Flutterwave teams up with EFCC to tackle financial fraud

Africa’s leading payments technology company, Flutterwave, has partnered with the Economic and Financial Crimes Commission to establish and lead a state-of-the-art Cybercrime Research Center.

In a statement on Thursday, the partnership was formalized on Friday, June 14, 2024, during the signing of a Memorandum of Understanding in Abuja between Flutterwave and the EFCC.

The high-level event was attended by the Executive Chairman of the EFCC, Mr. Ola Olukoyede; the founder and Chief Executive Officer of Flutterwave, Mr. Olugbenga Agboola; the Chief Compliance Officer, Mr. Mobolaji Bammeke; the Director of the American Federal Bureau of Investigation, Mr. Christopher Gray; and other senior officials from both the EFCC and the FBI.

Flutterwave stated that the initiative aims to intensify the fight against internet crime, enhance the security of business transactions, and provide a sustainable lifeline to youths across the country.

Reiterating the company’s dedication to the continent, Agboola said, “As the largest payments infrastructure company in Africa, we are committed to promoting secure and safe transactions. This initiative underscores our commitment to creating a fraud-free financial ecosystem and leading the charge in safeguarding transactions across Africa. We applaud the EFCC’s relentless efforts to combat internet fraud and other illicit activities in the financial sector.”

Olukoyede, in his comments, expressed his appreciation for the partnership, noting, “The EFCC is impressed with the strides and expanse of Flutterwave across Africa. This partnership marks a significant leap forward in our efforts to combat financial crimes and ensure a secure financial landscape for Nigerians. The Cybercrime Research Center will significantly enhance our capabilities to prevent, detect, and prosecute financial crimes.”

The MoU was signed by the Secretary of the EFCC, Mr. Mohammadu Hammajoda, and Olugbenga Agboola for Flutterwave, marking a pivotal moment in the collaborative efforts to enhance financial security in Nigeria and beyond.

The Cybercrime Research Center, to be established at the new EFCC Academy, will serve as a hub for advanced research, training, and capacity building in the fight against financial crimes.

The statement read, “It will focus on several key areas, including advanced fraud detection and prevention, collaborative research and policy development, youth empowerment and capacity building, and technological advancement and resource enablement.

“As the payments ecosystem continues to evolve, the prevalence of financial fraud remains a significant challenge, threatening the stability and trust in financial systems.

“This partnership between Flutterwave and the EFCC illustrates how public-private collaboration can effectively address these issues, paving the way for a more secure and prosperous economy in Nigeria and across Africa.”

Rivers caretaker chairmen resume, dissolve LGs’ committees

The Caretaker Committee Chairmen for the 23 Local Government Areas of Rivers State have assumed duties with the swearing-in of their members and dissolution of all standing committees in their respective councils.

Also, the chairmen dissolved all task forces set up by the ousted council chairmen, even as they pledged to pay all outstanding salaries owed to their predecessors.

Recall that Governor Siminalayi Fubara had on Wednesday sworn in the chairmen in Government House urging them to promote peace at all times, saying they can work from anywhere for the time being.

Speaking after swearing in his members adjacent to the council secretariat in Ogu, the CTC Chairman of Ogu/Bolo LGA, Evans Bipi, said his administration would focus on human capital development, economic empowerment, and employment generation to improve the quality of life of the people.

He also promised to embark on massive stomach infrastructure to reduce hunger and poverty as well as provide grants for small and medium-scale enterprises to boost the household economy in the area while urging his committee members to be dedicated to the discharge of their duties.

He stated, “There will be human capital development, we will support women and men doing business because infrastructure without food in your stomach is zero.” To the committee members, he said, “Be firm and honest while discharging your duties. None of you should be deterred or intimidated.”

He called on his predecessor and his team to return all government property in their possession.

“All council properties in the custody of the precious administration by anyone, be it power generating set, pen, and others should be returned because I will pursue you to the latter. I hereby dissolve all standing committees. If you are a standing committee, you stand dissolved,” he said.

