Four migrants die, 63 rescued in English Channel crossing attempt

Four migrants drowned in the Channel overnight off Boulogne sur Mer on France’s northern coast while trying to cross to Britain, French maritime police said Friday.

A navy patrol boat went to the site after being alerted that several migrants had fallen into the sea while trying to cross the Channel, maritime police told AFP.

Four people winched out of the water by helicopter were dead but others were rescued alive, the police added.

This takes to 19 the number of people who have died this year trying to cross over to Britain from France on often overloaded boats.

Five migrants died on April 23 off the French coast while trying to make the perilous journey.

F‍our people found “unconscious” could not be saved, police added, while 63 were rescued.

BudgIT has said that Thursday’s Supreme Court judgment endorsing Local Government Autonomy is a fiscal governance and accountability win for Nigeria.
It disclosed this in a statement on Thursday by its Communications Officer, Nancy Odimegwu.
TVN reports that the Supreme Court on Thursday barred the 36 state governors from receiving funds for the 774 local government areas in Nigeria.
The judgment also stopped the governors from removing democratically elected Local government chairmen.
Reacting to the judgment, Gabriel Okeowo, BudgIT’s Country Director said that the development would bring transparency to local government allocations.
It called for restricted adherence and implementation by all stakeholders.
“This ruling is a victory and a significant step towards enhancing fiscal transparency, accountability, and local governance in Nigeria.
“In light of this, we call for strict adherence to this ruling and urge all stakeholders, including state governments, to respect the rule of law and uphold the principles of fiscal responsibility,” he said.

73-year-old female weightlifter, boxer wows Nigerians with incredible fitness

In a remarkable display of fitness and determination, 73-year-old Roseline Umar has captured the admiration of Nigerians with her impressive weightlifting and boxing routines, According Sports Extra reports.

A video of Mrs. Umar showcasing her workout regimen went viral, sparking widespread praises and amazement.

During an interview with the BBC, Umar explained how her commitment to the gym has transformed her life, making her feel youthful and energetic.

“I feel like I have a younger woman’s body,” she highlighted her love for bench pressing and jokingly warned people not to mess with her because of her knowledge of boxing.

Mrs. Umar’s fitness journey began when she sought to lose weight and alleviate joint pain that disrupted her sleep. After consulting with a doctor, she was advised to visit the gym and shed at least 10 kilos.

For the past 16 years, she has been waking up at 6am five days a week to work out and has no plans to stop. She emphasised the importance of regular exercises and encouraged others to adopt a similar lifestyle.

The video of her workout has garnered numerous reactions on social media, with many Nigerians expressing their admiration and disbelief at her age-defying fitness on X (formerly Twitter).

@OZONE jokingly compared Umar to 72-year-old President Bola Tinubu saying, “Tinubu can’t relate.”

A female user, @Rossie, said that she can’t do what the septuagenarian can despite being a lot younger.

“Wow, something I can’t do even though I’m young,” she wrote.

Police recruitment: Reps wade into face-off between PSC, IGP

The House of Representatives has waded into the face-off between the Police Services Commission, PSC, and the Inspector General of Police over recruitment into the force.
This followed the adoption of a motion on urgent public importance by a member of the House, Mitema Obordor (PDP -Bayelsa) during plenary in Abuja.
The motion is titled: “Resolving the Impasse: An Urgent Need to Investigate and Settle Lingering Police Recruitment Dispute Halting the 2023/2024 Police Recruitment”.
Obordor presented a motion that the Nigeria police is under the supervision of the PSC which has the power to appoint, promote and dismiss all officers of the Nigeria police force (NPF) except the I-GP.
This, he said, was to broker a relationship of trust and confidence between the public and the police.
He said that given the population of Nigeria and the security situation in the country, the ideal police-to-citizen ratio in Nigeria ought to be one police officer to 200 citizens.
He, however, said the country currently has a ratio of one police officer to 650 citizens, indicating a significant shortfall in the Nigerian police strength.
This, he said, was far below the United Nations recommendation of one police officer to 450 citizens.
He said the lingering dispute between the PSC and the IGP, resulted in an impasse and had regrettably halted the ongoing recruitment process for almost 10 months.
He said there was a critical need to strengthen the Nigerian police force by setting a ratio of one police officer to 200 citizens.
He said it was imperative to adopt the United Nations recommendation of a ratio of one police officer to 450 citizens to address the escalating security challenges facing our nation.
He added that the shortage of police personnel had reduced police presence in communities, thereby, leading to a surge in crime rates as criminals took advantage of the situation.
Adopting the motion, the house urged its Committees on police to investigate the root cause of the lingering dispute between the PSC and the IGP.
He said this was to resolve the dispute, and proceed with the recruitment process without further delay, and to report to it with recommendations within four weeks.
The House urged the Federal Government to provide adequate funding and resources necessary to support the recruitment and training of police officers.
It also urged the Federal Government to increase the number of police personnel to be recruited and in doing so, ensure federal character provisions as enshrined in the 1999 Constitution strictly adhered to.

