500-level student found dead outside Ondo varsity campus

A student of the Adekunle Ajasin University, Akungba Akoko, Modupe Ayandare, was found dead outside the campus of the university on Monday.

Ayandare, who was a 500 level of the Department of Agronomy of the institution, was found hung beside the church she attended, located off the campus of the state-owned institution.

Confirming the incident, the Public Relations Officer of the institution’s Students Union Government, Olaogbebikan Noble, in a statement, said all hands were on deck to unravel the cause of the incident.

The statement read, “We express in strong terms our dissatisfaction and agony concerning the death of one of our students, Ayandare Modupe.A 500L student of the Department of Agronomy (Agronomy Departmental President).

“According to the report, the deceased was said to have committed suicide in the early hours of today, around 4 am, after they finished vigil in her church. The incident happened beside the church she attended around the Spotless Vlla.

“The law enforcement agency has been informed already, and all hands are on the desk in getting to the root of the situation. Rest assured that justice will be served, and the law enforcement agency will do a thorough investigation. Should you have any information to supply regarding the incident that happened, kindly reach out to the Students’ Union. Stay tuned for further updates as further investigations are underway.”

The state police Public Relations Officer, Mrs Funmilayo Odunlami, who confirmed the incident, said the command was working to unravel the cause of the incident.

In a related event which occurred in January 2023, a 300-level student of the Federal University of Technology Akure, Olona Oluwapelumi, committed suicide at his residence in the Aule Area of Akure, the Ondo State capital.

The deceased, who was popularly called ‘Black’, was said to be in the Department of Industrial Design at the university. He was said to have hung himself in his room outside the campus.

A source in the school stated that the deceased’s friends went to his room and discovered it was locked. After several calls without response, the door was broken, and he was found dead.

France to reduce military presence in West, Central Africa

France is planning to reduce its military presence in West and Central Africa to around 600 troops in line with President Emmanuel Macron’s plans to limit the French military footprint in the region, three sources told AFP.

In February 2023, Macron announced a “noticeable reduction” of French troop presence in Africa, as anti-French sentiment is running high in some former colonies and countries like Russia are vying for greater influence.

According to a plan under discussion with African partners, France is planning to drastically reduce its so-called “pre-positioned” forces in Africa.

According to two sources close to the government and a military source, France will keep only around 100 troops in Gabon in Central Africa, down from 350 today, and around 100 in Senegal, in West Africa, down from 350.

Paris plans to keep around 100 troops in Ivory Coast on the southern coast of West Africa, down from 600 troops today, and around 300 personnel in Chad in north-central Africa, down from 1,000 now.

The reduced presence could be periodically expanded based on the needs of local partners, the three sources said. Contacted by AFP, the French General Staff declined to comment.

Until two years ago, in addition to around 1,600 forces pre-deployed in West Africa and Gabon, France had over 5,000 troops in the Sahel region of Africa as part of the Barkhane anti-jihadist operation.

But it has been gradually pushed out by the juntas that came to power in Mali in 2021, in Burkina Faso in 2022 and Niger in 2023.

All three countries have now concluded security agreements with Russia, which has been seeking to expand its footprint on the continent.

Chad, ruled by Mahamat Idriss Deby, the son of Idriss Deby Itno who was president for over 30 years, is the last Sahel country to host French soldiers.

 

– ‘Reduce visible presence’ –

Landlocked Chad is surrounded by the Central African Republic, Sudan, Libya and Niger host Russian paramilitary forces resulting from the reorganisation of the Wagner group, whose founder Yevgeny Prigozhin died in a plane crash last August.

In February, Macron tasked former minister Jean-Marie Bockel with working out the new modalities of the French military presence with African partners.

His conclusions are expected in July.

In May, Bockel told the Senate that France wanted to “reduce its visible presence, but maintain logistical, human and material access to these countries while reinforcing our action in response to their aspirations”.

The French army plans to set up a Paris-based command dedicated to Africa this summer, two sources told AFP.

The French army is not ruling out “pooling” its bases with Americans or European partners, the chief of staff of France’s armed forces, General Thierry Burkhard, has said.

According to Burkhard, the tighter new structure will make it possible to maintain relations with local military authorities, “gather intelligence” and “pursue operational partnerships”, among other tasks.

