Drug Abuse: NDLEA arrests 454 suspects in Adamawa in one year

The National Drug Law Enforcement Agency, Adamawa Command, says it has arrested no fewer than 454 suspected illicit drug traffickers/peddlers from June 2023 till date.

State Commander of NDLEA, Mr Samson Agboalu, disclosed this on Friday at a news conference to begin the commemoration of the 2024 International Day Against Drug Abuse and Illicit Trafficking in the state.

The News Agency of Nigeria reports that World Drug Day with the theme: “The Evidence is Clear: Invest in Prevention” is celebrated annually on June 26 globally.

Agboalu said that the arrest figure made by the agency reflected a 9.38 per cent decrease from the 501 arrests made in the previous year.

He noted that the drug seizures significantly increased, with a total of 4,732.128 kilo grammes of hard drugs confiscated.

”This is a 75 per cent increase from the 1,164.750 kg seized between June 2022 and June 2023.

“These seizures include a range of substances such as Cannabis Sativa, Methamphetamine (ice), Cocaine, Tramadol, Exol-5, Diazepam tablets, Codeine-based syrup, Rohypnol tablets, and Pentazocine injections.

“Our Drug Demand Reduction (DDR) efforts have also been fruitful, with 107 residential clients treated, counselled, and rehabilitated, and 222 trafficking clients receiving brief intervention counselling,” he said.

Speaking on prosecution efforts and forfeitures from June 2023 to date, he said 148 individuals were convicted, with a notable increase from 115 convictions recorded between June 2022 and June 2023.

“The highest sentences handed down were between 10 and five years imprisonment, with the least six months.

“Monetary forfeiture recorded an increase, with the sum of N851,153 forfeited to the Federal Government and deposited into the Treasury Single Account (TSA), compared to N729,480 in the previous year.”

The NDLEA commander called for the adoption of preventive measures as a strategic approach to addressing drug abuse in the state.

He said that it was imperative to invest in prevention through increased public education, and collaboration with communities by ensuring youths have access to accurate information to discourage drug use.

“As we reflect on the theme, it is clear that investing in prevention is a strategic approach that promises long-term benefits and only effective way to address the root causes of drug abuse.

“Evidence has shown that prevention programmes can significantly reduce the initiation of drug use, thereby reducing the burden on law enforcement and the healthcare system.

“By focusing on education, awareness, and early intervention, we can protect our communities, particularly the youth, from the devastating effects of drug abuse,” he said.

Agboalu also emphasised the need for collaborative effort in the fight against the menace, in order to create a future where children could grow up in safe, healthy, and drug-free communities.

SEC unveils guidelines for banks

The Securities and Exchange Commission has released a framework designed to support the Central Bank of Nigeria’s bank recapitalisation programme.

This framework, published on the SEC website on Friday, aims to ensure a smooth, transparent, and efficient capital-raising process for banks and holding companies participating in the programme.

This framework outlines the guidelines and procedures banks are required to follow to raise capital through rights issuance, private placements, or other approved methods during the 2024-2026 recapitalisation period.

On March 29th, the CBN directed an increase of capital base for Deposit Money Banks to improve productivity, establishing new minimum capital requirements, with international banks needing to raise their capital base to N500 billion, national banks to N200 billion, and regional banks to N50 billion.

It urged DMBs to expedite actions to increase their capital base to strengthen the financial system against potential risk.

The SEC framework is a direct response to the CBN’s recent directive for banks to bolster their capital base.

“This framework would help to ensure that the capital raising process is conducted efficiently, transparently, and in a manner that protects the interests of all stakeholders,” stated the SEC.

It outlines the specific guidelines and procedures that banks must adhere to when raising capital through various methods, including rights offerings, private placements, and other approved options during the 2024-2026 programme period.

The SEC acknowledges the rationale behind the CBN’s directive, highlighting the need to strengthen banks’ asset base and support economic growth in line with the government’s ambitious target of achieving a $1 trillion economy by 2030.

It also recognizes the capital market’s crucial role in facilitating this program by enabling banks to access the necessary funds and explore various business combinations.

“As the regulatory institution mandated to regulate and develop the Nigerian capital market, it has the responsibility to ensure a smooth, transparent, and efficient capital raise process by the banks.”

The framework establishes clear guidelines for banks to follow, promoting transparency and protecting the interests of all involved parties.

The commission further outlined a streamlined process for application submission stressing that applications and supporting documents must be filed electronically via the dedicated email address, [email protected].

