Inflation, youth unemployment fueling insecurity – Air chief

The Chief of Air Staff, Air Marshal Hasan Abubakar on Wednesday said the nation’s high inflation rate, youth unemployment and the harsh economy experienced are responsible for the nation’s security challenges.

Recall that shortly after his inauguration, President Bola Tinubu announced the removal of the fuel subsidy which was soon followed by the devaluation of the nation’s currency.

These actions, coupled with an inflation rate of 33.95 per cent, have caused great suffering for the masses.

Speaking during a meeting with the Branch Chiefs and Air Officers Commanding in Abuja, Abubakar said there was a need to review their performances.

He said, ” The harsh economic realities: high rate of youth unemployment, increasing inflation, and high multi-dimensional poverty have further aggravated the security situation in the country.

“Therefore, it is crucial that we have this leadership meeting to holistically review our performances and actions in the past 12 months in transforming the Nigerian Air Force to effectively meet the air power demands of Nigeria’s security.”

The Air Chief added that the war between Ukraine and Russia has led to “dire economic situations” in countries like Nigeria, fueling insecurity.

He said, “The Russian-Ukraine war created a significant economic disruption that negatively affected world food prices and led to higher costs of living, especially in vulnerable economies such as Nigeria. These dire economic situations fuel insecurity.

” And for the Nigerian Air Force, the Russia-Ukraine War has constrained our sourcing of aircraft spares and maintenance of the Mi-series helicopters that are crucial in our counter-terrorism/counter-insurgency operations.”

He also said the military takeover of governments in Burkina Faso, Mali, and Niger and their withdrawal from the Economic Community of West African States have hurt the region’s security architecture.

Abubakar said, “Looking at the West African sub-region, the upsurge in the coup d’etat and the withdrawal of Burkina Faso, Mali and Niger from the ECOWAS have negative impacts on our collective regional security architecture. Citing the failure of ECOWAS to address jihadist violence in their countries, the military junta has turned to Russia for security assistance.”

He warned that the withdrawal of troops from Mali and the Multinational Joint Task Force could cause the movement of weapons and terrorists into the country.

Abubakar said, “Additionally, the withdrawals of UN troops from MINUSMA, 2000 Chadian troops from Mali as well as Niger Republic troops from the Multi-National Joint Task Force could aggravate the security challenges in the Sahel Region, causing the influx of more weapons and terrorists into Nigeria. Invariably, this situation militates against our counterinsurgency efforts.”

The Ogun State Commissioner for Forestry, Taiwo Oludotun has debunked media reports suggesting that the state government is behind the brutalising of some farmers in Etemi Gerald, Area J1 of Omo Forest Reserves in Ijebu North Local Government area of the state

Oludotun said that the report was nothing but an attempt to blackmail and discredit the government’s intensified efforts to eject occupants of 17 illegal villages within government-owned forest reserves in the area.

The Commissioner alleged the illegal occupants were destroying the economic trees and the generally preserved biodiversity of the reserves to cultivate cocoa plantations which the government said were criminal acts and condemnable.

Oludotun said this on Tuesday in a press briefing held at the Ministry of Forestry, Governor’s Office, Oke-Mosan, Abeokuta.

Some farmers had alleged that some hoodlums destroyed their cocoa farm and their buildings in the said village because they refused to partake in oath-taking allegedly organised by the head of the village, Abiodun Akinbowale

When contacted for his reaction, the village head, Akinbowale denied organising any oath-taking but said that the state government is in the best position to comment on allegations of destruction of the cocoa plantations.

Speaking during the press briefing, Oludotun said that the government had in December 2023 met the occupants of the 17 illegal enclaves and told them to vacate their villages because they were illegal occupants in the government forest reserves.

He said that the villagers pleaded that the government should give them till 2024 January before any demolition is carried out.

Oludotun explained that “this particular area is called the Queen’s forest inside Area J1 of Omo Forest Reserves covering 1000 hectares and acquired in 1925. It is where we have the Elephant Concession, it is set aside to protect these animals fast going into extinction.

“The reserve was listed as one of the World Forest Heritage by the United Nations Educational, Scientific and Cultural Organization in 1977.