In Eleme LGA, the CTC Chairman, Brain Gokpa, after swearing in his members said he would prioritize security and promised everybody along in the scheme of things.

“Many people have expressed fears that nobody can control Brain (himself), Brain is not a stupid person, he is a politician who knows that collectively we can achieve our aim because I know I cannot do it alone. We will carry our stakeholders and everybody along. So nobody should be scared.

“Fundamentally we will not play with security and no act of indiscipline. I have been active in the security of Eleme since 2015 so I know the dynamics of security in Eleme.”

While condemning the destruction of property in the council secretariat by hoodlums, he announced the dissolution of some youth councils and standing committees.

“All standing local government committees are hereby dissolved. The revenue director should take charge of all revenues pending the appointment of committees.”

In Khana LGA, the newly sworn-in CTC Chairman, Marvin Yorbana, promised to run an all-inclusive government where young people, the elderly, and women will be empowered.

Yorbana, shortly after swearing-in members charged them to work together to build the LGA, saying, “For our members let us work together as a team, collaborate, put ideas together even with the leaders of Khana both at the community and government levels, women and youths to make us succeed,

“This government is one of empowerment. We want to build the capacity of our people and attract businesses to Khana.”

He promised to immediately execute the directives of the Governor to pay the salaries of workers and announced the dissolution of all former appointees in the area.

“All committees, both standing and whatever remain suspended from today, and anybody going on behalf of Khana LG to collect revenue from anybody or on behalf of the council should stop forthwith. Immediately we will ensure that salaries are paid, even the outgone LG chairmen and councilors.”

Liverpool boss Arne Slot joked Thursday that TNT Sports selected the Reds’ opening match of the new Premier League season at Ipswich for a lunchtime kick-off because Jurgen Klopp was no longer in charge.

“It’s different to a normal 12.30 because it’s not after a game in Europe. Looking forward to it. A promoted team so it’s going to be special for them as well.”

The 45-year-old Dutchman added, “I think every team might prefer a home game to start with, but we’re going to face Ipswich and we are looking forward to that.”

Binance in trouble again, as India slams hefty fine on crypto firm for non-compliance with regulation

In the midst of its ongoing trial with the Nigerian government, cryptocurrency exchange platform, Binance Holdings Limited has been slammed with a fine of 188.2 million rupees ($2.25 million) by India’s Financial Intelligence Unit (FIU) for non-compliance with local anti-money laundering (AML) regulations.
A document titled ‘Order in original No. 10/DIR/FIU-IND/2024 in the matter of Binance u/s Section 13 dated 19.06.2024’ by India’s Financial Intelligence Unit (FIU), said the fine was for violating its money laundering law.
This is the highest ever fine imposed on any crypto entity for non-compliance to AML laws in India.
“Due to Binance’s ongoing provision of services to Indian clients and operations within India without adhering to its statutory obligations under the PMLA a Notice dated December 28, 2023, was issued to Binance pursuant to Section 13 of the Act, compelling Binance to demonstrate why appropriate action should not be undertaken against it for its dereliction of duties under the Act, despite its status as a Reporting Entity owing to its operations as a Virtual Digital Asset Service Provider (VDA SP).

“After considering the written and oral submissions of Binance, the Director, FIU-IND, based on the material available on record, found that the charges against Binance were substantiated” the FIU announcement said.
“Consequently, the Director FIU-IND” ordered the imposition of a “total penalty” of approximately $2.2 million on Binance along with “specific directions to ensure diligent compliance with the obligations.”
“We call upon all industry participants to strictly adhere to laws related to anti-money laundering (AML) and combating the financing of terrorism (CFT),” said Dilip Chenoy, Chairman, Bharat Web3 Association.
In India, virtual digital asset service providers like crypto exchanges are required to be registered with the FIU as a reporting entity and comply with its anti-money laundering rules.
In May, Binance had registered with the FIU as the exchange sought to resume operations in the country after the watchdog issued show-cause notices to nine offshore exchanges operating in violation of local rules.