The commission will review the submitted materials and electronically communicate any identified deficiencies to the applicants.

Applicants are expected to address these deficiencies promptly to avoid delays in the approval process.

Timely completion of the application process is crucial for banks seeking to raise capital within the designated timeframe.

The framework also outlines the consequences of incomplete applications.

“Where an application is returned for being incomplete – a penalty of N1,000,000 and a re-filing fee of N100,000 shall apply,” states the SEC. These penalties are designed to ensure banks submit complete and accurate information from the outset.

The SEC through the guidelines encourages banks and stakeholders to reach out for any clarifications or inquiries through a dedicated email address, [email protected].

The Capital Market regulator further clarified that the new framework builds upon existing rules and regulations. It should be “read in conjunction with the relevant provisions of the Investment and Securities Act, 2007 and the Commission’s Rules and Regulations.”

Furthermore, the SEC reserves the right to request additional information as deemed necessary. However, the framework also streamlines the process by allowing previously submitted documents (e.g., Memoranda and Articles of Association) to be referenced in subsequent transactions, provided no changes have been made.

Shaparenko, Yaremchuk rescue Ukraine from defeat

Roman Yaremchuk emerged from the bench to score the winning goal as Ukraine produced a stirring fightback to beat Slovakia 2-1 and kickstart their Euro 2024 campaign on Friday.

Slovakia knew victory in Duesseldorf would take them through to the knockout stage with a game to spare and they went ahead on 17 minutes thanks to Ivan Schranz, who netted the winner in the shock victory over Belgium in their opening game.

Ukraine came into this match reeling after losing 3-0 to Romania last time out but they dug deep here and equalised through Mykola Shaparenko nine minutes after half-time.

Shaparenko, of Dynamo Kyiv, then turned provider for Yaremchuk to score the decisive goal as Ukraine joined Slovakia and Romania on three points in a wide-open Group E.

Romania play Belgium, who are bottom without a point, on Saturday in Frankfurt before the final round of matches next Wednesday.

As they had before their first game against the Romanians, the Ukraine players emerged onto the sodden pitch in rainy Duesseldorf with Ukrainian flags draped over their shoulders.

They are present at the tournament amid the ongoing war in their homeland and it was impossible to avoid the political narrative of this match in particular.

Slovakia shares a border with Ukraine but the country’s populist Prime Minister Robert Fico – who survived being shot in an assassination attempt last month – is an opponent of military aid to the Ukrainians in its fight against the Russian invasion.

Last weekend Peter Pellegrini was sworn in as Slovakia’s new President after a campaign dominated by divisions over the war in Ukraine.

His predecessor, Zuzana Caputova, was a staunch Ukraine supporter, but Pellegrini is an ally of Fico and in favour of peace negotiations.

Slovakia, though, played with confidence after their fine result against Belgium, and Trubin made one stop from Lukas Haraslin before producing a fine reaction save to deny Schranz.

They were soon rewarded for their early pressure with the opening goal.

Trubin saved a David Hancko free-kick, then from the throw-in which followed Haraslin lobbed the ball from the byline to the back post for Schranz, of Slavia Prague, to head in.

However, Ukraine improved and were almost level just after the half-hour mark when a low strike by Oleksandr Tymchyk was tipped onto the far post by the fingertips of Slovakia goalkeeper Martin Dubravka.

They drew level on 54 minutes after a fine move which ended with Oleksandr Zinchenko’s low ball into the middle from the left being swept home by Shaparenko.

Rebrov’s team now had the momentum and they hit the woodwork again on 74 minutes when Mykhailo Mudryk struck the post from a tight angle after being set up by Yaremchuk.

It was Yaremchuk, the striker who has spent the season in Spain at Valencia, who got the winner as he controlled Shaparenko’s high ball over the top and poked past Dubravka to spark wild celebrations in the stands and tears of joy from the players at full-time.

Military hunts terrorists after Jihadists infiltration report

The Defence Headquarters on Friday, said it has intensified intelligence gathering efforts to ensure there are no hiding places for terrorists.

This comes as a Dutch think tank, Clingendael Institute, said jihadi fighters from the Sahel region have crossed into Nigeria through the Benin Republic border.

The organisation in a report on Wednesday stated that the extremists have settled in Kainji Lake National Park in Niger and Kebbi states, adding that banditry is re-emerging in zones controlled by a militant jihadist organisation in Benin, the Jama’a Nusrat ul-Islam wa al-Muslimin.

