cushion the effect of subsidy removal on residents of the state.

“From accelerated development to sustainable development, we have always believed in taking a completely different approach to the economic development of our dear State. This is why when fuel subsidies and the peg on the dollar were removed, while other States were busy distributing palliatives, we were thinking of short, medium, and long-term solutions.

“We came up with SAfER – Sustainable Actions for Economic Recovery. The key words are sustainable actions. SAfER has various, including a food relief package, transport subsidy, food security measures, provision of health insurance, and support for small and micro enterprises and civil servants,” he said.

In the infrastructure sector, Makinde said, “This administration has successfully connected all zones of the state through the 65 km Moniya-Ijaiye-Iseyin Road, the 34.85km Oyo-Iseyin Road and the 76.67km Iseyin-Fapote-Ogbomoso Road named Adebayo Alao-Akala Memorial Highway.

“The administration also delivered the 12.5km Challenge-Odo Ona Elewe-Elebu-Apata Road Dualisation named after Chief Theophilus Akinyele; the dualisation of the 8.2km Agodi Gate-Old Ife Road-Adegbayi Road, including an underpass at Onipepeye area, while it is currently reconstructing the 48km Ido-Eruwa Road to link Ibadan and Ibarapa Zones, among other road projects.

“The real impact of the road project is that the state is fast becoming a regional agribusiness industrial hub, with the Fasola Agribusiness Industrial Hub located on the Oyo-Iseyin Road, hosting agri-industries such as FrieslandCampina WAMCO with 200 hectares of dairy production; Milkin Barn Agro Services Ltd with 150 hectares for maize cultivation and dairy production; IITA platform Generative and GOSEED Vegetative Ltd with 100 hectares for cassava value chain development, among other companies.”

Makinde also reiterated his administration’s commitment to building institutions that will guarantee the well-being and continued prosperity of the state, saying his government would be defined by these institutions.

He solicited for more support and collective responsibility to solve various challenges facing the state, noting that the government cannot do it alone.

Earlier, the Speaker of the Oyo State House of Assembly, Adebo Ogundoyin, said the Assembly has, in the last year, worked tirelessly to review and pass important legislation, debated critical issues, and represented their constituents with dedication.

He commended the lawmakers for their high level of commitment and patriotism to the welfare of the people of Oyo State and their collaboration with the Executive Arm of Government in its quest to transform and re-engineer the state.

According to Ogundoyin, all the achievements recorded by the House within the last year were due to the unflinching support and cooperation of Governor Makinde, who according to him, “has taken good governance to a higher level of quality, impact and effectiveness.”

Police arrests two suspected kidnappers, rescues victim in Kaduna

Police operatives in Kaduna on Tuesday arrested four suspected kidnappers and rescued a victim in the state.
The spokesman for the state police command, Mansir Hassan, confirmed the development in statement on Thursday in Kaduna
He said: “On June 11, at about 0500 hours, the Divisional Police Officer (DPO) of Maigana received a distress call from Yakasai village that one Abubakar Sale, also from Yakasai had been kidnapped there by unknown gunmen.”
“After receiving this information, the DPO led a combined team of policemen and the members of a vigilance group to the scene.
“The team tracked the bandits from Yakasai to Awai village, where they found the victims in a hut unharmed.”
“Although the criminals tried to escape, the police successfully arrested two suspects.”
He listed the suspects as Abdulmumini Auta (60) and Garba Shehu (30), both from Yakasai village.
Hassan said seven rustled cows were recovered from the suspects while investigations into the case are ongoing.

Sallah: Governor Bala Mohammed approves wage award for Bauchi civil servants

Bauchi Governor, Bala Mohammed, has approved the immediate payment of N10,000 wage award to all categories of civil servants in the state.
The Head of Civil Service, Yahuza Haruna, said in a statement signed by Mohammed Sani Umar, Permanent Secretary, Establishment, that the move is meant to provide civil servants with additional resources to celebrate Eid el-Kabir amidst the challenging economic situation.
He commended the governor for his support, which enabled the state workforce to perform their duties more efficiently.
He also called on the workers to reciprocate the governor’s gesture by dedicating themselves to their duties.