Lagos cholera death toll hits 21, cases rise to 401

The Special Adviser to the Lagos State Governor on Health, Dr Kemi Ogunyemi, said that the suspected cholera cases in the state have increased to 401 with 21 fatalities.

The statement noted that Lagos Island, Kosofe, and Eti Osa recorded the highest numbers.

This was disclosed in a statement on Thursday signed by the Director of Public Affairs at the state Ministry of Health, Tunbosun Ogunbanwo.

Cholera is a food and water-borne disease caused by ingesting the bacteria— Vibrio cholerae — in contaminated water and food. Cholera can cause severe acute watery diarrhoea, and the severe forms of the disease can kill within hours if left untreated.

In Nigeria, cholera is an endemic and seasonal disease, occurring annually mostly during the rainy season and more frequently in areas with poor sanitation.

“Following the last update on the cholera outbreak in Lagos, which reported 350 suspected cases and 15 fatalities, the Special Adviser to the Lagos State Governor on Health, Dr Kemi Ogunyemi, disclosed that the total number of cholera cases has increased to 401 across Lagos, with Lagos Island, Kosofe, and Eti Osa recording the highest numbers.

“Dr. Ogunyemi revealed this today while providing an update on the outbreak after meeting with members of the Lagos State Public Health Emergency Operations Centre. She added that the death toll has also risen to 21, an increase of six from the previously reported 15 fatalities,” the statement partly read.”

According to Ogunyemi, the rise in cases was anticipated following the Ileya festivities, during which large gatherings occurred.

She, however, noted that suspected cases are subsiding across Local Government Areas, particularly in previously affected LGAs due to the state government’s interventions and surveillance efforts.

The Special Adviser stated that the government, through the Ministry of Health and other sister agencies, is maintaining rigorous surveillance and monitoring of the situation and implementing planned programs and activities to curb the spread.

“The Ministry of Health, in collaboration with the State Ministry of Environment and its agency, the Lagos State Environmental Protection Agency, continues to collect samples of water sources, food, and beverages to identify the source of contamination. We have also intensified our surveillance activities in communities, particularly in affected local government areas, to address the situation head-on.

“We are also working with the Ministry of Basic and Secondary Education as well as the Ministry of Tertiary Education to ensure all precautions are taken in our schools to protect children and scholars as they return. Residents must, however, remain vigilant, practice good hand hygiene, and participate in community sanitation activities to stop the spread of cholera,” she stated.

She advised that citizens seek medical attention immediately if they experience symptoms such as watery diarrhoea, vomiting, abdominal pain, general malaise, and fever, stressing that cholera treatment is provided free of charge at all public health facilities.

While noting that Governor Babajide Sanwo-Olu remains committed to ensuring that residents of Lagos receive quality and affordable health care, the Special Adviser extended the gratitude of the State Government to local, national, and international partners—including the United Nations Children’s Fund, the World Health Organisation, the Nigeria Centre for Disease Control and Prevention, the Nigerian Institute for Medical Research, Red Cross, and others—for their support in combating the outbreak.

“Appreciation is also extended to the dedicated team of doctors, nurses, pharmacists, lab scientists, environmental health officers, Water Corporation officers, surveillance officers, heads of agencies, members of PHEOC, and volunteers who are working around the clock to combat the disease and keep Lagos safe,” Ogunyemi said.

CSOs petition NHRC, demand probe of insecurity in South East

A coalition of civil society organisations has petitioned the National Human Rights Commission, demanding an urgent and thorough investigation into the escalating insecurity and systematic human rights violations in Southeast Nigeria.

The groups, in a co-signed petition on Thursday, noted the frequency of organised attacks, killings, extortion, sexual violence, and destruction of properties in the region, and urged the NHRC to deploy all resources available to it, including appointing a Special Investigation to inquire into such incidences.

They faulted the FG’s one-dimensional approach to the rising insecurity in the southeast, as well as the deployment of military forces rather than dialoguing with the agitators, noting that the strategy only escalated insecurity fuelling the circle of violence.