However, in a statement on Friday, the Director, Defence Media Operations, Edward Buba noted that the military has re-strategised to enable its smoke out the terrorists wherever they are hiding and kill them.

The statement read,” The armed forces have intensified intelligence collection efforts targeted at hunting terrorists and striking them where they may be hiding and hibernating. The aim is to kill these terrorists and the infrastructure that supports them. Additionally, operational adjustments have been made to prioritize protection for farmers to ensure a successful rainy season farming.

“Troops will continue to employ significant firepower to neutralize terrorists and disrupt their activities across the country. Winning the war against the terrorists is non-negotiable.”

Reeling out the achievements of the troops for the week, Buba said 220 terrorists were killed, while 202 kidnapped victims were rescued.

Buba added that several weapons were recovered from the terrorists.

He said, “During the week under review, troops neutralised 220 and arrested 395 persons. Troops also arrested 55 perpetrators of oil theft and rescued 202 kidnapped hostages.

“Furthermore, troops recovered 432 assorted weapons and 9,004 assorted ammunition. The breakdown is as follows: 3 PKT guns, one G3 rifle, 83 AK47 rifles, 18 locally fabricated guns, 16 Dane guns, 2 pump action guns, 2 double barrel guns, 2 single barrel guns, 8 locally fabricated pistols, 2 revolver rifles, one hand grenades, 14 RPG bombs, one RPG launcher, 2 tear gas launchers, 234 smoke grenades and one bandolier.

“Others are 5,893 rounds of 7.62mm special ammo, 2,064 rounds of 7.62mm NATO, 401 rounds of 9mm ammo, 200 rounds of 7.62 x 54mm, 154 rounds of 7.62 x 51mm, 195 live cartridges, 17 magazines, 3 baofeng radios, 8 vehicles, 32 motorcycles, 59 mobile phones and the sum of N813,550.00 only amongst other items.”

In the South-South, Buba said troops denied oil theft of the estimated sum of N1.9bn.

“Also, troops in the Niger Delta area discovered and destroyed 51 dugout pits, 38 boats and 51 storage tanks. Other items recovered include 215 cooking ovens, 2 speedboats, 44 drums, 3 tug boats, 3 barges, 4 wheelbarrows, one outboard engine, 15 vehicles, 3 motorcycles, 6 mobile phones and 105 illegal refining sites.

“Troops recovered 1,099,860 litres of stolen crude oil, 1,101,700 litres of illegally refined AGO, 27350 litres of DPK and 150 litres of PMS,” the statement added.

Death toll in Lagos cholera outbreak reaches 24

The death toll from cholera outbreak in Lagos State has increased to 24.
In a post on X platform on Friday, the government said 35 cases have been confirmed from 417 suspected cases in the state.
The state Commissioner for Health, Prof. Akin Abayomi, had last week confirmed the death of 15 persons from cholera outbreak across the city.
Six more fatalities were confirmed on Thursday as the government announced measures to check the growing cases.

Reps C’ttee seeks end to strike in Abuja varsity

The House of Representatives Committee on University Education has appealed to the Academic Staff Union of Universities at University of Abuja to call off its ongoing strike.

The Chairman of the committee, Abubakar Fulata, in an interview with newsmen shortly after Friday’s visit to Abuja said the appeal became necessary to prevent destabilising the academic calendar.

The lawmaker said the visit aligned with the constitutional provisions empowering legislators to carry out oversight functions over Ministries, Departments and Agencies (MDAs) to ensure compliance with the Appropriation Act.

He called on the institution’s management to judiciously utilise what was provided in line with the 2024 Appropriation Act.

He also advised them to seek additional ways to fund the university instead of relying almost on the government.

In his remarks, the outgoing Vice-Chancellor of the university, Prof. Abdul-Rasheed Na’Allah, commended the lawmakers for their visit and for intervening in the dispute between the school management and ASUU.

He lauded the committee for its efforts that resulted in the Federal Government removing universities from the Integrated Payroll and Personnel Information System (IPPIS).

“The removal of universities from IPPIS helped us from going to the Head of Service of the Federation and several MDAs before carrying out our functions like salary payment, appointments, and promotion among others,” he said.

US Supreme Court upholds gun ban on domestic abusers

The US Supreme Court on Friday upheld a federal law prohibiting domestic abusers from possessing a firearm, the latest legal ruling in the country’s fierce battle over gun rights.

It was the first gun case to come before the court — where conservatives hold a 6-3 majority — since a major decision issued in 2022 loosening gun restrictions.