“Unfortunately, the inhabitants of Etemi Gerald entered into this natural heritage and illegally built houses, cultivated several hectares of cocoa farms after brazenly destroying economic and conserved tree species preserved for research purposes.”

Oludotun disclosed that all efforts made by the government to dissuade the steady destruction of the prized reserves yielded little or nothing.

He said it was even surprising that some criminal elements in the government reserve constituted themselves into militants and stockpiling arms with which they attack people and security agents.

Oludotun alleged that one of the militant groups is spearheaded by one Akinlolu Kehinde who he said has on many occasions hindered the ministry officials from carrying out their official assignments.

He said “To curtail this menace of continued destruction of economic trees planted with taxpayers’ money, running into billions of Naira, the ministry after a series of warnings, commenced the destruction of illegal farms and structures in the forest reserves.

“One of such was carried out on March 20, 2024. The destruction was done in conjunction with the law enforcement agency, the Nigeria Police.

“During this exercise, the team that went for the operation was fired at by unknown group of militia men hidden in the forest reserve but were subdued by the security team that accompanied the ministry’s officials. A total of 23 illegal buildings were demolished during the exercise.”

The Commissioner alleged that it is one Akinlolu Kehinde that was behind the current campaign of calumny against the government, saying the present administration of Gov Dapo Abiodun was committed to ridding the government forest of all the criminals hiding there.

He said, “This campaign of blackmail against the government is being spearheaded by one Akinlolu Kehinde.

“This is a man who has reported the government to Zone 2 office of Nigeria Police in Lagos State and failed. The case he also instituted against us was struck out. What he failed to get through the police and court is what he is trying to get through misleading reports in the media.”

The Commissioner disclosed that “it beats my imagination that Mr Akinlolu Kehinde could be so bold to the extent of blackmailing a government that is trying its possible best to protect the heritage handed over by our forefathers.”

Oludotun has however vowed that the government remained undeterred and will never rest on its oars until all those hiding in the government reserves to perpetrate all forms of criminal acts are sent packing.