ASUU gives N400,000 scholarship to Ebonyi indigent students

The Academic Staff Union of Universities, on Thursday, gave scholarship grants to two students of the Ebonyi State University Abakaliki, to the tune of N200,000 each.

The two beneficiaries, Ms Onwe Emmanuella C. and Chukwuemeka Ogar P. were final-year students of Medicine and Surgery at the EBSU.

Presenting the cheques to the students, in Abakaliki the ASUU Chairman, Ebonyi State University chapter, Dr. Okechukwu Igwenyi, said the beneficiaries were selected based on some stringent but transparent determinable parameters.

He observed it was wrong to blackmail the ASUU as a body known for only strikes and industrial actions, adding “We are here to inform the public that apart from fighting for improved funding and protect the autonomy of universities, we also care for students by providing annual scholarship awards to successful indigent students from all the public universities in Nigeria.”

He said, “There is no gainsaying the fact that the ruling class is surreptitiously making education very expensive and unaffordable by common Nigerians. School fees, meals, consumables and other sundry expenses have become so expensive and beyond the reach of a common man such that students who refuse to drop out have been pushed into unthinkable ventures to stay on campus and acquire the necessary university education.

“The terrible excruciating economic conditions students and parents are subjected to, has occasioned a high rate of drop out of diligent and intelligent students due to poverty and frustration.

Igwenyi expressed concerns over the deplorable conditions of students welfare, security and the depressed and unpredictable national economy which has compelled some students to seek for other distractive sources of income to afford their school fees and other basic needs.

“Currently, most students do not know what Bursary award by states and local governments , as it were , is all about and possibly do not understand that an ordinary student can win a scholarship or grant on merit.”

He added, “Our scholarships award scheme has been running for years and we provide research support presently to the tune of N500,000 as Ph.D Research Grant to selected members of ASUU in all public universities in Nigeria. Three of our members have benefitted from that scheme.

“Beyond our members, we also have our students in our plan. It is, therefore, imperative to mention now that over the years and as part of our Corporate Social Responsibility, ASUU National Executive Council has been dispensing monies from our check-off deductions and offer the same as scholarship grants to selected indigent students across the country based on some stringent but transparently determinable parameters.”

He noted that consequently, ASUU-EBSU has in the last couple of years put forward some nominee students of its university and in most parts, its nominees have always been successful.

One of the beneficiaries, Ms Onwe Emmanuella, said she was elated when information got to her that she was selected for the scholarship award, adding with the sum of N200,000 she will offset her outstanding school fees.

She said, “I feel elevated, because I have waited for a long time for the outcome of the screening. And I’m surprised that at the end , it yielded results and I am happy about it.

With this scholarship, I am sure I will be able to offset my outstanding school fees that have been waiting for me for a long time now to pay ; and also, take care of other courses I am yet to register.”

According to the second awardee, Ogar Peter, “I am just too emotional to express what I feel over the scholarship. I am grateful to ASUU-EBSU chapter. I am also sure that this grant will go a long way at solving some of my basic needs in school.”

