Executive Order: Kano Government Blocks Establishment of Ganduje’s Hisbah

By officially outlawing the projected Independent Hisbah Fisabilillahi, an organization purportedly founded by a previous state governor, the Kano State Government has taken definitive action against the establishment of any parallel religious police force.

According to reports, on Friday night, Governor Abba Yusuf issued an Executive Order that immediately prohibits the establishment, hiring, and functioning of any Hisbah organization outside of the official government entity.

Governor Yusuf issued the order to maintain public order and the legal authority of the current Kano State Hisbah Board, according to the Commissioner for Information and Internal Affairs, who made the announcement during a news conference in Kano.

The government was worried that some people and organizations were allegedly recruiting and organizing others to join the unauthorized group, which officials said was illegal and may jeopardize the state’s security system.

The proposed group was categorically deemed illegal by the Executive Order, “Kano State Government (Prohibition of the Independent Hisbah Fisabilillahi) Order 2025.”

“Recruiting, assembling, mobilizing, training, or deploying persons for the purpose of operating a parallel Hisbah or similar enforcement outfit shall not be lawful for any person or group,” the directive declares, stressing that any action taken in support of such a body is “unlawful, illegal, and void.”

The Nigeria Police, DSS, and NSCDC are among the security services that have been instructed by the Kano State Government to look into the sponsors and organizers of the banned group right away.

The agencies are also responsible for stopping any recruitment or mobilization that is currently underway and for taking legal action to stop any violations of the peace.

The Independent Hisbah Fisabilillahi’s participation, support, and affiliation are prohibited by state legislation, the administration cautioned the populace.

According to the ruling, offenders will be prosecuted under current laws, which include crimes including creating unauthorized enforcement groups, impersonating lawful authorities, and unlawful assembly.

The Executive Order went into effect right away and will soon be gazetted.