Instead of combat missions, French soldiers will essentially provide training and capabilities to partner countries, at their request.

In Ivory Coast, one of France’s strongest allies in West Africa, the reduction in military personnel has already begun, with the number of troops now at 600 from 900 several months ago.

In Senegal, France’s military presence is also shrinking.
The country’s new left-wing pan-Africanist president, Bassirou Diomaye Faye, has insisted on the importance of his nation’s sovereignty.

In May, Senegal’s Prime Minister Ousmane Sonko said the country’s wish to determine its path was “incompatible with the entrenched presence of foreign military bases”. But he did not call into question bilateral defence agreements.

The French base in Djibouti, which is home to 1,500 French troops, will not be affected by the downsizing.

France wants to retain a foothold in the small country located at the mouth of the Red Sea, on the western shore of the strategic Bab al-Mandeb Strait, through which around 40 per cent of international trade passes.

US gov pardons 175,000 convicts

The governor of the US state of Maryland issued a mass pardon of drug offences on Monday, in a far-reaching move forgiving 175,000 low-level marijuana convictions across multiple decades.

Democrat Wes Moore said his act — “the most sweeping state-level pardon” in American history — was aimed at addressing social and economic injustices disproportionately impacting tens of thousands of Black people.

Moore, the eastern state’s first Black governor, said he intended to right the “decades of harm” wrought by drug policy that had disproportionately targeted African Americans, depriving them of access to housing, education and employment.

Nearly half of all state drug arrests during the early 2000s were for cannabis, he said, with Black Marylanders three times more likely to be detained over cannabis-related charges than white residents.

And while the state’s population of six million is 33 per cent Black, more than 70 per cent of Maryland’s male incarcerated population is Black.

“Today, we take a big step enacting the kinds of policies that can reverse the harm of the past and to help us to work together to build a brighter future,” Moore said as he signed the pardons into law in a ceremony in the capital Annapolis.

“This is a big deal. This is a really big deal.”

He said the scope of the pardons — affecting some 100,000 people — amounted to a “sweeping and unapologetic” executive action by officials looking to erase criminal justice inequities as more states nationwide ease marijuana laws.

After a state-wide referendum, Maryland legalized cannabis for adults and retail sales of the drug in 2023.

The governor said the pardons would extend to anyone with a misdemeanour conviction for possession of marijuana or paraphernalia.

‘Modern day shackles’

“The data shows the deeply rooted bias in drug-related arrests and sentencing. Cannabis convictions for hundreds of thousands of people here in Maryland were Scarlet Letters, modern day shackles,” added Maryland’s Attorney General Anthony Brown.

“This morning, I can almost hear the clanging of those shackles falling to the floor.”

The pardons will not result in anyone being released from jail, the governor’s office said.

The action was cheered by criminal justice reform activists including Jason Ortiz, director of strategic initiatives for the Last Prisoner Project, who recounted being arrested at 16 for cannabis possession.

“I was thrown out of school, denied access to my high school education, ripped from my family and my friends, and had to endure two years of isolation for a simple cannabis possession charge,” he said.

“The Last Prisoner Project applauds Governor Moore (and) his administration’s actions to rectify the historic racial disparities caused by cannabis prohibition… Today is literally the most powerful day in cannabis justice history for the entire nation. That’s an incredible thing.”

Heather Warnken, executive director at the Center for Criminal Justice Reform at the University of Baltimore Law School, called the action a “win for thousands of Marylanders getting a fresh start,” but also a victory for the legitimacy of the justice system itself.

“We have a lot of work to do, but for this moment here today, we celebrate this first step,” she said.

“We celebrate the justice and dignity and restoration that it represents and, filled with that momentum, tomorrow, we keep forging ahead.”

India sacks head coach after World Cup hopes dashed

India’s head coach Igor Stimac has been sacked after the team’s poor performance in World Cup qualifiers, the football federation said Monday.

India’s 2-1 defeat to Qatar earlier this month dashed their dreams of reaching the third round of the Asian qualifiers for the World Cup for the first time.

India ended third in the group, behind Kuwait and Qatar.

“Noting the disappointing outcome of the Senior Men’s National Team’s FIFA World Cup 2026 qualification campaign, the members unanimously agreed that a new Head Coach would be best placed to take the team forward,” the All India Football Federation (AIFF) said in a statement.