“When an individual has been found by a court to pose a credible threat to the physical safety of another, that individual may be temporarily disarmed consistent with the second amendment,” Chief Justice John Roberts wrote in the 8-1 opinion.

“Since the founding, the nation’s firearm laws have included regulations to stop individuals who threaten physical harm to others from misusing firearms. As applied to the facts of this case, (the law) fits comfortably within this tradition,” Roberts said.

In the 2022 decision, the nation’s highest court said it would authorize only “reasonable” exceptions to the Second Amendment right to bear arms and would rely on historical precedents when it comes to regulating firearms.

That ruling left lower courts struggling to determine whether gun restrictions before them were consistent with “the history and traditions” of firearms regulation in the United States in the late 18th to the 19th century.

An ultraconservative appeals court ruled in March that a federal law banning gun ownership by people with domestic violence restraining orders was unconstitutional, for lack of historical precedent.

“A woman who lives in a house with a domestic abuser is five times more likely to be murdered if he has access to a gun,” Solicitor General Elizabeth Prelogar said in November last year as she made the case for upholding the federal law for the Biden administration.

“Congress may disarm those who are not law-abiding, responsible citizens,” she added.

“Throughout our nation’s history, legislatures have disarmed those who have committed serious criminal conduct or whose access to guns poses a danger.”

– ‘Trapped in amber’ –

She cited minors, individuals with mental illness, felons and drug addicts as among those prohibited from possessing firearms.

Indicating his agreement with the government’s position, Roberts — one of the bench’s conservatives — wrote that “some courts have misunderstood the methodology of our recent second amendment cases. These precedents were not meant to suggest a law trapped in amber.”

In the case before the court, police recovered a handgun and a rifle during a search of the Texas home of Zackey Rahimi, who had been implicated in five shootings in two months and was subject to a protective order on behalf of a former girlfriend which prohibited him from owning weapons.

Rahimi’s attorney Matthew Wright argued that there was no historical precedent for depriving his client of firearms without there being an actual conviction for a crime.

Dissenting from the court’s opinion, conservative Justice Clarence Thomas said states already have criminal prosecution as a tool for disarming anyone who uses a firearm to threaten physical violence.

“Most states, including Texas, classify aggravated assault as a felony, punishable by up to 20 years’ imprisonment… Thus, the question before us is not whether Rahimi and others like him can be disarmed consistent with the second amendment,” Thomas wrote.

“Instead, the question is whether the government can strip the second amendment right of anyone subject to a protective order — even if he has never been accused or convicted of a crime. It cannot.”

Some 100 gun control activists, including the actress Julianne Moore, carrying signs reading “Disarm Domestic Abusers” staged a demonstration outside the Supreme Court as the justices heard about 90 minutes of oral arguments last year.

Senator Amy Klobuchar, who filed a brief urging the court to uphold the ban, said in a statement the justices had protected a “common sense law that has been in place for 30 years.”

“Even with today’s outcome, we know there is more work to be done,” she added.

Insecurity: Nigerian Army gets Aviation Wing, acquires fighter helicopters

The Federal Government has established an aviation wing for the Nigerian Army, and acquired fighter helicopters for its operations.
According to the Director of Army Public Relations, Major General Onyema Nwachukwu, the BELL UH-1H, HUEY helicopters were received at the Nnamdi Azikiwe International Airport in Abuja on Friday.
He noted that the establishment of the Nigeria Army Aviation Wing would help strengthen operations.
Nwachukwu said the BELL UH-1H Helicopters were equipped with advanced sensors and enablers to conduct a range of missions, including reconnaissance, surveillance, rescue, logistics, transportation and medical evacuation.
The statement reads: “NA has taken a significant step in enhancing its operational capabilities with the delivery of the first batch of new aircraft. The berthing of the aircraft marks a significant milestone in the development of the Nigerian Army Aviation’s capacity to provide air support for ground operations.
“The aircraft BELL UH-1H, HUEY, helicopters, were formally received by the Chief of Army Staff, COAS, Lieutenant General Taoreed Lagbaja in a brief ceremony held at the Nnamdi Azikiwe International Airport, Abuja on Thursday 20 June, 2024.
“Receiving the aircraft, General Lagbaja, noted that the renewed drive to establish an NA Aviation wing was conceived by the then-former COAS, Lieutenant General Kenneth Minimah, rtd, in 2014, with a three-phase ten-year implementation plan.
“The COAS extolled former Chiefs of Army Staff, maintaining that their tenacity and drive, along with the collective efforts of personnel and Nigerian Government’s political will, have been instrumental in realizing the fruition of NA Aviation.
“Gen Lagbaja appreciated the various successive administrations for their support in training NA Pilots and Ground Crews as well as putting in place requisite structures.
“The Army Chief also appreciated the forerunners, particularly the sister services and the Nigerian Police Force Aviation wing, for their support and encouragement. He noted that the NA is spurred to serve the nation better with the acquisition of the new platforms and provide Nigerians, an enabling environment for economic prosperity.”