Minimum wage: Tinubu, Nigerian workers meet next week to end impasse

President Bola Ahmed Tinubu and the leaders of the Nigerian Labour Congress, NLC, and the Trade Union Congress, TUC, have agreed to resolve the minimum wage impasse by next week.
This was the outcome of Thursday’s meeting between President Tinubu and the President of NLC, Joe Ajaero and the TUC, Festus Osifo, at the Presidential Villa in Abuja.
Ajaero said that the President’s discussion with them needed to be internalized for one deliberation next week.
“The President made his remark as the President and we all agreed. Let’s go back to internalize it, have some conversations and in one week, we will come back and we will continue the meeting.
“In a real sense, it wasn’t a negotiation but a discussion and we have had that discussion. We agreed to look at the real terms, probably and reconvene in the next week”, he said.
On his part, the Minister of Information and National Orientation, Mohammed Idris, said he is hopeful of a positive result after next week’s talks.
“Recall that already there is 62,000 naira that has been put out there from the government side and the organized private sector but the Organised Labour is still not accepting that but we know that they will come to the table, we know that this is something that is going to be workable for Nigerians.
“The Organized labor and the government will reach an agreement. We have adjourned now for a week. The labor union has asked the government to allow them at least a week to discuss further and we have allowed them”, he said.
Recall that the Nigerian government and organized labor had insisted on a different minimum wage of N62,000 and N250,000.
Meanwhile, Nigerians await the outcome of the minimum wage discussion amid harsh economic hardship which saw headline and food inflation rise to 33.95 percent and 40.66 percent, respectively.

Olayemi Cardoso, Governor of the Central Bank of Nigeria (CBN) has underscored the importance of transparency and trust in regaining confidence from international markets and foreign investors.
He stated that bolstering a resilient financial system was also key to attract foreign investments into the country, even as he highlighted the critical need for policies that directly benefit the lives of ordinary citizens.
Speaking at the 2024 Business Day CEO Forum in Lagos on Thursday, Cardoso emphasized that policymakers must prioritize creating stable and prosperous economic conditions accessible to all citizens.
“Whatever we do must impact the average man on the street,” Cardoso asserted.
He highlighted the importance of transparency and trust in bolstering a resilient financial system and regaining confidence from international markets and foreign investors, as stated in a statement released on Friday.

Supreme Court judgement: We are not under pressure – OSSIEC

Chairman of the Osun State Independent Electoral Commission, OSSIEC, Hashim Abioye, has declared that the Commission is under no pressure and legal hindrance to go ahead with its already scheduled timetable/activities for the conduct of local government elections in February 2025.
Abioye also maintained that there was no plan to bring forward the date of the election as doing so would be a blatant illegality which would negatively affect the foundation of the election.
The chairman made this disclosure in a statement issued by his spokesperson, Yemi Badru and made available to TVN on Friday in Osogbo.
The OSSIEC position is coming after insinuations from different quarters arose as a result of the Supreme Court judgment of Thursday, June 11, 2024, which granted full autonomy to local governments.
The chairman in the statement said, “Notice of election goes to the very root of the election. Any defect in the notice will knock off the election as it will lack any valid foundational basis.
“The notice we have given was in line with the law. Both the Electoral Act, 2022 and OSSIEC Law, 2022 provide for at least 360 days before the date of the election. This we have done since February, 2024. We are therefore in a good stead to go ahead with our activities.”
The Chairman clarified that, “there is no pressure anywhere. Where is the pressure? I will want reasonable people and discerning minds to take an excursion to the notice we issued and published on 19th February this year.
“Let anyone show me any subsisting court order prohibiting state electoral bodies from conducting or further conducting local council elections in their respective States.
“As far as OSSIEC is concerned, the radar is clear. Some people are deliberately misinforming the public or ignorantly postulating that today’s Supreme Court judgement has stripped the SIECs of their constitutionally guaranteed electoral mandate. There is nothing of such.
“In the case of OSSIEC, it is the judiciary that sacked purported council officials under the immediate past administration in Osun State that have appealed the judgment. And worse for them, there were two judgements of the same Federal High Court that sacked them, they appealed one, which is still pending, the other one they left unappealed.
“The bottom line of the judicial pronouncement that invalidated their election was that the notice given by OSSIEC under the past leadership in 2022 fell short of the provisions of both the Electoral Act and the OSSIEC Law. What is more! What is the fuss!”
While assuring that there was no cause for worry, Abioye said the process would go as outlined in the schedule of activities for the forthcoming Osun local council elections.
He said, “By the timetable/schedule of activities issued by the Commission, conduct of political party primaries is slated to hold between 22nd July, 2024 and 6th August, 2024, and mandatorily, any political party willing to participate in the election must give at least 21 days notice to the Commission to monitor their primaries. In line with the timetable, political parties have started picking dates and notifying the Commission about their respective primaries.
“The said notice, timetable/schedule of activities was issued at a time the recently determined local council autonomy suit had not been conceived not to talk of being filed at all, before the Supreme Court.
“You can see the difference. We are not desperate, and as I have always promised, we will not falter on the side of the law in the process of the election.”