PSC union demands Egbetokun’s removal over alleged flawed police recruitment

The workers union of the Police Service Commission (PSC) has called for the removal of the Inspector-General of Police, Kayode Egbetokun.
This demand was not unconnected with the alleged “deliberate misrepresentation and falsehood” in the just concluded police recruitment exercise.
The police in a statement last Saturday alleged that the exercise was marred by corruption.
The Joint Union Congress of the PSC has since denied the allegation.
The Chairman of the Congress, Adoyi Augustine Adoyi, in a chat with journalists on Wednesday said the action of the IGP was against his profession.
Adoyi said: “We begin this press conference with a clarion call on the President and Commander in Chief of the Federal Republic of Nigeria, Bola Tinubu to immediately relieve the IGP, Kayode Egbetokun of his appointment as IGP.
“Our concern comes from the fact that a public officer who misleads the president is causing confusion in the country and may lead to chaos which is antithetical to his duty as a police officer.
“His attitude has become only a replica of the biblical Haman who in deceiving his principal wanted to wipe out an entire nation but for the timely intervention of God. So we call on the president to responsibly relieve him of his duties for the following reasons.
“We have been furnished with reliable information indicating that elements within the Police Force attempted to smuggle over 1,000 names into the recruitment list.
“This manipulation was a grave breach of the recruitment process and a calculated attempt to undermine the credibility of the entire exercise.
“The allegations of fraud and several unwholesome acts levelled against the Police Service Commission and its staff are, to say the least, unfounded, spurious, speculative and most irresponsible, especially by the way the allegations were thrown into the public space even before official channel of communication for dealing with such a matter was explored.”
In refuting the claim by the Force headquarters that the recently concluded recruitment of 10,000 Police Constables was marred by irregularities and corruption the Congress said the police attempt to include their own on the list is unacceptable.
The union’s statement titled: “Re: “Police Confirms 2022 Constable Recruitment Process Marred with Irregularities, Alleged Corruption,” reads: “The attention of the Joint Union of the Staff of the Police Service Commission has been drawn to a Press Release with reference number CZ.5300/FPRD/FHQ/ABJ/VOL.6/178, dated June 15, 2024 and signed by the Force Public Relations Officer (FPRO), on behalf of the Inspector General of Police.
“The said Press Statement is not only in bad state but diversionary. It is sad to note that despite the unambiguity in the powers of the Police Service Commission (PSC) as clearly spelt out by the Constitution of the Federal Republic of Nigeria and the subsequent interpretation of such powers by the Supreme Court, the Nigeria Police Force will still not allow the Commission exercise its Constitutional powers to appoint persons into the Nigeria Police Force.
“This clandestine scheming by the Inspector General of Police to usurp such powers is obviously an affront on both the Nigerian Constitution and judgment of the Supreme Court.
“The Commission is at a loss why it is only during recruitment exercises that Police confrontation manifests suggesting obvious hidden interests and corrupt tendencies.
“To address the issues raised by the FPRO in the above release, it is worthy of note that after the Commission got judgement from the Supreme Court on the 11th of July, 2023 re-affirming it’s powers to amongst other things, appoint qualified Nigerians into the Police Force as stipulated in the paragraph 30 Part 1 of the Third Schedule of the Nigerian Constitution.
“The Commission shall have power to (a) appoint persons to offices (other than the office of the Inspector-General of Police) in the Nigeria Police Force.
“The Commission to ensure inclusiveness constituted a Recruitment Board comprising of a Commissioner from the Police Service (PSC) as Chairman, Deputy Inspector-General of Police, Development and Training Department as Co-Chairman/Deputy Chairman, CP Hassan Yabanet representing Police Training Colleges (NPF), Deputy Commissioner of Police (DCP) Olabode Akinbamilowo as Secretary to the Board amongst others.
“The Board had representatives from virtually all the stakeholders in the Police Sector such as The Commission, the Police, Ministry of Police Affairs, Federal Character Commission, the Police Colleges and the Police Trust Fund.
“The claim that the Recruitment Board was crippled and was not allowed to function, was no doubt a fallacy as the Board severally met before the release of the list of successful candidates.
“The same Board met and endorsed the list that was released on the 4th of June, 2024 at their usual meeting point, PSC Corporate Headquarters, with the DIG Training, Mr Frank Mba and other Police representatives in attendance.
“Meanwhile, it is also worthy of note that the Police had shortlisted and concluded the exercise without the knowledge of the Board and PSC.
“They had the effrontery to submit the list to the Commission. They wanted a meeting of the Board where they had planned to force the list on the Board but unfortunately their plans collapsed.
“For example, this takes us back to 2019 when the then IGP hijacked the list of candidates of the smooth on-going recruitment exercise from the Commission in the guise of having the list to prepare the training colleges for the training purposes and ended up smuggling hundreds of names of persons who neither applied nor participated in the screening process.
“A case in study is Nasarawa State with 13 Local Government Areas that is supposed to have had 253 successful candidates but ended up having 528 after the NPF had sneaked 275 candidates in excess.
“That culminated into the Commission instituting a legal action against the NPF over our mandate.”
“The Commission demands a forensic audit of the Joint And Martriculation Board Computer Based Test results and compare it with the list released by the Commission.
“We insist that the list of the successful candidates as released by the Commission is open to any Body or Organization for forensic examination to establish it’s authenticity.
“The Commission will not at any time involve itself in any untoward activities in the process of recruiting qualified Nigerians into the Nigeria Police Force.
“The Police and any other interested bodies are very free to investigate any act of financial dealings and corrupt practices as alleged by the Force Public Relations Officer.
“Finally, considering the power and mandate of the Commission as derived from the 1999 Constitution of the Federal Republic of Nigeria (and eventually reiterated, interpreted and established by the Supreme Court judgement of the 11th of July, 2023) and the 2001 Establishment Act of the Police Service Commission, the Commission is the only Executive Body charged with the responsibility, amongst others, of appointing qualified Nigerians into the Nigeria Police Force.
“However, as we mentioned earlier, based on the democratic nature, sense of responsibility, inclusiveness and transparency of the Commission, it has always involved other relevant Bodies, including the NPF, in the recruitment process.
“However, we would not succumb to any form of blackmail and threat as demonstrated by the Inspector-General of Police in the Press Release with reference number CZ.5300/FPRD/FHQ/ABJ/VOL.6/178, dated June 15, 2024 by the Force Public Relations Officer (FPRO), signed on behalf of the Inspector General of Police,“ It added.