Terrorists turn on each other over disagreement, scores killed

Not less than 16 terrorists including two top commanders have been killed after two groups turned on each other in Maru local government area of Zamfara State in the early hours of Friday.
According to counter-insurgency expert and security analyst in the Lake Chad region, Zagazola Makama, who posted the news on X, the two top terrorists commanders were identified as Alhaji Nagala and Maikube, who have been engaging each other in a supremacy and territorial battle.
Writing on the incident, Makama said:
“In a shocking turn of events, a group of terrorists have killed each other in a brutal clash between rival factions. The incident occurred in a remote Northwestern region of Maru LGA where the terrorists had been causing havoc in the peaceful community.
“According to sources, the clash erupted when one faction attempted to gain control over a strategic territory held by the rival group. The fighting was intense, with both sides suffering heavy losses.
“Intelligence sources told Zagazola Makama that at least 16 terrorists were killed in the clash, including several top bandits commanders, amongst the prominent were Alhaji Nagala and Maikube
“The sources said that the rival factions have been at odds for months, with tensions escalating in recent weeks. The clash is seen as a significant blow to the terrorist organization, which has been weakened by internal divisions and infighting.
“The authorities have welcomed the news, stating that the elimination of terrorists is a positive development in the fight against terrorism.
“The incident is a clear indication that the terrorists are capable of turning on each other, and that their ideology is rooted in violence and destruction.”

Army rescues seven women, nine children in Borno

The troops of the Nigerian Army in Borno State have rescued seven women and nine children snatched from their homes by terrorists.

The victims were rescued in a series of coordinated counter-terrorism operations conducted by troops in collaboration with the Vigilante and Hybrid Force.

In a statement posted on X.com on Friday, the Army said one terrorist was killed and arms and ammunition were recovered during the operation.

The statement partly read, “In Gwoza Local Government Area of Borno State, troops executed an ambush operation targeting terrorists’ staging areas around Pulka and Ashagashiya. During the operations, troops made contact with the terrorists, neutralizing one, while others fled in disarray, abandoning their belongings.

“The troops successfully rescued seven women and nine children from the clutches of the terrorists. The troops also recovered one submachine gun, three bicycles, four blankets, cooking utensils, and several other items.”

Also, the Army said troops ambushed terrorists in the Komala area of Borno State, adding that one terrorist was killed during the ambush, and several weapons were recovered.

“Similarly, troops conducted an ambush operation in the Komala general area of Borno State. The operations resulted in the neutralization of one terrorist and the recovery of two AK-47 rifles with two magazines containing 29 rounds of 7.62 mm (Special) ammunition and 91 belted links of PKT ammunition.

“Additional items recovered include one SMG, two AK-47 rifles, one SMG magazine, nine rounds of 9 mm ammunition, and one motorbike.”

The Army noted that In a separate operation in Benue State, troops, in response to intelligence reports about terrorists’ movements in Ayati Village, Ukum LGA, launched a swift operation to stop the nefarious activities of the terrorists.

The statement added, “The terrorists, upon sighting the troops, fled, abandoning one AK-47 rifle, one Dane gun, two 83 mm launchers, four locally made launchers, and one rifle magazine. The troops also seized 19 rounds of 7.62 mm (Special) and five rounds of 5.56 x 45 mm ammunition and other assorted arms.”

The Army also stated that troops halted the payment of ransom to kidnappers in Kogi State.

It added that its troops, in collaboration with hunters, engaged the kidnappers in a gun duel and killed one of them.

“In another successful operation in Kogi State, troops responded to information regarding a planned ransom payment to kidnappers. Coordinating with vigilantes and local hunters, the troops engaged the kidnappers at the planned exchange point in Okunran Okoloke General Area.

“During the encounter, one kidnapper was neutralized, and an AK-47 rifle with a magazine containing 15 rounds of 7.62 mm (Special) ammunition and one motorcycle were recovered,” the statement added.