Ex-Delta gov, Ibori, once convicted of fraud, faults Supreme Court judgment on LG autonomy

A former Delta State Governor, James Ibori, has faulted Thursday’s judgement by the Supreme Court granting full financial autonomy to local governments in the country, saying it is “a severe setback on the principles of federalism.”
Ibori who expressed his concerns on the verdict in a post on X, said he was outrighlty disagreeing with the verdict, while referencing constitutional provisions to substantiate his claim that the decision undermines the foundations of federalism.
He stated that the Federal Government had no right to interfere with the administration of local governments under any guise whatsoever.
He added that the ruling has “far-reaching consequences for the federal-state power dynamic, as it enables federal interference in local government finances and thereby centralises power, contrary to the principles of federalism.”
“There are only two tiers of government in a federal system of government,” the former governor said.
“I’m opposed to fiddling with the allocations to the Joint LG Accounts at the state level but that in itself does not call for this death knell to the clear provisions of Section 162 of the constitution,” he stated.
“The court’s ruling on the matter is an assault on true federalism. The federal government has no right to interfere with the administration of Local Governments in under any guise whatsoever. There are only two tiers of government in a federal system of government.
“I’m opposed to fiddling with the allocations to the Joint LG Accounts at the state level but that in itself does not call for this death knell to the clear provisions of section 162 of the constitution. The implications of the ruling are far reaching and the issues that readily come to mind are:
1. Constitutional Interpretation: The Supreme Court’s ruling appears to contradict the explicit provisions of Section 162 of the 1999 Constitution. This raises questions about judicial interpretation and whether the court has overstepped its bounds in reinterpreting clear constitutional language.
2. Balance of Power: The ruling potentially shifts the balance of power between the federal government and states. By allowing federal intervention in local government finances, it arguably centralizes more power at the federal level, contrary to the principles of federalism.

3. State Autonomy: This decision could be seen as an erosion of state autonomy. States are meant to have significant control over their internal affairs, including the administration of local governments, in a federal system.
4. Financial Independence: The ruling may impact the financial independence of states and local governments. If the federal government can directly intervene in local government finances, it could potentially use this as a tool for political leverage.
5. Precedent Setting: This decision could set a precedent for further federal interventions in areas traditionally reserved for state governance, potentially leading to a more centralized system of government over time.
“That Local Governments must be “democratically elected “ goes without saying. Yes, I agree, that’s the position of the constitution but withholding their allocation is not the way to go. It’s wrong.
“In the coming days, we will begin to fully understand the implications of the Supreme Court decision.
“An assault on the constitution is not the answer to fiddling with the Joint LG Acount. If the ruling is saying Governors cannot temper, touch, fiddle with the Joint Accounts, that’s fine because they shouldn’t be doing that in the first place.
“But asking the Federal Government to pay Local Governments allocations to the account of the Local Government directly will lead to utter chaos and avoidable friction in governance.
“Like the Hon. Justice Oputa JSC of blessed memory once said in describing the Supreme Court “we are not final because we are infallible, but we are infallible only because we are final”.
“It is my sincere hope that the judgement delivered today will be reviewed at the earliest time possible because it clearly stands the concept of federalism on its head.”
Ibori who governed Delta State from 1999 to 2007 was arrested in Dubai in 2010 and later extradited to the United Kingdom to face charges of money laundering and accusations of stealing public funds to the tune of $250 million.
Ibori pleaded guilty to ten counts of money laundering and conspiracy to defraud at Southwark Crown Court London on February 27, 2012, and was consequently sentenced to 13 years in prison.