“A notice of termination has been issued to Mr. Stimac by the AIFF Secretariat, and he stands relieved of his obligations with immediate effect”.

After India’s defeat to Qatar, Stimac condemned what he called an “irregular” goal.

India had scored in the first half and were on course for a footballing landmark until Youssef Ayman equalised in the 73rd minute.

The goal was hugely controversial, with some television replays appearing to show that the ball had gone out of play just beforehand.

India’s players, some of whom had stopped in the belief the ball had gone out, vehemently protested.

But with VAR technology not in use, the goal stood.

Asian champions Qatar, who had already qualified for the next round, scored the winner five minutes before the end to seal India’s fate.

Two men stab sex worker to death in Abuja hotel

A woman identified as Zara Tua has been stabbed to death by two men who had checked her into a hotel.

The incident was said to have occurred on Sunday night at a hotel in the Kubwa area of the Federal Capital Territory.

Our correspondent gathered that one of them stabbed the lady with a pair of scissors after an argument broke out between Zara and the men in the hotel room.

A resident living close to the hotel who pleaded anonymity told our correspondent that the lady was a sex worker.

He added that she was stabbed in the stomach and some other areas.

The source said, “We woke up this morning to the news of the death of a commercial sex worker in a hotel in Kubwa here. What we heard was that an argument occurred between her and the two men.

“She was stabbed by one of them in seven different places including in her stomach.

“The police have been here to evacuate the corpse to the mortuary. We learnt that two persons have been arrested.”

When contacted the FCT police spokesperson, Josephine Adeh said two persons have been arrested in connection with the lady’s murder.

Adeh said, “The FCT Police Command received a distress call from Galaxy Hotel Byazhin that one Maman Ajiya and Usman Lawal both males of no known address lodged in the hotel with one Zara Tua.

“A disagreement later ensued between the trio which led to Zara Tua being stabbed with scissors. Upon receipt of the report, Police operatives from the Byazhin Police Division immediately deployed to the scene. Upon arrival, they met the said Ajiya was beaten to a stupor by an angry mob.

“The victim and suspects were rushed to Kubwa General Hospital where the doctors on duty confirmed the victim dead.”

Adeh said Investigation had commenced on the matter.

ALGON seeks four-year tenure for LG officials

The Association of Local Government of Nigeria has called for the adoption of a unified four-year tenure for elected local government officials in the country.

Alhaji Aminu Muazu-Maifata, National President of ALGON made the call in an interview with newsmen on Monday in Lafia.

Muazu-Maifata said that the move would ensure good governance and quality representation at the grassroots levels.

The president called on the National Assembly to urgently amend the nation’s constitution to unify the tenure of local government officials across the country.

“The tenure of local government officials should be made four years to enable us to deliver on our campaign promises to the electorate.

”It is unfortunate that the tenure of local government officials in some states is even one or two years.

”So, I wonder how these officials will deliver good governance within such a short period,” he lamented.

On the N62,000 minimum wage proposed by the Federal Government, the ALGON boss called on the federal government to increase the monthly allocations of the 774 local government areas in the country.

He maintained that the move would enable the councils to pay the new minimum wage when it finally becomes a law.

Muazu-Maifata, who is the Chairman of Lafia Local Government Area of Nasarawa State, however, lauded Governor Abdullahi Sule for granting autonomy to all the councils in the state.

He called on other governors to emulate Sule toward the overall development of the country, particularly the grassroots.

On the security of Lafia, he explained that the partial curfew imposed in the locality was a measure to tackle the increasing rate of kidnapping and other crimes within the state capital.

“We restricted the movement of motorcycles between 6 p.m. and 6:00 a.m. and tricycles between 8 p.m. and 6 a.m.

“This is because security reports have it that criminal gangs are using these two means of transportation to perpetrate crimes and operate between the restricted hours,” he explained.

Muazu-Maifata, however, said that the security situation in Lafia has improved, adding better strategies would be adopted for the safety of lives and property.

CSOs drum support for shippers council regulatory bill

A body of 45 civil society groups under the aegis of the Coalition of Civil Society Groups in Nigeria for the Promotion of Accountability and Transparency in Governance has thrown its weight behind the proposed Nigeria Shippers Council Regulatory Agency.