LAWMA tasks residents on hygiene, proper waste management

As the state government increases control measures to manage the spread of Cholera outbreak in the state, the Managing Director of the Lagos Waste Management Authority, Dr Muyiwa Gbadegesin, has called on residents to observe personal and domestic hygiene at the best standard.

This is as he advised them on proper waste management practices to curb the spread of the rampaging disease.

The LAWMA boss issued the advice in his office to guide residents against the recent outbreak of the disease, which has claimed some lives, leaving many hospitalised.

Cholera, a severe diarrheal illness caused by infection with the bacterium Vibrio cholerae, spreads primarily through contaminated water and food, thriving rapidly in unsanitary conditions.

“The outbreak of cholera in the state is a serious public health concern. Every resident must take proactive measures to prevent further spread of the disease. Ensuring proper personal and domestic hygiene, including efficient waste management, will go a long way in curbing the spread of the fatal disease,” a statement on Wednesday by the Director of Public Affairs, LAWMA, Kadiri Folashade, quoted Gbadegesin to have said.

In the copy of the statement made available to our correspondent, the LAWMA boss suggested precautionary measures including proper waste disposal; ensuring safe drinking water; frequent hand-washing with soap; food safety practices and use of proper sanitation facilities among others.

He admonished residents to shun indiscriminate refuse dumping and to imbibe the practice of bagging and disposing of their waste using covered bins, to prevent the spread of diseases by vectors, and to ensure seamless evacuation by assigned PSP operators.

Gbadegesin said the authority would continue to intensify efforts at making sure that waste generated across the state was promptly and efficiently managed, with service providers working around the clock to clean up black spots.

He further appealed to residents to always wash their hands when they come in contact with waste, either while bagging or putting in covered bins, urging them to align with the state government’s environmental and health safety policies, by avoiding reckless waste dumping in drains, road medians, among other negative environmental practices.

“We are fully committed to the health and safety of every Lagosian. Our teams are on the ground, ensuring that waste is properly collected and disposed of to minimise health risks. However, we need the cooperation of all residents to maintain a clean and safe environment,” he stressed.

The agency had over the years championed the campaign on the importance of waste bagging and proper containerisation, through various programmes and initiatives.

As the outbreak generates more concern, the Lagos State Government in an advisory issued on Monday to parents, guardians, and school authorities urged all to adhere to safety guidelines to ensure the health and safety of children.

It called for adherence to precautionary measures to ensure children’s safety amid the cholera outbreak as schools resume from the mid-term and Sallah break.

It also called for daily health checks and monitoring of a child’s health for symptoms such as the passage of frequent watery stool with or without vomiting.

The government also appealed to parents to keep their children at home if they exhibit any signs of illness and seek medical advice.

The state called for hand hygiene by ensuring a child carries a hand sanitiser and encouraging frequent hand washing with soap and water, especially before meals and after using the restroom.

It also advised schools to ensure that all school food handlers follow strict hygiene practices to prevent contamination and the spread of cholera.

The government appealed to parents to stay in touch with their children’s school for updates on health guidelines and report any health concerns to the school promptly.

The state government had on June 11 alerted residents on the outbreak of cholera in the city.

The state Commissioner for Health, Prof. Akin Abayomi, had disclosed that laboratory tests confirmed that the outbreak was highly aggressive and contagious, with potential for widespread transmission.

Abayomi disclosed that 350 suspected cases of cholera were reported in 29 wards across multiple local government areas in the state.

According to him, there are 17 confirmed cases and 15 fatalities attributed to severe dehydration caused by delayed presentation at health facilities.

In response, the United Nations Children’s Fund called for extensive measures to protect school children against the cholera outbreak in the country.

UNICEF said cholera “critically affects” children and the young population, noting that efforts should be made to protect them.

The agency called for efforts to prevent disruption in the academic calendar over the spread of the disease.