“It is in the context of the rising and increasingly systematic abuse of human rights in the Southeast, the violation of well-established legal standards, and the failure of human rights duty bearers that we call on the National Human Rights Commission to investigate the state of human rights in the Southeast, including incessant killings and destruction of individual and communal property.

“We are concerned by the oppressive atmosphere of siege, impunity, and fear partly engendered by the federal government’s single narrative that narrows insecurity in the southeast almost exclusively to the activities of the Indigenous People of Biafra.

“This single narrative explains why the federal government ignores other drivers and dimensions of insecurity and the need for a holistic and multidimensional approach.

“It also informs the federal government’s tendency to solely deploy force in its response to insecurity, and its neglect of community engagement and dialogue, as well as addressing the socio-economic and political root causes and drivers of crime and insecurity. This approach has contributed to escalating insecurity, fuelling the cycle of violence and resulting in gross human rights violations,” the petition read.

The petitioners also highlighted cases of abuse by both state and non-state actors including the invasion of the Igga Community in Enugu state, resulting in the death of a 70-year-old resident, Richard Okoye, and the killing of five persons by alleged herdsmen in Nimbo community in Enugu state.

Others include the massacre of persons arising from conflicts between Ezza-Effium and Ezza-Ezeilo communities in Ebonyi State; the sacking of communities in Orsu local government area of Imo State; the harassment and extortion of citizens at Checkpoint in the southeast, among others.

The coalition expressed confidence that an investigation into the cases would identify the root causes of the violence, the perpetrators, and the victims, and recommend measures to ensure justice and reparations.

They also called for the NHRC to hold federal, state, and local governments, as well as security agencies, accountable for their failures to protect human rights in the Southeast.

Some organisations who signed the petition were the Rule of Law and Accountability Advocacy Centre; the Initiative for Public Safety, Security and Educational Development in Nigeria; and the Vivacious Development Initiative, among others.

Serbia have threatened to pull out of Euro 2024 over chanting between fans at the match between Croatia and Albania on Wednesday.
Fans could be heard chanting during the 2-2 Group B draw about the killing of Serbians.
Serbia are in Group C and began the tournament with a 1-0 defeat by England on Sunday, and are billed to play their matchday two fixture on Thursday.
The general secretary of the Football Association of Serbia, Jovan Surbatovic, has called for the strongest sanction to be taken.
He told the Serbian state-owned broadcaster RTS: “What happened is scandalous and we will ask UEFA for sanctions, even if it means not continuing the competition.”

He added: “We will demand from Uefa to punish the federations of both selections.
“We do not want to participate in that, but if Uefa does not punish them, we will think how will we proceed.”

Serbia and Albania were also fined as fans from both countries displayed banners of nationalist maps, external in their opening matches.
“We were punished for isolated cases and our fans behaved much better than the others,” Surbatovic said.
“One fan was punished for racist insults and we don’t want it to be attributed to others. We Serbs are gentlemen and we have an open heart, so I appeal to the fans to remain gentlemen.”

Locally brewed liquor kills 34 in India

A locally brewed drink has killed 34 people in India.
The number of the dead, it is feared, may rise in the coming days as more than 100 people who drank the toxic alcohol and had to be taken to hospital are currently at the mercy of doctors.
According to local media reports, the deadly substance was prepared and consumed in the southern Indian state of Tamil Nadu.
Tamil Nadu’s chief minister, Muthuvel Stalin, was quoted Thursday as saying that the 34 died “after consuming liquor that was tainted with methanol.”
He had earlier said in a post on the social media platform, X, that those involved in the crime had been arrested.
“Action had also been taken against officials who failed to prevent it,” he added, asserting that “Such crimes that ruin the society will be suppressed with an iron fist.”
Deaths from illegally brewed liquor abound in India where the vast majority of alcohol seekers lack the means for safer brands.
The mix of black market substances, often spiked with low-priced but dangerous chemicals to increase potency, is cheaper to brew and buy and as such attractive to brewers and consumers alike.