Recall that a Bill for an Act to repeal the Nigeria Shippers’ Council Act and enact the Shipping and Port Economic Regulatory Agency Bill and Related Matter passed a second reading in the House of Representatives in March 2024.

Consequently, the House Committee on Shipping Services and Related Matters, on Monday, May 27, 2024, held a one-day hearing to gauge public feedback and input on repealing the Nigerian Shippers Council Act (Cap N133, LFN 2004) as a prelude to enacting the Nigerian Shipping and Port Economic Regulatory Agency Bill.

The bill aims to empower the Nigerian Shippers Council to effectively regulate the shipping industry, protect the interests of shippers, and promote economic growth.

Addressing a press conference on Monday, a spokesman for the group, Nwogu Ndubisi, commended the Committee on Shipping Services for its inclusivity, giving stakeholders the platform to make inputs to the bill at a public hearing.

According to him, the proposed legislation will bring about “The much-needed transparency, accountability, and efficiency to the sector while strengthening the Shippers Council’s regulatory powers, reducing costs, increasing competition, and improving service delivery.”

He said, “Our coalition is pleased to note that 99 per cent of the opinions expressed at the public hearing were in favour of the Bill as presented.

“We also note that a few amendments were suggested, which the House Committee on Shipping Services, ably led by Abdulsamad Dansuki, has promised to take notice of. Such an accommodating disposition is what the electorate expects of our lawmakers, and we look forward to the House sustaining this trend.

“We want to specifically commend the Speaker of the House of Representatives of the Federal Republic of Nigeria, Tajudeen Abbas for the speedy consideration of the bill by the People’s House under his leadership.”

The group also called on the parliament to push on until the bill is passed by the parliament given what it called “The significance of the bill and the positive impact it would have on the lives of Nigerian citizens.”

He continued, “We plead with Senate President, Godswill Akpabio that Nigerians are eager to see the Senate replicate the pace the House has adopted in treating the bill.

“We are of the view that such accelerated handling of the Shipping Council Regulatory Bill aligns with the Senate President’s commitment to tackle inflation, economic hardship, and difficulties that Nigerians are facing. We look forward to commending the Senate for the manner it will treat the bill when it comes to the Red Chamber for concurrence.

“Our final appeal goes to the President and Commander-in-Chief of the Federal Republic of Nigeria, Bola Ahmed Tinubu, for his speedy assent when the bill is transmitted to the Presidency. With the passion he has shown for rebooting Nigeria’s economy to its optimum, we do not doubt that Mr President will treat the Shipping Council Regulatory Bill with the same urgency with which the Students Loan Bill was treated to become an Act.

“We also laud the Honourable Minister of Marine and Blue Economy, Adegboyega Oyetola for getting it right with the Shipping Council Regulatory Bill. The support he has mobilised so far shows his level of transparency and zeal to regulate the maritime economy.”

Focus on alleviating suffering, not buying presidential jets, Obi

The Labour Party Presidential flag bearer, Peter Obi, on Monday, faulted the Federal Government for contemplating adding new aircraft to the existing Presidential fleet.

Three days ago, the House of Representatives Committee on National Security and Intelligence mandated the FG to buy new aircraft for President Bola Tinubu and Vice-President Kashim Shettima.

The committee’s recommendation was contained in a report released after it investigated the status of the aircraft in the presidential air fleet.

The recommendation comes a few months after three planes from the Presidential Air Fleet were pencilled down for sale.

But Obi described the move as unacceptable and a clear show of insensitivity to the suffering of the Nigerian people.

Reacting on his X handle on Monday, the former Anambra governor disclosed that it was rather unfortunate that at a time when the country was making headlines over the economic crisis, occasioned by hyperinflation, a falling currency and widespread poverty, the FG was contemplating securing new presidential jets.

He said, “This demonstrates extreme insensitivity to citizens’ struggles. With rising insecurity, poverty, hunger, and homelessness, this decision highlights the disconnect that is apparent between the government and the people. It is unacceptable as the situation in the country today more than ever demands a more compassionate use of resources, prioritizing citizens’ welfare.