The New Nigeria Peoples Party, NNPP, has distanced itself from the allegation that the Federal Government was planning to declare emergency rule in Kano State.
The party’s National Publicity Secretary, Abdulsalam Abdulrasaq, made the clarification in a statement in Abuja on Wednesday.
According to him, the unfounded allegation credited to the party’s 2023 presidential candidate, Rabiu Kwankwaso, did not represent the party’s views.
Abdulrasaq said that the party had long expelled Kwankwaso from its fold, alongside some of his supporters in the Kwankwasiya Movement, for alleged anti-party activities.
He said aside being the party’s candidate in 2023, Kwankwaso does not speak for the party.
“Kwankwaso speaks for himself and we totally disagree with him on the allegation and undue interference in the Kano Emirate saga.
“It is an aberration for Kwankwaso to refer to himself as the national leader of the NNPP.
“The NNPP strongly believe the Emirate tussle in Kano State is an internal traditional issue and can be resolved by the indigenes of the state.
“As a party, NNPP cannot be dragged into the Emirate Tussle under any circumstance, in spite the fact that the governor is our member,” he said.

Cholera outbreak: NCDC may declare emergency – DG

The Director General of the Nigeria Centre for Disease Control and Prevention, Dr Jide Idris, on Wednesday, stated that it is considering declaring a state of emergency on cholera if cases recorded goes beyond manageable threshold.

Olajide spoke in Lagos during the Adetokunbo Alakija Memorial Travel Medicine Lecture held at Civic Centre, Victoria Island, orgainised by the Nigerian Society of Travel Medicine.

He maintained that based on the data that would be obtained from all the partners involved in the assessment, “if they look at the data and they decide that the situation has gone beyond a particular threshold, then we call it an emergency situation.”

He said the agency was still awaiting reports from the team conducting the investigation.

“So when they come, when they bring the data, if it has gone beyond a particular threshold, we declare an emergency,” he added.

According Online reports that as Nigeria battles a cholera outbreak in 30 states, the World Health Organisation, the United Nations Children’s Fund, and the International Organisation for Migration held an emergency meeting in Lagos on Tuesday.

The WHO Country Representative, Dr Walter Mulombo, disclosed this on his X handle.

The NCDC, in its recent report, said from January 1 to June 11, 2024, over 1,141 suspected and over 65 confirmed cases of cholera, resulting in over 30 deaths, have been reported from 96 LGAs in 30 states.

Amid this, the Lagos State Ministry of Health said it has recorded 350 suspected cases of cholera in 29 wards across multiple LGAs with 17 confirmed cases and 15 fatalities attributed to severe dehydration caused by delayed presentation.

After delivering his address on the theme: ‘Collaborative Platforms and Networks, Strengthening Travel Medicine in Nigeria,’ Dr Olajide, while responding to a question from our correspondent for an update on the Cholera outbreak, said the agency has been conducting a risk assessment.

He said, “We have been tracking cholera cases and we are documenting them. For the last two or three weeks, the incidence shot up, with a rising number of deaths and that is why we started investigating and this is where Lagos State came in.”

He, however, warned that prevention and preparation were key to tackling such a disease outbreak.

“We must prepare; prevention means to create the facilities that you will need, the isolation centres, and look at the human resources you have.”

On her part, Governor Babajide Sanwo-Olu’s Special Adviser on Health, Kemi Ogunyemi, said cholera had much to do with the environment and the Ministry of Health had to work with environmental agencies to address the menace.

She said, “It’s all about the environment, it’s about water, it’s about what you eat, it’s about people defecating, and all that is flushed into the drainage system. It’s not just the Ministry of Health, we cannot work in isolation, and we are trying our best. We have programmes – the Water, Sanitation and Hygiene known as WASH. We are trying to get clean water into all (areas), we are looking at pipes that are broken, and the things that are not working, etc.”

Gunmen kill six in fresh Benue attack

Gunmen suspected to be local militias, on Tuesday, launched an attack on the Gugur community in Katsina-Ala Local Government Area of Benue State and killed six people.

Sources in the local government told our correspondent on Wednesday that the gunmen rode on motorcycles to attack the community between 9pm and 10pm.

Confirming the incident on Wednesday, the lawmaker representing the constituency in the state House of Assembly, Jonathan Agbidye, said that six people were killed in the attack.

He said, “Those people in that particular community were against the hoodlums; luck ran out of them and they got hold of two of them in April and killed them.

“So the incident that happened yesterday (Tuesday night) was just a revenge mission. But the place is calm now. We went there with the police this morning.”

