The state administrations that have allied themselves with the ruling APC have agreed to participate in the allocation of 15% of their annual funding for Primary Health Care development in tandem with the federal government.
The decision on how to improve primary health care delivery was included in a communiqué that was issued after the meeting of Commissioners of Health and Executive Secretaries of the Primary Health Care Development Agency of the APC Controlled States concluded.
On Thursday, August 26, 2021, the Commissioners of Health from the APC controlled States met in Ilorin, Kwara State, to discuss improving primary health care delivery in those states.
The Governor of Kwara State, His Excellency Abdulrahman Abdulrazaq, officially declared the meeting to be open, and health care delivery was identified as a challenge.

As the APC concluded, health commissioners from all states concurred on making it easier for states to adopt policy initiatives related to primary healthcare delivery. In addition, they agreed to increase collaboration, peer review, and sharing of knowledge about primary healthcare delivery.
Dr Walter Kazadi Mulombo and Dr Abdullahi Bulama Garba, WHO Representative in Nigeria, also spoke at the event.
The meeting agreed that it is necessary for the states to align with the federal government’s declaration of 15% annual allocation for health care services and to release this to the service providers.
Kwara state Commissioner for Health, Dr Raji Razaq, and Progressive Governors Forum (PGF) Director General, Salihu Moh. Lukman signed the communiqué, which says that APC States have agreed to establish a sustainable health care financing system, such as health insurance and a health emergency trust fund, as well as to domesticate Primary Health Care.
Primary health care delivery services to give priority to maternal and child nutrition in its provision.
Strengthening coordination of APC’s maternal and child health services delivery initiatives will be a priority for APC.

“There are plans to revitalize primary health care services beyond constructing buildings to making certain ongoing funding of facilities operations is secured, and services will be data-driven to include appropriate information technology,” said the communiqué.