“It is on record that our presidential jets have an average age of 12 years, purchased when most Nigerians could afford necessities. Now, as our country faces significant challenges, including a high debt profile, our citizens are in even greater need. Instead of adding to our luxuries, we should be focused on alleviating their suffering and finding solutions to their problems.

“While we had earlier refurbished the old VP residence with $2 million, the over 100-year-old US Vice President’s house has only undergone wide-scale renovations twice, funded by taxpayers’ money; in 1993 and 2021. Every new US VP is free to finance any minor refurbishing from his funds.

“It is, therefore, time to stop this impunity, insensitivity, and shamelessness and refocus on the needs of our people. We must prioritize education, healthcare, and lifting our citizens out of poverty. Let us work together to build a nation that truly serves its people, not just the interests of a few.”

Veteran Spanish defender Sergio Ramos has told hometown club Sevilla his second stint with them is over after just one season, the La Liga outfit said on Monday.

In a career spanning over 20 years, Ramos carved himself a place in football history, winning the 2010 World Cup and two European championships with Spain as well as four Champions League titles with Real Madrid before going back to help struggling Sevilla survive a tricky season.

The 38-year-old Ramos racked up 37 appearances for Sevilla as they struggled to 14th in La Liga, getting through three coaches on the way.

Ramos left Sevilla at 19 for a 15-year spell at Real Madrid in 2005. He then spent two seasons at Paris Saint-Germain.

The inspirational defender has yet to reveal his destination for next season

The record seven-time Europa League winners said Ramos would bid farewell to fans on Tuesday after informing them on Monday his dream return to the club who brought him on from youth level was over.

“Sergio Ramos has informed Sevilla FC that he will not stay next season,” the club said in a statement.

“The club wishes to thank Sergio for the commitment, leadership and dedication that he has demonstrated this season, and wishes him the best for future.”

Sevilla captain and record appearance-maker Jesus Navas, also 38, left the club two weeks ago after 17 seasons.

FG denies renaming Murtala Muhammed Expressway

The Federal Government on Monday dismissed information that the Abuja Murtala Muhammed Expressway had been renamed Wole Soyinka Way.

The FG, in a statement signed by the media aide to the Minister of Information and National Orientation, Rabiu Ibrahim, clarified that the renaming of the expressway was never considered by the current administration.

The confusion stems from a recent event on June 4, 2024, when President Bola Tinubu inaugurated a new road in the Federal Capital Territory.

The new road, designated as Arterial Road N20, stretches from Katampe to Jahi, connecting the Outer Northern Expressway (also known as Murtala Muhammed Expressway) to the Northern Parkway (Ahmadu Bello Way).

During the inauguration, the FCT Minister, Nyesom Wike proposed that the new road be named after Nobel Laureate, Prof. Wole Soyinka, a suggestion that Tinubu approved.

Consequently, it is the Arterial Road N20 that now bears Soyinka’s name, not the Murtala Mohammed Expressway.

“We have noted the rumours being circulated that the Murtala Muhammed Express Way in the Federal Capital Territory, Abuja, has been renamed as Wole Soyinka Way. The renaming of the Murtala Mohammed Expressway Way has never been contemplated by this administration.

“For the record, on June 4, 2024, President Bola Tinubu inaugurated a new road in the FCT codenamed Arterial Road N20 (from Katampe to Jahi), which links the existing Outer Northern Expressway (also known as Murtala Muhammed Expressway) to the Northern Parkway (also called Ahmadu Bello Way).

“During the inauguration of the N20 (which is a new road), FCT Minister, Barrister Nyesom Wike, proposed to the President that the road be named after Prof Wole Soyinka, and the President agreed”, the statement read in part.

The government emphasised that the Murtala Mohammed Expressway remains unchanged, continuing to honour the legacy of the former Head of State, General Murtala Ramat Mohammed.

“Therefore, the Arterial Road N20 is named after Prof Soyinka. The Murtala Muhammed Expressway remains unchanged and continues to bear the name of our esteemed former Head of State, General Murtala Ramat Mohammed,” Ibrahim stressed.

Citizens were urged to disregard any misinformation suggesting otherwise, as such reports are false and unfounded.

“We urge all citizens to disregard any misinformation regarding renaming the Murtala Muhammed Expressway. The report is entirely false and only exists in the imagination of its purveyors”, the statement added.