Also confirming the incident, the local government chairman, Shaku Justine, said that the militias attacked the community between 9pm and 10 pm on Tuesday.

Justine said, “It’s true that the incident happened yesterday between 9pm and 10pm. Six people were killed in the community.”

The chairman said he and the lawmaker representing Katsina-Ala at the state assembly, Agbidye, visited the community for an on-the-spot assessment, adding that normalcy is returning to the village.

When contacted, the spokesperson for the state police command, Catherine Anene, said she was yet to receive the report.

A seven-month-old baby girl suffered fatal injuries after being attacked by her family’s pet dog at their residence in the West Midlands city, Sky News reports on Wednesday.

The infant was rushed to the hospital with severe head injuries following the incident.

Despite urgent medical attention, the baby sadly succumbed to her injuries and passed away shortly after arrival at the hospital.

Sky News reports that the family’s pet dog, which was not considered a high-risk breed, was taken into custody by authorities and humanely destroyed as a precautionary measure.

In a statement, West Midlands Police said, “A baby has tragically died after being bitten by a pet dog at a home in Coventry.

“We were called to a property at Shorncliffe Road shortly after 3 pm on Sunday. Together with our ambulance colleagues, we arrived within minutes.

“A seven-month-old baby girl had received serious injuries to her head after being bitten by the family’s dog inside the home. She received treatment at the scene by paramedics before being rushed to hospital for further treatment.

“Tragically, she died a short time later. Our thoughts remain with her family at this devastating time.

“The pet dog, which isn’t classed as a dangerous breed, was removed from the home on Sunday and humanely destroyed.

“We are in the early stages of our investigation and our enquiries are continuing.”

Seven million Nigerian girls vaccinated against HPV in two weeks

Gavi, the Vaccine Alliance, said seven million Nigerian girls have been vaccinated against the human papillomavirus in two weeks.

Gavi who announced this in a press statement on Wednesday, stated that the significant milestone is a critical step in protecting girls from cervical cancer later in life.

The Federal Government on October 24, 2023, introduced the first phase of the HPV vaccine into the routine immunisation system, targeting over seven million girls between the ages of nine and 14.

The first phase encompassed 16 states, including Abia, Adamawa, Akwa Ibom, Anambra, Bauchi, Bayelsa, Benue, Enugu, Jigawa, Kano, Lagos, Nasarawa, Ogun, Osun, Taraba, and the Federal Capital Territory.

The Coordinating Minister of Health and Social Welfare, Prof Muhammad Pate, said about 4.95 million girls aged nine to 14 were vaccinated against the HPV in the first phase of the vaccination.

The second phase which began on May 27, encompassed the remaining states – Borno, Cross River, Delta, Ebonyi, Edo, Ekiti, Gombe, Imo, Kaduna, Katsina, Kebbi, Kogi, Kwara, Niger, Ondo, Oyo, Plateau, Rivers, Sokoto, Yobe, and Zamfara.

HPV is a common sexually transmitted infection that has a silent harbinger of several types of cancers, including cervical cancer.

According to the World Health Organisation, cervical cancer is the second most frequent cancer among women in Nigeria and the second most frequent cancer death among women between 15 and 44 years of age.

In 2020, The Global Cancer Observatory estimated that over 12,000 cervical cancer cases are diagnosed annually in Nigeria. Introducing the HPV vaccine into the routine immunisation schedule is critical to preventing HPV infections, a primary cause of cervical cancer.

“In October 2023, Gavi partnered with the Nigerian Ministry of Health and Social Welfare, the National Primary Health Care Development Agency, the World Health Organisation, and the United Nations Children’s Fund to introduce the HPV vaccine into the national immunization programme.

“Building on this success, Gavi further expanded its collaboration with Girl Effect in May 2024 to focus on reaching girls with critical information and ensuring vaccine access,” Gavi’s Gavi’s statement read partly.

Gavi noted that by vaccinating seven million girls in just two weeks, Nigeria has made significant progress towards its goal of reaching 16 million girls by 2025.

The Chief Executive Officer of Gavi, Dr Sani Nishtar stated, “This achievement is a testament to the tremendous collaboration between Gavi, the Nigerian government, and our partners. By prioritising girls’ health, we are empowering a generation and helping to save countless lives.
